But it should also be remembered for the thousands of Town residents who played an indispensable role in our collective response. I start by thanking the Town’s first responders, Dispatch, EMS, Police, and Fire, who answer every call for assistance without hesitation. I also thank residents who are physicians, nurses, orderlies, and staff serving patients in hospitals and care facilities. I extend gratitude to our local businesses and their employees, cashiers, shelf stockers, truck drivers, postal workers, highway and parks workers, fire and building inspectors, janitorial staff and other service workers, who, despite personal risk, are showing up and providing essential services to our community. In this time of great uncertainty and special needs, it is comforting to know that neighbors are selflessly serving us all. I also thank you for staying calm, remaining safe, and for your kind words of support for the Town’s efforts in responding to this unprecedented health emergency. I appreciate your understanding that this severe disruption of everyday life often requires the setting aside of personal needs and allows for a collective community fight against this virus. Our community’s response to this pandemic will have long lasting positive memories, such as residents volunteering to deliver food to seniors, school teachers finding creative ways, like vehicle parades and rainbows in windows, to keep students connected with each other and their school. With Town facilities closed, your best way to contact Town departments is by email or mail, as noted on the Town website. And while there, please sign up for Town emails and Nixle notices including daily updates about the Town’s response to COVD-19 at www.townofguilderland.org/subscribe. While buildings are closed to the public, “essential services” are being provided, and employees are working from home to help with our return to normalcy. Parks employees have readied Town parks, open spaces, and hiking trails for your early spring enjoyment. The brochures for this year’s summer programs have been printed and are awaiting “backpack mail” delivery. Western Turnpike Golf Course has been refreshed for a new season, with 4

The Nines, an Italian restaurant, as well as a refurbished clubhouse, dining rooms and kitchen. The new operators are eager to serve members, guests, leagues, banquets, and special events, and the public. Town staff is remotely working with UAlbany’s Master Studio graduate students on the Town’s comprehensive pathway project. The students are now working on topics identified at the March 2nd public session, advancing the Town’s goal of developing a multi-use trail system linking neighborhoods to desired destinations. The Highway Department is resuming road maintenance, including pick-ups of lawn bags and winter debris. To maintain physical separation, the Highway Department has only one-third of its employees working at any time and will take longer than usual to complete. Please be patient. The Transfer Station is maintaining regular hours with employees following mandatory health guidelines which may require wearing masks and gloves for your and their protection. The first Household Hazardous Waste Day of 2020 is still scheduled for Saturday, April 11th from 8:00am to 2:00pm at the Highway Department garage. It is an ideal event for physical separation because you stop your vehicle where directed, stay in your vehicle, and let the workers remove your household hazardous materials from your vehicle. The event requires a DEC-approved contractor who, despite COVID-19’s impacts, has run similar recent events. Please check the Transfer Station’s webpage or call (518) 861-6776 for up to date information and a list of accepted materials. Please understand that we are trying our best to keep you informed and provide services as much as possible. The success of this effort is not possible without community partners who are actively participating in this collective fight against COVD-19. Community Caregivers (www. communitycaregivers.org) offers reassuring phone conversations, referrals to anyone in need, and just a friendly voice. The Town will go beyond the Executive Order by providing a dedicated phone number for the public to callin during the meeting. Do You Know Where Your Money Went?

O

ne of the key components of personal financial planning is an understanding of where your money goes each day, week, month, and year. Developing a personal cash flow analysis can be a very enlightening exercise, and potentially the starting point on the road to good financial health. There are several ways to begin creating a personal cash flow analysis. The “oldfashioned” way involves manually tracking every dollar and cent which you (and your family) spend on any item – ranging from a bagel and coffee purchase, mortgage/ rent payment to your utility bills. Although requiring the most effort, this method often provides the most accurate and useful results. You are not only tracking checks and credit card purchases, but also those small cash purchases that can add up over time. Be sure to also include purchases which may not recur monthly, such as insurance premiums, property taxes, vacation expenses, etc. Once you have tracked your outflows for at least a month or two, you can begin to allocate purchases to categories and learn where your money is going. More modern methods of tracking spending include the use of Personal Finance software, such as Quicken, or via websites such as Mint. com. Both of these can link to your financial accounts (bank, credit cards, etc.) in order to easily assemble and categorize data.

Once you see where your “take-home” income goes, you can also start to add other items to your personal cash flow statement. These items include savings (such as 401k or other employer-sponsored retirement plans, savings accounts, individual retirement accounts, etc.), FICA taxes, and income taxes. Finally, you can add a row for “inflows”, i.e. the gross income coming in the door from employment, pensions, social security, etc. Ideally, you would like to see that your “inflows” are equal to or greater than your “outflows”, indicating that you living within or below your means.

Developing a current cash flow analysis can help you uncover ways to save more money on a regular basis towards future goals, or pay down accumulated debt. The statement can also be helpful in analyzing the impacts of any strategies under consideration, such as saving more money in a retirement plan, or re-financing a mortgage, or taking on any new expenses such as a vehicle purchase or planned vacation. Getting one’s financial house in order starts with the basics. Creating a personal cash flow analysis is an excellent first step in the process. INCOME AMNESIA

Guilderland, NY - As high school seniors will soon be celebrating “Decision Day”, the annual tug of war regarding paying for college arrives at my doorstep. Even parents who have addressed this issue in an agreement find [new] ways to fight about it. A recent case exemplifies this1. The parties have 3 children and had agreed years earlier that “they would each contribute to the costs of each child’s college education to the extent of their financial ability upon their consent to the chosen college, which consent was not to be unreasonably withheld”. Common language in a divorce agreement. The Mother kept the Father informed of the college search and acceptances. When the child selected her school, the Father paid half of the deposit. After that, he made no further payment. After a trial before a Support Magistrate, objections to a Family Court Judge, the case wound its way to the Appellate Division. The Mother argued that the Father had intentionally reduced his income and underreported his moonlighting work. At trial the Father testified that he earned a profit of $1,500 each year from his outside work. However, the Mother showed that the Father had bank statements with substantial unexplained cash deposits and purchases of business equipment. In addition, the Father had signed a mortgage application stating his business earnings were $4,000 per

month! While the higher figure certainly made the Father a more attractive candidate as a borrower, he cannot have it both ways, that is higher income for borrowing but lower income for support. Further, the Father did not turn over all of his tax and business records, leading the Court to say “hmmmm…..”

had to pay towards the Mother’s attorney’s fees. Perhaps before the college swag is purchased, these issues should be resolved. As I often tell clients “put your children through college, not mine.” What you should do:

The Father also argued that he was no longer able to work overtime but produced no documentation or witnesses. The court looked at the Father’s ability to earn, not just his earnings. While this case worked its way through the court system, the child completed several semesters of college, forcing the Mother to take an early distribution from her retirement account to pay for it. In the end, the Father had to reimburse the Mother, and was required to pay for 50% of college as the parents’ incomes were approximately equal. In addition, the case was sent back to Family Court to determine how much the Father

TIME TO LAUGH

Guilderland, NY - Laughter is the best medicine. Hopefully by the time this article comes out we will be headed back to “life before quarantine.” But regardless I’m sure you could all use a good laugh right now. I’ll share a few of the stories that my kids love to hear repeatedly. When my kids get bored and want to laugh, they will say, “Mom, tell us more of your stories.” When I was a kid, I wanted to be a comedian. I loved to tell jokes, make people laugh and I was a bit of a prankster. Over the years, as I have shared childhood tales with my kids, I’ve had to rate my stories based on my kids ages, similar to movie ratings (G, PG, The Jello Story rated G: I grew up on a farm, PG-13). Here are a few of their favorites. which I think most of you know by now. When I was about 10 years old remember a The Teeth Story rated G. When my son time when we were having an issue with our Tristan was about 8 months old, we went to baby calves. They were having some issue visit my mother in Wisconsin. She wanted with diarrhea and all dying. The veterinarians to take him to church with her so away we couldn’t get things under control, my dad went. During the sermon, Tristan was sitting was panicking, and my mother was getting on mom’s lap facing her. She was doing her desperate. Then she had this bright idea. She best to keep him entertained during this said “I’m gonna feed that calf Jello. Because if long-winded speech. Suddenly, I hear this I can get the calf to drink the Jello while it is clanking and rattling noise. I looked to the warm, it will harden in its stomach and make left to see what the noise was. The Chocolate Chip Story rated PG-13: Okay, I did mention I was a bit of a prankster. After I graduated college I lived in an apartment. There were 4 of us, 2 girls and 2 guys. One night when my roommate Ray was going out with his friends, I put chocolate chips in his bed…knowing that they would melt all over him when he slept. The next morning, we were eagerly anticipating him to get up as we waited in the living room. Then we heard him scream “Oh my god! What the HELL!” Ray comes running out of his room in his underwear… ”Guys, I think I s*** myself last night!”The rest of us were rolling on the floor laughing so hard. He was covered head to toe in melted chocolate! I hope you got a good laugh or chuckle. Laughter truly is the best medicine. We all have that one friend that always makes us laugh. Most of them are also available to residents of the Guilderland Central School District who hold Altamont Free Library cards. eBooks / eMagazines: For many eBooks, there are long waiting lists, and always have been. We are currently doing all we can to shorten those wait times by purchasing extra copies of popular eBooks. Our partner libraries in the Upper Hudson Library System are doing the same, so some wait times will shorten soon, though our additional spending may be balanced by increased demand. Macmillan Publishing has lifted their restrictive policy of allowing only one digital copy of new releases to libraries – good news and timing, since we’re not able to lend physical copies of books at the present time. We’ve also just added a dozen new publications on our Flipster application, including Rolling Stone, the Atlantic, Paleo, Car and Driver, Harvard Health Letter, Pioneer Woman Magazine, Better Nutrition and others.

Fines Waived: I also want to reassure folks that we are assessing no fines during this closure, as of March 1. We would not think of charging you for items which you are currently unable to return. Why are our book drops closed? Well, we’ve been advised by New York State not to have staff in the building, which we would have to enter in order to empty those book drops. Any holds will be extended through May 1 (or later if necessary), and expired library cards are automatically being renewed. Donations: Please do not donate used books to us at this time. We can›t get into the building to process them, so they would stack up outside the building and either be ruined by rain or become a fire hazard. Instead, offer to share books you no longer want with your neighbors. You can also drop them into the green bin located in our auxiliary parking lot. This bin is managed by Better World Books, who sell them online and give GPL a portion of the proceeds. Please, no textbooks, worn paperbacks or outdated material, just books that are in good enough condition that someone would buy them. Thanks! We’ve also launched a new Facebook group called GPL Kids and Families, which will feature virtual storytimes and resources for families. We’re looking for name suggestions for our lobby’s mascot, Greufus the Cow…something easier pronounce and spell. You can find us on Instagram and Twitter as well. There is a lot to absorb and adjust to right now, requiring flexibility and patience. GUILDERLAND WATER DISTRICT WATER MAIN FLUSHING PROGRAM The Guilderland Water District’s semi-annual water main flushing program will begin on Monday, March 16, 2020 and will continue until Friday, May 22, 2020. We will be flushing between the hours of 7:30 a.m. and 4:00 p.m. Monday through Friday weather permitting. Residents might notice discoloration during this program and should be aware this is normal and not harmful. However, residents are cautioned to check their water before using their washing machine or any other appliance that uses water.
