YOUR TOWN SECOND DEBRIS PICKUP TO BEGIN The city’s two storm debris contractors expect to complete the first pass of all streets by Nov. 12, according to a city spokeswoman. Earlier estimates had been Nov. 10. The second pass is planned to begin Monday, Nov. 14 and the contractors will also begin to collect root balls and stumps. Construction debris will also be collected but it must be kept separate from yard debris because it’s collected by different trucks. As of Nov. 7, 6,435 loads of debris had been collected in 28 days.

In the two years that retired Lt. Gen. Michael Dunn spent in the White House situation room, he said President George W. Bush was never late to a meeting. “He started on time, and it never ran over,” said Dunn, who had a 34-year career in the Air Force, Dunn served overseas in Europe, Korea, and Japan. The Quality of Life Advisory Board saw a presentation by city staff Nov. 3 on the future plans for the New Britain Avenue area, bordered by West Granada Boulevard, North Beach Street, Lincoln Avenue and North Ridgewood Avenue. The plan includes a widened New Britain Avenue with parking spaces and storm water retention to encourage development, such as a multistory, residential/commercial building on New Britain Avenue. Called Downtown Drainage and Parking Improvements, the plan is part of the city’s overall master plan for the Community Redevelopment Area, which encompasses Granada Boulevard and adjoining streets. The master plan also calls for improving streets and sidewalks in the area. The storm water part of the plan has been accomplished. A park on Lincoln Avenue, half a block from North Beach Street, has been constructed with pipes underneath for water retention, serving the entire block. This area would allow a developer to construct a building along New

Britain Avenue without having to use part of the area for storm water retention. City civil engineer Shawn Finley said this will take away a fear people sometimes have about development, that it will cause flooding. The water retention under the park will alleviate any flooding concerns. City Manager Joyce Shanahan told the board that ideas the city has seen for New Britain Avenue show multistory buildings with commercial on the ground floor and residential above. She added that there are no current plans for construction. “Zoning will have to be amended,” she said. “We want to have the infrastructure in place.” She said the property along New Britain Area is currently owned by only two or three property owners. Another part of the plan is the widening of New Britain Avenue to add parking. The city would need to use right of way on the north side of the road. Shawn Finley, civil engineer for the city, said this widening project could be initiated in a couple of years.

He said the overall idea is to have a walk-able downtown area that’s not really possible on Granada Boulevard with its heavy traffic. “New Britain could be a ‘main street,’” he said. “We want to create a benefit for the public. This is an exciting project. I enjoy working on it.” Increased parking in the area was accomplished recently by the parking lot that has been completed, except for lighting, on Lincoln Avenue to the west of Ormond Beach Riverside Church. The city purchased the land from

the church for $68,000 and built the lot at a cost of $160,000. The public parking allows parking for the Anderson-Price Memorial Building, church members or any members of the public visiting the area. The money for the parking lot came from taxes collected in the Community Redevelopment Area. In a CRA, a portion of the property tax that would go to Volusia County is kept by the city to make improvements in that area.

In the fall of 2015, there were smiles and handshakes as the YMCA and the city of Ormond Beach reached an agreement on building a dog park at the YMCA facility on Sterthaus Drive, with construction to begin in 2016. And last April, the Volusia County Environmental, Cultural, Historical and Outdoor Advisory Committee agreed to contribute $400,000 for the dog park and parking, which, along with $500,000 from Ormond Beach, made the 1.5-acre dog park possible. But the city and the YMCA are still hashing out the contract details for the $500,000 contribution. Teresa Rand, YMCA president and CEO, said she is “determined” to have a groundbreaking in December because work was supposed to start this year. Construction would then start in January. “If it all goes perfectly, it’s a three- to four-month project,” she said. CITY OKS TERMS

The contract could be signed soon. On Nov. 1, the City Com-

mission approved terms proposed by the legal department. The next step will be for the department to draft a document for them to sign. The YMCA also has work to do in conducting a survey, arranging title insurance, etc. In the proposed contract, the city will receive an easement on the land. The city and YMCA would enter a service agreement wherein the YMCA would provide a variety of public activities and services, along with the dog park, such as community swim days, drowning prevention and water safety classes. Rand said the city wanted to make sure the agreement was beneficial for Ormond Beach residents. At the Nov. 1 City Commission meeting, Commissioner Troy Kent expressed appreciation. “Randy Hayes, our city attorney, has spent countless hours making sure and continuing to make sure the citizens are protected in this deal,” he said. Mayor Ed Kelley was also happy to see it get started, saying a dog park had “been on his radar” for eight years. “We’re close to the reality of having a dog park for the citizens of Ormond Beach,” he said. the project is a parking lot. Also, part of the land is wetlands, and mitigation will be required. “It’s more than just throwing down some sod and putting up a fence,” she said. The Ormond Beach YMCA is getting a makeover in three phases. The swimming pool, now complete, was phase one. The dog park will be phase two and the building will be phase three. The YMCA and members of the community raised $4.2 million for the renovation of the pool and the building. The final touch will be a “doggie-human” trail, where owners can run with their dogs around the entire grounds. It will be part of the building funds. “That’s the last piece of the puzzle,” Rand said.

HALIFAX HUMANE SOCIETY BREAKS GROUND ON GROOMING CENTER The second phase of the Halifax Humane Society's capital campaign is now underway. Workers broke ground on the new Travel, Grooming and Boarding Center earlier this month and are expected to be completed in four months. In an effort to appeal to tourists and travelers, the center will feature a grooming kennel, boarding services and a place for people to get pet-friendly travel information on hotels and parks. The organization hopes the fact the center's location — which is 2364 LPGA Blvd., right off Interstate 95 — will also serve as a rest stop and get more people to visit the shelter. Halifax Humane Society hopes to raise $2.6 million. So far $2,303,650 has been raised. Brian Kelley, Florida Georgia Line member and Ormond Beach native, donated $30,000. Even his son, Brian Kelley of Florida Georgia Line, called from his tour to congratulate his dad. “Brian called from Canada a little bit ago,” Ed Kelley said, smiling. “He asked me how it went, and he was blown away.” The party also celebrated the victory of Dwight Selby for City Commission Zone 1. Selby also won with 62% of the vote, against Jonathan Kaplan. “Fantastic,” Selby said, looking over the crowd. “This is my first time being elected, and I’m excited to serve the city.” The race for City Commission Zone 4 was closer, with Rob Littleton winning the seat against Harold Briley with 52% of the vote. “I am honored to have earned the support of the citizens of Ormond Beach,” Littleton said the next day, “and I hope to serve them well.”

I dined in the dark and almost stabbed someone with my fork Wine was spilt and tofu was dropped, all in an effort to raise money for the Center for the Visually Impaired.

Lined up one by one, we stood ready to walk into the increasingly dark hallway, and — thanks to the hundreds of scary movies I’ve watched alone — everything inside me said, “Turn around.” Unsurprisingly, I was not the only one who felt that way. “My chest is tightening,” Lauren said. “This is weird.” Following the official rules of how to walk in the dark, Jaclyn squeezed the back of my elbow and determined that I would be the one to lead the group. The four of us, (Jaclyn, Lauren, Josh and I) entered what felt a lot like a haunted house, but was a catered dinner in total darkness.

Held at The Shores Resort and Spa to raise money for the Center for the Visually Impaired, Dining in the Dark is exactly as intense as it sounds. After being led into the ballroom by a police officer, we were seated at what felt to me like a long, rectangular table (it turned out to be a small, round one). Already in front of us was what I quickly learned to be a salad — after feeling around for my water and sticking my hands in ranch dressing. “Who’s going to pour the wine?” Jaclyn shouted into the darkness. She had been confident enough to carry the bottle into the room, but not disperse it. “I got it,” said Josh, our resident troublemaker here at the Observer. He did it without completely missing, and took advantage of the lack of lighting to pour himself and Lauren a much fuller glass. I went for the salad, but I hit something with my fork that was definitely not lettuce. I said to the woman seated to my right, “Your hand is in my salad.” She apologized, but for some reason let her hand linger there for a few moments. She must have also had a pretty full glass of wine. Though I dropped most of my main course of rice and tofu somewhere on the table,

LETTERS Thank you for listening about Hand Avenue Dear Editor: I live on Hand Avenue, Ormond Beach. I got tired of the speeding, so I contacted city commissioners, the chief of police and City Manager Joyce Shanahan. Joyce got right back with me and she said would look into the patrol schedule. She provided me with all the reports; however, I thought the speeding was still present. I contacted her again. She set me up a meeting the Police Department. Capt. James Crimins, along with some others. I suggested we put up one of the electronic speed signs that shows your speed and a “ghost car” along the road. One of the officers left the meeting and came back. When I got home, both were in place. Wow did it work! We also discussed permanent signs that are electronic. They said they would look into it. The next day, I introduced myself to Officer Justin Hyatt running radar. I live in Ormond Beach because it is a nice, clean and well-run city. I’m sure Bill Partington coming in will continue a well-run government. I also wish Rob Littleton the best. Thank you, Ormond Beach. You listen!

the bites I did have were delish. There was also a chocolate mousse that was probably meant to be enjoyed with a spoon, but I lost mine so I just enjoyed it with my hands. Which was fine because no one could really see what I was doing. After an hour and 15 minutes of food, confused conversation and an insanely motivating speech from a former CVI student, the lights slowly rose, and the reality hit: We were incredibly messy people. Food covered the formerly white table cloth, utensils were spread everywhere, and I couldn’t hide the fact that I ate my dessert by the fistfulls because the whipped cream had distinctive markings of human fingers. Also, the woman I had stabbed with my fork was nowhere to be found. All jokes aside, the dinner made me realize just how much I take my sight for granted and how some of my visually impaired peers live. Dining in the dark isn’t just something they do for an hour, it’s their everyday. So one of our volunteers went out and got it.” “There was another patient recently who worked in atomic energy and ended up with throat cancer,” Heaster continued. “He’s in his late 50s, going through a lot of treatment, and he was paying $85 a month for yard service, which was something he used to be able to do himself. So we reached out and found a local landscape company that has agreed to do his basic mowing and edging for the next three months for free. Heaster works with different officials at local hospitals and treatment centers to determine who needs what. “We’re the loophole when nothing else fits,” said Heaster. “We’re the special circumstance that they can come to and make it happen.” Just recently the organization teamed up with Ormond Beach dentist Dr. Sara Dean to offer another service: dental care. “People going through cancer and treatment can lose their teeth or get cavities from dry mouth,” Dean said. “A lot of times it’s emotional, too, because they’ve gone through this tough experience and then they also lose the aesthetics of a natural smile. Getting that back is a step towards their recovery.” Light the Way is hosting their second fundraiser of the year Nov. 10 at the Gaslamp Shoppes on Granada. WATCH YOUR BIKE 8:02 p.m. — 200 Block of Woodland Avenue Theft. A witness saw three teenage males walking in the road. One of them walked up a driveway and took a beach cruiser bike from in front of the garage. The owner confirmed the bike was gone and gave a description. Prior to the call, police received a report of three males a few blocks north looking into car windows and porches.

STRANGE BAIT 7:18 p.m. — South Yonge Street and Fleming Avenue Possession of Marijuana. An officer saw a car make a right turn at a red light without stopping. As he was traveling behind the vehicle, he could smell marijuana. After stopping the car, the officer saw there were fishing poles in the car, and he asked if they were going fishing. They said they just wanted to go fishing. The officer could smell marijuana and told the occupants he was going to perform a probable cause search. They said there was nothing in the vehicle. Opening a fishing tackle box in the trunk, the officer found a large bag with a green leafy substance and a marijuana cigarette. He also found a bag of mushrooms. A couple of people said the box belonged to someone else, but the driver admitted that one of the passengers had the tackle box when he was picked up and they were going fishing.

Mary Ann Whitaker enjoys her house, where she has resided since 1972, but there is one problem. Cars and motorcycles at times can’t negotiate the turn in front of her house at 7 Fluhart Drive. They hit a guardrail at the front of her lawn or sometimes miss the guardrail and end up in her yard or even strike her house. Her house is located where northbound Riverside Drive takes a sharp right turn, becoming Fluhart Drive. There is a flashing light down the road warning of the turn; raised reflectors to guide cars through the turn; and finally, the guardrail. “The guardrail has done a good job,” she said recently. Unfortunately, the guardrail now lies in a crumpled heap where it used to stand, along the front of her house. It has been in that position since being destroyed by a car in June. There was another accident later that summer when “a little red sports car” crashed into her

ONE TOO MANY TRIES 9:45 a.m. — 200 Block of North Nova Road Fraud. The suspect passed a personal check for $1,000 through the tube at a bank, along with a debit card and driver’s license that matched the name on the check. The check was cashed and money sent through the tube. The suspect, who kept looking straight ahead, then sent another check for $650. The victim became suspicious and looked at the suspect when she turned toward the window and could see it was not the person on the ID. The car then slowly drove away. The victim said she must have realized she was noticed. The victim kept the indentifications and the $650 check. He found the debit card had been reported stolen. Other banks were alerted.

She believes the car would have missed the guardrail, had it been in place. A HISTORY OF CRASHES

Asked how often a vehicle has ended up in her yard or struck her house since 1972, she estimates about a dozen times. She said it was not as bad in the 1970s, when there were fewer houses and cars. Police reports confirm four incidents in 2016 where a vehicle failed to make the turn: In June, when the guardrail was smashed; later when the sports car hit the house; and twice when a motorcycle was “laid down” by the driver after missing the turn. Also, the porch at 15 Fluhart Drive was hit by a vehicle this year.

Resisting Officer Without Violence. An officer saw the suspect walking through a trailer park with another person. He had knowledge of the suspect through prior dealings, and knew he was wanted on several felony warrants out of Volusia, Flagler and Brevard counties. The officer stepped out of his car and told the suspect to stop walking. The suspect asked, “Did I do something wrong?” The officer called him by name, and he immediately ran through the trailer park. The officer yelled, “Stop,” but the suspect continued to run and jumped over a fence into a business. Units from several agencies helped to set up a perimeter, and the suspect was located by a Daytona Beach police canine in the back yard of a residence. He was captured without incident.

Police reports show a motorcycle hit the garage door of Whitaker’s house in 2015, and she remembers this incident. A woman rider failed to make the turn, missed the guardrail, and ran into the garage. She was injured and her husband and child were on a motorcycle behind her. On the west side of Whitaker’s house is a highway memorial marker for a rider who died after hitting a tree on a motorcycle in 2009. There were no police reports of accidents for 2012 through 2014, but Mac Smith, a neighbor across Riverside Drive, says he often hears vehicles hit the guardrail. He said he hears a screech of tires and then a “whomp.” He and Whitaker say that many of the accidents happen late at night. They tend to happen to drivers who are “under the weather,” Whitaker said, hinting alcohol may often be involved. NEW STANDARDS DELAY REPLACEMENT

“The question in my mind is, how complex can the installation of a basic roadway guardrail be?” he said. Recently, Shanahan referred questions on the status of the project to Shawn Finley, city civil engineer. He said the city now has an approved design, but the contractor was delayed by Hurricane Matthew because of roadwork obligations.

Also, he said the city conducted a study to be sure the guardrail is installed in a way to provide the maximum safety for the residents. “We don’t want to compromise on safety,” he said. “We want to measure twice and cut once.” He said they are now ready to go as soon as the contractor is free to work on it.

The missing guardrail concerns Smith, who has corresponded by email with City Manager Joyce Shanahan about it not being put back into place. He said that in the past, city crews would put the guardrail back up “within a few days.” The delay for replacing the guardrail was caused by new standards by the Florida Department of Transportation, involving the height, post spacing and end designs, Shanahan told Smith in an email. Before a contractor could be hired, the city had to hire a transportation engineer to certify the replacement guardrail. Smith is still frustrated.

The city signed off on the Bike Plan presented by the Planning Department at the Nov. 1 City Commission meeting. The plan, in the works since 2014, contains several proposed trails that would provide connectivity to destination points in the city. They would be built as grants become available. In the comment portion, one speaker walked to the podium to talk about the composition of the trails, but he was advised by Mayor Ed Kelley that the plan was only a concept and he would have chances later to make his arguments on the details. The trail from Tomoka Park to Sanchez Park once again drew controversy as a resident said it would go through a flood plain and neighbors are concerned about it being close to their houses. City Commissioner Bill Partington said he was not comfortable with that trail, but was voting in favor of the Bike Plan to move the project forward with the understanding that concerns could be addressed later. Officials say there will be neighborhood meetings for each trail.

Volusia County’s 13 public library branches will accept food for fines from Nov. 13 through 19. Patrons with late fees will receive a $1 reduction of overdue fines up to $25 for each nonperishable food item they bring to a library. Donated food will be used to refill local food banks. Last year, the Food for Fines program collected 9,672 pounds of food.

Reclaimed water not used for irrigation is pumped into the Halifax River.

City gets grant for reclaimed water The St. Johns River Water Management District has awarded a grant to the city to fund extension of the reclaimed water system on the beachside south of Granada Boulevard. Reclaimed water is already available for irrigation north of Granada and south of the boulevard on Seton Trail, Ormond Parkway and Magnolia Drive. On the mainland, it’s used in some neighborhoods and golf courses. The city produces about 32 million gallons of wastewater every week. About 27 million gallons are reused for irrigation, so 5 million gallons are released into the Halifax River after being treated to Florida Department of Environmental Protection standards. Using reuse water reduces stress on drinking water supplies and reduces effluent, which contains nutrients, in waterways. The project cost is estimated to be $4,409,630, and the grant amount is $1,455,177. The city’s share of funding will be provided through bond proceeds and wastewater impact fees, according to city documents.

he Seabreeze Sandcrabs (1-8) fell to the Flagler Palm Coast Bulldogs 40-13 on Friday, Nov. 4, at FPC. Despite the loss, the Sandcrabs found young players who could potentially lead Seabreeze into a more prosperous future. Freshman quarterback Jadyn Nirschl came into the game at halftime and led two touchdown drives, throwing a 12-yard touchdown pass to Trevor Vanyo and a 28-yard touchdown pass to Jalen Miranda, who carried a defender five yards until he reached the end zone. “(Nirschl) made some good

throws and good decisions,” said head coach Troy Coke. “I thought he handled the moment really well; if he had any nerves, I didn’t seed them.” Sophomore De’shaun Hugee received most of the carries, as he was able to gain 73 yards on the ground. The Sandcrabs struggled on offense throughout the season, scoring fewer than 10 touchdowns in nine games. Most of the offensive playmakers from this game will be returning, and Coke expects them all to make a lot more plays for the Sandcrabs in the future. GOING OUT ON A HIGH NOTE

Closing out his high school playing career, senior Dylan Cary caught and interception and returned it 60 yards into FPC’s red zone. He also recorded 11 tackles and finished with 97 for the season.

eabreeze senior kicker Noah Motto proves that not only can good things come during tough situations, but the game of football can be used to influence a greater cause. Seeing other college and pro kickers’ host fundraisers, Motto felt he hadn’t done enough to give back. He chose to create a fundraiser around breast cancer because one of his family members died from the illness, and his mother, Michelle, works in a cancer treatment center. At the beginning of the Sancrabs’ football season, Motto set up a site and asked friends and family to pledge any amount for every extra point and field goal he would convert. Last year, Motto made six field goals and added 12 extra points. This season, Motto didn’t get as many field goals or extra points, but that didn’t stop his supporters from giving. In just four months, his campaign has raised $970 toward his $1,000 goal. “Just starting the fundraiser was rough, not knowing how people would react and if I would get any donations,” he said. “But I chose to push forward and do it anyways, knowing it’s not about me but about treating cancer. Looking back now, I’m glad I made this decision.” While he understands $1,000 isn’t enough to end cancer, Motto hopes the money will be instrumental in the American Cancer Society’s efforts. It’s always interesting to see how players will show their support in the fight against breast cancer by adding the color pink to their gameday uniforms. But this year, Motto took it a step further, and his teammates, family members and friends rallied behind him by donating to his fundraiser. Asking people to give their hard-earned money for any cause that personally doesn’t affect them is a difficult thing to do. But I’m sure Motto’s courage and dedication to this cause will inspire others to give back in various ways, and those who have been affected by this illness will admire his efforts in joining in the fight against breast cancer. AMERICAN LEGION SETS CEREMONY American Legion Post 267, the only veterans service organization in Ormond Beach, will have its Veterans Day ceremony at 11 a.m. at its headquarters at 157 New Britain Ave. The post has four different units of membership: members who served in times of war; an auxiliary of women who have a family member who served in a time of war; Sons of the Legion who are men with a family member who served in time of war; and Legion Riders who belong to one of the units and like to ride. The focus of the Legion is on veterans and their families, said Jim Bowers, commander. He said it’s a place for veterans to talk about their problems with other vets. A service officer is available to can help members get the benefits they need.

ORMOND MAN NAMED ‘DEPUTY OF THE QUARTER’ The Volusia County Sheriff’s Office recently named Ormond Beach resident Pat Allison Deputy of the Quarter. Allison was recognized not only for his law enforcement work, but his efforts helping to organize the Bruce Rossmeyer’s Destination Daytona Motorcycle Skills Challenge in September. The challenge brought 80-plus police motorcycle riders from across Florida to compete against each other, and the event raised more than

$50,000 for the Florida Sheriffs Youth Ranches and Concerns of Police Survivors. On the road, Allison remained at the top of the traffic unit in terms of self-initiated activity, continuing his hard work to protect the public from DUI drivers. As the lead instructor for the motor unit, he made his colleagues better riders. He represented VSCO in outside details like Deltona’s Independence Day fireworks show and National Night Out, where he performed a motorcycle demonstration for the public. He also collected food donations during Hurricane Matthew to make sure deputies working long hours through the storm were kept fed.

“I can’t believe this many kids are talking to each other,” eighthgrader Antonio Moreno shouted as he ran over to help another student find his seat. While the full tables and loud conversation were common during lunch period at St. Brendan Catholic School, one thing was very different: Students from different grades were eating with each other. As a part of a national campaign called Mix It Up at Lunch, the eighth-graders organized a lunch to get students from different grades and social groups to interact with each other. “Because of their social circles, they rarely get to interact in this way,” said English teacher Monica Vega.
