Dear Fellow Rotarians,

สารผูวาการภาค๓๓๖๐ ฉบับอีเล็กทรอนิกสฉบับนี้ นับเปนกาวแรกของการเปลี่ยนแปลงที่มาพรอมกับป โรตารีใหม เปนการกาวสูส ิ่งใหมๆ ที่ทานประธานโรตารี สากลกัลยัน บารเนอรจี ไดใหความสําคัญตอการ เปลี่ยนแปลงดวยการนําเทคโนโลยีใหมๆ เขามาใชเพื่อ เพิ่มประสิทธิภาพในการติดตอสื่อสารระหวางผูนําภาค กับมวลสมาชิก ซึ่งก็ตรงกับความตั้งใจของผมที่ไดมี โอกาสพบเห็นและมีประสบการณโรตารีในตางประเทศ โดยเฉพาะอยางยิ่งการจัดทําสารผูวาการภาคเพื่อ ติดตอสื่อสารกับมวลสมาชิก

This 3360 Governor’s electronic newsletter is the first step of the changes that will continue to come within the new Rotary year. It is the step towards a new development which the Rotary International President, Kalyan Banerjee has recognized. He initiated the importance of this change by introducing new technologies that will enhance the communication between District Governors and Rotarians, which has also been my intension, as I have experienced this new way of communication from Rotary overseas, especially how to publicize the Governor’s newsletters.

คําวา”สารผูวาการภาค”(Governor’s Newsletter) ชื่อก็บอกอยูแลววาเปนจดหมายขาวจากผูวาการภาค มิใชเปนนิตยสาร ฉะนั้น ผมจึงเห็นวาการจัดทําสารผูวา การภาคจึงตองเนนไปที่ขาวสารเปนสําคัญ ขาวสารที่ รวดเร็วและทันเหตุการณจึงเปนสิ่งที่จําเปนสูงสุดของ สารผูวาการภาค สารผูวาการภาคฉบับอีเล็กทรอนิกส จึงไดเกิดขึ้น โดยไมจํากัดดวยความถี่หรือความหนา ของจํานวนหนา ขึ้นอยูกับความจําเปนและความ เรงดวนในการสื่อสาร และที่สําคัญคือสามารถโตตอบ ไดในทันทีที่ไดรับสารผูวาการภาคฉบับอีเล็กทรอนิกส ในสวนของสมาชิกที่ไมไดใชอีเมลหรืออินเตอรเน็ตนัน ้ ผมใครขอรองใหทานนายกสโมสรไดมอบหมายให สมาชิกของทานที่มีอีเมลหรืออินเตอรเน็ตชวยพิมพ ออกมาแลวนํามาหมุนเวียนกันอานในสโมสรซึ่งก็จะ สามารถสื่อสารไดทันเวลาของการประชุม ซึ่งไมนาจะ เกินหนึ่งสัปดาหหลังจากที่ไดรับเมลแลว ผมหวังวาการนํานวัตกรรมใหมมาใชนี้จะยังประโยชน ใหเพิ่มขึ้นกวาเดิม สิ้นเปลืองคาใชจายนอยลง รวดเร็ว ยิ่งขึ้น ฯลฯ แตอยางไรก็ตามหลายทานอาจจะยังไม คุนเคยกับสารผูวาการภาคในลักษณะนี้ซึ่งใน ตางประเทศไดทํามานานแลว และผมเชื่อวาจะประสบ ความสําเร็จตามที่มุงหวังไว

“Governor’s Newsletter” in itself means a newsletter from the Governor, not a magazine. The newsletter should emphasize essentially on news and information. Recently updated news and information is the important part of the Governor’s electronic newsletter. It requires no regularity or number of pages, but it depends entirely on the necessity and priority of the communication. The advantage of this method is that once the electronic newsletter is received, readers are able to give an immediate response. As for Rotarians who do not have access to internet, I would like to ask club presidents to assign Rotarians within this facility to print out the newsletter copies and pass them on to other members during club meetings. The copies should be passed out no longer than one week after the newsletter has been sent out. I hope that by bringing this technology in, it will prove to become useful by making communication faster with minimum cost. However, many of us may not be familiar with the electronic Governor’s Newsletter. It has been used as an ordinary way of communication for quite sometime among Rotarians overseas. I believe that it would be another flourishing move.

2 ในโอกาสที่เริ่มเขาสูปโรตารีใหม ผมขอใหมวลมิตร โรแทเรียนทุกทานไดพรอมรับกับสิ่งใหมๆที่จะเกิดขึ้น ในปนี้ ซึ่งผมตั้งใจวาจะทําใหดีที่ส ุดไมวาจะเปนในเรื่อง การเพิ่มและรักษาสมาชิกภาพ การมีส วนรวมในการ ประชุมใหญโรตารีสากลที่กรุงเทพในระหวางวันที่ ๖ ๙ พฤษภาคม ๒๕๕๕ โดยภาคเรามีบทบาทและความ รับผิดชอบในการประชุมฯ ครั้งนี้คอนขางสูง ซึ่งผมจะ ไดแจงความคืบหนาใหทราบเปนระยะๆตอไป พบกันใหมฉบับหนาครับ

On the occasion of entering this new Rotary Year, I wish to see all Fellow Rotarians prepared to experience new developments that will occur throughout the year. I intend to do my best in increasing and maintaining membership as well as working on our contribution in the Rotary International Convention in Bangkok on 6 – 9 May, 2012. Our District’s roles and responsibilities in the convention are significant. I will keep you informed regularly on its progress.

My Dear Brothers and Sisters in Rotary

เราทุกคนในโรตารีกําลังตองการเปลี่ยนแปลงโลก นี่ คือเหตุผลที่พวกเรามาเปนโรแทเรียน เราเชื่อมั่นวา โลกเรานี้สามารถจะมีความนาอยูยิ่งขึ้น มีสุขภาพดีขึ้น มีสันติสุขมากขึ้น และเราสามารถทําใหโลกนี้ดียิ่งขึ้น จากการบําเพ็ญประโยชนของเรา

All of us in Rotary are looking to change the world – why else would we be Rotarians? We believe that our world can be happier, healthier, and more peaceful, and that we can create that better world through our service.

ในป 2011-12 นี้ ผมขอรองใหมิตรโรแทเรียน มีน้ําใจ ใสใจเพื่อนมนุษย ผมจะขอใหทานเริ่มคนหาในตัวทาน กอน เพื่อใหเขาใจวาเราทุกคนทุกหนทุกแหง ไดสาน ฝนอันเดียวกัน มีความหวังเดียวกัน แรงจูงใจเดียวกัน และมีภาวะยุงยากใจคลายกัน เมื่อเรารูส ึกเขาใจอยาง แทจริงถึงความตองการของผูอื่น ที่มีเหมือนกับของเรา เอง เราตองเริ่มเขาใจวางานของเรามีความสําคัญ อยางไร ในปตอไปขางหนานี้ เราจะใชขอมุงเนนหลัก 3 ประการนี้ในการทํางานบําเพ็ญประโยชนของโรตารี

In 2011-12, I will ask Rotarians to Reach Within to Embrace Humanity. I will ask you to search first within yourselves, to understand that all of us, everywhere, have the same dreams, the same hopes, the same aspirations, and similar dilemmas. When we understand, and truly feel, that others’ needs are the same as our own, we begin to understand how important our work is. In the year ahead, we will have three emphases in our Rotary service.

ขอมุงเนนขอแรกในปโรตารีนี้ คือ ครอบครัว – ครอบครัวและบานตองเปนแกนหลัก เปนศูนยรวมของ งานเราทั้งหมด – การบําเพ็ญประโยชนของเราเริ่มตน จากตรงนี้ และจากครอบครัว เราจะเริ่มเขาไปในชุมชน ทุกแหงของเรา ซึ่งแทจริงก็คือ มนุษยชาติทุกคน เหมือนเปนครอบครัวเดียวกัน มีสมาชิกในครอบครัวทุก คนใสใจดูแลกันและกัน ทั้งในยามสุขและยามทุกข และไมมีผูใดถูกทอดทิ้งอยูโดดเดี่ยว

Our first emphasis in this Rotary year will be the family. The family and the home are at the core of all our work – all our service begins here. And through the family, we approach all of our community and indeed, all of humanity, as an extended family, in which all members care for each other. In times of joy and in times of need, no one is ขอมุงเนนขอที่สอง คือ การสานตอสืบเนื่อง – คนพบ ever alone.

3 Our second emphasis will be continuity – finding the things we do well and taking them to the next level. We must build on our successes, expand on them, and strive to do even more. Of course, our greatest obligation is to PolioPlus, where success is now so เราตอง close.

สิ่งที่เราทําไดดี และชวยกันนําขึ้นสูระดับขั้นตอไป เรา จะตองสรางขึ้นจากความสําเร็จของเรา แลวขยายงาน ตอไป พยายามทําใหไดมากขึ้นตอไป แนนอนครับ ภารกิจที่ยิ่งใหญของเราขณะนี้ คือ โครงการ โปลิโอพลัส ซึ่งใกลจะสําเร็จแลว

ขอมุงเนนขอที่สาม คือ การเปลี่ยนแปลง เขาใจวา การเปลี่ยนแปลงที่แทจริงนั้น จะตองเริ่มจาก เราแตละคนและเริ่มตนในตัวตนของเรา เราไมสามารถ แบงปนสันติภาพกับผูอื่น หากเราไมมีสันติภาพจะให เราจะไมสามารถดูแลโลกไดทั้งหมด หากเราไมดูแลใส ใจกลุมคนที่อยูใกลตัวเรามากที่สุดกอน นั่นก็คือ ครอบครัวของเรา สโมสรของเราและชุมชนของเรา นั่นเอง

ทานมหาตมะคานธี กลาวไววา “ทานจะตองเปนผู เปลี่ยนแปลงในสิ่งที่ทานตองการเห็นในโลก” ในโรตา รีนั้น เราปรารถนาใหมีการดํารงชีพอยางมีศีลธรรมและ ซื่อสัตย โดยแบงปนมิตรภาพและไมตรีจิต เห็นคุณคา มนุษยขาติทุกคนเทาๆ กัน เราจะไมสนใจวาตัวเลข ต่ําสุดตัวลางของเศษสวนเปนเทาใด เพราะงานโรตารี คือการทําสิ่งสามัญธรรมดารวมกัน เราจะทํางานเพื่อ พัฒนาตัวเรา พัฒนาผูอื่น เพื่อเปนการใสใจหวงใยโลก นั่นเอง ใหเรารวมใจกัน มีน้ําใจหวงใยมนุษยชาติ - ดวยสันติ ปรองดองกัน และดวยมิตรภาพ – เพื่อจะได เปลี่ยนแปลงโลกใหนาอยูมากยิ่งขึ้น/ กัลยัน บาเนอรจี ประธานโรตารีสากล 2011-12 (แปล/เรียบเรีย ง โดย อน. พิเชษฐ รุจิรัตน สร. ราชบุร)ี

ใหเรารวมกันทําใหป 2554-55 ยิ่งใหญ ผมรูสึกตื่นเตน เมื่อเริ่มตนปใหมโรตารี ผมหวังวาทานก็ คงรูสึกเชนเดียวกัน สโมสรและภาคของเรามีผูนําใหม และมีเปาหมายใหมสําหรับปขางหนาไวแลว ทุกสิ่งที่ เราชื่นชอบในโรตารียังคงมีอยูไมเปลี่ยนแปลง แต ผูคนและบทบาทหนาที่ในโรตารี จะมีการเปลี่ยนแปลง ไป

And our third emphasis will be change. We must understand that true change can only begin with each of us, and start within us. We cannot share peace with others if we do not have it to give. We cannot look after the whole world without first looking after those closest to us: our families, our clubs, and our communities. Mohandas K. Gandhi said, “You must be the change you wish to see in the world.” In Rotary, we endeavor to live ethically and honestly, to share friendship and fellowship, to see equal worth in every human being. We are not interested in the lowest common denominator, for Rotary is anything but common. Instead, we work to elevate ourselves, elevate others, and thereby embrace the world. Together, we will Reach Within to Embrace Humanity. And in peace, harmony, and friendship, we will bring change – and a more joyful world.

Let’s work together to make 2011-12 a great year I am excited, and I hope you are too, as we move into the new Rotary year. Our clubs and districts have new leaders, and we’ve set new goals for the year ahead. Everything we appreciate in Rotary remains constant, but the people and roles change.

trustees and a new chair, but our mission remains the same: to enable Rotarians to advance world peace through the improvement of health, support of education, and alleviation of poverty. This year, we’ve set three goals for the Foundation – not to replace our vision for the future, but to give us focus for the year.

เปาหมายขอแรก คือ ขจัดโปลิโอใหหมดสิ้นไป เราได ทํางานกาวหนาไปมากในป 2553 อยางไรก็ตาม เรา จะหยุดพักไมได เนื่องจากการแพรระบาดในทาจิกิ สถานและสาธารณรัฐคองโก ยังคอยเตือนเราอยู ใหเรา ชวยกันสานตอผลงานที่ยิ่งใหญที่สุดในประวัติศาสตร ของโรตารีใหสําเร็จ

Our first goal is to complete the eradication of polio. We took great steps forward in 2010. We cannot relax, however, as the outbreaks in Tajikistan and the Republic of the Congo remind us. Each of us can make a contribution to this, the greatest achievement in the history of Rotary.

service and our contributions. This should be our Rotary Foundation. The third goal is to make our Foundation more effective and efficient by testing and refining our Future Vision Plan. After a very positive first year, we need the pilot districts to tell us what works and what could be improved, and to develop new ways to serve. This also will be a preparation year for non pilot districts. Think now how your district structure will change and how you will make decisions on grants and audits. The strength of The Rotary Foundation, our Foundation, is not determined by the trustees. What we can do is determined by you. Please support us, and together let us make 2011-12 another great Rotary year.

The Rotary International year begins on 1st July. All Governors, District Committees including Club Presidents and Club Officers are eager and determined to provide services to the underprivileged in their communities and around the world, in order to challenge RI President Kalyan Banerjee’s theme “Reach within to Embrace the Humanity” This Rotary year is particularly the most important year for the Rotarians in Thailand because we are the host for 2012 Rotary International Convention in Bangkok. We Rotarians and family must all jointly support in person and as well in spirit to this most important Meeting and make it remembrance in the history of Rotary. Clubs and Districts are busy prepared for their important yearly meeting early so that they can be available to host the Convention. Our team at the Rotary Centre will support all of you any where we can, please just let us know. Yours in Rotary,

หลายๆ สโมสรโรตารีในภาค 3360 คงมีความประสงคที่จะ ใหสโมสรของตน เปนสโมสรที่มีประสิทธิภาพ ซึ่งสามารถ ที่จะดําเนินกิจกรรมตางๆในเรื่องเหลานี้ใหประสบ ความสําเร็จไดคือ

Many Rotary clubs of District 3360 wish to improve their effectiveness to carry on activities in order to: 1. Consolidate and increase membership base 2. Offer constructive projects suitable to community and international services. 3. Support Rotary Foundation in both program participation and donations. 4. This year, the main goals of District 3360 Club Administration Committee are: * Encouraging clubs to produce interesting program to educate club members, with a focus on the value of being members of Rotary and to recognize their local community as well as the other communities. * Encouraging clubs to publish their club bulletin and join the club bulletin competition. This year the first and the second winners will be rewarded certificates from 3360 District Governor.

* Encouraging a better cooperation with Rotary International and other District 3360 Meeting and Conference Committee for Rotarians to be aware of, and able to register well in advance for various conferences such as: * 2011-2012 Co-District Conference of District 3340 and District 3360 at Kwang Meng Foundation, Maesai, Chiangrai on December 1011, 2011 and 2012 Rotary International Convention, Bangkok at Queen Sirikit Convention Hall, Impact Arena, Muangtong Thani, on may 6-9, 2012 * Developing meaningful induction ceremonies or significant service projects at least three times per year with an invitation to participate extended to spouses, partners and family members.

นายกสโมสร ประธานคณะกรรมการสมาชิกภาพ มิตร Club Presidents, Membership Chair, Fellow โรแทเรียน ทุกทานคะ Rotarians, Now is the beginning of the Rotary Year 20112012. You might recognize me at the President Elected Training Seminar (PETS) at Phuket, District Assembly, and various Installation Ceremonies of District 3360. Chamnan Chanruang, our District Governor year 20112012, assists me with a District Committee manual. According to the manual, the District Committees is responsible for creating worthwhile objectives, surveying, and placing strategies into actions. It seems like times passed by very fast in each year. First of all, I would like to congratulate to all new club presidents who have just started working. And also for the immediate past presidents who still enjoy giving service just when they realized that it has been one year on duty already. Anyway, it doesn’t mean that the immediate presidents have to leave from giving service because their clubs need them to continue devoting their abilities for communities and youth service. Foundation from past 3 years, so they can get DDF of 15,000$ in their projects. The project can be joined with other clubs and now there are some projects which have already been done. Our District have already transferred donation to Rotary Foundation. For the 20,000 Dictionary Project, after we have the approval and the budget transfer from Rotary Foundation, we will inform the clubs who joined in this project and make dictionary publishing right away. This is the second year that we have been the Pilot District of the Future Vision Plan. I wish to advise Rotarians and Rotary Clubs who have already, or are in the process of preparing your administration plan to fit the objectives of the Past Rotary International President and Trustee Chairman of the Rotary Foundation, William B. Boyd, as follows:

1. Our Poliomyelitis eradication mission is almost accomplished (now Poliomyelitis cases have reduced to hundreds around the world). I advise all clubs to join the Polio Eradication Campaign which has been done by giving Oral Polio Vaccine to children on one occasion in December and January annually. I also encourage all Rotarians to donate US $100 – US $1,000 to the PolioPlus Fund, as well as organize fund-raising activities for this Fund.

2.3 Permanent Fund Past Rotary International President, Bhichai Rattakul will then use the profit gained from your donation fund, for an International Studies in Peace and Conflict Resolution at Chulalongkorn University. After one year of being the Pilot District, there have been more clubs joining the Global Grant. I advise all Rotary Clubs to acquire more knowledge from other Rotary clubs who have more experience in this regard. As the Rotarians, July 1st means the beginning of our year when we think of trying new thing or developing what we have been doing.

In 2010-2011, the first Early Act club of District 3360 Rotary International was established and sponsored by the Rotary Club of Wiang Kosai at Wat Savarnniwesh Municipal School, Phrae. In establishing the

Early Act club, the Rotary Club received a direct assistance from PDG. Dr. Veerachai Chumraendararasmi, the Past District Governor year 2010-2011 and the PP. Dr. Busabong Chumraendararasmi, the Youth Chair year 2010-2011. From now on, the responsibility will be on the Sponsoring Club to ensure the continuation and growth of this project.

ขณะเดียวกัน โครงการเยาวชนแลกเปลี่ยน ซึ่งเปน โครงการของภาคที่มีอัตราการเติบโตเกือบสี่รอยเปอรเซ็นต นับตั้งแตมีการเริ่มโครงการมาเมื่อป 2543 โดยมีจํานวน นักเรียนแลกเปลี่ยน 8 คนตอป มา ณ ปนี้ ภาค 3360 มี นักเรียนแลกเปลี่ยนในโครงการ จํานวน 38 คน และวันที่ 23-24 กรกฎาคม 2554 อน. ตุลย สุวรรณรัตน ประธาน โครงการเยาวชนแลกเปลี่ยนภาค 3360 ไดเตรียมจัดอบรม ปฐมนิเทศ แกเยาวชนที่กําลังจะเดินทางออกไปสูประเทศ ตางๆ เพื่อใหทุกคนไปอยูกับครอบครัวอุปถัมภ เพื่อนๆ และ สิ่งแวดลอมที่แตกตางอยางมีความสุข และมีประสบการณ ที่ดีกับชีวิต ในขณะเดียวกันนี้ยังเปนงานตอนรับเยาวชน ที่เดินทางกลับจากการไปแลกเปลี่ยนที่ตางประเทศ รวมทั้ง เลาประสบการณการที่ไดรับจากการเปนนักเรียนแลกเปลี่ยน ใหนองๆฟง

Spontaneously, the Rotary Youth Exchange Program has grown for as much as 400 percents since the start of the program in year 2000. At the beginning, the program accepted only 8 applicants. Now, the program accepts as much as 38 applicants. PP. Tul Suwarnnarat, Youth Exchange Chair District 3360 is planning for the orientation program on 23rd -24th July, 2011 for the students going abroad. The purpose will be to advise them on how to adjust themselves under the environment and culture much different from home. First I would like to formally introduce myself to you all. My name is PP.Jarruwat Techawut. This year I take responsibility of district public relation chairman which PE.Santi Laopanichakul was responsible for last Rotary year. In order to be effective in Public Relation, our key tasks mainly focus on internal (within and across district) and external communications. You may have questions in your mind why we have to use our resources to do public relation. Public relation gives us a lot of benefits.

First, within district communication will help rotary clubs in the district to know other club activities and also to invite other clubs to join the activities. For example, by sending invitation cards to our district mailing list can help increase participation. District seminar schedule and service projects news as well. In addition, service project details of one club can be good example for other clubs.

Second, across district communication will help our district to be well known and increase chances to cooperate with other districts in service projects. Especially together with pilot districts.

Third and most important, external communication will help Rotary to be known among communities. Public can understand more about what Rotary do and help communities. Not only this can help improve image of Rotary but also increase chances to get more people who are interested in community service and feel that Rotary can be their answers. Importantly, we may get supports from other organizations in the community in our programs such as Polio Plus.

a key role in determining the start date of our fiscal and administrative year. Rotary’s first fiscal year began the day after the first convention ended, on 18 August 1910. The 1911-12 fiscal year also related to the convention, beginning with the first day of the 1911 convention on 21 August. At its August 1912 meeting, the Board of Directors ordered an audit of the International Association of Rotary Clubs’ finances. The auditors recommended that the organization end its fiscal year on 30 June to give the secretary and treasurer time to prepare a financial statement for the convention and board, and determine the proper number of club delegates to the convention. The executive committee concurred, and at its April 1913 meeting, designated 30 June as the end of the fiscal year. This also allowed for changes to the schedule for reporting club membership and payments. Even The Rotarian changed its volume numbering system to correspond to the fiscal year (beginning with vol. 5, July 1914). Rotary continued to hold its annual conventions in July or August until 1917. Delegates to the 1916 event in Cincinnati, Ohio, USA, approved a resolution to hold future conventions in June, mainly because of the heat in cities where most of them occurred. The next one was held 17-21 June in Atlanta, Georgia. The term "Rotary year" has been used to signify Rotary’s annual administrative period since at least 1913. An article in The Rotarian that July noted, “The Rotary year that is rapidly drawing to a close has been signalized by several highly successful joint meetings of Clubs that are so situated as to assemble together easily and conveniently.”

Phrae invites fellow Rotarians and all people to participate the activities of “Send Fishes Home” to honor H.M. the Queen on her birthday.
