notes from the SUPERVISOR’S OFFICE

5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - With school ending soon, you can still register for the Town’s summer recreational camp and programs at www. guilderlandrec.com. Tawasentha Park’s pool house and concession stand will open on Saturday, June 16th, weather permitting, for the swimming season. The Guilderland Public Library and Altamont Free Library are again stocking a “Little Free Library” inside the pool house where you can help yourself to a book, and drop off books for the enjoyment of others. Please remember that, except for the Town dog park at Nott Road Park, all dogs must be on a leash and pet waste must be properly disposed of. The Town recently placed pet waste disposal stations at convenient locations in Town parks. On the weekend of May 5th, Boy Scouts and adult leaders from Boy Scout Troops 24, 50, 83, and 264 participated in the 12th Annual Community Service Work Day at Tawasentha Park. This year the Scouts installed a new Ga Ga ball play area, leveled top soil and seeded the grounds around the new bathroom at the Chalet Building, performed extensive trail maintenance, and installed trail markers. The Scouts’ services are instrumental in helping the Parks Department keep Tawasentha Park beautiful and ready for use. On Sunday, May 20th, Scouts and adult leaders, with help from the American Legion Riders, Post 977 and Town employees, placed over 500 American flags on the graves of Veterans at Prospect Hill Cemetery. Upon behalf of Town residents, I thank the Scouts, their leaders and parents for their public service. At Noon on Saturday, June 9th, the McKownville Fire Department is celebrating its 100th Anniversary with a parade on part of the UAlbany ring road, Western Avenue, Elmwood Street, and Fuller Road. After the parade, the festivities will continue with a picnic and play area for children near the Dutch Quad parking lot. Please try to arrive early, and review the informational flyer, with parking information and parade route map, which is available under the News tab on the Town website. On Thursday, June 21st at 7:30pm at Tawasentha Park, the Guilderland Performing Arts Center opens its 39th season with eight musical ensembles. This season’s concert performers are New York Players, Hey Jude-Authentic Beatles Tribute, Steal Your Peach, Hair of the Dog, The Kyle Bourgault Band, and the Guilderland Town Band. All events are on Thursday nights at 7:30 pm, free of charge, held rain or shine, with a concession stand and ample space for spreading out a blanket and chairs. You can download the 2018 season schedule on the Parks’ Department page on the Town website. Please remember that the Town’s lawn sprinkling regulations are now in effect. These measures allow the Water Department to maintain adequate water pressure at fire hydrants which is indispensable for our firefighters, and provide residents and businesses with high quality water. These goals are achieved by adhering to water regulations which limit automatic lawn sprinklers to between 1 am and 4 am on the odd 4

or even day in common with the address of the property. Manual lawn sprinklers are limited to between 6:30 am and 8:00 am and 6:30 pm and 8:00 pm on the odd or even day shared with the odd or even address of the property. If you have questions regarding the sprinkler regulations or need help with your automatic sprinkler settings, please call the Water Department at (518) 456-6474. I recently shadowed Gina Spadaro, Senior Telecommunicator, to get a glimpse of the vital role played by the Town’s telecommunicators in providing emergency services to Town residents. While seated in a darkened room at Town Hall, I watched highly trained telecommunicators answer all 911 calls via headsets while closely monitoring five computer screens depicting computer-aided phone communications with emergency personnel, the location and current status of emergency vehicles, and other necessary information. In response to a 911 call, the telecommunicators deploy personnel from the Town’s array of emergency agencies, including two police departments, seven fire departments, Town EMS, and three ambulance agencies. Until the event is fully addressed, the telecommunicator remains in contact with dispatched emergency personnel, enables communications among responding personnel, and, if needed, deploys additional first responders. The telecommunicators are also certified in Emergency Medical Dispatch which enables them to provide medical instruction to a caller during a medical emergency. The Town has 11 full-time certified 911 telecommunicators who dispatch emergency personnel in response to all 911 and other urgent calls. With a thorough knowledge of the Town and its emergency personnel, the telecommunicators provide an indispensable role in the timely, accurate, and efficient deployment of police, fire, emergency medical services, and ambulance services. I thank the Town telecommunicators for providing essential services to residents. Thank you again for taking the time to read this note. Peter G. Barber, Town Supervisor

Bond Performance UPdate by

Daniel bauer

Guilderland, NY - In previous bond performance articles, we have discussed the two broad types of risk that impact the prices of bonds, interest rate risk and credit risk. We have consistently urged investors to “stay the course” with respect to their bond positions, assuming that bonds are a component of the target asset allocation within their Investment Policy Statement. Despite warnings throughout the past several years to avoid bonds due to the potential for rising interest rates, bonds were once against a stable investment during 2017. The Federal Reserve raised the shortterm borrowing rate 3 times during 2017 in moves that had been largely telegraphed and therefore already factored into the prices of bonds. Bond asset class total returns for 2017 were: Barclays US Aggregate Bond Index

+3.54%

Barclays US Corporate 5-10 Year Index

+5.61%

Barclays US Corporate 1-5 Year Index

Barclays US Treasury Inflation Protected Bond Index S&P Municipal Bond New York Index

+2.56% +3.01% +4.85%

Bond yields have risen so far during 2018, resulting in generally negative performance, as shown by the below year-to-date total returns through 05/30/2018: Barclays US Aggregate Bond Index

-1.50%

Barclays US Corporate 5-10 Year Index

-2.61%

Barclays US Corporate 1-5 Year Index

Barclays US Treasury Inflation Protected Bond Index S&P Municipal Bond New York Index

-0.43% -0.42% -0.38%

Bonds provide investors with the important feature of relatively low volatility (compared to riskier assets such as stocks and commodities), combined with predictable income streams. During periods such as we’ve seen year-to-date where there are minor declines in bond prices, we urge you to consider why you hold bonds, and caution you against abandoning ship when the tides look rough. Bonds have historically provided an excellent diversifier to equity positions.

ON WISCONSIN! By:Dr. Kim Leis-Keeling

Last month USA Today reported the countries “Drunkest” Cities. Seven of the top ten cities were in my home state of Wisconsin, while New York only had one city in the top 20. Watertown was listed as number 16 on the list. As we are beginning the celebration of summer I’d like to remind everyone to drink responsibly and please designate a driver. Now, back to this list. Since most of you have never been to Wisconsin, I thought I’d enlighten you as to the culture of this beautiful place. I don’t think it is any secret of the stereotype that Wisconsin folks love their beer and cheese. Since I am from Wisconsin, I feel that I can spill the beans here. This is true. Wisconsinites love their beer so much that they not only do we drink the beer, we also try to eat it whenever possible. We cook brats in beer, corn on the cob in beer, beer battered fish, beer bread and classic beer cheddar soup. There are entire cookbooks written on how to use beer in recipes…much like cooking with fine wine. Wisconsin’s major league baseball team is the Milwaukee “Brewers” who play their games in Miller Stadium. You may recognize beers such as Miller Lite or Old Milwaukee beers. There is also a classic beer called Old Style which is brewed in LaCrosse, WI, also the home to the world’s largest six pack. One of my favorite summer beers is Leinenkugal’s Summer Shandy. We locals will refer to this beer as “Leines”. Another brand you may have heard of is New Glarus beers. Did you know that Wisconsinites typically have 2 refrigerators in their houses? Yes, one for food and one just for the beer. Let’s talk cheese. There is no comparison to Wisconsin cheese. My father used to take me to the cheese factory when I was little to get fresh cheese curds. They literally melt in your mouth when you bite into them. Whenever I go back to Wisconsin, I have visit a local creamery and bring cheese back with me to New York. A few years ago, I decided to really stock up so I bought 15 pounds of cheese and stuffed it into my suitcase. Needless to say, my husband was mortified. He was giving me a hard time about getting through security with all that cheese. I reassured him that we would be fine. Well, we sent our bags through the scanner, the security light goes off and the guys come running. “Whose bag is this?” My husband shoots me this look of death. The guard opens the suitcase full of cheese and begins to question me. I explain to him that it is cheese from Wisconsin…like he should be as excited as I am. He wasn’t! He said that since cheese looks like explosives, we now have to swab every side of every block of cheese! He was obviously annoyed and said, “Don’t they have cheese in New York?” Now I just have the cheese shipped out to my house. You have heard of this football team called the Green Bay Packers right? Well, everyone in Wisconsin loves the Packers and talks about them like they are their close relatives. Most people are still mourning the recent loss of our beloved Jordy Nelson to another team. The minute you cross the state line, it seems like everyone wears the green and gold Packer gear…hats, shirts, pants, jackets, etc. We are so proud of our Packers…even when they lose. The Packers are the only publicly owned NFL team. The citizens of Wisconsin literally have ownership in the Packers. There is a 40 year waiting list for season tickets. A friend of mine just got his season tickets that his parents signed him up for on the day he was born…43 years ago! A few other recognizable businesses that originated from Wisconsin are: Kohl’s department stores, Harley Davison Motorcycles, Jack Link’s Jerky, John Deer, Trek Bicycles, Matthew’s Bows (proud to say my nephew works for this company), McPherson Custom Guitars and Kohler bath products. Did you know that many of the countries cranberries are grown in Wisconsin? And if you frequent Trader Joes around the holidays, they carry this danish called the Pumpkin or Almond Kringle, these delicious goodies are from a company in Wisconsin called O&H Danish Bakery. Another brand you may have seen here in New York is a dairy brand called, Organic Valley. They produce organic milk products and they actually have a distribution center in my hometown of Cashton, WI. Whenever I see their products here, I always buy them because I know some of the farmers who produce for this company. I am a strong supporter of buying local, even if “local” is a thousand miles away. It makes me feel a little closer to home. Maybe you will recognize a few of these brands when considering your purchases. Just know that there is some hard working Wisconsinite making those products. A final reminder to have a safe and enjoyable summer but enjoy your beverages responsibly. As always, if you questions about this article or just want to talk beer, cheese or Packers, please feel free to contact me at the Sports & Spinal Wellness Center at 518-869-3415. Lessons From Cats By Master Rice

Guilderland, NY - I believe that all animals play a big role in society, and especially us human ones. Animals offer lessons and character enrichment for people of all ages. The therapy of watching any animal in nature or in domestic settings can be fulfilling. Today, however, I will focus specifically on cats. Cats have significance in Asian cultures. Their representations can be seen in art dating back millennia, as talismans, for example the Japanese figurine Maneki-neko (beckoning cat), and as movements or stances in the martial arts. Of course as a Master of Taekwondo, cats appeal to me because of the martial arts lessons they offer. There are two categories of lessons, as there are two sides of the yin yang, and two main foci at our school. The first category is the physical aspect of Taekwondo. A cat is simultaneously the fastest land animal and at times seemingly the laziest. The ability of a cat to be completely and utterly relaxed one moment and ready to battle of attack the next represents the pinnacle of desire for any martial artist. In class we practice sequences of relaxing and tensing. Mastering just this one aspect of martial arts is what makes technique excellent. Cats are masters of this, and if you have watched Bruce Lee at all, you now see how he was a cat. The second category is the character aspect of Taekwondo, something we spend a great deal of time on at GMA. Cats possess three great character qualities that we can all benefit from applying.

Relax. Cats really know how to relax; I mean completely and utterly relax. Take this lesson and watch a cat relax and take note of how while they relax they are not sleeping, they are looking, watching, observing. This relaxation comes with a sense of satisfaction in just being alive and looking around. We need to take a moment to do this as often as we can.

Play. Cats have an incredible sense of playfulness and excitement about things that are different, new or move. Yes this is instinct, but again it is a lesson for all of us to play more. See the game or the fun in the mundane tasks and take time from your seriousness and the problems you might face to laugh or play.

Observe. Cats love to watch. Anything. Everything. Sometimes I think us humans try to do too much, say too much, act too hasty. I know I do. We can use this lesson to spend more time listening, watching, waiting and planning. One of our parents of an after school student often reminds the student that they have two ears and one mouth, so they should use their ears twice as much. Cats definitely do this quite well, we should practice much more. The next time you see a cat, think of these things and try to learn their lessons. Cats simply love to lead by example.

The Airway Centric Solution - The Hidden Path to Wellness

Interested in Advertising in Our Towne?

This is part 3 of our five-part series

Guilderland, NY Our modern lifestyle has caused an epidemic of Airway-centered disorders that have had disastrous effects on our national health including increasing prevalence of childhood obesity and ADHD (attention deficit hyperactivity disorder) where children are medicated for emotions, concentration or behavior. The ability to breathe properly and deeply is vitally connected to deep and restorative sleep. Breathing properly during sleep is intimately tied to maintaining healthy brain chemistry in children (as well as adults). Airway Centric is a new approach to health based on prioritizing our ability to breathe well, especially during sleep. It is a system aimed at recognizing and correcting Airway Centered Disorders. The first step is observation because 27% of our children have some form of abnormal breathing and abnormal facial anatomy and this largely remains unrecognizable by both parents and healthcare providers. It starts with parents observing their children while they sleep from birth onwards, emphasizing prevention and treatment. This solution includes physicians and healthcare providers, therefore allowing dentists to become part of a collaboration team of caregivers. The goal with this approach is to show the big picture of health at all ages and stages of life, with open airways standing as the central basis of all health and well-being. Airway impairment needs to be recognized by all specialties examining the patient: the obstetrician will deliver a premature infant; the lactation counselor could observe poor breast feeding or a tight tongue attachment; the pediatrician checks for ear infections, allergies and developmental problems; the pediatric ENT might evaluate enlarged tonsils and adenoids or place tubes in ears; the pediatric dentist might note that a child has an openlipped posture and week muscles around the mouth, jaws and face; or a preschool teacher might see the sleepy yet hyperactive child. All of these conditions indicate potential presence or development of an airway-centered disorder.

5 Important Things to Know Before Tying the Knot by Leyla A. Kiosse, Esq.

Guilderland, NY - We often discuss issues that arise when there is marital discord. But, as summer is wedding season, it is important to think about the issues that should be considered before you get married? Marriage is a social and financial contract for which the law provides certain benefits and burdens. Before you make such a serious commitment to another person, you should (minimally) have the following 5 pieces of information about your future spouse. 1. Income – Do you know how much she makes? Once you are married, any money that is earned is presumed to be marital property. It is no longer “my paycheck” but “our paycheck.” If you are going to build a life together, then you will need to know how much money there is. 2. Taxes – Have you seen her income tax returns? Income tax returns reveal a lot of information, such as the existence of children, spousal support obligations, investments or retirement accounts, and if taxes are owed. Unpaid taxes can be a significant financial headache. 3. Debts – Before you exchange rings, you should exchange credit reports. If your future spouse has significant debts, are you prepared to help pay those debts off or suffer the consequences if the debts are not satisfied? 4. Support Obligations – Does she have any support obligations to children or a former spouse? If so, are those obligations paid timely? If there are support obligations, you must be comfortable with the fact that part of your marital resources may used to satisfy those obligations. 5. Future Support Obligations – What future obligations does she have to her children? Children become more expensive the older they get (e.g. extracurricular activities and college expenses). If your future spouse has an obligation to pay for her child’s college expenses, will there be enough marital resources for the two of you to have (and support) children of your own? While the importance of discussing these topics may seem like a no-brainer to many of you, you would be surprised at the number of couples who do not talk about these issues. I have represented many clients that do not know (and never knew) basic financial information about the other spouse. Those clients are often the recipient of an unhappy surprise, such as discovering that there is a lien on their marital home because the other spouse owed back taxes, or that the other spouse had so much debt that she liquidated retirement accounts to pay off the debts. I cannot think of a topic less romantic than taxes and debts. However, you must remember that if a marriage is “for better, for worse, for richer, for poorer,” it will be necessary to have open and honest conversations about finances. If your future spouse is reluctant or refuses to share any of this information with you, you should consider that to be a warning flag and you should re-evaluate whether you want to move forward with making a lifetime commitment to that person.
