As fresh produce and grills give way to pumpkin spice and comfort food, we’re reflecting on a productive and successful summer, thanks in large part to you, our wonderful patrons. Our 2019 Summer Reading Program theme, A Universe of Stories, coincided with the 50th anniversary of the momentous moon landing. Summer reading results were, by all accounts, rather spectacular in their own right – and not just for kids! Here’s the July/August recap: Pre-K-Grade 12: · 411 registrants · 8,033 books logged · 81,158 minutes / 1,353 hours of reading logged Adults: · 116 adults read 577 books Overall: · 3,548+ people attended 69 programs In addition, 61 teens dedicated 820 hours to assist us. These volunteers lent a hand at programs, aided patrons with their online Beanstack accounts to award the summer reading prizes and raffles, and helped us stay ahead of the curve with several duties. Many thanks to them for their commitment and assistance! In general, we hope you were able to take advantage of some of our offerings for all ages, to help everyone in your family (and you!) remain engaged and mentally stimulated over the summer months.
“Feelin’ Groovy” Gala – Sept. 28 We’re counting down the days and anticipating a fabulous soldout evening for our annual Library Gala, “Feelin’ Groovy”, Sat. Grant + Incentive = Enhanced Energy Efficiency Earlier this year, the library completed a $217,000 project to replace all 26 of the building’s heat pumps, which mostly date from the building’s opening in 1992, with new, high-efficiency models that save 20 percent in energy use—and thus in costs. The project was helped by a $105,346 State Library Construction grant, which would not have been possible without strong advocacy work by Senator George Amedore and Assemblymember Pat Fahy. Local taxpayers also benefitted from a National Grid incentive of $12,007 on this project, bringing the local portion of the expense down to approximately $99,000. notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - I hope you are enjoying the late summer weather, and finding time to enjoy your Town parks, trails, and fall harvest events. If you haven’t tried it yet, please check out Hike Guilderland!, which provides interactive trail maps with descriptions, trailhead locations, and general information useful for hikers and bicyclists, and in a few months, for snowshoers. The application is available on the Parks & Recreation webpage. A reminder that NYS DOT is holding a public information session on planned improvements to the Carman Road/Lydius Street intersection on Tuesday, September 24th from 6:30pm to 8:30pm at Pine Bush Elementary School. The presentation will include the layout of the proposed roundabout, new sidewalks and crosswalks, projected timing of the work, and detour options. This project is funded under the Federal Highway Safety Improvement program and is administered by DOT which is solely responsible for the intersection’s design and construction. The sidewalk part of this project is supplemented by a $250,000 Town grant secured by Assemblyperson Pat Fahy which will extend the sidewalk to the Pine Bush Elementary School. DOT recently awarded the contract for the paving of Carman Road from Western Avenue (Route 20) to Coons Road, and anticipates that paving to take place this October or November. The NYS Thruway is proceeding with the total replacement of the Old State Road bridge over the Thruway. Because of the impacts upon traffic and routing of detours, the Carman Road/Lydius intersection and Old State Road bridge replacements projects are planned to occur in different years. The NYS Thruway has scheduled contract award for October 2019, with a bridge closure and start of construction next spring, and construction completion next fall. The total closure of the bridge is expected to last seven months. The Thruway Authority will hold a public information meeting later this year. One of the best ways to receive information about Town events, newsletters, road work and closings, traffic alerts and other items of interest is by signing up for Nixle®, a free service that allows residents to receive this information via text and/or email. The Town will use Nixle® to share information and updates about the Carman Road/Lydius Street intersection work and the Old State Road bridge replacement. You can sign-up for Nixle® for free via a link on the Town website or at www.nixle.com. I am pleased to report that the construction of the new water pump station and infrastructure for the Rotterdam-Guilderland interconnection project is nearly completed. With the start of the new school year, please be mindful of children waiting for or discharging from a school bus. Most school busrelated deaths and injuries occur when school children cross the street after being discharged from the bus, not in accidents involving school buses. The State is urging law enforcement agencies to aggressively enforce traffic laws intended to protect school children or disabled persons waiting for or exiting a school bus. Please remember that vehicles transporting people with disabilities are often equipped as school buses and that drivers must follow the rules for school buses. When a stopped school bus flashes it red lights, traffic in all directions, including traffic on the opposite site of divided or fourlane highways, must stop. These rules apply at school entrances and parking lots. When you stop for a school bus, you cannot drive again until the red lights stop flashing or when the bus driver or a traffic officer signals that you may proceed. The first topic is the “Town’s Response to Climate Change” with details about the Town’s current and planned actions, including commitments to sustainable energy and climate-smart development. A WAY OUT FOR DOMESTIC VIOLENCE VICTIMS by Margaret C. Tabak
Guilderland, NY - October is National Domestic Violence Awareness Month. Domestic violence is an insidious problem that has proven to be incredibly difficult to solve. Domestic violence does not discriminate. There are victims of domestic violence across every age group, race, and gender. It is estimated that 25% of women in the United States has experienced domestic violence in her lifetime1. Men are also victims but are less likely to report the violence. It has been estimated that approximately 835,000 men are physically assaulted by an intimate partner each year2. The statistics for teenagers that fall victim to domestic violence are also staggering. The Centers for Disease Control has estimated that each year nearly 1.5 million high school students experience domestic violence from a dating partner3. Often times when we think about domestic violence we only think about physical abuse. But domestic violence is any pattern of behavior in an intimate relationship that is used by one person to gain or maintain power over the other person. Domestic violence also includes sexual, emotional, verbal, and psychological abuse. In fact, Governor Cuomo recently signed into law a bill that expands the legal definition of domestic violence to include grand larceny and coercion and certain forms of economic abuse (such as identity theft). Sometimes a victim is unable to pursue
criminal charges against her abuser in criminal court. When this happens, the victim should know that the Family Court offers a remedy pursuant to Article 8 of the Family Court Act with the filing of a “family offense” petition.

A Family offense is certain conduct that is defined under the penal law, and includes disorderly conduct, harassment, sexual misconduct, forcible touching, sexual abuse, stalking, criminal mischief, menacing, reckless endangerment, strangulation, criminal obstruction of breathing or blood circulation, and assault. The conduct must occur between spouses or former spouses, a parent and child, members of the same family or household, including people related by blood or marriage or who have a child in common, or people who are (or have been) in an intimate relationship (even if that relationship was not sexual in nature).
It is important for domestic violence victims to understand that in New York State it is illegal for employers to penalize the victim who needs to take time off of work to attend Court proceedings or legal matters related to the domestic violence she experienced. Employers are also prohibited from discriminating against domestic violence victims4.
In order to seek an order of protection, the victim needs to file a petition with the family court clerk and allege that a family offense has occurred. While this can be

On January 24, 2018 he was sentenced to 40-175 years in prison for multiple counts of sexual assault of minors, including prominent USA gymnasts. It is called “Protecting Young Victims from Sexual Abuse and SafeSport Authorization Act of 2017.” The law designated the U.S. Center for SafeSport to provide education and training on various types of abuse of athletes, as well as, investigates allegation of misconduct within the U.S. governed sports organizations. For example USA Hockey, USA Track & Field, USA gymnastics. These are called National Governing Bodies (NGBs). So why am I telling you this? If your child’s sports organization is affiliated with an NGB, they are required to follow these strict standards. If they are not affiliated with a NGB, does the organization have policies in place to protect athletes and provide training for coaches? Every year I attend an annual conference for Sports Chiropractors hosted by the American Chiropractic Board of Sports Physicians. A benefit of this conference is we get educated by the doctors and staff from the U.S. Olympic Training Centers. This year, a physical therapist who works there told the following story. A female athlete came running into the training room frantically looking for a sharp object, such as scissors or sharp blade to try to commit suicide. The team of trainers tackled her to the floor to restrain her. When they got her to finally talk they found out that earlier that morning she had been sexually assaulted by her coach. When she told her father, he proceeded to beat her and told her not to tell anyone about the rape. He didn’t want the coach to get into trouble because the stakes were too high to risk her potential Olympic career. Rule #1: Your star athlete is a human being FIRST! IF YOU ARE A PARENT, COACH, TEAM VOLUNTEER, OR TRAINER, YOU MUST VISIT THIS WEBSITE AND TAKE THE TRAINING OR AT LEAST READ THE “PARENT TOOLKIT.” Here are some of the topics covered and things to think about with your children. Sexual Abuse: Adult-to-child or peer-to-peer. How to communicate with your child about appropriate boundaries, warning signs, what to say if something happens. Physical Abuse: Is the coach denying athletes water breaks due to poor performance, not abiding by baseball pitch count rules or telling athletes not to go the doctor to have injuries evaluated because it could impact them playing? Remember Rule #1: your star athlete is a human being FIRST! Emotional Abuse: Is the coach using abusive language, aggressive behavior, blaming an individual player for losing the game? Bullying & Hazing: It is just not okay anymore. Social media and communication guidelines. Is it okay for a coach to text an athlete at 10:00PM? Should your kids follow their coach on social media?

Team overnight travel and guidelines to consider to keep athletes safe. Your high school senior develops a relationship with their 20 year old assistant coach. How is that managed? What are the guidelines for the locker room? Is it okay to drop your athlete off for a private training session without another adult around? Does the organization have rules for that…to protect the athlete and the coach? If you are a coach, do you know signs that an athlete may be suffering abuse at home? Do you know if you are required to report potential abuse and who do you report to?
As a Sports Chiropractor, I work with young athletes in my office on a daily basis, I’m required to take the training on the SafeSport website. At first I thought I was just checking something off my “to-do” list. But the training was very eye opening and educational. It made me think if things that had never crossed my mind with my own kids playing sports. I highly recommend all parents read the Parent Toolkit…then start talking. Guilderland, NY - The retail financial services industry offers products and services through two very broad arms – broker-dealers and registered investment advisors. It is important for consumers of financial services to understand how their advisor is being compensated. The Broker-Dealer world consists of well-known firms such as Merrill Lynch, Morgan Stanley, and Wells Fargo, along with many independent firms such as LPL Financial, Commonwealth Financial, and VOYA Financial Advisors. Broker-dealers are regulated by both the Securities and Exchange Commission (SEC) and the Financial Industry Regulatory Authority (FINRA) and their revenue is generally a result of commissions generated by securities transactions. A securities transaction may be the purchase or sale of a stock, bond, mutual fund, real estate investment trust, variable annuity, variable life insurance, etc. An advisor with such a firm is considered a ‘registered representative’ of the firm, and his/her income is generally based on transactions processed on behalf of clients. Commissions are typically built into the price that a consumer pays for a securities product, which means that the consumer is not making a direct payment to the brokerdealer firm. The Registered Investment Advisor (RIA) world is regulated by the SEC and/or the states in which it serves clients. Generally speaking, an RIA firm provides financial advice and guidance to clients in exchange for fees paid directly by the client. Types of advice offered by an RIA firm vary, but typically include cash flow analysis, retirement income planning, income tax analysis, portfolio management, estate distribution planning, etc. RIA firms are generally viewed as having fewer conflicts of interest with their customers due to the nontransactional nature of the relationship. The financial services industry has seen a large shift during the past 20 years away from the broker-dealer channel and towards the RIA channel. According to Cerulli Associates in its December 2013
edition of “The Cerulli Edge: US Asset Management Edition”, the RIA channel grew at an average annual rate of 8% from 2004 to 2012, while broker-dealer channels actually saw an overall decline in business during this same period. We attribute this trend to the notion that RIA firms owe their clients a fiduciary duty, which is a much stronger duty of care than the suitability standard required by broker-dealer firms. In other words, an RIA firm is required to sit on the same side of the table as its client, while a broker-dealer firm is not.
