Guilderland, NY -We have reached this winter’s halfway point but we also know that, while February may be the shortest month, it is usually the snowiest. If and when sufficient snow finally returns, please take advantage of winter recreation activities, including groomed cross-country skiing and snowshoeing trails at the Western Turnpike Golf Course, and sledding at the Winter Recreation Area, just south of Tawasentha Park on Route 146. The Parks and Recreation Department’s webpage and office (456-3150) has information about winter activities and has available cross-country skis and snowshoes for rent on weekdays at the Parks’ Office on Route 146, opposite Tawasentha Park.

Peter G. Barber - Town Supervisor I recently had the opportunity to honor First Lieutenant Lanny Ladouceur who, on May 19, 1970, at 23 years of age, lost his life when the helicopter that he was flying was shot down in Vietnam. The ceremony was attended by Lanny’s

While the winter months can be busy, they allow time for preparing the parks and golf course for the upcoming summer. Parks Department and Golf Course employees are busily trimming trees, painting structures, working on historic properties, and doing other work that is necessary to make Town facilities ready for use. This is also the time for planning the expansion of hiking trails in the growing Town-owned open spaces and adding amenities to the Town parks. We soon expect to see progress on a number of projects. NYS DOT should complete the scoping and design work for the planned improvement of the Carman Road/Lydius Street intersection. A new sidewalk will also be installed on West Old State Road from Carman Road to Lynnwood Elementary School. As these projects progress, we will share all available information on the Town website and by other means to minimize inconvenience. Several senior citizen housing developments have been approved or are currently under Board review. These developments will offer a wide-range of housing opportunities from independent to assisted living. Among the goals of the recently enacted Zoning Code was the expansion of affordable housing options for retired residents. The Town will soon construct water lines on Route 158 and an interconnection with the Town of Rotterdam. This connection will expand available water sources for an ever-increasing high demand during summer months. After testing and confirming the anticipated capacity, this connection will lessen the Town’s dependency on other water sources.

In honor of Lieutenant Ladouceur, the Town Board dedicated West Lydius Street from Carman Road to Church Road as “First Lieutenant Lanny G. Ladouceur Memorial Highway.” Please remember that law prohibits parking overnight on streets and following too closely to the Highway Department’s snow trucks. These rules enable the Highway Department to keep Town roads clear and provide adequate clearance for fire truck and emergency vehicles. Please also help Fire Departments by keeping hydrants clear of snow. Thank you again for taking the time to read these notes. Tips and plusses in a seller’s market Younger buyers get in-You would think having scarce inventory of homes would make it harder to get a home, but consider this-with a seller’s market, those who want to sell but maybe the house needs updating can put their house on the market as is-these houses may not appeal to an experienced buyer but for a new home buyer, it is perfect. People are willing to forgive some of the flaws of a house when the number of homes for sale is so few. Multiple offer situations allow for negotiation-Multiple offers are a blessing and a curse-it may increase the price but also makes people stressed out; someone is going to lose. For a seller, you can negotiate for price, earlier/ later closing, or repairs found during inspection. For the buyer, these things also apply-put your best price out there, but also let the sellers know you are willing to work with them on closing and inspection repairs, MANY times an experienced realtor will know that maybe the highest price isn’t everything. You can sell a not-so-updated house--what to fix, what to let go? The basics for any market apply first and foremost, CLEAN, DE-CLUTTER, PRUNE! But in a seller’s market, don’t spend $ 10,000 on a new bathroom when you can’t see daylight from your windows, or your house from the street!! A realtor costs nothing for a buyer! –The realtor must be motivated, able to negotiate (i.e. nice) and knowledgeable about what houses to focus your time on. They must be able to write the contract and get everything signed and submitted ASAP in this market. If they take 2 days to get back to you; the house is probably sold. Understand the process before you start-a good realtor will go through step by step what you need to do, a good mortgage lender, whether a bank or company, SHOULD explain costs and the process to you also. Get preapproved so you know your bottom line, AND know what you owe!! -many deals are sidelined by an old phone bill you thought went away!!

THE FALL MATRIX By: Dr. Kim Leis-Keeling Guilderland, NY -I love my job. One of the things that keeps my excitement thriving in my career is going to seminars to learn the latest techniques and information. I feel that if I can pick up one good tip that helps my patients get better quicker, then it was worth my time. I usually come back from a seminar or conference feeling pretty excited to share what I have learned with my family and staff. I know they all cringe a little when I announce “I’ve signed up for a new seminar”. I always hear my husband mutter under his breath “Oh god, I hope it is not a nutrition seminar. I’ll be eating kale chips instead of potato chips for the next month.” I’m sure my staff feels the same. I can just hear them saying “Dr. Kim is going to a seminar, watch out for Monday.” It is all in good fun. A few months ago I attended a seminar hosted by Rocktape. This is a company who started out to make their own brand of kinesiology tape but has now transformed into a great educational resource for healthcare providers and fitness professionals. They have such an amazing group of instructor that put a fresh spin on treating athletes. I have started implementing many of the new rehab principles and taping techniques with my patients which is showing promising results. One of the new rehab tips we learned was called “The Fall Matrix” presented by Dr. Perry Nickelston. I encourage you to look him up on the glorious internet and follow some of his work. “The Fall Matrix” is based on the simple fact that as we age, the majority of Americans become less mobile and more sedentary which can lead to increased risk of injuries as we age. As human beings, we were meant to move, not sit at a computer all day. If you don’t use it, you lose it. Right? We don’t need a complicated exercise routine to maintain basic body movement patterns. We just need to move out bodies in many different directions. A simple movement like getting up off the floor can be difficult for some people. However, if we train our bodies to be able to get down and up off the floor, we will be using a great number of muscles and movement patterns that will help to keep our bodies functional as we age. To perform “The Fall Matrix” this is what you do: 1.

Stand in an open area such as carpeted living room.

2.

Use whatever technique you need to be able to get down on the floor and lay on your back- even if you have to hold onto a chair to get down. Then get back up to stand on your feet.

3.

Repeat this a total of 3 more times. Each time you get down on the floor, lay on a different side of your body. For example, your back, stomach, right side and left side.

4.

If you can successfully complete all four positions then you can graduate to the next challenge. So put this article down right now and try to see if you can do all four positions.

5.

Congratulations! You may even notice your heart beating a little faster and some of you may have even started to sweat a little. Now make The Fall Matrix more difficult by not allowing the use of an arm to assist in getting down and up off the floor. For example, place your right hand on your left shoulder, keep it there the entire time you go down and get up off the floor in all 4 positions. Go ahead and try it again. You will notice that it is immediately slightly more challenging.

6.

You can challenge The Fall Matrix in endless ways but start simple by placing a hand on any body part. For example, the opposite shoulder, elbow, knee, hip, crossing your arms, etc.

7.

Try this for a week or 2 and you will see that it becomes easier fairly quickly. It is simple to see that if we did this every day how much more mobile we would be in our later years.

FMS and Guilderland Police Department partner to spread awareness during National Drug and Alcohol Facts Jan. 27, 2017—Observed this past week (Jan. 23-17), National Drug and Alcohol Fact Week was launched in 2010 as an effort to clarify and spread the word about myths regarding drugs and alcohol that students may gather from social media, the internet, television or friends. FMS students participated by creating posters in their health classes, and conversed with teachers and local police officers about the effects of drug and alcohol use. “[National Drug and Alcohol Facts Week] is a great opportunity to empower students with the facts and effects of drug and alcohol use, so they may be more prepared to make responsible and informed decisions, and to encourage others to do the same, said Officer Hanzlik. Hanzlik, along with Officers Jones and Stallmer visited FMS on Friday. The officers came armed with information, stickers and pamphlets, and much to the delight of students, K-9 Rocky.

Camp Invention to return to GCSD Summer 2017 In partnership with Invent Now, Guilderland Central School District is proud to once again offer the nationally-acclaimed Camp Invention program this summer from August 7-11, 2017 at Pine Bush Elementary School. The week-long adventure is open to children through grade six, and new this year, will be offered to children in kindergarten. Camp Invention is a program where students learn science, technology, engineering and math in a weeklong experience that taps into the spirit of innovation. Katie Matthews, a mathematics teacher at Farnsworth Middle School, will be taking over as the program’s director. “After teaching at Camp Invention for the last two years, I am so excited to continue on as the new director. I look forward to another Camp Invention Week filled with learning, innovation, creativity and fun,” said Matthews.

Blackbelt Tea Ceremony By Master Rice Guilderland, NY - Recently at Guilderland Martial Arts, we had our Winter Blackbelt Tea Ceremony. During the ceremony our newest Blackbelts receive their new degree. We promoted first, second and third degree Blackbelts. Some of these students have been with us since before they started school and some for almost a decade.

This ceremony is the formal conclusion of the testing process that began last Summer and a ceremony that brings us together to honor the recipients. As a Taekwondo family we gather to have the opportunity to speak about the recipients and their journey to Blackbelt. Close family and friends take the opportunity to speak on the recipients’ behalf. We always learn something new and we always shed some tears. Everyone’s path to Blackbelt is different and everyone has a variety of obstacles and challenges along the way. Overcoming challenges and demonstrating great character is what we are all about, and gathering to review our accomplishments in the face of adversity is heart warming.

I will not write any of our shared speeches here, but I will tell you how awesome it was to hear stories of perseverance and to hear how emotionally invested in each other’s success all of us are. We were reminded that however small, we all have an impact on everyone we meet, everyday.

We officially welcome them to our family of Blackbelts and look forward to many years of their continued development. They are the new generation that will make our community and our planet a better place to live. Guilderland, NY - Chinese philosopher Laozi noted that a journey of a thousand miles begins with a single step. Well-seasoned travelers will hasten to add that having the final destination and route in mind also contribute to a journey’s success. Individuals and couples would be well-advised to take the first step on their financial journey - enter the Financial Plan! A financial plan in its most basic form typically tries to answer the question, “Can I retire?” More specifically, a plan will try to project what level of income can be available at a given retirement age, based on several assumptions such as savings rate, investment returns, inflation, etc. However, a financial plan can and should go well beyond retirement planning to address several important questions, such as: • Are we paying unnecessary income taxes or capital gains taxes? • How will I pay for the costs associated with higher learning? • How should our investment portfolio be designed to best align with our goals and objectives? • What do we want to happen to our assets if we pass away, and what’s the best way to accomplish this? • How can I best gift assets to charitable organizations that are important to me? • Should we be concerned about estate taxes even though we’re not worth millions of dollars? • Am I taking full advantage of any benefits available from my employer? • Are we properly using debt to leverage our personal balance sheet? • Are there any opportunities to reduce our fixed expenses? • Do we have proper insurance coverage in place to protect our lives, health, income, assets, etc.?

A well-designed financial plan will address each of the above issues, and provide an action plan for any adjustments that should be made to your current situation. “I DON’T FEEL SO WELL!” by Margaret Tabak

Guilderland, NY - If your 5 year old is saying this, you might take him to the doctor right away. But what if it’s your 25 year old? In New York, a parent cannot be required to support a child past the age of 21, which includes providing health insurance to the child. Prior to the Affordable Care Act (ACA), while you may have been able to cover a child through college, if the child was not a student, you might only be able to cover him to age 19. I often wrote Separation or Support Agreements to provide that the parents’ obligation to provide health insurance coverage existed “as long as the child qualifies for coverage.” If the Agreement provided coverage til age 21, and the child was not a student, a parent may have to go out and purchase a policy for a child. If the child wasn’t a student, then the parents’ health insurance responsibility ended at 19. With the advent of the ACA which allowed the continuation of coverage to age 26, several former clients contacted me and asked if that now required them to provide coverage to age 26? When these agreements were written (some many years ago), none of us could have imagined an option to cover a child to age 26. While I was trying to protect clients regarding a child’s early emancipation, in some cases it may have extended their obligation. However, most parents that are able to provide health insurance coverage to children are happy to do that, as they want to make sure their child has access to medical care. When the ACA was enacted, I saw Agreements where parents were required to provide health insurance to age 26. I would advise my clients to not commit to a certain date because if the law changed and coverage was not available to age 26, you may have unnecessarily extended your obligation. If you have an Agreement where you are required to provide health insurance to age 26 and new federal legislation does not allow that to occur, can you go to court to modify your Agreement? The answer is “maybe.” Courts will need to examine if it foreseeable that the law would change and this benefit would not be available to the parents. I suspect that there will be a great deal of litigation on this. So what’s a parent to do? I suggest that you do not bind yourself to a provision that you may not be able to live up to, even with the best intentions. If you are bound to provide health insurance to age 26 and your policy can no longer provide it, coverage can cost you many thousands of dollars per year. Even with any repeal or change to the ACA, the issue of health insurance most likely will be in flux for many years, so it is important to be able to provide for your family, but protect your interests as well.

The Guilderland Public Library is one of two area libraries are collaborating in the Second Annual Teen Winter Writing Contest which gives young authors and poets an opportunity to showcase their writing skills, and the chance to win great prizes and publication! Open to teen writers who reside in the Capital District, this cooperative effort between the Clifton Park-Halfmoon Public Library and GPL is an extension of the program that was started last year at GPL by Young Adult Librarian, Ashleigh Whitfield, who is now on staff at the Clifton Park-Halfmoon Public Library. “We had such a great response to the contest last year that we wanted to offer the opportunity again,” said Ms. Whitfield, “We were so impressed by the pieces we received!” “With our two libraries working together, we are reaching a wider audience so that more students are able to enjoy the experience sharing their work beyond the classroom. We’re very excited to read the new submissions,” she continued, “and I know the judges are going to have some tough decisions to make; they sure did last year!” GPL’s Bryana Wachowicz, the Librarian handling the Guilderland side of the program, was equally enthusiastic: “We’re so glad we could make this great program even better. It’s a wonderful opportunity for students in both locations to have fun with writing, and have their work recognized. Winning entries from each category will be published in a book that will be given to each winner and made available for sale at each library. It’s National Children’s Dental Health Month! During this month we look forward to reaching out into the community and visiting area schools to educate our children and young adults on the importance of good oral health and how it relates to overall general health There are basic preventive steps to help your child maintain good oral health: •

Establish good dental hygiene habits early. When your child is 12 months old, you can begin using toothpste when brushing his or her teeth. When the gaps between your child’s teeth close, it’s important to start flossing.

Serve as a good role model by practicing good dental hygiene habits yourself.

Schedule regular dental visits for family checkups, periodontal evaluations and cleanings.

Check your child’s mouth for the signs of periodontal disease, including bleeding gums, swollen and bright red gums, gums that are receding away from the teeth and bad breath.

Teach children how to brush their teeth well and properly. Kids should brush their teeth at least twice a day, but after every meal is best. It is recommended for children to floss at night before bed as well. Check with your dentist for age appropriate dental hygiene practices for your child.

Promote nutritious “tooth healthy” meals and try to keep kids from snacking continually between meals.

Consider using fluoride to protect your child’s teeth. Talk to your dentist about fluoride toothpaste recommendations and fluoride varnish treatments.

Discuss dental sealants with your dentist. Sealants shield teeth from bacteria that cause tooth decay and other dental problems.

Do not share eating utensils between yourself and your child. Doing so can easily pass harmful cavity-causing bacteria to your child.

These steps are critical in preventing tooth decay and/or other potential problems that currently is the number one cause today of lost school hours.
