Active MAnAgeMent – cAn You Win the Loser’s gAMe? by

Guilderland, NY - Investors are faced with a choice between nearly 8,000 distinct mutual funds (excluding multiple share classes of the same fund), according to data from Morningstar. How can investors be expected to choose wisely from such a large investment universe? As it turns out, the first step may well be to filter out all actively-managed mutual funds. Standard & Poor’s, a leading financial market benchmarking firm, prepares a semi-annual analysis called the S&P Indices Versus Active Funds Scorecard, or SPIVA Scorecard. The Scorecard seeks to compare the performance of various mutual funds to relevant benchmarks tracked by S&P. The Scorecard is particularly useful for the following reasons: 1. S&P considers all funds available at the beginning of a sample period, and not just those funds which survived through until today, thereby eliminating survivorship bias. 2. The Scorecard compares each mutual fund to a relevant benchmark, as opposed to comparing all funds to a single benchmark such as the S&P 500. 3. S&P provides analysis on an asset-weighted basis, which reflects the fact that an investor is more likely to have access to, say, the American Funds Growth Fund of America ($139 billion in assets) than the Kirr Marbach Partners Value Fund ($58 million in assets). For the period ending 12/31/2019, the SPIVA Scorecard showed that on a 10-year trailing basis, between 78% and 97% of US equity mutual funds were outperformed by a relevant S&P index. This means that even in the best-performing category of active US equity mutual funds (those in the Mid-Cap Growth space), only 22% of funds outperformed their benchmark. This lends strong evidence to the wisdom of utilizing index funds (rather than actively-managed funds) to assemble a portfolio.
We find two common objections to the advice to avoid activelymanaged funds – the first is to only use actively-managed funds in the “less-efficient” asset classes, such as small-company stocks or emerging markets stocks. However, the SPIVA Scorecard confirms that activemanager underperformance is as robust in these asset classes as it is in more common asset classes such as large-cap US stocks. The second objection we hear is that investors should limit their choice of activelymanaged funds to those with good track records. Fortunately, S&P also publishes The Persistence Scorecard, which illustrates that topperforming actively-managed funds over an observed period are not statistically more likely to remain top-performing funds in a following period. Finance author Charles Ellis offered this sage advice in his book ‘Winning the Loser’s Game’: “Everything I know is known by the market and worked in to the market…The best way to invest is through benign neglect. Get your asset allocation right and leave your investments alone.” We couldn’t agree more!

Greetings Guilderland, I hope you are staying safe and healthy. This month’s column will focus on two main areas—back-to-school support from the library and an update on our building process, which began with voter approval of our referendum in May, 2019. First, rest assured that we are hard at work on making the next step happen on our gradual, safety-first reopening plans as we continue to work in two half-staff teams at the library for two-week stints, per Executive Order. We will be sure to keep you posted through our website, social media, and eNews channels. If you haven’t already, you can subscribe to our weekly eNews and monthly newsletters at https:// bit.ly/GPLeNews. We are extremely busy with curbside services, processing 10,620 checkouts and 17,000 checkins during July and August, with only half-staff. Shoutout to my staff, they are simply amazing! Meanwhile, our youth services staff is preparing for the reopening of schools by, among other initiatives, beefing up our online offerings designed to help students, parents, and families learn in these difficult times. We have several resources that can bolster academic enrichment at: https://guilderlandlibrary.org/learning-tools, including: · BookFlix - This award-winning resource from Scholastic connects imaginative stories with nonfiction knowledge, encouraging early learners to discover the joy of learning to read, then the excitement of reading to learn. Age range: Preschool-Grade 3. · Kids Info Bits - This comprehensive resource, part of the New York Online Virtual Electronic Library (NOVEL) features articles on a variety of topics, current event news stories, and pictures and videos to both enhance and retain learning. Age range: Elementary. · Opposing Viewpoints - This timely resource, also from NOVEL NY, lends multiple perspectives to current events to foster a broader understanding beyond the sound bytes and headlines. At last count, 482 issues of current relevance were covered. If it’s a hot topic, it’s likely to be listed. Educator resources are included. Age Range: High School. · Academic Onefile - This robust online encyclopedia is perfect for completing research projects. Students can utilize the topic finder, subject guide search and publication search to pinpoint the exact information needed. Age Range: High School. · Learning Express - Students K-12 can use School Center to access practice tests and review the material, and older students can benefit from reviewing the math and ELA modules. Science and social studies content, technology skills practice, test prep and much more are also included. This comprehensive resource also features several helpful career-related categories for adults. Age Range: All Ages. · Pronunciator - Explore American Sign Language (ASL), or customize your own course as you choose from a whopping 163 languages to learn online. Practice newly-acquired English language skills (ENL), or reinforce your school studies with quick daily lessons. Age Range: All Ages.
Of course, you can also access our book collection by utilizing our curbside pick-up service for that good old-fashioned educational and entertainment resource—books. I mentioned other educational initiatives. We are evaluating our nonfiction collection, finding gaps and buying items where possible to bolster and update our holdings, especially in topics important to Guilderland students. We do this by researching the school district’s curriculum, and staying in touch with GCSD librarians, teachers and parents to see how our collection efforts can support learning. We consider ourselves GCSD’s partner in education and treasure the many collaborations we work together on, often behind the scenes. We’re also working to benefit our traditional home schooling community, and also those local students who will be doing some or all of their learning virtually this fall. With other local libraries and librarians who specialize in youth services, we are attending webinars and virtual conferences to adapt to the “new normal,” or at least the present situation—which, we’ve all come to realize, is constantly changing. These learning opportunities and local relationships help us learn on the fly how the return to school is going, and how best to serve our community. Building Update I’d also like to update the community about the status of our renovation and expansion project, which is proceeding on time and on budget. Despite all our current challenges, it’s an exciting time. By the time you read this, our construction bid documents will be released to contractors who might be interested in bidding on the nine million dollar project. We released the documents and specs on August 31st. Interested parties have about three weeks to review the plans, estimate their costs, and compete for the job. As I write, economic conditions are favorable for organizations doing these types of projects. There have been some delays caused by Covid-19 in the industry nationwide, but materials and labor shortages are improving, and we remain hopeful. In our current age of social distancing, this project takes on a whole new meaning. hallway seating and jammed school art receptions, the architect plans are serendipitous for accommodating not only burgeoning community needs, but the possibility that six-feet distancing may be our standard for some time to come. If all goes according to plan, we will have several bids and will pick, as required by law, the lowest responsible bidder to complete the project.
The building project, approved by Guilderland voters in May 2017, takes on a whole new meaning in this age of social distancing. Our hope is that this happens quickly, due to seasonal conditions. If the general contractor is able to build our new youth services room on the Eastern end of our building before snow flies or the ground freezes, then we can continue with the interior renovations over the colder months. By the time I write the next monthly column for Our Towne, I should be able to announce a projected timeline for project completion. I thank the citizens of Guilderland for their support through the development of this project, the referendum in May 2019, and their patience through all the necessary design work completed over the past four years. It’s hard to believe, but initial planning for this project began in 2017 as the library celebrated the 25th anniversary of our building, which opened in 1992. This building exists for you; we are simply the caretakers, striving to operate in your best interest. Census Response The last I knew, I believe our 2020 Census completion rate here in Guilderland was approaching 75%, a bit above the state and national averages. While I am glad we are out ahead of that number, as the census draws to a close soon, allow me to challenge you. I am an Army veteran, member of AMVETS Post #35 and I served as Police Chief at the Albany VA Medical Center retiring as Chief in 2013 after 35 years of service. My wife Cheryl and I have 4 great kids all of who were raised in Guilderland and still live in the area along with 4 amazing grandchildren. Q. Do you have many regular customers? A. We have 175 registered families who are able to come to the pantry once a month. We add 5-10 new families each month. Q. Are you known for anything special? A. In addition to providing healthy food, dairy items, meat and fresh produce to our families we also have several targeted programs: • Backpack Program that provides weekend food for at risk children • SUNY Pantry- we support the food pantry at SUNY Albany to assist first time students • Home delivery service for shut-in’s and those without transportation • Holiday meals are provided to our families 3 times per year

HAPPY SILVER ANNIVERSARY by Margaret C. Tabak
Guilderland, NY - While many of you are waiting for Part 2 of the Betty Broderick series, I need to digress to commemorate my 25-year anniversary of moving my office to Guilderland. I started my career working in Schenectady. While I loved my colleagues, the judges, the Bar Association and the great historical value of the Electric City, by 1995 the city had fallen on hard times and it was more difficult to attract clients to that area. I lived in Guilderland and felt the central location would be good for business and make it easier for me to travel to different courts, as well as to attract clients from a broader geographic area. At that time, very few lawyers were located in the suburbs, and many of my colleagues told me it was a fool’s journey. 25 years later and I have been fortunate to have my business thrive. While my children were growing up, I was fortunate to be 2 miles from my house and close to their schools so that I could easily take part in activities and events. I always say that a commute would have been the flat tire to making my work/life balance fall apart. The world and my work life have changed immensely in this quarter century. In 1995, I did not have internet or email, although I had been using a computer for several years by then.1 The internet has revolutionized the way that we all work. I have access to so much information with the click of a button. I can work remotely. In 1995, I did not envision how quickly technology would move and what it would offer. 1
E-mail has been something of a mixed blessing. While you can transmit information faster, there is a constant barrage of interruptions, and people seek answers immediately. However, my brain still works at the same speed as it did 25 years ago (thankfully!). So, while you can ask a question faster, I still need the same amount of time to process and think. I did not have a cell phone in 1995. Sometime after, I got my first palm pilot. This let me keep an updated calendar and contact information with me at all times. When I did get my first cell phone I thought “there should be something that is a palm pilot and a phone” It appears Steve Jobs thought of this to, but smartly acted on it. When I thought you couldn’t reach me any faster than by email, text came along. While generally a “quick” response is not the best one, there are times that it does serve its purpose. And don’t even get me started on social media, which has changed all our lives. To the people of Guilderland, thank you for sharing my silver anniversary. I look forward to many more years working in this great community.

Our immune system encompasses the entire body. This is where all the systems come together as a symphony to help your body fight illness and disease. In a time when so much happening around us is out of our control, it is time to focus on what you can control. EXERCISE: Exercising is one of the best things you can do to keep your body healthy. Exercise helps to regulate blood sugar, reduces blood pressure, lowers cholesterol which decreases your risk of heart disease. This alone will help your body be able to fight off illnesses much easier. It will reduce your co-morbid conditions that are related to more severe cases of COVID-19. Also, by keeping your blood sugar under control and maintaining a healthy weight, you greatly reduce your risk of many chronic diseases. Exercise also helps to decrease anxiety and depression by releasing hormones in your brain that make you feel happy. PROBIOTICS: You have all read articles by me about the benefits of probiotics. Probiotics are the good bacterial that live in our digestive tract and make up 70% of our immune system. If you have not added them into your daily routine, it is time to start! Fermented foods that contain probiotics are yogurt, kefir, kombucha, tempeh, sauerkraut and pickles. Once you have the good little bugs in your gut then you must feed them. Probiotics are sustained and live on fibrous foods called “prebiotics” to make them more robust. Prebiotics are found in garlic, onions, leeks, asparagus, bananas, barley, oats, apples, and flax seeds. If your culinary pallet dislikes many of these foods, then take a supplement. If you are not sure which one is right for you, I will be happy to help you find the right one for you. ZINC: Zinc is an essential mineral that plays a major role in supporting our immune system. It has anti-viral properties, helps white blood cells mature and aids in controlling inflammation. Many over-the-counter cold products contain zinc, such as, Cold Eeze and Zicam. Zinc is naturally found in the following foods: beef, shellfish, chicken, and fortified breakfast cereals. Zinc can be easily supplemented as zinc lozenges, liquid or tablets. I prefer the liquid form so that I can gargle it in the back of my throat for 10 seconds to kill any virus hanging around there.
SUNSHINE/VITAMIN D: It has long been known that most Americans have low Vitamin D, especially in winter months. This fatsoluble vitamin is essential for our immune system to function properly. It also promotes healthy bones by regulating calcium and phosphorus and deficiencies are linked to diabetes, increased blood pressure, muscle, and bone pain. Our bodies make Vitamin D when our skin is exposed to sunlight (without sunblock). If you go outside for 10-15 minutes per day in direct sunlight you will make it in your body. If you are unable to go outside or prefer not to in the winter, then take a supplement. Ask your doctor to check your blood level of Vitamin D, so you know how to supplement properly. If you need more convincing about how important Vitamin D is for your immune system, go to Google.Scholar.com, type in “Vitamin D and COVID”. You will have over 50,000 journal articles from doctors around the world discussing how low Vitamin D levels impact the immune system. WORRYING WILL NOT CHANGE THE OUTCOME

“WORRYING WILL NOT CHANGE THE OUTCOME.” This was a quote I saw a few years ago that was posted in the hallway of Voorheesville Middle School. It stopped me dead in my tracks. What does this mean? How can this be? It has changed my perspective on life forever.
past six months the world has continued to interact. Hospitals, all types of medical clinics, grocery stores, retails stores, restaurants, delivery and mail carriers, daycares, summer camps and swimming pools, some sports have resumed, etc. We are all interacting with humans and most cases recover fine.
I pondered those words for weeks, putting to rest most things in my life that I worry about. Then it led me to another thought. The stuff I worry about are the actual outcomes and realizing that I cannot change it was profound. So how can I change my perspective or be mentally prepared for the worse case outcome? Here is an example. When my children were young and we would go on vacation, I would worry that they would get sick with a stomach bug, sprain an ankle, or get into some poison ivy, etc. I know this is crazy, but this is inside the brain of a mom. (I didn’t worry about my husband; he was on his own. HAHA). I could not change the outcome if any of those worries came true, I can just be prepared for that scenario. So now I have a small first aid kit I take on any trip that has the basic stuff, medicines, and some of my go-to herbal “potions” as my family calls them. If we are going to an unfamiliar destination, I will look up where the nearest Urgent Care or ER is to our hotel. I blame this on my sports chiropractic background when I was traveling with sports teams. We always needed to know the closest hospital in case an athlete needed care.
As children head back to school, I know there are lots of mixed emotions. Keep in mind there have been very few cases reported in children thus far. But the reality is that there will be some children or teachers who will get COVID-19. No one wants this outcome. I believe the district administrators and teaches will do what they can to prevent it. But it is unrealistic to think that children are going to keep their masks on 100% of the time or not touch each other. So thankfully, we have the option of virtual learning for those who feel this is best for their family. Just as I go to work every day thinking I could get COVID, I am sending my children to school this year… thinking they could get COVID. There, my worry is over. All I can do is prepare their immune system to be strong to fight off any illness. Thus, I am loading them up with probiotics, vitamin D and zinc and sending them on their way. What is my plan for this outcome? I will get to stay home with my kids for a few weeks and take care of them. I am more worried about the social anxiety they will have from being re-introduced back into society. Just last night, my son and I wondered into Wal-Mart. The minute we got in there, his entire demeanor changed. It did not take long, and he was asking me to get him out of there. He was not worried about getting COVID, just not used to being around a busy place. I feel the same anxiety going to grocery store with signs plastered everywhere and the directional arrows on the floor. It can all be very overwhelming.
Why do I share this with you today? I know there are so many people worried about COVID-19. Worried about getting it or unknowingly passing it on to someone else. Teachers are worried about keeping children healthy in the classroom, worried about their own health or that of loved ones at home. Parents are worried about sending their kids to school for similar reasons. Remember, worrying will not change the outcome but maybe being mentally prepared for the undesired outcome will help. Here are some thoughts that may help to set your mind at ease. Every single industry has had to make accommodations to be more thorough with cleaning and mask wearing. Believe me, I never thought “professional sanitization specialist” would be added to my resume. But look at me now, killin’ it! Have confidence knowing that for the
