THANK YOU! I would like to express my sincere appreciation to the voters of Guilderland for approving our Library Renewal plan at the ballot box last month! The entire library community, the staff, the Board, and the Foundation are grateful and energized. As we wrote on Facebook the day after the election, thank you for allowing us to grow to serve you better. Your input and involvement is invaluable – this is YOUR library! We were pleased to win the election by a vote of 58% in favor to 42% against. For those who voted no, I hope you will contact me to chat about how much the library has to offer that you may not be fully aware of at this point. We are the library, gathering place, and defacto community center for all who live or work in the Guilderland Central School District. You may be pleasantly surprised by all we can offer you and your family check us out!

Our coffee shop and used bookstore will offer library patrons a hot cup of coffee or tea, along with light refreshments such as bagels, cookies, snacks and the like. Much like Barnes & Noble or other local libraries like Saratoga, patrons will be able to linger and leisurely enjoy their visit. Our plan is to outsource this space to a local business, creating a revenue opportunity for the library. One of the concerns some voters expressed was the idea that the coffee shop might fail to thrive, and the library would then be stuck with that space. Should that happen, the space is easily convertible into more space for reading and study. So, when does all this get started, you might ask? With any luck, we’ll be all done with the project by July of 2022. That might seem like a long time, but let me explain the steps in order.

As you know, the Renewal Plan will add a new 6,400 square-foot children’s department to the East end of the library, allowing us to accommodate much larger story times and kids’ classes than the current facility holds—in the children’s department, as intended. There will also be a hands-on activity center for families of children too young to read themselves, stocked with Lego tables, train tables, and similar stimulating stuff. Studies resoundingly show that imaginative play is a vital component of early literacy, establishing positive patterns of lifelong learning. Another exciting aspect of the plan will include a defined teen center, where our young people can have a place to study, play board games, work on computers, and hang out with each other in a safe, noncommercial space. Teens—and others—often need rooms for group study, and we will be expanding the availability of such rooms from three to four, and another room will have a divider allowing us to offer six study rooms at peak times. Adult meeting room space will grow too, as we will carve out a third public meeting room, just a tad smaller than the Normanskill Room, for adult meetings and programs. We hosted 190 community groups last year, and this number will keeps growing. We are glad for the opportunity to grow along with the demand.

Also in August, we’ll submit the first of three annual applications to SED Division of Library Development (DLD) asking for state library construction grant funds to defray some of the costs to local taxpayers. Anything we get from this process would be received in Summer 2020, and be used for the project and related building needs. Because this is competitive grant funding, we could not “count our chickens before they hatched” when going to the referendum vote. So, if we are successful in attracting construction grant funding, we will use it to replenish a portion of the 1.4 million in our capital reserve funds currently designated for the project. The first construction grant application will be for improvements to the “building envelope,” including resealing the skylights and replacing and tightening up windows and doors throughout the building, which will receive energy efficiency and security upgrades. We will also undertake a full remodel of our public restrooms, replacing all fixtures with low-flow water-saving devices and updating the countertops and tile throughout. During this period we will also be working on site preparation—making our land ready for a building extension and an improved parking lot.

By March of 2020, all detailed construction design documents will be completed and submitted to SED Facilities Planning Department for mandatory review. Here is where we really have to hope for the best—SED review can take many months, sometimes a year or more. Hopefully, our review will be expedited. The plan is to go to bid around April of 2021, and to select the lowest qualified bidder, as mandated by law, in May. Once a winning bid is chosen, we will hold a groundbreaking ceremony around May of 2021. The construction plan is to build the new children’s department first, and then to move the existing children’s department into that space. We will want to get this space enclosed before winter, so that we can add finishing touches and move the children’s portion of the library into new space. This will allow us to proceed with all other renovations in the building—the teen center, the new meeting rooms, the coffee shop, and also the renovation of the adult areas of the building with new furniture, carpet, shelving, and floor plan improvements. Concurrently, we’ll be working on parking lot improvements. When the plan is complete, there will be the two large public restrooms, and five single-family, gender-neutral restrooms throughout the building, one near the current public restrooms, and four on the East end of the building near the children’s, teens, and adult spaces. These restrooms can be used by families with young children, or by those who require a separate facility. The overall construction plan will be developed with the goal of completing the project as soon as possible, but also with every effort made to reduce the amount of time that the library might need to be closed to the public. Our goal is to remain open as many hours as possible during the various phases of construction. We will ask the public to bear with us during construction, as we want to make sure that we provide the maximum public services possible during these exciting improvements. If all goes according to plan, look to attend a grand opening around July 2022! Again, our sincere thanks for your input and support! Meanwhile, it’s that time of year again, as we once more mount an ambitious Summer Reading Program to keep kids busy over the summer and reduce “summer slide,” the regression in reading and other study habits that can occur over the long summer break. We are the partners and assistants to the Guilderland Central School District, helping prepare kids for success the following school year. We are looking forward to giving you more “space” to enjoy the library, so it’s great to announce that the statewide theme for Summer Reading is “A Universe of Stories!” The kickoff event and program registration ice cream party will take place on Friday June 28th, with sessions from 3-4 p.m. and 6-7. Join us for a free ice cream treat and sign those kids up for some amazing, fun learning activities! A full slate of programs will be announced on our website soon. Highlights include a Life Size Solar System exhibit, an “Out of This World” family jam with the Hilltown Ramblers, and an all-day Star lab with the Dudley observatory. While you are here, check out one of our new telescopes—the latest addition to our popular “Library of Things,” stuff you’d like to use, borrow, experiment with, and then return to the library for other families to enjoy. Guilderland, NY - With the arrival of warmer (and hopefully drier) summer weather, the Town’s parks, trails, and golf course have been readied for your use and enjoyment. On the Parks Department’s webpage, you can access Hike Guilderland!, which has an interactive map of the Town’s hiking trails at Tawasentha Park and Vosburgh open space, and trails managed by the Albany Pine Bush Commission, DEC and Mohawk Hudson Land Conservancy. The map provides detailed information including a trail description, length, and trailhead locations and useful information for hikers, runners, and cyclists. You can register for the Town’s summer recreational camp and programs at www.guilderlandrec.com. Tawasentha Park’s pool house and concession stand will open on Saturday, June 15th, weather permitting, for the swimming season. The Guilderland Public Library and Altamont Free Library are stocking a “Little Free Library” inside the pool house where you can help yourself to a book, and drop off books for the enjoyment of others. Please remember that, except for the Town’s dog park at Nott Road Park, all dogs must be on a leash at all Town parks. The Town maintains pet waste disposal stations at convenient locations in Town parks. On Thursday, June 20st at 7:30pm at Tawasentha Park, the Guilderland Performing Arts Center opens its 40th season with a wide variety of musical ensembles. This season’s performers are Steal Your Peach, The Audiostars, Jazz Vibes, 7 Bridges-The Ultimate Eagles Experience, and the Guilderland Town Band for its 50th anniversary season. You can download the complete 2019 GPAC schedule on the Parks’ Department webpage. All concert events are free and held on Thursday nights at 7:30pm, with a concession stand and space for spreading out a blanket and chairs. Please remember that, despite our persistent rain, the Town’s lawn sprinkling regulations are now in effect. These regulations limit the operating of automatic lawn sprinklers to between 1:00am and 4:00am on odd or even day in common with the address of the property. Manual lawn sprinklers are limited to between 6:30am and 8:00am and 6:30pm and 8:00pm on the odd or even day shared with the odd or even address of the property. These measures allow the Water Department to keep adequate water pressure at fire hydrants and to provide residents and businesses with high quality water. If you have questions regarding the sprinkler regulations or need help with your automatic sprinkler settings, please call the Water Department at (518) 456-6474. I am pleased to announce that the Town just completed the conversion of indoor and outdoor lights at Town Hall to LED. The conversion was covered by a rebate from National Grid, with the remainder funded by a grant awarded to the Town as Climate Smart Community by the NYS Energy Research and Development Authority. Part of the NYSERDA grant will also be applied towards the Town’s planned acquisition of approximately 600 street lights from National Grid and their subsequent conversion to LED.

The Town’s EMS Department has Peter G. Barber - Town Supervisor gained invaluable experience with operating the new ambulance service. A large part of this success is the Highway Department’s indispensable help in keeping five ambulances in service and rotating into service to extend their usefulness. The accompanying photograph shows an ambulance with its cab and box lifted so that mechanics can access the engine to work on head gaskets, install head studs, replace the oil cooler and fuel screen, and reseal all fuel injectors. This breadth of maintenance work performed by the Highway Department saves tens of thousands of dollars in vehicle expenses and provides flexibility in scheduling work so that full ambulance coverage remains constant. I am very pleased to announce the Town’s receipt of a $628,000 grant to install additional sidewalks on Carman Road between Western Avenue and East Old State Road. This latest grant is part of the Town’s continuing effort to meet a core recommendation of the Carman Road/ Fort Hunter Transportation Plan for a continuous sidewalk on Carman Road from Western Avenue to the Rotterdam line. As noted in last month’s Supervisor’s Notes, the Town also obtained a $375,000 grant from Assemblyperson Fahy to extend DOT’s planned sidewalk work as part of the Lydius Street/Carman Road intersection work so that a new sidewalk reaches the Pine Bush Elementary School. If you have recently been at the Watervliet Reservoir, you may have noticed four odd looking devices with solar panels (see accompanying photo). These floating devices are known as “SolarBees®,” which operate 24 hours a day and use solar powered drive systems to pull water from desired depths for mixing. This movement of water discourages the growth of algae and other organics which negatively impact the Reservoir’s water quality, and should help reduce operating costs at the Town’s filtration plant to treat surface water. THE POWERS OF THE FAMILY COURT JUDGE by Leyla A. Kiosse

Guilderland, NY - We have written about the types of cases Family Court hears as well as the significant Orders it can issue. This article will discuss some of the powers vested in the Family Court (FC) Judge. Juvenile Delinquents/Persons in Need of Supervision- A juvenile delinquent is a person under 18 years of age1 who has committed a crime. A Person in Need of Supervision is a person under 18 whose behavior may be found to be out of control, such as a truant or run away. These are non-jury cases that are decided by the FC Judge. In addition, the FC judge is the same person who determines sentencing, which can include placement in a juvenile facility. Family Offense Proceedings- These are certain enumerated crimes [violations or misdemeanors] that can be determined in either the local criminal court or in Family Court. Family Court cannot sentence someone in these proceedings to jail as the criminal court can, but is empowered to issue Orders that can bar a person from her house, significant other, or children. Abuse and Neglect proceedings- These proceedings may overlap either the local criminal court or the felony [County] court. While Family Court cannot send someone to jail, it can remove children from parents, either temporarily or permanently. Spousal/ child Support and Paternity- While the decision on support or paternity is determined by a Support Magistrate (an appointed position with limited jurisdiction), the immediate appeal of the decision is made by the FC judge who can decide if the decision was correct; or that it was incorrect and either make changes or send it back for another trial.

Custody- These cases are the bulk of the work done in Family court. While many people walk into my office with preconceived notions (“the mother always gets the children” “everyone gets 50/50”), there are as many outcomes as there are families. In each case, the FC judge needs to decide what is in the best interests of the children for that family. In actuality, very few cases in Family Court actually go to trial. Based on the heavy caseloads of most Family Courts, the system would collapse if all (or most of) the cases did. Most cases are settled along with the way with the work of attorneys, mental health professionals, and case workers and others who provide support in the system. All of this is managed or navigated by the Family Court judge, which is probably the most time-consuming part of the job. Many of the legal problems that come to the Family Court are actually issues that you need to peel away the layers to find the actual problem that needs to be addressed. The FC Judge needs to “captain the ship” to steer everyone to a resolution that will help the individual or family, and hopefully provide them with tools so that they do not wind up in a revolving door of court proceedings.

PROTECT YOURSELF FROM TICK-BORNE ILLNESS By: Dr. Amanda Boccio

Guilderland, NY - It’s about time we get outside to work in the yard and garden; and if you’re like me, you’ve been itching to get out for a long hike. Every year we hear more about the prevalence of tick bites, Lyme disease, and other tickborne illnesses in our area, so it is imperative that we know how to protect ourselves as we venture outdoors. One of our staff members recently attended an informative seminar hosted by the Lyme Action Network, and we would like to share some valuable information presented by microbiology professor Holly Ahern, and Christina Fisk. So what is Lyme Disease? Lyme Disease is caused by the bacteria Borrelia burgdorferi, which is transmitted by a bite from an infected deer tick. Ticks can also pass along other pathogens including Anaplasma, Babesia, Bartonella, Ehrlichia and Powassan, which can result in co-infections. Lyme Disease is characterized by the presence of a “bulls-eye rash,” but the rash is NOT always present. Only 30% of patients with a confirmed Lyme diagnoses report seeing a rash. The symptoms of Lyme Disease are highly variable, and tend to mimic other illness, which is why misdiagnosis is very common. Lyme and its co-infections can attack any or all of the body’s systems including musculoskeletal, neurological, digestive and cardiac systems. Symptoms include (but are not limited to) fatigue, joint pain, muscle stiffness, headache, changes in vision or hearing, trouble sleeping, poor concentration and brain fog etc… If caught early and treated appropriately, Lyme is less likely to become a chronic illness. How can we prevent tick bites in the first place? While outdoors, wear long sleeved, light colored clothing, and tuck your pants into your socks. Treat your outdoor clothing with permethrin (a substance that is effective for killing ticks), and store the treated clothing in plastic bags in the garage to be used the next time you are outdoors. When using insect repellant with DEET, spray it on outdoors, and reapply as directed. Natural insect repellents like lemongrass and citrus oil need to be reapplied every 2-3 hours because they may not be as effective as those containing DEET. Once you and your family are indoors, throw the clothing you were wearing in the dryer for 15 minutes, and take a shower. Perform frequent “tick checks” on all adults and children; being mindful to check hard to see places like the scalp and back. Don’t forget to check your pets! A tick has attached itself to me/ my spouse/ my child. What do I do now? Since an infected tick can transmit disease fairly quickly, it is imperative to remove the tick from the skin as soon as possible. Grab the tick where it meets the skin using fine-tipped tweezers and pull straight up. Save the tick in a plastic zip-lock bag, and send it to the Laboratory of Medical Zoology at the University of Massachusetts (https://www.tickreport.com/). The lab will be able to tell you if the tick was a carrier of any pathogens. Knowing if you were exposed or not to disease causing agents will help you and your health care provider decide what to do next. 7 Pet Safety Tips for Fourth of July (Family Features) With crowds of unfamiliar people and loud, scary noises, the Fourth of July can make even the most laid-back, four-legged family members apprehensive and unpredictable. “Research shows that more pets are lost on the Fourth of July than any other day of the year and animal shelters are most crowded after the holiday, filled with lost dogs and cats,” said Aimee Gilbreath, executive director, Michelson Found Animals Foundation. “Taking steps to protect your pet can help ensure a safe and enjoyable holiday for the whole family.” These tips can help keep your pet comfortable and secure: 1.

Get identification tags. A collar and external ID tags are quick and easy ways to identify your pet if lost, and they make him or her instantly recognizable as someone’s pet. What information you provide on the tags may vary depending on your personal security concerns, but at the very least, include a phone number. If you’re concerned about noisy dangling tags, or the tags snagging and pulling loose, choose a flat style that affixes to the fabric of the collar.

Get your pet a microchip and register it. A registered microchip is one of the best ways to identify a lost pet who has slipped out of his or her collar. However, pet owners may falsely assume that just because their pet has a microchip, they’ve taken the necessary steps. It’s critical your pet’s microchip is registered with your current contact information, and Found Animals recommends updating your contact info anytime you move or change phone numbers. If you’ve adopted your pet from a rescue or other organization, it’s important to transfer the chip registration. Register your pet’s microchip for free at found.org.

Avoid the crowds. Avoid bringing your pooch to crowded events, parades and other gatherings with a lot of commotion or people. A combination of heat, loud noises, packed spaces and scorching blacktops can be stressful and harmful to your pet’s health. It’s especially wise to avoid bringing your pets to firework events, as they could panic and run.

Gear up with a leash and harness. Even leash-trained pets can get spooked by Fourth of July festivities. Secure pets with a well-fitting leash and collar or harness. Remember an anxious pet may slip out of a collar or repeatedly tug against a leash, so it may be necessary to take extra precautions.

Fit in a workout. Be sure to give your pets lots of exercise during the day so they’ll be a little worn out before the scary noises start at night. A long run or play session during the day may help with your pet’s overall stress and anxiety levels.

6.

Create a safe space inside and away from fireworks. Confining movement in dogs and cats actually has a calming effect on them. Provide your pet with a safe space, such as a cozy bed, room or crate. Also close windows and doors to minimize sound and escape routes. Another option is an anti-anxiety wrap or coat. In a pinch, if you’re away from home, you can even create one from a scarf.

7.

Try a calming aid. If you’re worried about a pet that stresses easily, talk to your vet in advance about CBD and anti-anxiety treats, chews, drops or other remedies that can help your pet relax. There are plenty of prescription and homeopathic solutions out there that can help your pet get the extra dose of relaxation he or she needs.

I like to call it a farmers open market, some call it an outdoor market, or just call it a place where the community can come together and support local, regional farmers, crafters, artists, locally made beverages and cooked foods. Tax Planning vs. Tax PreParaTion by

Guilderland, NY - Many people focus their attention on income tax preparation at the beginning of each year, prior to the annual April 15th income tax filing deadline. While filing income tax returns in a timely manner is certainly a prudent strategy, it is often too late to engage in any effective income tax planning, as the year for which you are filing your tax return has already passed! Income tax planning should be a year-round activity. Here are some items you may wish to consider for tax year 2019: •

Ensure that you are on pace to make your desired level of employer-sponsored retirement plan contributions (401k, 403b, etc.). For 2019, the maximum employee contribution amount to such plans is generally $19,000 per employee, plus an additional $6,000 for those who are age 50 or older. Additionally, many plans now offer the option to make contributions to a Roth account.

Verify whether you are eligible to make a tax-deductible contribution to a Traditional IRA or a contribution to a Roth IRA. You can contribute as much as $6,000 to such an account in 2019, plus an additional $1,000 if you are at least 50 years old as of 12/31/2019.

Taxpayers in the 12% or lower federal marginal income tax bracket (taxable income of $39,475 or less for a single filer, or $78,980 or less for joint filers) may wish to take advantage of the 0% federal long-term capital gains rate. For example, a married couple with taxable income of $50,000 could realize up to $28,980 of longterm capital gains with no federal capital gains tax bill! However, please be aware that realizing capital gains may impact the amount of your social security which is taxable, and may impact eligibility for certain income-tested programs.

On the other hand, capital loss harvesting can be an effective income tax reduction strategy. Taxpayers are allowed to claim up to $3,000 per year in capital losses, in addition to washing out any realized gains, as a direct reduction in adjusted gross income. For a taxpayer in the 22% marginal federal tax bracket, a realized capital loss of $3,000 can reduce her federal tax bill by as much as $660.

Consider “bunching” or “prepaying” future charitable donations through the use of a donor-advised fund. Such a fund potentially allows a taxpayer to take an immediate income tax deduction this year for planned giving which may not occur until many years down the road.

Please consult your tax preparer and/or financial advisor to determine if any of the above strategies are appropriate for your overall financial situation. With taxes, as in many other areas of life, a little bit of planning can go a long way. We encourage you to make tax planning a year-round activity, and not just the one hour per year you scramble to assemble your records for your tax preparer!

Guilderland Lettermen Foundation Announces 2019 Award Winners Seven multi-sport student athletes to be recognized at Aug. 2 golf tournament

(Guilderland, NY) – Seven members of the Guilderland High School class of 2019 have been named Guilderland Lettermen Foundation award winners. The Guilderland Lettermen Foundation, now in its 22nd year, annually recognizes multi-sport student athletes - evaluating applications based on academic, athletic and community service achievements. “Each year, we get so many impressive applications; 2019 is no different,” said Lettermen Foundation President Mark Williams, a 1982 Guilderland graduate. “Our Foundation board takes great pride in recognizing these exceptional representatives of our school and community. We thank all our sponsors and Lettermen Classic participants for helping us make this happen.” Award winners for 2019 include Isabella Bruno (soccer, indoor and outdoor track and field), Jamie Golderman (soccer, basketball, lacrosse), Caitlyn Miller (soccer, lacrosse), Nicholas Popolizio (football, lacrosse), and Shea Thomson (field hockey, cross-country skiing, gymnastics, lacrosse). The 2019 Hal McCarthy Award winner, which goes to the person whose application receives the most points during evaluation by the Lettermen Board of Directors, is Noah Tindale (cross country, track and field). The award is named in memory of the long-time Guilderland teacher, coach and superintendent. The 2019 Mark Burlingame Dutchmen Spirit award winner is Sidra Hasan (cross country, lacrosse). The prestigious Burlingame award, co-presented by C.M. Fox Real Estate, is named for former Lettermen board member and Guilderland High School three-sport star athlete Mark Burlingame. The award recognizes a student-athlete who has demonstrated the highest qualities of Dutchmen spirit and sportsmanship. Each awardee receives a certificate of recognition and a financial award to assist them with their college education. In 22 years, the Lettermen Foundation has awarded nearly $100,000 to deserving student athletes. Award winners were recognized at Guilderland’s annual athletic awards night and will be introduced again at the Lettermen Foundation’s annual golf outing, the Guilderland Classic, August 2, 2019 at Orchard Creek Golf Club in Altamont.
