ou may have noticed, in the last several weeks, the placement of what are referred to as Speed Minders. These devices, reminded everyone how fast they are traveling in relation to the speed limits on our roads. Not only do these show what speed you’re traveling, but they also record that speed. They do not record the identity of the vehicle — just the speed. From the records, we can then determine how many folks are exceeding the speed limits and where. Now, here is the good news: 65% of the vehicles traveling our main roads travel at or below the speed limits. However, here is the bad news: 35% are traveling dangerously above the speed limit.
CONTRACT WITH VOLUSIA COUNTY SHERIFF
At the last board meeting, the board approved authorizing the association to sign a contract with Volusia County Sheriff’s Office, allowing the sheriff to add all of the streets in Plantation Bay that fall within Volusia County to their normal patrol schedule. We have provided the Sheriff’s Office with the location of the areas where we have detected the greatest number of speed violations. I have a suggestion. If you do not

arl Seaver does not consider himself a “typical” psychic. He said it took him years to come to terms with an event that occurred when he was 22. “I literally had a conversation with my grandfather about why things were shaping up as they were and what to look for, when I was 22,” he said. “The thing is, he had passed away three months before.” Unlike other mediums he has met since, Seaver said he does not recall having these feelings all of his life. “It took me 15 to 18 years to try and convince myself it wasn’t a dream,” he said. “I knew I was either insane or I had to dive into this.”

Do you feel safe in Plantation Bay? To help with security, the Board voted in the July 20 meeting to hire WebWatchdogs for the installation of video security cameras at the two access gates. Data will be held for 30 days unless there is an official need to pull the data. The bid came in under the approved budget of $14,000. “Access is limited for law enforcement requests, and we have had those in the past, any issues with a guard, training and maintenance,” said Bob Anderson, of the Security Committee. “This gives us a measure of what is going on at the gates.” President of WebWatchdogs Matt Hathaway attended the meeting and answered questions. Treasurer Marty Garbarino reported on the financial state of Plantation Bay, at the to the board at the July 20 meeting. He said, “We are in much better shape then we have ever been in the past.” He added: “We are basically working off the 2014 budget because voting members disapproved the 2015 budget. We are working off the old numbers and are $68,000 under the 2014 budget.” The first six months is currently being audited by William Clark Associates to verify the figures.

At the June 1 meeting, a new collection policy for residents delinquent in their dues was put into effect. In the past, as soon as the debt reached $800, a notice to lien was sent to the owner. The board approved that the amount be reduced to $577. “Our attorneys put homeowners on payment plans and holding the money in escrow, and we were paid at the end of the payment plans. muda. “I won the Bermuda Open in ’78 and’ 84 and the Bermuda Masters in ’82. I spent 13 years in Bermuda,” he said. “I was the Goodwill Charity Tournament winner two times.” While in Bermuda, he taught PGA assistant pros to become PGA members through a mentor program.

Anyone walking past Bob and Jan DeMarco’s home might take a second look if the garage door happens to be open, especially if they are golfers. Bob DeMarco has had an interesting life, mostly seen from the grip of a golf club. “I played in the PGA way back in 1970 and ’71,” he said. “I also owned a golf course in Marlton, New Jersey for 17 years.” The DeMarcos sold the business and moved to Plantation Bay in 2003. “We had friends who lived here and decided to join them,” Bob DeMarco said. “I had a vision of building a driving range, but I’m more of a teacher.” After settling in and unpacking the golf club items, DeMarco realized the contribution he could make to his new home — golf repair. “I looked around and saw that there was a need for it,” he said. Another observation he made was that many golfers didn’t adjust their equipment to the grass grown on Florida courses. “Here, you have Bahia grass,” he said. “Grass is so much different down here than what people from the north are used to playing on.” He said changing wedges and customizing them to the grass conditions could be the upswing for any golfer. Customizing clubs is often done to maximize play for different

I didn’t know what house, but I knew it was here.” Seaver and his wife, Shannon MacDonald, will be splitting their time between here and their home in Bend, Oregon. Winters will now be spent in Florida, and during both bike events. The move also puts him back on the same coast as his family, making reunions easier to coordinate. Seaver, who was born and raised in New Jersey, moved to Bend for what he says is “the only acceptable reason to pack up and move across the country to a place you had never heard of” — for love. “I met a woman who lived in Bend, and the time was right. We’re coming up on three years now,” he said. Bend has something else that blended with Seaver’s personality: a strong psychic medium community.

He works with a lot of serious golfers ordering special wedges and adjusting and replacing shafts and grips. “Everybody needs grips replaced, and they wear faster here in the heat. So many people change grips once a season,” he said. “The good players change them every month or monthand-a-half. People who play a lot notice.” To keep up in the industry, the DeMarcos often attend golf equipment seminars and once, unintentionally, he added a certification. “I went to one seminar in Orlando and getting certification was not really my interest. I just wanted to see what was new, but I took the test and passed, so I got my certification,” he said. Generally, his customers

Once he allowed himself to stop questioning and follow his instincts, he embraced his ability. He does not call it a gift. “I’m not really special. Everyone can do this, it’s just how much you develop your psychic muscles,” he said. “It’s kind like going to the gym. Not everyone is going to be Arnold Schwarzenegger.” He doesn’t try to “convert”

If I have a strong feeling, I realized there was no reason to have a war with my right and left brain. I just follow my instincts.” He said he has been approached about possibly providing a mediumship demonstration when he is here next winter, if there is interest among the residents. Seaver and his wife hope to get to know the area and people a bit better during a trip back in August. He will join other snowbirds during the winter months, preferring the Florida sun and sand to Oregon’s snow and ice.

A framed letter is displayed in the Plantation Bay Homeowners Association office, a personal letter thanking the residents of the community for once again helping those in need in Volusia and Flagler counties. The one-page letter signed by Gloria Max, executive director of the Social Service Council of the Jewish Federation of Volusia & Flagler Counties Inc., thanks residents who participated in the food collection drive in conjunction with the U.S. Postal Service on May 9. “We received food from 13 other areas, but yours surpassed them all!” Max wrote. “The donors in your community gave the most food and useful items that will benefit the many clients that come to our food bank. The food was in date and of highest quality.” During a phone interview, Max emphasized the importance and
appreciation of the donations made by Plantation Bay residents. “They gave so much it was three big loads in three mail trucks, about 80 boxes of food,” she said. “Plantation Bay always gives the best.” Some prefer to make a financial donation, which, Max said, the organization uses to purchase food. “One hundred percent of the money we receive goes to the Jerry Doliner Food Bank or the School Supply Program,” she said. “The federation pays all administrative costs, and that’s not something most nonprofits can say.” Although the organization is Jewish, the recipients of their programs do not have to be. “About 90% of the people who benefit from our services are not Jewish,” she said. “A lot of people still think you have to be.” As summer vacation comes to an end and school days are only weeks away, the federation’s second big outreach is is full swing: backpacks stuffed with school
supplies. The program, which has provided backpacks full of school supplies to every school in Volusia and Flagler counties for more than 20 years, is falling behind in its fundraising goals. “I am $30,000 short this year,” Max said. However, a generous donation and a misdirected fundraising request may help meet that goal. “We send an appeal out to those who have supported the program in the past,” she said. “David Holland was sent one of our letters by mistake, and that worked out well because he had someone who wanted to help the
children.” The donations will also be matched through Aug. 5. Ron Shapiro has agred to match up to $10,000, and the Timothy G. Krupa Trust will match up to $5,000. “So,” Max said, “for every dollar donated, we get three.” Rather than asking for school item donations, the financial donations are used, so the backpacks all contain the same items for each child. The deadline for donations to the School Supply Program is Aug. 5, and donations can be sent to the Social Service Council of the Jewish Federation of Volusia and Flagler Counties, Inc., 470 Andalusia Ave., Ormond Beach, FL 32174-7502.

Creek Fly-In, a community with similar traits and slightly larger than Plantation Bay, to view their system, how they handle speeders, and view their video surveillance system for ideas to be implemented. At that meeting, it was decided that a proposed system would initially include three video cameras for each gate that capture license plates, guard interaction and description of the vehicle going through the gates. Currently licenses are required but only the face can be copied, the magnetic strip with all of the personal information cannot be swiped. At that June meeting, the Association approved the merit of the program, the addition of a line item budget of 14,000, and for the committee to proceed with proposals from three vendors, select a vendor and prepare for final board approval. That was accomplished at the July 20 meeting.
A motion was made July 20 to re plat Plantation Bay Section 2E-V (Prestwick 10), unit 3, a section along I-95 at the end of Aldenham. Dick Smith, of ICI, showed the board and attendees a map of the areas involved. The proposal would change the area from single-family to town homes. The proposed easement grant and swap of property is estimated to save the Master Association $5,000 a year in maintenance costs and generate $42,000 in extra revenue at the current assessment level from the additional 37 units. Concern was expressed by Secretary Jane Gentile-Youd and others about whether the board has authorization to vote on this matter or whether a general vote was required. Pending attorney review, the board passed the measure 8-1, with Gentile-Youd dissenting.

As of March, 55 violation letters had been mailed out. The CCR violations ranged from trash cans being left out to pressure cleaning driveways. “I ordered 50 coupon booklets the first quarter, deactivated eight transponders and reactivated four,” Property Manager Margie Hall said at the June 1 meeting. She added at the July 20 meeting that she is advertising and interviewing for a new Security Director. (See Page 10.) The position can not be held by a resident.

A special meeting was called by the Community Association at Club de Bonmont on June 11 with only one subject on the agenda – the U.S. 1 entrance to Plantation Bay. Probably one of the shortest meetings on record, it was over after 13 minutes. The meeting was called to discuss the landscaping project, an ongoing discussion between the Association, and Flagler County. Interested parties included the Association, Flagler County Commissioner Nate McLaughlin, Flagler County Engineer Faith Alkhatib, Steve Martin LandCare, and Gregory Brousse, Plantation Bay/Westlake. A motion was made for the
Plantation Bay Community Association to terminate conversation with Flagler County concerning the landscaping of the U.S. 1 entrance into the community and to relinquish those rights and negotiations to the Westlake
Association and ICI. The motion was passed unanimously. Jane Gentile-Youd, board secretary, originally brought this landscaping need to the board’s attention and coordinated with the county to help it progress.

A quick stop at the HOA office for an application and submission of the completed form with plans for larger projects, before the monthly meeting and the work can begin. “Just let us know what you would like to do,” Poggiali said. For the committee, the process is a bit more involved. Decisions are not made by just looking at the submitted application. “We meet the first Monday of the month at 1 p.m. in the HOA office and review residents’ requests. Residents don’t have to attend, but they are always welcome,” she said. “Then we all go to each house and speak to the owner and walk the property.” Garage colors seem to be one area of confusion among residents. “Garages should be painted the same color as the main home

Insomniacs might notice one of the white Plantation Bay security vehicles driving slowly down their street in the middle of the night. No cause for concern: They’re on the job so you can sleep. “We have increased our patrol routes from once a night to at least two, and most of the time three,” said Michael Smith assistant security director. “We have three zones we patrol from 4 p.m. to 5 a.m.” Hopefully all is quiet and there’s nothing to see, but the guards are looking for anything suspicious: cars parked in the street after dark and the occasional garage door that didn’t get lowered. “It happens plenty of times,” Smith said. “A power surge can cause a door to open, or a neighbor’s remote code may be the same, and, when they open their garage door, yours goes up too, and they don’t even realize it.” Then there are those times when residents get distracted and forget to close the door. In instances when a resident needs to be notified, the security department will call them on the phone. Should there be no answer, a voice mail will be left. At no time will security lower the garage door or do anything without the owner’s request. “We will not come to your door and knock,” Smith said. “We always call.”
Security offers a service for those going out of town and away from their homes overnight, but few take advantage of the service. “When you are out of town, you can fill out a resident absentee form, and security will know you aren’t home,” Mr. Smith said. “Only about 10 % of the residents do this.” The resident will be asked to include emergency contact information on the form, including the name of a neighbor or friend to contact if something must be checked or for something as simple as lowering a garage door. EMERGENCIES
Smith emphasized that in an emergency the resident should always dial 9-1-1 and not the security office. “Security is not the police and we cannot respond,” Smith said. “We sometimes get calls from residents’ children who are out of state and haven’t been able to get in touch with their parent. We don’t do well checks, and the owner should call the police at the nonemergency number. We
