notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - Fall’s arrival brings a change to cooler weather, colorful leaves, and harvesting of apples, pumpkins, and other autumn produce. You can enjoy these activities and much more in your Town. Tawasentha Park has five miles of marked scenic hiking trails including a picturesque pedestrian bridge over the Normans Kill Creek. A map of the hiking trails is available at Parks Department’s webpage on the Town website (www.townofguilderland.org). You should have received the Town’s Fall Newsletter with a daily street schedule for leaf vacuuming and leaf bag pick-up. The schedule is available on the Highway Department’s page on the Town website. Fall also is the road construction season, but this year, there is a significant difference. In prior years, the Town contracted with private companies to pave Town roads. For the first time ever, Highway Department employees and equipment are paving Town roads, starting with the inaugural paving of Bozenkill Road (see photo). Highway Superintendent Steve Oliver has advocated the financial benefit of Town paving and recommended the purchase of a used paver earlier this year. In coming years, the Highway Department will pave a growing share of Town roads and accelerate the planned paving schedule with an anticipated hundreds of thousands of dollars in savings.

Peter G. Barber - Town Supervisor I again thank residents and business owners for complying with the necessary ban on lawn sprinkling. The ban was caused by a break in a City of Albany water main which took weeks to repair. Overwhelming compliance reduced water demand by more than 1 million gallons which was instrumental for Water Department to maintain adequate water pressure at fire hydrants at all times. With the restored service, the Water Department will resume flushing lines, a necessary requirement for a well-maintained water system.

On September 16th, the Town opened the new senior center located on the site of the former Bavarian Chalet. The new center provides for enlarged overall space with different sized rooms for programs and activities. At

Long before this event, the Town started taking steps to reduce, if not eliminate, this dependency. The Town’s current water sources are Townowned wells, the Watervliet Reservoir (owned by City of Watervliet and located in the Town), and the interconnection with the Albany. Earlier this year, the Town Board approved plans to extend the water line on Route 158 which will provide needed water to residential properties and reach

its September 30th ribbon cutting (see photo), I was joined by elected representatives, including State Senator George Amedore and Assembly member Patricia Fahy who have both provided substantial funding for past and future special projects that have improved the quality of life for Town residents.

the Rotterdam line. In the coming months, the Town Board will consider awarding contracts for the construction of the extended line and its interconnection with Rotterdam. Before the start of next summer’s heavy usage, the Town should be drawing substantial amounts of water from Rotterdam.

I am pleased to report that the September 20th Household Hazardous Waste Day and Shredding Day shattered records for the number of participants and the volume of waste and shredded material. The final count was 817 vehicles for Hazardous Waste and 365 vehicles for Shredding. At times, cars were backed up but, thanks to the hard work of Town employees, the delays were short. I received numerous compliments for the efficient and helpful services provided by Highway and Transfer Station employees. This important free event was partially underwritten by the NYS Department of Environmental Conservation (“DEC”).

Over the past several months, you may have noticed construction activity at vacant lots and abandoned buildings, including the land formerly occupied by Masters Cleaners, a dry cleaning company, at 2312 Western Avenue, opposite the Guilderland Fire Department. Over the past several months, workers have been performing soil screenings and soil borings. These activities, and other efforts, have caused the DEC to consider an application under the Brownfield Cleanup Program and a Draft Remedial Investigation Work Plan. If approved, the work plan could allow development of the property. More information about the application and work plan is available at www.dec.ny.gov/chemical/60058.html and entering C401072 in the site code box.

While we are not sure why participation nearly doubled from last year, we believe that notices provided by the new Nixle® service played a large part. If you have not done so, please take a look at Nixle®, a text and/or email service for receiving notifications about police activity, road closings, press releases, and events of interest. The Town’s website provides a step-by-step process for signing-up for this free service.

I close by reminding residents that the Town’s new website provides expanded information about Town services, calendar of events, proposed budgets, and other items of interest. Please continue to share any comments or suggestions about the website. Peter G. Barber, Town Supervisor

The View from Here... by Cheryl Lasher, President, Guilderland Chamber of Commerce

I admit autumn is my favorite time of year - the colors, crisp air, apples, and energy of sunny days with cool nights. Many people groan when I say that because they dread the season to follow. I prefer the excitement and sense of wonder in the changes of this season. I maintain that enthusiasm when considering the fastchanging world around us. The 21st century is certainly different than the parts of the 20th we remember. That’s good and bad because humans, by nature, are averse to change. The predictable life on the farm was societies’ base for thousands of years. Now we see more change in a decade than previously experienced in a millennium. The US flourished aboard the meteoric Industrial Revolution of the 19th and early 20th centuries. Then, prosperity steered us toward a service economy. Now, our growth industries are fed by science and technology – in medicine, new types of manufacturing, robotics, nanoscience, and more. Changes. What we are doing at the Chamber is a process of evolutionary change. We are nurturing and improving programs which have been successful in the past. We are re-establishing our Women in Business group who will help provide useful, informative programs on current business topics of interest. We are introducing a series of networking events hosted by our Workplace Wellness Committee where members can meet each other and explore different ways to be healthier and more productive at the same time. I like to say, “We’re not your granddad’s Chamber anymore.” That’s not entirely true. We still cherish the values of hard work, entrepreneurship, and working together, but we are working to bring value to and fit into your busy lives. Thank you for your support. Take a walk. Eat an apple. Be creative in changes which improve your Chamber and your business. 6

MODERN APPROACH TO SPINE PAIN By: Dr. Kim Keeling Guilderland, NY - Advancements in health care have come a long way in the past 20 years. I remember back to when I tore my ACL and meniscus in my knee. At that time, to repair both tissues, I needed to have 2 surgeries. During the first surgery, the surgeon repaired my meniscus. I was in a knee immobilizer brace for 2 months and spent the next 4 months in physical therapy to try to regain my knee range of motion and strength back. Then I had the second surgery to repair my ACL and again months of physical therapy. Over the past 20 years the medical field has learned that movement heals faster than non-movement. Today, after most surgeries, the doctors want you up and moving as soon as possible. It is because of advancements in technology, equipment available to the surgeons and research that has led to faster recovery times for the patients. Chiropractic care has advanced over the past few decades as well. As with any physician that you see, the advancements in diagnostics such as x-ray and MRI’s are giving us more information than ever before. This leads to a more accurate diagnosis resulting in treatments that get you out of pain faster. There has also been more research on rehab protocols and movements that are more precise in various spine conditions. For example, we now know that sit-ups are not the best exercises for strengthening your core muscles. Sit-ups can actually cause more injuries to the discs in your lower back and are contraindicated for individuals with osteoporosis because the increase risk of vertebral fractures. Even the military is looking to change training protocols with more advanced core exercises that help to strengthen the spine and reduce the risk of injuries. But what if a friend or your doctor told you to never see a chiropractor? I understand that old perception that if you go to a chiropractor they are going to just “crack your back”. That simply is not true at our office. Our approach to treating spine conditions always involves a combination of injury specific rehab, modalities such as cold laser, ultrasound or electric muscle stimulation, to reduce pain, soft tissue therapies to enhance healing, nutritional recommendations to reduce systemic inflammation and education about posture and movements for daily activities. Every week we get new patients who are so surprised that our approach seems more like a combination of massage therapy and physical therapy. Relationships between health care providers has changed over the years as well. At our office, we believe the best approach to treating spine conditions is to work together with your primary care physician, your orthopedist, physical therapist, acupuncturist, personal trainer and/or massage therapist. We have a good relationship with local orthopedists and doctors who refer patients for a trial of chiropractic care before considering injections or surgery. And sometimes we need them to prescribe a pain reliever or oral steroids to reduce acute disc inflammation or to do an injection so the patient can tolerate movement through rehab. I know that some patients fear going to an orthopedist because they don’t want surgery. This has not been my experience working with the local groups. Most surgeons want you to try all avenues of care and keep surgery as a last resort if they feel the outcome will be successful. As always, if you or someone you know is suffering with neck or back pain, please give us a try and stop suffering. For further questions, call the Sports & Spinal Wellness Center for a free consultation at 518-869-3415. Please visit our website for more information at www.sportsandspinalwellness.com. We would be happy to be a part of your healthcare team.

The Journey Is More Important Than The Destination By Master Rice

Guilderland, NY - The most magical thing about life is that we have no idea exactly what will happen next. We can plan and we can make moves toward goals, but exactly what will happen is uncertain. This is the mystery that makes us feel alive and excited; it is the fuel we need. If we knew exactly what would happen all the time, we would get bored and unmotivated. The excitement of life is in the careful planning of goals and paths followed by the uncertainty of exactly how things will pan out. Many different types of things happen to people everyday. These things can be as good as “awesome” or as bad as “horrible” (I use those words in their strictest meaning). Given any event that happens to us it is important to remember that the event itself is not as important as how we deal with the event. I remember first thinking about this philosophy after I saw Star Trek II : The Wrath Of Khan at a premier in NYC in the summer of 1982. In the film Kirk says: “How we deal with death is at least as important as how we deal with life.” Since that moment I have considered that quote and applied it on a larger scale, reminding myself often that an event is not as important as how we deal with the event. This is what defines our character. I often say to my students that there is a lot to be gained by not winning at tournaments. Although our character shows a lot in winning, the true strength of our character shows more in losing.

This past Friday after I finished class at GMA I drove to see Mete play in the fifth football game of the season against Columbia. When I arrived the game was already in the second quarter. I walked along the stands and stood by the fence figuring that I would watch a play before going up to find Zeynep. Someone went down in a heap and as every player took a knee, the injured player was swarmed by coaching staff and medical professionals. Sick to my stomach, I nervously searched the kneeling players for number 61, but I already knew I would not find it, somehow I just knew, it was Mete that was injured. It may have been the injury that ended his season and ended the hopes of being a kicker in college. It may have been the last game I will ever see one of my children play in. I wasn’t really ready to watch the last play after so many years of watching my children play and Mete wasn’t ready for his season to end. I talked to him a lot on the sidelines after talking with the doctors. I don’t remember everything I said, but I do know that what has happened is not nearly as important as how we deal with it. Mete is a third degree blackbelt of excellent character and he is a superior team player with a tremendous sense of community; I am not worried. I am however quite curious, as always, to see just how life turns out and what happens next. For now the Dutchmen Football is 5-0, Go Dutch, Win Section II!

TRASH TALK

by Vince Coppola, Owner of Scrapster, LLC Guilderland, NY - AT LONG LAST, Fall has arrived! So what does that mean exactly? I looked up the origin (etymology) of the phrase “at long last”. It first appeared as “at the long last” in a 1523 poem by John Skelton. The Oxford dictionary suggests “last” is used here as a noun, meaning a continuance. I wonder if John Skelton was alive today and detailing his car, would he wax poetic? But I digress. Next I considered “Autumn”. While I could bore you with the details, because hey, it’s fun to be annoying sometimes, the short version is that it’s history is kind of known, but not really. It basically means “end of summer”. From etymonline.com: “Unlike the other three seasons, its names across the Indo-European languages leave no evidence that there ever was a common word for it.” So it’s like the pyramids in a way, right? Work with me on this one: Humans were just hanging around, catching some rays and eating grapes by the pool. Suddenly a cold breeze, some hi-tech meddling aliens land and they build several impossibly giant and perfect structures. When they finished , sometime around harvest time, they said: “See you guys later…hey, by the way, start calling this season Autumn.” Then they took off into space and made us wait for George Lucas, Steven Spielberg and J.J. Abrams to be born to tell us more about these crazy aliens! At long last, I looked up “Fall”. I was drawn to the 13th century definition meaning “to pass casually (into some condition)”. Perfect description. Like everyone else around here, I love summer, but have been waiting for the heat and humidity to go away already. Every Indian summer day meant one less day of decent cool weather. Now that we have finally passed casually into Fall itself, I am taking advantage by getting some long overdue projects out of the way. With 10,000 square feet of warehouse to organize I really have my hands full. I am building shelves, organizing everything that goes together, cleaning out about 200 bins of who knows what, throwing out all the junk, etc. So what about YOU? Maybe you AUTUMN FALLOW my lead? YEAR-END TAX STRATEGIES BY

DOUG BAUER

Guilderland, NY - Earlier this year, we discussed the importance of making income tax planning a year-round activity. This month, we offer reminders of some strategies that have year-end deadlines as it relates to the 2016 personal income tax year. • If you are not on pace to achieve your target level of contributions to your employer-sponsored retirement plan (up to a maximum $18,000 for 401k or similar accounts, plus an additional $6,000 ‘catch up’ for those who are age 50 or older), you may wish to contact your employer’s payroll department to increase your contributions for your remaining paychecks. You may even find it makes sense to contribute your entire paycheck (after other mandatory withholdings) so as to maximize your contribution for the year. • For tax year 2016, the standard deduction amounts are $12,600 for married-filing-jointly, $9,300 for head of household, and $6,300 for individual taxpayers and married-filing-separately. If you find that your itemized deductions (which may include, but are not limited to, medical expenses, property taxes, sales taxes, mortgage interest, state income tax payments, and charitable donations) are close to the standard deduction, you may wish to consider pre-paying some 2017 expenses, such as property taxes or charitable donations. By “bunching deductions”, those who typically are eligible only for the standard deductions may be able to itemize deductions every other year, thereby realizing some income tax savings.

• Certain high-deductible health insurance plans allow for the ability to make tax-deductible contributions to a Health Savings Account (HSA) as an above-the-line deduction, which means one need not itemize deductions in order to benefit. Additionally, contributions made via payroll deduction are not subject to FICA tax. For 2016, eligible persons may contribute as much as $3,350 for individual coverage or $6,750 for family coverage (plus an additional $1,000 for people age 55 or older). Be sure to coordinate this strategy with any contributions your employer may have made on your behalf. Please note that HSA contributions are not permitted if you are enrolled in Medicare Part A or Part B. •

Depending on your personal tax situation, you may wish to realize capital gains (by selling appreciated securities) or capital losses (by selling securities which are worth less than what you paid for them). Many investors may be able to realize capital gains and pay a tax rate of 0% on their federal return if they are in a 15% or lower marginal income tax bracket. Other investors may benefit from utilizing realized losses to either offset realized gains (no limit) or to offset ordinary income (up to $3,000 per year, with any remainders carrying forward to future years).

Please consult your tax preparer and/or financial advisor to determine if any of the above strategies are appropriate for your overall financial situation.

ALBANY, N.Y. (Sept. 29, 2016) — Fenimore Asset Management, the independent investment advisor to FAM Funds, held a ribbon cutting earlier this morning to celebrate the grand opening of the company’s new branch office at 4 Executive Park Drive. Conveniently located behind Stuyvesant Plaza off Western Avenue, the approximately 1,400-square-foot first floor space includes a reception area, offices, and a spacious conference room where long-term investors can set up an appointment or stop by to have their portfolio reviewed and discuss investment management and financial services with experienced, inhouse professionals. FREE ≠NO COST by Margaret Tabak Guilderland NY -Family Court is a Court of limited jurisdiction in New York that deals with issues such as custody, child and spousal support, visitation, family offenses, and other related matters. The forms to start an action in Family Court are located online1. There are no filing fees in Family Court. So far, sounds good. New York has made it accessible and free of cost to address significant issue that effect families. While beginning an action for divorce can be complicated and expensive, these piecemeal and finite issues can be quickly addressed by an individual. The downside? Well, that is the same as the upside, it is accessible and free. Unfortunately, people sometimes go to Family Court and begin litigation without looking at the big picture. At the end of their proceeding, they may have lost time with their children; be paying more support, or generally be in a worse place. Bad reasons for starting litigation: • •

You are mad; your friend/hairdresser/co-worker advised you to go to Family Court;

you want to annoy or punish the other party

While Family Court is user friendly, it is still a Court of Law. All the rules in regard to evidence, civil practice, and knowledge of statutory and case law apply in Family Court. Without being familiar with these laws or procedures, you may do yourself a grave injustice. Many times after divorce or an Order of Custody or Support has been issued, one side may want to modify it, pay less support, have more time with the children, etc. There may be valid reasons for these changes to occur. However, if your reasons, valid or not, do not fall within the framework of the law, you will be unsuccessful. If there are items that have been lying dormant, you may now bring them to light. For example, a former client’s former boyfriend was mad at her regarding a text message. He decided to bring an action to modify custody, although he does not spend the time with their children which is already allocated to him. During this process, monies that he was supposed to pay her (and which she had looked the other way about) are now coming to light. Now that she is involved in a court proceeding, paying a lawyer, missing time from work, and the emotional l issues that go with it, she wants the money she is owed; and she will get it. Not only might this father end up with less time than is already allocated to him, but he is now responsible for the missed payments. Certainly, if time with the other parent is not in the child’s best interests; support monies are owed; or there has been any domestic violence in the family, Family Court provides an excellent mechanism to address these serious problems. In other words, free does not equal “no cost”. Before starting any litigation, make sure you have spoken with a knowledgeable attorney and understand the ramifications of your actions. 1

Thank you to all who continue to support us and our Fund Raising events. To make a Donation Mail to: Guilderhaven inc. 6655 Route 158 Altamont, NY 12009

www.guilderhaven.org FOR ADOPTION Batman is a super friendly, easygoing, active and playful one year old neutered male kitty. He is a smallsized cat weighing in at 9 pounds. He is an all-black kitty with stunning green eyes who loves to give you eye contact. He is extremely affectionate and loves to cuddle your lap and be carried around in your arms. Batman makes sweet chirping noises to communicate with you and will meet you at the door when you come in. He enjoys human interaction and will want to be where you are in the house enjoying a family activity. Batman likes to sleep with his foster Dad every night along with the other kitties. He is loving, high-energy, yet easy-going and affectionate all in one! Poor Batman! We found him living under a porch of an abandoned house with nothing to eat. It seems his owner had moved and simply left him behind. He would come up to anyone walking by as if to ask for food. Batman is so happy to be inside and has no interest in going back outdoors. The best home for Batman would be one with at least one young cat that wishes to play with him. He seems to flourish in a multi-cat home. He has tested negative for FIV/Felv and is up-to-date on his vaccines. If you would like more info, contact 461-0251 or brightsky@nycap.rr.com

“TANNER” is a neutered male cat, who was found in a back yard in January looking for food. When we took him in to be neutered, he tested positive for Feline Leukemia, therefore cannot be released back outside with other cats. He needs a home without other cats or with other cats who are Feline Leukemia positive. He is very friendly: likes to be brushed, loves to play w/toys, sat in my lap while sewing at the machine. I pick him up all the time. He had his Rabies Vaccine and Distemper Vaccine. He doesn’t seem to trust the foster dog that is downstairs w/ him so wants to atttack the dog (they are separated by a doggie gate and Tanner gets to come out when the foster dog is out for a walk. As soon as he hears us coming, he darts back to his room. If interested in this sweet cat, please call Deb at 518-765-5007.

TILLMAN is an extremely gentle laid back 5 year old kitty who had a very tough life prior to being rescued. He is an extremely handsome short-hair grey tiger w/ a white chest and feet. His green eyes will melt your heart when he rolls over to give you his belly to be rubbed and rubbed. Tillman was found living outside in the winter in the inner-city. He was scrounging for food trying to stay warm and alive. When he was rescued it was initially thought he had lost his one ear due to frost bite. However the vet feels he was born with only a partial ear. His hearing is just fine! Tillman enjoys other kitties and hangs out with the five other cats in his foster home. He is shy at first but quickly adjusts because he loves to cuddle and be out with the family. Tillman is a HUGE lover. He will want to sleep with you at night snuggling right up next to you or on top of you. He will wait for you in the morning along with the other kitties for his “wet food snack”and greet you when you come home. He loves to hang out and will look to you for words of encouragement. Although he has no interest in going back outside he enjoys watching the birds and squirrels from the windows. The best home for Tillman might be a quieter home where he can continue to feel safe and blossom. In return Tillman will reward you with lots of gentle snuggles. Tillman is neutered and has tested negative for FIV/Felv. He is up-to-date on his vaccines. For more info call 518-461-0251 or brightsky@nycap.rr.com

Ivy is a very tiny energetic playful female looking for her forever home. She weighs in at seven pounds and is just now one year old. She enjoys people and will meet you at the door when you come home. Ivy is social and will be wherever you are in the house. She enjoys other kitties in her foster home. Ivy was found literally starving in an abandoned garage in the inner-city while struggling to feed her five kittens. She was being a great mom at the detriment of her personal health. The neighbors would watch her and the kittens but no one stepped up to feed them. Ivy is our hero! Ivy is spayed, up-todate on her vaccines, and negative for FIV/ Felv. Feel free to contact 518-461-0251 or brightsky@nycap.rr.com for more info.

The Band, The City, Ron Darling, and a Heartfelt Thank-You! Guilderland, NY - Before I get to coming events, I would like to address an event that happened late in September, the Library Foundation’s Gala. I want to thank everyone who attended, as well as all the very generous people and companies who donated gifts to the Silent Auction and Live Auction. You are responsible for helping create yet another successful “Novel Affair” Library Gala. And my heartfelt gratitude goes to all the members of the Foundation who put the gala together. I know how hard you worked, and the effort shows in how well the evening went. Finally, to the Robinson Family: You were honored because you are so deserving of the recognition. You are a cornerstone of the community. Thank you for all you do. There is so much going on over the next couple of months. Here are some highlights John Simon: November 5: If you’ve ever listened to The Band’s albums “Music from Big Pink” and “The Band,” then you’re familiar with the work of John Simon, who will speak at GPL on November 5, at 3:30 pm. Mr. Simon was one of the top record producers in the United States during the late 1960s and the ‘70s, responsible for producing dozens of recordings including those iconic albums. He was music director for Martin Scorsese’s film of The Band’s last concert, “The last Waltz.” He also produced classics by Janis Joplin, Simon & Garfunkel, Leonard Cohen, Blood, Sweat & Tears, and many others. This event is free and open to the public. John Simon, producer for The Band, will speak at GPL on November 5. Ron Darling, November 18: As of this writing, there are still a few free tickets left for the November 18 Author Talk and Book Signing – sorry, all Reception tickets are gone -- by Mets star pitcher, broadcaster, and author Ron Darling. He’ll discuss his most recent book, “Game 7, 1986: Failure and Triumph in the Biggest Game of My Life,” which was just published to coincide with the 30th anniversary of the 1986 New York Mets championship season. Darling’s book breaks down one of baseball’s great games – a game that stands as a thrilling, telling, and tantalizing exclamation point to one of the best-remembered seasons in Major League Baseball history. Annual Bus Trip to New York City, December 10: The holidays are near upon us, so that means it’s time to make your reservations for the Annual Bus Trip to New York City. Experience the city all dressed up for the holidays, without the hassle of driving

John Simon, producer for The Band, will speak at GPL on November 5.

down and back. There will be two buses, but seats fill quickly. We will leave the Library parking lot at 7 am, get dropped off near Grand Central Terminal (at Park Avenue and 42nd Street), and you’ll have the whole day to enjoy. Busses will leave NYC at 7 pm.

Making reservations is simple: Go to the Chamber’s website at www.guilderlandchamber.com, and click on the Calendar of Events. Go to December 10 and click on “Holiday Bus Trip!” to reserve your seats for this holiday outing. Harry Potter fans! We are holding another Harry Potter Trivia Night, for adults, on Monday, November 14, at 7 pm. Last year’s event was so much fun – your costumes were wonderful – that we could not resist another. Consider forming a team and signing up. Maximum five members per team; only one team member need sign up. Go to www.guilpl.org, click on the Events & Registration Calendar, and go to November 14. The sign-up link is there. Good Luck! All the best, Tim Tim Wiles, Director
