Guilderland, NY - November is often the quietest time in your Town parks and is the perfect time for enjoying the Town’s hiking trail system which, when snow arrives, are suitable for snowshoeing. These trails extend into restful and beautiful settings along creeks, meadows, and old forests, full of wildlife. The listing of trails with descriptions, lengths, and locations, including Hike Guilderland!, an interactive app, are available on the Parks Department’s webpage: https://www.townofguilderland.org/parks-recreation/ Western Turnpike Golf Course remains in operations with year-end specials, and when snow starts to accumulate, is a great location for cross-country skiing and snowshoeing, with trails extending into adjacent Tawasentha Park. Sledding takes place at the Winter Recreation Area, a short distance south of the Tawasentha Park entrance. Late fall is also a very busy time for the Highway Department with its end of the season paving, cleaning out of stormwater drains, and preparing for the long winter season. Despite removing storm debris over the past two weeks, the Department remains on schedule with its leaf vacuuming and bag pick-up. You can help Highway workers keep Town roads free of obstructions, and safer for walkers and bicyclists, by raking leaves to the edge of, and not on, the paved road surface. Piles of leaves on streets reduce visibility, particularly in the fall’s lengthening nighttime, and, with heavy rain falls, have clogged storm drains, caused flooded roads, generate odors from decaying leaves and organic material, and unnecessarily increase maintenance costs. Please remember that from November 1 to April 1, no parking is permitted on Town roads between 2am and 7am. On certain streets, there are also posted signs that limit parking to specific days and times. These restrictions allow the Highway Department to efficiently clear roads of snow and ice, permit safer passage of school buses and emergency vehicles because of accumulated snow piles, and improve the visibility of walkers and bicyclists. The NYS Thruway has reopened the Old State Road bridge over the Thruway after a seven-month shutdown for the bridge’s replacement. NYS DOT has completed the repaving of Carman Road from Western Avenue to Coons Road. With those projects completed, the next major construction projects are scheduled to start next spring with sidewalk installations on Western Avenue from Devonshire Drive to the Guilderland Public Library and on West Old State Road from Carman Road to the Lynnwood Elementary School. The most anticipated project is DOT’s redesign of the intersection of Carman Road and Lydius Street with a one-lane roundabout. The project includes a new sidewalk on Carman Road from Jessamine Lane to the Pine Bush Elementary School and the resurfacing of Carman Road from Coons Road to the Thruway bridge. This project is in the final design stage. After further analysis of traffic flows on Carman Road, including helpful resident and Town feedback, DOT is now planning a second roundabout a short distance away in Rotterdam at the Carman Road and I-890 entrance/exit. This second roundabout is in early design stage. DOT is considering the merits of combining both roundabouts into a single project and deciding 4

which roundabout should be constructed first. We should know more this winter and will post any update Peter G. Barber - Town Supervisor on the Town website. DOT has a webpage dedicated to this project at: https://www.dot.ny.gov/146carmanroad Here is an annual reminder before the holidays to check and see if the State is holding unclaimed funds for you or your family members. As of late October, the NYS Comptroller was holding $16.5 billion in unclaimed property State-wide, with $62,510,651 (an increase of $6 million since last November) which is held for Albany County residents in 118,864 accounts. The State has a portal where you can input your first and last names in a search engine (www. osc.state.ny.us/ouf/) which will provide you with a list of unclaimed funds by the inputted name, possible current or prior addresses, and description of the unclaimed funds. The website allows for submitting an online claim form for most claims or printout for mailed submission of certain claims. With the arrival of the flu season and the ongoing global COVID-19 pandemic, the State has launched a new online tracker with daily and weekly flu data on a local, regional, and state basis. Here is the link with information about flu shot locations and suggesting on how to stop the flu: https://health.ny.gov/diseases/communicable/ influenza/seasonal/ Since the reopening of Town buildings to the public on August 3, there have been 2,576 visitors to Town Hall, with the highest stops at the Town Clerk and Court with both having 906 visitors. In fact, for each of the first three months, those offices have had identical numbers of visitors. All visitors are allowed entry by buzzer at the front door, and undergo a temperature and symptom check. Under the Town’s Moving Forward Plan, visitors to Town Hall are restricted to transactional activities for brief interactions at counters and limited pre-arranged meetings in a single-designated room. The Plan’s success to date is based upon its preparation and enforcement by the Department of Emergency Services, and the wearing of face masks and physical separation by employees and visitors. If you are shopping at Guilderland Hannaford this month and need another reusable bag, you can support the Guilderland Historical Society which has been designated as the “Bags for My Cause” for November. The proceeds of reusable “Bags for My Cause” purchased in November are donated to the Historical Society. The YMCA has launched “Basket Brigade,” a food drive to provide Thanksgiving meals to local families. The food drive prepares baskets for a family of four with the following items: 2 cans/jars of gravy, 2 cans of fruit, 4 cans of veggies, 1 can of cranberry sauce, 2 boxes of stuffing, 1 box of potatoes, 1 can of yams, and 1 box of cake or brownie mix. You can drop off donations of any of these items at the Guilderland YMCA on Saturday, November 7 from 9am to 11am. More information about the “Basket Brigade” program, including making a financial donation is available here: https://cdymca.org/basketbrigade/ The American Red Cross is hosting a blood drive at Town Hall on Tuesday, November 10 from Noon to 6pm. The Red Cross reports that blood donations are dangerously low due to the pandemic. All blood product donations are being tested for COVID-19 antibodies. …THEY’D BE LINED UP THE DOWN HALL by Margaret C. Tabak

Guilderland, NY - At least once a week a client will ask me a question that I answer with “If I could do X, I’d have people lined up down the hall.” There are things that neither I, nor any attorney, can either accomplish or guarantee. Here are some of those instances: If I could make someone be a better person, I’d have them lined up down the hall- When you come to me with a situation that involves another person, no matter how eloquent you are or how knowledgeable or experienced I am, I cannot change the person. The best I can do is help set up rules for people to follow, whether in an agreement or by Court Order. If I could make someone follow every agreement or court order, I’d have them lined up down the hall- You now have a great decision or agreement, can I guarantee it will be followed? Unfortunately, the best I can do is provide for ramifications. For example, if money is not paid by a certain day, there is a penalty. If I knew what a court would decide, I’d have them lined up down the hall- In family and matrimonial cases there are laws and precedent that need to be followed, but there is interpretation and discretion from judge to judge. When I am asked “how will the judge rule?” my best answer is an educated guess. If I knew how long a case would take, I’d have them lined up down the hall- There are many reasons that a case may proceed more or less quickly, and I generally do not know that in advance. While courts in New York have “standards and goals”, which requires cases to proceed to trial within six (6) months of the first appearance, there are many reasons a case could be delayedcooperation (or lack thereof ); complexity; court calendar; and pandemic! With the courts having closed or slowed down for several months, most cases came to a halt. If we are required to shut down again, it will put the courts even further back. If I knew how much it would cost, I’d have them lined up down the hall- This goes hand in hand with “how long will it take”? The longer it takes, generally the more expensive a case is. While you may be fully cooperative, if the other person makes obtaining information difficult or does not negotiate in good faith and your lawyer needs to put in more time to make things happen, it will cost more. It is also difficult to know the costs until your lawyer knows enough about a particular case to know its complexities. It is important to have realistic goals about results, timelines, and expense. There is absolutely nothing wrong with asking your attorney what steps you and/or she can take to save money and move matters along. Just know that even the best of us don’t have all the answers!

Does Your Portfolio Match Your risk tolerance? by

Guilderland, NY - How much risk are you comfortable taking with your investments? This key question in portfolio construction is very difficult to answer, given a world of high volatility in stock returns, constantly-changing economic conditions, and the fact that none of us can say with certainty how any financial asset will perform in the future! Financial

experts

often

break down an investor’s risk tolerance into three categories: need to take risk, ability to take risk, and willingness to take risk. The “need” and “ability” factors are a function of one’s financial situation – for example, a retiree with a multi-million dollar investment portfolio and no need for portfolio income has a very high ability to take risk (his/her life isn’t negatively impacted if the portfolio drops in value by a lot), and a very low need to take risk (earning high returns won’t impact standard of living). In fact, we find that for many investors, the “need” and “ability” factors merely offset one another. As such, we turn to the critical third factor, one’s “willingness” to take risk. Another way to think about willingness to take risk is how various levels of declines in your portfolio impact your ability to sleep at night. Do you shudder with fear if you hear that the market is down 3% today? Or, do you welcome these downward movements, and eagerly invest more money when asset prices are down?

We encourage investors to try to quantify their willingness to take risk by thinking about the maximum portfolio value that they could emotionally tolerate losing in a down-market. When considering this, try not only to think about your reaction, but how such a drop would impact your financial life, if at all. For example, a 30-year old investor with stable employment may have a difficult time stomaching a 20% loss on her retirement portfolio, however such a loss will likely have little impact on her financial future, as she still has a lot of time prior to needing the money. Once you settle on a maximum tolerable loss, we suggest that you consider an investment portfolio that has at most two times that maximum loss invested in risky assets, such as stocks, real estate, high-yield bonds, commodities, etc. In other words, if you believe you can tolerate a loss of 20%, we recommend that you hold no more than 40% in risky assets. This follows from the notion that you should be prepared for risky assets to drop in value by 50% from time to time. We’ve seen broad stock market indices suffer losses of this approximate magnitude 3 times in the past 50 years (2007-2009, 2000-2002, and 1973-1974), and it will likely happen again. We suggest that the remainder of portfolio assets should be invested in relatively safer alternatives, such as cash equivalents or investment-grade bonds. Please review your portfolio or consult your financial advisor to determine if your current mix of investments aligns with your tolerance for risk.

Construction is Underway! By Tim Wiles, Library Director

Greetings from controlled chaos! It’s an exciting time to be running a public library that is transforming before our very eyes. Between the daily, hourly, and minute-to-minute changes that occur due to construction, and the ongoing—and lately, growing again— concerns about coronavirus, we’ve got our hands full. I want to take a moment to thank our dedicated library staff, which is rolling with the punches like they were born for this. Great job! Thanks also to the patrons who’ve adjusted to the current ways of using the library: online, curbside pickup, and Normanskill Room browsing. Let’s review. In 2017, we asked the community to tell us, through surveys, focus groups, and outreach sessions, what they would want in their library of the future. We turned those results over to Ballston Spa-based firm Butler Rowland Mays Architects LLP (which only designs libraries), and shaped a plan for our voters to decide upon. In May, 2019, Guilderland voters said yes by a margin of 60-40. Thank you!

We rolled up our sleeves and got to work fine-tuning the design, went to bid in September of this year, and awarded contracts late that month. We are working directly with five contractors and a construction manager. The five are Bette & Cring (general construction prime contract), coordinating services with DiGesare Mechanical, Inc. for plumbing; Davis-Ulmer Sprinkler Company, Inc. for fire protection; Campito Plumbing & Heating, Inc. for mechanical; and Flex Electric, LLC for electrical work, all managed by Turner Construction.

We held a groundbreaking ceremony on October 15th, though we actually started work a week earlier. It’s been a whirlwind so far. The first step was to begin preparing the two lots to the east of our building by removing trees, which is ongoing. Actually as I write this, we’ve had what will likely be our most significant tree removal day. When I drove in, the lot to our east still had a wall of mature trees, but they were all taken out by the end of the day, for two reasons. First, we’re building an earthen ramp from that lot on Western Avenue to the construction site on the east end. Second, when we’re done, this area will become a much-needed overflow parking lot, adding 43 spaces. Inside, things have really been hopping. We’ve removed all of our ceiling tiles and grid to install our new sprinkler system, along with updating the electrical, mechanical, plumbing, and data wiring systems on our 1992 building.

Browsing and self-checkout are available in the handicapaccessible Normanskill Room during curbside service hours, and public access is expected to expand in the near future.

Here’s a key point: the original construction plan called for working in sections, moving from east to west through the building. But since there are still occupancy restrictions in public places due to COVID-19, we decided to make use of the relatively quiet time by working on the whole building at once, instead of proceeding in zones. MAKE QUALITY TIME THANKSGIVING’S SECRET INGREDIENT (Family Features) Perhaps more than usual, the centerpiece this Thanksgiving won’t be the turkey, the stuffing or even familyfamous recipes for sweet potato casserole or pumpkin pie. Organize a board game tournament or gather a group to take a walk through the neighborhood and reminisce. Learn a new skill. Discover something new about your loved ones by inviting one or two (or more) to share a special skill with the group. You can develop a new appreciation after an afternoon chatting while learning how to crochet, perform magic card tricks or make DIY decor for the holiday season. Make a game of giving thanks. Ask each guest to jot down something they’re thankful for as they arrive. Later, after everyone has settled in, take turns drawing the cards, reading them aloud and letting everyone guess whose good tidings they’re hearing.
