Guilderland, NY- It certainly has been an awfully long and awfully cold winter season, and on some mornings it’s hard to step outside and be convinced that it is actually pretty much over, but the longer days and the sun riding higher in the skies are the telltale signs of the long-awaited arrival of spring here in Guilderland. Not a moment too soon, I might add! As the seasons change, our Town workforce will be out and about during the upcoming weeks in our neighborhoods and parks, working to deal with some of the residue of winter, as well as to prepare our Town parks and golf course for the use and enjoyment of our residents in the warmer weather. Please be patient and cautious when you see our staff at work on Town roadways. It isn’t too early for residents to be thinking about summer recreation opportunities for their families, despite the fact that the snow is barely off the ground. Guilderland’s highly popular Summer Recreation Program, which offers a morning day camp program, as well as a wide variety of sports and activity camps, for the children of Guilderland residents during the summer months. Each year, the Town provides a wide range of options at a reasonable cost to residents. Brochures for the summer program have already been distributed, and I encourage families to take the time to look them over and make arrangements early, since the longstanding popularity of this program means that a good number of specific offerings are filled to capacity well before the end of the school year. Residents have the option of registering on-line at www.guilderlandrec.com, or turning in registration form at the Parks and Recreation Office on Route 146, across from Tawasentha Park. If you have questions about the program or about registration for it, please contact the Parks and Recreation Department at 456-3150. There will be two major sidewalk construction projects underway in Guilderland in the months ahead. Gaps in the existing sidewalk network on the south side of Western Avenue between Route 155 and the Albany city line will be filled in a NY State Department of Transportation program that is a continuation of the work done on the north side of Western Avenue last year. On Main Street (NY Route 146) in Guilderland Center, a project managed by the Town will construct a sidewalk on the west side of the road through the central portion of the hamlet. Completion of these projects will involve occasional lane closures to accommodate the use of excavating equipment and pouring of concrete. Information concerning dates when lane closures are probable will be regularly posted 4

on the Town website, www. townofguilderland.org, as well on the. statewide transportation website www.511NY.org. Please be careful and considerate when driving in or near work areas while this important work is underway. The additional sidewalks will represent significant pedestrian safety and convenience upgrades for Guilderland. The Town’s Springtime Household Hazardous Waste Collection Day will be held at the Town Highway Garage on French’s Mill Road from 8:00 A.M. until 2:00 P.M. on Saturday, May 9. If your spring cleaning reveals that you have materials that don’t belong in household trash in your house or garage, this event represents a fine opportunity to dispose of them safely. Just load up your vehicle on May 9 and drive to the Highway Garage, where your vehicle will be unloaded for you and all materials disposed of in a safe and environmentally friendly manner. Participation in the event requires submission of a pass, which can be obtained without charge at either Town Hall or at the Town Transfer Station during regular business hours upon presentation of proof of Guilderland residency. A detailed list of the materials accepted for processing at this event can be found on the Transfer Station page on the Town website. Please call the Transfer Station at 456-6776 if you have questions. The Hazardous Waste Day program is funded in part by a grant from the NY State Department of Environmental Conservation. Our Town parks are already open for your enjoyment, and will only become more attractive as we get deeper into spring. Western Turnpike Golf Course will be open as soon as conditions allow, and will be offering some attractive seasonal specials to help launch the new season. Remember that Guilderland residents always receive a discount on greens fees at our Town course. Please call the Pro Shop at 456-0786 to inquire about specials or to book a tee time. As the season advances and the weather warms, this past winter will soon be a distant memory. I know many of our residents would prefer it that way. Enjoy the spring!

Bigger = better right? And yields bigger results? Not really. The truth is, you have to first establish yourself and make your own connections with other smaller businesses. Why? Because they are looking to grow as well, and even if two businesses are not a good fit for each other, do not discount them. They may be able to refer you to one of their contacts who might be a potential client for you, or have other contacts as well that could use your services. Yes it’s great to connect and get into a larger business who has the capacity to take your potential to a whole different level, but do not, and I repeat, do NOT discount the small businesses for a few reasons: 1.

They will GROW! Remember, every big businesses started out where you are right now!

2.

They have a lot of connections themselves, as do you and you might be able to help each other out. Isn’t that what connecting is all about?

3.

They have not lost touch or site of the community they serve

Small businesses help the local community thrive. There are 28 million small businesses in the United States, yes, 28 Million! Do not under estimate the power of numbers. Small businesses are truly what makes our economies thrive (Morris, 2014).

Our tips to you when trying to grow and market your business: Focus on smaller businesses for all of the reasons above Do not give up on the larger businesses. They are the ones who have influence, but you need to create a buzz around your business first. The more people you meet, the more potential you have to reach your goal of obtaining that large client! Once people start to notice you in your community, those larger businesses will take notice as well. Do not get discouraged. All things take time, effort, and even will put you through some difficult times. Ask any businesses owner large or small, they have had many struggles that they have overcome along the way. And finally, stop asking yourself what’s in it for me and ask what can you do for another businesses that needs help? Good will and fostering a collaborative and inclusive environment will greatly help you. But don’t be in it to get back rewards, because sometimes you might not get repaid for a good deed. Do it because you want to and because someone else truly needs your help. Chambers, businesses associations, meet up groups, and more were put in place to help businesses help each other. Go into a meeting or an event asking yourself “who needs my help” instead of “who can help me?”. The people who need help are also potential clients or know of potential clients or customers. Medications And Their Effect On Oral Health: Whether you take over the counter medications or medications by prescription, they may be affecting your oral health. One common side effect of medications is xerostomia, which leaves the patient at a greater risk for cavities. Artificial saliva or a sugar free candy can be helpful in keeping the mouth moist. Oral soft tissues may also be affected. Inhalers, used by those with respiratory problems may cause a condition known as oral candidiasis. Simply rinsing your mouth after using an inhaler may prevent this fungal infection. Antiresorptive agents used in the treatment of some cancers, or osteoporosis have been associated, though quite rare, with jaw problems often occurring after a tooth extraction. Your dentist can work with you to prescribe a plan to insure good oral health while undergoing cancer treatments. These are but a few examples of how medication can affect your oral health. It is important to tell your dentist about what medication you are taking whether by prescription or over the counter. This will insure the best treatment for your personal dental/oral health. Obligations Beyond Basic Child Support Guilderland, NY - If you’ve been following our articles, you will know that several of those articles have discussed the payment of child support as determined by the New York State Child Support Standards Act (“CSSA”). In this article, we will examine what other statutory obligations parents have to their children that go beyond the payment of basic child support. Pursuant to the CSSA1 , in addition to child support, the Court can direct the parent(s) to pay for the following expenses: Reasonable Child Care and Medical Expenses – Child care and medical expenses are often called “add-on” expenses because they are paid in addition to the basic child support obligation paid by the noncustodial parent. “Where the custodial parent is working, or is receiving elementary or secondary education, or higher education or vocational training that the Court determines will lead to employment,” the Court must direct the non-custodial parent to pay for a portion of reasonable childcare expenses. Parents also have an obligation to provide health insurance benefits to the child(ren). If health insurance benefits are available to either parent, then the Court must determine the cost for providing coverage for the child(ren), and then direct the parents to share that cost in proportion to their incomes. Any unreimbursed medical expenses (such as co-pays and prescription costs) will also be divided proportionately between the parents. If health insurance benefits are unavailable to either parent, then the Court can direct that the parent(s) obtain coverage

for the child from the State’s health insurance plan for children (i.e. Child Health Plus) if the child qualifies for such coverage. The Court can direct each parent to pay a proportionate share of the cost for Child Health Plus. The expenses are divided between the parents in the same proportion as each parent’s income is to the combined parental income. For example, if the combined parental income is $100,000.00, and the non-custodial parent’s income is $40,000.00, then the non-custodial parent’s proportionate share of childcare, health insurance and unreimbursed medical expenses is 40%. Life Insurance – A parent can be required to maintain life insurance for the benefit of the child(ren) or the other parent (See, Section 416 of the Family Court Act). Even if a parent does not currently have life insurance, the Court can order a parent to purchase such insurance and designate the parent as the beneficiary of the policy. The Court has discretion in ordering the duration that such insurance must be carried, but the Court cannot order such insurance to continue beyond a parent’s duty to provide support. While many people would agree that rearing children can be expensive, very few of those people may realize that the law imposes on each parent such significant financial obligations to his/her children. The financial obligations to the children, and how each party will contribute to those obligations, should be addressed in any separation or divorce matter. 1

FEELING STRESSED OUT? By: Dr. Amanda Boccio & Dr. Kim Keeling Guilderland, NY- Did this winter leave you feeling a little stressed out? Are you feeling anxious to get out and start cleaning up your yard? Everyone knows that a little stress (good and bad) can have a very physical effect on our bodies. The following article, by Dr. Boccio, highlights the impact of daily chronic stress and offers strategies to help manage it. Stress is a natural and inescapable part of life. Deadlines at work, difficulties with family or loved ones, paying bills and getting ready for the holidays are obvious physical and emotional stresses. But did you know that everyday encounters such as pain, slouching, poor diet and positive events such as training for an athletic event, starting a new job or the arrival of a new baby contribute to feeling stressed? The body doesn’t know the difference between a wedding and a funeral. Our bodies are hardwired to undergo a series of predictable changes to respond to troubling situations, whether they are perceived or actual. When we sense danger, our bodies release the hormones epinephrine and norepinephrine (adrenaline), which increase our heart rate, cause our pupils to dilate and our muscles to tense up. Our digestion slows, and stored fat and sugars are released to give us immediate energy to run away or defend ourselves. You may recognize this process as the “fight-or-flight response.” This natural reaction serves great purpose when posed with a life or death situation. However, most of our daily stressors are not caused by physical threats, even though the body still responds as if they were. Unnecessary stress, long-term stress, or poor management of the stress response can cause a multitude of health consequences. We have all experienced to some extent the negative effects of stress: Feeling tired all of the time, headaches and muscle pain, changes in appetite and sleeping patterns, sugar cravings, irritability, and gastrointestinal troubles. Although we consider stress an emotional problem, the physical effects we experience are very real. The prolonged effects of

chronic release of stress hormones contribute to high blood pressure, nutrient deficiencies, and increased fat storage (especially in the belly and midsection). Over time, this can cause generalized inflammation and more serious illnesses including cardiovascular disease, diabetes and decreased bone density. Fortunately, there are many positive lifestyle changes that we can make to help keep the inevitable stress response in check. Dietary changes are a must, but they certainly do not happen overnight. Make it a goal to increase the amount of fruits and vegetables you eat daily. Ideally, your diet should be a majority of fresh, seasonal produce. Switch out white flour with whole grains. Avoid processed or fried foods, artificial sweeteners, added sugars and preservatives. Limit your intake of caffeinated beverages, and avoid alcohol and tobacco products. Try to make it a point to eat breakfast, or have a small meal before 10am. When you get that mid-afternoon craving for something sweet, avoid the vending machine! Keep an orange or a handful of almonds on hand for a quick and healthy snack. Work to develop a regular exercise routine: walk with colleagues at lunch, or consider yoga, Pilates and stretching to improve posture and breathing. Dabble with the practice of deep breathing, meditation, journaling and aromatherapy. Most importantly, take the time to identify the sources of stress in YOUR life. Recognizing and evaluating your unique stressors and how you respond to them is the first step in taking action to manage them appropriately. WILL YOUR MUTUAL FUND OUTPERFORM? Guilderland, NY- Investors are faced with a choice between nearly 8,300 distinct mutual funds (excluding multiple share classes of the same fund), according to data from Morningstar. How can investors be expected to choose wisely from such a large investment universe? As it turns out, the first step may well be to filter out all actively-managed mutual funds. Standard & Poor’s, a leading financial market benchmarking firm, prepares a semi-annual analysis called the S&P Indices Versus Active Funds Scorecard, or SPIVA Scorecard. The Scorecard seeks to compare the performance of various mutual funds to relevant benchmarks tracked by S&P. The Scorecard is particularly useful for the following reasons: 1. S&P considers all funds available at the beginning of a sample period, and not just those funds which survived through until today, thereby eliminating survivorship bias. 2. The Scorecard compares each mutual fund to a relevant benchmark, as opposed to comparing all funds to a single benchmark such as the S&P 500. 3. S&P provides analysis on an asset-weighted basis, which reflects the fact that an investor is more likely to have access to, say, the American Funds Growth Fund of America ($146 billion in assets) than the Ranger Small Cap Fund ($22 million in assets). For the period ending 06/30/2014, the SPIVA Scorecard showed that on a 5-year trailing basis, between 78% and 93% of US equity mutual funds were outperformed by a relevant S&P index. This means that even in the best-performing category of US equity mutual funds (those in the Small-Cap Value space), only 22% of funds outperformed their benchmark. This lends strong evidence to the wisdom of utilizing index funds (rather than actively-managed funds) to assemble a portfolio.

We find two common objections to the advice to avoid activelymanaged funds – the first is to only use actively-managed funds in the “less-efficient” asset classes, such as small-company stocks or emerging markets stocks. However, the SPIVA Scorecard confirms that active-manager underperformance is as robust in these asset classes as it is in more common asset classes such as large-cap US stocks. The second objection we hear is that investors should limit their choice of actively-managed funds to those with good track records. Bradford Cornell’s 2008 paper ‘Luck, Skill and Investment Performance’ concluded that “the analysis… provides further support for the view that annual rankings of fund performance provide almost no information regarding management skill”. In other words, buying yesterday’s winner is not a sound strategy in achieving future outperformance. We urge investors to carefully consider that costs (mutual fund fees, sales charges, advisor fees, etc.) and risk (asset allocation) are the two portfolio characteristics that are within your control, and to devote the bulk of your effort to focusing on this factors. Choosing the best mutual fund manager will likely prove to be an exercise in futility.

Presbyopia - A Natural Part of the Aging Process Guilderland, NY- One eye condition that everyone will deal with as they get older is called presbyopia. This is a gradual loss of your eyes’ ability to focus actively on near objects. It usually becomes noticeable in your early to mid 40’s and continues to worsen until around age 60. Therefore, periodic changes in your eyewear prescription can be expected. Presbyopia is a natural part of the aging process of the eye. It is not a disease, and it cannot be prevented. Common symptoms are: •

A tendency to hold reading material farther away to make the letters clearer

Blurred vision at normal reading distance

Eyestrain or headaches after reading or doing close work

To help you compensate for presbyopia, your eye doctor can prescribe reading glasses, bifocals, trifocals, contact lenses, refractive surgery, or lens implants. Because presbyopia can complicate other common vision conditions like nearsightedness, farsightedness and astigmatism, your eye doctor will determine the specific lenses that will allow you to see clearly and comfortably. You may only need to wear your glasses for close work like reading, but you may find that wearing them all the time is more convenient and beneficial for your visual needs. Are over the counter reading glasses the same as prescription reading glasses? They are similar in that they both magnify objects at near.

However, over the counter reading glasses assume 3 things that may or may not be true for every patient. First, they assume the prescription is the same in both eyes. Most of the time there is a difference in prescription between the right and left eye. Secondly, they assume that your eyes have no astigmatism. Astigmatism is an irregular shape or curvature of the cornea. This may be true for some patients, but most patients have a slight amount of astigmatism and correcting for it can sharpen vision. Thirdly, they assume that the distance between the two eyes (pupillary distance- PD) is the same for everyone. We all have different face shapes and sizes and thus different distances between our eyes. In order for the optical center of the lenses to line up with your pupil a PD measurement should be taken. Over the counter reading glasses can be a great solution for presbyopia in some patients or a least an economical backup solution. Custom prescription reading glasses are usually made of a much higher quality frame and optical lenses, and offer optimal clarity and comfort. Streamlining Discovery (and other great news from your library) Getting what you want from the Guilderland Public Library’s online catalog is now easier than ever with a new service that streamlines your every library search. It’s called Sierra, and you can put it to use right now! Try it out at www.guilpl.org; click on the SEARCH THE CATALOG tab at the homepage’s upper right corner, enter your search term, and hit SUBMIT. You’ll instantly get a comprehensive list of material relevant to your search. No need to click title, author, or subject buttons … one search does it all! In addition to quickly giving you all-inclusive results -- articles, books, music CDs, downloadable eBooks, downloadable audiobooks, large-print books, audiobooks on CD, and other available formats -- there is one feature that the ever-increasing numbers of you who download electronic material will really enjoy: Downloads happen seamlessly and conveniently within the catalog; there’s no need to jump to another site. The Guilderland Public Library and every other Library in the Upper Hudson Library System -- Altamont, Bethlehem,Voorheesville, etc. – have implemented Sierra. Along with giving you a much-improved user experience, it makes library “back-office” operations vastly more efficient, saving staff time and expense. For you, though, Sierra functions as a search engine, giving you results from EVERY collection in the Library and in the Upper Hudson Library System. It’s as friendly as Amazon’s search engine, but the material you get is free. This photo gives you an idea of how easy it is to use. Down the road, we anticipate having a “GPL Smartphone App” that will make checking your account, reserving materials, and viewing the library’s events calendar as simple as carrying your smartphone. It’s theoretically, finally here, sort of; I can kind of see it through my window if I squint my eyes and really focus as I stare through the snow flurries, or snow showers, or snow squalls, or whatever the weather people are calling it these days. Earth Day began in 1970 as an “environmental teach-in” to promote ecology and respect for life on the planet, as well as to encourage awareness of the growing problems of air, water, and soil pollution. Now celebrated in more than 190 countries worldwide, it has come to represent the outstanding year long efforts of many millions of people to make the world a better place to live. There are many ways you can celebrate Earth Day…from planting a tree, cleaning up a local park or playground, picking up roadside trash, or by holding or participating in a recycling event. Locally you will find several events to choose from and all offer responsible recycling to help make sure our landfills are not filled with hazardous materials or items that can be reused or repurposed. Recycling raw materials from end-of-life electronics is the most effective solution to the growing e-waste problem. Most electronic devices contain a variety of materials, including metals that can be recovered for future uses. By dismantling and providing reuse possibilities, intact natural resources are conserved and air and water pollution caused by hazardous disposal is avoided. Additionally, recycling reduces the amount of greenhouse gas emissions caused by the manufacturing of new products. It simply makes good sense and is efficient to recycle and to do our part to keep the environment green. Here at Scrapster we participate in several different ways. Common Obstacles to a Healthier You 1)

Guilderland, NY- Health and Fitness advice is everywhere. Scroll through your Facebook feed and you’ll see many posts relating to diet, exercise, weight loss, six pack abs etc. There seems to be a new pushup or squat challenge daily. Awesome. If you’re doing nothing else, MOVE. Do them. Have fun. But will any of this lead to long lasting life changing results? As I see it, there are a few obstacles that we create on our way to getting healthy. Notice I said healthy. Not ‘in shape’ or ‘six pack abs’ or ‘bikini ready’. What is that anyway? If most people knew the amount of effort and discipline it takes to get magazine cover ready I highly doubt most would stick with it. Plus, looks do not equal fitness. Or health. Want 6 pack abs? Stop eating for 3 weeks. Voila! How do you feel now? Here are some common obstacles I see on a regular basis. If any of these apply, try changing one. Or two. See what happens

UNREASONABLE GOALS

‘I want to look like so and so in that movie/ TV show/Magazine article.’ Guess what? You’re NOT that person. In addition so many of the images we associate with ‘being fit’ are simply not attainable without multiple workout sessions per day and a professional nutritionist at our beck and call. Health and fitness, again, are NOT connected to how we look. Some people are naturally thin. Some carry a little extra heft. Some of my most fit clients do not fit the ideal in the physique department. But they work hard. They are in shape. Get looks out of your head.

IT’S TOO HARD

When I was growing up, I would get home from school and promptly get told to go ‘play outside’. Often this was tree climbing. Tag. Kick the can. Touch football. Basketball. Bike riding. It was PLAY. Know what we call it now? EXERCISE. Make it fun. Tell yourself that 30-60 minutes a day is your playtime. Have fun. See how it goes.

FOLLOWING YOUR FRIENDS WHO NEVER CHANGE

Look- working out with friends is a lot more fun for most than going it alone. But what are your friends habits? After the workout do they run for a drink or 2 every time? Do they grab a pizza because they ‘earned it’? Or do you support each other and hold one another accountable to your goals? If it’s the first, find new friends. At least for the workout (playtime) portion of your day. Your social circle really does affect your own attitude, behaviors and results. Choose wisely.

IT TAKES TOO LONG

Let me tell you a secret—this isn’t something you can do for a month or two. It’s a lifestyle change. Show up. Work hard. It’s slow. It’s going to challenge you. Be patient. It’s worth it. YOU’RE worth it. Now get off the couch and go play.

FOR ADOPTION Olivia is a very sweet, gentle easy-going little calico girl. She is three years old. She is a small cat and loves to be brushed. Olivia’s favorite things to do are to cuddle, cuddle, and cuddle! She is a great companion as nothing seems to bother her and she is always interested in what is going on in the house! Olivia is playful, energetic and will meet you at the door when you come home. She enjoys the 5 other kitties in her foster home. Olivia’s owner had to surrender her due to allergies. She has adjusted to her foster home but is hoping a forever home will come along soon. Olivia is spayed and up-to-date at her vaccines. She has tested negative for FIV/Felv. Preena (which means beautiful female) is long hair, outgoing and loves to cuddle. Petie is short hair and a little shy. Once he gets to know you he will sit in your lap and purr. They both enjoy hanging out w/ each other as well as the family and sleeping on your bed. They like to watch the birds, get brushed and will meet you at the door when you come home. Preena and Petie are living in a foster home w/ other kitties and enjoy their company. They will do best in a home that has a lot of love to give.
