notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - As I write this month’s notes, we are beginning to reemerge from seven weeks of hibernation with the phased reopening of the local economy. There is no dispute that this “new normal” will be based upon adherence to wellsettled health protocols including a ban on large gatherings, limits on space capacity, keeping a minimum six-foot physical separation, possible face coverings, and other health requirements. During this shutdown, Town staff has proposed creative initiatives to provide continued public participation in meetings and expanded access to public records. While this rollout has not been perfect, I commend Town staff for working under very difficult conditions to propose measures that far exceed State requirements during this pandemic. We will soon announce a Moving Forward Plan which sets forth the mandated steps for expanding services and allowing limited public access to Town buildings as of Monday, June 15th unless further delayed by an Executive Order issued by the Governor. The Plan, which will be monitored by the Department of Emergency Medical Services (EMS), will provide guidance for the safe delivery of services by Town employees to residents, businesses, and visitors including regular cleaning and disinfecting, restricting public access to Town buildings by invitation or appointment only, requiring the wearing of face masks or cloth coverings, installing sneeze guards and physical separation markers at pubic counters, allowing more flexible and staggered work schedules, designating rooms for meetings that are limited to 10 participants at pre-marked tables for later cleaning; maintaining contact tracing logs; and improving audio-visual capabilities for public participation. The Plan is neither a reopening nor a resumption of business plan because, since the start of the pandemic and issuance of Governor Cuomo’s State of Emergency dated March 7, 2020, most Town functions have been deemed “essential” and have been performed throughout the COVID-19 pandemic. The EMS Department has been a leading agency in the region’s fight against COVID-19, and has been assigned the responsibility for enforcing the Moving 4

Forward Plan. Its protocols for disinfecting personal protection equipment by using UV-C lights have been adopted State-wide by the NYS Department of Health (DOH). It has transported over 70 positive patients to hospitals in Town ambulances which were disinfected by ozone generators and the UV-C lights, and allowed for a rapid return of the ambulances to service. By strict adherence to health guidelines, the EMS staff has remained safe and has limited any exposure in its ranks. The Police Department has continued with full staffing to protect and serve the community. This effort has included the enforcement of health guidelines, including daily visits to local businesses to provide face masks, information about the importance of physical separation and facial coverings, and investigation of complaints.

Throughout the shutdown, the Highway Department, with a reduced staff, was still plowing snow, picking up leaf bags, removing winter debris, and cleaning out stormwater basins. It has returned to full staffing and is now paving and performing other road maintenance activities. The Transfer Station has remained open with regular hours and held a successful Household Hazardous Waste Day under COVID-19 guidelines. The Water & Wastewater Department has returned to full staffing, with scheduled inspections, infrastructure maintenance, and managing the water filtration and sanitary sewer plants. I am also pleased to announce that the pandemic did not stop the construction of a new water connection between the Towns of Guilderland and Rotterdam, and new pump station are now active, which allows the Town to draw more than 1 million gallons per day from Rotterdam. Because this water comes from wells, there is no need for expensive treatment at the Town’s filtration plant and the water can directly enter the Town’s water system. The new connection flows in both directions which, when there was only an emergency connection, allowed

This new connection helps reduce the need for expensive treatment of algae and organic material in surface water drawn from the Watervliet Reservoir. Parks & Recreation Department’s staff has maintained parks, open space, and trails during the pandemic. If this were a typical year, you would now be in possession, via school “back-pack mail” or picked-up at the library or other public places, of a copy of the Town’s Spring & Summer Programs 2020 brochure. You’d also be considering and reserving spots for your children in a widevariety of sporting and enrichment camps, day camps, and swim programs. Instead, thousands of brightly yellow colored brochures are sitting idle at the Parks & Recreation’s office. The fact that this is an Upside Down Year has not stopped the Parks & Recreation staff from creating a re-imagined summer recreational program that complies with COVID-19 guidelines. And just as with other important State decisions, there was no prior notice before the Governor announced that summer day camps could open on Monday, June 29th. As I was writing these notes, we had just received the Governor’s news and we are now awaiting the State’s final guidance. While we also eagerly await the County Department of Health’s (DOH) certification of the summer recreation program and Tawasentha Park pool, the staff has prepared a tentative list of camp activities and a schedule consistent with COVID-19 guidelines. On Monday, June 8th, registration will open online at http://www. guilderlandrec.com/ for the 2020 summer recreation program which will start on Monday, June 29th, with the bulk of the programs starting after the 4th of July. The Tawasentha HalfDay Camp will proceed with a reduced capacity and alternate activities. The camp is awaiting receipt of County DOH’s permit and additional guidelines. Enrichment and sports programs will be capped under COVID-19 gathering size limitations. These programs will have a waitlist for additional registrations. Families will be contacted if regulations change and they are able to be enrolled in the program. The modified summer program will be hosted only at Town buildings and parks, and will be drop off/pick up only, with no busing. We are targeting the opening of the Tawasentha Park pool for Monday, July 6th, subject to County DOH’s certification. The pool’s operations will be subject to health guidelines, physical separation requirements, and regular cleaning and disinfecting. Because of these restrictions, entry will be limited to Town residents. We expect to offer swim lessons, lap swimming, and open swimming. The Guilderland Performing Arts Center will open for the summer 2020 season with Overture on Thursday, July 9th at 7:30pm. The season’s first three events by Skeeter Creek, Guilderland Town Band, and Damn the Torpedoes will be rescheduled for later in the summer. GPAC performances will be subject to gathering size limitations and physical distancing directives. The spacious grounds should provide plenty of spacing, and provide for an enjoyable outdoor entertainment experience. The Senior Services Department is transporting seniors to medical appointments and grocery stores. Please call the Department at (518) 280-7607 for more information. The buses are now being operated from the EMS Department’s Station 1 to allow for daily deep-disinfecting with the new ozone generator. Other departments have provided essential services throughout the pandemic and are beginning to return to full staffing. Building and Fire inspectors have performed safety inspections and issued building permits for mostly homeowner improvements. The Assessor’s Office has satisfied all State-mandated tax assessment deadlines and will hold its grievance day on Thursday, June 18th. The Town Clerk has processed tax payments, death certificates, and other important documents for residents. The Comptroller’s Office has paid vendor invoices, submitted requests for State reimbursement, managed the Town’s finances, and made payroll. Thank you for your patience as we continue to safely navigate through this crisis. The above summary is a small part of what Town staff has been able to perform during this stressful and anxious time for all. I am very thankful for the hard work performed by Town employees, and we remain optimistic that we will soon to return to normalcy. Thank you again for taking the time to read these notes. Peter G. IMPROVE YOUR GOLF GAME THIS SUMMER

Guilderland, NY - They say a round of golf is the great equalizer. Golf requires a delicate balance of mobility, strength, precision, and the uncanny ability to control inevitable bouts of frustration. (If you are anything like me, it’s the one good shot that keeps me coming back!) Luckily, with practice, proper conditioning, and a healthy dose of patience, golf is one of the unique sports that can be enjoyed for a lifetime. Let’s discuss some strategies to get your swing on safely to prevent golf related injuries. Whether you are new to the game, or have been increasing your playtime during retirement, the repetitive nature of the golf swing can lead to overuse and injury to the lower back, elbows and wrists. More than half of golfers complain of lower back pains at some point during the season, and it is reported that injuries to the back make up about 80% of all golf related injuries. With every swing, a tremendous amount of compression force is exerted on the spine. If your body is not conditioned to withstand these forces, or if there is a lack of appropriate flexibility or stability, injury may eventually leave you waiting in the clubhouse or offering your services as a caddy. A normal golf swing takes all of the joints involved; spine, neck, both hips, shoulders, wrists and elbows, through their maximum range of motion. More often than not, injury to the lumbar spine (lower back) is caused

by lack of adequate range of motion in the hips and thoracic spine (upper back). In an ideal world, we have good mobility through our thoracic spine, stability in our core and lumbar spine, and mobility in our hip joints. However, the majority of us lack proper core and lumbar stability, and are stiff and limited in our range of motion in the upper back and hips: mainly due to sitting and poor posture. When we lack adequate range of motion in these key areas, the lumbar spine has to move more to compensate, resulting in lower back pain. If you lack the ability to stabilize the core and lumbar spine, you will shortchange your ability to generate force to crush that long drive. Try these exercises at home to address common biomechanical faults in golfers: Thoracic Extention/Rotation Mobility: Kneel on all fours, place your right hand behind your head and point the right elbow out to the side. Engage your core and rotate your right shoulder towards your left elbow/arm. Then reverse the movement by rotating your right shoulder and bent elbow away from your left arm as you attempt to point your right elbow towards the ceiling. Follow your elbow with your eyes to obtain neck and upper back rotation. That is one repetition. Do 20 repetitions on both right and left sides.

Bird Dog for Core Stability: On all fours, maintain a neutral spine and engage the core. Slide your right hand out in front of you on the floor as far as you can reach while maintaining neutral spine, while you simultaneously slide your left foot on the floor behind you. Raise right arm and left leg until you form a straight line from hand to foot, keeping spine neutral and hips squared to the ground. Hold for a second, and repeat with left arm and right leg. Work up to 20 repetitions, 10 reps per side. Glute Bridge for Glute Strength and Hip Opening: Lay on your back with knees bent, and feet flat on the floor. Maintain neutral spine, engage core, squeeze glutes and raise your hips and back off the floor without hyperextending your back. Keep your head and shoulders relaxed, and in contact with the ground. Work up to holding this position for 2 minutes. Let us help you identify weakness or lack of mobility that may be negatively affecting your golf game, and tailor an individualized golf conditioning program for you! Paves the way for education in an unfamiliar space

In a marketplace where everything CBD, from bath bombs to gummy bears, is available online with cannabidiol (CBD), what is a customer to do? Mike Burnett of Your CBD Store tackles some of the questions about CBD

Question 1: Does CBD come from the marijuana plant and will it make me high? You can get CBD from the marijuana plant, but it’s going to be low in concentration. The highest concentration of CBD and the other Cannabinoids comes from the industrial hemp. The marijuana plant is high in Tetrahydrocannabinol, or THC, and very low in CBD. CBD is not mind altering. You cannot get addicted to it. CBD interacts with the body very differently from THC. It does not produce a “high.” We do not carry THC in any of our SunFloral/SunMed organic hemp products which include topical creams, capsules, edibles, skin care and other beauty, family, and pet products.

Question 2: Is all CBD the same?

The fact is the industrial hemp is the correct plant from which to extract CBD. Where in the plant that its extracted and the process used affects the quality. Extracting it from the flower provides the highest concentration of CBD. Many companies extract it from the seed or the stem, which is an easier and cheaper process. We regulate everything from the soil to the oil. Our product comes from a Colorado farm certified by the state’s Department of Agriculture.

The process we use is called critical CO2 extraction, which extracts the healthiest portion of the plant matter out without taking chemical solvents in. We also use third-party testing. Many companies do not show that transparency with third-party testing. When we have tested other company’s product’s we found trace amounts of chemical solvents in the plant matter. We have one of the safest, cleanest products out on the market. In a recent University of Connecticut study of 100 CBD products pulled off shelves at health food stores, gas stations, and vape shops, less than 67% tested properly. “Our approach is simple at Your CBD Store,” said Burnett. Education is first and foremost. When our customers have been educated on CBD properly, they will then feel comfortable enough to shop. “It goes without saying that not all CBD products are the same,” Burnett said. Consumers deserve to get exactly what they paid for, and we want to teach our customers what to look for so that they can feel confident and get consistent results when they find their way with CBD. Double lab testing, proper extraction in an FDA registered lab, hemp sourced from the USDA regulated farm, and even passing the grueling test of the first USDA organic and Kosher Certified products on the market, are just some of the ways we have stayed true to our customers. Although the industry has not called us to stand up to such rigorous standards, we feel it’s a necessary standard and future benchmark that all CBD companies should have to stand up to. - The retail financial services industry offers

products and services through two very broad arms – broker-dealers and registered investment advisors. It is important for consumers of financial services to understand how their advisor is being compensated. The Broker-Dealer world consists of well-known firms such as Merrill Lynch, Morgan Stanley, and Wells Fargo, along with many independent firms such as LPL Financial, Commonwealth Financial, and VOYA Financial Advisors. Broker-dealers are regulated by both the Securities and Exchange Commission (SEC) and the Financial Industry Regulatory Authority (FINRA) and their revenue is generally a result of commissions generated by securities transactions. A securities transaction may be the purchase or sale of a stock, bond, mutual fund, real estate investment trust, variable annuity, variable life insurance, etc. An advisor with such a firm is considered a ‘registered representative’ of the firm, and his/her income is generally based on transactions processed on behalf of clients. Commissions are typically built into the price that a consumer pays for a securities product, which means that the consumer is not making a direct payment to the broker-dealer firm. The Registered Investment Advisor (RIA) world is regulated by the SEC and/or the states in which it serves clients. Generally speaking, an RIA firm provides financial advice and guidance to clients in exchange for fees paid directly by the client. Types of advice offered by an RIA firm vary, but typically include cash flow analysis, retirement income planning, income tax analysis, portfolio management, estate distribution planning, etc. RIA firms are generally viewed as having fewer conflicts of interest with their customers due to the nontransactional nature of the relationship. The financial services industry has seen a large shift during the past 20 years away from the broker-dealer channel and towards the RIA channel. According to Cerulli Associates in its December 2013 edition of “The Cerulli Edge: US Asset Management Edition”, the

RIA channel grew at an average annual rate of 8% from 2004 to 2012, while broker-dealer channels actually saw an overall decline in business during this same period. We attribute this trend to the notion that RIA firms owe their clients a fiduciary duty, which is a much stronger duty of care than the suitability standard required by broker-dealer firms. In other words, an RIA firm is required to sit on the same side of the table as its client, while a broker-dealer firm is not. GRADUATION AT THE DRIVE-IN

Guilderland, NY - Congratulations to the Class of 2020! Like many families, I did not anticipate that senior year at Guilderland High School was going to end like this. My student counted 14 events that she will have missed! I am not alone in trying to have my student enjoy the momentous occasion of graduation during a pandemic. I love the signs that have popped up all over town recognizing students on their high school, college, and advanced degree graduations. Like many other high schools, Guilderland is also considering a drive-in movie theater graduation. I think this is an incredible idea and will bring the community together more than each family sitting at the kitchen table watching a virtual gradation. One of the problems of the drive-in theaternot enough spaces for each student to have more than one "family" vehicle. While on the surface this does not seem like a problem, for many students with blended families and separated parents, this can cause issues.

Questions and calls that I am expecting:1 1. Custody Order: Q: According to our Order it is my day (or not my day). Does that mean I am the only parent who attends (or does not attend) graduation? A: If your student is over 18, Custody Orders are no longer applicable (although you do have a legal obligation to support a child until he is 21). If your student is under 18, what is in her best interest? If you are the only parent who attends graduation, in the scheme of your child's entire life, it may be a very shallow victory, and come back to haunt you. Should your child's special day, clouded enough already, include being a pawn in his parents' battle? 2. Q: There is not enough room in the car for parents, stepparents, and various other relatives. A: After the parents, and perhaps siblings, ask your child. If she does not want to shoulder that burden, flip a coin. It is as good as any court can do for you.

3. Q: My child's live-away college has gone online for next year and he will be living at home. What does that mean for support? Will I be paid the same amount as college for room and board? A. This is unchartered territory, but akin to a child attending a community college. If your child is over 18, he is not bound by any Custody Order. The parent he primarily lives with will be entitled to child support. However, you will not be able to "charge" the same rate as his college2.

To the graduates: This is a rough time for your families- emotionally, financially, and perhaps health wise. Be kind as you forge ahead, keep socially distanced, and make Guilderland proud!

We’re busier than ever, operating remotely and continuing to actively investigate many details in order to formulate the best course of action for our phased reopening, in conjunction with the other 28 Upper Hudson libraries and the constantly-changing federal, state, CDC, and county health directives. There is a long and growing laundry list of considerations, as you can imagine.

Annual Vote By the time you read this, our budget and board candidate vote, conducted solely by mail-in ballot per Executive Order and administered through Guilderland Central School District, will most likely be concluded. Responses are due back by Tuesday, June 9. In case you are reading this prior to June 9, details on the process may be found here: www.guilderlandschools.org. Our proposed budget, which once again falls under the tax cap limit, was drafted before the coronavirus shutdown. It incorporates an operational framework of just over four million dollars for next year. We also have five candidates—three incumbents and two first-time candidates—vying for three Board of Trustees positions. We thank them all for their willingness to serve and their interest in the library. The Library has already undergone an extensive deep cleaning and disinfecting process, and we are committed to maintaining this stringent level of safety for everyone who enters our building—first our staff in staggered shifts, then eventually, our patrons. The phased, gradual reopening of UHLS libraries we speak of should not be confused with the phases for reopening business set forth by our governor; they are distinctly different. Digital Offerings In a typical month, 40,000-50,000 physical items are checked out, including our Library of Things offerings. Since the pandemic precipitated our building closure March 13, we’ve circulated 13,000 digital items, which is at least five times more electronic materials than in the same period last year. People are learning new ways to access books and movies, with audiobooks leading the way. Even before the pandemic, electronic materials usage was surging and physical materials usage was stable. COVID-19 effectively accelerated that trend.

We are currently gearing up to begin offering contactless curbside service starting in midJune. This will involve a staggered staff of two teams of employees working specific shifts. We will quarantine all returned materials for 72 hours in outdoor sheds, then sanitize their exteriors before putting them back into circulation. To check out materials, patrons will call to schedule an appointment to pick up their requested items. Our top priority is maintaining the safety of our staff and patrons at all times. We have approximately 14,000 active library card holders. Since the Town of Guilderland, with a population of 36,000, accounts for the bulk of our territory, this means about 40 percent of the population uses the library regularly, and many more on a sporadic basis. During the shutdown, we’ve issued 619 new library cards through our website. Yes, you can get a library card online!

Throughout the shutdown, we have been challenged to not only manage, but innovate. I am immensely proud and impressed with our staff of library professionals who have transformed many excellent programs and services to an online platform, as well as

creating brand-new options. Our popular Cookbook Club, storytimes, trivia nights and book discussions are just a few of the many options that transitioned from an inperson program at the library to a virtual event. It helps that several of our librarians are experienced teachers. Education and innovation is second nature to them, and I am continually amazed by what they produce. Our summer reading program was always a big annual draw, attracting hundreds of participants - of all ages, not just kids and teens - to sign up. This year, none of those spectacular events can happen, but we are still encouraging everyone to “Imagine Your Story” and sign up on our website. Everyone who logs their reading on Beanstack is eligible to win prizes, and it’s another way to stay connected with your friends at GPL. Looking Ahead When can the library once again offer public events? We do not foresee offering in-person events again for several months, though we will certainly keep you posted as we edge closer to that eventuality. We are progressing on time and on budget with our library renewal project passed by voters last May, meeting with the architects virtually this spring. We’re anticipating going to bid in October as originally projected. The first step of this project will be an addition on the east end of the building housing children’s services. The library is expected to remain open through most of the renovations, with brief closures for restroom renovation and the addition of a café. The timeline for completion remains summer 2022; but with so many variables involved in a project of this scope, not to mention a potentially long-term coronavirus climate, that could certainly change. Once thing that never changes: our commitment to serving each one of you to the very best of our ability. We appreciate your patience as we navigate through uncharted territory, operating with utmost safety above all else.
