Guilderland, NY -As the days go short and the weather turns chilly, November is a month that typically marks a period of change in Guilderland, and this year is certainly no exception. The leaves were a bit slow in starting to fall this year, but the pace has certainly stepped up the past couple of weeks, and the rapid pace of falling leaves has served to keep both our residents and the Town Highway Department busy! Our work crews have both their vacuum and collection trucks circulating through Guilderland’s neighborhoods on their regular schedule. Pickup dates for each street were published in the Town newsletter that was mailed to all our residents in November. As a backup, extra copies of the newsletter and collection schedule are available at Town Hall, and the collection schedule may also be accessed on the Town website, www.townofguilderland. org. Please note that, as weather and workload allow, the trucks may be in your neighborhood more frequently than shown in the schedule, but even so, they will be on your street on the dates indicated in your schedule. Please help the process move along safely and efficiently for everyone. Rake loose leaves to the curb line so that they may be quickly picked up by the vacuum trucks. Also, please be careful not to make your leaf piles so high that they block the view of drivers, bicyclists, and pedestrians along your street. Our crews will also collect bagged leaves and brush.

Please cut brush to lengths of 4 feet or less, and bind brush bundles with twine so that they can be readily loaded onto our collection trucks by a single worker. Please direct any questions about the leaf collection program or schedule to the Guilderland Highway Department at 861-5108. At this time each year, I like to remind Guilderland residents that they have the opportunity to keep up to date on

Town affairs by watching meetings of the Town Board, the Planning Board, and the Zoning Board of Appeals on Local Access Channel 17 on their cable TV. Town Board meetings are scheduled for the first and the third Tuesdays of each month at 7:30 P.M., and are broadcast live at that time, with replays broadcast at 1:00 and 7:30 P.M. on the following Friday, and at 7:00 P.M. on the following Sunday. Meetings of the Zoning Board of Appeals are held on the first and the third Wednesdays of the month at

7:30 P.M., and broadcast live at that time. Z.B.A. meetings are rebroadcast at 1:00 and 7:30 P.M. on the following Thursday, and at 7:00 P.M. on the following Saturday. Planning Board meetings take place at 7:30 P.M. on the second and fourth Wednesdays of the month, and are broadcast live at that time, with replays broadcast at 1:00 P.M. on the following Thursday, and at 7:00 P.M. on the following Saturday. The Village Board of the Village of Altamont meets on the first Tuesday of each month. Its meetings are taped for rebroadcast at both 11:00 A.M. and 5:00 P.M on the Thursday and Saturday following the date of the meeting. I urge all interested citizens to take advantage of these opportunities to stay current on Town and Village affairs. I believe that this is an excellent time of year for all of us to pause for a bit to reflect on all that we have to be thankful for here in Guilderland. This is indeed a community that we can all take a lot of pride in. I would also like to take this opportunity to wish a Happy Thanksgiving to all our residents and their families.

DIABETIC RETINOPATHY by Dr. Chad Vaughn

Guilderland, NY - Diabetic retinopathy is a condition occurring in persons with diabetes. It causes progressive damage to the retina, the light sensitive lining at the back of the eye. It can be a serious sight-threatening complication of diabetes. Diabetes is a disease that interferes with the body’s ability to use and store sugar, which can cause many health problems. Too much sugar in the blood can cause damage throughout the body, including the eyes. Over time, diabetes affects the circulatory system of the retina. Diabetic retinopathy is the result of damage to the tiny blood vessels that nourish the retina. They leak blood and other fluids that cause swelling of retinal tissue and clouding of vision. The condition usually affects both eyes. The longer a person has diabetes, the more likely they will develop diabetic retinopathy. If left untreated, diabetic retinopathy can cause blindness. Often there are no visual symptoms in the early stages of diabetic retinopathy. That is why it is recommended that everyone with diabetes have a comprehensive dilated eye examination once a year. Early detection and treatment can limit the potential for significant vision loss from diabetic retinopathy. Risk factors for diabetic retinopathy include: • Diabetes—people with Type 1 or Type 2 diabetes are at risk for the development of diabetic retinopathy. The longer a person has diabetes, the more likely they are to develop diabetic retinopathy, particularly if the diabetes is poorly controlled.

• Race—Hispanic and African Americans are at greater risk for developing diabetic retinopathy. •

Medical conditions—persons with other medical conditions such as high blood pressure and high cholesterol are at greater risk. • Pregnancy—pregnant women face a higher risk for developing diabetes and diabetic retinopathy. If gestational diabetes develops, the patient is at much higher risk of developing diabetes as they age.

Treatment of diabetic retinopathy varies depending on the extent of the disease. It may require laser surgery to seal leaking blood vessels or to discourage new leaky blood vessels from forming. Injections of medications into the eye may be needed to decrease inflammation or stop the formation of new blood vessels. In more advanced cases, a surgical procedure to remove and replace the gel-like fluid in the back of the eye, called the vitreous, may be needed. A retinal detachment, defined as a separation of the light-receiving lining in the back of the eye, resulting from diabetic retinopathy, may also require surgical repair. If you are a diabetic, you can help prevent or slow the development of diabetic retinopathy by taking your prescribed medication, sticking to your diet, exercising regularly, controlling high blood pressure and avoiding alcohol and smoking. How To Be Happier by Chad Southwick

Guilderland, NY - Everyone wants to be happy, right? What are YOU doing to keep you and your family as happy as possible, now that the days are getting colder and the nights are getting longer? There are plenty of little actions you can take right now to improve your happiness and health. We rounded up our favorite 10, and a few months ago we brought you the first 5. Hopefully you’ve added at least some into your routine, and are living a more fulfilling, enjoyable life! And hopefully you’re ready for more! If you didn’t see our article last over the summer, you can check it out on our blog at www.crossfitaevitas.com - search for “Homemade Happiness” Spend some time helping others. Doing something nice for other people makes other people’s lives better and just makes us feel good. How much does it take? Studies have shown that 100 hours of volunteering or other do-gooding over the year is enough to make a significant difference in your happiness. Smile! Real smiling only – the kind where you use your eyes. This is an important point; studies have shown that people who “fake smile” tend to worsen their mood and withdraw more, whereas people who smile genuinely have an improved mood and overall outlook. And then there’s this thing psychologists call “the facial feedback hypothesis”: smiling can actually help reduce stress caused by an upsetting situation. Plan a trip (really, just plan it). Just the mere act of thinking about taking a trip can promote happiness. So next time you’re daydreaming about that 2-week vacation to the Caribbean, go a step further and plan out activities or look more closely at resorts. Chances are, your mood will get even more of a boost!

Meditate. Meditation can improve attention and focus, and can keep us even-keeled. Immediately after meditating, we experience a sense of calm and clarity. Additionally, studies have shown that regular meditation can actually rewire our brains and raise our baseline level of happiness. Be grateful. A nice Thanksgiving tradition is to go around the table and tell everyone about the things you’re thankful for. I don’t know of anyone who’s ever done this and felt worse afterward. So practice this same sort of gratitude every day! Before bed, think of something that happened during the day that made you smile. If someone did something special for you that made you feel good, let them know! Remembering positive experiences is bound to improve our outlook. Even if the experiences are short-lived or small, find the positive in everyday encounters, and reap the benefits of increased happiness!

NO MULLIGANS OFF THE GOLF COURSE by Leyla A. Kiosse People often ask if an attorney is necessary in a divorce or separation. I often wonder if these same people would ask if a doctor is necessary in the operating room when the patient is about to undergo open heart surgery. There are many services out there that advertise assistance with DIY divorce agreements for a nominal fee. These services often just provide a series of forms to the divorcing couple and then send them on their way. It is up to the couple to decide for themselves what to put down on the forms and to prepare the papers correctly. The problem with DIY agreements is that couples often have a myriad of issues that need to be resolved and included in an agreement. Some issues are more complex, such as the custody and support of children, spousal support, and the division of retirement accounts; some issues are not, such as who gets to keep the good china. Regardless of the issues, these agreements are complex legal documents with lifelong legal ramifications. If these agreements are prepared wrong, are written vaguely, or do not address all of the issues that need to be resolved, the consequences to the couple (and/or any children) are disastrous. I want to give you two excellent examples of how having a skilled attorney involved in the preparation of these agreements paid off for the client. In one case, I represented a client in a divorce and negotiated the terms of a settlement agreement. As my client’s spouse had a propensity for litigation, I knew that any settlement agreement

must be written in a way to expressly define what my client’s obligations would be. The agreement that I prepared was signed by the parties. Six months later, the (now) ex-husband of my client brought a proceeding and argued my client had not complied with the agreement. Although my client had fully satisfied all express terms of the agreement, the ex-husband argued that the agreement implied additional obligations on the ex-wife that were not fulfilled. As part of the relief sought, he asked the Court to force the ex-wife to pay his counsel fees. Not only did the Court dismiss the ex-husband’s proceeding entirely, the Court denied his request for counsel fees. In another case, I prepared a detailed settlement agreement expressly defining what my client’s child support obligation would be and how “income” would be defined and calculated for future adjustments in support. One year later, the ex-wife filed a petition for an upward modification of child support on the basis that the ex-husband earned additional income from the sale of a business interest. After a hearing, the Court denied the Wife’s petition, finding that the agreement expressly excluded this additional income. In both examples, having a skilled attorney saved the clients thousands of dollars and aggravation associated with subsequent challenges to the agreement. Just remember that divorce/separation agreements are legally binding contracts. With very few exceptions, there are no “mulligans” if these agreements are not written well (and correctly) the first time around.

YEAR-END TAX STRATEGIES BY DOUGLAS BAUER

E

arlier this year, we discussed the importance of making income tax planning a year-round activity. This month, we offer reminders of some strategies that have year-end deadlines as it relates to the 2015 personal income tax year. • If you are not on pace to achieve your target level of contributions to your employer-sponsored retirement plan (up to a maximum $18,000 for 401k or similar accounts, plus an additional $6,000 ‘catch up’ for those who are age 50 or older), you may wish to contact your employer’s payroll department to increase your contributions for your remaining paychecks. You may even find it makes sense to contribute your entire paycheck (after other mandatory withholdings) so as to maximize your contribution for the year. • For tax year 2015, the standard deduction amounts are $12,600 for married-filing-jointly, $9,250 for head of household, and $6,300 for individual taxpayers and marriedfiling-separately. If you find that

your itemized deductions (which may include, but are not limited to, medical expenses, property taxes, sales taxes, mortgage interest, state income tax payments, and charitable donations) are close to the standard deduction, you may wish to consider pre-paying some 2015 expenses, such as property taxes or charitable donations. By “bunching deductions”, those who typically are eligible only for the standard deductions may be able to itemize deductions every other year, thereby realizing some income tax savings. • Certain high-deductible health insurance plans allow for the ability to make tax-deductible contributions to a Health Savings Account (HSA) as an above-the-line deduction, which means one need not itemize deductions in order to benefit. For 2014, eligible persons may contribute as much as $3,300 for individual coverage or $6,550 for family coverage (plus an additional $1,000 for people age 55 or older). Be sure to coordinate this strategy with any contributions your employer

may have made on your behalf. Please note that HSA contributions are not permitted if you are enrolled in Medicare Part A or Part B. • Depending on your personal tax situation, you may wish to realize capital gains (by selling appreciated securities) or capital losses (by selling securities which are worth less than what you paid for them). Many investors may be able to realize capital gains and pay a tax rate of 0% on their federal return if they are in a 15% or lower marginal income tax bracket. Other investors may benefit from utilizing realized losses to either offset realized gains (no limit) or to offset ordinary income (up to $3,000 per year, with any remainders carrying forward to future years).

HEALTHY BONES FOR LIFE By: Dr. Amanda Boccio Guilderland, NY- Osteoporosis and low bone density are no longer disease processes that affect only senior citizens. The slouched posture we associate with the elderly is becoming more and more prevalent in our predominately sedentary society, and can be seen in all ages. Osteoporosis is a silent condition, meaning that there are no outward signs or symptoms: You may not even know you have it! Often times there are no symptoms until the first fracture occurs. 44 million individuals over the age of 50 in the United States are experiencing some degree of accelerated bone loss, and 80% of them are women. However, osteoporosis is a worldwide public health concern that can affect men, younger women, and otherwise healthy and active individuals. A decrease in bone density is a natural part of the aging process, but there are ways to minimize the loss and to keep your bones as healthy as possible! Our bones are a dynamic living tissue that is constantly being broken down and replaced. Healthy bone is maintained by establishing a very delicate balance between the rate of bone formation and bone absorption. Strong bones are able to withstand the tensile and compressive forces of our movements and daily activities. If the break down of bone occurs at a faster rate than bone rebuilding, bone mass and bone density begin to decrease, increasing the risk of a break or fracture. When bones start to deteriorate, you may also notice you start “getting shorter”, develop poor posture, and lose proper spinal movement and balance. In addition to aging, there are many other risk factors for developing osteoporosis; particularly family history, having a small body frame, late menstruation, early menopause, and irregular or absent menstrual cycles. Certain health conditions such as Crohn’s disease, Celiac disease, rheumatoid arthritis, thyroid disease, diabetes, and cancer can contribute to decreased bone density. Long-term use of certain medications (cortiocosteroids, antacids, warfarin, chemotherapy) also lowers bone density.

Fortunately, there are several ways that we can modify our lifestyles to take back control of our bone health: namely through diet and nutrition, daily exercise, and stress management. First and foremost, eliminate smoking and the use of tobacco products. Limit alcohol consumption- greater than 2 drinks per day increases fracture risk by 40%. Limit caffeine consumptionstrive for no more than 4 cups of coffee per day. Avoid excessive intake of salt, added sugar, processed foods, preservatives and additives. Your diet should consist of mostly fruits and vegetables, lean sources of proteins, healthy fats and whole grains. A healthy, well balanced diet will provide most of the vitamins and minerals necessary to achieve and maintain optimal bone health, but with our busy lifestyles, it is often difficult to get the minimum required intake of valuable nutrients from foods alone. In this case supplementing with a high quality product may be recommended. Most of us assume that osteoporosis is caused solely due to the lack of calcium in the diet, so if we supplement with calcium, we can reverse its effects. Although calcium is important in the process of managing osteoporosis, it does not act alone, and there are many other vitamins, minerals and nutrients that work together when in the proper balance to help slow down the process of bone loss. Interestingly, our country consumes the most dairy and milk, yet has the highest rate of osteoporosis. Nondairy food sources of calcium include: Dark green leafy vegetables such as spinach and kale, broccoli, beans, almonds and dried figs.

The following are lesser-known vitamins, minerals and nutrients required for optimal bone health: Vitamin D: The sunshine vitamin! Vitamin D is required for the absorption of calcium. Where we live, we do not get nearly as much sun exposure as those living closer to the equator, so we must get our Vitamin D from food sources such as salmon and cod, or from a supplement to prevent vitamin D deficiency. Vitamin K: Good sources include: dark leafy greens and broccoli. Eat these foods with olive oil, as the Vitamin K absorption will be optimized, since it is a fat-soluble vitamin! Magnesium: Good sources include: nuts, seeds, and dark leafy greens. Boron: Found in cabbage, dates, peas, almonds, hazelnuts, beans and raisins. Sulfur: Found in onions, garlic and eggs In addition to eating nutrient dense foods, regular exercise and keeping active are extremely important for maintaining bone health. 30-60 minutes per day most days of the week is ideal! Weight bearing exercise is required for maintaining bone mass. Walking, jogging, aerobics, playing tennis, light resistance training, pilates and dancing are all examples of weight bearing exercise. Although swimming and cycling are great forms of cardiovascular exercise, they are non-weight bearing and do not affect your bone mass. Finally, keep your stress levels in check. Chronic stress is associated with the release of the hormone cortisol. Increased levels of cortisol in the blood have been linked to lower bone density, since it interferes with cells that build bone. Reduce your cortisol and manage your stress by prioritizing sleep, maintaining a work/life balance, work on time management, utilize relaxation techniques, and be physically active. The combination of a nutritious diet, regular weight bearing exercise and stress management will help you age gracefully and to maintain healthy bones for life! Things are looking brighter at GPL

We’re sure you’ll notice the difference. Even on the brightest summer days, there were poorly lit areas; these new, brighter lights will make your library a brighter place to read, work, or just relax.

If you find it easier to read when you come to the Library, or if the whole place just looks brighter, you have Assemblymember Pat Fahy to thank. Through her good work, GPL was able to obtain a grant of some $75,000 to replace ALL the lighting in the building and parking lots with long-lasting LEDs. The installation work is going on as you read this, and should be done sometime in December, so I ask that you please bear with us if some small sections of the building are unavailable for an hour or two.

And dryer inside, too! While I’m on the subject of Library improvements, I want to send a huge shout-out to Senator George A. Amedore, Jr., who obtained a tremendous grant enabling us to replace our roof. While this work will not begin until after the winter, it’s a relief to know that our decades-old roof will finally get the attention it needs.

This project means long-term savings on two counts: First: every incandescent and neon bulb is being replaced with low-energy LEDs, so we shall shortly realize a much-reduced electric bill. And, secondly, since LEDs last so long, the cost of replacing bulbs will drop dramatically. (Some of the legacy lighting elements lasted only six months or so.)

GPL is hosting a Girl Scout group. We understand that there are more girls interested in scouting than there are troops, so we’re trying to help out a bit. New York City and Back: No hassles! For the past four years (first as a patron and lately as library director), I have enjoyed the annual bus trips to New York City that are cosponsored by the Guilderland Chamber and the library. It’s a great way to enjoy the excitement, sights, and special events that are all part of New York during the holidays. (By the way, last year’s discovery for us was the ice skating rink, tree, and the holiday kiosks in Bryant Park, just behind the Public Library; and just a block away from where we were dropped off!) COMMUNITY CAREGIVERS 21st Annual Gala Guilderland, NY- The annual Community Caregivers Gala will be held on November 14, 2015, at the Colonie Golf & Country Club in Voorheesville, NY. This annual event features cocktails (6pm), dinner (7pm), silent and live auctions and dancing to the music of The Bluz House Rockers (9pm). Tickets are $125 per person and the deadline for making reservations is November 2. All proceeds go directly to providing services and programs for clients, caregivers and their families. Major sponsors for the evening include Adirondack Environmental Services, Albany Medical Center, CDPHP, GCom Software, Inc., the New York State Funeral Directors Assoc., PBR Printing, The Times Union, and Wells Fargo. Community Caregivers will be presenting two awards at this year’s Gala. “We are extremely proud to honor James J. Barba, President and CEO of Albany Medical Center, and Midge McGraw Bulgaro, Community Caregivers Board Member,” said Edna Mae Reilly, Board President. “Both individuals understand the needs of caregivers and have responded to those needs through their commitment, dedication and actions.” Mr. Barba will receive the Joseph A. Bosco Community Services Award. This award is given to an individual who has been a leader in community service. In addition to Mr. Barba’s responsibilities at AMC, he serves on the board of directors of the Health Care Assoc. of NYS and the Park Playhouse and co-chairs Governor Cuomo’s Capital Region Economic Development Council. He has received the UAlbany’s Citizen Laureate award, as well as many other awards from Capital Region organizations. Mrs. Bulgaro will receive the Victor G. Ross Community Caregivers Founders Award. This award recognizes contributions to the longterm success of the Community Caregivers program. Mrs. Bulgaro has been a member of the board of directors for 13 years. She has served as President and Vice President and has co-chaired the Golf and Gala Committees several times. She is also a tireless volunteer. Career-wise, Mrs. Bulgaro spent 24 years in NYS government, including the NYS Assembly, Department of Labor and Governor’s Office of Counsel and OMRDD. After her public service career, she was Vice President for Government Affairs for AmeriChoice, Inc. Her experience and expertise have been very important to the programmatic and financial success of Community Caregivers.
