Libraries Humanize the Information Age by Luanne Nicholson,Public Information Specialist
- “Why do we need libraries when we have the internet?” “We have Google; why do we need you?” These questions are sometimes posed to us, and they deserve a thoughtful response. Regardless of the storied (pun intended) history of libraries - evidence of the first public library dates back about 2,619 years ago to Athens, Greece, and the first libraries ever go back even further to more than 5,000 years ago in Mesopotamia – are libraries still relevant in the Information Age? The answer is a resounding YES. In fact, libraries may be more needed than ever, for that very reason. We are barraged with an overload of information on a daily basis, and we can all benefit from a trusted, objective resource to help us wade through the daily data and make sense of it. But it’s more than that. Public libraries are free, welcoming community hubs where people of all ages, abilities, ethnicities, orientations, religions, cultures and socioeconomic backgrounds can convene on level ground. Equal access and opportunity to imagine, discover and connect is open to all. Our monthly calendar is jam-packed with entertaining and enriching options. Individuals and groups routinely gather here for a variety of reasons. Not to mention the outreach provided to those who are cannot physically get here. And for who hail from another land and are striving to navigate a daunting new culture, the library provides a nurturing environment and often, the first sense of community they experience in their new home. Case in point: the Beginning English for Speakers of Other Languages class that meets here each Monday and Wednesday evenings at 6:00 p.m. The following is from someone who has taught this class at Guilderland Public Library: I enjoy languages. Growing up in Guilderland in the 1950s and 60s we started French or Spanish in third grade and continued through high school. Then, in the Air Force I attended the Defense Language Institute to study Russian. In the spring of 2017, New York Literacy held volunteer training here at Guilderland Public Library. I completed the training thinking I would become a tutor for an individual student. However, a group of seven Turkish residents signed up for ESL, and the literacy coordinator in Albany asked if I would teach them as a group with assistance from a translator. I agreed, with a bit of trepidation and excitement. Our class met twice a week in the library. One common goal for most of the students was to be able to communicate better with their children’s teachers and their neighbors. One student had been bringing her three year old to weekly story time at the library. The mother learned a substantial amount of English by attending story time, and she would assist if our regular translator was absent.
These students were dedicated and determined, rarely missing a class. Even during Ramadan when some of them fasted from food and drink all day, they still came to class. They commented about how nice our library is – much more welcoming and friendly than what they experienced in Turkey. One week, the lesson was about asking for directions. The following Monday, two students enthusiastically reported that when someone asked them where the restroom was at Crossgates, they were able to reply in English! One student obtained a job in a hotel. Other students continued their ESL classes in Albany or at BOCES. All of the students tested higher in English proficiency at the end of the program. This year, we have students from China, Sudan, Belarus, Ukraine and Iran. We use the library’s globe and maps to pinpoint their homeland. I want the students to be proud of both their native and adopted countries, and also to see the world as one big neighborhood. The students enjoy talking about their countries, their families and customs. Though customs may vary, feelings about family and homeland, favorite foods, and holidays are universal. Regardless of culture, people at the human level are really very similar. We all smile and laugh in the same language. English can be puzzling and complicated, but my students try very hard to learn. It is rewarding to me to try to help them bring more English into their life. I also enjoy explaining American customs and the history of Guilderland and New York State, sometimes with humor. We look at pictures of kids playing soccer and football. I shrug as I say that even though the entire world calls it football, we call it soccer. I create lessons in Microsoft Word and import photos into my documents. I do all my lesson plans on the library computers and copiers. I also use magazines from the library exchange to clip photos. Through my students, I have discovered the wonderful Turkish novelist Orhan Pamuk. Reading his novels has broadened my knowledge of Turkish history and culture. I even purchased four of his novels at our library book sale! Teaching in this program makes me feel like a citizen of the world in my own little corner of it. At the end of each class, we applaud ourselves and each other. We pack up our books, say friendly goodbyes and bow to each other. I wish the whole world could do that. Libraries, it can be argued, are as boundless as the internet… but they can also set the stage for personal victories. Sure, the WiFi provided between our walls can bring you the world - but meaningful experiences like these and so many others that happen here give the world context. Libraries provide what the internet cannot: face-to-face human connections that cross-culturally enhance our existence. While libraries are free, that in itself…is priceless.

New York State Thruway Authority will provide a public informational
seminar on its plans to temporarily close and replace the Old State Road Bridge over the Thruway. If you operate one of the estimated

A. I received my Real Estate license in 1989. Over my 30 year career I have worked with a few different companies, ranging from a two person company to now the leader in home and commercial sales.
A. I have an extensive background in construction which, combined with of years of experience in the real estate market, allows me to give my clients better insight when they’re making decisions to buy or sell. During my 30 year career in real estate, I have spent 15 years in property management and construction; overseeing everything from new constructions to basic remodels. I am able to use this background to help my clients make informed decisions.
Q. Where are you located? A. My office with Howard Hanna is located at 1818 Western Ave, but I travel around the capital district and neighboring communities daily based on where my clients need me.

Q. What hours are you open? A. My hours are dictated by my clients and their needs. You can usually catch me starting my day at Reddy’s Deli by 7am before heading into the office or off to an appointment. On the weekends you will find me hosting open houses or taking buyers to showings.
Q. How and why did you get into the business? A. In 1988, my wife and I decided to sell our house and build a new home for our growing family. In the process the listing broker for the construction company we were using asked if I would like to join the firm as an agent. Here we are 30 years later, I can’t imagine doing anything else.
Q. Do you have many regular customers? Is there anything specific that they are always coming in for? A. I have been honored to have built a large referral base. Buying or selling a home can be a very overwhelming process, and people need someone in their corner to help make the process as stressfree as possible. I think that my experience and dedication is what keeps my clients coming back and referring me to others. 8

Q. Do you sponsor any local teams, if so which ones? A. I sponsor The Expos, a Capital District Men’s Baseball League team. After both my kids were in college, I served as the President of Guilderland Babe Ruth. Being the President when I didn’t have a child in the league gave me a different perspective which allowed me to make decisions to benefit the entire league in the long term. It was an incredible experience, and I am quite proud of everything Guilderland Babe Ruth has accomplished.
Q. What do you love most about the business? A. I truly enjoying working with people each day and building new relationships. When you build up trust with a client and treat them right, they will be your client forever. I am always humbled by the amount of referrals I get each year from past clients, it’s a great feeling knowing that they enjoyed the experience enough to refer me to their friends and family.
Q. What do you want the community to know about you? A. I really love what I do. Whether it is helping someone find their first home or a growing family to upsize, I get to know their needs and we go from there. Many Real Estate Agents are part time, I am full time because I feel it takes someone working full time to give people the attention and experience they deserve.

Guilderland, NY - I often receive inquiries from prospective clients who have been told to "go to Family Court and work out custody and support and then get your divorce,"1 or if a couple is not married they are advised to "just go to Family Court." When I speak with people like this, they envision the Court system to be something like going through the drive through. First you stop at one window and order, you pull up, receive your resolution, and then drive away. If it was only that simple! Family Court is a court of law and like any other legal proceeding you could be involved in (i.e, criminal, personal injury), there are rules and procedures that apply. To begin with, a Petition is filed which lets the Court know what you are seeking. It is provided to the other side so that she has the right to defend herself. There will be an initial appearance where the parties inform the Court as to their position. Depending on the type of case (for example custody or support), there may be an exchange of information that occurs. In a support case, that would be an exchange of financial information, in a custody case it could be documents, videos, e-mails, texts, etc., The Court can also require a family to meet with a forensic psychologist for that professional's opinion. Eventually, a matter is settled or there is a trial. Under the Court timeframe, a trial should begin within six months of the initial appearance. Depending on the case, a trial can take many days, and they generally do not occur in a row. Once all the proof has been put in, the judge is supposed to render a decision in sixty days. If you have been doing the math, it is possible for a Family Court case to take a year or more to bring to a final resolution. Now, that is usually not the case and the vast majority of cases are settled within a more reasonable timeframe. However, unless two people agree on everything, it will not be one stop shopping. There are ways to make even the most contentious case proceed more quickly: 1. Respond to requests for information promptly. The longer you delay, the longer the entire process takes. 2. Are there things you can agree upon? Even if it is as simple as dates (marriage, birth, separation), that makes a trial move along more quickly. 3. If you are going to be divorced, handle the custody and support as part of your divorce case. 4. Be realistic. If you have been advised that the result you want to reach is most likely not attainable, assess how you should proceed. In America, we are entitled to due process (notice and a right to be heard). But due process, like any process, is not achieved between the ordering and pick up windows. 1
Divorces are dealt with in State Supreme Court, not Family Court.

A. There have been countless studies that have shown the benefits to learning a musical instrument but there is one that is specific to the
type of program we teach. The Music Making and Wellness Project headed by Dr. Fredrick Tims of the Michigan State Music Therapy
department assembled a multi-disciplinary team of researchers from various universities throughout the United States and Sweden. The
study was projected over a five-year span. Phase I was a preliminary trial that took place from January 1996 to September 1997 at Music
Centers in Clearwater, Florida. In this phase, 80 subjects were divided into two groups: the experimental group took weekly organ/keyboard lessons of varying levels, whereas the control group did not. All
participants were asked to complete written wellness inventory tests to assess general physical health and self-perception of their mental
states. The data were collected over 50 weeks: blood tests were taken and participants completed written survey tests every 10 weeks.

TOWN OF GUILDERLAND ASSESSOR ANNOUNCES RELEASE OF 2019 TENTATIVE ASSESSMENTS Guilderland, NY - Karen Van Wagenen, Town Assessor, announces the release of preliminary assessments for real property in the Town of Guilderland as part of the 2019 revaluation. The Town’s total preliminary taxable assessment is $4,469,525,885, an increase of $1,338,690,989, or approximately 42% from the final 2018 assessment roll. Each of the Town’s more than 12,000 property owners have received, or will receive shortly, the Assessor’s preliminary assessment, called the “impact notice,” for the 2019 revaluation. With the impact notice, most single family residential property owners would have included the summary of the five sales of comparable properties which were used by the Assessor to determine a property’s assessed value. The 2019 revaluation seeks to bring all property’s assessment values to a 100% equalization rate, provide for accurate property values, and restore fair and equitable tax burdens. Absent a new revaluation, the NYS Office of Real Property Tax Services would likely have set the Town’s 2019 equalization rate at below 70%. That rate would cause inequities by shifting the tax burden from commercial to residential properties, and imposing a greater burden upon Town residents for County and taxes imposed by taxing jurisdictions that extend beyond the Town. To restore the Town’s equalization rate to 100%, the 2019 revaluation resulted in a majority of assessment increases in the range of 35% to 50%, with commercial properties at the higher range because they were undervalued as compared to residential properties. According to the Town consultant, properties with assessment increases within that range will likely see relatively smaller changes in their taxable liabilities this year. Those properties with assessment increases less than that range will likely see tax decreases and those properties with assessment increases greater than that range will likely see tax increases. There are many factors beyond the Town’s control which could impact your tax liability, including budgets adopted by taxing jurisdictions, including the County, school and fire districts. Any changes in equalization rates in neighboring municipalities, and other factors could impact a property’s taxable liability. A wide-range of exemptions could impact each property’s taxable value. As a result, the exact change in a property’s taxes cannot be calculated. That said, the impact notices include a summary sheet by which each property owner can estimate the taxes imposed by various taxing jurisdictions based on 2018 budgets and tax rates adjusted to account for the new assessments. The impact notices also provides instructions on how a property owner may formally contest an assessment. The Assessor and Town consultant will also provide informal hearings in March. Town Supervisor Peter G. Barber noted that: “I greatly appreciate the efforts of Karen and her staff, and the Town’s retained consultant Industrial & Utility Valuation Consultants, Inc., in conducting the most open, transparent, and fair reassessment possible. Karen’s efforts to share as much information as possible with the impact notices, hold informational seminars, and provide informal hearings enable residents to better understand the process and have the opportunity to raise any concerns.”
