notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - Your Town parks, golf course and recreational facilities are ready for your enjoyment. You can still register for the Town’s extensive summer recreational camp and programs at www.guilderlandrec.com or by calling the Parks’ Office at 456-3150. Tawasentha Park’s new pool house and concession stand (pictured on cover) will open on Saturday, June 17th for the swimming season. Over the winter, Park staff improved the Western Turnpike Golf Course which has opened for the season with discounted fees and monthly specials for Town residents. On Saturday, May 6th, over 80 Boy Scouts and adult leaders from Guilderland Boy Scout Troops 24, 50, 83, and 264 participated in the 11th consecutive Community Service Work Day at Tawasentha Park. Despite inclement weather much of the day, the Scouts worked on improving drainage at several wet spots in the Park’s trail network and performed required maintenance work on the trail along the Normanskill Creek. The Scouts also prepared the grounds at the Guilderland Performing Arts Center for its upcoming season, and constructed a raised planter area at the newly reconstructed Chalet Building. These volunteer services complement the work of the Parks Department to prepare park facilities for another season. Upon behalf of a grateful Town and its residents, I thank the Scouts, their leaders and parents for helping increase the enjoyment of Town parks. The Town is also preparing hiking trails and trailheads on the Town’s open space and will provide updates and maps as the trails are established and opened for use. These new trails join existing
Peter G. Barber - Town Supervisor extensive hiking and biking trails on Townowned lands that are managed by the Albany Pine Bush Preserve. There are more than 20 miles of marked trails including trailheads at the DiCaprio Park for a 2.9 mile trail to the trailhead at the Madison Avenue Pinelands and another at the end of Willow Street. These Town-based trails and trailheads are described in maps available at Town Hall and Parks’ Office or downloaded at www.AlbanyPineBush.org. While at your Town parks, please remember that, except for the Town dog park at Nott Road Park, all dogs must be on a leash and pet waste must be properly disposed of. The Town will soon place ten pet waste disposal stations in convenient locations in Town parks. The Albany County Soil and Water Conservation District is providing these stations at no cost to the Town. Starting at 8 am on Sunday, May 21st, Boy Scout Troop 24 and adult leaders, with help from the American Legion Riders, Post 977 and Town employees, placed nearly 550 American flags on the graves of Veterans at Prospect Hill Cemetery. The Scouts showed great care and reverence in performing this task.

On Thursday, June 22nd, the Guilderland Performing Arts Center at Tawasentha Park opens for its 38th season with eight musical ensembles, all on Thursday nights at 7:30 pm except the first event on Friday, June 16th at 6 pm by Nervosity, a battle of high school bands that is sponsored by Christ Church. All concerts are free with a concession stand and ample space for spreading out a blanket or chairs. In the event of inclement weather, the concerts may be moved to the Guilderland High School. You can download the season schedule from the Town’s website. On Tuesday, August 1st at 6 pm, Tawasentha Park is hosting National Night Out. This annual event is locally sponsored by the Guilderland Police Department’s Community Services Unit. National Night Out is a community event that enhances the relationship among residents, law enforcement, firefighters, and emergency medical services. First responders interact with families and children to discuss their important services and show their vehicles and equipment. The event includes fun-filled activities for children and an ice cream stand. On August 6th to 11th, the Capital Region is hosting, for the first time, the Maccabi Games, an Olympic-style global sporting event for Jewish teenagers. The event is the largest of its kind in the world, with thousands of out of town visitors, and supported by federal, state, and local governments. The games will open and close at the Times Union Center, with outdoor events at venues throughout the area including the use of High School facilities, golf at Western Turnpike Golf Course, and baseball at Dutchmen Field, the beautiful ballpark maintained and used by Guilderland
Babe Ruth at Keenholts Park in Guilderland Center. The Town is honored to be a co-sponsor of this historic event. The Town has received numerous compliments about Nixle®, a free service that allows residents to receive important information via text and/or email. The Town has recently used Nixle® to share information and updates about road work and closings, traffic alerts, police activity, press releases, and special events in the community, including some mentioned in these Notes. You can access this information while traveling and share sign-up information with families and friends living elsewhere. You can sign-up for Nixle® for free via a link on the Town website or at www.nixle.com. I end with acknowledging the professional recognition earned by Deputy Town Clerk Anna Russo. At its recent meeting, the New York State Town Clerks Association recognized Anna as a Registered Municipal Clerk, a title which is accorded to clerks who meet rigorous educational and professional requirements to better serve their community and boards. Upon behalf of the Town and its residents, I congratulate Anna for receiving this special achievement and for the outstanding services that she provides to Town residents. Thank you again for taking the time to read this note. Peter G. Barber Town Supervisor

BOND PERFORMANCE UPDATE BY
DANIEL BAUER
Guilderland, NY - In previous bond performance articles, we have discussed the two broad types of risk that impact the prices of bonds, interest rate risk and credit risk. We have consistently urged investors to “stay the course” with respect to their bond positions, assuming that bonds are a component of the target asset allocation within their Investment Policy Statement. Despite warnings throughout the past several years to avoid bonds due to the potential for rising interest rates, bonds mostly managed to hold their value during 2016. The Federal Reserve’s interest rate increase in late 2016 (to 0.75%, from 0.5%) had minimal impact on bond prices, indicating that the increase in rates was already priced into fixed income securities. Bond asset class total returns for 2016 were: Barclays US Aggregate Bond Index
+2.65%
Barclays US Corporate 1-5 Year Index
+2.87%
Barclays US Corporate 5-10 Year Index
+5.60%
Barclays US Treasury Inflation Protected Bond Index
+4.68%
S&P Municipal Bond New York Index
+0.56%
Bond yields have generally held level or even decreased so far during 2017 (again, despite warnings by analysts), as shown by the below yearto-date total returns through 05/30/2017: Barclays US Aggregate Bond Index
+2.27%
Barclays US Corporate 1-5 Year Index
+1.86%
Barclays US Corporate 5-10 Year Index
+3.66%
Barclays US Treasury Inflation Protected Bond Index
+1.69%
S&P Municipal Bond New York Index
+5.62%
Bonds provide investors with the important feature of relatively low volatility (compared to riskier assets such as stocks and commodities), combined with predictable income streams. If and when bonds suffer another negative period, we urge you to consider why you hold bonds, and caution you against abandoning ship when the tides look rough. Bonds have historically provided an excellent diversifier to equity positions.

The Maze of the New York Court System by Margaret C. Tabak
Supreme Court
Guilderland, NY - New York has an extremely complicated and convoluted court system. Until such time as there is a constitutional convention (and I’m not holding my breath for that) we will have to continue to navigate this complex maze.
Supreme Court is a court of general jurisdiction. This means you would be in Supreme Court if you were in a car accident, had a breach of contract case, etc. In a family situation, Supreme Court has exclusive jurisdiction over divorce, annulment and separation proceedings. Only in Supreme Court can a marriage be dissolved and property distributed.
In order to make things more understandable for families and couples in dispute, the following is a summary of the courts that would address your problems:
Family Court
There is concurrent (or dual) jurisdiction in Supreme and Family Court for custody, and child and spousal support. Supreme Court can also issue Orders of Protection, as can the criminal and family courts.
Family Court is a court of limited jurisdiction, which means it only handles certain types of cases. Family Court handles the following matters: • Juvenile Delinquency – This applies to a person between 7-16 who has committed an act that would constitute a crime if committed by an adult. • Child and Spousal Support – This applies to both intrastate and interstate (Uniform Interstate Family Support Act) support cases; • Paternity–Determining who is the father of a child; • Termination of Parental Rights; • Adoption; 1 • Guardianship and Custody; • Person in Need of Supervision – This applies to a person under 18 years of age who does not attend school, is incorrigible, ungovernable or habitually disobedient beyond the lawful control of a parent or who commits certain [minor] crimes; • Abuse and Neglect; 2 • Family Offenses; 3 and
HOW DO I KNOW WHICH COURT TO GO TO? If you are not married to the other person, then Family Court is your only choice. If you are married and wish to dissolve the marriage or distribute property, you will be in Supreme Court. However, there are times that someone, for various reasons does not wish to terminate the marriage but is looking for support or to deal with a family offense situation or custody, which can then be dealt with in Family Court. Confused? Join the club. There may be strategic reasons for putting a married person in a Family Court situation. While there has been a push to consolidate proceedings4 , it is possible to begin a support and custody proceeding in Family Court and then a divorce in Supreme Court and actually be in two courts at one time! Unfortunately, this is expensive, time consuming, and difficult for the Judges who may be lobbing overlapping issues back and forth to each other.
• Foster Care and related matters. 1
Surrogate’s Court also has jurisdiction Potentially can be in a criminal court also See above 4 For example, some counties have Integrated Domestic Violence Courts that would handle a divorce, family court, and criminal court proceeding at the same time. 2 3

OWNED & OPERATED
Make it Happen By Master Rice
Guilderland, NY -As we wind our way through the twists and turns of life that present us with negative situations that we avoid or change, we sometimes experience minor negative events that have to be dealt with. These types of events are not typically caused by anything more than bad luck or our own errors, such as car troubles or botching a repair. Bad things happen to all of us and we have to cope with the situation. As we reached downtown Syracuse to see my son Emre’s final senior project which entailed flying a homemade aircraft around the Carrier Dome, our family van suffered a catastrophic transmission failure. First feelings: worry and panic. Next realization: we have to make this all happen, and first we must get to the arena where Emre is already making the final adjustments to his plane. So while jogging to the arena, I prepare my mental list of actions and bounce them off family as they do the same. We knew we had to rent a car, we knew we had to get our van towed to a dealer and we knew we would have to be back here in Guilderland without our van. As we watched the flights we were able to calm down and really dig into what we thought was going to be a very expensive operation. After what must have felt like an eternity on the phone my wife got Nissan to send a free tow truck and agree to pay for a new transmission due to a warrantee extension. It took almost a month to get the car back during which time there were many problems to handle and friends to rely on, but in the end we have the van back, and in the end we made it all happen because there is always a way. It is a big year for us with two graduations and a wedding so we are hosting a few parties. There were a few rows of damaged siding that needed replacement and I had been putting it off mostly due to fear that it was too difficult. Now it had to happen. After researching online I found the education I needed and the vinyl siding in a local home improvement store. I bought it, returned home, unloaded, removed the old siding, laid one old piece on top of the new piece to cut a match and promptly realized that I had made the bad mistake of buying the wrong width. Rain was on the way so I had to make it happen, and the mental flow of solutions started rolling by first presenting the default, though less than awesome solution: put the old ones back up and hang a banner of sorts over them for the parties. After searching around a bit I found the right width siding and ordered it online to pick up in store, but it was in Herkimer. That’s okay, I said to myself, I have to make it happen. In Herkimer, oh no, it’s the wrong color. Did I seriously just make that mistake with my clouded mind, driving all the way here in the van that for goodness sake I hope doesn’t fail again, just to see the wrong color then literally run to the display to see they did not even have the right color? Have to make it happen. Widen the search circle online, double check the width and color, drive on to Rome. Rome is where I found success in the right size and color and a late victory lunch of a snack and water because that’s what was right there. It was a very tasty treat as the afternoon waned quickly. I missed a party but completed the install with the help of friends that wandered over because I wasn’t at the party, because I had to first make it happen. All my fault and error, but still had to happen.
Lessons: You can make it happen when you have to, things are better when friends help and as my neighbor used to say when I was growing up “measure twice, cut once.”

Q&A
OUR TOWNE GUILDERLAND
with Sal Merola
NuTek Print & Promo Products Q. Are you known for anything special? Sounds cliché but outstanding customer service.
Q. What year did your business start? A. 1996 Q. Where are you located? A. We work out of a home office in Guilderland
Q. Do you sponsor any local teams, if so which ones? A. We have donated to local sports teams over the years, but most of our support and charitable giving now goes to Camp Bravehearts. Camp Bravehearts help women dealing with cancer find courage, friendship, and support.
Q. What is your phone number and website address? A. 518-464-2608; info@nutekonline.com; www.nutekonline.com Q. What hours are you open? A. Phone: 8am-5pm, M-F. Online: anytime 24/7. Q. How and why did you get into the business? A. Owned a commercial printing company for 17 years 1979 – 1996. Found that customers were asking for a lot more than we could produce locally, so I decided to become a broker/distributor of print and promo products. We can now supply our customers with many of the products they need to operate and market their businesses. Q. Do you have many regular customers? Is there anything specific that they are always coming in for? A. We have many regular customers, some who have been with us since 1979. Almost every business today is using some type of a promotional product to keep their name in front of their customers. By handing out pens with your company’s name on them; wear T-shirts that advertise your services, or walk around with coffee mugs that have your logo on them, you are promoting your company.
Q. What do you love most about the business? A. Solving customer problems, finding the right promo for a customer’s event. Q. What do you think is your biggest challenge with the business? A. IT. Like most, we rely on computers, cell phone and fax to run the business. Systems are constantly changing, and it is sometimes a challenge to stay on top of everything. Because “Tek” is in our name we should be as innovative as possible. Q. What do you want the community to know about you? A. I really, really like living and working in Guilderland. I have a very supportive partner, my wife Patricia. I currently sit on the Guilderland Chamber of Commerce Board of Directors. I am amazed and impressed by the dedication of my fellow board members. They are always working to make Guilderland a better place to do business and reside.

THANK YOU GUILDERLAND FOR 5 GREAT YEARS
By: Dr. Kim Leis-Keeling
Guilderland, NY - Happy 5th Anniversary to the Sports & Spinal Wellness Center. I can’t believe how fast time goes by. It seems like just yesterday that we began this journey with the practice. So much has changed since then. With the growth of the practice, we have had to make physical changes to our space to accommodate our growing needs. Just as it takes a village to raise a child, it takes a community to help a business thrive and be successful. I want to dedicate this article to the many amazing people in this community who have giving so much of their support to our practice. Dr. Amanda Boccio: Thank you for your diligence and expertise with patient care. I know that I can trust your judgement in choosing the best treatment modalities to get our patients better quickly. You set the stage for quality patient care with your gentle approach and genuine concern for our patient’s health. You are an amazing colleague. Our patients are always commenting on how thorough you are and how you truly take your time to listen to their concerns. Thank for your excellence. Pam Formica and Patti Percoski: Thank you Pam and Patti for managing the day to day aspects of the practice. One of the greatest attributes of employees and co-workers is reliability and I can always count on the both of you to keep things running smoothly. I know some days can seem a little crazy with 2 doctors, 3 massage therapists and patients moving about the office. But the two of you always seem to have things under control. I can’t express enough how much the both of you mean to me. Thank you for your outstanding service and dedication. Sharon O’Meara, Eileen Hebert and Jenifer Besse, our amazing massage therapists: Thank you all for your professionalism and expertise in co-managing our patients. You each have a specialty within massage therapy to complement the treatment goals of our patients. It is very refreshing to know that I can always trust that you will provide compassionate quality care. It has been a blessing to work with you all and to be able to learn for you as well. Thank you to all our patients and the Guilderland Community for trusting us with their care and referring so many loved ones to our office. Thank you for welcoming the changes we have made to the practice and added services. Thank you for keeping an open mind to treatments that allow us to try new techniques like RockBlades,
RockTape, Cold Laser, Cupping, Myofascial techniques and rehab programs to help you get better faster. Words of Thanks to: our office handyman Dan Stewart. Thank you for always being willing to help us out in a pinch (especially changing out door knobs that seem to randomly lock us out of treatment rooms-haha). Thank you to Walter, from Techbridge for handling our IT services. Thank you to the Lowell, the publisher of Our Towne Guilderland for putting out this amazing magazine each month. Thank you to the Guilderland Chamber for always supporting local businesses! Thank you to my chiropractic colleagues Dr. Root, Dr. Barr and Dr. Pastor for always being willing to talk healthcare and chiropractic. Thank you to Chad Southwick at Crossfit Aevitas and James McDermott at Albany Crossfit for all our business talks and some good nerd-out sessions about biomechanics. Thank you to Cindy Wadach for randomly dropping off cookies at our office. Thank you to A Touch of Country Florist for always providing a fresh array of flowers for the office and thank you to my husband for ordering them. Thank you to Guilderland Printing and Nutek Printing for all your services. Thank you to NBT Bank for always being so friendly and helpful. Thank you to Jimmie John’s for your super-fast delivery – we can always count on you when lunch time is running short. Thank you to the morning crew at Starbuck’s for keeping the drive thru trip under 3 minutes most days. Finally, a huge THANK YOU to my husband, Mark and my amazing children, Tristan and Taylor. Thank you for supporting me and my practice. But most of all, thank you for understanding the big picture of sports chiropractic. When your body is in pain, you ask for my hands to take it away, not drugs! I love that! And thank you to my babysitters, Flo and Brianna for taking care of my children when I can’t be there. As always, feel free to call the Sports & Spinal Wellness Center for a free consultation at 518-869-3415. Please visit our website for more information at www.sportsandspinalwellness.com. We would be happy to be a part of your health care team!

Cavities Dentistry for Total Body Wellness - continued.... Guilderland, NY - Contrary to what we used to think not everyone with teeth will get cavities. Cavities are caused by a bacterial infection that can be stopped. No one should have new cavities each time that they have a dental visit. You get cavities because you have a certain type of bacteria. With medicine, these bacteria can be stabilized. As part of a thorough oral health evaluation, we routinely check for caries (cavities). Traditional dentistry has focused on repairing damage from cavities by placing a filling in a tooth. Our goal is to control the bacteria and stop the cycle of filling after filling. Treating bacteria will prevent additional damage. There are three things necessary for the caries bacteria to create holes in the teeth. 1. Cavity causing bacteria, which create disease by manufacturing acid from the food they eat. We can measure the acidity level of a liquid or substance using a pH scale. A pH of 7 is neutral and the ideal range for the mouth to be in. In order for the bacteria to successfully make a hole in the tooth the pH or acidity level of the mouth has to drop below 5.5. 2. Food supply for the bacteria such as acids from the foods we eat help make an ideal environment for the cavity causing bacteria to thrive. Once they gain a certain population number, any food we eat gives them the energy to continually drop the mouth pH level to below 5.5. This low pH environment can last from 30 minutes to several hours after the food is supplied to the bacteria or acid is ingested from our drinks and our food. 3. A tooth or a tooth surface to create a hole in. Our most natural protective factor is the buffering capacity of the saliva. Our body naturally attempts to bring pH to a neutral balance. Treatment for this disease can come from three distinct approaches: 1. Attack the bacteria (brush, floss, waterpik, mouth rinse, toothpaste) 2. Limit the food for the bacteria (diet) 3. Harden the vulnerable tooth surfaces (fluoride varnish) After evaluating a patient’s risk, we help you take the necessary steps to manage this disease by providing a personalized cavity management planner: 1. Eliminate or reduce the bacteria that cause cavities 2. Eliminate sugar and use a substitute bacteria can’t use 3. Use products that reduce mouth acidity and restore natural pH 4. Add foods to your diet that don’t allow bacteria to grow 5. Disrupt the bacteria and harden teeth with proper paste Most people don’t realize that Cavity bacteria are transmitted through families when saliva is transferred (ex: kissing, sharing drinks, sharing utensils). Regular examinations can identify disease early and help stop the spread of infection. We are now conducting saliva testing. A simple 15 second swab test can allow us to measure your oral bacteria and help determine your risk for tooth decay. We are committed to provide you with all the adjuncts and instructions to keep your mouth and body as healthy as it can be to keep you smiling! Until next month, keep smiling! LEGISLATOR FEENEY SECURES FUNDING FOR OUTDOOR FURNITURE AT GUILDERLAND PUBLIC LIBRARY
New Clients Welcome
Poiema Salon and Spa 2093 Western Avenue, Guilderland
Tel: 518-961-0485
Treat yourself to the styling and coloring that has made Bea Remillard so celebrated!
GUILDERLAND (June 1, 2017) – Patrons of the Guilderland Public Library can now sit and eat comfortably in the facility’s outdoor courtyard and garden area thanks to funding secured by Albany County Legislator Dennis Feeney. Feeney, a Democrat from Guilderland, requested - and received - a $3,000 community grant last year through the Albany County Legislature for the library to purchase an outdoor picnic table, benches and a hexagon-shaped seating area. The library installed the durable furniture in its rear courtyard, giving visitors additional places to eat, relax, do homework and enjoy occasional outdoor shows.
New Clients Welcome! HOMES • APARTMENTS • BUSINESSES
We all live differently. Let us tailor a cleaning schedule that fits your lifestyle!
“I was told it was something they needed,” said Feeney, a second-term legislator whose district includes the library, located on Western Avenue. “It’s a really nice public space.” The grant awarded to the library last year was among more than $100,000 the Albany County Legislature distributed to dozens of nonprofit organizations across the county. The new outdoor picnic table features an extended end so those in wheelchairs can sit and eat.
• Spotless home-cleaning by a lifetime Guilderland resident. I’ll make your home shine in less time!
• Weekly, Biweekly, Monthly, One time cleaning
The Legislature will award a new round of grants this month. Feeney applied for funding to make repairs to the interior of the John Schoolcraft House, built around 1835 on Western Avenue in Guilderland.
• Owner does all the work - I take pride in every job • Serving Altamont, Guilderland & Niskayuna
If you have questions about either grant, call Legislator Dennis Feeney at (518) 588-2227.
In addition to providing great cleaning service, I will do the extra things to help you have the extra time to do the things you enjoy!
If you have questions about the Guilderland Public Library, please call Mark Curiale at 518-456-2400 x 112.
