notes from the SUPERVISOR’S OFFICE

5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - When the snow returns, please remember that Town facilities are ready for your outdoor enjoyment. The Western Turnpike Golf Course offers groomed cross-country skiing and snowshoeing trails with equipment available during regular business hours at the Parks’ Office on Route 146, opposite Tawasentha Park. The Winter Recreation Area, just south of Tawasentha Park on Route 146, offers a popular sledding hill. The Parks and Recreation Department’s webpage and office ((518) 4563150) has information about winter activities and current conditions. Parks Department’s employees are busily getting Town parks and the golf course ready for the upcoming outdoor season. This preparatory work includes planning and mapping additional hiking trails in the growing Town-owned open spaces, including the recently acquired 54 acres adjacent to the west of the 70 acre Town-owned open space in the Twenty West subdivision. The combined 124 acre open space will be the home of Vosburgh Trails, a hiking trial that will provide access to scenic views, a waterfall, and a foot/bike bridge over the Normanskill Creek where it meets the Watervliet Reservoir. Trailheads are presently located beyond the barn on Vosburgh Road and at the end of Millingstone Way. A future trailhead is planned for French’s Mill Road near the foot/bike bridge. On a recent frigid Saturday, with the help of 11 fellow Boy Scout Troop 3050 members, Jesse Bulla completed his Eagle Scout project by constructing and installing an informational kiosk at the Vosburgh Road trailhead. When the trails are ready for use later this spring, the kiosks will have trail maps and informational materials. Over the years, Boy and Girl Scouts have helped with numerous projects, including trail maintenance, crossings, and mapping, which have beautified and enhanced the enjoyment of Town parks. Upon behalf of the Town residents, I thank these young men and women for their efforts.

Warmer weather will allow for resumption of several Town-sponsored infrastructure projects. The Town Board recently awarded contracts for the surveying of water lines and other infrastructure for the McKownville stormwater infrastructure project. This work is the final step in preparing maps and specifications for construction contracts that the Town anticipates awarding in the spring. The Town will also construct a sidewalk on Western Avenue which will link Hamilton Square and Regency Apartments with the Guilderland Library and Guilderland Elementary School. We also anticipate awarding contracts for the pump station and work necessary to connect the Town’s water system with the Town of Rotterdam. In the next few months, we will share details about DOT’s repaving of Western Avenue between the City line and Church Road later this year and its planned redesign of the Carman Road/Lydius Street intersection.

Peter G. Barber - Town Supervisor On February 22nd at Noon at the Albany County Office Building (first floor Cahill Room), 112 State Street, Albany, Town resident Aaron Mair will provide a presentation about the Battle of Normanskill which took place near the site of the Town’s Community Gardens on Route 146 and was the only Revolutionary War battle fought in Albany County. Mr. Mair’s talk is part of Albany County’s celebration of Black History Month and will highlight the historic role of Black soldiers in the 1st Rhode Island Regiment in the battle. For more information about this and other events in the County’s recognition of Black History Month, please contact Tyrell Gladden, the County’s Director of Affirmative Action, at (518) 447-7010. The Town and the Guilderland Chamber of Commerce have partnered with Veterans’ organizations to create the Hometown Heroes Banner Program which will honor residents of Guilderland, Berne, Knox and Westerlo who are veterans or who are serving in our Nation’s Armed Forces. Each of the 28 planned banners will honor a service member by including his or her name, branch of service and photo and will be affixed to light poles at Tawasentha Park and the Guilderland Public Library. An opening ceremony is planned for Saturday, May 5th at Tawasentha Park. The banners will be flown until a closing reception in November when the retired banners will be presented to the honored service member’s family or sponsor. If you are interested in sponsoring a banner at a cost of $150, you can download a sponsorship form on the Town’s website or the Guilderland Chamber of Commerce’s website (www.guilderlandchamber. com). For more information, please contact the Chamber at (518) 456-6611 or Parks & Recreation at (518) 456-3150. Thank you again for taking the time to read these notes.

Income Tax PreParaTIon checklIsT by

Douglas bauer

Guilderland, NY - We are coming up on the time of year when many of us will be busy preparing and gathering the information necessary for the completion of our 2017 income tax returns. Below are several items that you should be aware of as it relates to this process. By the second week of February, you should have received your forms W-2 (employment wages) and any 1099R (retirement income), 1099-INT, or 1099-MISC (other income) statements for 2017, as well as your social security benefits statement, if applicable. You should also begin receiving forms 1099-DIV and 1099-B for any directly-owned investments such as mutual funds. If you own a brokerage account, you may not receive your consolidated brokerage tax statement until the beginning of March at the latest. To reduce the possibility of having to send amended tax statements due to late or corrected reporting by various investment companies, many brokerage firms have opted to delay mailing these consolidated statements. Other considerations may include real estate taxes paid, mortgage interest, medical expenses, investment advisory fees, forms K-1, estimated income tax payments, charitable donations (whether by check or in-kind), etc. The 2017 individual income tax landscape is very similar to 2016. There were minor inflationbased increases to personal exemptions, standard deductions, and tax-bracket thresholds. The medical expense deduction has been set at 7.5% of Adjusted Gross Income (AGI) for all taxpayers, a bit of an improvement from 2015 when taxpayers younger than age 65 had to meet a 10% threshold. We encourage you to consult your tax preparer to determine if you are eligible to make a 2017 contribution to a Traditional IRA or a Roth IRA. The maximum contribution limit to either type of account for 2017 is $5,500 ($6,500 if you had turned 50 by 12/31/2017). 2017 contributions to individual retirement accounts should be made no later than April 17, 2018. Whether you elect to self-prepare your income tax returns or hire a professional, we suggest you make all efforts to determine that you are taking advantage of any available opportunities for tax savings or tax deferral. In particular, retirement account contributions may serve the dual benefit of helping to reduce income taxes now while providing additional income during retirement.

Wedding Primer by Margaret C. Tabak

Guilderland, NY - We know that spring is upon us (sort of ) when the annual wedding planner insert arrives in our newspaper. There are articles about planning a wedding, and advertisements from dress shops, caterers, etc. One article that recently caught my attention was a timeline of items to take care of in the six months leading up the weddingwhen to book a place, order flowers, and so on. However, nowhere is there any discussion about the business relationship that you will be entering into. Therefore, the following is a very brief primer of items to address prior to the “best day of your life”: MONEY!!!!! You are entering into the most significant business relationship of your life. Once you say “I do” you are walking down the aisle now responsible for the support of another person, the sharing of assets, and liability for their debts. Therefore, before you walk down the aisle you should know the following: Income. How much do each of you earn? Probably one third of the people who come into my office do not know what their spouse earns. This should not be a secret. If you can’t tell each other about your income, you are starting off on a very bad note. Do either of you earn any money “off the books”? If so, do you know how much that is? Financial Goals. Are you savers or spenders? If one person wants to go out for a fancy dinner every payday and scrape by the rest of the week, and the other has the first dollar she ever earned, eventually you will clash. It is extremely important to determine and define your respective values and come to a satisfactory understanding that you both abide by. Taxes. Do either of you owe any back taxes? If so, the IRS can try to levy any jointly titled property, bank accounts and future refunds. If the other person does owe taxes, a plan should be in place as to how those will be paid back before you file jointly or have any jointly titled property. Do you both report all of your income? If not, then you are facing fines, penalties, and potentially criminal action. If you someday need to prove your spouse’s income (such as in a support proceeding), it will be difficult to argue that you signed a joint return that reported $10 but it’s really $10,000. Insurance. Do you both have health insurance? If not, why not? How will you pay for medical bills in the event of a serious illness? Should you have life insurance? Based upon your age, it may be very inexpensive and a good investment to take care of your spouse and children should something happen to either of you. No one walks into my office and talks to me about the delicious food or the music at their wedding. The items outlined above are my client’s priorities, but those same items were never thought of prior to the wedding.

GOOD MORNING MR. & MRS. POTATO HEAD By: Dr. Kim Leis-Keeling

Guilderland, NY -How many of you go through this routine in the morning? The alarm goes off so you remove your dental mouth guard or CPAP machine, put on your glasses or contacts, clean your dentures, adjust your hearing aid, put on any necessary braces on your joints and then make sure you changed out your orthotics to the right shoes for the day. Are we all becoming life-size versions of Mr. & Mrs. Potato Head? It seems silly that we have to put on all our parts for the day so our bodies can function and we look presentable to the world. Who is really aging gracefully??? Let’s be honest – aging stinks! (All in humor) Every day in the clinic I hear “I just can’t do what I used to be able to do” or “Every day something different hurts” or “I love to play tennis but I just can’t do it anymore”. I hear your frustration and I agree that it is maddening. We all just want to go about living doing the same things we love to do. The reality of our aging bodies usually starts affecting us around age 40. So any of you young kids out there (anyone under 40) enjoy whatever pain free days you have left. For all the rest of us, how can we hold onto our inner youth while trying to preserve our Mr. Potato Head parts? 1. Learn about natural ways to alleviate pain and take care of your body. Chiropractic care is one of the best strategies to treat and manage many back and neck conditions. Some of our patients get relief in a few visits but some choose to continue a treatment schedule that helps their specific pain to stay at bay. Our Medical Massage Therapists are all trained and experienced in working with patients in pain. We have many tools and techniques to tailor a plan that works for you! 2. Be realistic about your injuries. Is the damage to a particular joint beyond the body’s ability to heal itself? If you have had multiple orthopedic specialists tell you that you need a knee replacement, then strongly consider getting the surgery. The few months of rehabilitation after surgery will be worth it if it enhances your quality of life. 3. Redefine your capabilities and keep an open mind to trying new activities. Accepting that your body is getting older doesn’t mean that you have to turn into a couch potato. Weather it is playing a sport or putting mulch in your yard, your body may feel more soreness for the next few days than it would have 20+ years ago. You still need to continue moving but you may have to take breaks periodically between long sessions of yard work or house work. Try a new sport that is less aggressive on your body but still provided the social aspects you are looking for. 4. Stay involved in the sports and activities that bring you joy. For example, if you were a competitive athlete, there are still ways to stay involved. Look for an organization or league of similar age group or ability level, volunteer as a coach or mentor for a youth program, look for an opportunity to help organize tournaments or run the time clock, etc. This aging process may not be anything that we imaged but it doesn’t need to be all doom and gloom. Changing our perspective can enhance the quality of our golden years. As always, if you have questions about this article or want assistance with continuing to live and age with an active lifestyle, we are here to help. Our consultations are always free. Please feel free to contact us at the Sports & Spinal Wellness Center at 518-869-3415. Please visit our website for more information at www.sportsandspinalwellness.com. We would be happy to be a part of your health care team.

From the Library: The Children of the U.S. Virgin Islands Thank You!

You’ll be pleased to know that thanks to your book and cash donations, GPL and the libraries of Albany, Brunswick, Nassau, RavennaCoeymans-Selkirk, Sand Lake, and Troy collected and shipped some 3,120 books to children in the hurricane-ravaged U.S. Virgin Islands! This was a community effort. You donated books and money. Library staff and volunteers (adults and teens) sorted and packed 50 boxes of books. Staff then hauled almost 1,200 pounds of books to the Post Office to send on their way to the USVI. We each know firsthand the power of a good book to change a child’s life. When they complete their journey, these books will be put into the hands of kids and teens who may have lost their home, family members, and/or possessions. Thanks also go to the staff of the Upper Hudson Library System, and to Judith Enck, former EPA Region 2 Administrator, whose support of UHLS libraries gave us this opportunity to add a different flavor of good to the world.

Everybody Needs a Bear Hug

Just in time for Valentine’s Day – when you’re scrambling for that perfect, last-minute gift – the Library and Guilderhaven are having an “Everybody Needs a Bear Hug” bear sale at the Library on Saturday, February 10, from 10 am to 4 pm. You can preview the collection in the Library’s lobby display cases right now. Featuring an unbearably adorable assortment of collectible grizzlies from Boyds Bears and Friends, these wee bears are priced to move, are cute and dressed to hug, and sport some punny names. (Our favorite: “Eleanore Bearsevelt.”) Proceeds from this collaboration between GPL and Guilderhaven help augment the services both organizations provide to the community. The library will devote its share to the upcoming kids Summer Reading program, and Guilderhaven’s portion will help sustain its local mission of helping companion animals and rehabilitating wildlife as well as educating the public. While you’re looking for just the right bear, don’t forget to stop by the day’s Better Books Sale! Bargains there, too. “Take us home!” These wee bears want to come home with you. Sale begins February 10, at 10 am, in the library’s lobby.

Save the Date for the February 518!

We’re partnering with WEXT and Andy Gregory, host of the Local518 show, to showcase the talents of three wonderful local bands: The Magdalens; Ferriday; and Zan Strumfeld and Her Band. This free concert happens at GPL on Sunday, February 11, at 2 pm. Each group will perform a set, giving you a chance to hear a variety of musical styles and talent from our local music scene. We’re really excited about this event, which will be recorded for a future show on WEXT! Don’t miss this very special gathering.

Hygge Hangout: Potluck Finale

The last “hygge” (pronounced ‘hoo-ga”, a Danish concept of happiness through all things comfy and cozy) hangout of the season will be our Potluck Finale on Wednesday, February 8, from 7 pm to 8 pm. We’ve enjoyed having these Hygge Hangouts. They’ve been great times to gather, enjoy the company of others and have some yummy snacks. This one’s a potluck celebration where we will talk about all the hygge fun we’ve had!

Celebrate Clifford’s Birthday!

How Many Great Character Examples Can You Find in This Article? Guilderland, NY - When I see my children and their friends demonstrate great character, it occurs to me to write about it. For this installment I will write the story for you and let you find all of the character qualities you can, like a puzzle. There is no answer key, but for anyone, especially my students, it would be a great exercise to see how many you can come up with as a great lesson. I would also like to point out that I truly believe that many of the character qualities you will discover in my son Tamer and his friend Brian are present in their personality because of their family, each other and their martial arts training. Tamer’s wife Emily has not trained in the martial arts, but possesses truly excellent blackbelt character. I hope to get her to participate in some practical self-defense training with Mrs. Rice at one of our events soon, where for the first time ever I can have two students in class named Mrs. Rice. Tamer was recently working at an internship at Blue Origin, an aerospace company located in Seattle. This was an amazing opportunity and learning experience, but for this article I will focus on his activities outside of work. Being on the West Coast, Tamer made great use of his time snowboarding and hiking in the wonderful landscape. On one particular snowboarding adventure with Brian, Tamer was hit early in the day by an out of control skier and was knocked down. He suffered a broken collar bone and yes, children, listen to your parents, he was wearing a proper helmet that saved him from head injury. After being transported to the bottom of the mountain and being cleared by local medical staff by passing a concussion test, Brian took on the job of getting Tamer to a hospital since they knew his collar bone was broken. Brian decided to get to a close by hospital to make sure Tamer was alright, but it still took more than an hour to arrive. Brian constantly talked to Tamer and showed high spirits while trying to work his way to the hospital. Once there, Tamer received full medical attention and was cleared to go home with the advice to follow up with an orthopedic surgeon since the break caused the bone to be significantly displaced. The friends set out on yet another hour long ride back to Seattle. Brian remained by his side through this adventure, handling all of the logistics and paper work, always talking happily and positively to keep Tamer’s spirits up. We didn’t sleep much that evening from worry. Emily dropped everything and began planning a quick departure for Seattle. We helped her get prepared and to the airport before sunrise so she could get to Tamer’s side as soon as possible. Even though the snowboarding trip ended quite quickly for Brian, he remained with Tamer for a few days to help out after Emily arrived. The next week was to be Tamer’s last at Blue Origin and there was work to do and events to attend. He did follow doctor’s instructions, but he went to every event to end that internship with aplomb. Emily and Tamer were supposed to have a slow and action-packed road trip back at the end of the internship. Although it changed slightly, they still drove the 3,000 some miles home together, visiting and hiking when possible, enjoying the time together and the places to see. When he returned to RPI, Tamer got right back to work, not missing a beat, followed up with doctors and went right back out west to install components on a wind turbine for an experiment. You can embrace life fully in all of what you are given or you can make excuses and lay back or withdraw. Great job Tamer for living to the fullest and great job Emily and Brian, you represent what it really means to be a part of a family.

q Caulk around windows q Weatherstrip around doors q Add insulation where there may be little or none (between attached garage and the main house, in the attic and/or basement) q Insulate your pipes q Insulate your hot water heater q Keep your water heater at 120º (you can keep it lower than this if you don’t have a dishwasher) q Ceiling fans circulate warm air that collects at the ceiling back down into the room q Lower your thermostat. For every 1º of temperature you deduct, you save 3% of your heating cost. q Look for the Energy Star® label on any new major appliance you consider purchasing. q Use LED light bulbs – they use less energy of a conventional bulb q Get a heating system check and tune-up, including filter replacement. Spending a few dollars now may save major headaches down the road q If you home has multiple heating zones, lower the temperature in the zone(s) you least often occupy q Use your drapes to control temperature. Open them to allow in the warm sun during the day and close them at night to keep out cold air. q Re-arrange your furniture. Do you have a bookcase blocking a heating vent or a large upholstered chair over a vent? These can keep your heat from reaching the rest of the room. q Invest in a programmable thermostat. You can program it to warm your home when you’re there and cool down your home at night or when you’re away. q Consider upgrading your windows. q Purchase a humidifier – moist air feels warmer than dry air. q Limit your use of ventilation fans in your kitchen and bath – these fans can draw the warm air out of a house in about an hour. q Wash your clothes in cold water whenever possible.
