notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - As I write these notes, our lives remain in limbo with some hope on the horizon. Governor Cuomo has announced that after seven weeks of shutdown and forced hibernation caused by the COVID-19 pandemic, that the State is thankfully now on the downside curve of the infection rate, and that there are undetermined plans for the phased reopening of the State on a regional basis. The Governor emphasized that this restart will be carefully monitored and unrushed, and that many questions about next steps remain unanswered. To help, the Governor has created the New York Forward Re-Opening Advisory Board to help guide the State’s reopening strategy. Overarching this uncertainty is the Governor’s commitment that the State’s reopening would be an indeterminate “new normal” focused on health guidelines that minimize the spread or return of the virus. Both the Centers for Disease Control and Prevention and NYS Department of Health expect an extended time period of restricted physical contact, including a ban on large gatherings, limits on space capacity, keeping a minimum six-foot physical separation, possible face coverings, and other health requirements. A majority of the State’s residents now believe that these physical restrictions will persist for at least six months or even into 2021. Against this backdrop, the Governor stated yesterday that businesses, including local governments, should consider “creative measures” to safely continue to provide government services. Long before this announcement, and soon after the start of this pandemic, Town staff has been working hard on new initiatives to provide you with continued and improved access to Town services despite the physical restrictions. We have been testing some of these more technologically complicated steps, made improvements, and will continue in our efforts to keep you informed.

Here’s a sample of what we have done and what we’re working on. The Town Clerk has created easy to use forms, such as marriage license applications and Freedom of Information Law requests, which you can complete, sign, and submit online: www.townofguilderland.org/townclerks-office. We are now working on online editions for other forms. The Assessor’s Office has adopted creative measures in response to Executive Order 202.22 which made historic changes in how the Assessor interacts with the public.
Because of the ban on public gatherings, there will be no in-person inspection of the tentative tax assessment roll at Town Hall. The Assessor will make the roll available online on May 15th at: www. townofguilderland.org/assessors-office) where you can also obtain grievance forms and information. Because of last year’s successful revaluation by the Assessor, the Town’s equalization rate and uniform rate (very important but even harder to explain, unless you live Weatherfield and a few other areas) are both at 100%. The Assessor’s Office will also post a schedule for phone inquiries about the grievance process. The rescheduled grievance day is June 18th by appointment only. The Town Justice Court has installed audio-visual technology improvements for arraigning defendants. Until further notice, Town court proceedings cannot be held. But like other Town Hall gatherings, the future holdings of Town court on Monday and Thursday night, at which more than 300

The Town Court will be providing greater access to online enabled resolution methods, considering staggered and more frequent proceedings, and employing the Town’s new audio-visual tools for board meetings. And while Executive Order 202.1 suspended public attendance at board meetings because of the ban on gatherings, the Town went beyond the Order’s requirements of simply broadcasting meetings by adding public participation by calling a dedicated phone number ((518) 579-3721)) during meetings of the Town Board, Planning Board, and Zoning Board of Appeals. Earlier this year, the Town expanded upon its live broadcasting of meetings on Verizon channel 34 and Spectrum channel 1303 by investing in website upgrades for streaming the meetings live on the Town’s website (www. townofguilderland.org/town-meetingvideos) and added indexed recordings of the broadcasts on the Town website. And while there have been a few hiccups as we tried the new audio-visual technology in the first two broadcasts, I greatly appreciate the efforts of Town staff to propose, enact, and improving this creative solution. As part of the Town’s efforts to keep you informed in new ways, starting on March 10th, and each day since, I have emailed daily updates to residents (50th update as of April 29th) at www.townofguilderland. org/supervisors-office/pages/townguilderlands-response-coronaviruscovid-19. Town trails and open space were readied
early this season by the Parks’ staff. We are eagerly awaiting the result of UAlbany’s Master Graduate Studio’s pathway project. The report should help advance the Town’s goal of developing a multi-use trail system or “green infrastructure” linking neighborhoods to desired destinations. After some ambiguity in Executive Orders, Western Turnpike Golf Course is now welcoming eager players under COVID-19 restrictions, including, but not limited to, no gatherings, no carts, and no pro shop. You must have a pre-reserved tee time which you can make online at www.westernturnpike.com/ or calling (518) 456-0786. The Nines at Western Turnpike, the course’s new restaurant, will offer daily togo lunches between 10:30am until dusk by calling (518) 608-1025. The Doors May Be Closed…But the Library is Open! By Tim Wiles, Library Director
I speak for the whole GPL staff when I say that WE MISS YOU! A lot of people think libraries are all about books—and they are right. But we are also all about people. The libraries of today are different from the quiet, rule-bound institutions many of us remember from our youth. They’re vibrant, exciting places to go where you can count on helpful staff and perhaps seeing some of your friends and neighbors too. We’re sure that you miss that too, and we hope to be back serving you soon!
This increased array of options, as well as short instructional videos on how to use them, online book discussions, “Write from Home” writing contest (deadline for submissions: May 15) and much more, is consolidated on our “Healthy at Home” web page. We’re striving to make more titles available to you online and reduce wait times for popular items. Don’t have a library card? No worries, you can obtain one through a link on this web page too. Like us on Facebook and check out our new GPL Kids and Families page for virtual storytimes and more; and follow us on Instagram, too.
This time of year, we usually publish a May/ June newsletter. Due to the uncertainty of the coronavirus situation, we are splitting that into two monthly newsletters—and at least the May issue will simply exist in electronic form. Usually, folks pick up their newsletters in the library or at various sites around town, but with all of those sites closed, we’ll save some paper and just go digital for May. You can sign up for e-news on the top of our home page as another way to stay in touch and receive this newsletter and weekly e-blasts.
We’re keeping you in mind in other ways too. We wanted to find a small way to connect with you, our patrons, so we’ve installed a Little Free Library right in front of the building! The idea is to “Take a Book, Share a Book.” We’ve stocked it with a variety of titles for all ages to start us off. Bring a book or two that you’d like to share, and take one that you’d like to read. (Please don’t use this spot as a place for donating more than one or two books; more than that should go in the bright green Better World Books bin in our side parking lot.) We’ll periodically replenish as needed, but we hope you’ll find – and leave – some reading treasures for others to enjoy.
In the May newsletter, you would typically find a detailed chart on our proposed budget for the 2020-2021 fiscal year, which begins on July 1st. You would also find bios of candidates running for the library board. That election is always scheduled for the third Tuesday in May, but this year Governor Cuomo has delayed that election until at least June 1st. The library board prepared and approved a budget for you to vote on back in February/March, and endorsed it at a recent board meeting. A few budgetary highlights: As you’ve come to expect, we’ve kept our budget under the tax cap limit. We’ve also kept our annual collections expense the same as last year’s budget. We are reducing photocopy fees in the library next year by 50%, in order to save you money out of pocket and to bring our charges in line with other local libraries. We’ll budget a little less for printing this year, and for capital improvements not related to our building expansion project. Why embark on building-related projects, however small, when we have a large project under development? Likewise, we’ve budgeted a bit less for furniture and equipment. Within a couple of years, we’ll redesign the entire interior of the library, so it is unnecessary to spend on that sort of thing right now.

I can tell you that there are three board members whose terms are set to expire, and that all three of these board members intend to run for another term. We also have interest from two community members who hope to stand for possible election, once the State clarifies how to get one’s name on the ballot. We will keep you posted. Coordinated Reopening Plan Now, a matter to which we all need to give serious thought. Right now, we are working with the other 29 public libraries in our system—UHLS includes all libraries in Albany and Rensselaer Counties—on a coordinated reopening plan. We need to follow ever-changing federal, state, CDC, and County Health directives, and we also need to work hard to create flexible plans which allow for the greatest use of the library possible, with the least health risk. In other words, we are making reopening plans to try to help you as much as possible while also minimizing the risk of further germ and virus transmissions. So, there will be some changes when we are able to reopen. We’ll set up furniture and checkout lines to ensure all patrons can remain six feet apart, for as long as social distancing remains necessary or desirable. For example, we currently have computer tables with four workstations, all four of which are within six feet of one another; we’ll need to rethink that. Even our regular study tables have four seats, again all within six feet. When we reopen, we’ll need to space visitors out. We’ll need
to relocate some staff into public spaces, so that staff desks can be six feet apart from one another. Most libraries in the region are currently discussing not holding any live events, including library programs and meeting room checkouts, for several months after reopening. Will 100 people want to get together to watch a concert or a movie? Will 25 people want to share a room for a board meeting or a community group? Probably not, until the health experts tell us that it is safe to do so. We’re planning to sanitize all materials when they are returned to the building, before they’re placed back on the shelf. As every item will need to be wiped down—assuming we can get the supplies to do so—this will slow us down a bit, at least at first. We have purchased industrial sanitizing equipment so that we can frequently and systematically disinfect the building. In short, like most public institutions, we are quite busy at present rethinking our business model to find that ever-changing sweet spot where health meets services in an optimal combination. We’ll need to ask your patience as we continually rethink Day One of our reopening. In fact, there will likely be a gradual return to normalcy, rather than just one day we are closed, and the next day we are open again, exactly as before. Our whole society is in a state of transition. However, one thing hasn’t changed: our goal is always to serve you as best we possibly can. Thank you for your patience.
Greufus the Cow Now, on to a mea culpa, or maybe a “moo-a culpa.” For the last several years, we’ve been thrilled to have Greufus the cow adorning our lobby, a gift from the Greulich family, owners of Greulich’s Market on Carman Road for over 60 years. Greufus has been popular from the start, especially with kids, and serves as a pleasant, light-hearted greeter when you first enter our lobby. Many parents also make a ritual of having kids say goodbye to him on the way out. So far, so good. However, your misguided director has always thought that Greufus could use a more relatable name, especially for young kids. I most often hear parents and kids talking about “the cow,” rather than Greufus. So, just as we were shutting down due to the virus, I thought it would be fun to get local kids (and kids of all ages) involved with a renaming contest, to give him a name that would trip off of children’s tongues. After getting the okay from the Greulich family, I instructed key staff members to set it up. We did get a few good suggestions, but by and large we got questions from the public asking us why we would want to change this beloved cow’s name? After all, his name came with him from the Greulich family, and was part and parcel of local history. Your director knows when he makes a mistake, so I am announcing that Greufus he was, and Greufus he shall remain. Thanks to all who responded with either name suggestions or gentle admonishments. Moo-a culpa, once again. Although I did get a kick out of one suggestion: “Governor Cowmo.”

Section 529 College Savings Plans

hose interested in saving money towards future higher education expenses are faced with several different options. Among these options is a Section 529 College Savings Plan, which has emerged over the past 20 years as a popular college savings vehicle. Section 529 plans are administered by the state in which the plan is offered. The various plans which are available are similar in the following regards: 1.

A plan is established by an account owner (typically the person who funds the account), with a designated student beneficiary. The owner and beneficiary can be the same person. Contributions can be allocated among a number of different investment options offered within the plan. The account balance grows taxdeferred over time. If used to pay for qualified higher education expenses for the account beneficiary, withdrawals are made on a federal and state tax-free basis. The owner may change the account beneficiary, provided the new beneficiary meets certain relationship rules compared to the former beneficiary (i.e. sibling, child, etc.). If the owner and beneficiary are different, the owner may accelerate up to five years of the annual gift tax exemption (currently $15,000 for 20209) into a single year. Thus, a single owner could open a 529 savings plan with a named beneficiary and
immediately contribute up to $75,000 to the plan without incurring gift tax consequences (please consult your tax advisor for additional information). Beyond the above, various states have additional potential benefits. For example, a New York State resident who owns and contributes to a NY Section 529 Savings Plan is eligible for a state income tax deduction of up to $5,000 ($10,000 if married filing jointly) for contributions made during a given year. New York State offers two Section 529 Savings Plans – the Direct Plan, and the Advisor-Guided Plan. The Direct Plan contains investments managed by The Vanguard Group and holds approximately $25 billion of assets, while the Advisor plan offers investments from JP Morgan Funds
and holds approximately $5 billion of assets. The Direct Plan has total administrative and investment costs of 0.13% per year. The Advisor Plan has total administrative and investment costs which range from 0.33% to 2.05%. Additionally, Advisor-Guided Plan contributions may be subject to front-end or back-end sales charges. While the Direct Plan does not require an advisor relationship to establish an account, investors may still wish to consult a Registered Investment Adviser who can provide guidance on the accountopening process and investment selections. Additionally, would-be 529 plan investors should be aware of the potential impact on financial aid to the beneficiary.

LIVING MY OLYMPIC DREAM

Guilderland, NY -It has always been a career goal of mine to work with elite athletes in professional sports or at the Olympic level. A few years ago, I was fortunate enough to get invited to do a 2-week chiropractic rotation at the Olympic Training Center in Lake Placid. What an amazing experience it was. From the minute I checked into the training center, I felt like I had entered a strange world. What was this place? Everyone was incredibly fit and muscular. It was like I just left my “Average Joe” world and walked into “Global Gym” from that movie Dodgeball. The athletes were always dressed in Olympic jackets, TEAM USA everything and sweatpants. It didn’t take long for this suburban mother to notice that Olympians don’t wear yoga pants. (I was going to have re-think my own workout gear). The walls were covered with photos of athletes standing on Olympic podiums with medals wrapped around their necks. I remember watching some of these athletes during my childhood and some were from more recent Olympic Games. These were the very athletes that were my patients during the rotation. Word spread around fairly quickly that there was a chiropractor in the training room and my schedule filled up fast. I was nervous at first. How was I going to adjust these muscular monsters? It only took a few minutes to get over being “star struck” and it was time to get to work. The sports that were training during this time were bobsled & skeleton, luge, biathlon, ski jumpers and aerial ski development team. The aerial development team is all young kids from 14-17 years old that basically live at the training center. They train all day while taking online high school at night. They are hoping to make it to the 2022 Olympics. That is pure dedication. The bobsled athletes were a mix of past Olympic medalists to new recruits from post college sports. Some of them have never even taken a trip down the bobsled track and they were trying out for TEAM USA. I thought they must have been out of their minds. I’ll never forget the day these athletes got to push that bobsled down the track for the first time. Thank goodness they had the best drivers in the world to get them
down safely. I have never seen excitement like that before. On the reverse side of the excitement, is also lots of disappointment. As you can imagine, with this level of athletic talent and sports, also comes intense injuries. There were several athletes that got sent home to recover from concussions, ankle injuries, torn ligaments and need to set their hopes on making the team next year. Living on campus took me back 20 years and felt just like living in the college dorms. Community lounge areas, study areas, laundry rooms and of course a cafeteria. Everyone is curious about the kind of food it takes to grow an Olympian, right? Well, here is the scoop. The cafeteria has made changes over the years. I was talking with the cooks and an employee who has worked at the training center for 22 years. He recalls years ago when they would serve lots of fried foods, burgers, hotdogs and desserts. He said they used to make fresh donuts for the athletes but once the machine broke, they never replaced it. (Apparently, some scientist discovered that type of food is not good for the athletes). Gradually, over time the menu has become more nutritious. They have eliminated desserts all together. One athlete said he remembers when they stopped serving desserts last year and he lost 10 pounds within a few weeks. They do have ice cream, but the athletes rarely eat it. They do have a soda fountain which has Powerade, iced tea and 2-3 soda choices but the athletes don’t drink the soda. Breakfast
was always the same, vegetable omelets, oatmeal, hard boiled eggs, scrambled eggs and either pancakes or waffles. Cereal is limited to granola, Corn Flakes and Rice Krispies. Lunch and dinner tend to be similar with spaghetti with red sauce, rice, steamed vegetables, potatoes, chicken, pork tenderloin, broiled fish and lean cuts of beef. The cooks say they get bored making the same things for the athletes and try to use different seasoning, but the athletes prefer plain chicken breast. There is always a salad bar and a large refrigerator filled with Greek yogurt, Kefir and fruit. I did get pretty excited one day when we had Jell-O but was sorely disappointed after my first bite because it was sugar free - yuk. My experience at the Olympic Training Center was a dream come true. I learned so much from the sports medicine staff and the athletes. I will cherish those memories forever. For now, I am thrilled to be back home in my ordinary chaotic life filled with “Average Joes”. But to have an Olympic hopeful come up to me and say, “I had my best track time after you treated me!” made it all worth it. PANDEMIC PRIMER

Guilderland, NY - I was hoping not to write a pandemic article, and hopefully there will not be a follow up one to this. As I write this, the Family and Supreme Courts are closed for other than essential mattersfamily offense; abuse/neglect; juvenile arraignments. However, Courts are now starting to conference ongoing cases via Skype, and it is my expectation that practice will increase. Here are some things to consider during this time: 1. Domestic violence- As is reported in the news, incidents of domestic violence are on the rise. While there may be many reasons for this, there are no excuses. The fact that we are locked in place, having financial problems, etc. does not give anyone license to abuse their loved ones, or anyone else. If you believe that you are the victim of physical, emotional, financial, or sexual abuse, contact your local police or the Office for the Prevention of Domestic Violence (“OPDV”)1. If you question if the treatment you are receiving is abuse, think of it this way- if I did it, would it be OK? While simplistic, it does give you something to think about. If you are the perpetrator of abuse, contact OPDV for support resources. Admitting you have a problem is a strength, not a weakness
but receiving unemployment insurance benefits, at least pay your proportionate share of those benefits2. Let the other person know the situation so he is not surprised to receive less money. While Family Court may not be accepting modification petitions, at least fill one out and mail it with some type of proof of mailing (i.e., date stamp), so that you can try to make the modification retroactive to the time of your “filing”. 3 3. Custody- A psychologist who spoke at a recent webinar sponsored by the International Academy of Collaborative Professionals stressed how important it is for children to maintain some sense of stability in tumultuous times. She counseled that, unless there is a health issue or risk, children should continue their regular custodial schedule during the pandemic. In
fact, several states have passed legislation on this issue. While I do not know how New York courts will look at violations at the end of this, I imagine that parents who, without good cause, held back children, will be dealt with sternly. 4. Court Cases- If you have a trial or other court matter that was scheduled during the shutdown. It will be rescheduled. When? I have no idea! 5. Attorneys- While we are not working in a traditional capacity, we are still working. I cannot meet with someone in person, but I can speak on the phone or do a remote conference. Executive Orders allow us to notarize documents or even execute a Will remotely.

Town of Guilderland & Guilderland Chamber of Commerce Launch 3rd Annual Hometown Heroes Banner Project
The Town of Guilderland, Town Parks and Highway Departments, and Guilderland Chamber have partnered to honor local heroes who have served and continue to serve in America’s Armed Forces. Banners will be up in Tawasentha Park and at various locations around Town. GUILDERLAND, NY – May 5, 2020 – The Town of Guilderland and the Guilderland Chamber of Commerce have partnered together to honor local heroes who have served and continue to serve in the Armed Forces. Hometown Hero Banners are sponsored by local businesses, families, and other community organizations to honor individuals on large scale banners that are placed in Tawasentha Park and at various locations around town. Information, biographies, and a map of banner locations is available on the Guilderland Chamber website: https://www.guilderlandchamber.com/hometownheroes/. This year, twelve new banners were sponsored by a variety of businesses and individuals. The Chamber and Parks Dept also decided to hang banners from the previous two years of the project to increase visibility for past honorees. Typically, there is an opening ceremony to honor the Hometown Heroes but in light of the guidelines on public gatherings and social distancing measures, there will not be an opening ceremony held for the 2020 Hometown Heroes Project. Banners were placed at their respective locations last week. The banners will be visible to the public until late October 2020, when they are moved in Crossgates or returned to sponsors. We encourage residents and community members to visit the banners throughout the town while maintaining proper social distancing measures. Unless public gathering restrictions continue, there will be a Closing Ceremony held in November in coordination with the Military Awareness Day at Crossgates, to honor the Hometown Heroes of 2020. A map of banner locations and audio recordings of the Hometown Heroes biographies is published on the Guilderland Chamber website. A special thank you to Chad O’Hara at B95.5 for recording the biographies to bring these hero’s stories to life and adding a special way for these heroes to be honored virtually. Note: the audio recordings are in progress and will be added to the website shortly. “Less than 1% of the United States population joins the Armed Forces to protect the freedoms we all hold dear. And when you consider how few Albany County residents put on the uniform, you begin to realize just how special these individuals are to their hometowns,” said Albany
