notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - With summer nearly here, your Town parks, golf course and recreational facilities are ready for your enjoyment. I want to share some early summer activities and events. Memorial Day is a reminder to thank our veterans for service to their country. On Thursday, June 7th at 3:00pm at Town Hall, a ceremony will be held in memory of Specialist Rafael Nieves, Jr., who attended Guilderland schools, and lost his life while serving in a tank unit in Afghanistan. Please join us in remembering Specialist Nieves and all Town veterans when the Town renames part of West Lydius Street where it passes the Nieves family home in honor of Specialist Nieves. The Town is also participating in the “NY Run for the Fallen,” a three-day event from June 10th to 12th, involving participants running from Syracuse to Albany. At each mile marker over the 142 mile distance, the runners will pause to remember every New York service member killed in Iraq and Afghanistan. On June 12th at approximately 12:42pm, at a mile marker opposite the Guilderland Fire Department, the runners will pause and remember deceased Guilderland residents. On Friday, June 17th at 6pm at Tawasentha Park, the Guilderland Performing Arts Center opens its 37th season with the annual “Nervosity” concert featuring local high school bands. On Thursday, June 23rd at 7:30pm, and for the next seven Thursdays, GPAC hosts a wide-variety of performances, including the Guilderland Town Band, “Big Sky Country,” “Annie & the Hedonists,” “Hey Jude- Authentic Beatles Tribute,” “Bluz House Rockers,” and “New York Players.” Make sure to bring lawn chairs or blankets for an enjoyable evening. More information about the scheduled events is available at www.townofguilderland.org It is not too late to register for the Town’s summer camp either online at www.guilderlandrec.com or by calling the Parks’ Office at 456-3150. Please hurry because many of these programs will fill-up quickly with the end of the school year. The Western Turnpike Golf Course is open and in excellent shape. Residents can obtain discounted greens fees with proof of residency. Later this month, the new pool house at Tawasentha Park will be open for the swimming season.

Guilderland, NY

Peter G. Barber - Town Supervisor If you would like to receive information about Town events, please take advantage of Nixle®, a free service offered by the Town which provides text and/or email notices about traffic alerts, road closures, police activity, press releases, water advisories, and special events. You can sign-up for Nixle® via a link at www.townofguilderland. org. More details, including frequently asked questions, and account set-up are also available at www.nixle.com. The nicer weather also brings more residents and their dogs to the Town’s fenced dog park at the Nott Road Park. With over an acre of space, the dog park provides the opportunity for off-leash running of licensed dogs. An annual tag which provides for unlimited access to the dog park is available at the Town Clerk’s Office (456-1980) which also provides information about required dog licenses. This time of year is an excellent time to consider adopting a pet, like Annie pictured here. And while Animal Control Officers Bob Meyers and Kathy Foley provide professional and loving care to all dogs and cats, they would be the first to agree that the best place for pets is a loving family’s home. To see pets currently available for adoption (adorable Annie would likely be adopted), please visit the Animal Shelter’s website (www.townofguilderland.org/Pages/GuilderlandNY_Animal/ index). You can also give Bob or Nancy a call at 861-6855 to schedule an appointment to discuss adopting a pet. I hope that your start of the summer season is enjoyable and that you take full advantage of your beautiful Town parks.

Finish Strong and Confidently with Perseverance By Master Rice

Guilderland, NY - With Memorial Day behind us and the summer quickly approaching I am reminded that a big season is wrapping up. School exams, college entrance exams and the USA Taekwondo National Championships are all upon us. I have been preparing for this season since the last season ended in 2015. As teachers we work very hard to prepare our students and our students work very hard for their success. The word of the month has to be perseverance! We are so close to the culmination of a year or more of preparation while at the same time we are tired and perhaps, at times, feeling burned out. Yet this is the time to study harder, practice more and get the help you need for success. In our society, very often our future depends on the success of summative evaluation. These events can be stressful. The best way to overcome such stress is preparation, followed by preparation with a little dose of preparation. When you are prepared, you are much less likely to be nervous or stressed and as a result will perform better. This preparation at this time in the school year or tournament season takes focus and perseverance, especially given the warming weather and the variety of activities becoming available. I remind my students that we have spent so much time together working so hard that now is the time to really make it worth it. Fizzling out now would serve to invalidate all of the work so far. Fight the fizzle, redouble your efforts and power through with perseverance. By the time this article prints the new NYS Common Core Algebra 2 Regents will already have been administered. The rest of the regents exams and final exams, however, will still lay ahead for most students. Keep your focus and make the year really worth it by working hard when hardly working is knocking on your door. Remember that practice makes permanent, but it is perfect practice that will make perfect. Don’t practice for the sake of practice, or to be able to inform someone that you practiced. Practice correctly so that you will be correct and not nervous about your evaluation. Diligence in preparation and in seeking help when necessary is the key, and the ticket to diligence is perseverance. Let’s face it; perseverance can be one of the most challenging character traits to perform, but with it you really can do anything worthwhile. Instead of luck, I wish all of my past, present and future students, around the globe and across many disciplines, the best of perseverance and skill as we conclude this school year and tournament season. Additionally, and equally as important, I extend my sincere thanks to all of my teachers, coaches and luminaries that have contributed, and continue to contribute to my success.

MEAL PLANNING FROM A WORKING MOM By: Dr. Kim Leis-Keeling Guilderland, NY - “So what are we having for dinner?’ How often do you hear that in your house? Are you organized with meal planning or you winging it on a daily basis? Meal planning can become monotonous if you don’t have a variety. It may seem like you make the same things over and over again. In reality, most people actually eat about 15-20 different foods. Think for a minute about what you have had to eat the past week. Breakfast is usually consistently 2-3 different items such as cereal, eggs or yogurt with fruit. Lunch is either your leftover dinner, salad or sandwich but dinner is where we like variety. However, if it were up to my husband, he would have spaghetti or plain chicken breast every single day. Not because he loves those foods, that is just about as creative as he gets when I propose the infamous “what should we have for dinner” question. As a working mother, I can admit there are struggles trying to manage the chaos of career, parenting, children’s activities, appointments and school, packing lunches, taking care of the house, feeding and caring for my family. On those busy days, the last thing I want to do when I finally get home at 7 or 8 o’clock is to have cook a meal. Sometimes I feel so tired that I don’t even want to eat. It takes all my energy to tackle bedtime routine. Sadly, on more than one occasion, my dinner may have been a few slices of ham, some olives and a handful of cashews…I know, sounds kind of gross right? Don’t get me wrong, I am a very picky consumer when it comes to buying nutritious foods for my family. But I am human. I would like to share a meal planning strategy that was taught to me when I started a family. It has helped build balance with eating a variety of nutritious foods, as well as, lift some of the guilt of the occasional “bad eating day”. Plan A: Make a list of all the meals you know how to make without having to dig too far into a recipe. These can be very simple foods that you could make on a weeknight. For me, I do most of my cooking on the weekend and often make 2-3 meals at a time to eat during the week. I like to save the new recipes for the weekends as well. Here is a short list to get you started. 1. Baked/grilled chicken with rice & salad 2. Tacos/Fajitas/quesadillas with bean and rice 3. Spaghetti & meatballs with garlic bread 4. Baked ham with mashed potatoes 5. Grilled/baked fish with rice 6. Pot Roast with roasted potatoes 7. Chicken/beef/shrimp and vegetable Stir Fry 8. Lasagna with side salad 9. Sloppy Joes with homemade steak fries

10. Homemade pizza with fresh ingredients 11. Pork chops with wild rice or baked sweet potatoes 12. Steaks with sautéed mushrooms & onions and baked potatoes 13. Stuffed shells with garlic bread 14. Steak kabobs with asparagus 15. Grilled burgers with sweet corn Now plug those items into your Meal Planning Calendar. You have 15 days of dinners and if you plan large enough portions you will have enough for leftovers the second night. You may go out to dinner or order pizza a few times a month or try a few new recipes on the weekends. That should almost get you through the month. If you only have to eat spaghetti once per month versus once per week, that is a bit more tolerable while adding variety into your nutrition. PLAN B: This is your back up plan when life does not go as planned, you are running late, traffic is bad or you just don’t feel like cooking the assigned meal from Plan A. Plan B is that you are prepared with heathy staple items to make something quick. This could be a deli sandwich or frozen pizza or boxed mac & cheese with a side of fresh fruit and salad. Just make sure these items are good quality, organic if you can and free of unnecessary additive and preservatives. The main ingredients that I try to avoid in packaged foods are: high fructose corn syrup, hydrogenated oils (trans fats), food coloring, MSG, Aspartame, BHA &BHT (butylated hydroxyanisole & butylated hydrozyttoluene) and Nitrates. I know you have heard me say this before just eat “REAL FOOD”. Peanut butter should consist of peanuts and a little salt, not extra fats and sugar. By spending a few extra minutes reading the ingredient labels at the store will save you the guilt of eating “only a sandwich” for dinner. Your mind can be put at ease since you have already chosen good quality bread, real cheese (not imitation), deli meat without nitrates and your fruit fresh and if possible, organic. I hope this helps some of you who struggle with the “what’s for dinner” question. With summer here it seems to change the dynamic of dreadful dinner with quick and easy grilling. Why does meal planning seem easier when you can just throw something on the grill, such as vegetables and a protein source? Fruits and vegetables taste ten times better in the summer when they are fresh as well. As always, if you have question about this article please feel free to contact us at the Sports & Spinal Wellness Center at 518-869-3415. Please visit our website for more information at www.sportsandspinalwellness.com. We would be happy to be a part of your healthcare team.

THE MAZE OF THE NEW YORK COURT SYSTEM

by Leyla A. Kiosse

Guilderland NY - New York has an extremely complicated and convoluted court system. Until such time as there is a constitutional convention (and I’m not holding my breath for that) we will have to continue to navigate this complex maze. In order to make things more understandable for families and couples in dispute, the following is a summary of the courts that would address your problems: Family Court Family Court is a court of limited jurisdiction, which means it only handles certain types of cases. Family Court handles the following matters:

Supreme Court Supreme Court is a court of general jurisdiction. This means you would be in Supreme Court if you were in a car accident, had a breach of contract case, etc. In a family situation, Supreme Court has exclusive jurisdiction over divorce, annulment and separation proceedings. Only in Supreme Court can a marriage be dissolved and property distributed. There is concurrent (or dual) jurisdiction in Supreme and Family Court for custody, and child and spousal support. Supreme Court can also issue Orders of Protection, as can the criminal and family courts. HOW DO I KNOW WHICH COURT TO GO TO?

• Juvenile Delinquency – This applies to a person between 7-16 who has committed an act that would constitute a crime if committed by an adult. • Child and Spousal Support – This applies to both intrastate and interstate (Uniform Interstate Family Support Act) support cases; • Paternity–Determining who is the father of a child; • Termination of Parental Rights; • Adoption;1 • Guardianship and Custody; • Person in Need of Supervision – This applies to a person under 18 years of age who does not attend school, is incorrigible, ungovernable or habitually disobedient beyond the lawful control of a parent or who commits certain [minor] crimes; • Abuse and Neglect;2 • Family Offenses;3 and • Foster Care and related matters. 1

Surrogate’s Court also has jurisdiction Potentially can be in a criminal court also 3 See above 2

If you are not married to the other person, then Family Court is your only choice. If you are married and wish to dissolve the marriage or distribute property, you will be in Supreme Court. However, there are times that someone, for various reasons does not wish to terminate the marriage but is looking for support or to deal with a family offense situation or custody, which can then be dealt with in Family Court. Confused? Join the club. There may be strategic reasons for putting a married person in a Family Court situation. While there has been a push to consolidate proceedings4, it is possible to begin a support and custody proceeding in Family Court and then a divorce in Supreme Court and actually be in two courts at one time! Unfortunately, this is expensive, time consuming, and difficult for the Judges who may be lobbing overlapping issues back and forth to each other.

4

For example, some counties have Integrated Domestic Violence Courts that would handle a divorce, family court, and criminal court proceeding at the same time.

On Your Mark, Get Set, Read (and ice cream)! Beth RienƟ, Department Head of Youth Services

Guilderland, NY - The warm weather this week reminds us that summer is right around the corner. As you plan school vacation activities for your kids and grandkids, make sure to include participation in the 2016 Summer Reading Program in your plans! This year the Summer Reading Program theme is “On Your Mark, Get Set, Read!” and participation is open to all kids (newborns through high school.) The kick off celebration is scheduled to begin at 6:00 PM on Thursday, June 30th. You can stop by the library to join the Summer Reading Program and enter a raffle for a free T-shirt and a contest to select a name for our new stuffed cow mascot. The mascot will be hiding in different locations in the children’s section of the library all summer. The lucky kids who find him can choose a prize from our goodie box. And the sweetest part of the evening will begin at 7:00 PM when our make your own ice cream sundae station will be open! You will also get a chance to chat with Guilderland Assembly member Pat Fahy and Town Supervisor Peter Barber, both of whom are enthusiastic supporters and promoters of summer literacy.

Special programs: National Hot Dog Day, Harry Potter and the Cursed Child Release Party, WMHT’s Family Literacy Programs, and lots of science, math, art, and fitness programs, too. For teens, check out Quidditch in the Park, our Teen Iron Chef competition, and an after-hours read-in.

Weekly raffles! Every week we’ll be raffling off a special prize. You can enter a raffle ticket each time you visit the library during the week for a chance to win.

Here are some of the highlights of this year’s program: • Book discussion groups are back! Students in grades K-8 will have their chance to join one librarian-led book discussion and activity program. •

More story times than ever before! We know you love our story times, so we’re planning a bonanza: one baby story time, one toddler story time, and two preschool story times each week this summer.

Volunteer opportunities! We are revamping our volunteer program. Teens entering 8th through 12th grades are invited to attend a volunteer orientation session on June 21st, June 23rd, or June 26th and sign up to volunteer at GPL this summer. For more details, visit http://www.guilpl.org/teens/volunteens • Awesome presenters! We’ll have puppet shows, pottery painting, Jester Jim, Story Laurie, Daryl the Balloon Guy, Magician Jim Snack, singer Tom Fisch and more. Best of all, performances are free and no registration required. Drop-in and join the fun whenever you’re able. 18

TRASH TALK

by Vince Coppola, Owner of Scrapster LLC, Scrap & Junk Removal Service Guilderland, NY - Looks like Summer Decided to start a li le early this year. I have to admit, I actually was really missing all the heat and humidity a er a rela vely mild winter….NOT. With summer comes lots of home prepara on, inside and out, as we get ready for friends and family par es, gardening projects, lawn care, house addi ons and repairs, etc. Make life easier so you can enjoy the great weather by ge ng some projects done around the house in the simplest way possible…have someone else do it! A simple solu on is to call a local company like Scrapster to take away your unwanted junk, furniture, and household garbage at affordable prices. Plus we can remove any scrap metal and broken or outdated appliances, usually for free. There are a lot of choices out there: we recommend you work with someone who is insured and that can be found either online or in the phone book, or that has a website where you can find addi onal informa on. A major advantage in using Scrapster is we always separate out scrap metal on a clean out job…this help reduce costs significantly. We break down and recycle EVERYTHING possible, from the motor out of a washing machine to the electrical cord off of a desk lamp. So many things fall under the umbrella of scrap metal that people don’t usually associate with “scrap”, such as car ba eries, wire and extension cords, bicycles, pots and pans, tools (even if they have wooden handles) and smaller appliances like hair dryers and toaster. Plus we are a registered New York State collec ons site for the proper handling of household electronics such as computers, stereos and more. We also separate items a er cleanouts, which involves dona ng items such as clothing, toys, and furniture, while separa ng cardboard and paper/ magazines, etc. so they can be recycled properly. MORE GOOD NEWS: We are fully EPA 608 cer fied for refrigerant recovery. We are con nuing to offer FREE REMOVAL OF ANY APPLIANCE THAT CONTAINS FREON. This includes refrigerators, freezers, wine coolers, dehumidifiers and air condi oners. Our state of the art equipment safely and effec vely vacuums the refrigerant out into special tanks. It is then properly recondi oned and kept out of the atmosphere. FACT: countless appliances are thrown away every single day that are not recycled properly. They get smashed apart or just sit in the woods bleeding refrigerant. If we all work together we can eliminate this major problem. Let’s do this! We are there for you! Scrapster is a family owned local business which provides a NO COST/LOW COST scrap metal & appliance pick up and removal service. We also offer LOW COST junk, furniture and electronics removal and clean outs. We are convenient, reliable, insured, and we do all the work. “Don’t Worry…We Can Take It!”™ Please call today for more details at (518) 505-5055 or visit our website and set up an appointment online at www.Scrapster.com. 20

BOND PERFORMANCE UPDATE BY DANIEL BAUER

Guilderland, NY - In previous bond performance articles, we have discussed the two broad types of risk that impact the prices of bonds, interest rate risk and credit risk. We have consistently urged investors to “stay the course” with respect to their bond positions, assuming that bonds are a component of the target asset allocation within their Investment Policy Statement. Despite warnings throughout the past several years to avoid bonds due to the potential for rising interest rates, bonds mostly managed to hold their value during 2015. The Federal Reserve’s interest rate increase in late 2015 had minimal impact on bond prices, indicating that the increase in rates was already priced into fixed income securities. Bond asset class total returns for 2015 were: Barclays US Aggregate Bond Index

+0.55%

Barclays US Corporate 1-5 Year Index

+1.24%

Barclays US Corporate 5-10 Year Index

+0.87%

Barclays US Treasury Inflation Protected Bond Index

-1.44%

S&P Municipal Bond New York Index

+3.66%

Bond yields have generally decreased 2016 so far (again, despite warnings by analysts), as shown by the below year-to-date total returns through 05/31/2015: Barclays US Aggregate Bond Index

+3.45%

Barclays US Corporate 1-5 Year Index

+2.23%

Barclays US Corporate 5-10 Year Index

+5.26%

Barclays US Treasury Inflation Protected Bond Index

+4.08%

S&P Municipal Bond New York Index

+2.61%

Bonds provide investors with the important feature of relatively low volatility (compared to riskier assets such as stocks and commodities), combined with predictable income streams. If and when bonds suffer another negative period, we urge you to consider why you hold bonds, and caution you against abandoning ship when the tides look rough. Bonds have historically provided an excellent diversifier to equity positions.

www.guilderhaven.org FOR ADOPTION ZENA is a three year old spayed black with some white female Lurcher (Greyhound Mix) approx. 60 lbs. She is up to date on her shots and house trained. Zena would benefit from an owner that would take her places as she loves car rides and to be included in your daily activities. She loves to play and the water. Zena is a high energy dog and needs a home with a fenced yard and no cats. She is very fast and runs like the wind and soars like an eagle. She is a one of a kind beautiful girl. For more information please call Deb Lucas at 518-7655007. “TANNER”, is a neutered male cat, who was found in a back yard in January looking for food. When we took him in to be neutered, he tested positive for Feline Leukemia, therefore cannot be released back outside with other cats. He needs a home without other cats or with other cats who are Feline Leukemia positive. He is very friendly: likes to be brushed, loves to play w/toys, sat in my lap while sewing at the machine. I pick him up all the time. He had his Rabies Vaccine and Distemper Vaccine. He doesn’t seem to trust the foster dog that is downstairs w/him so wants to atttack the dog (they are separated by a doggie gate and Tanner gets to come out when the foster dog is out for a walk. As soon as he hears us coming, he darts back to his room. If interested in this sweet cat, please call Deb at 518-765-5007.

iLoVeterans, Inc. iLoVeterans is a new 501(c)3 founded in the Capital Region. Our mission is to support local Veteran groups and nonprofits where at least 90% of funds received go directly to the organization’s stated cause. iLoVeterans recognizes the extraordinary selflessness of our country’s military members and have made it our mission to stand with them as they have always stood for us. Military Appreciation Day is not only a celebration of our military members but also of their families, friends and other supporters. The event is about local donations supporting local Veteran causes and non-profits. We will have a great day of food, fun, music, numerous family friendly events, display of military vehicles and equipment, a motorcycle raffle & rodeo, etc. This great day will be especially successful with the support of our local community and businesses. Our goal for the event is to raise $100,000 to support local Veteran causes and non- profits during this family friendly festival on June 11th, 2016. We anticipate more than 1,000 visitors to attend our event. We are excited to offer a variety of ways for local businesses & individuals to engage & connect with our guests while also supporting local Veteran’s causes and non-profits. Please consider supporting iLoVeterans, Inc. For additional information or to make a donation, please visit www. iLoVeterans.org or call (518) 275-7748.
