Master Plan: A new decade at the airport New taxiway should boost local economy. Future changes at the Ormond Beach Municipal Airport will be decided over the next year in a series of meetings as the Master Plan is updated for another 10 years. Workshops, public hearings and commission meetings will set the stage for growth and development at the facility. “There will be a lot of public input,” said Economic Development Director Joe Mannarino. Hoyle, Tanner and Associates, a national company with an office Oviedo, prepared the plan in 2004 and has been hired to update it. The cost of the project, along with a stormwater drainage plan for the airport, will be $221,749. A Federal Aviation Administration grant will pay $199,574. A Joint Participation Agreement

with FDOT will provide state funding of 80% of the nonfederal share in the amount of $17,740, leaving the total remaining obligation for the Ormond Beach airport fund at $4,435. Money in the airport fund comes from fees charged to aviation businesses at the airport.

Taxiway G and the economy

Mannarino said a project that he sees as a “must” for the plan is called Taxiway G, which would be constructed in 2015. He said the city would apply for a grant. Taxiway G will provide a way for airplanes to taxi to the southwest quadrant, now currently undeveloped. Businesses will be able to build hangars and aircraft-related industry in the 90-acre area. “It’s very important for future development,” he said. Fees from the businesses at the airport go into the airport

fund, making the airport selfsustaining. The airport brings businesses to the city, which pay taxes and provide jobs. An economic impact report can be found under the “airport” tab on ormondbeach.org “It’s important for economic development purposes,” he said. “A lot of people in the business park are there because of the airport.” He said the airport will help attract businesses to Ormond Crossings, the commercial and residential development planned on North U.S. 1. Mannarino said development of the southwest quadrant won’t necessarily mean more air traffic at the airport. Future flight schools may be reluctant to locate at the airport if it becomes more “business friendly.” However, he sees no change in the status of current schools at the airport.

Aircraft noise still an issue

Mannarino said the master plan will look at the future needs of aviation, as well as factors such as noise abatement in surrounding neighborhoods. “It’s a balancing situation,” he said. About four years ago, several meetings were held with residents to develop guidelines to reduce noise. Voluntary guidelines were developed, which included suggested takeoff and landing patterns. Mannarino said the airport does not receive as many complaints as it did before the noise abatement meetings, but they occasionally come in. Mannarino emphasizes the guidelines are voluntary. “It’s a highway in the sky,” he said. “We don’t control the sky. The FAA controls it.” He said the airport manager, Steven Lichliter, works with the tower personnel and flight schools to try to resolve noise

Condos planned for old hospital site “This will probably always be known as the old hospital property,” said developer Buddy LaCour about the area where Memorial Hospital once stood on Sterthaus Drive. But if he and other investors in Ormond King Center LLC are successful, the 27-acre site will be the location of five-story residences called Ormond Renaissance Condominiums. “We have a few fiery hoops to jump through for the city,” LaCour said. The project will need a rezoning approval from the Planning Board and City Commission before construction begins, which is projected to be early 2015. The first phase could be completed by late 2015. LaCour said it’s a unique location for a condo because it’s centrally located to shopping, the beach, and Interstate 95, and has several points of access by way of Orange Avenue and Old Kings Road. When fully built out, the residence will have 11 buildings, each containing 26 condomini-

The first phase will be built next year, and the timetable for the other phases will depend on demand, but LaCour expect all to be completed in four years. The market demand may also affect the occupants. LaCour said the phase three buildings may be for those 55 and over, depending on sales for the first two phases. No short-term rentals will be allowed, but LaCour said rentals of at least six months will probably be allowed. “Florida was built on rentals,” he said. He said people have traditionally bought a house, and then rented it out until ready for

retirement. “This will be a good fit for that,” he said. LaCour presented plans for the development at a neighborhood information meeting on Aug. 26 at the Ormond Beach YMCA. One audience member said she was concerned about the increased number of area residents, many of whom will be renting. She said population will also grow because of increased business from the residents. “This town does not have a gigantic police force,” she said. “Who will police the parking lots and the unruly tenants? I moved from South Florida to get away from this.”

LaCour responded that it will be a $65 million to $70 million project at build-out, and will pay for necessary services. “That’s what we pay taxes for,” he said. “People will demand goods and services. It will have a positive influence. It’ll be a cool place to live.” Features will include a lagoonstyle pool and elevators. One floor of each building will be for parking. There will be two- and three-bedroom units priced from $200,000 to $300,000. The largely wooded area to the east will remain a conservation area. Early plans called for a house of worship to be constructed, but those plans are on hold because unique, specimen trees were found in the area. When asked about traffic, Parker Mynchenberg, engineer for the project, said that a study has shown that there will be less traffic than when the hospital was there. There are no plans to widen any roads. LaCour said he expects half of the residents to be retired.

He is currently planning to move to Southwest Florida. “I can’t wait to get out of here,” he said. Wallin said people ask him why he moved near an airport, and he said he lived about two miles from an airport in Hollywood and it was never a problem. Here, he said, “If I walk outside, in a minute a plane comes across. At 10 p.m. you hear them,” he said. “There are three in the air right now.” His neighbors do not share his concerns. He said his friend across the street asked, “What planes?” “I think he’s deaf,” he said. He said other neighbors work, so they are gone all day. “They say the planes don’t bother them,” he said.

INBRIEF + Brewer to expland

Ormond Brewing Co. plans to expand its production capacity 10 times as large as it is now, and also start selling its craft beers in cans at retail outlets. Justin Robinson, who owns the brewery along with Jon Pennett, said they have ordered the equipment, and will be expanding production over the next several months. In addition to selling beer in cans, the increased capacity will also enable them to offer more variety at area restaurants. Their flagship beer, Honey Cream Ale, is available at 26 Volusia County restaurants. The brewery already has a commitment from ABC and Total Wine & More to sell its craft beer in cans, and it’s also reaching out to other outlets. It will be several months before production begins. Robinson said there are several benefits to beer in cans, and he expects cans to replace bottles in three to five years. He said cans have improved over recent years and have water-based liners, so that the beer never touches aluminum. He said big craft brewers, such as Cigar City and Oskar Blues, are producing beer in cans. “They’re perfect for Florida because you can’t have bottles at swimming pools or on boats,” he said. The brewery makes numerous craft beers, which can be sampled in the tasting room at their brewery, 301 Division Ave., Suite 15.

The victim said that when she went back to her parked car, she noticed that her purse and iPad had been stolen. She said she had left the windows open 2 inches. The officer observed a male with no pants on and buttocks exposed, standing in the gazebo at the southeast corner of Andy Romano Park. The suspect said he was changing his clothes and feeding the birds. The officer said he was being trespassed from the park for being there after closing time, and if he returned he would be arrested. The suspect declined a copy of the trespass report and left the park.

Dog is girl’s best friend 8:23 a.m. — 100 Block of Ormond

Shores Drive. Found Child. A witness saw a small child with a dog in the street. A police officer tried to talk to the child to get a name or address but got no results. The child was able to say the dog’s name. The officers decided to tell the dog to go home and then follow it, and the dog led them to a house on another street. The front gate and front door of the home were open, and the resident confirmed that her child was missing. The police brought the child to the residence. Investigation revealed that the child unlocked the door, unlatched the gate and left while the mother was asleep. The residence was in good condition with plenty of food. The mother said she would take security measures to make sure it did not happen again. The officers told the mother that they would have to notify the Department of Children and Families.

12:42 p.m. — 800 Block of South Atlantic Avenue. Assault. The suspect said she was pulling into a parking space at Andy Romano Park and stopped when she saw the victim standing in the space. She said the victim screamed about how it was her space, and her boyfriend was moving his car to that space. The suspect called police. The victim said the suspect pulled forward and hit her with the front bumper, and the suspect denied it. The victim said she was not injured and did not wish to press charges. All three subjects were advised that they are not allowed to stand and hold parking spaces.

If you’ve been on Facebook or watched the news lately, anyone who’s anyone has been participating in the ALS Ice Bucket Challenge. From celebrities like Justin Timberlake and Mark Wahlberg, to now our local head honchos like Mayor Ed Kelley and City Manager Joyce Shanahan, everyone is dumping ice cold water on their heads in the name of charity. EMILY For the challenge, BLACKWOOD participants nominate their family, friends and coworkers to dump a bucket of ice water on their heads and donate $10 to the Amyotrophic Lateral Sclerosis Association within 24 hours, or, if they want to skip the ice, they have donate $100 to the organization. Personally, my Facebook newsfeed has been flooded with people flooding their backyards and driveways participating. It’s during this time that I was glad that my friends and family tend to take to the “too cool for trends” route, and that I hadn’t been challenged. Not that I didn’t want to donate money, I’m just not a fan of cold showers. Just when I was thinking I might actually make it through the week without a nomination, I got an email from our news editor, Wayne Grant, saying the city of Ormond Beach challenged the Ormond Beach Observer to dump cold water on our heads at 8:30 a.m. Friday at City Hall.

Though my instinct was to go into hiding for a few a days, when the mayor of your city challenges you, you must accept. Looks like I could avoid that cold shower no longer. Publisher John Walsh, Senior Account Manager Kaitlin Kennedy, Operations Manager Maureen Walsh and I answered the call for duty and to represent the Observer. Wayne squirmed out of the contest with the excuse of having to report on the event and being “advanced in years.” Editor Brian McMillian couldn’t make it do it “other obligations” but promised to send us a shiver around the time of our splash. After a good night’s sleep Thursday, I woke up yearning for a warm shower that I knew would be best taken after 8:30 this morning. Old gym clothes on and nothing but my car keys in hand, I made my way to City Hall with the attitude of “let’s get this over with.” At least 30 people were gathered in the courtyard watching their colleagues and neighbors get ice cubes poured down their business suits to kick off the end of the work week. As I lined up with the rest of the Observer crew, I couldn’t help but notice the overwhelming feeling of community as people participated in something that was not only silly and fun, but helped raise awareness for something bigger than ourselves. As my boss John Walsh gladly — almost too gladly — dumped a large bucket of ice water over my head, my attitude had changed to, “Let’s do this.” The ALS Ice Bucket Challenge has been challenged as to whether or not it’s actually doing anything for the charity. A basket was on hand for donations to fight ALS, which is the reason for the challenge currently sweeping the nation. The city was challenged by New Smyrna Beach, according to City Manager Joyce Shanahan. Also on hand was Mayor Ed Kelley, who joked that he hoped the wind would blow the cool air south and have a chilling effect on the hot political rhetoric this election season in Volusia County. On a serious note, Kelley said he had a good friend, Paul Bigham, who died two years ago from ALS while in his 50s. The city of Ormond Beach also challenged the Ormond Beach Observer, and four staffers received an icy bath after the city staff was finished.

With senior wide receiver and linebacker Raushod Floyd as the new team captain, Seabreeze battled to a 20-7 preseason victory on the road, on Aug. 22, over St. Augustine. In just the first half alone, the Sandcrabs forced a fumble and intercepted three passes, which led to two made field goals by senior Sam Hayworth, one traveling 44 yards, and a touchdown pass from quarterback Justin Miller, who found Floyd streaming down the sideline for the season’s first touchdown. Just before halftime, St. Augustine got on the board with a touchdown pass of their own to narrow the lead to 13-7. In the second half, Seabreeze struggled to move the ball on the ground. “Not to make any excuses, but we lost 80% of our offensive line,” coach Marc Beech said. “We lost our quarterback and a significant wide receiver to injury. We have young players stepping up right now, so I’m confident that we’ll get it turned around.”

In the final quarter of the game, just when St. Augustine began marching the ball down the field, Floyd grabbed a fourth interception and returned it all the way for a touchdown to close out the game. “We’re going to surprise a lot of people this year,” said Floyd, who scored both of Seabreeze’s touchdowns. “Raushod made a bunch of plays out there for us,” Beech said. “He’s a four-year starter, and tonight he proved the players made the right choice in nominating him team captain.” Floyd’s mother, Quennedda FloydCarter, cheered as he raced down the field for both of his scores. After the game, she spoke of Floyd’s hard work, which she hopes will land him in college, and his desire to put the team before himself. Floyd conveyed the same message, saying, “My teammates allowed me to make those plays out there on the field.” The Sandcrabs’ first season game will take place at 7 p.m. Friday, Aug. 29, against Spruce Creek.

Emma Albrecht’s golf game has been hot of late. When she posted a 62 at the Volusia/Flagler high school tournament at Hidden Lakes Golf Club last fall, she was heating up. And when she won the American Junior Golf Association junior event with a three-day score of 215 in July, the Father Lopez senior’s irons caught flame. But coaches at Notre Dame, who were interested in offering Albrecht a scholarship, once worried about how she’d deal with the frigid cold of the Midwest. After her first official visit to South Bend last July, “They said, ‘OK, we like you, but you have to come back in February,’” Albrecht recalled. “‘Because when there’s seven feet of snow on the ground, you’re a Florida girl, and you’d have to like it.’” And she did. South Bend, Indiana, isn’t Ormond Beach, but it felt right. Albrecht signed with the Fighting Irish, choosing the independent, Catholic university over offers from the University of Florida and Southern Methodist University. “It was colder, like negative-10 degrees, and I was there in a ski jacket,” she said of her February visit. “But I fell in love with it. It was nothing like Florida. But I like that. College is four years I can go off and live somewhere else.” She came away impressed with the school’s athletics department, her future teammates and the prospect of being a homer for a hallowed Division-1 football team. But what stood out to Albrecht most was the fact that two of those teammates already had jobs waiting for them after grad school. “The connections for after golf, for your professional life and career, there’s Notre Dame alumni everywhere,” she said. “You

go there, and you’re set.” Albrecht was born into a family where both parents played golf collegiately, and her mother enjoyed a professional career. Her father worked for the LPGA for 12 years. Mark Dunn, who took over this summer as the Green Wave’s coach, first met Albrecht and her family several years ago when he was the PGA director at Oceanside Country Club in Ormond. At this point in Albrecht’s development, it’s not about adding shot shapes, or even distance to those straight drives. Dunn views his role as coach as a refining, rather than a sculpting job. “When you’ve got somebody with that kind of talent level, you don’t want to get in her way, honestly,” Dunn said. “You want to help them to build some kind of consistency.” Albrecht’s golfing foundation was poured when she was 1, as soon as she could walk. What she remembers from those early outings is fooling around, looking at birds and riding in carts. Now, she’s got a full ride — to the University of Notre Dame.

rmond Beach actors don’t need to travel to Hollywood to find their spotlight. The Daytona Playhouse held its Season Preview Aug. 24 and it’s clear that Ormond Beach residents are no strangers to center stage. “It has to be genetic,” Kathy Thompson said. “When I was in third grade, I started writing plays and producing them in class. I thought it was great, but Mom didn’t think so because I was always stealing props from her house.” Actor Robert Dimsey fell in love with the praise his performances got him as a young child. “I was with a couple of very close friends in grade school, and they were geniuses,” Dimsey said. “One fellow was writing original plays in fifth and sixth grade. I would always perform them. I was always a little ham, 2 or 3 years old singing around the house. I was always seeking attention.” Robin Neill-Kitaif spent the earlier part of her life chasing her dramatic dreams. “When I was in 11th grade, I saw a production of ‘Godspell,’ and I fell in love with acting,” Neill-Kitaif said. “Everything was theater after that.” She got a degree in theater at the University of South Florida and studied Broadway theater. She lived in New York City for a few years.

The three Ormond Beach actors will be performing in the Playhouse’s upcoming show, “Vanya and Sonia and Masha and Spike,” which opens Sept. 5. “This play is so much fun,” Neill-Kitaif said. “I play Masha in the play, and it’s the most fun I’ve ever had with a part.” Neill-Kitaif said that after a 30-year hiatus from acting, she got involved with the Playhouse by accident. “I was still taking voice lessons over the years,” Neill-Kitaif said. “I was at a recital, and the director for ‘9 to 5’ was there and asked me to audition. I said no, I had no time. Four weeks later, their lead got ill, and they called me to fill in. I loved it so much.” Thompson also returned after a 28-year theater hiatus. “When I started working and was single, I did some community theater and TV shows for PBS,” Thompson said. “They were 30-minute educational programs. When I retired, I vowed to pursue my passion again.” Dimsey started performing at the Playhouse in 1978. “It has always been a passion of mine,” Dimsey said. “After college, I dove right into the community theater, and they haven’t been able to get rid of me.”
