notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY -As we enter the fifth month of the pandemic, I thank residents for their continuing patience as we adjust to a new, and hopefully improving, normal in response to the global pandemic. Such is the case with the Town’s programs and services which must, for the foreseeable future, primarily rely upon a “contactless” delivery. As of early August, the Governor has issued 54 Executive Orders in response to the pandemic. Those Orders had nearly 500 directives which suspended, modified, and partially reinstated hundreds of laws and regulations, many of which changed how the Town delivers services. NYS Department of Health has also issued extensive health guidelines in support of the State’s successful efforts to first stop and now contain the spread of the virus.
Peter G. Barber - Town Supervisor The Tawasentha Pool has open swim hours on weekdays from Noon to 7pm, and weekends from 11:30am to 7pm. Adult lap swimming is weekdays from 11am to Noon, and weekends from 10am to 11:30am. Because of limited capacity caused by COVID-19 restrictions, the pool is only open to residents. There is also no diving board or baby pool. Due to lifeguards returning to college early because of COVID-19, the pool will close for the season at 7pm on Sunday, August 16th. These legal requirements and health guidelines are the foundation of the Town’s Moving Forward Plan which has the singular goal of first safely providing “essential” services and now non-essential services to residents and local businesses. Because the health of residents and Town staff is paramount, the Plan is enforced by the Town’s Department of Emergency Services, and requires strict adherence to State health guidelines with temperature and symptom checks and information for contact tracing. The Plan requires staff and visitors to wear masks, whether in Town Hall, homes or businesses when receiving services from Town employees. For the past two weeks, the Town has allowed for “buzzer” entry for brief transactional activities at counters and pre-arranged meetings in the Town Board room. I would like to thank residents for taking the time to share thoughtful comments and words of appreciation for the work of Town staff during these stressful times. Against this backdrop, Parks Department staff prepared a scaledback yet very creative 2020 Summer Recreation program with physical separations, wearing of face masks, and regular hand washing. An example of this creativity was using a large meeting room at EMS Station 1, where paramedics, EMTs, and staff paid special attention to children enjoying “Code Breakers,’ “Mixed Media/ Alternative Art,” and “Wild About Literacy.” I have received numerous words of thanks from parents for the innovative programs and, most importantly, preparing their children for the new normal in school. The half-day camp ends on Friday, August 7th, and swim lessons end on Friday, August 14th. The Town is proceeding with its participation in the Community Choice Aggregation (CCA) program, a bulk electricity purchasing program for residents and small businesses, with a goal to provide lower electric rates, price stability, and affordable renewable energy through a competitive bidding process. The Capital Region CCA, of which the Town was a founding member, now includes 13 municipalities. If all municipalities move ahead and select 100% renewable energy, the yearly greenhouse gas equivalent is removing 118,499 cars from the road. As you might guess, the economic downturn has caused chaos in the energy market, which makes it difficult to commit to long-term renewable energy options. The Town’s consultant is monitoring the markets and hopes to seek proposals in the winter. The Town is also proceeding with its purchase of over 600 luminaries (mostly highway lights) from National Grid, and will then convert the luminaries to LED. We expect to finalize the purchase in the next few months and seek permission for the proposed sale from the Public Service Commission. The ongoing pandemic has unfortunately caused the cancellation of perennial August events including the Altamont Fair and, for now, a postponement of National Night Out. However, the Guilderland Performing Arts Center’s 2020 season continues with upcoming performances by Homemade, a classic rock band on Thursday, August 6th and Tina Marie’s Dance Academy on Thursday, August 13th. GPAC events start at 7:30pm, and, in the event of inclement weather or wet grounds, the scheduled concert is moved to the 700-person capacity pavilion at Western Turnpike Golf Course.
On Thursday, August 6th at 5pm, DOT will host a virtual public hearing on a federal safety project for a new single lane roundabout at Carman Road and Lydius Street, a sidewalk from the intersection to Coons Road, and repaving of Carman Road from Coons Road to the intersection. Construction is currently scheduled to start in April 2021 and conclude in December 2021. You can participate in the virtual public hearing by calling (518) 549-0500 and entering access code 161 348 0549, or by visiting the project’s website, where there is more information, including its schedule, approved design, and photographs and videos of existing and proposed conditions: www.dot.ny.gov/146carmanroad DOT’s contractor will also likely pave Carman Road from Western Avenue to Coons Road in mid-August. Please note, however, that this work could still be delayed to later this year. An update on timing of this work will be posted on the Town website. On Tuesday, August 25th from Noon to 6pm, the American Red Cross will host its second pandemic-era blood drive at Town Hall. Each person donating blood will receive a voucher redeemable at any Hoffman Car Wash for one ultimate exterior with tire shine car wash. Appointments are required by calling 1-800-RED CROSS or by visiting RedCrossBlood.org and using the sponsor code: guilderlandtown. You can expedite the sign-in process by visiting RedCrossBlood.org/RapidPass to complete your predonation reading and health history questions on the day of your appointment. GUILDERLAND LETTERMEN FOUNDATION ANNOUNCES 2020 AWARD WINNERS SEVEN MULTI-SPORT STUDENT ATHLETES HONORED
(Guilderland, NY) – Seven recently graduated Guilderland High School seniors comprise the 2020 class of Guilderland Lettermen Foundation award winners. The Guilderland Lettermen Foundation, now in its 23rd year, annually recognizes multi-sport student athletes, who are also active in the community. “2020 has been a challenging year for these student athletes, many of whom had their high school athletic careers shortened by the coronavirus pandemic,” said Lettermen Foundation President Mark Williams, a 1982 Guilderland High School graduate. “In spite of the challenges, we are so pleased to be able to continue our tradition of recognizing these exceptional student-athletes.” Award winners for 2020 include Sean O’Brien (cross country, indoor and outdoor track), Christopher Ardito (football, lacrosse), John Parsons (cross country, outdoor track), Daniel Spanbauer (cross country, indoor and outdoor track and field), and Grace Hines (field hockey, lacrosse, unified bowling). The 2020 Hal McCarthy Award winner, which goes to the person whose application receives the most points in evaluation by the Board of Directors, is Caitlin Mooney (field hockey, cross-country skiing, lacrosse). The Hal McCarthy Award is named in memory of the long-time Guilderland teacher, coach and superintendent. The 2020 Mark Burlingame Dutchmen Spirit award winner is Maria Dean (tennis, softball, unified basketball and bowling). The prestigious Burlingame award, presented in partnership with Troy Miller and Christopher McCabe of CM Fox Real Estate, is named for former Lettermen board member and Guilderland High School three-sport star athlete Mark Burlingame. The Award recognizes a student-athlete who’s demonstrated the highest qualities of Dutchmen spirit and sportsmanship. Each awardee receives a certificate of recognition and a financial award to assist them with their college education. In 23 years, the Lettermen Foundation has awarded nearly $115,000 to deserving student athletes. Award winners were recognized during Guilderland’s virtual athletic awards night and featured individually on the Lettermen Foundation’s social media platforms and website (www. guilderlandclassic.com). The Lettermen Foundation’s annual fundraiser, the Guilderland Classic golf outing, has been cancelled for 2020 due to the pandemic. Next year’s date is already set – Friday, August 6, 2021 at Orchard Creek Golf Club. GUILDERLAND FOOD PANTRY FUNDRAISING CHALLENGE
Did you know that 1 in 10 people in Guilderland are food insecure? The Guilderland Food Pantry (GFP) has been serving the Guilderland and surrounding communities for over 42 years. During this time they have strived to make sure no one in our community goes hungry through a variety of services including but not limited to the physical food pantry, food delivery service, providing holiday meals, assisting with the Guilderland CSD school lunch and backpack programs, fundraising & community events and so much more. There is a vast food insecurity in Guilderland & the surrounding towns: · · · · · ·
Currently, GFP has 200 families as registered clients. Each month during COVID-19 15-20 new families are added to our client list. GFP provides these families with food for 5-7 days, once per month. GFP has donated over 2000 pounds of food to the School District in support of their lunch program. GFP makes regular food donations to assist SUNY Albany students in need. In 2019, GFP had 787 client visits serving 908 adults, 515 children and 156 seniors.
Supporting the Guilderland Food Pantry is the most direct way to ensure that your giving directly impacts your community and neighborhoods. Through the GFP’s partnership with the NENY Regional Food Bank they are able to make bulk purchases at lower prices making each dollar donated go farther. One dollar buys 6.25lbs of food which equals 5 meals.
AllSquare Wealth, a longtime member of the Guilderland Chamber, is pleased to provide a $7,000 challenge grant to the Guilderland Food Pantry (GFP). 2020 GUIDE TO FOOD & SUPPLEMENT LABELS By: Dr. Amanda Boccio
Guilderland, NY - When buying packaged foods and nutritional products, many of us like to take a peek at the labels on the back to get an idea of calorie content, and breakdown of carbs, fats, proteins, vitamins and minerals. These Nutrition or Supplement Facts labels are legally required to help you make informed decisions about the products you buy and consume. The FDA has implemented new guidelines for 2020, so chances are you have noticed some changes to these labels this past year. Reading nutritional facts and labels is very confusing to begin with, so here are some key points to look out for, and a summary of some changes you will be seeing going forward.

Serving Sizes are now in bold type, and have been updated to represent the amount that we typically eat or drink in one sitting, as opposed to what we should be eating. For example, packages that are between one and two servings, such as a 20-ounce bottle of soda, must be labeled as one serving since most people consume the entire bottle. Packages that are larger and could be consumed in one sitting or multiple sittings (my good old friend the pint of Ben & Jerry’s…) must have “dual column” labels. This allows us to know how many calories and nutrients we are consuming if we exercise restraint and eat only one serving, versus splurge and eat the entire pint of ice cream in one sitting. Nutritional labels are now required to list Vitamin D and potassium content, because most people do not get enough of these nutrients from their diet. Labels are also required to include “Added Sugars.” Interestingly, a recommended daily value for Added Sugars has been added, and it is 50 grams. Although it is great to be able to see the amount of added sugars in foods we eat, many health providers are not happy to see an addition of a recommended value. We often advise against eating foods that contain a lot of added sugars since we would prefer our patients eat foods that contain naturally occurring sugars such as whole frui and dairy products. Use this number as an allotment, and try not to exceed 50 grams of added sugar per day. Nutritional labels are no longer required to list Vitamin A and Vitamin C because it is very uncommon to be deficient in these nutrients today. Labels will no longer list calories from fat, because it is widely known that the type of fat that we eat is more important than the amount of fat consumed for example, walnuts versus fried onion rings. Some Daily Recommended Values have changed: Nutrients that have an increased daily value include dietary fiber, total fat, calcium, magnesium, potassium, and vitamin D. Nutrients that have a decreased daily value include total carbs, vitamin B12, chromium, and zinc. Finally, measurements of certain nutrients are changing. International Units (IU) will no longer be used to measure vitamins A, D and E. Vitamin D supplements are where we will see this the most. Values for Vitamin D intake will be represented in mcg as opposed to IU. The recommended daily intake is changing from 400 IU to 20 mcg. Conversions from IU to mcg can be a little tricky, so here is the take home: 1 IU is equivalent to 0.025 mcg. If your health care provider recommends that you take 5000 IU, you multiply 0.025 x 5000, which is equal to 125 mcg. If you supplement with 1000 IU of Vitamin D, you should start too look for products that are labeled as 25 mcg Vitamin D. (1000 IU x 0.025 mcg = 25mcg). Luckily, some supplement product labels list both values on the bottle, which makes this transition a little easier for the consumer. Guilderland, NY - What do Titanic, Hamilton, and Dirty John: The Betty Broderick Story have in common?1 We all know the outcome and yet can’t stop ourselves from watching them again and again. What do I say every time I see Titanic? “You do smell ice.” Hamilton “don’t duel, it never ends well!” and for Betty “don’t shoot!” While you would think that since divorce cases take up my day, they would not take up my nights also. Yet, I could not wait each week for Amanda Peet’s amazing performance as Betty Broderick. If you did not follow this recent series, it did an excellent job showing you the background of this couple. Betty met her future husband (Dan) as he was heading off to medical school and married before he graduated. After graduation from medical school, Dan decided to go to law school (obviously a complete masochist!). Betty supported them, including giving birth to their first two children. After years of financial struggle and tremendous sacrifice on Betty’s part, Dan eventually hits it big as a medical malpractice lawyer. Within a few years, he leaves Betty for a much younger woman. 1 2
The legal and emotional fallout of this family still fascinates, some 30 years after the tragic events. There are many laws in effect at this time (at least in New York) that would have helped Betty financially and emotionally. Automatic Orders2 - When a divorce is started, certain provisions kick in that create an instantaneous “stop”. In summary: •
Neither party shall sell, transfer, encumber, conceal, assign, remove or in any way dispose of any property

Neither party shall transfer, encumber, assign, remove, withdraw or in any way dispose of any retirement account

Neither party shall incur unreasonable debts

Once Dan started the divorce action, he continued to invest family money (badly) and then came back and [successfully] argued that there were less funds to distribute with Betty because he had lost the money. Temporary Spousal and Child Support - Once an action is started, the lower income spouse can seek child and spousal support which are determined based upon a formula, while still leaving judges discretion for a higher or lower amount. For Betty, Dan “paid” her money in his discretion, both the amount and the frequency. When he was unhappy with her actions (and sometimes for good reason), he could unilaterally withhold money or fine her, which was accepted by the judge on the case. Had their assets been frozen Betty would have received significantly more money. If she could count on support, it could not be used as a method of control. THE CURRENT SITUATION By Tim Wiles, Library Director
Greetings! I appreciate this opportunity to provide an update on where we stand currently. The Guilderland Public Library, like the majority of local public libraries, will continue to provide services on a curbside basis only for the time being. We thank the community for their continued patience and kindness toward us, reassure you that there is a tremendous amount of work and planning going on behind the scenes. Please allow me to explain our reasoning on staying the course for now. First, the state-mandated limitation of our workforce to 50 percent continues. Operating at half-staff, it is extremely difficult, and extremely tiring, to reinstitute services and to catch up on a three-month backlog. Staff are doing a great job, but it is a steep uphill climb. Second, we are serving our customers in a comparable way to our peer libraries in Albany, Bethlehem, Troy, Colonie, and East Greenbush. In fact, we are near the head of the pack for what we have been able to reinstitute. It is not a competition, but I am proud of what we've achieved so far. Every once in a while, I am asked by a friend or neighbor why it is so hard to open the library, when, for example, Home Depot has been open all along. There are two major differences:

Such stores have been designated essential by NYS, and libraries have not. (Believe me, I am gratified when one of our community members says to me, “How can libraries not be considered essential?”) Since we are considered nonessential, we have a responsibility to follow the State’s guidance, which is designed with public health in mind.

The business model of a retail store is that every item sold will hopefully never return to their building. The business model of a library is quite the opposite—by design, everything that goes out our door is supposed to come back in again. When you pick up takeout from a restaurant, you don’t bring back all the packaging, plates, silverware, etc. after you consume the food. But all library materials, in theory, come back.
The library community, on a national and international level, is working with industry scientists to ascertain how the virus is transmitted, and how the risk of such transmission can be minimized. We're also following CDC and WHO guidance on the emerging science of virus transmission and risk mitigation. This science generally focuses on two things: virus survival on surfaces, and airborne transmission. Until recently, we had been following the recommendation to quarantine all returned

materials for 72 hours and disinfect them with an electrostatic sprayer before reshelving them for the next user. As an illustration of how we are putting safety first, the Institute for Museum and Library Service (the federal agency doing the research) just revised the guidance upward to 96 hours. Suddenly, we needed to locate, buy, and assemble another shed. Normally, you hop in your vehicle and drive to the nearest store, but sheds, like hand sanitizer, bicycles, Chromebooks and many other once readily available products, are in short supply. After much research and legwork, we were able to obtain a fifth shed, fortunately. I relay this story to indicate that we continue to put safety first, and also as an illustration of how difficult it is to implement the ever-changing recommended practices. It's a fitting example of why our doors remain closed at the present time. Of course, we hope to see you in person soon, but then there is the matter of the coronavirus itself. Neither I, nor the library board, nor the local library community think that we are currently in a safe space. Recently, the nation has seen record numbers of new cases, and many record days for deaths. We had taken some solace in knowing that virus surges were far away—in Florida, Texas, Arizona and California. But as of this writing, more than 40 states are experiencing rapid rises in virus cases, and New York state has limited travel to 34 of them, plus Washington, D.C. and Puerto Rico. The list is growing due to a relaxation of individual responsibility
regarding masks and social distancing, which has resulted in a big spike in cases locally. Dr. Anthony Fauci and the CDC believe we are still in the first wave of the disease, not the second. McDonald's voluntarily announced they would keep dining rooms closed for three weeks. They, Walmart, Target and several other establishments require masks coast to coast. We are not out of the woods by any stretch of the imagination; we’re still in the thick of it, with no relief in sight. GPL remains limited in the amount of plexiglass we've been able to acquire and install, a necessary precondition to allowing any patrons in the building. We are working hard on that requirement to fully prepare our facility for utmost safety when the public can once again enter our doors and browse our shelves. We are also studying the nature of HVAC and air cleaning systems and reaching out for help on that from our architects, engineers, sales reps, GCSD, and peer libraries. We have asked architects at Butler Rowland and Mays to include an enhanced air cleaning system as an alternate in upcoming bid documents, in the event that we are able to do the renovation project under budget. This work takes time because the science is just emerging, and the industry is working double-time doing estimates and consulting with many potential clients who never had the need of enhanced air filtration before. Once you actually place an order, there is a significant backlog in supply, since every other building with a lot of people coming in and out is trying to do the same thing. As of this writing, seven of the 29 libraries in UHLS (36 locations counting Albany's branches) are allowing some form of extremely limited access to the building. Of those seven facilities, four are simply allowing their "curbside pickup" to take place inside rather than outside. The rest are allowing access on an extremely limited basis, such as three patrons in the building per hour, by appointment only. Most of these seven libraries are extremely small, such as Peterburgh and North Greenbush. The two comparable facilities allowing such access are Colonie and Troy, and we have circulated more material than them since each library began limited reopenings. In short, we are working hard and doing the best we can do. In addition to safety precautions, our current goal is to catch up on the backlog of requests. We are filling requests for about 5,000 items per week at the moment—often a higher daily rate via curbside pickup than we do when we are fully open! This astonishing volume is all being processed in the most sanitary way possible. Our staff is doing an amazing job busily tweaking procedures on the fly, and I thank them. I believe GPL's position is right in line with other libraries in the region, and that our staff and patrons want us to keep safety our highest priority at this time. Even a handful of positive cases among staff would likely shut down our operation due to state guidelines, and I do not want to take that risk. Be safe, and please take care! SENSITIVE TEETH.... Ouch! Hoping to enjoy the taste of your favorite ice cream or a sip of a hot cup of coffee in the morning and experiencing pain instead? Does the simple act of brushing our flossing cause you pain? If you do you may have sensitive teeth. There are many possible causes that result in this condition including: • • • • • •
tooth decay (cavities) exposed tooth roots fractured teeth worn tooth enamel worn fillings gum disease
The crowns of your teeth are protected by a layer of enamel. Below the gum line your teeth are protected by a layer of cementum which protects the root of the tooth. Underneath both is a layer called dentin. When dentin loses both its protective layers microscopic tubes and canals in the tooth allow acidic or sticky foods as well as heat or cold to reach the nerve cells inside the tooth and cause pain or hypersensitivity. When gums recede exposing dentin this may cause pain as well. Thankfully, your dentist can address hypersensitivity by various treatments. • Fluoride gel. This in office treatment strengthens the tooth enamel and reduces the pain of hypersensitivity. • Desensitizing toothpaste. This treatment reduces the sensations from the surface of the tooth to the nerve. • A crown inlay or bonding. These will correct the decay or other reasons for the sensitivity of the tooth. • Surgical gum graft... If the cause of pain is from the loss of gum tissue the procedure will protect the root and reduce the hypersensitivity. • Root canal. If the problem is severe and cannot be treated by the above procedures a root canal may become necessary. Proper oral hygiene is a key to preventing hypersensitivity as well as a host of other dental problems.
