Fourteen acres are being cleared on Granada Boulevard.
The pile of trees just east of Dustin’s BarB-Q on West Granada Boulevard should be the site of several restaurants and shops this time next year. There will be Chipotle Mexican Grill,

Former Mayor and state Rep. Fred Costello is glad the campaign for state representative, District 25, is over. “I hated it; I despise campaigning,” he said at Republican headquarters on Nova Road on election night. As a dentist, he is trained to do good, quality work, and let the work stand for itself. “As a public servant, unfortunately, we have to go out there and beat the drum,” he said. He would much prefer to simply let people know what he wants to accomplish, show his record, and let the people vote for him if they agree with his position. He won the race with 59.43% of the vote. He said he wanted to thank voters for giving him the opportunity to serve. With all precincts reporting, Costello had 37,866 votes. His opponent, Democrat Noel Cheryl Bickford, had 40.57% of the vote, with a total of 25,849 votes. City Commissioner Troy Kent, who won the Zone 2 race with 68.8% of the vote, said he enjoyed getting out on the campaign trail for the first time in nine years. Kent was first elected to the Ormond Beach City Commission in 2003. He said he was able to learn the

And, although he died just shy of his third birthday, Jackson made every day count. “We would be in the store, and he would smile at strangers,” Diamond said. “They would smile back, and then, he would reach for them. I was like, ‘You don’t even know
these people.’ Even though he had a heart condition, he touched a lot of people’s hearts.” In honor of his birthday Nov. 16, Diamond and her family are putting together a “Yo Gabba Gabba”themed birthday party for Dylan, who would have turned 3. No matter how much she misses her
little brother, Diamond said she knows his life will always been remembered. “Dylan knew everyone and everyone knew him,” Diamond said. “He always kept a smile on his face. People shouldn’t take life for granted. Dylan didn’t. He lived, he laughed, and he loved.” As soon as Dylan was

Florida Hospital to get on track The health system will have a large presence at the Speedway in a sponsorship deal. Florida Hospital Volusia/ Flagler has signed a contract with Daytona International Speedway to be the second “founding partner” of the $400 million remodeling project known as “Daytona Rising.” Florida Hospital will replace Halifax Health as the health care provider at the track. The health care system will sponsor one of the “fan injectors,” which provide an entrance to the Speedway, as well as a 20,000-square-foot area where retail and dining opportunities will be available. The hospital plans for interaction with the fans. “This area will belong to Florida Hospital,” said Speedway CEO Joie Chitwood III at a press conference Oct. 30. Florida Hospital Volusia/ Flagler CEO Daryl Tol said his company had been looking for ways to “get out of the four walls” of the hospital. “We want to connect with the community and not be

Tol said the public will be able to learn about the hospital’s commitment to health and wellness, but definite plans have not been set up for the injector area, which is set to be finished in January, 2016. Financial terms were not disclosed. The first founding sponsor was Toyota. Florida Hospital will be the

ing partner to Halifax Health, which has been the health care provider at the Speedway for many years, according to Speedway spokesman Andrew Booth. Chitwood said Speedway management was attracted to a partnership with Florida Hospital because the statewide corporation has experience in sports marketing with the Tampa Bay Buccaneers and the Orlando Magic. In a statement, Halifax Health CEO Jeff Feasal said, “This was a business decision the Speedway felt was in its best interest at this time. We are proud of the long history of exceptional care Halifax Health has provided to the competitors, crew and fans at Daytona International Speedway.” He said Halifax Health will continue to support the Speedway and the fans. The France family will continue their relationship with Halifax Health, Booth said.

New fitness trend swings into area Aerial arts, made popular by Cirque du Soliel, offer exercise and artistic expression. It’s “a dance in the air.” That’s how instructor Barrie Michaels describes aerial arts. She’s currently bringing the fitness trend to Volusia County, and classes are available at the Ormond Beach Nova Recreation Center. Michaels says this is the first time aerial arts have been available in Volusia County, as well as in Flagler County, where she lives. Think of Cirque du Soliel, where the performers are suspended on ropes and ribbons above the crowd. That is aerial arts, and the Cirque is the reason for the sport’s growing popularity. Michaels is quick to point out that aerial arts is not aerial yoga. Aerial arts is more of an artistic performance. “People do beautiful performances,” she said. “A student learns a few tricks, and then puts them together with music. It mesmerizes people.” Michaels offers three types of aerial arts — silks, lyra and
cube. Silks are two separate silk strands; the lyra is a metal hoop; and the cube is a box with open sides. They offer many possibilities for movements. The health benefit is also important, she said. It’s good for building upper-body strength, which is needed by many women. It’s also good for flexibility and the core muscles. Being inverted gets the circulation going, provides spinal decompression and flushes out the lymph glands, she said. Michaels also sees aerial arts as a stress reliever, similar to yoga. She once was in a highstress occupation in the corporate world, and found the practice beneficial for calming the mind. “It’s been around 20 years but started getting popular about 10 years ago,” Michaels said. “When Pink did it at the Grammys … that got people talking.” Michaels’ company is called VertiFit Aerial Arts and Yoga,

looks like fun,” she said. “I like the idea of climbing high and getting upside down.” Michaels said aerial arts is suitable for all ages. She has been invited to do a special workshop for SkyHigh Gymnastics. Visit vertifit.com or call 5863268.
+ Waste water use to be extended on the beachside The Ormond Beach City Commission recently approved seeking bids for the South Peninsula Reclaimed Water Main Extension Project. The beachside, a barrier island, is sometimes referred to as the “peninsula.” The bid number is 2015-11. The city has received several requests for reuse service from residents and property owners on the South Peninsula, according to city documents. It is estimated that Hillside Cemetery will use about 35,000 gallons per day. Water for irrigation will be available along Seton Trail and parts of South Halifax Drive and Magnolia Drive. Three years ago, the city built a second waste water plant, increasing the storage capacity from three to eight million gallons. The water is used for irrigation, as well as for fire suppression in areas on the North Peninsula, including Oceanside Country Club. In the western area of the city, Tomoka Oaks Golf and Country Club and the neighborhoods of Breakaway Trails and Hunter’s Ridge have reclaimed water service. Quentin L. Hampton and Associates Inc. designed the project and has estimated the cost to be $357,641.00.

+ Three arrested in house burglaries Three Ormond Beach people, all of 690 S. Center St., were arrested and charged with residential burglary on Oct. 29. The burglaries involved forced entry, and police were led to the suspects after checking fingerprints on pawned items. The victims identified the items, which were returned to them. The law requires photo identification and finger prints when items are pawned. Items taken included jewelry and an I-phone. Evidence shows at least one burglar consumed alcoholic beverages from bottles while at the Cherrywood Drive address. The dates of the incidents were between Sept. 19 and Oct. 1. Katherine M. Leder, 39, was charged with burglary, grand theft and dealing in stolen property for burglaries at 4 Park Crossings Circle and 500 Cherrywood Drive. Timothy A. Willings, 33, and Scott A. Rogers, 47, were charged with burglary, grand theft and dealing in stolen property for the burglary at 500 Cherrywood Drive. Additional charges are pending, along with possible arrests of other suspects. Anyone with information is asked to contact the Ormond Beach Police Department’s Criminal Investigation Division at 676-3514 or Crime Stoppers at 1-888-277-8477.
+ Thieves hit Tomoka Oaks

The buildings will be turned over to the tenants next May or June. “It will probably take the businesses a few months to finish out their properties and get ready to open,” she said. Grashof said the attraction of the location for retailers was a pull toward the west in Ormond Beach. “That’s where you have the big-box stores and I-95,” she said. “That’s where retailers want to be.” There will a landscaped buffer between the new retail center and the neighborhood next door, Chelsea Place. Steve Spraker, senior planner for the city, said there will be neighborhood meetings with city staff and company representatives when the project is 50% completed and when it is 90% completed to give residents a chance to review the project. There was a neighborhood meeting when the project was first planned.
PACE / FROM PAGE 1 16, 2011, the doctors didn’t think Dylan would be released from the hospital in time for Christmas. But, he proved them wrong, like he always did. “He was always getting out of the hospital earlier than expected,” Diamond said. “He was strong. Before he could open his eyes, he knew how to pull out the oxygen and feeding tubes. Even though he was little, he always amazed the doctors.” When Dylan Jackson went in for his second open-heart surgery in August 2013, the doctors noticed his arteries hadn’t grown. To do the proper procedures, they would have to wait two years to see if he made any growth improvements. “If his arteries didn’t grow the way they needed, then there was nothing the doc-

Dylan was bad, like he didn’t care how much bigger the other kids were. If they had a toy he wanted, he’s gonna snatch it.” About a week after his second surgery, Dylan was at home and about to take a bath. Diamond was half-asleep when she heard him screaming. And just like that, Dylan had a heart attack and died. “With Dylan’s condition, he could go into cardiac arrest at anytime,” Diamond said. “But, the doctors didn’t tell my mom that. He was such a happy baby. He was a fighter, but he was always smiling.” To honor her brother, Diamond and her mom, Anisha Collins-Jackson, created a team for the Volusia Flagler Heart Walk in September 2014. They made and sold more than 100 shirts and donated money to the American Heart Association.

She said she remembers a gold sedan parked next to her on the passenger side. She said her purse was on the passenger seat and the car was unlocked as she vacuumed it out. After she completed the vacuuming, she noticed both her purse and the suspect were gone. After she got home, she closed her credit cards. Her debit card had already been used twice. There was a charge at a gas station, but the transaction was pending so the location was not available. The other charge was at Looking Good Menswear in Daytona Beach. The clerk at the clothing store said he didn’t know if the security cameras were operational. There was no video of the incident at the car wash. The officer asked the victim to let police know the location of the gas station when it becomes available. The victim’s i-phone was in the purse, and she said she would provide the serial number.
Purse not safe in driveway 8:13 p.m. — 100 Block of John Anderson Drive. Burglary of Conveyance. The victim had returned to her home on John Anderson Drive from shopping and was unloading groceries. She left her purse and her gym bag in the car, which was unlocked. She noticed that someone had removed

the purse and bag from the front seat. Her neighbors said they did not see anything suspicious. Security footage at the grocery store showed her leaving the store with her purse. The victim said there was a construction crew clearing a lot south of her house and she suspects one of the workers stole the items. Her i-phone was in the purse, and she said she had the serial number.

1:37 a.m. — 400 Block of South Ridgewood Avenue. Loitering or Prowling and Resisting Officer Without Violence. While on patrol, the officer saw a gray Hyundai traveling east on Hand Avenue and then cross the intersection with South Yonge Street at a high rate of speed. The officer pulled behind the vehicle to establish a driving pattern. The suspect immediately decelerated and pulled into a driveway. He parked crooked in the driveway and immediately abandoned the vehicle and walked behind the residence, as if to evade the officer. Another officer helped in the search for the suspect. He was eventually located hiding in some tall grass in a backyard. He was handcuffed and arrested for loitering and prowling. In a post-Miranda interview, the suspect said he ran because his license is suspended and he has a warrant for nonsupport of a child. He was transported to Volusia County Branch Jail. The car was registered to a person in Palm Coast who was not at his residence when an attempt to contact was made.

Granola bars and cough drops … What happened to Halloween?
“If we are to build a better world, we must remember that the guiding principle is this — a policy of freedom for the individual is the only truly progressive policy.” Friedrich Hayek “Road to Serfdom,” 1944 Publisher / John Walsh, jwalsh@ormondbeachobserver.com
Kids don’t wear wigs and face paint to get anything less than real holiday candy.

By the time this issue will come out, it will be almost a week since Halloween. But I think we can agree, that the debate of what to serve our trick-or-treaters is timeless. My five-year-old cousin, Erinn, dressed up in full body makeup as a scary black cat Friday night. She had the tail, the ears, fashionable leopard-print combat boots and a convincing “hiss” to complete the ensemEMILY BLACKWOOD ble. In other words, she was the real deal. Now, Erinn doesn’t dress up like this every Friday night. It was Halloween and she made her mission clear by running around the house screaming “CANDY, CANDY, CANDEEEEEE.” There was simply no way for anyone to be confused. Erinn and her mom do not live in a subdivision, so this year they came to our granddad’s house for some prime trickor-treating. Granddad, also a Halloween fan, went all out for the occasion and created a hayride trick-or-treating experience just for her. Aunts, uncles, older cousins and my friend, Haylie, piled into the large trailer that was being pulled by a small golf cart and took off. We passed a few houses be-

This year, I dressed up as a gypsy, while Bear explored his inner fairy.
fore we spotted one with its porch lights turned on — the universal invitation to ring a doorbell past dark for candy. Erinn, who was previously the loudest person in the kitchen, got very shy as we walked up to the stranger’s front door. After attempting a few soft knocks by the scary, black cat, we got the neighbor’s attention by honking and loudly yelling those infamous words: “Trick or treat!” A few dog barks later, a woman answered with ruffled hair and white night
gown. “No ma’m,” she said after looking at Erinn’s empty bag. “No Halloween for us this year.” I attempted to argue the porch light situation, but the door was promptly slammed in our faces. Still, I at least wanted the woman to feel a little guilty for giving my innocent little cousin a bad Halloween memory. So, I made a few loud sobbing noises and told Erinn not to cry. We almost hit a successful house on the next street over. Though the man was nice, he gave us each a strawberry-flavored granola bar. What happened to the Halloween spirit? When we finally did get some real candy, Erinn was so estatic she almost tripped running back to the hayride to show everyone. Our group may or may not have woken up the whole neighborhood with some loud “thank-you” honks and screams. One woman gave us cough drops and admitted that after living in that house for 10 years, she had never had a trick-ortreater. Another woman, who was throwing a rather large Halloween party, offered my 5-year-old cousin $5 and me a beer. Though I understand the inconvenience of random children coming to your door demanding candy, I would think that we can all remember the excitement of Halloween. You can be grouchy and overly health conscious for the rest of the year. But on Oct. 31, I think it’s safe to say making it fun for the kids is the priority.

Clock repair shop keeps on ticking Owner Jim Beauchaine started working on clocks 43 years ago with his father.
Norman Arnold Walker Norman Arnold Walker passed away suddenly and peacefully Friday night October 31, 2014 at his home in Flagler Beach, Florida. Norman had a successful career as a General Contractor for nearly 45 years beginning in Northern Virginia. He built homes for coaches and members of the Washington Redskins and National Symphony Orchestra Designer Showcase Homes to multiple Subdivisions. His love of drag racing, visiting the Gator Nationals yearly in Gainesville, Florida, his years as President of the Wheels in Motion Car Club and creating their charter organization in Palm Coast, riding and customizing his Harley Motorcycles, traveling with his family and being a 20 year member of the Daytona Beach Street Rods were only some of his hobbies. He had such a love of classic cars, highlighted by his fully restored 1956 Ford F-100 which had won many awards. Norm was always quick to lend a hand to anyone in need. Survived by his wife of 30 years, Valerie; daughters Kristen (husband Darren Hagan) of Raleigh, North Carolina, Caron (husband Craig Johnson) of Jacksonville, Florida, Ashley Walker of New York City, New York, and Lauren (husband Josh McPherson) of Palm Coast, Florida; four grandchildren McKenna, Reed, Kian, and Cade, four sisters, two brothers and too many friends to mention. The family will be opening their home to receive friends on Friday, November 7, from 4:00 to 8:00PM. In lieu of flowers, donations in his memory may be made to the charity of your choice. There’s no doubt when noon arrives at J.C.’s Clock & Jewelry, 57 N. Yonge St., cuckoo clocks, grandfather clocks, chiming clocks, all fill the air with their sounds. “It’s very musical. We get serenaded,” said Cindy Beauchaine, who owns the store along with her husband, Jim. “We can tell when something is wrong with a clock by its musical chime.” In the digital world, where devices are discarded as soon as the next model comes along, clocks are still valued. “They are family heirlooms,” she said. Some clocks are handed down through four generations. The Beauchaines repair many clocks for customers that date back to the 1800s, and have worked on clocks that go as far back as the 1700s. They find a demand for their business. They said winter residents in the area bring clocks from home, from as far away as New England, to be repaired. They note that there aren’t many clock-repair shops around anymore, and few young people choose clock repair as a career. Jim Beauchaine started repairing clocks 43 years ago when he was 15 years old, working for his dad, a master clock and jewelry repairman. They moved down from Michigan 40 years ago. Jim is also a goldsmith and sets stones and repairs jewelry. Keeping the business inter-

And they all have the same function … to tell time.” He holds up a clock movement he is working on, with a complicated set of wheels and gears. “I look at this and I’m amazed at how someone designed it,” he said. The clocks from the 1800s can be repaired, because people have taken care of them, Cindy Beauchaine said.
She recommends that mechanical clocks be cleaned every five years. She said some people ask for clock to be “oiled,” but they have to be taken apart for proper maintenance. She said mechanical clocks can be regulated, if they are running fast or slow, but it’s a good idea to consult an expert before trying to adjust a clock yourself, because it can be hard to do. “Calling is free,” she said. For battery clocks, she recommends that the battery be replaced annually, just like in a smoke detector, because they can start leaking acid. “It’s cheaper to change a battery every year than repair
a clock,” she said. Also, she warns that it’s dangerous to turn a clock’s hands back to set the time. She recommends stopping the clock, if it’s too far ahead, and then starting again when the time is correct. The hands can be turned back on a quartz clock, but for all others, it’s safest to not turn the hands back. In addition to being heirlooms, clocks are also part of home décor, and will remain popular. But, modern clocks are not made as sturdily as old clocks, she said. They enjoy keeping the clocks running. “We love our little shop and care about what we do,” she said.

The band program will pay back the county for advancing funds to replace the band’s 15-year-old uniforms. Typically, a high school band uniform is supposed to last seven years. The Seabreeze Orchestra Band and Auxiliaries Marching 100 has had its uniforms for 15 years. Needless to say, wearing the blood, sweat and tears of the previous bandmates for more than a decade hasn’t been very glamorous for the students. “The new uniforms look sharp,” Band Director Jarrod Koskoski said. “They’re lighter weight so the students can breathe.” As it turns out, band uniforms are expensive to buy. Koskoski said it’s a matter of fundraising. Volusia County agreed to make the purchase for and the band program will make payments to the county. “The county has been really helpful through this whole process,” Koskoski said. “We’re hosting a fundraiser to cover this year’s payment at the Pirate’s Cove Mini Golf.”
INJURED?
Though the band program hasn’t been as popular in the last decade as before, its boosters have seen interest in it start to grow under the direction of Kososki. “Under his direction, our pride is on the ride,” SOBA Fundraising Chairperson Lori Strasser said in an email. “There was a time the Marching 100 was a source of immense pride to our community. Cuts to the arts budgets have made for tough times for our music programs, but we have caught a new wave at Seabreeze.” Koskoski, who is currently in his second year as band director, credits the growth to a good relation with middle schools. Currently, the band has 94 members and he thinks it will go well past 100 next year. “Transitioning to high school is a big, scary deal,” Koskoski said. “It’s good for kids to already be a part of a group. With band, they know people. They’re already in a crowd.”

Hospice opens in 2015 The Halifax Health facility will serve patients in need. Wayne Grant
Halifax Health conducted “hard hat” tours Oct. 30 for VIPs at the hospice care center being constructed on Booth Road. The company is offering a chance for community leaders and businesses to make a donation and get a naming opportunity for a family room, patient suite, office, patio or other areas. Halifax Health – Hospice is a nonprofit organization and all money goes into the hospice programs. Patient care is normally paid by Medicare or other insurance, but the organization cites several uncompensated costs, such as care for the uninsured, bereavement support and caregiver-assistance programs. Hospice care is for those who have been diagnosed by a physician as having a life-limiting illness. The organization provides in-home care for patients. The care centers are for those who can no longer remain at home. The facility is expected to take patients late next year, and will provide medical staff, spiritual support and volunteers.
Daytona Beach Police Chief Mike Chitwood addressed Ormond Beach. grab the device where the card is swiped and give it a shake to make sure it’s part of the equipment. Chitwood said the bottom line is not to trust anyone. He encouraged people to report suspicious activities. He said 98% of all solved crimes are the result of tips. Chitwood said a person should call if they suspect elder abuse. For example, if they no longer see a neighbor outside, it might because they are locked in a room while a caretaker is spending their money. Chitwood was asked about the idea of having a centralized homeless shelter, as recommended by consultant Robert Marbut. He said he’s seen earlier attempts at a homeless strategy go in a dozen different directions and end up on sitting on a table “I’ve already heard people say they don’t want to fund it,” he said. “I have a feeling this one is going to end up on a table.”

The $6 million, 18,000-square-foot facility on four acres reflects the architecture of the old Hotel Ormond, the historic hotel that stood at the corner of John Anderson Drive and East Granada Boulevard before being demolished in the early 1990s. “It’s beautiful,” said Jeff Feasal, Halifax Health president, about the new facility. “The concept of the Ormond Hotel is extremely well-received by the community.” The new 12-suite facility will serve those in Ormond Beach as well as Flagler County. Each suite has a patio that will face a landscaped area with a gazebo, walkways, butterfly garden, labyrinth, etc. Davis said the family can take the patient out in the area in a wheelchair. The suites are large enough for family to visit and even spend the night in pullout beds. When complete, the facility will provide about 40 permanent, professional jobs, according to company literature.

Daytona Beach Police Chief Mike Chitwood brought his straight talk and downto-earth personality to Ormond Beach on Oct. 11, when he spoke at First United Methodist Church, 336 Halifax Ave., about elder abuse, identity theft and other crime issues. “I’m spending more time in Ormond than Daytona Beach,” he said with a laugh. His reputation as an interesting speaker brought Diane Carey, of Port Orange, who has a background in social work. “I know he’s going to provide some good information,” she said. “He’s a popular guy.” The presentation was one of the quarterly continuing-education programs for the Stephen Ministry. There are 38 members of the ministry at the church, and they offer support for people who are under stress because of problems or changes in their lives. Arlene Marshall, of the ministry, introduced Chitwood, saying he was invited because he’s a dynamic speaker. Chitwood walked to the podium and asked a question. “How many of you have your Social Security card with you?” he said. After some of the mostly older audience raised their hands, he said, “Come on, you should know your number by now.” Chitwood handed out informational brochures, and offered advice such as buying a shredder for paper with personal information, and locking cars (50% of cars thefts are from unlocked cars). For protection against one of the newer crimes, where thieves install skimmers on ATMs and gas pumps, Chitwood said to

Mainland wins championship over rival Seabreeze The Sandcrabs kept the game with rival Buccaneers a lot closer than expected, but they weren’t able to pull off the upset in the district championship. The Mainland Buccaneers (9-0, 4-0) held off the Seabreeze Sandcrabs (3-6, 3-1) 26-9 to win the district championship Friday, Oct. 31, at Municipal Stadium. “On any given year, anything can happen with Mainland and Seabreeze,” coach Scott Wilson said. “The kids know each other so well, and emotions played a good part tonight.” Coach Marc Beach said: “I thought our defense played awesome. We turned the ball over too many times, but I can’t be more proud of how our boys played.” Mainland will play the Central Cobras Nov. 6, in Fort Pierce, and the Sandcrabs will play Nease in Ponte Vedra.

When you see a veteran, thank him for his service. “That means so much to all of us,” said Rabbi Howard Schwartz, retired U.S. Army chaplain. Schwartz will be the guest speaker at the city’s Veterans Day Celebration Nov. 10, which includes dinner and entertainment at the Senior Center Ballroom, 351 Andrews Street. The event is normally sold out, according to a city spokeswoman, but reservations can be made until 4 p.m. Thursday, Nov. 6, if seats are available. For information, call 676-3241. He was assigned as a chaplain for a unit and worked with people of all faiths. He said the military is a good example of how people from diverse backgrounds can get along and work together. On holy days, each soldier would attend a service for his own faith. But as chaplain, he would help them through hard times and offer counseling and support. He remembers a soldier who had a

Dance Alive National Ballet, of Gainesville, will bring the ballet to the Flagler Auditorium for a one-night show Friday, Nov. 7. Choreographed by Executive/Artistic Director Kim Tuttle and performed by an international cast of award-winning dancers, the ballet is set to a variety of music, including techno, rock and opera. Those who frequent the Flagler Auditorium should be familiar with Dance Alive’s annual production of “The Nutcracker,” which incorporates local dance students. This year, they will not be performing that ballet in Palm Coast. Instead, this performance will offer the audience a different side of the dance company with its large set pieces and big theatrics. “Phantom” is the first paid performance of the Flagler Auditorium’s 23rd season. Under the care of the Auditorium Governing Board and Director Lisa McDevitt, the Flagler Auditorium has expanded its season to offer more than 30 performances.
