Bright Days Ahead By Tim Wiles, Library Directory

It’s that bittersweet time of year. On the one hand, we may feel like we’re reaching our limit of seasonal picnics and excursions. The pool isn’t looking quite as pristine and crystal-clear as it did in June. The lawn has lost some luster, and the garden has reached its peak. Yet, the dog days are curled up around us like a faithful friend, and they’re sticking close. Good! Isn’t this what we live for most of the year here in the Northeast? If we’re feeling a little bit maxed out on the adventurous aspects of summer, yet wondering how much more fun we can possibly cram into this short season while we still can, that’s a good problem to have. A less spontaneous existence is just around the corner for many of us. For kids, however, this stage of the summer can start to drag on a bit. The novelty of carefree days has worn off, and perhaps they are actually craving the social aspects and predictable routine of school (though they might not readily admit it). Our “Universe of Stories” Summer Reading Program is drawing to a close, too. So it’s important to keep them engaged, encourage them to keep reading, and bring them to the library on a regular basis. We stand ready to nurture lifelong learners at all ages and stages. “Feelin’ Groovy” Gala – Sept. 28 We’re anticipating a fabulous evening for our fifth annual Library Gala, happening Sat. Sept. 28 evening at Albany Country Club. This event is sponsored by the Guilderland Library Foundation, a group of dedicated volunteers who fundraise to support programming, collections, and other improvements to the library. The honorees for this year are former Guilderland Public Library Board Trustee and 2018 Upper Hudson Library Association Trustee of the Year Chris Aldrich, and Susan Novotny, owner of the Book House in Stuyvesant Plaza.

All donations are sincerely appreciated! Regular tickets to the Gala are priced at $75 each and sell out very quickly. Please plan to join us at the Library Foundation’s biggest fundraising event of the year! Help Wanted Free personal income tax counseling is available through the AARP Foundation Tax-Aide program. Now in its 51st year, Tax-Aide has helped more than 68 million low- and moderate-income taxpayers nationwide. You don’t have to be an AARP member, and there’s no age requirement to get tax help from IRS-certified volunteers, though many recipients tend to be age 50 and up. We serve about 500 people here at the library during tax season through this program. There’s an opening for an AARP Tax-Aide Local Coordinator (a volunteer position) to oversee this vital program here in 2020. The commitment is Mondays and Saturdays, February through midApril, with the following specific duties beginning in late fall: ·

notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - I hope you are enjoying this summer weather and are visiting your Town’s parks and open space! The Town parks host a wide-range of sports including lacrosse, soccer, flag football, softball, baseball, and cricket. The Town continues making progress towards meeting the goals of the Comprehensive Plan and neighborhood studies by creating a network of pedestrian and bicycle connections linking residential neighborhoods to businesses, schools, library, and parks. Town contracted engineers are now designing the layout of the planned sidewalk on Western Avenue linking Regency Park and Hamilton Square to the Guilderland Library. The sidewalk’s construction is 80% funded by a $680,000 grant and is expected to occur next spring. Engineers are also working on the design of the West Old State Road sidewalk linking Carman Road and Lynnwood Elementary School. This sidewalk project is 80% funded by a $297,000 grant and is scheduled for construction in late 2020. Summer is also paving season, and I appreciate your patience with detours and road closures. The Town Highway Department has an active in-house paving program which continues to save the Town substantial dollars by acquiring and maintaining a used paver and roller to pave Town roads. This season, and weather permitting, the Highway Department plans to pave Nott Road, Foundry Road, and access roads and parking areas at Town facilities. Later this month, DOT anticipates awarding a paving contract for Carman Road from Western Avenue to Coons Road. There is a possibility that this part of Carman Road will be paved in the current construction season. The Town may soon have its first roundabout. On Tuesday, September 24th from 6pm to 8pm at Pine Bush Elementary School, DOT is holding a public information session on its planned improvements to the Carman Road/Lydius Street intersection. In considering the proposed intersection improvement, DOT performed a cost-benefit analysis and is now considering a roundabout instead of new left turn lanes. At the session, DOT will share project details including a conceptual intersection layout, proposed new sidewalks, detour options, and estimated construction schedules. The Town secured an additional $250,000 in grant funding from Assemblyperson Pat Fahy which will extend DOT’s planned sidewalk to reach Coons Road and Pine Bush Elementary School. The Town is in the very early stages of considering whether to participate in the Community Choice Aggregation program, a bulk electricity purchasing program for residents and small businesses. The CCA’s goal is to provide lower electric rates, price stability, and renewable energy options through a competitive bidding process for new electric suppliers. CCA uses an opt-out model in which residences and small businesses are automatically enrolled unless they opt-out. National Grid would remain as the billing and energy delivery company, and be responsible for service issues. The Town has just begun consideration 4

of the CCA program and will soon post information on the Town website. You can also obtain more information about the program at www.nyserda.ny.gov.

Earlier this year, the Town Board unanimously approved the Water Department’s request for increased water rates to facilitate upgrades and operational requirements. The rate increases -- the first in over 10 years -- are necessary for the Water Department to keep pace with expensive Federal and State regulatory mandates, to meet growing water demands by expanding water sources, and to fund everincreasing costs to purchase, treat and deliver quality water. The Water Department also recently embarked upon several long-planned large-scaled infrastructure replacement projects and upgrades for water treatment, storage and delivery. The Water Department is preparing for the replacement of all water meters in 2020. The 2019 Water rate schedule can be viewed on the Water Department web page and will begin with the October 2019 bills. The Altamont Fair returns to the Altamont Fairgrounds from Tuesday, August 13th to Sunday, August 18th. Please take the time to enjoy the rides, amusements, exhibits and shows at your hometown fair. On Sunday, August 18th, beginning at 6:30pm, UAlbany Athletics is hosting its 2nd annual Community Appreciation Night at Casey Stadium with a free evening of lawn games, football toss, soccer shooting contests, and other fun activities for families. At 7:30pm, the movie Spider-Man: Into the Spider-Verse will be shown on the stadium’s video board. Information about this year’s event including the required free print-at-home tickets, and details about free parking at SEFCU Arena, is available by searching “Community Appreciation” at www.ualbanysports.com. The Guilderland Food Pantry is seeking your help in fulfilling its mission to serve families in the Town who rely upon the Pantry for supplemental food. If you operate a local business, neighborhood association or other organization, please consider hosting a food drive with your employees, members, customers, and clients. The Pantry, which is based at Christ’s Church, 4 Charles Boulevard, also has donation boxes for non-perishable food items and sundries at Town Hall, Tawasentha Park’s pool house, and Guilderland Public Library. Start the School Year Off With a Big Smile Guilderland, NY - The first day of school is a big deal! Along with the first day jitters, comes the new clothes, shoes, backpacks, lunchboxes, haircuts, seeing old friends, making new friends, and getting to know the teacher. Parents are at the forefront for providing the things their children need to make the first day of school as memorable, and unstressful as possible. Even having their children smile for their first day of school picture before the school bus arrives in the morning to capture the moment is a big deal. The most important thing that gets overlooked though, is actually focusing on their child’s smile. Is their child up to date with their dental exams? Back to-school time is the perfect time to incorporate good oral health habits into a child’s daily routine and a dental exam should be part of the back-to-school checklist.

Schedule a back to school dental visit

Children as early as the age of 3 should see a dentist twice a year. Getting a dental checkup during the school-age years is vital, due to all of the changes occurring in the mouth. Such as, getting in baby teeth, then losing baby teeth, to getting in permanent teeth. When children’s teeth are left untreated for too long, tooth decay can occur, which can impair a child’s ability to eat, speak, sleep and learn. Tooth decay is still the most common chronic childhood disease. Be sure to establish and demonstrate daily brushing habits with your children. Children should brush at least twice a day with a soft-bristled toothbrush and toothpaste containing fluoride, with daily flossing. Let’s keep those school absences down due to preventable tooth decay.

Make good nutrition a top priority

Parents will need to stay on top of what goes into their child’s mouth, even when they are in school. If you pack your child’s lunch every day or have them buy one at school, be sure to choose the healthy options, with fruits and vegetables. Check out what the school is serving for lunch every day. Help your child choose a salad or yogurt over nachos and pizza. Studies show that only 1 in 5 school-age children eats the recommended five daily servings of fruits and vegetables – greatly increasing their risk of cavities. In addition, fall sports are on the horizon, with try-outs and practices beginning the first week of school. Many school age children go straight to their sporting events after school, and turn to the quick option of sugary foods and drinks from a vending machine. This can be disastrous to children’s oral health. Pack bite-sized snacks, such as celery, broccoli, carrots, fruits, nuts and bottled water. These are much better choices for after-school snacks and give children the proper nutrients they need to fuel their physical activities. And, less tooth decay. Win, win!!

Be Aware of Your Child’s Sleep, Facial Appearance, and Behavior this year

As parents know, children need to get a full night of sleep. Did you ever watch your child sleep? What have you noticed? Do they mouth breathe, snore or have noisy sleep, have night terrors, wet the bed, toss, turn, thrash and have restless sleep, or have messy sheets and blankets? How about their facial appearance? CAN I PACK THE KIDS? by Margaret C. Tabak

Guilderland, NY - When you look around at your friends and co-workers, how many people grew up in the Capital District, and how many have moved here from somewhere else? How many people meet romantic interests on-line who live in a different part of the country (or world!)? While we live in a mobile and transient society, this does not apply when parents are apart. Traditionally, in order to move a parent had to prove “exceptional circumstances” such as economic necessity or serious health issues. This standard was revolutionized in 1996 when the Court of Appeals moved the standard to a “best interest” test 1. The Court held that the factors that must be looked at include, but are not limited to: • •

each parent’s reasons for seeking or opposing the move the quality of the relationships between the child and the custodial and noncustodial parents • the impact of the move on the quantity and quality of the child’s future contact with the noncustodial parent • the degree to which the custodial parent’s and child’s life may be enhanced economically, emotionally and educationally by the move, and • the feasibility of preserving the relationship between the noncustodial parent and the child through suitable visitation arrangements. “In the end, it is for the Court to determine, based on all of the proof, whether it has been established by a preponderance of the evidence that a proposed relocation would serve the child’s best interests.” 2 Relocation cases are the most difficult to settle as there is no compromise. If one parent wants to move to California from Albany, you cannot simply meet half way and agree that they will both move to Chicago! The case law in the years since Tropea is far reaching and extremely subjective as each judge must determine what is in the child’s best interest, while trying to provide the custodial parent a “fresh start,” and preserve the relationship between the child and the non-moving parent.

Since 1996 custody arrangements have changed dramatically and more families have an equal (or close to it) sharing of time. An established arrangement where the non-moving parent spends significant time with the child will make it more difficult for the moving parent to go. For example, a mother’s request to move from Montgomery County to Kentucky to live with her new husband was denied, even though she was expecting his child; in that case, the Court reasoned that since the father had spent 6 out of 14 days with the child, had stable housing and employment, and was an involved and devoted parent, that “trumps” the mother’s desire to start a new life. 3 In summary, if you want to move it needs to be for a reason other than warm weather, a change of pace, or you want to try something new. On the other hand, if a parent wants to move without a child, you can’t stop him or her. Finally, if the parent of your child desires to relocate with the child, it is best to first consult with an experienced family law attorney so that you understand what your rights are and what the practical realities would be if you consented to the other parent’s relocation request.

ALTERNATIVE THERAPIES FOR PETS By: Dr. Kim Leis-Keeling

Guilderland, NY - Have you ever considered taking your pet to have a spinal adjustment or even acupuncture by your veterinarian? Some people have a hard time accepting these treatments for themselves let alone for their pets. Just as alternative therapies have made tremendous advancements for humans over the past 50 years, they have for pets as well. My patients often comment on how they have to take their dog to get adjusted before an upcoming dog show or that the veterinarian is making a visit to the farm to adjust the horses. One of my patients is a veterinarian and he was telling me about this heel problem he was having with a particular horse. We talked about the anatomy of the horse and together we figured out a taping technique that might help the horse. He was thankful and so was the horse. She was able to walk without limping. (I love my job). For all the chiropractic skeptics out there who think the work we do is hocus pocus, a dog or a horse is not faking when they have improved movement or reduced pain after an adjustment or acupuncture. Why would someone consider alternative therapies for their pets? Basically for the same reasons that you or I may consider these services for ourselves. Section 529 College Savings Plans by Douglas Bauer Guilderland, NY - Those interested in saving money towards future higher education expenses are faced with several different options. Among these options is a Section 529 College Savings Plan, which has emerged over the past 20 years as a popular college savings vehicle. Section 529 plans are administered by the state in which the plan is offered. The various plans which are available are similar in the following regards: 1.

A plan is established by an account owner (typically the person who funds the account), with a designated student beneficiary. The owner and beneficiary can be the same person.

2.

Contributions can be allocated among a number of different investment options offered within the plan.

3.

The account balance grows tax-deferred over time.

4.

If used to pay for qualified higher education expenses for the account beneficiary, withdrawals are made on a federal and state tax-free basis.

5.

The owner may change the account beneficiary, provided the new beneficiary meets certain relationship rules compared to the former beneficiary (i.e. sibling, child, etc.).

6.

If the owner and beneficiary are different, the owner may accelerate up to five years of the annual gift tax exemption (currently $15,000 for 2019) into a single year. Thus, a single owner could open a 529 savings plan with a named beneficiary and immediately contribute up to $75,000 to the plan without incurring gift tax consequences (please consult your tax advisor for additional information).

Beyond the above, various states have additional potential benefits. For example, a New York State resident who owns and contributes

to a NY Section 529 Savings Plan is eligible for a state income tax deduction of up to $5,000 ($10,000 if married filing jointly) for contributions made during a given year. New York State offers two Section 529 Savings Plans – the Direct Plan, and the Advisor-Guided Plan. The Direct Plan contains investments managed by The Vanguard Group and holds approximately $18.6 billion of assets, while the Advisor plan offers investments from JP Morgan Funds and holds approximately $5.6 billion of assets. The Direct Plan has total administrative and investment costs of 0.13% per year. The Advisor Plan has total administrative and investment costs which range from 0.33% to 2.05%. Additionally, Advisor-Guided Plan contributions may be subject to front-end or back-end sales charges. While the Direct Plan does not require an advisor relationship to establish an account, investors may still wish to consult a Registered Investment Adviser who can provide guidance on the accountopening process and investment selections. In medium bowl, mix pecans, arrowroot starch, Italian seasoning, onion powder, garlic powder and 1/4 teaspoon sea salt. In separate bowl, whisk egg, 1 teaspoon Dijon mustard, water and garlic. Cover pork chops in egg mixture then transfer to bowl with pecan mixture to coat all sides. Repeat with remaining pork chops. Place three pork chops in air fryer basket. Cook pork chops 6 minutes, flip, then cook additional 6 minutes. Set aside on plate. Repeat with remaining pork chops. Serve hot with Dijon mustard, if desired.


Baked Pecan-Crusted Chicken Tenders Cook time: 35 minutes

2 cups raw pecan halves or pieces 1 cup panko or gluten-free bread crumbs 1 teaspoon garlic powder 1/4 teaspoon cayenne pepper 1 teaspoon salt, plus additional, to taste 1 1/2-2 pounds chicken breast tenders or chicken strips 3 large eggs 1 cup all-purpose flour or gluten-free flour blend pepper, to taste Buttermilk Ranch Dip: 1/4 cup buttermilk 1/2 cup mayonnaise 1/2 cup sour cream 1 teaspoon parsley 1 teaspoon onion powder 1 teaspoon garlic powder 1 teaspoon dried dill 1/2 teaspoon salt Heat oven to 425 F. In food processor, pulse pecans until fine as breadcrumbs. In shallow bowl, mix pecans with panko, garlic powder, cayenne pepper and 1 teaspoon salt. In separate shallow bowl, whisk eggs until smooth. In third shallow bowl, add flour. Lightly season chicken tenders with salt and pepper, to taste. Working with one chicken tender at a time, dip in eggs, flour then pecan mixture. Be sure to press pecan mixture into chicken to be sure it is completely coated. Set chicken on baking sheet lined with cooling rack or parchment paper. Repeat with remaining chicken. Place chicken on center rack and bake 20 minutes until golden brown and cooked through.

To make Buttermilk Ranch Dip: In small bowl, whisk buttermilk, mayonnaise, sour cream, parsley, onion powder, garlic powder, dried dill and salt until smooth. Serve pecan-crusted chicken tenders warm paired with Buttermilk Ranch Dip.

Pizza with Pecan-Herb Topping Cook time: 40 minutes

1 store-bought pizza dough 1 cup raw pecan halves or pieces 1/2 cup fresh parsley 1/2 teaspoon garlic powder 1/3 cup grated Parmesan cheese 1 teaspoon red pepper flakes (optional) 1 pinch salt 1 pinch pepper 1/2 cup jarred pizza sauce 2 cups shredded mozzarella cheese 1/2 cup thinly sliced red pepper 1/2 cup thinly sliced Vidalia onion Heat oven to 400 F. Line baking sheet with parchment paper. Lightly flour clean surface. Using rolling pin, roll out pizza dough to 1/8-inch thick and transfer to prepared baking

sheet. Gently pierce dough with fork to prevent air pockets. Bake crust 10-15 minutes, or until lightly golden in color. In food processor, pulse pecans, parsley and garlic powder until mixture becomes coarse crumbs. Transfer to bowl and stir in Parmesan cheese, red pepper flakes (if desired), salt and pepper. Set aside. Using spoon, evenly spread pizza sauce over crust. Top with mozzarella cheese, red pepper slices and onion slices. Sprinkle 1/3 cup pecan mixture evenly over pizza. Transfer pizza to oven and bake 10-15 minutes, or until crust is crispy and cheese is melted. Serve with remaining pecan-herb mixture. Notes: If dough instructions differ from recipe, use package instructions. Additional topping options include: pepperoni, olives, ham, bacon and roasted veggies. Leftover pecan-herb topping can be used for pasta and salads.
