notes from the SUPERVISOR’S OFFICE
5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - Hot summer weather is finally here, at least for awhile. Rain or shine, hot or cool, your Town parks and recreational facilities are ready for your enjoyment. While you are likely familiar with convenient hiking trails, including five miles of marked trails in Tawasentha Park and over 20 miles in the Albany Pine Bush Preserve, there are lesser known options in the Town. The Mohawk Hudson Land Conservancy maintains a roughly 2.5 mile roundtrip hiking trail over easy to moderate terrain (see photograph) through the beautiful Bozen Kill Preserve, with viewpoints of the Bozen Kill Creek. A parking area is located on Westfall Road, just outside the Village of Altamont. You can obtain more information about the Bozen Kill Preserve, including its history, important role in protecting water sources, and a hiking map, at www.mohawkhudson.org/ our-preserves/bozen-kill-protected-area/ The Town maintains the Vosburgh Trails, which are about five miles roundtrip from Vosburgh Road, or four miles roundtrip from Millingstone Way, to French’s Mill Road, a short distance from the pedestrian/bicycle bridge over the Normanskill Creek with picturesque views of the Watervliet Reservoir. The Town is working with the City of Watervliet on allowing the Town’s extension of the trail over City property to a trail head close to the bridge. The trail is marked and hiking maps are being prepared for posting at trail head kiosks and the Town website. Please remember that free outdoor entertainment is available in beautiful settings. Each Thursday evening at 7:30 pm through August 23rd, free concerts are held at Tawasentha Park’s Guilderland Performing Arts Center. Information about concert performers is available on the Park’s Department page on the Town website or by calling the Parks Office at (518) 456-3150. On Tuesday evenings at 7 pm through August 14th, free concerts are held at Orsini Park in the Village of Altamont. Detailed concert information is available on the Altamont Free Library’s website. Please also consider attending baseball or softball games which are held in Keenholts Park in Guilderland Center. The Park has eight fields for Guilderland Little League and Guilderland Softball, along with Dutchmen Field, the home of Guilderland Babe Ruth, with lights, stadium-style seating, concession stand, picnic area, and ample parking. Games schedules and other information are available at www.guilderlandbaseball.com. Later this month, at the Town’s request, NYS Department of Environmental Conservation plans to inspect the pond at DiCaprio Park for DEC’s potential stocking of fish. The inspection will determine which fish species are present and which species are sustainable and could be stocked. The Town and DEC are exploring options for installing boat launches on Town-owned land on the Normanskill, and are working with the City of Watervliet on a recreation plan for the Watervliet Reservoir, including shore fishing and non-motorized boat access. On June 27th, the Town took possession of an ambulance to supplement services provided by private companies, Western Turnpike Rescue 4
Mid-July 2018 |
Squad and Altamont Rescue Squad. At its June 5th meeting, the Town Board found that an additional ambulance was necessary to provide adequate overnight Peter G. Barber - Town Supervisor ambulance coverage in the Carman Road area, improve response times Town-wide, and reduce mutual aid requests from out of town agencies. The Town’s Medical Director, EMS Director and Senior Paramedic Supervisor encouraged this action after consulting with the NYS Department of Health. Because it will be staffed with an emergency medical technician and paramedic, the Town’s ambulance will provide advanced-life support for cardiac and acute care patients. The EMS Department carefully researched and, after assessing the Town’s needs, found a used ambulance that was available for purchase at less than a quarter of the cost of a new comparable ambulance. Prior to the purchase, Lee Knaggs, Highway Department Maintenance Supervisor, and Sean McGaughnea, Paramedic Supervisor, traveled to Elizabeth, New Jersey to inspect the ambulance. The ambulance has a new engine and a power system for lifting the cot which will help reduce workplace injuries and costs. The ambulance has bariatric capabilities, with a power wench and heavy duty ramps. The Town is working with Albany County to allow the sharing of the bariatric ambulance. I thank the EMS Department and Highway Department for meeting this critical need for residents while saving taxpayer dollars. The Assessor’s Office and the Town’s consultant, IUVC, Inc., have started preparatory work for the 2019 revaluation of properties. In late July, the Assessor will mail inventory letters to property owners which provide property details and request updates or confirming no changes. On July 10th at 7pm at Town Hall, the Assessor and Town consultant will present a PowerPoint informational session on the revaluation process. The PowerPoint presentation will be posted on the Assessor’s page devoted to the 2019 revaluation on the Town website. The Assessor will soon announce additional seminars in the fall at various locations. On Tuesday, August 7th at 6 pm at Tawasentha Park, the Police Department’s Community Services Unit is hosting National Night Out. This annual event promotes the vital relationship among residents and first responders, interactions with officers, tours of emergency apparatus, including the Town’s new ambulance, and fun-filled activities for children including an ice cream stand. I hope you and your family are having an enjoyable summer and I thank you again for taking the time to read these notes. Peter G. Barber, Town Supervisor

Tax Planning vs. Tax PreParaTion by
Douglas bauer
Guilderland, NY - Many people focus their attention on income tax preparation at the beginning of each year, prior to the annual April 15th income tax filing deadline. While filing income tax returns in a timely manner is certainly a prudent strategy, it is often too late to engage in any effective income tax planning, as the year for which you are filing your tax return has already passed! Income tax planning should be a year-round activity. Here are some items you may wish to consider for tax year 2018: •
Ensure that you are on pace to make your desired level of employersponsored retirement plan contributions. For 2018, the maximum employee contribution amount to such plans is generally $18,500 per employee, plus an additional $6,000 for those who are age 50 or older. Additionally, many plans now offer the option to make contributions to a Roth account.
•
Verify whether you are eligible to make a tax-deductible contribution to a Traditional IRA or a contribution to a Roth IRA. You can contribute as much as $5,500 to such an account in 2018, plus an additional $1,000 if you are at least 50 years old as of 12/31/2018.
•
Taxpayers in the 12% or lower federal marginal income tax bracket (taxable income of $38,700 or less for a single filer, or $77,400 or less for joint filers) may wish to take advantage of the 0% federal long-term capital gains rate. For example, a married couple with taxable income of $50,000 could realize up to $27,400 of long-term capital gains with no federal capital gains tax bill! However, please be aware that realizing capital gains may impact the amount of your social security which is taxable, and may impact eligibility for certain income-tested programs.
•
On the other hand, capital loss harvesting can be an effective income tax reduction strategy. Taxpayers are allowed to claim up to $3,000 per year in capital losses, in addition to washing out any realized gains, as a direct reduction in adjusted gross income. For a taxpayer in the 22% marginal federal tax bracket, a realized capital loss of $3,000 can reduce her federal tax bill by as much as $660.
•
Consider “bunching” or “prepaying” future charitable donations through the use of a donor-advised fund. Such a fund potentially allows a taxpayer to take an immediate income tax deduction this year for planned giving which may not occur until many years down the road.
Please consult your tax preparer and/or financial advisor to determine if any of the above strategies are appropriate for your overall financial situation. With taxes, as in many other areas of life, a little bit of planning can go a long way. We encourage you to make tax planning a year-round activity, and not just the one hour per year you scramble to assemble your records for your tax preparer!

PARENTING BATTLE: FORTNITE VS. CELL PHONE By:Dr. Kim Leis-Keeling
Guilderland, NY - The “battle bus” drops the “skins” off to skydive into this virtual apocalyptic world. The world is an island where the last man to survive, wins. Gamers must deploy strategies to stay out of the “storm” which will push players together and force battles so gamers can’t just hide out until the end. This is similar to strategies used in the arena of the “Hunger Games” movies. Sometimes gamers will have to “build battle” to get an advantage and gain higher ground. And of course you can spend your “V-bucks” to make your skins look cooler with new “skins” and “back bling”. Okay, if you have teens, you are very familiar with this language. If you are past this stage of life…be thankful! As parents, gaming is maddening. It’s all kids talk about and want to do. There is lots of screaming involved and the glory dances if they win. Winning in Fortnite is a big deal! You should celebrate this moment with your child! Just image they won the National Spelling Bee or something noteworthy and tell them how proud you are of them. This is a bonding moment so don’t miss out – they are hard to come by as children get older. I can relate to this gaming enthusiasm…back in 1985, I got past level 3 of Pacman! So is Fortnite and gaming all bad? Each time I’m faced with a parenting dilemma or situation, I ask myself a few questions: How can I relate to this? What was something from my childhood that is similar in situation? How did I handle it and how did my parents handle it? Do I wish my parents would have done something different for a better outcome? What would my children be doing if they weren’t playing Fortnite (or other annoying teen activity)? The worst part of Fortnite is that in order to win, you have to kill your opponents. Okay, here is where you consider the maturity of the child as see if they are ready for this type of game. In addition, have a conversation about your personal morals and values on guns and their place in this world. “Killing humans is not okay…this is just a game…in real life there are guns and they are not toys”…elaborate as you see fit. Have this conversation frequently. I’m an optimist so here is my perspective on the positive aspects of Fortnite vs cell phones. 1. The chiropractic mommy in me is happy with upright head posture of gaming versus looking straight down at a cell phone. Long term we are all damaging the discs in our necks from flexing forward to this degree. Also, there is less eye strain looking at a larger TV screen versus the 2x4 inch cell screen. 2. They are playing with friends, socializing and having fun. I remember spending my summers on the farm in the country where I did not see my friends or classmates for 3 months. We had 3 television channels and cartoons were only aired on Saturday mornings from 7:00-10:30. We actually had to get up early to watch the cartoons. We had no organized sports or activities until 7th grade. No library or access to books. Talk about a boring summer. I lived on a farm so we worked every day. I would have loved to be this connected to my friends at this age. Personally, I love to overhear the conversations that the kids are having with their friends through the headsets about school, sports, pop culture and the random “Hey Dude, what kind of underwear do you wear”. 3. They are learning how to use strategies to defeat the other gamers. This will trigger some neurons in their brains to have to think about their next move. Think of it as the modern day “Chess game” – I know, it’s a stretch. But I would rather have this activity than watching my children mindlessly listen to a conversation between SpongeBob and Patrick talk about crabby patties or watching any show on the Disney Channel. In addition, I don’t have to listen to the background music of Minecraft anymore, which can put anyone into a hypnotic trance. 4. They are focusing on something that involves concentration for longer than 2 seconds. Games often last 15-20 minutes so don’t bother asking them to do anything until the game is over. You will hear “I’m in the middle of a game”! The alternative activity to Fortnite for most teens is to scroll Instagram and Snapchat. Both which are training their brains to focus on information for 1 second. This lack of concentration spills over into communication with our children…have you noticed they can’t follow a conversation with more than 3 sentences? You need to get your point across in 2 sentences or you have lost them. 5. Determination to win and succeed. Games encourage the competitive spirit which drives the desire to win. I recently read this book called “GRIT” by Angela Duckworth. A great book for anyone - especially parents. She has studied success in various disciplines including the cadets at West Point. The number one factor in determining someone’s success in life is not their grade point average or academic achievements but rather their “Grit”. Successful graduates of West Point are the grittiest people, those who stick with something until the end…endure the hardships and persevere to the end of the goal. They follow through! The book offers guidance as to how to harness this quality in our youth. She did not mention recommending to play Fortnite…but rather extracurricular activities in general that provide both 1) some type challenge and 2) something the kids want to do (sports, music, LEGOs, etc). Obviously, as with any device used by children, parental setting should be employed and use common sense time limits on all screen time. Congratulations! By Master Rice
Guilderland, NY - Along with my family, I attended the Guilderland High School Graduation again this year. It was great to see many of my math students and our Taekwondo students, both current and former, walk across the stage to receive their diplomas. It was also nice to for alumni Mete and Zeynep to see friends from school and community on their special day. I like to be on stage with other faculty so that I may be close to the action and participate by handing the diplomas up to those honorees that have the privilege of giving them to the students. It also allows me the opportunity to snap a few great pictures, two of which are featured to the right: Blackbelt Assistant Instructor Allison Rosa (center) who will attend Sage College this fall, and Blackbelt Instructor Ryan Gundermann (bottom) who will attend HVCC in the fall. It was truly wonderful to see Allison and Ryan graduate because they have been students here at Guilderland Martial Arts since second and third grade respectively. They have made more contributions to our Guilderland Martial Arts community and positively affected the growth of more students than I am able to enumerate here. They posses excellent character and a complete understanding of selfless service that has been enjoyed by every one of us here. Their knowledge of the martial arts and interpersonal skills have made them invaluable to our classes and camps. At graduation time the focus of speeches and conversations often turns toward our future being in the hands of the young graduates. I am happy to say that this is the case and that I am delighted to trust our future to students like Allison and Ryan. I look forward to hearing great things about their positive impact on our world. We have attended five graduations for our three children so far, and expect to attend at least three more for college including grad school. Each time I am reminded of the great character our own children have. Character that was developed along the road by my outstanding colleagues in the Guilderland School District and others they have met, but much of this character has its roots in our family. Family is the most important (which is likely why I mention mine in just about every article) and a lot of the character in our family comes from our training together in the martial arts. Congratulations Ryan, Allison and all of the GHS students on your achievements. It gives me great comfort to know that you will be continuing to positively impact the world both in and out of Taekwondo.

Kids: Breathing, Learning & Sleeping (This is part 4 of our 5-part series)
Guilderland, NY - We all know how much Kids need sleep, but it has to be the right kind of sleep. Just like adults, children need to breathe well while they sleep in order for their sleep to be restorative. Even more important for children, though, is deep, restorative sleep that promotes optimal brain development. Only through breathing well while sleeping can a child’s brain develop to its maximum potential. According to the American Academy of Sleep Medicine, sleepdisordered breathing causes disrupted and inefficient sleep, which in turn results in not only fatigue and daytime sleepiness, but also cognitive impairment and poor performance in school. Even if a child gets to bed “early enough” then they could still have problems with fatigue, focus and learning. With regards to children, because their brains are still developing, the problems caused by sleep deprivation and sleep-disordered breathing are even greater. Having Airway-centered Disorder is like trying to breathe through a tiny coffee stirrer instead of through a garden hose. Under such conditions during sleep, the brain unconsciously recognizes that it is not getting enough oxygen, and it signals that a crisis is occurring. In other words, having difficulty breathing during sleep makes the brain think it is threatened. That threatened brain turns on all the body’s survival instincts, the fight-or-flight response. It tells the adrenal glands to release a flood of the stress hormone, adrenaline, putting us into full panic mode. Over time that adrenaline has toxic effects and creates inflammation throughout the body. When interrupted by apnea, snoring and other breathing disorders, the sleep process becomes a time of crisis rather than a time of rest, repair and restoration. For children, this state of alert for the brain and body along with a lack of oxygen, can lead to symptoms of attention deficit hyperactivity disorder (ADHD), hyperactivity, learning disabilities, anxiety, depression, lack of social coping skills and sometimes aggressive behavior.

Helicopter Parenting the Other Parent by Leyla A. Kiosse, Esq.
Guilderland, NY - The days of two-parent households as the status quo are long gone. While many people are raising children as a “single parent”, there is often a second parent involved because of a separation or divorce from the other parent. While “single parenthood” may be the norm, it still takes two people to be involved in creating a child; and the law gives both parents certain rights (and responsibilities), regardless of what your preference may be or the status of your relationship with the other parent. The right to make decisions that affect the health and welfare of children is recognized as “legal custody”; these are considered the “major decisions” that affect children, such as medical treatment and where a child should attend school. Courts are often called upon to make a determination as to which parent should have legal custody of the children. The Court must make its decision based upon “the best interest of the child, and what will best promote [the child’s] welfare and happiness.” N.Y.D.R.L. Section 70(a). When deciding the “the best interest of the child,” the Court will look at a multitude of factors; for example, the Court can consider the level of involvement each parent has had with the child, and the child’s relationship with each parent. The ability of the parents to communicate effectively and cooperate in making parenting decisions is especially important when a Court is determining whether “joint” legal custody is appropriate. While the Court is empowered to make a determination of legal custody, a Court is loath to be the arbiter of disputes concerning day-to-day parenting decisions because these decisions are about the respective “parenting style” of each parent. Such decisions include what a child wears, what a child eats (e.g. candy or no candy), the style of a child’s hair, or whether a child’s ears should be pierced or fingernails painted. I spend a lot of time in Family Court and I often see people who come to Court because they disagree with the day-to-day decisions that the other parent makes. When parents are raising children in two separate households, it is a common occurrence for one parent to want to dictate to the other parent what s/he does in his/her household. For example, one parent may want the other parent to limit the child’s use of electronics in his household or preclude the child from watching certain television shows or playing certain videogames. Not surprisingly, the other parent is rarely willing to agree to these types of provisions because they feel too “micromanaged.” Courts are not in the business of micromanaging parents, nor is there adequate relief for a parent that helicopter parents the other parent. Raising a child with someone is often a challenge, and it is very important that when moving forward with starting a family that you and your significant other spend a great deal of time discussing your values regarding all issues, including your philosophy for parenting children. Failure to do this at the outset frequently leads to unhappy surprises and daily disputes for which there is no legal remedy.

From the Director Summer Reading is on! More than 800 young readers came to the library on June 28 to sign up for Summer Reading! That’s a record for us, and – while we think the Ice Cream Social had something to do with the turnout – it’s all the great activities and programs we’re holding that are the real attraction. Our thanks to Stewart’s Shops for donating the ice cream, and to our SuperScoopers for all their hard work dishing up the ice cream. If you missed the kick-off, no worries! Go to guilderlandlibrary.beanstack.org to sign up.
“Edgy” Library Cards
SuperScoopers, from left: Albany County Legislator Dennis Feeney, Assemblyperson Pat Fahy, Guilderland Town Supervisor Peter Barber, and Guilderland Police Officers Patty Stallmer and Matt Hanzalik.
In case you have not been to the library lately, or missed the recent article in the Altamont Enterprise, you may not know that we are offering a dozen new “edgy” library cards that feature sayings such as “Carpe Librum: Seize the book.” “Read books. Learn stuff.” and “Get coffee. Read books. Take naps.” The project was conceived and developed by four members of our Access Services Team: SeungYeon Lee, Liubov Matvienko, Donna Raffaele, and Khushbu Vyas. I am happy to report that the cards are flying out of here. So, if your Guilderland library card is a bit careworn, and you want one of these new cards, come on down!
Come to “A Novel Affair, Chapter 3: The Masquerade Ball”
Support Your Library Foundation in a Novel Way The Library Foundation is hosting a masquerade ball, on September 29, as its annual fund-raising event. (See box at right.) The Foundation is seeking donations of items to be part of the event’s live auction. In the past, these live auctions have been very successful in raising money as people bid on weekends at vacation homes/ cottages, tickets to events at SPAC or Tanglewood, even pet-sitting services. So, if you can think of a clever way to help the Foundation, please reach out to them at guilderlandlibraryfoundation@gmail.com.

The masquerade-ball theme is an homage to our two honorees: Gregory Maguire, whose “Wicked” put a new spin on one of our favorite tales, and Paul Grondahl, whose articles and books chronicle our times. This event is the premier social event of the Guilderland Library’s year, and is the Foundation’s primary annual fund-raising event. We hope you will join us.
The cost is $75.00; tickets may be purchased at www.guilderlandlibrary.org/foundation
Carnival of the Animals Puppet Show
Make Your Own Album Cover Art
Share in the fun as a musical menagerie gets the Guilderland library rockin’ on Monday, July 16, at 6:30 pm. It’s a show full of glorious melodies brought to life by the Robert Rogers Puppet Company!
Unleash your inner graphic artist! Come to the library on Wednesday, July 18, at 2 pm, and use the free design website Canva to design an album cover for your favorite music playlist.
Music can do so many things. It can tell stories and describe a world of images in the most exciting way; it can call to mind the mighty lion, a lumbering tortoise, silly monkeys, even a graceful swan. 150 years ago, composer Camille Saint-Saens did just that when he wrote the Carnival of the Animals, his most famous piece for young people.
You’ll need an email address to create an account with Canva. This program is for Grades 6-12. Please call 518-456-2400 x 4 to register.
Now, Robert Rogers and his puppets supply the magic by bringing to life this incredible musical parade of feathers, furs and fins! This program is for all ages.
Did you ever think you could create an original song from scratch? You can! We know you can! Come to the library on Thursday, July 19, at 2 pm, and – by using traditional instruments as well as unusual sounds found in the library and beyond – you’ll write and record a brand new song that will be posted on the library’s Facebook page.
Kazoo Fest! Local musicians from the Lost Radio Rounders AND the Ramblin Jug Stompers will “rock out” the Library on Tuesday, July 17, at 6 pm, with a wonderful, interactive program your entire family will love! Be sure to bring your KAZOO (the one you received in your Summer Reading goody bag) because you’re going to hear classic American folk and children’s songs, played on some wacky instruments -- including washboard, jug, mouth bow, nose flute, ukulele, siren whistle, and best of all, your KAZOO! We’re going to ask everyone to play along on some tunes! This program is for all ages!
Song Construction Zone
Come try out a bass, guitar, keyboard, banjo, trumpet, and weird instruments like Stylophone, Otamatone, and more! Record the sound of your favorite book slamming shut, and turn it into a beat to sing along with! That annoying noise your parents tell you to stop making? It’s our favorite, let’s make a song out of it! No musical knowledge is required, and all instruments and recording equipment will be provided. Bringing in instruments or weird sounds from home! We want them. This program for kids and teens of all ages. And you don’t even need to register. Just show up and have at it!
Start From Scratch Music Band: Intermediate Painting Pottery Pieces Coding If you know more than basic Scratch and have built your own programs, this program is for you! On Monday, July 16, come to the library at 2 pm and learn more about coding using Scratch, MIT’s interactive programming software for creating stories, games, and animations. Open to both parent and child to discover Scratch together! For grades 3 – 5. Please call 518-456-2400 x 4 to register.
Paint your choice of pottery figurines at the library on Thursday, July 19, at 10:30 am. After you paint them, give us a week to get them kilndried, and then you can take yours home. Be sure to wear clothes that you can get messy in. And thanks to the Studio for Art and Craft for letting us use their kiln. This program is for Grades 3 - 5.
Rockin’ Uni the Unicorn Book Party Let’s get together on Wednesday, July 18, at 11 am, to read the very special book: “Uni the Unicorn and the Dream Come True.” We’ll celebrate the magical world of unicorns! This program will include music and movement activities, games, and a colorful craft. This is for children in grades PreK - 2. Please call 518-456-2400 x 4 to register.

It's more then just farm fresh goods from local farmers but it's also having the following; crafters, wood builders, sampling of homemade beverages and farm fresh cooked food, along with live music, items that were repurposed, vintage items, special guests, how to's, SPECIAL Events, artists, competitions, people that are selling salvage wood, and more. It's like a farmers market mixed with a swap meet, tag sale, art gallery, a much smaller Brimfield, and sessions (how to do's) that will teach, inspire, and create ecological awareness. This is a place where the community can come together and support local, regional farmers, crafters, artists, and sample desserts and eating amazing foods. Every Sunday in August and September, cultivating into a Harvest Celebration, the first Saturday night in October. Having produced major events in California and helped with big events in Albany, living in Guilderland for over 7 years, I think it’s time that we take back our community and support one another.
