As Hurricane M a t t h ew approached, and the forecast grew dire with a possible Category 3 or even 4 hugging the coast, many people in the city decided to not ride it out; they left for an unplanned visit with relatives, or a stay at a motel or shelter. Joanne Zimmermann, who lives on an oak-lined street on the mainland, decided to go to a shelter early Thursday afternoon. “If one of these trees breaks through your roof ... ” she said, her voice trailing off. came across the highway near the end. “You wouldn’t believe how dark it was,” she said. “The waves were so huge. It was beautiful.” Down the highway a short distance from her condo, one lane of A1A was washed out, and traffic was being diverted around it. Officials say if the storm had not veered east, it could have caused devastation in structures along the coast. Meanwhile, Zimmermann was very complimentary about the staff at David C. Hinson Sr. Middle School, which served as a shelter. “I think they handled it amazingly,” she said. Ralph Lymburner also waited out the storm there, and he spoke highly of the school administrators, police and others. “There was not a sour person on any job in that place,” he said. “Everyone was nice. The cops were great.” Zimmermann said the two big heros were the custodians. They kept working through the storm and at one point had to fix toilets that overflowed. Zimmermann said she thanked a custodi-

While most Ormond Beach residents were still seeking shelter in their homes from Hurricane Matthew Friday night, Scott Cornelius was on his boat heading down the Tomoka River. This was not a leisurely ride, but one of necessity: It was the only way he could check on his store, Tomoka Outpost. After boarding up all the windows and putting his merchandise in a safe area, Cornelius had
headed over to Halifax Health to ride out the storm with his wife, Ashley, and their newborn son, Scotty. Scotty was born 12 weeks early and will be in NICU for at least another month. Living up to his nickname, “Little Scotty,” the baby currently weighs just two pounds. “I was going to stay at the Outpost with my two dogs,” Cornelius said. “But my parents took the dogs last minute, and I went to the hospital.” Though the winds were still heavy Friday evening, Cornelius knew the worst was over and wanted to go check on his store. The building has a history of looters and bad luck, and he didn’t want his dream job to be jeopardized. Getting to the store, however, was going to be tricky. Tomoka State Park was covered in fallen trees and debris — so much so that it was inaccessible by vehicle. “Beach Street was blocked off, and you couldn’t get through the park entrance,” Cornelius said. “So I got my boat, loaded it over at Sanchez Park, and debated for 15 minutes if I was going to go.” It was 8 p.m., and the whole
city was dark and out of power. Unable to see clearly with the boat’s spotlight, Cornelius relied on the moonlight to help him see while driving the boat. He came prepared: He wore a life vest, made sure to sit down in case he hit something, and brought a shotgun in case he ran into looters. But the evening was drama free — other than the huge relief he felt when he saw his store was intact. “When I came back, and the windows were still there, I felt like I could drop to my knees,” he said. “I knew I was going to feel like that one way or another.” Wanting to make sure it stayed that way, Cornelius spent the night in the Outpost. He’d been coming to the park throughout his life, and being the only person there was surreal. “It was just me and Chief Tomokie,” he said of the park’s statue. “I had the whole park to myself. It was kind of cool, but weird.” He might not have been the only one in the park, however. Cornelius woke up at 7 a.m. Saturday morning to someone banging on the front door of the Outpost. He grabbed his shotgun and walked outside but no one was around. “The generator was on, so they knew I was in there,” he said. “Maybe they saw the ‘Looters will be shot’ sign and left. I never figured it out.” Cornelius didn’t spend too long worrying about that mystery. Instead, he got to work. “I drove around and took a whole bunch of pictures,” he said. “Hopefully it’s a once-in-alifetime opportunity to see it like this. I thought it was going to take a long time to clean up, but it’s already looking back to normal.”

Yard Debris Removal Please place yard debris curbside for pickup but NOT IN THE ROADWAYS as this impacts storm cleanup and emergency vehicle response. The City’s debris removal teams have begun collecting yard debris. The first pass will likely take 7-10 days, with four additional passes being made to complete the removal. Leaves and small yard debris should continue to be placed in garbage bags for pickup on regularly scheduled yard waste day.
Emergency Repairs Contractors and businesses must appear at the City’s Planning/Building permit counter, 22 S. Beach Street, to provide their license to prove they are eligible to do the work intended and to receive a “no fee permit.” “No fee permits” for hurricane damage related work will be waived for 60 days beginning Monday, October 10, 2016. Tree removal permits have been temporarily suspended. The public is cautioned to hire Florida licensed contractors only and to be wary of door-to-door solicitors asking for large deposits or who promise to speed up the permit process.
How Power is Restored Florida Power and Light (FPL) repairs damages to power plants and power lines that carry electricity from plants to local substations first. Then, priority is given to restoring critical facilities (i.e., hospitals, police and fire stations, communication facilities, water treatment plants and transportation providers). Simultaneously, they work to return service to the largest number of customers in the shortest amount of time, including major thoroughfares that host supermarkets, pharmacies, gas stations and other needed services. Then, they repair infrastructure serving smaller groups and neighborhoods, converging on the hardesthit areas until every customer’s power is restored. FPL’s restoration team works around the clock to restore your power, even though you may not be able to see them.

The trees that are lying all over the city with upturned root balls can be blamed for the damaged water mains that caused the loss of water. When a tree root comes up, it shakes the ground and jostles the water mains, cracking the pipes or separating the joints. Many pipes broke, and the city’s water supply, stored in tanks at the water plant, all drained out. The city “makes” 6 million gallons a day, and all of it leaked out through the pipes, according to Ted MacLeod, deputy city manager and public works director. He said it’s difficult to find leaks when it’s raining, because you look for water bubbling up. But, all the pipes were repaired after the storm and a boil-water alert was issued. EPA standards call for two tests of drinking water, after pressure has been lost in a system, because a lack of pressure can allow contamination. The boil-water alert was lifted about 11 a.m. Oct. 11. MacLeod said the boil water alert had to be issued for the whole city because the entire system lost pressure and it’s all connected. “If you dropped red dye into a pipe, it would eventually show up everywhere,” he said. When the city lost its water supply, City Manager Joyce Shanahan contacted Volusia County, which in turn contacted FEMA, which then delivered 30,000 cases of water in two trucks. Water was distributed at two locations for three days until it ran out. Each case had 24 16-ounce bottles, and there was a limit of one case per household.

The city’s Emergency Operation Center occupied a room in the police department. It was staffed by division heads, department managers and some other employees who spent the night as the storm approached and slept in the offices. “It’s not a hard shelter,” Shanahan said about the police building. “I think it’s rated for a Category 2.” Being together, they were able to be in contact during the storm and immediately after. Shanahan said this was useful, because cell phone service was “crazy” throughout the event. She said they were still evaluating any damage to facilities. There may be damage to a picnic shelter, but the city is concentrating on roads, water and sewers.

The city has issued a statement saying yard debris should be placed curbside for pickup but not in the roadways. “Placing debris in the roadways will impact the storm cleanup as well as emergency vehicle response,” said a city spokeswoman. The city has debris removal teams in place that began collections on Oct. 10. The first pass will likely take five to seven days, with four additional passes being made to complete the removal of yard debris. Regular yard waste pickup remains as scheduled. The extra passes are necessary to give people time to get all of their debris out to the street. In some situations, homeowners wait for insurance adjustors to inspect the damage and the debris before it’s removed. The debris removal teams have been contracted by the city per FEMA guidelines, and the cost

will be shared. FEMA pays 75% of the cost, and the city and state split the rest of the cost. Asked what she learned, as a city manager, from the storm, City Manager Joyce Shanahan said she learned that every storm is different. “They all have their own fingerprint,” she said. For example, there was little roof damage in this hurricane, compared to the three in 2004. Shanahan said she suspects it’s because so many roofs were replaced after the 2004 storms with higher standards. The “fingerprint” of Hurricane Matthew was a lot of aluminum damage, houses damaged by large branches and trees, and erosion along the coast, especially Ormond-by-the-Sea, where one lane is undercut in a couple of locations.

merized? I probably would have missed this sight if the computer had been up and running. We opened the doors one evening after the storm and were surprised that the air was cooler. If the air conditioning had been running, I likely would have missed this refreshing breeze. The storm takes us back to an earlier time. The hero of the hurricane was the radio, an invention that changed the world more than 100 years ago. During the storm, people huddled around their radios,
eager for any kind of information. They were not scanning their individual cell phones, but rather sharing a broadcast like families years ago. I paid a visit to the past by playing Scrabble with an actual board, instead of a computer, laboriously lifting the wooden tiles as they did in the primitive days of yore. But there was a certain satisfaction in laying each tile down to spell a high-counting word. And it was more personal, as the competitor was sitting across the board, rather than staring at a computer screen in
another town or even state. But when the power is restored, it’s pure excitement. We’re sitting in a room half-lit by a lantern, when the power blinks on with a joyous light. The refrigerator starts its familiar, comforting hum. Cool, comfortable air starts to filter into the room. The TV and computer come to life with bright images. It’s like Christmas and a birthday combined. A visit to the past is nice, and thought-provoking, but the present is irresistible.

BREAKING THE CURFEW 6:20 p.m. — East Granada Boulevard and Vining Court Reckless Driving. The suspect was advised he could not drive over the Granada Bridge to access the beachside area because of a curfew put in place because of Hurricane Matthew. He made a U-turn in his truck and headed away from the bridge. But, after driving around the block, he returned. This time, he drove right around the barricade — was composed of marked Ormond Beach Police cars with activated lights — and sped over the bridge. The officer who pursued him noted that he had to drive 90 mph over the bridge to catch up to the suspect. The suspect pulled over in a parking lot on Vining Court. He told the officer that he was just trying to get home. He also admitted to being intoxicated. He was arrested for reckless driving and received a citation for driving around a police barricade.

NO LIGHT MEANS STOP 2:08 a.m. — 1500 Block of West Granada Boulevard Possession of Cannabis. An officer was driving and noticed that a stop light at West Granada Boulevard and Main Trail was not working in the aftermath of Hurricane Matthew. The car ahead of the officer continued through the light with stopping, or even slowing down. The officer stopped at the intersection to check for traffic coming through and then proceeded to catch up to the
suspect. After pulling the driver over, the officer immediately smelled the scent of cannabis coming from the vehicle. The suspect had a warrant and was arrested. Also, cannabis was found in the vehicle. The suspect asked if the officer would “throw out” the cannabis when he found it, but he was charged with possession.

JUST FOR FUN 3:59 a.m. — 100 Block of North Yonge Street DUI. The officer saw a pickup truck slowing down and speeding up. It also ran a red light. The officer made a traffic stop and noticed that the driver was lethargic and had slurred speech. Asked if he had been drinking, the defendant said, “Yes, but I took a nap.” When the suspect exited the vehicle, his balance was unsteady, and he tripped once. Asked if he would do field sobriety exercises, he asked, “Can I do it just for fun without submitting?” The suspect was talkative and making jokes, but agreed to do the exercises. The suspect was arrested, and agreed to take a breath test. It gave results of 0.31 and 0.32. The legal limit in Florida is 0.08. The suspect admitted to drinking bourbon, and said he was just going to get a pack of cigarettes.
Hurricane keeps fire and police personnel busy Medical calls have doubled since the storm. WAYNE GRANT NEWS EDITOR
Ormond Beach was spared the strongest winds of Hurricane Matthew as the storm veered east, away from the coast. The city has a wind gauge at the police department and another at the airport. The police department gauge showed a sustained wind of 55 mph with gusts of 70 mph. The gauge on the airport tower, which is not blocked by buildings, showed a sustained wind of 60 mph with 80 mph gusts. Since the storm, the number of medical calls has doubled, as it normally does after a disaster. “It may be the stress getting to people,” Fire Chief Bob Mandarino said. Fire Department staff was doubled during the storm. In additional to regular calls, they responded to calls of downed power lines and trees, where they would check for medical emergencies and report the problem to the city. There were no injury calls during the storm. Fire Department crews began clearing the streets so emergency vehicles could travel through, and were still working as of Oct. 11. Police Department spokesman Keith Walker said the regular calls to the Police Department did not slow down as the storm approached.
“The fighting, stealing and intoxication … that doesn’t stop for a hurricane,” he said. Officers did not get time off during the storm time period: Emergency staffing started at 6 p.m. Thursday before the hurricane. There were two reported hurricane-related thefts. Shortly after the storm passed, someone broke into a gas station and stole some merchandise, and someone entered a storage facility and broke off all the locks. Police won’t know what’s missing until the owners take inventory. Traffic also became a problem because of the non-working traffic lights. The rule is that nonworking lights must be treated as a four-way stop. “People need to be very careful about drivers texting and running through these lights,” Walker said.

Two homes catch fire in Ormond Beach The fires broke out on the day of the hurricane. EMILY BLACKWOOD COMMUNITY EDITOR
A mobile home at 19 N. Yonge St. was completely engulfed Oct. 7, the day of Hurricane Matthew, for unknown causes. The Ormond Beach Fire Department responded at 8:55 a.m., and the fire was quickly extinguished. There were no occupants in the structure, and the cause appears to be unintentional. A home on the beachside, along with two vehicles, also caught fire the same day. Due to the high wind speeds on Granada Bridge, crews didn’t make it in time to save the home at 115 Banyan Drive. Once wind speeds subsided, the Ormond Beach Fire Department staff went to the site. The house was a complete loss, according to a press release. No one was in the home at the time. It was estimated at a value of $150,000.

At least eight homes in Ormond Beach were damaged by trees during Hurricane Matthew, including Greg Muller’s home. He was home with family friends, his wife, a dog and his 7-month-old baby during the storm. “It sounded like someone drove a semi-truck into the side of my house,” he said. “The baby started crying, my friend’s dog started barking, and that just made him cry more. I’m just glad everyone was safe.” Thankfully, the tree fell in the master bedroom of the house, and no one was in the room at the time. The family rode out the rest of the storm at the opposite

side of the house where they were less likely to get hit by a tree. It’s a good thing they did, because not too long after, another tree fell right next to the first one. It broke the edge of the roof. “A tree from my neighbor’s yard fell into mine and took down some power lines,” Muller said. “Now there’s dangling power lines in my
front yard.” Muller lives in the area surrounding Ormond Beach Middle School, where he says a lot of trees came down. “There are so many oak trees around here,” he said. “They did a lot of damage.

Nestled between homes on Orchard Lane is the historic John Anderson Hunting Lodge. Though it was built out of palmettos in the late 1800s, the cab-
in has survived over a century of hurricanes — including the recent Hurricane Matthew. “I did a little research, and it looks like 25 hurricanes have hit this area since this house was built,” said current owner and photographer J. Walker Fischer. “All the people who have owned this house have said that there’s a guardian spirit watching over it. Who knows if it’s John Anderson or not, but it has always been protected.”
Some might say that the large, 100-year-old tree that fell just a few feet away from the cabin’s front door is evidence of that guardian spirit. And those who still remain unconvinced might want to check the large tree in the backyard that barely missed the porch. Fischer, who purchased the cabin from his parents, Sara and Ed Fischer, wasn’t home at the time of the hurricane and said he wasn’t sure what to expect when
he came back. “It was gut-wrenching to watch it all unfold on TV,” he said. “I thought it was going to be just like Andrew, and that everything was going to be flattened. My first thoughts arriving home were of gratitude mingled with sadness because that tree has been here so long.”

“We never knew what was going on over there,” Misty Palmer said while walking her dog, Pepsi, down to the end of her street. She left her home in Ormondby-the-Sea and took shelter at a friend’s house on mainland during Hurricane Matthew. The whole time she was wondering if her home was still there. “There wasn’t a lot of communication over here,” she said. “Turns out the water crested and got all the way down to the third or fourth house on this street. Thankfully there wasn’t any flooding in the house.” Though many homes dodged a bullet, some were not so lucky. Roof and exterior damage were common in the homes closest to the beach. Dave Carey considers himself one of the lucky ones, as
his beachside restaurant, Crabby Chris Beachside BBQ and Sweets, was practically unharmed. “Water got up to where our sign is,” he said. “But our little place made it. I was very surprised.” Warren Moore was one of the few Ormond-by-the-Sea residents that chose to stay in their homes and ride out the storm. He was so confident that it wasn’t going to be as bad as people thought, that he didn’t even board up his windows. Thankfully, he didn’t have to. “These 1950s block homes were built pretty d--- good,” he chuckled. Moore, who grew up in Daytona Beach, said the thing he’s worried about now is how long it will take the county to clean up the beach. Many of the beach ramps were destroyed, and debris and tree limbs are scattered on the sand. “It seems like this northeast corridor doesn’t get any attention,” he said. Other residents agreed. “No one has come by to pick up anything yet,” Palmer said. “They kind of forget about us.”

When the members of Just People — a Georgia-based nonprofit that supports adults with developmental disabilities — visited Ormond Beach, they fell in love. So after hearing about the impact Hurricane Matthew had on the city, they wanted to give back. Together, the members gathered enough water bottles, food, generators, and cleanup supplies to almost fill an entire trailer to
the top, and Krista Goodrich, owner of Masterpiece Mixers, drove it down to Ormond Beach Oct. 8. Just People visited Masterpiece Mixers Ormond Beach during their trip and had a blast with owner Thays Pagani França. “They wanted to help us,” she said. “So we had some supplies at Masterpiece Mixers for people to come get for free, and we gave some to some families we knew who needed it. And then we took the rest to Halifax Urban Ministries.”

Just last Wednesday, the Ormond Memorial Art Museum Gardens were pristine. A recent cleaning left the sidewalk leaf free. Until Hurricane Matthew arrived. “There was such an initial shock,” Master Gardener Janett Taylor said of seeing the destruction after the storm. “It’s mostly cleanup, but it’s like digging a hole with a teaspoon.” The hurricane knocked down some of the garden’s many trees and the tall bamboo, covered the pathways with debris, and damaged both the Emmons Cottage and the gazebo. A few koi fish had to be buried. But this isn’t the first time the gardens have seen hardship. Taylor — who has been working for the museum since 1980 — has seen it through hurricanes, freezes and flooding. And every time, it grows back. “Give it a few years, and you won’t be able to tell,” she said. “And we had a few little miracles. The flower bed and the greenhouse were untouched.”
