He also said that after every trial, there are winners and losers, and a judge has to be willing to be disliked. “He’s going to be a great judge,” he said to laughter. It was a ceremonial session of court, with robed judges of the circuit court in attendance

on stage at the Performing Arts Center. The crowd included many city and county officials. Hood, a former Ormond Beach city commissioner and mayor, is now the newest circuit judge of the Seventh Judicial Circuit, which covers Volusia, Flagler, Putnam and St. Johns counties. When stopped at a red light, sometimes a person on the sidewalk will ask for money. Do you stare forward and ignore them? Roll down the window and hand them cash? The latter will be an illegal activity near the intersection of State Road 40 and Interstate 95, if the city passes an ordinance proposed by the city legal staff. There has been an increase in panhandling and soliciting in the city, particularly in that area, and it is becoming dangerous and disruptive, according to Ann-Margret Emery, deputy city attorney. She said the Police Department has been getting a lot of calls about solicitors in that area, and sees them as a traffic hazard. Emery said the ordinance would apply to all, including those soliciting money for a charity. The proposal would place a 25foot nonsolicitation buffer along Granada Boulevard from Williamson Boulevard to Interchange Boulevard. Other buffer zones in the proposed amendment include public transportation vehicles or facilities, around public bathrooms and near ATM machines where citizens may feel threatened. Aggressive panhandling can be prohibited anywhere, but passive panhandling, which may be asking for money or holding a sign, is protected by the First Amendment. Any regulation of passive panhandling must be narrowly tailored to serve a significant government interest. The city legal staff says panhandling can be prohibited at the intersection because of the traffic hazard. At the Sept. 29 City Commission meeting, the commissioners gave legal staff the go-ahead to write an ordinance for future consideration. Current ordinances prohibit anyone from walking into any road or standing on any median to solicit to vehicles anywhere in the city.

A tale of two Ormond campaigns Costello dominates in campaign donations. As of Sept. 24, Fred Costello has raised $112,625.76, and Noel Cheryl Bickford has raised $10,444.26 in the race for state representative, district 25, but interviews with the candidates show common campaign strategies. Costello is the Republican candidate while Bickford is a Democrat. Both reside in Ormond Beach and are contending for District 25, which includes Ormond Beach, and then goes down the beachside to also take in Port Orange and New Smyrna Beach. Both candidates have yard signs and websites. Both have advisers, though Costello has a paid adviser to make suggestions on targeted mailings, etc., and Bickford has volunteers. Costello has mailed a full-color, tri-fold piece to voters, while Bickford says she has a mailer in the planning stages. Costello, former mayor and city commissioner of Ormond Beach, chairman of Volusia Council of Governments and Volusia Transportation Organi-

zation and state representative from 2010 to 2012, has a known voting record. He said donors from around the state who share his political views chipped in to his campaign. “Most donations are in response to appreciation of my voting,” he said. He also points out that he was endorsed by the Florida Chamber of Commerce. Bickford said all of her donations are from individuals. Costello said he is spending a lot of time in Port Orange and New Smyrna Beach, where he is less known than in Ormond Beach. Bickford said she is attending “hobnobs” and a lot of gatherings in homes or restaurants, arranged by her circle of supporters. She said she will also go door-to-door.

While Bickford has not held public office, she said it’s a misconception that she is unknown. “I’ve been involved in the community for 15 years,” she said. She has served on the board of directors of O0rmond Memorial Art Museum, Seaside Music Theater, St. James Episcopal School and the Little Theatre in New Smyrna Beach. She was recently endorsed by the Florida Nurses Association. Social media now plays a strong role in campaigns. Both candidates reach people by others forwarding email and sharing social media. Bickford also said her campaign is “extremely grassroots.” “We are connecting directly

Costello said when a candidate doesn’t raise much money, they must run a grassroots campaign, but he also said he hopes that people feel he is running a grassroots campaign. “People call me a career politician, but I’m a career dentist who has been called to serve,” he said. If elected, he will continue his practice in Ormond Beach. Both candidates agree on one thing: It’s important for the public to get out and vote on Election Day, Nov 4.

A steady stream of hungry diners kept the long-awaited Peach Valley Café West busy Saturday morning on its first weekend of business at 1185 W. Granada Blvd. “We’re excited to open the new Peach Valley Café West and meet the longtime requests of local friends and fans who’ve asked that we expand the brand to the west side of town,” said Jeffery Ash, president and CEO of Stonewood Holdings, which also owns Peach Valley Café on East Granada Boulevard. The restaurant had an invitation-only event earlier in the week and raised $4,000 for Halifax Health Hospice by donating half of the proceeds, according to spokeswoman Hope Sarzier. The new restaurant will serve breakfast and lunch daily and will offer takeout and catering. City sets tax rate, meets to brainstorm Property taxes account for $9 million of the city of Ormond Beach’s $62 million budget. The City Commission gave the final approval for the millage rate and budget for the fiscal year beginning Oct. 1 at its meeting on Sept. 29. The millage rate, 4.1181, is 4.1% above the rolled back millage rate of 3.9559, which would have brought in the same amount of money as last year. The millage required to pay debt on voter-approved items, 0.2879, makes the total millage 4.4060. Homeowners can expect to see an increase in their bill, because of increased home values. A person who owns a home valued at $150,000, and with exemptions totaling $50,000, will pay $8 more in property tax this

year than they did last year. The final budget for the city is $61,610,979, which is funded by many sources including fines, charges for services, licenses, permits, franchise fees, etc., as well as property tax. Property taxes provide about $9 million. No speakers came forward to comment.

Brainstorming session

Before the meeting, commissioners met in a “brainstorming” session. In the meeting, Commissioner Troy Kent brought up the problem of businesses that are vacant for a long time, and have an unkempt appearance.

City Manager Joyce Shanahan said that city staff is working on proposed new regulations for businesses and would have them for the commission to consider later this year. Commissioner James Stowers said that other communities, such as Daytona Beach and Daytona Beach Shores, have hotel developments coming in the future, but nothing was happening in Ormond Beach. “I’m not seeing it in our area,” he said. “I know we’re limited because of the 75-foot height limit.” He said he would like to see creative ideas for development. Mayor Ed Kelley said that per-

haps the city needs a mechanism for people to suggest ideas, without having to invest a lot of money. “What we require is a fullblown set of plans before we consider it,” Kelley said. “We don’t have a mechanism for people to just present an idea.” City Manager Joyce Shanahan cautioned that without a detailed set of plans, the city might end up with a development different from the proposed idea. City Attorney Randy Hayes suggested that the Land Development Code should be looked at. He said a blue ribbon committee of planners could look at the code and update it.

INBRIEF + Pedestrian killed on North Nova Road A pedestrian was killed at 8:19 p.m. Sept. 23 at the intersection of North Nova Road and North Old Kings Road, according to spokesman for the Ormond Beach Police Department. Vassilis Vouzoukas, 77, of Ormond Beach, died at the scene. The driver of the car that struck Vouzoukas said it was raining heavily and he could not see well when he suddenly hit something. He stopped his car and then saw the victim. He checked for signs of life, and a witness performed CPR. Police determined that the victim did not yield the right of way to traffic and was crossing in an area where no crosswalk or traffic control devise was present. The driver was not cited. + Restaurant named best in Central Fla. Tia Cori’s Tacos, with locations in Ormond Beach and Daytona Beach, has been voted the top Mexican restaurant in Central Florida by WESH TV viewers. The restaurants are owned by Corina Parra Ortiz (Tia Cori) and her brother, Ben Parra. “Our dream was to provide our customers with an authentic taste of Mexico by using our family’s recipes,” Ortiz said. Leslie Garcia, manager of the Ormond location, 1930 W. Granada Blvd., said the parents of the owners had restaurants in Mexico and passed on the recipes. Ortiz and Parra grew up in Mexico. A popular feature at both restaurants is a mariachi band, which roams among the tables. They play Friday nights, alternating between the Daytona and Ormond locations. Garcia said all food is fresh and made from scratch. Ortiz and Parra opened the Tia Cori’s Tacos on Beach Street in Daytona Beach with their spouses, Ovi Ortiz and Kelley Parra, in May, 2010. In February 2014, they opened their second Tia Cori’s Tacos location in Ormond Beach.

But, he said he’s sure that Hood will handle his judgeship with “class, efficiency and ingenuity.” Horace Smith said he has mixed emotions. “I’ve lost a law partner of 26 years, but we’ll have a great judge,” he said. He said that in addition to his law career, Hood “has been president of every charitable organization in Volusia County.” Smith also mentioned Hood’s battle with brain cancer, and said he is currently receiving treatment.

“If anybody’s going to beat it, he will,” Smith said. “He remains a positive influence on everyone’s life. His positivity is what keeps him going and what will make him victorious.” Judge Richard Orfinger gave two bits of advice, with the first being “never pass up a chance to take a leak.” He said that didn’t mean much when he became a judge at the age of 39, but now that he is 62, he sees the wisdom. The second bit of advice was to use his fellow judges as a resource. “There is no issue you’re dealing with that they haven’t dealt with,” he said. Hood mentioned all of the members of his family when it was his turn to speak, including his father who he said was his hero and his mother who gave him the joy of reading. He said he missed his son, Clay, who

died this year, and said he thinks about him every day. Hood said life is not about “finding yourself,” but about “creating yourself,“ and said “money doesn’t make you rich, friends make you rich.” Appointed by Gov. Rick Scott to fill the upcoming vacancy created by the retirement of Circuit Judge David B. Beck, Hood will begin work on Oct. 6 and will preside over family law cases at the Volusia County Courthouse Annex at City Island in Daytona Beach. Hood has been an attorney since 1978 and received both his bachelor’s and law degrees from the University of South Carolina. He served as mayor of Ormond Beach from 1994 to 1999 and as Ormond Beach city commissioner from 1992 to 1994. He was elected to the Florida House of Representatives in 2012.

City escapes structural damage during the latest torrential rainstorm

City Manager Joyce Shanahan reported at the Sept. 29 meeting that there was no structural damage to any dwelling in the city as a result of the torrential rains of last week. There was standing water in the some streets, and one report of water on a porch. She said the city spent millions of dollars, mostly from grants, in stormwater improvements after the 2009 floods, particularly in the Hand Avenue area.

Commissioner Bill Partington pointed out that other areas had flooding, but Ormond Beach did not, in spite of eight inches in rain. “My phone didn’t ring. There were no emails,” he said. “It was a stark difference from 2009.” Commissioner Troy Kent said that after 150 homes were flooded in 2009, the city reached out to state government and FEMA for help in solving the problem. Work is continuing on drainage issues, according to Mayor Ed Kelley. “If we have 24 inches of rain, something will happen,” he said. “But we’ve made good headway.”

She never stopped smiling Even when she didn’t have the energy to get out of bed, my grandma brought joy to others. “Emmy, tell me I’m pretty.” My grandma, Andrea Youngblood, was laughing and begging 15-yearold me for a compliment as she sat, bald, on the couch because someone stole her wig. I kissed her sort of sweaty EMILY BLACKWOOD head, told her she was beautiful and attempted to retrieve her stolen wig. Little did I know, this would be one of the last interactions we would ever have together. My grandma died from breast cancer a few weeks later, on May 30, 2008. I remember seeing her in the hospital, attached to tubes and IVs and barely looking like a person anymore. Though everything about the situation was sad, the saddest part to me was that she was just herself a few days earlier. We had just been at her house for dinner like we always do. The older adults in my family were a little more aware of her medical situation than I was at the time. I now know that my grandma’s breast cancer, which she had beaten be-

fore, had spread to her liver and she had been given only a few months to live. Still, no one was prepared to see her in that hospital room, looking like anything but her happy, witty, wonderful self. There are a lot of hard days and weeks in my family, but May 30 is probably the hardest. My grandma was without a doubt the leader of our little clan, and without her guidance we’ve probably made more mistakes than we would have if she were there. I think everyone in my family can agree that we all fell apart a little after she died. This week, I had the chance to start working on some stories about Breast Cancer Awareness Month. I interviewed Fire Chief Bob Mandarino about his mother who beat the disease and lived on for another 40 years. I talked with Driver Engineer Bill Baranowski, who didn’t personally know anyone with breast cancer but talked with the same passion as Chief Mandarino did. And I noticed something interesting. Breast Cancer Awareness Month means something to just about everybody. For many people, sadly, it represents someone they lost and want to remember. But for people who haven’t experienced a loss to breast cancer, per se, it still represents people

they’ve lost to other types of cancer. It also is a time when people think about supporting the community in a time of need. As I’ll continue to listen to the breast cancer stories of Ormond Beach’s citizens for the rest of the month, I want to tell you more about mine. My grandma is the strongest and most generous person I have ever met. Despite the many hardships she faced, she managed to support not only herself but her two daughters and two nieces she later adopted. When my granddad first met her, he described them as little ducklings, following their mama. Even after she met my granddad and her life became more comfortable, she never forgot where she came from and was always reaching out a hand to those who needed it. Whether it was a hot meal or a place to sleep, she would take

care of you. One time, when my brother and I were really young, she led us into the living room and showed us this empty trunk. When we asked her why this was important enough to tear us away from “Spongebob,” she said “This is a treasure box. And today, we’re going to fill it.” One trip to Toys-R-Us and Grandma’s house was easily our favorite place to be. She is also the direct root of my love for arts and crafts. Rainy days with Grandma would be spent taking a sewing workshop or making purses out of placemats. There was always an idea to try. My grandma, Andrea Youngblood, taught me a lot of things when she was alive. But even after her death, I continue to find lessons of strength, generosity and love that could only come from the most beautiful woman I’ve ever known.

Mainland stuns American Heritage On a highly anticipated night, The Mainland Buccaneers escaped their last-year nemesis, American Heritage, 42-30, Friday, Sept. 26. Mainland opened the scoring with a 19-yard fumble recovery return by Kyle Oliver. After a Patriots touchdown, quarterback Denzel Houston and Wilfred Taylor conJEFF nected on an 80-yard passing DAWSEY score. American Heritage forced a safety and then scored on its ensuing drive to take the lead, 16-14. Mainland Lady Bucs comeback against Matanzas Lady Pirates

Despite losing the first two sets 25-22 and 25-11, the Lady Bucs turned the tables on the Pirates and won the next three sets 25-11, 25-23 and 15-11 to win the match on Sept. 25. Sam Hayworth scraps soccer to star in football The summer before his junior season, Seabreeze punter and place kicker Sam Hayworth had to make one of the biggest decisions of his life. The kicker chose to sacrifice soccer, the game that he loved, to devote more time to kicking and to bettering his chances of getting a scholarship. “It was extremely upsetting for me to give up the sport that I loved to do most,” Hayworth said. “I had a lot of trouble reaching my decision, but I knew it was best for me.” Now a senior, Hayworth has become one of the top kickers in the area in punting and place kicking. He’s made 7-of-8 field goals, including the preseason, and his only miss came in the Sandcrabs’ win against New Smyrna Beach, when head coach Marc Beach called on Hayworth to attempt a 56yard field goal, which came up short. “I tried to hit it too hard rather than focusing on good, clean contact,” he said. “If I had hit the ball clean, it would’ve gone through for sure, but that play showed how much my coaches trust me, which is a great feeling.” In Seabreeze’s last game against Bartram Trail, on Sept. 25, Hayworth kicked a 71-yard punt from his position, 61 yards from the line of scrimmage. Hayworth didn’t always have a great leg. He said Mainland’s special teams coach Dan Lundy, who heads Daytona’s Elite kicking organization, took his talents to new heights. “Coach Lundy helped me realize a dream

that I never recognized, a dream to play football,” he said. “Without him, I wouldn’t be in this position today.” Now, Hayworth leans on Seabreeze’s former kicker, Hayden Hoggarth, who is the kicker for Bethune-Cookman, for encouragement. “In his junior season, Hayden broke his foot in second game of the season, so I had to step up,” Hayworth said. “Though he was sour about it, he’s always helped me out. We’ve become best friends now, and I call him after every game.”

After controlling the majority of the game with defensive stops, the Seabreeze Sandcrabs ran out of gas at the end of the game against the Bartram Bears to lose 15-10 on Thursday, Sept. 25, at Municipal Stadium. The Sandcrabs (1-4) got on the board first with a 24-yard rushing touchdown by Javier Sylvester. The Bears moved into the Sandcrabs red zone area, but Cole Dunagan picked off the quarterback’s pass. Bartram Trail made it back into scoring territory, and another pass was intercepted by Ty McCall. Seabreeze led 7-0 at halftime. Toward the end of the third quarter, Bartram Trail forced the Sandcrabs to punt from their 1-yard line. They blocked the punt for a safety, which made the score 7-2. Bartram Trail’s offense scored for the first time in the game on a 54-yard touchdown pass from Cameron Blay to Bryce Walker to take the lead 8-7. They would miss the two-point conversion attempt. On their final possession of the game, Scott Summers led the Sandcrabs down the field from the Wildcat formation, often keeping the ball or handing it off to Raushod Floyd. After a fourth-and-goal, the Sandcrabs took the lead on a Sam Hayworth field goal with 3:36 remaining in the game. Bartram Trail’s second play from scrimmage, after receiving the ball, was a long bomb that put the Bears in Seabreeze territory. The Bears were able to run the clock down and eventually score on a 4-yard run by A.J. Bolden to win the game 15-10 over the Sandcrabs. “This is a tough loss to swallow, because they (Bartram Trail) drove 91 yards down the field to score,” coach Marc Beach said. “Our defense played well enough to win. We can’t get inside the 5-yard line and snap the ball back. You can’t give up a blocked punt. We just have to keep working.” The Sandcrabs will play the Cocoa Tigers Friday, Oct. 3, in Cocoa Beach.

Father Lopez Catholic enjoys good swim meet against Matanzas and Mainland The Green Wave made a big splash in the pool Thursday, Sept. 25, at the Daytona State College Aquatic Center. The boys swim team swept the men’s competition, beating the Matanzas Pirates, 61-33, and the Mainland Buccaneers, 64-32. The girls beat the Lady Bucs, 60-32, but lost to the Lady Pirates, 41-52. “We had one of our better days,” head coach Scott Bay said. “Both the boys and the girls’ teams did well today, and our younger swimmers are getting better.”

Whenever Father Lopez Catholic has a swim meet, everyone in the Chowdhury household participates. The kids, freshman Jannahid Chowdhury, and senior Jahid Chowdhury, compete in the meets. Their mother, Yari Chowdhury volunteers as a time keeper, and their father, Pohid Chowdhury, roots for his children. Three years ago, Jahid Chowdhury began swimming for Father Lopez under head coach Scott Bay. “He didn’t have a swimming background before he came here, but he’s flourished under the program,” Bay said. Chowdhury races on Father Lopez’s relay team, which is one of the fastest in the area. They came in first place against Matanzas and Mainland at their swim meet on Jannahid Sept. 25, at the DayChowdhury won tona State College the 100 freestyle Aquatic Center. Two for the first time special people in Sept. 25. attendance in were Chowdhury’s parents. “I see my mom and my dad as my motivation, knowing that they’re watching over me and cheering for me,” Jahid Chowdhury said. “I like to see myself as my sister’s role model,” he added. “The harder and faster I practice, the more I set an example for my sister. She, then, practices hard and swims faster.” “My brother is always telling me about the good job that I do,” Jannahid Chowdhury said. “He’s always giving me advice about things to work on. I love the fact that he’s always around.” She took first place in the 100 freestyle for the first time in her swimming career against Mainland and Matanzas. The Chowdhurys never miss one of their children’s swim meets. They consider it quality family time.

Ormond Beach MainStreet transforms town with art Despite some dreary weather, Ormond Beach residents supported local artists at the Granada Grand Festival of the Arts, which presented art in many forms. Though the skies were gray Sept. 26, there was nothing but color filling the sidewalks and streets of Ormond Beach. The first Granada Grand Festival of the Arts let local creative talents of all kinds show off their masterpieces in the Ormond Beach Arts District. Hosted by Ormond Beach MainStreet and the Ormond Arts District, the festival included chalk artists, singers, poets, hair stylists, painters, live cake decorators and more. Local artists Kristin Heron and Lucia Fanning transformed a few old buildings into art installations for the festival. “A new art event can be transformative in many ways for our downtown,” Executive Director of Ormond MainStreet Julia

Truilo said in a press release. “We wanted to reflect that by transforming these unused buildings temporarily, letting everyone see how vibrant downtown Ormond Beach can become.” Ormond Beach artist Leah Wiedemer displayed a collection of her landscape paintings for sale. She’s been an artist since the 1980s. “I just recently started doing plein air painting,” Wiedemer said. “I’ve been to all the various parks around here and I really liked that.” Like many of the vendors and participants who enjoyed the festival, Wiedemer can’t wait to see what happens next. “I’m really excited to see it grow.”

The Good Life Charters has begun operation at Tomoka State Park.

Cornelius said he has fished the local waters all his life and always dreamed of being a captain, so he started the business. “If you want to go out and find fish, there’s always something special that’s biting. I can find them,” he said. The pontoon boat is available for tours, which can be customized. For example, he said he could park on an island and build a fire to cook some food. Free music festival draws crowd The Country Music Festival at Destination Daytona benefited Camp Boggy Creek. A free Country Music Festival entertained crowds at the Coca-Cola Pavilion at Destination Daytona on Sept. 26 and 27, while families enjoyed a carnival in the parking lot. Kix Country 98.7 FM sponsored the event, along with Bruce Rossmeyer’s Destination Daytona. A torrential rain kept the crowd smaller than expected Friday night, but Mandy Rossmeyer Campbell, of Destination Daytona, said the people who were there had a good time. “We’re glad we have a roof,” she said. Donations were accepted at the event for Camp Boggy Creek, a camp in Eustis for children with serious illnesses. The 20th-annual Bruce Rossmeyer Ride For Children, which also benefits the camp, is set for Oct. 5.

The Flagler Playhouse will open its season with Neil Simon’s “Barefoot in the Park.”

N

eil Simon’s “Barefoot in the Park” tells the story of newlyweds living in a tiny fifth-floor apartment in Greenwich Village. Set in the ’60s, the unlikely couple faces problems such as a leaky skylights, nosy neighbors, interfering in-laws, and, of course, love. John Pope will direct the Flagler Playhouse’s rendition of Simon’s longest-running hit, opening Friday, Oct. 3. “The most exciting part about it for me is that I don’t think Simon has ever written a bad play, and he really catches the essence of life,” Pope said while sitting in the house of the theater watching the finishing touches being made to the set. “He always writes about people in love and finds situations that are humorous.” Pope said one aspect of the show he is proud of is how they are staying true to the flavor of the time, really capturing the essence of the 1960s — everything from the clothes to the set. While that can be challenging, the majority of the show’s challenges have come from the renovations being done on the building’s exterior. When rehearsals began for the show, there was no air conditioning in the building. Now, the renovations, which included added bathrooms in the front of the theater just off the lobby and building a scene shop and storage to the west of the building, have been complete, and the Flagler Playhouse is ready to open the doors for its 2014-15 season.

 The play will run for 10 shows.
