Guilderland, NY -With the days getting longer and spring just weeks away, the time has come to consider registering for the Town’s Summer Day Camp and Activity Camp programs. In early March, the Parks and Recreation Department will deliver via “backpack mail” and at Town Hall and other public places the 2016 Summer Recreation brochure with details about sporting activities, swimming and swim lessons, day camps, hobbies, fitness options, day trips, and cultural, historical and special events. You can register for the program at www.guilderlandrec.com or at the Parks and Recreation Department’s office at 181 Route 146 (across from Tawasentha Park). The Town Board will soon award contracts for the construction of the new Tawasentha Park pool house with an anticipated June opening. The new pool house will have more lockers, private showers, snack bar, and cabana. While at Tawasentha Park, we encourage you to use its swimming pool, tennis courts, basketball and volleyball courts, baseball fields, playgrounds, and picnicking facilities and pavilions. Tawasentha Park also has an extensive hiking system which extends over the Normans Kill Creek to the Winter Recreation Area. You can download a map of hiking trails at Parks and Recreation Department’s webpage on the Town’s website (www.townofguilderland.org). We encourage our residents to pick up a free vehicle sticker by bringing your vehicle registration to the Parks & Recreation’s office, Town Hall or the Transfer Station. In the not too distant future, the Town-owned Western Turnpike Golf Course will open for the season with twenty-seven holes of championship-level golf, practice facilities, restaurant and banquet services, and an outdoor picnic pavilion. With winter ending soon, I would like to acknowledge the efforts of our Highway Department’s employees in continuing to handle whatever weather has or may come. And while there has been media coverage of unfortunate infrastructure issues with

Barber - Town Supervisor water systems in other municipalities, our Water and Wastewater Management Department’s employees maintain and operate a superior water filtration and delivery system. With this month’s and in future notes, I would like to draw your attention to happenings in Town that may go unnoticed. Several months ago, Neil Spawn, a Department of Senior Services’ driver and dispatcher, became aware that the school district was disposing of a half-sized bus. Neil had the idea to bid for the bus with the goal of repurposing it as a Senior Services’ van. After conferring with the Highway Department, the Town successfully placed a winning bid of $800. During a recent meeting with Highway Department’s employees and touring of its facilities, I saw the former bus in the paint shop ready to receive the green-colored decals off the Department of Seniorr Services that were also printed by the Highwayy Department’s sign shop. Over the prior weeks, the very talented Highwayy Department employees had rebuilt the engine, did all required body work and mechanical work, and readied the bus for use by our senior citizens. With a total materials investment of less than $5,000, the Town now has in service a gorgeous bus that would have cost the Town more than $70,000 to acquire. In the coming months, I plan to highlight other stories that show how our Town’s employees are coming up with innovative ideas to provide services to our residents and save taxpayer dollars.

The Guilderland community has generously donated more than 800 books to support Project: Cameron's Story, a notfor-profit organization that collects new children's books for families of babies in the neonatal intensive care unit (NICU) at more than a dozen hospitals in the Capital Region and throughout the state. A total of 820 books were collected at four schools throughout the school district. These were included among the 14,842 books collected in the region which will be distributed to the hospitals to help parents bond with their premature infants through childrenâ&#x20AC;&#x2122;s literature and storytelling. Farnsworth Middle School - 353 books; Pine Bush Elementary School â&#x20AC;&#x201C; 165 books; Altamont Elementary School â&#x20AC;&#x201C; 168 books; and Guilderland Elementary School â&#x20AC;&#x201C; 134 books. Hospitals receiving the books include Albany Medical Center, St. Peter's Hospital, Crouse Hospital, Stony Brook University Hospital, Golisano Children's Hospital, UHS Wilson Medical Center, and Glens Falls Special Care Unit.

ARE YOU MY MOTHER?

Guilderland NY - Families come in many shapes and sizes today, and the law has not kept up with medicine or social values that have created them. You may be raising the child of your spouse or partner, caring for the child, supporting the child, having the child call you “Mom” or “Dad.” But what happens if the relationship between the adults sours? What are the rights of the “non”-parent? While several states do allow for custodial rights by a non-parent, there is no legislation in New York which provides for that. However, there is some current (and potentially future) case law which may help you in this situation. In order for a non-parent to obtain custody from a parent1 one has to prove extraordinary circumstances, such as abandonment, surrender, or neglect. But what if the “parent” is a perfectly good one? The leading case on this issue2 is now over 20 years old. In that case, there was a biological and non-biological mother and the court held that there was a “bright line rule” that would not allow the non-biological mother to obtain custody, absent extraordinary circumstances. That case was somewhat modified3 when a biological mother gave birth one month after her [Vermont] civil union to the nonbiological mother. The biological mother had been impregnated by an anonymous donor, so there was not a father in issue. As the civil union conferred rights on the non-biological mother, the court allowed her to proceed with her custody case. A case has been recently decided4 which is now moving to the Court of Appeals, the highest court in New York State. In that case, there is a biological and non-biological mother and the non-biological mother was not allowed to proceed with her custody case. The appeal is being moved forward by the Attorney for the Child, with the slant that custody is not the right of a “parent”, but the right of the child, who wants to see his “Mother”. If the non-biological mother is entitled to pursue her case, it can open the door to many situations like this. However, if the Court does not find in her favor, the restrictions in place from prior cases will still be the “law of the land” in New York and cut off the rights of non-parents. What can you do if you are in this place? If the situation does not involve a second parent, take all steps to adopt the child. An adoptive parent has rights equal to a biological one. If your spouse or partner does not agree to an adoption, that may be a red flag in the relationship. If there is a second parent, can their rights be terminated to allow you to adopt? If the second parent is an involved one, you may have no recourse if your relationship ends, unless the courts or state legislature dramatically expands the rights of “non” parents. 1

From the Director... Guilderland, NY – This month I would like to highlight a few events GPL is hosting that deal with compelling health issues. Perhaps the most important is drug abuse and addiction. GPL is teaming up with the Guilderland Police Department and participating in the nationwide “Drug Take-Back Day” on Saturday, April 30, from 10 am to 2 pm. This is an opportunity for everyone to drop off expired, unwanted, or unused over-the-counter medications, prescription medications, and controlled substances for destruction. Just bring the items to the Library, and drop them in the receptacle. No questions asked. This day was instituted by the U.S. Drug Enforcement Administration as a way to remove potentially dangerous substances from people’s homes, and combat the abuse of prescription drugs. Education is key to preventing drug abuse, and we are addressing that with “Talking to Teens/Young Adults about Drug Abuse: Prescriptions, Heroin & Alcohol,” on two Thursday evenings, May 12 and 19, at 6 pm. The NYS Office of Alcoholism and Substance Abuse Services and Project Safe Point presents this class, which teaches young people about drug abuse, how to spot the warning signs of addiction, and how to prevent an overdose. This program is extremely beneficial considering the alarming increase in the use of opioids. Please register for this program by calling 456-2400 x 2. Where prescription medications are certainly beneficial, there are other options for addressing health issues. A special three-part series – The Practice of Homeopathy – will be held on March 24, April 28, and May 26 – all Thursdays at 7 pm. SPRING HOME MAINTENANCE Guilderland, NY - Like many of us, homes need a tuneup after the long winter months. Everything from the roof to the sump pump needs a once-over after the season has taken its toll. To help you cover all the bases, we’ve come up with a handy spring-maintenance checklist. Consult it every year and your home will thank you.
Inspect Your Roof Shingles that curl (turn up) and claw (turn down) can make your roof inefficient and susceptible to leaks. Call a minimum of three roofers before committing to one for repairs. You’ll educate yourself in the process and end up with a better deal.
Inspect Brickwork and Stucco Get a Chimney Checkup Spalling is a chipping or popping away of a brick’s face, leaving the brick’s interior susceptible to moisture and crumbling. Look for this and any deteriorated mortar that typically occurs on older homes. Is your brick plagued with efflorescence, those unsightly white deposits caused by soluble salts left behind during water evaporation? The Brick Industry Association recommends dry brushing in warm, dry weather to remove it. If you discover water penetration in brick, consider sealing the brick with an appropriate sealant. Replace Rotted Siding or Trim, and Repaint as Necessary
Have a professional chimney sweep clean and inspect your active or decorative chimney. Professionals should also check the chimney flue and cap for cracks or leaking. Don’t Overlook Your Attic Check your attic for proper ventilation and birds’ nests. Look for obstructions over vents, damaged soffit panels, roof flashing leaks and wet spots on insulation. Keeping a good airflow will save you when it comes to cooling costs. When you’re rooting around, wear long sleeves and gloves to protect yourself from insulation. Check Your Heat/Air Unit; Change Batteries in Detectors
Repainting siding or trim is often more than a oneweekend project. For color consistency, you just can’t just touch it up—you need to paint a whole section.
Change filters and clean the air purifier as needed.
Clean Gutters and Downspouts
Have your ducts professionally cleaned. It’ll make your indoor air quality healthier and your furnace more efficient.
Make sure gutters and downspouts direct water away from the house. If you live in a place where there’s a lot of freezing and thawing, gutters will expand and contract, so make sure they’re flush to the roof, with no sags or dips. Get a professional cleaning if you live in a two-story house. Do-it-yourselfers will be safer cleaning a ranch home. Consider installing gutter guards. 20

Give Concrete a Little TLC Seal and inspect asphalt or concrete driveways. Most of us put off sealing driveways until the fall, but the spring is an ideal time to do it. The sealer you use, the driveway material and climate will affect how often you need to seal your driveway. Power-wash concrete patios, and inspect decks for rotting wood and secure railings. Seal both if necessary.
Weatherproof Windows and Doors Remove interior storm windows (old homes only) and replace screens on clean windows and doors. If you donâ&#x20AC;&#x2122;t have air conditioning, you want to make sure you have good airflow throughout the home. You can also save on utility bills by adding blinds to windows that face south and west. Open windows when the sun sets and closing them at sunrise.
Have a professional service your pool. Examine putty and caulk lines around exterior windows and doors, and ensure that weather stripping creates a good seal. Donâ&#x20AC;&#x2122;t Forget the Sump Pump Make sure the sump pump is operating correctly, and install a battery backup pump. The backup, another pump that floats above the original pump, will kick on when the electricity goes out. If your sump pump fails, an alarm goes off, letting you know the backup is working. A few hundred dollars will save you thousands in water damage.

Guilderland, NY - It was cold this week, very cold. We may not always think of it, but there are people in our community with no home of their own. The martial arts students of Capital Northeast Martial Arts and Rotterdam Martial Arts are helping to make a difference. On Saturday, February 20, 2016, students competed in an interschool martial arts tournament and donated all net proceeds to Interfaith Partnership for the Homeless (IPH). In addition to student competitions in patterns and board breaking, Master Esposito did a live fundraiser with spectators making pledges for number of boards broken. He broke 50 boards in 1 minute to raise an additional $500 for IPH. The tournament took place on Saturday, February 20, 2016 at Capital Northeast Martial Arts in Guilderland hosted by Master Bob Esposito. IPH provides emergency shelter to those in need as well as community programs for those who are homeless or nearly homeless. Martial arts students are working to “Stomp Out Homelessness” with IPH. WILL YOUR MUTUAL FUND OUTPERFORM? BY DOUGLAS BAUER
Guilderland, NY - Investors are faced with a choice between
more than 8,500 distinct mutual funds (excluding multiple share classes of the same fund), according to data from Morningstar. How can mutual fund investors be expected to choose wisely from such a large investment universe? As it turns out, the first step may well be to filter out all activelymanaged mutual funds. Standard & Poor’s, a leading financial market benchmarking firm, prepares a semi-annual analysis called the S&P Indices Versus Active Funds Scorecard, or SPIVA Scorecard. The Scorecard seeks to compare the performance of various mutual funds to relevant benchmarks tracked by S&P. The Scorecard is particularly useful for the following reasons: 1. S&P considers all funds available at the beginning of a sample period, and not just those funds which survived through until today, thereby eliminating survivorship bias. 2. The Scorecard compares each mutual fund to a relevant benchmark, as opposed to comparing all funds to a single benchmark such as the S&P 500. 3. S&P provides analysis on an asset-weighted basis, which reflects the fact that an investor is more likely to have access to, say, the Fidelity Contrafund ($102 billion in assets) than the Ranger Small Cap Fund ($23 million in assets). For the period ending 12/31/2014, the SPIVA Scorecard showed that on a 5-year trailing basis, between 78% and 91% of
US equity mutual funds were outperformed by a relevant S&P index. This means that even in the best-performing category of US equity mutual funds (those in the Mid-Cap Value space), only 22% of funds outperformed their benchmark. This lends strong evidence to the wisdom of utilizing index funds (rather than actively-managed funds) to assemble a portfolio. We find two common objections to the advice to avoid activelymanaged funds – the first is to only use actively-managed funds in the “less-efficient” asset classes, such as small-company stocks or emerging markets stocks. However, the SPIVA Scorecard confirms that active-manager underperformance is as robust in these asset classes as it is in more common asset classes such as large-cap US stocks. The second objection we hear is that investors should limit their choice of activelymanaged funds to those with good track records. Bradford Cornell’s 2008 paper ‘Luck, Skill and Investment Performance’ concluded that “the analysis…provides further support for the view that annual rankings of fund performance provide almost no information regarding management skill”. In other words, buying yesterday’s winner is not a sound strategy in achieving future outperformance. We urge investors to carefully consider that costs (mutual fund fees, sales charges, advisor fees, etc.) and risk (asset allocation) are the two portfolio characteristics that are within your control, and to devote the bulk of your effort to focusing on this factors. Choosing the best mutual fund manager will likely prove to be an exercise in futility.

An Ounce of Prevention… An Ounce of Prevention is Worth a Pound of Cure. ~ Benjamin Franklin Guilderland, NY – Every year I get several dozen calls about a leaky roof, sagging floor in a bathroom, paint that is bubbling or chipping, or signs of pests. The customer usually does a great job explaining the problem and wants us to come and take a look. My first thought is: where is the water coming from? Whether it’s from Mother Nature or the home’s water supply we always have to look for the source. Once I meet with the customer to look over the problem, I then start to look for the source. If there is a roof leak I like to look on the roof, in the attic and in the basement. If the drywall in a living area is stained or discolored I like to look above and below the leak area and on any outside walls. In most cases, the source is pretty easy to find. And once the source has been located then we need to fix that problem first before we move to the cosmetic or structural work the water damaged caused. If or when this type of situation happens to you as a homeowner, I always recommend calling us at the first sign of water or change in the appearance of wall, ceiling or floor surface. Letting leaks and water damage continue over time is just asking for problems. Not only do we continue to see the observable damage, but prolonged neglect or lack of attention to water damage will eventually damage the very bones of your home (structural framing and foundation). I have seen small leaks around toilets that have been neglected for years end up being a complete floor and wall redo. I have also seen roof leaks turn into complete redo of the shingles and the structural framing. What you see on the surface of a water leak, whether it’s ceiling drywall or floor tile may look innocent, but underneath all the necessary components of the floor or ceiling are being damaged. One of the hardest parts of my job is showing a customer the amount and scope of damage that a small roof leak or leaky shower faucet has caused. We will do what we have to in order to fix the leak and all the damaged items, but a lot of the time early maintenance would have prevented the situation in the first place—including the additional cost. All homes, new and old require maintenance. I have read numerous articles over the years about what a homeowner can expect in terms of yearly maintenance on a home. Some of the articles talk about the need to spend 1% to 2% of the homes value on routine maintenance. This number maybe true, but I know for my home some years I only spend $500.00 and others I spend $5000.00. For me, the key is not how much you may or may not have to spend, but to just pay attention to your house. In my mind, maintenance is all about prevention. Walk around your house several times during each season (inside and out) and look for changes in paint color/staining, areas where water could enter the home, missing/cracked shingles, squeaky floors, loose floor or wall tile, wet areas in cabinets or in the basement, pests, etc. If something doesn’t look right, have it checked out. Prevention now will save you time and money in the long run.

TRASH TALK by Vince Coppola So I have to admit I am really ge ng used to perpetual early spring weather instead of winter. I took advantage of some of the warmer winter days to get a lot of badly need organizing done in my warehouses. The Scrapster crew and I spent the past 2 months going through hundreds of boxes, totes, bags and garbage cans full of various items from a lot of different cleanouts and pickups and it sounds way easier than it was. Some days I feel like I walked 10 miles pu ng like things together, depending on what building or area they belonged in. Scrap metal over here, motors in this pile, glasses and kitchen items on these shelves, furniture in that building. Moving, constantly moving. It was brutal, but in the end we are finally fairly organized, which was the whole point! Finally March is here and IT’S TIME FOR YOU TO GET READY FOR SPRING CLEAN UP! Yeah, I know, you need a Spring break first, but like I always say: “If it’s not broke, or even if it is broken… call Scrapster today!” Ideas for making your FUN = CLEAN UP process easier: 1.
Separate unwanted items into 4 groups: household garbage; useful items to donate like clothing; recyclables (scrap metal, electronics, glass, plas c, paper); and junk (broken stuff, old furniture, wood, etc.).

Start with one room like the kitchen which will go fast and provide instant sa sfac on.

Make some easy decisions-If you’re not using something, then just get rid of it. Don’t plan for years down the road when you “might” need it-trust me, when you finally get around to using (fill in the blank) it will be inevitable it was broken the whole me or you are missing half the pieces.

Let go of sen mentality. S ll have that box of wedding favors you’ve been collec ng for 25 years? Maybe the Smithsonian would be interested in your Na onal Geographic collec on? Probably not.
