notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - Taking advantage of one of our very few stretches of sunny dry weather, the Parks Department has made substantial progress to prepare the new Vosburgh Trails for a Fall opening. These hiking trails will traverse Town-owned open space in the Twenty West (70 acres) and French’s Hollow Road (54 acres) subdivisions. The Twenty West trail will be a roughly 45 minute loop with a shortcut to the top of a vista with views of the open space, stream bed, and Tawasentha Park. The Twenty West trail will link to a trail along a crest in the French’s Hollow Road subdivision which will allow for a 25 minute continuation of the trail to the Watervliet Reservoir and popular pedestrian bridge over the Normanskill Creek. A round-trip hike from Vosburgh Road to French’s Hollow Road will be roughly 3.3 miles. These open spaces are environmentally sensitive and easily damaged. For these reasons, ATVs, motor bikes, and other unauthorized motorized vehicles are prohibited. At present, the Parks Department has made initial brush cutting of the trail system with plans for final mowing and other improvements to open the trails to residents. The trails also have a few wet areas, and a permanent crossing over a persistently wet area will allow access for trail maintenance equipment.
VOSBURGH TRAIL HEAD
T WENTY WEST BRIDGE
The trail entrances are marked at locations on Vosburgh Road and at the end of the sidewalk on Millingstone Way in the Twenty West subdivision. In the next few weeks, Boy Scouts will earn Eagle badges by helping construct informational kiosks at trail heads. Please check the Town’s website for news about the opening of these trails. The Town also recently made free WiFi service available in parts of Tawasentha Park, mostly around the pool house and large pavilion, and will look to expand it to the rest of Tawasentha Park and other parks. This free WiFi service was installed at little cost by purchasing small devices which allow for the “piggybacking”of the WiFi service at the Parks Department’s main office on Route 146. Jeffrey Gregory, the Town’s Network and Systems Technician, designed and installed this innovative approach in lieu of the expensive laying of underground cable. The system is also accessible to camp counselors and staff who use laptops to schedule programs, communicate with parents, arrange transportation, and other tasks needed to successfully run an extensive recreational program. This free service allows the Town to avoid the expense of renting MiFi jetpacks. And because it’s tied to an existing location, the Town does not have to set up another account and pay a separate monthly bill. Starting later this month, the Town will be adding an imbedded video component to its website instead of requiring residents to access the video on a third-party website, like YouTube. The videos of Town, Planning, and Zoning Board meetings will be posted online soon after the meetings. The videos will be indexed, which means that they will be paired with each board’s posted agenda so that clicking on a particular agenda item will take you directly to the start of the video for that item. It is our goal to upgrade our equipment so that we can broadcast live video on the website. Over the past year, as part of its replacement plan for heavily-used and high-mileage vehicles, the Town acquired four new police vehicles and two pickup trucks for the Water Department. Through the work of Town mechanics, some of these replaced vehicles have found a second life in less demanding settings. Soon, a former police vehicle will be used by the Town’s Senior Services Department to take seniors to medical appointments and a retired Water Department pickup truck might find less intense use by the Buildings Maintenance Supervisor. 4

Peter G. Barber - Town Supervisor
Another successful year has come to an end at the Guilderland Performing Arts Center. Over the summer, we had several concerts included the popular Guilderland Town Band and several local and not so local musical groups from Aquanet (80’s cover band) to Skeeter Creek (Country) and the ever popular Hey Jude (Beatles tribute). I want to thank residents for attending these free concerts and the Parks Department’s grounds crew for their hard work in keeping the grounds well-maintained. By the time you receive these notes, the new School Year will have started. Please be mindful of students waiting for buses and last second dashes to catch the bus. Please also remember that all vehicles must stop and remain stopped when the school bus activates its red lights and extends the stop sign. On Saturday, September 23rd from 8am to 2pm, the Town is holding the Fall edition of its Household Hazardous Waste Day at the Highway Department Garage, 6338 French’s Mill Road, just off of Route 146 in Guilderland Center. Please review the list of acceptable hazardous waste at www.townofguilderland.org/transferstation. Also, on Saturday, September 23rd from 9am to Noon, the Town is holding a Document Shredding Day at the Transfer Station, across the street from the Highway Department Garage. Residents can bring four boxes of documents and records without charge. Residents can pick-up passes for both events at the Town Clerk’s Office or Transfer Station. Thank you for taking the time to read these notes. If you have any questions or comments, please do not hesitate to contact any Town Department. Peter G. Barber Town Supervisor

Family Court: An Alternative for Domestic Violence Victims by Leyla A. Kiosse
Guilderland, NY - In anticipation of National Domestic Violence Awareness Month (in October 2017), I wanted to take a moment to highlight the seriousness of domestic violence and resources that are available if you or someone you know are a victim of domestic violence.
Domestic violence does not discriminate. There are victims of domestic violence across every age group, race, and gender. It is estimated that 25% of women in the United States has experienced domestic violence in her lifetime1. Men are also victims but are less likely to report the violence. It has been estimated that approximately 835,000 men are physically assaulted by an intimate partner each year2. The statistics for teenagers that fall victim to domestic violence are also staggering. The Centers for Disease Control has estimated that each year nearly 1.5 million high school students experience domestic violence from a dating partner3. Often times when we think about domestic violence we only think about physical abuse. But domestic violence is any pattern of behavior in an intimate relationship that is used by one person to gain or maintain power over the other person. Domestic violence also includes sexual, emotional, verbal, economic or psychological abuse. Sometimes a victim is unable to pursue criminal charges against his abuser in criminal court. When this happens, the victim should know that the family court offers him a remedy. 1
Article 8 of the Family Court Act gives the family court the power to grant an order of protection where the victim alleges that a “family offense” has occurred. A family offense is any of the following conduct: • Disorderly conduct (e.g. obscene/abusive language, fighting, threatening behavior) • Harassment • Sexual misconduct • Forcible touching • Sexual abuse • Stalking • Criminal mischief (e.g. intentionally damaging property of another person) • Menacing (e.g. intentionally placing or attempting to place another person in fear of death or physical injury) • Reckless endangerment (e.g. conduct that creates substantial risk of serious physical injury to another person) • Criminal obstruction of breathing or blood circulation • Strangulation • Assault In order for the family court to have jurisdiction, the conduct described above must have occurred between spouses or former spouses, a parent and child, or between “members of the same family or household.” “Members of the same family or household” include people related by blood or marriage, people who have a child in common, and people who are or have been in an intimate relationship (even if the relationship was not sexual in nature). In order to seek an order of protection, the victim needs to file a petition with the family court clerk and allege that a family offense has occurred. While this can be done without an attorney, a domestic violence victim should seek assistance from an attorney (or minimally, a domestic violence advocate) so that he has help in navigating through the court system. From the Director: Urgent Need for Help!
Get Jazzed Up at GPL!
For many years, the Guilderland Public Library has served as an AARP Tax-Aide site. Each year, approximately 500 of your neighbors receive assistance in comple ng and filing their tax forms, in a program that meets twice a week here at the library. Many of the folks are senior ci zens, and have come to depend on this program for assistance understanding and filing their taxes. Now, the program is in jeopardy for 2018, because the AARP has been unsuccessful in finding a volunteer to coordinate this service. If you have an eye for detail, and can supervise volunteer tax preparers, then we need you! If there was ever a me to step up to the plate to help your neighbors, the me is now!
I’m jazzed about our library, and I hope you are too! The Guilderland Public library, chartered in 1957, turns 60 years old this year, and we are also celebra ng 25 years in our building, which was built in 1992. To celebrate, the Guilderland Library Founda on is throwing a party.
The Local Coordinator (LC) manages the site. He or she would coordinate the schedule with the library, order supplies (printer paper, Tax Aide Posters), schedule volunteers to work, transmit tax returns and resolve rejected returns, and do some repor ng. A key skill is effec ve communica on with volunteers and clients. The LC needs to manage volunteer staff and address client needs. They will evaluate volunteers, and ensure confiden ality of client informa on. The LC does not need to be a tax preparer. If the LC does not wish to prepare taxes, then they must be cer fied/pass an exam for ethics and quality review. If they also wish to complete tax returns a third cer fica on would be required. Interested par es should contact regional coordinator Jerry Seeley at 518-477-8181, or email him at jseeley1018@gmail.com. Thank you for considering this request, which not only serves your friends and neighbors, but helps to keep the library a vital part of your community. from the
When you walk in the door on Thursday evening, October 26th, you’ll be greeted with a glass of champagne to celebrate with us. There will be great jazz music played by the Skip Parsons Marmalade Quartet, and we are encouraging our guests to “get all jazzed up” in their best Gatsby-esque roaring 20s a re (totally op onal). You can also come in your work togs, or come as you are. As you may know, we are using this anniversary to conduct a year-long study of what the people of Guilderland want in their library over the next genera on. While we haven’t wrapped up that research, some hints that night may point to future direc ons. We’ll certainly be highligh ng our successes, and also shining a li le light on improvements we hope to make to your library—to make it even be er. This is a great opportunity to a end a fun party with drinks and hors d’oeuvres provided by a local business—the Elegant Touch Catering Company. Your cket purchase will support the Founda on’s efforts to keep your library a vibrant center of the community. A por on of your cket price is tax-deduc ble. We’d like to thank the dedicated volunteers of the Guilderland Library Founda on for planning this great evening. We’d also like to thank our corporate sponsors for suppor ng the event: Jaeger & Flynn, The Rosenblum Companies, and The Ten Eyck Insurance Group for making the evening possible. This promises to be a really fun evening for a great cause, and we hope you’ll join us. To purchase ckets, go to bit.ly/JazzyGPL, or call 518-456-2336. I hope to see you October 26th or before! SECTION 529 COLLEGE SAVINGS PLANS BY
DOUGLAS BAUER
Guilderland, NY - Those interested in saving money towards future higher education expenses are faced with several different options. Among these options is a Section 529 College Savings Plan, which has emerged over the past 20 years as a popular college savings vehicle. Section 529 plans are administered by the state in which the plan is offered. The various plans which are available are similar in the following regards: 1. A plan is established by an account owner (typically the person who funds the account), with a designated student beneficiary. The owner and beneficiary can be the same person. 2. Contributions can be allocated among a number of different investment options offered within the plan.

POSITIVE ENERGY Guilderland, NY - Last week Zeynep and I took our son Mete to the SUNY College of Environmental Science and Forestry in Syracuse to begin his college journey. As sad as it was to let go of our youngest and begin the chapter of the empty nest, the experience was truly great. The ESF college has a nice li le campus, ranked number 2 among our na on’s green colleges by the Princeton Review. That makes sense as a school dedicated to the promo on of environmental conserva on and sustainability. It is adjacent to and coopera vely working with Syracuse University, the alma mater of our older children. This increases our comfort level since we have been traveling there frequently for the past seven years and know the area quite well. The ESF campus community is excellent and each and every student I met over the years appears to have superior character, a trait most appreciated by a parent and a master. It again makes sense because students that desire to be stewards and care-takers of the environment are typically also caring of other people, their belongings and health.

HOUSEHOLD HINTS
Common Sense Tips To Keep Your Household Looking Its Best Beautiful Lighting For Your Home:
Great Interior Paint
1. Halogen lighting in your kitchen and dining areas make food look more attractive! 2. For hard to reach lights, think of fluorescent bulbs – they last longer so you need to change them less frequently 3. Outdoor lighting along paths and stairs will make your home not only more attractive, but safer as well.
Great Looking Tile: 1. A mixture of ½ water and ½ ammonia will help to remove mildew and make tiles shine. 2. Run a hot shower for a few minutes prior to cleaning – this will help to loosen dirt and make cleaning easier.
An Attractive Front Door: 1. A fresh coat of paint on your front door will add to the beauty of your home. 2. Shine-up metal door hardware, house numbers and other fixtures by cleaning them with a mild soap & water mixture and a soft cloth. You can also use commercial cleaners according to the type of metal you have.
Clean Windows:
1. Use a coat of primer prior to painting. One coat of primer covered with a coat of paint is more durable than 2 coats of paint. 2. Use semi-gloss, gloss or other more easily washable paints in areas that need frequent cleaning (due to food spatters, hand prints, etc).
1. Did you know that you should never clean your windows in direct sunlight? Your glass becomes heated and this causes streaking and spotting. 2. Wash the outside of the window panes using left to right strokes and the inside using top to bottom strokes. That way if they are streaked you’ll now which side to do over.
Stainless Steel Appliance Cleaning:
Scented Dryer Sheets to the Rescue!
Use this technique every few months to keep appliances clean and shiny: 1. Wash surfaces with hot, soapy water (dishwashing liquid works fine) and a nonabrasive sponge, working both with and against the grain, to lift grime & build-up. Dry with a soft towel. Don’t be surprised if appliances look duller than when you began: you have just removed grease and residue from previous cleaning products. 2. Apply a layer of stainless-steel polish according to the package directions, wiping off any excess immediately. 3. With a clean, dry towel, buff the polish into the surface, going with the grain, until it shines and the towel comes away dry.
Scented dryer sheets can do more than freshen clothing and eliminate static cling... 1. Use a dryer sheet as an air freshener in your car – just place a sheet under your seat 2. After you have unpacked, place a dryer sheet in your empty suitcase to keep away musty odors 3. Place a dryer sheet at the bottom of your wastebasket, under your trash bag, to eliminate odors.
A Clean Dishwasher: Fill a small coffee cup with white vinegar and place it on the top rack of your empty dishwasher and run its regular cycle – when you are done, your dishwasher will be sparkling clean and fresh smelling.
