Greetings to all of you once again with the Governor’s Monthly Newsletter for September. According to the Rotary calendar, this month features new generations who are the hope and future of Rotary. The Council on Legislation decided to establish New Generations as a new avenue of service last April. This shows how significant younger generations are to Rotary.

However, older generations are not less important because they have played major roles and have contributed a great deal to clubs and districts in the past. Senior Rotarians, past presidents and past governors are valuable resource persons for Rotary today. Rotary clubs and districts should not overlook their knowledge and capabilities. We do not gain experience through study. We gain experience through overcoming obstacles, problem solving, and trial and error until we reach possible solutions. By our delegating duties and responsibilities to these senior Rotarians or asking their advice they can continue to make a major contribution to clubs. These senior Rotarians will also feel proud and grateful that you have remembered them. My dear brothers and sisters in Rotary,

ปโรตารี 2554-55 นี้ เราใชสีเขียวเปนสีประจําป ทําไม จึงตองเปนสีเขียว? เหตุวา สีเขียวเปนสีของฤดูใบไมผลิ เปน สี ข องชี วิต ใหม สี ข องใบไม ที่ ผ ลิ ส ะพรั่ งออกจาก กิ่งกา นสาขา ไมตองสงสัย ดวยว า นี่คื อ เวลาที่ โรตารี ควรจะตองเปนสี ”เขียว” ดวย - เพื่อเปลี่ยนจากสีเ ทาที่ ซีดเซียว ใหเปนสีเขียวสวางไสวขึ้น

We have a color for the 2011-12 Rotary year, and that color is green. Why green? Because green is the color of spring, of new life, of bright leaves bursting forth from spreading branches. And there is no doubt that it is time to “green” Rotary – to lift our deepening pallor of gray and replace it with brighter shades of green.

Overall, in Rotary, only 11 percent of our members are under the age of 40, while 68 percent are over 50 and 21 percent are over 60. It’s not too hard to see where this will lead us in 10, 20, and 30 years down the line, if we don’t do something about it now. It is not enough to simply bring in new members. We need to bring in younger members, who will breathe new life and new vigor into our organization. How can we be more attractive to younger members, who are so different in so many ways from the young professionals of a generation or two ago? We have to come to them where they are – and for most young people, where they are is on the Internet, on Facebook, on Twitter and e-mail, and on their smartphones. A club that doesn’t have a presence on the Internet simply doesn’t exist as far as they are concerned. A club’s website is its public face – and it has to be a good one.

also Rotaractors, Interactors, Youth Exchange students and alumni, Foundation alumni, and so on. And we need to consider retention as an idea that applies not just to Rotarians, but to the entire family of Rotary. Too often, we look outward to find new members, and we do not see our own young generation, waiting to be called upon. We must look to them to find the capable and enthusiastic new members who will be the club presidents, the district governors, and the RI senior leaders of tomorrow. We owe it to our Rotary family – past, present, and future – to make sure that our generation of Rotarians is not the last. We must, in a very real sense, reach within – to embrace our Rotary family, so that we can

Years ago, during a visit to New York City , I saw a T-shirt that said, "He who dies with the most wins." It seemed funny at the time, but we all read the stories of people who judge their success by their wealth. Previous message from Rotary Center I had mentioned about Sergeant- at- arms at the International Convention. Allow me to share with you information when I had been appointed a member of the Brisbane Convention committee by PRIP Bhichai Rattakul about their role and responsibilities. Chief Sergeant-at-arms The chief sergeant-at-arms must be a past officer of RI and had served in the sergeant-t-arms leadership at least two previous RI events, including the International Assembly, International Convention and Council on Legislation, has demonstrated excellent management and organizational skills. There will be one chief sergeant-at-arms; ten assistant chief sergeants-at-arms; ten deputy sergeants-at-arms. Their duties are to look after speakers and other invited guests to and from event sites as needed, supervising the checking of badges at admission points in coordination with hired security and venue staff. Subject to the approval of the president, the chief sergeant-at-arms recommends to the president and the convention chair. Rotary International president for the year in which the convention will be held shall appoint the chief sergeant-at-arms to serve as an officer of the convention. One chief sergeant-at-arms; ten assistant chief sergeant-at-arms; ten deputy sergeant-at-arms total 21 Rotarians including their spouses should be paid by Rotary International in accordance with the RI Travel Policy. Expenses shall include transportation to and from the convention, accommodations, meals, registration fees and their spouses while serving as sergeant-at-arms. The chief sergeant-at-arms shall be appointed concurrently with the Convention Committee and shall attend all official meetings of the Convention Committee. Reports directly to the president on all matters related to the sergeants-at-arms. The president, at his discretion, may delegate this responsibility to the convention chair. The chief sergeant-at-arms will also work with the convention chair on all issues, as the chair is responsible for all aspects of the convention, including the budget. Yours in Rotary,

Organizing Meeting Programs One important responsibility of club committees is to organize weekly meetings which are at the core of club activity in order to provide information about projects, other club activities, the district conference, and other events. Furthermore, it also helps build companionship among Rotarians. Please be informed that our members are engaged in personal business as well, so the amount of time taken up by programs must be considered, and programs should be interesting and essential for members. The reason is to make members realize that it is worth their time and their effort to join the club meeting. In addition, a club meeting helps members to

1. Develop a meeting agenda to make sure that each meeting includes all essential aspects including time for friendship 2. Prepare a schedule of programs prior to the beginning of the Rotary year, if possible. 3. Make a connection between meeting programs and projects, activities, and current club events. 4. Share and rotate responsibilities for programs among club committees. 5. Use the Rotary calendar in developing a schedule for club programs. For example, August is the month to focus on membership and club extension. November is Rotary Foundation Month. Also, inviting guest speakers on related topics and providing pertinent Rotary Information would be helpful. Membership Month has only recently passed, but recruiting new members in each District 3360 club is still our main goal. We have received from our speaker and gurus at the district seminar their encouragement on recruiting, increasing and retaining members. I believe that you are passing along and applying all of this knowledge in your clubs. Hence, in 2011-2012, our district will receive more reports of increasing numbers of new members in each club. If so, I would like to join you in welcoming and congratulating our new members. When you welcome a new member, please email me so that I may be informed and let other clubs know.

First, I’d like to express my concern to friends who suffered from the floods in many provinces. Also, I admire the great help provided by Rotarians in D3360 and other districts for the victims in this disaster. That makes me really want to share some good things with Rotary in this issue.

Mrs. Carol Acosta, a 70-year-old retired teacher from the USA came to Thailand to do volunteer work in Chiangrai. After she was accepted by a Thai School to be a formal teacher, she was invited by the Rotary Club of Maechan to be a member. She has been a very active member and has always asked to help since she joined the club. One of her responsibilities in the club was to organize an English Camp. She invited her friends from the USA, and together they finished a the most successful English camp ever in this area. In a club meeting on the Monday after the English camp, she was very happy. She said thank you for the help of the Rotary Club of Maechan and to the members who joined the camp. After the meeting on the way back home, her car was crashed into from behind by a truck. Her car received major damage so it couldn’t be fixed. Carol was unconscious when some of her students found her and called Rotary Club of Maechan members. She was then transferred to the hospital. Later, the doctor said she had a serious internal skull injury and immediately needed brain surgery. It was after midnight. She had no family here. Her only daughter lives in another part of the world. She had no personal international health insurance, just a policy for her car. The cost for her medical treatment was almost 200,000 baht. Maechan Rotarians took care of her and paid, paying for her medical care in advance. After Carol’s misfortune, she was getting better when we received a thank you letter from her daughter explain how much she appreciated our help and also how happy she was that the Rotary Club of Maechan was taking care of her mom here. So, when a club with this kind of spirit has its 30th anniversary how could you refuse to come as its special guests ?! On 11 November 2011 (11-11-11), we welcome all dear fellow Rotarians to celebrate the 30th anniversary of the Rotary Club of Maechan, 1 pm – 7 pm, with no registration fee. The event will be held in Chiangrai Hills Stadium, a private stadium belonging to the "Chao Phya Abhai Raja Siammanukulkij Foundation.” The stadium, supported by Rtn Count Gerald van der Straten

เรียนทานนายก สโมสร และ ชาวโรแทเรียน ทุกทาน ผมหวังวาทานนายกสโมสร และ คณะกรรมการบริหารของสโมสร คงไดรับทราบเกี่ยวกับการยกยอง สําหรับสโมสร เพื่อไดรับประกาศเกียรติคุณ จากทานประธานโรตารีสากลป 2554-55 ทานคัลยัน บาเนอร จี ซึงมีองคประกอบเกี่ยวกับมูลนิธิโรตารี 2 เรื่อง และ สมาชิกภาพ 4 เรื่อง โดยสโมสรจะตองดําเนินการ ใหบรรลุเปาหมายและ สงผลงานใหผูวาการภาค ภายในวันที่ 6 เม.ย. 2555 ในสวนของมูลนิธิโรตารี ผม ขอขยายความใหทุกทานไดเขาใจ โดยใหพิจารณาดังตอไปนี้ ขั้นแรกผมขอใหยกขอกําหนดในสวนของขอ (2) มากําหนดเปนเปาหมายโดยขอกําหนดในขอ 2 คือ สโมสรมียอดบริจาครายหัวขั้นต่ํา (Per Capita) U$100 ใหแกกองทุนโปรแกรมประจําป (APF) วิธีคิด คือ ใหเอาจํานวนสมาชิกสามัญทั้งหมดของทาน คูณดวย U$100 ยกตัวอยางสมมติ สโมสรทานมีสมาชิก สามัญทั้งสิ้น 25 ทาน คูณดวย U$100 เปนยอดรวม U$2,500 ซึ่งทานสามารถตั้งเปนเปาหมายไดเลยวา ในปนี้ส โมสรจะรณรงคใหส มาชิกทุกทานบริจาคใหกองทุนโปรแกรมประจําป (APF) เปนยอดรวมอยาง นอย U$2,500 สูตรการคํานวณ สโมสรมียอดบริจาคหัวขั้นต่ํา(Per Capita) = ยอดรวมของเงินบริจาคเขากองทุนโปรแกรมประจําปทั้งหมด จํานวนสมาชิกสามัญทั้งหมดของสโมสร = U$2,500 = US$100 25 ทาน

ที่ผมใหเอาจํานวนสมาชิกสามัญทุกทานมาคํานวณ เพราะถาสโมสรตองการบรรลุเปาหมายสโมสรจะตอง บรรลุเปาหมายในขอกําหนดขอที่ 1 ที่วา สมาชิกสามัญมีสวนรวมในกองทุนโปรแกรมประจําป 100 เปอรเซนต (สมาชิกทุกทานบริจาคเปนโดย สวนตัว ระหวาง 1 กรกฎาคม 2554 ถึง 31 มีนาคม 2555) ในระบบปนสวน (Share) ของมูลนิธิโรตารี เงินบริจาคของสมาชิกทุกทานในสโมสรทานที่บริจาคให กองทุนประจําป (APF) จะกลับมาใหสโมสรทาน 50 เปอรเซนต ในอีก 3 ป ที่พวกเราชอบเรียกกันวา DDF (District Designated Fund) (กองทุนจัดสรรสําหรับภาค) จากเปาหมายที่ตั้งไว U$2,500 ในป 2554-55 สมมติวามีส มาชิกที่แสดงเจตจํานงคเปน PHF (Paul Harris Fellow) 1 ทาน (การบริจาคครั้ง ละ U$1,000) มีสมาชิกที่บริจาค EREY ตอเนื่องทุกป (การบริจาคครั้งละ U$ 100) จํานวน 12 ทาน บริจาค PHF 1 ทาน = U$1,000

บริจาค EREY 12 ทาน = U$1,200 คงเหลือ (U$1,000 + U$1,200 – U$2,500) = U$300 ยอดดังกลาว U$300 ขอใหทานมารณรงคกับสมาชิกอีก 12 ทานที่ยังไมไดแสดงเจตจํานงคบริจาค โดย บริจาคเพียงทานละ U$25 เมื่อคูณดวย 12 ทาน จะได U$300 ซึ่งบรรลุเปาหมายจากยอดรวมเงินบริจาค ของสโมสรทาน U$2,508 นอกจากจะบรรลุเปาหมาย การขอใบประกาศเกียรติคุณของประโรตารีสากล แลว ในป 2557-58 สโมสรจะมี DDF มาใหทําโครงการ District Grant หรือ Global Grant อยู U$1254 จากการยกตัวอยางวิธีการตั้งเปาหมาย เพื่อบรรลุขอกําหนด และ ประสบความสําเร็จในปนี้ ในสวนของ มูลนิธิโรตารี หวังวาทุกทานคงได อานและทําความเขาใจ หากมีขอสงสัย อยาลืมติดตอผม โทร. 081-5951864 อน. สุรศักดิ์ พฤกษิกานนท(ประธานมูลนิธิโรตารีภาค) ดวยไมตรีจิตแหงโรตารี อน. สุรศักดิ์ พฤกษิกานนท ประธานคณะกรรมการฝายมูลนิธิ ภาค 3360 Dear Fellow Rotarians, I hope that all club presidents and club boards of directors are aware of 2011-12 RI President Kalyan Banejee’s Citation. Club recognition has two Rotary Foundation contribution components and four membership components. Clubs that meet all requirements and are certified by the district governor will receive a certificate. Clubs must submit their results to District Governor Chamnan no later than 6 April 2012. I would like to focus on the Foundation contribution components that stated: A club must accomplish US$ 100 minimum per capita in club contribution to Annual Program Fund (APF) and also 100 % participation (every active member personally contributes some amount between 1 July 2011 and 31 March 2012). Firstly, calculate the goal for the club annual donation campaign (APF) by multiplying US$100 by the number of club members. If there are 25 members, the annual goal for the APF campaign would be US$ 2500. The minimum per capita donation requirement = US$ 2,500 = US$ 100 25 members According to the share system, 50% of the APF fund would be returned to each club within every 3 years, known as DDF (District Designated Fund), under the target of U$2,500 of the year 2011-2012. The example is 1 member ‘s intention for PHF (Paul Harris Fellow) with U$1,000 donation ,and 12 members with annual donation of U$ 100 for EREY. 1 member with PHF donation = U$ 1,000 12 members with EREY donation = U$ 1,200 Balance amount (U$1,000 + U$1,200 – U$2,500) = U$ 300 The sum of U$ 300 could be gathered with the rest of U$ 300 which is the result of the campaign for the donation of the rest 12 members (U$25 each). Therefore, the club would reach the goal with the amount of U$ 2,500 and eligible for the certificate from the RI President. In the year 2014-2015, the club would get the DDF of U$1,250 for the District Grant as well as the Global Grant. I hope every Rotarian understand the above description regarding the goal setting for the fulfillment of the Rotary Foundation’s regulation and the annual success. Greetings to all Fellow Rotarians, The third month of the Administrative Year of the Rotary Calendar is upon us. September is designated as New Generations Month, which is dedicated to young adults and youth around the world. This month all Rotary clubs should plan their weekly meeting agendas to promote the substance of this theme. Inspired by this theme, we might possibly organize special activities throughout the month. On September 11-12, 2011 at Chiangmai University the District 3360 Youth Exchange Committee examined applicants to be 2012 outbound Youth Exchange Students. Forty-six students from 27 Rotary clubs applied for the program. Although it was competitive in the examination room, it was friendly outside among the many Rotarians, parents and students present. This year the YE Committee will announce the interview results faster. The students will get the good news while the committee continues to work hard to place them in the receiving countries the students favor. District 3360 has planned RYLA activities. A RYLA program will be held from October 12 -15 at Chulaporn Rajwittayalai School, Pitsanulok. The event will be hosted by the Rotary Club of Sri Song Kaew with PP Sermpong Wongsamarnjit as the organizing chairperson. This year RYLA activities will be focused on moral principles for youth. We also plan a lot of visits to various places of significant interest. In order to help strengthen our communities I would like to invite all Rotary Clubs to support New Generations Month by encouraging youth above 12 years of age to participate in this year's District 3360 RYLA event.

มิตรโรแทเรียนทุกทานครับ ในเดือนสิงหาคมที่ผานมา ภาค 3360 ของเราไดมี การจัดสัมมนาสมาชิกภาพและมูลนิธิโรตารีที่โรงแรม สีหราช จ. อุตรดิตถ ซึ่งไดรับความสนใจจากมิตร โรแทเรียนไดใหเกียรติมารวมการสัมมนาอยางมาก ถึงแมวาจะมีอุปสรรคในเรื่องฝนและน้ําทวมใน หลายๆ จังหวัดในภาคของเรา แตก็ไมทําใหจํานวน คนเขารวมประชุมลดลงเลย วิทยากรจากภาค 3350 หลายทานไดใหเกียรติมาเปนวิทยากรในหวขอตางๆ โดยเฉพาะเรื่องสมาชิกภาพที่เปนเรื่องที่สําคัญ สําหรับสโมสรโรตารี ภาค 3360 ของเราเริ่มมี แนวโนมที่ดีขึ้นในเรื่องของจํานวนสมาชิก ซึง่ ถาหาก สโมสรตางๆ ไดชวยกันเพิ่มและพัฒนาสมาชิกอยาง ตอเนื่อง ผมเชื่อวาภาคของเราจะเปนภาคที่ แข็งแกรงขึ้นและมีกิจกรรมตางๆเพื่อสังคมเพิ่มขึ้น อีกมากมาย ในสวนของมูลนิธิโรตารี ก็มีหัวขอ สําคัญเกี่ยวกับการเขียนโครงการ Global Grant เปาหมายของมูลนิธิโรตารีภาค และการยกยองผู บริจาคเอกสารประกอบการประชุมในบางหัวขอ ผม ได Upload ลงใน www.rotary3360.org เพื่อใหผู ที่เขารวมประชุม และไมไดเขารวมประชุมไดศึกษา โดยละเอียดอีกครั้งครับ

Dear Fellow Rotarians, In Au gust, Distri ct 3360 organized a seminar on Membership and The Rotary Foundation at Seeharaj Hotel, Uttaradit. The event was of interest to many Rotarians despite severe weather and flooding in several areas of the district. Experienced R o ta r i a n s f r o m Di s tr i ct 3 3 5 0 provided lectures on several topics. The District 3360 problem regarding membership recruitment and retention has been alleviated due to the rising number of Rotarians in the district in the past Rotary Year. If every Rotary club works hard to recruit qualified members and has them wo r kin g w ith cur r e nt me mb e r s , mo r e p ro j e c ts w i l l b e c a r r i e d o u t t o s e rve community needs.

Pratheep S. Malhotra lectured on Rotary Public Image Coordinator ไดมาบรรยาย a n o t h e r i n t e r e s t i n g t o p i c a t t h e ในเรื่อง Public Image ซึ่งเปนสิ่งที่ส ําคัญมากไมวา seminar,improving Rotary's public image. จะองคกรใดๆ ในบางครั้งเรามองวา Public Image Efforts to improve Rotary's public image are คือการโฆษณา Advertising หรือการทํา PR usually misunderstood as advertising (Public Relations) ซึ่งความจริงแลวไมไดเปนสิ่ง Rotary. There is a basic distinction between เดียวกัน การโฆษณาหรือทํา PR เราสามารถใชเงิน the two. In contrast, developing the ภาพลักษณขององคกรโรตารีตอสายตา public image is communicating what Rotary บุคคลภายนอก is and what Rotarians do for the public by ผมจึงอยากใหจุดนี้เปนจุดเริ่มตนที่สโมสรตางๆ เห็น ความสําคัญที่จะสื่อสารกับคนภายนอกใหมากขึ้น เราไมตองอายวาการที่เราประกาศสิ่งที่เราทําใหกับ สังคมเปนการอยากไดหนาหรือโฆษณาตัวเอง เพราะนั่นไมใชเหตุผลที่แทจริงที่เรามาเปนโรแท เรียน จุดมุงหมายคือการสื่อสารนี้ จะทําใหสังคมได

รูจักโรตารีมากขึ้นอยากมีสวนรวมกับโรตารี เพิ่ม สมาชิกภาพและความรวมมือกับองคกรอื่นๆ มีคนใน สังคมมากมายที่มีจิตกุศล แตไมรูวาจะชวยสังคมได อยางไร โรตารีอาจจะเปนคําตอบที่คนเหลานั้นกําลัง คนหาอยูก็ไดครับ ในบางครั้งหลายๆสโมสรอาจจะมี ความคิดวา การสื่อสาร โฆษณาตางๆ การทําปายติด ที่โครงการ เปนงบประมาณที่สิ้นเปลือง แตผม อยากใหมององคกรที่ประสบความสําเร็จในปจจุบัน ทุกองคกร จะตองมีการทํา Advertising, PR และ การสราง Public Image ทั้งนั้น การสื่อสารใน ปจจุบันสามารถทําไดหลายรูปแบบมากครับ ไมวาจะ เปนแบบเสียคาใชจายและไมเสียคาใชจาย ผมขอ ยกตัวอยางที่นาสนใจเชน การทํา Facebook ของ สโมสร ทุกครั้งที่เราลงขอความตางๆ เพื่อนๆ ของ สมาชิกที่ไมใชโรแทเรียนก็ไดเห็นขาวเหลานั้นโดย ไมเสียคาใชจายใดๆ สถานีวิทยุ หรือ เคเบิ้ล ทองถิ่น หรือหนังสือพิมพทองถิ่น ลวนแลวมีโรแท เรียนเปนเจาของบาง เปนเพื่อนบาง เพียงแต เสียสละเวลาในการจัดหนาขาวใหมีความนาสนใจ เราก็จะสามารถเผยแพรขาวของโรตารีไดครับโดย ไมมีคาใชจายเชนกัน

September is the third month of our Rotary first quarter. DG3360 Chamnan Chanruang has started district activities as planned. Clubs have been carrying out membership development activities, contributing to The Rotary Foundation, and carrying out service projects, news of which you may have seen in other PR media. What you will see in this Governor's Newsletter are mostly messages from District Chairs.
