Summer camp and recreational programs are open for registration at www.guilderlandrec.com or the Parks’ Office on Route 146 across from Tawasentha Park. While only required for schools, the Town voluntarily tested all drinking water sources and confirmed that they passed water quality standards for lead.

On Saturday, April 28th, more than 400 persons attended the inaugural Hometown Heroes Banner Event at Tawasentha Park. The event included the unveiling of banners Peter G. Will Your Mutual Fund outperForM? Daniel bauer

Guilderland, NY - Investors are faced with a choice between more than 8,000 distinct mutual funds (excluding multiple share classes of the same fund), according to data from Morningstar. How can mutual fund investors be expected to choose wisely from such a large investment universe? As it turns out, the first step may well be to filter out all actively-managed mutual funds. Standard & Poor’s, a leading financial market benchmarking firm, prepares a semi-annual analysis called the S&P Indices Versus Active Funds Scorecard, or SPIVA Scorecard. The Scorecard seeks to compare the performance of various mutual funds to relevant benchmarks tracked by S&P. The Scorecard is particularly useful for the following reasons:

mutual funds were outperformed by a relevant S&P index. This means that even in the best-performing category of US equity mutual funds (those in the Real Estate space), only 26% of funds outperformed their benchmark. This lends strong evidence to the wisdom of utilizing index funds (rather than actively-managed funds) to assemble a portfolio. We find two common objections to the advice to avoid activelymanaged funds – the first is to only use actively-managed funds in the “less-efficient” asset classes, such as small-company stocks or emerging markets stocks. However, the SPIVA Scorecard

S&P considers all funds available at the beginning of a sample period, and not just those funds which survived through until today, thereby eliminating survivorship bias.

The Scorecard compares each mutual fund to a relevant benchmark, as opposed to comparing all funds to a single benchmark such as the S&P 500.

S&P provides analysis on an asset-weighted basis, which reflects the fact that an investor is more likely to have access to, say, the American Funds Washington Mutual Fund ($90 billion in assets) than the Ranger Small Cap Fund ($23 million in assets).

For the period ending 12/31/2017, the SPIVA Scorecard showed that on a 5-year trailing basis, between 74% and 96% of US equity

confirms that active-manager underperformance is as robust in these asset classes as it is in more common asset classes such as large-cap US stocks. The second objection we hear is that investors should limit their choice of actively-managed funds to those with good track records. Fortunately, SPIVA’s methodology addresses this point in its Persistence Scorecard, which shows that “only 4.03% of largecap funds, 5.88% of mid-cap funds, and 5.75% of small-cap funds maintained top-half performance over five consecutive 12-month periods. Random expectations would suggest a repeat rate of 6.25%.” We urge investors to carefully consider that costs (mutual fund fees, sales charges, advisor fees, etc.) and risk (asset allocation) are the two portfolio characteristics that are within your control, and to devote the bulk of your effort to focusing on this factors. Choosing the best mutual fund manager will likely prove to be an exercise in futility.

Guilderland, NY - If you are trying to adopt a healthier lifestyle, grocery shopping can be a very daunting task. So many options… So many temptations… How can you resist the urge to buy impulsively when the most direct route to grab a gallon of milk is through the center aisles of sweet and salty snacks? Personally, the candy and chocolate lure me in at the checkout counter. Implementing shopping and meal planning strategies, learning how to navigate the grocery store, and taking the time to stock your fridge and pantry will help you stick to your goal to maintain a healthy diet. Between work, school, taking children to extra-curricular activities, we all live very busy lives. On the weekends or your days off, set aside some time to plan your meals for the week. It helps to know what produce is in season, so you can plan your meal around what is freshest, and likely on sale that week. Fruits and veggies that are in season will taste better because they have not been shipped in from across the country. Make a menu, and plan your grocery list. List in hand; it’s time to shop. Supermarkets typically have a similar layout. As soon as you enter, you see the produce section and fresh flowers; these items are enticing to customers and draw them in. The fresh foods (meat, fish, dairy and produce) are always on the perimeter of the store. Try to do the majority of your shopping in these sections. Limit the amount of items in your cart from the center aisles. Ask the butcher or fishmonger about what is on sale, and what is local and fresh. Fresh fish that has been frozen is also a good choice because you know it will be fresh once you defrost it. Also, remember to check expiration dates on dairy products: the oldest products get pushed to the front of the display. The center aisles are inundated with packaged products. Follow these rules when shopping the center aisles: •

Avoid products with ingredients that you can’t pronounce or are not familiar with

Avoid products that have more than five ingredients listed

Be cautious of products with health claims, or words like “fortified” on the label. If the packaging has to convince you the product is healthy… likely it is not the best choice.

Check the fiber content of foods: aim for at least 5 grams

Stock up on necessities like olive oil, almonds, nuts, canned/dried beans, brown rice, quinoa, and low sodium chicken, beef or vegetable stock when on sale

Buy spices in bulk

Taking the time to plan your meals around what is fresh, local, and in season, sticking to your grocery list, being a savvy shopper, and prepping your food when you have extra time will help you and your family eat healthier without breaking the bank. When couples are breaking up it is common for one or both to catch a case of cutting-off-yournose-to spite-your-face-itis. This disease causes singlemindedness- to hurt the other person . Often this comes with a side effect of not taking into consideration the consequences of one’s actions on yourself and your children. Here are some symptoms that you have caught this illness: •

Letting the House go to pot– The marital residence is often the most significant asset that a couple owns. Failing to take care of the property can lead to a decrease in the value. While this may provide your spouse with less money from a sale to a third party or a buy out from you, you are also ensuring that your share of the property is worth less.

Let me give you a war story: H & W buy a house for One Million Dollars(!). It is a large house , located in an exclusive neighborhood. After a few years, H moves out. H has both the skill and the means to keep up the house but decides it is better to squeeze W out and let the house go. After all, he figures, it can be fixed in the future. During the divorce, the house’s value depreciates to $850,000. W lives in the house for a few years but H does not make any necessary repairs so W becomes frustrated and moves out. H thinks he has won because he can now sell the house! However, due to the condition of the house it goes on the market for 30% less than the purchase price. One offer comes in for 40% less, but the potential buyer withdraws the offer when all of the issues come to light. For a fraction of the $400,000 (plus) loss, the house could have been cared for. How did H “punish” W whose share was bought out years before? •

Getting your spouse fired– Incessant calling; false accusations; spreading rumors, etc. can cause someone to lose her job. Spousal maintenance and child support are calculated based on income. A decrease or complete loss of income will lead to lower payments of spousal maintenance and child support .

Spending spree – You know things aren’t going well in your relationship, so you decide to fill up your soon to be emptied closet. You might get stuck with these bills and ultimately have less money.

When distributing assets, a court can take into account the wasteful dissipation 1 of assets by a spouse so that there is recourse, but why spend a lot of money defending yourself when you could have just been smart upfront? When we go back over 12,000 years our ancestors lived in nature hunting and gathering their food. As humanity developed agriculture, humans began to eat a “softer” diet. Researchers such as Boyd and Lieberman have been studying prehistoric and modern skulls. They noticed the soft diet eliminated the natural chewing, and this began to change the shapes of our faces: narrowing our jaws and creating restrictions in our airways.

Smaller jaws leave less room for teeth, causing crowding. They also leave less room for the tongue, forcing it to move backwards, especially during sleep, where it tends to block the airway. With smaller faces and narrower jaws have also come smaller nasal openings in the back of the mouth. In the last 200 years since the beginning of the Industrial Revolution and particularly in the last 35 years our faces generally have flattened and narrowed even more making nasal breathing difficult and causing airwaycentered disorders. While genetics can play a role, many epigenetic factors have contributed to this narrowing of our airways. Breastfeeding of infants was one factor in normal facial development because of the newborn’s sucking action during breast feeding which develops muscles critical to proper Airway development. Another factor was that since the 1980s on, the demand for fast foods rapidly expanded. With changes in our diets and a lack of chewing (raw vegetables, for instance), the natural mechanisms for creating healthy jaws and Airways have been inhibited. On top of that, yet another factor, we have added thousands of industrial chemicals into our environment in the last five decades.

Martial Arts as an Inspiration, Dedication, Way of Life By Zeynep Rice

Guilderland, NY - One of the first things I found out about my husband Rob aka Master Rice when I first met him in 1988 at Grad School, was his love for Martial Arts, particularly Taekwondo. At that time I was not involved in this sport at all, however I always had love for sports, especially skiing, soccer, basketball, riding my bike, and swimming. I remember attending one of his belt tests, thinking barefoot exercising being quite odd :) and at the same time, I could see the fire of dedication in everyone’s eyes! I had a pretty good understanding and routine for aerobic exercising, as it was quite popular back in those days, so I started subbing as an aerobics exercise instructor at the DoJo where Rob trained. I was very curious about Taekwondo, however I felt I was too shy to start training, I hesitated, maybe the yelling and barefoot exercise wasn’t for me… After we got married, we moved to Turkey. Rob gave a break to his Taekwondo training at his DoJo for about 7 years, however he was always practicing and researching. After we permanently moved to US in 2000 to work with our friends in Taekwondo business, I waited about a year before joining our children in training. Finally I felt ready to join the fun! I loved training; the yelling and barefoot exercise wasn’t bad at all! I became a black belt in October of 2004! It was one of the best feelings to achieve black belt after so much training and dedication. We decided to move to Guilderland in 2005 due to a few opportunities in this area, and most of Rob’s family being here! It was one of the best decisions we ever made! Our kids loved Guilderland schools and the opportunities they had with sports and academics! Being the mother of three boys in school, I had to give a break to my personal training in Taekwondo, however never left the field completely. We opened our own Taekwondo school in 2007 with Rob’s sister and her husband. Now that our children are grown up and in college, I’m able to train with an intensity I never thought I could! I’m so grateful to have the opportunity and the ability to train with my husband! Thanks to his encouragements and belief in me, I even competed in NY State Championships and Capital District Open winning a few medals! Due to my age and belt level, my training for NY State and US National championships needs to include all of the black belt forms except for 9th Dan! So, just like the inspirational quote ‘set a goal so big, you can’t achieve it until you become the person who can’, our next goal is the US National Championships in July, while keeping training intensity and focus tailored for my black belt test in May! As I try to analyze to see how this sport is so addictive, and why it seems to be much more than just a sport, I realize it creates an opportunity to outdo ourselves almost every time we train. It then becomes an addiction, a good addiction to become a better Martial Artist, and that becomes a way of life. My inspiration came from my own family, my husband and my sons; how much they loved and dedicated themselves to training, and how much they benefited from it. My dedication was a result of trying to become a better Martial Artist, and while on this path, I realized it became a way of life!

From the Library: Guilderland, NY - It’s that time of year again, when you are asked to vote on the library’s annual budget and to elect (or re-elect) trustees to the board of directors. Election day is Tuesday, May 15th, at your local elementary school. Thank you in advance for voting! This year the library board has three excellent candidates for three open seats. Nareen Rivas is running for re-election, having served one year as a replacement for the late David Bosworth, Jr. Our two new candidates are Barry Nelson, retired from being a state budget analyst, personnel administrator, and health and safety officer. He has been a member of the Westmere Fire Department for the past 30 years. Michael Marcantonio, retired from Knolls Atomic Power Laboratory, has lived in Guilderland for 33 years. He serves on the Advisory Board of the Guilderland YMCA, and also served for many years on the Town of Guilderland Zoning Board of Appeals. I thank these three candidates for their interest in serving the library and the community. I also thank Michelle Viola-Straight, President of the Guilderland Chamber of Commerce, for her service as a trustee. She is not running for re-election, citing the quality slate of candidates who wish to serve the library. The Library’s Board of Trustees has approved a 2018/2019 operating budget of $3,882,276. This is based upon a tax-levy of $3,806,276. There are a number of significant differences in this year’s budget from last. Notably, there is an increase in programming funds to support the many extraordinarily popular events and classes created by our Librarians. We have added funds to purchase additional eBooks due to the growing demand, but not at the expense of traditional print media. Our “Library of Things,” which enables you to borrow non-traditional items you really need at home but don’t necessarily want to buy, is included in the Special Collections line. We are about to install a new heating and ventilating system which is, in effect, already paid for through savings; this is why there is a substantial drop in the Building and Equipment Maintenance line. As you know, the library building is 26 years old, and the HVAC system is inefficient, prone to fatigue failure, and costly to run. Our Utilities budget has dropped 10% because of savings anticipated from this new system and other improvements – notably LED lighting – made recently. Professional Services increased 200% in anticipation of project management and consulting fees related to a possible renewal of the library’s building. The Board continues to work with the architectural firm of Butler, Rowland & Mays to draw up renovation plans to assure that the Library can meet the community’s needs for decades to come. Finally, last year we anticipated receiving grants in the amount of $280,000; these grants never came through. In creating the proposed budget, we did not incorporate any such monies, thus reducing our income. We will, of course, continue to pursue grant revenue. As is always our practice, we negotiate reduced prices for services as often as practicable. We are always cognizant that the success of our library is due to the support of our community. I thank you as always for coming to the library for books, music, movies, computer access, and/or programs and events.
