Guilderland, NY - As we near winter’s mid-point -- at least as measured by the calendar -- we know that our mild and nearly snowless weather can quickly change, so we ask that you follow the ban against overnight parking on Town roads and remain mindful to keep a safe distance from the Highway Department’s snowplow trucks. These simple steps allow our Highway Department crews to keep our Town roads clear, no matter what may be coming. We are making progress on the Town’s new website with expanded and better organized content, more helpful calendars and listings of events, and improved access to forms and notices. The new website will automatically adjust to fit the screen of the viewing device, and will allow for posting videos of board meetings, seminars, and community events. The Town will soon request bids for the construction of Tawasentha Park’s new pool house. You can view elevation drawings of the new pool house at the Town’s website (www. townofguilderland.org). Our goal is an early June opening. Among other upcoming events is a course presented by the Police Department on residents’ preparedness and response to an active shooter or other threats to the public. This course will be held on February 9th from 7pm to 9pm at Town Hall. There is also an instructional training video at www.guilderlandpd.org. This course will be the first of a series of seminars and gatherings on security-related topics. You are also invited to attend an open house on the Westmere Corridor Study on February 11th from 7pm to 8:30pm at the Westmere Fire Department. This neighborhood planning study involves Western Avenue from the Northway to Route 155, and is primarily funded by the Capital District Transportation Committee. Among the topics will be land use and development, transportation system assessment, pedestrian and bicycle improvements, and streetscape strategies. Please remember that the Town’s Transfer Station remains unable to collect any electronics for disposal. The Transfer Station is looking into new potential disposal contractors and options. Please check the Transfer Station’s page on the Town’s website for updates. 4

Over a one week period, our Town has experienced two early morning major residential fires that once again exhibited the professionalism of our Town’s first responders. In the middle of the night of January 24th, members of the McKownville Fire Department, Town Police Department, and Emergency Medical Services were called to a house fire on Ayre Drive and joined together in the heroic rescue of young children and adults. Fire, police and EMS personnel saved lives by entering the fully involved house, rescuing inhabitants, and providing medical treatment. By all accounts, these exemplary actions were a textbook example of how well-trained first responders should respond, assess the situation, and coordinate their actions in a stressful and chaotic setting. These units were supported by other Town fire departments with neighbors providing blankets and other help. One week later, in the early morning hours of January 31st, the Westmere Fire Department responded to a fully engulfed fire at an apartment building in Regency Park. Residents again helped by placing the emergency calls and rousing neighbors to evacuate the buildings. Through quick purposeful and organized action, fire personnel evacuated residents and limited the extent of damage to an adjacent building. Other Town fire departments and the Police Department provided invaluable assistance. Town dispatchers were instrumental in having the needed personnel and equipment present at each of these emergencies. By activating Town fire departments, coordinating ambulances and EMT personnel, dispatching police units, and calling in first responders from other agencies, the Town’s dispatchers should be commended for their role in saving lives and preserving property. Many of our Town’s employees work behind the scene but their devotion to duty and service is essential to our success in meeting the needs of Town residents. I close by recognizing the efforts of all our Town employees and thanking them for contributing to our Town’s quality of life.

Guilderland, NY - February is upon us, and it is no secret that we in the Northeast have been very spoiled so far this winter. Some of our local clothing stores and boutiques probably need to move some winter clothing inventory, so be sure to stop by and see if you can find yourself a good deal on winter items. This will help your wallet, as well at the businesses profit and make room for spring items.

Laughter Enhances Character By Master Rice

Guilderland, NY -When I was a child I used to read smiling and laughter. This reminds me as well that the Reader’s Digest. It was published near where I grew up in Westchester, and contained a section entitled Laughter, The Best Medicine. Each time my mother got a new issue I would go straight to that section and read the jokes, one-liners, stories and quips. I was reminded of this little bit of nostalgia when I watched a hilarious video through a link my wife sent me this morning. I guess times are hard for paper publications when you can get so much through the internet (to me, holding and flipping through a paper or a book still has a lot of value; the smell, the feel…). This video made me laugh so much and improved my mood so greatly that I was reminded of how laughter really is the best medicine. Laughing, smiling, giggling and chuckling are all good for us. It is a proven fact and there is no question that laughter can turn the most miserable day into a delight. It is the grand attitude adjuster and as such, a great character improver. When you laugh, you feel better and act better toward others. When having smiled or laughed, you are kinder, more understanding, more patient and accepting. I have also noticed that you can use comedy or just a little levity to make a tense situation better. My family members send me links to various interesting media all the time. Sometimes it is scientific or just amazing, sometimes it is funny. I enjoy both a lot, but when I get to laugh I find it really improves my mood and reminds me that the way to get things done best is often with comedy,

the people who are entertainers provide a valuable service to the world. When you have to work with people in any way, you must always be on-the-ball, in-the-spotlight, readyto-go and think quick all of the time. Comedy helps make this happen, and smiling makes your body and mind happy to do it. Get your dose of comedy frequently; sometimes I feel like I personally don’t get enough. Learn to get laughter out of the things that happen and learn how to turn a bad situation into something funny. I think this is the secret to living a satisfying life with the best positive attitude. One of my extended family members once said that he imagined that there was an endless cartoon looping in my head. Weird though it sounds, I took it as a compliment and believe that if you can have a little zany in you, you can be a lot happier, and treat others better. Find what makes you laugh and smile and get your dose frequently or at least at those times when you need it most. As difficult as it may be to force yourself into it when you are tense or stressed, you must. One of my favorite tools is America’s Funniest Home Videos; easily searchable, quickly satisfying. Seeing people blunder and stumble is hilarious and these videos also help me laugh at myself when I stumble and blunder. Find what you need to smile and laugh. It is definitely an important part of our needs hierarchy, and it will make you a better person for our community.

The Best Time Of Day To Workout by Chad Southwick

Guilderland, NY - This question gets asked a lot in the fitness world, and it’s one worth considering if you are currently having trouble either fitting workouts into your schedule, or stagnating with your results. While there is no direct answer to this question, here are some tips to help you figure out your most optimal exercise schedule:

Are you an “early bird” or a “night owl”? In college, Chad’s favorite time to go to the campus fitness center was an hour and a half before it closed. I would prefer to get my daily workout in before my first class of the day. The difference between the two of us? Our Circadian rhythms. Your unique Circadian rhythm has a big role in determining the fluctuations of general body functions such as temperature, hormone levels and blood pressure. Ideally, following your own Circadian rhythm would be the best way to guarantee an optimal workout. Unfortunately, sometimes it’s not that easy when we are balancing several other commitments and responsibilities. But taking note of when you feel the most energetic (AM or PM) might just help you determine whether to jump out of bed and head to the early morning workout, or sleep until the very last possible second and hit an evening workout instead.

Do you have a hard time staying consistent, or do you have a LOT going on right now? Behavioral studies have shown that early morning exercisers are more likely than evening exercisers to consistently stick with the habit. This is especially significant for people who are just starting an exercise routine for the first time, or are who experiencing other life changes such as a new job. The basis behind this finding is that by getting your workout “out of the way” in the morning, you are less likely to have it fall behind other priorities throughout the day. So if you find yourself with the best intentions but less-than-perfect follow-through, you might want to give a morning workout a try.

Are you looking for optimal gains in strength and stamina? There is some research that suggest both strength and endurance are, generally speaking, greater in the afternoon - to the tune of about 4-5%. Much of this has to do with that Circadian rhythm discussed above, and its effect specifically on body temperature. Researchers have found that a person’s body temperature (again, generally speaking) is greatest at around 4-5PM, and lowest just before waking. If you’re gunning to break that PR you set a month ago, or starting to train for your first endurance event, you may just find that making time to work out in the afternoon is most beneficial.

Do you have trouble falling to sleep? While there is really no concrete evidence that evening exercise affects sleep, eating too late in the evening can hinder your ability to wind down at night - something that is absolutely crucial for both recovering from workouts and remaining sane throughout a hectic day! If working out in the evening is causing you to eat dinner at a late hour, and this in turn is causing you trouble getting to sleep and staying asleep, a morning workout might be the answer.

February is Children’s Dental Health Month...

WHY DO CHILDREN SNORE ? As I do my thorough exam, many times children present with enlarged tonsils. As I delve deeper into their medical and dental history, parents are concerned that their children snore. Occasional snoring in children is normal. If snoring is persistent or signs of sleep apnea exist, your child may be at higher risk for growth and development problems. I wanted to answer some questions I recently get asked. 1. What is Snoring and Sleep Apnea? Snoring is the sound of vibration of the airway when it is partially blocked while sleeping. The sound may be soft, like air rushing through a straw, or a loud and unpleasant snoring or grunting. It is not harmful if your child snores from time to time. Snoring more than three times per week may be a sign of sleep apnea and is potentially harmful. Sleep apnea is a breathing disorder; an airway blockage disrupts or interrupts normal sleep. In addition to fatigue, this can also lead to growth, learning and behavioral issues. Other signs may include high blood pressure, morning headaches, learning difficulties and failure to thrive. Up to six percent of children/adolescents may have this harmful condition. 2. What causes Snoring and Sleep Apnea? Snoring may result from temporary airway obstruction experienced with a common cold, sinus infections, allergies or enlarged tonsils. Sleep apnea risk factors are overgrown/enlarged tonsils and adenoids, obesity, abnormal facial development and neuromuscular disorder. 3. Is Snoring and Sleep Apnea normal during my child’s growth and development? Occasional snoring is common when associated with illness or allergies, however frequent snoring is NOT normal in a child’s development. 4. What can I do to address abnormal Snoring and Sleep apnea? If you are concerned that your child may have abnormal snoring or sleep apnea, your child’s physician should determine if further evaluation or treatment is necessary. 5. What will happen if Sleep Apnea is not addressed in my child? Untreated sleep apnea is dangerous. It can lead to learning difficulties, behavioral issues and affect growth and development. Guilderland, NY - If you are trying to eat healthy on a budget, grocery shopping can be a very daunting task. So many options. So many temptations. It’s challenging to resist the urge to buy impulsively when the most direct route to get to the milk is through the center aisles of sweet and salty snacks foods, not to mention the candy and chocolate luring you at the check-out counter. Organic, locally grown, GMO, all of these words are confusing- which are the best choices for me and my family? What do these health claims mean? Does healthy eating really cost more? The fact of the matter is, it costs money to eat. But stop and think about the price of the foods you buy in relation to their nutrient value. Eating food that nourishes you will cost you less in the long run. Implementing shopping and meal planning strategies, learning how to navigate the grocery store, and taking the time to stock your fridge and pantry will help you stick to your goal to maintain a healthy diet on a budget.

Between work, school, taking children to extra-curricular activities, we all live very busy lives. On the weekends or your days off, set aside some time to plan your meals for the week. It helps it know what produce is in season in your area, so you can plan your meals around what is freshest, and likely on sale that week. Make a menu, and plan your grocery list. If you cut coupons, only use coupons for what you plan to buy, or necessity items to stock your pantry, so that you are not buying products that you don’t really need just because you can get a good deal. Always stick to your grocery list- bonus points if you organize your list by section or aisle.

List in hand, it’s time to hit the market. Supermarkets typically have a similar layout. As soon as you enter, you see the produce section and fresh flowers; these items are enticing to customers and draw them in. The fresh foods are always on the perimeter of the store.- try to do your majority of shopping in these sections. If you can imagine your favorite supermarket, meat, fish, dairy, and produce are all on the periphery. Try to avoid the center aisles. Shop produce that is in season- these foods will be priced lower, and they will be fresher and tastier because they have not been shipped in from across the country. It’s often difficult to find a variety of fresh produce in this area in the dead of winter, so remember that frozen vegetables are picked at peak of ripeness, and are immediately frozen to lock in nutrients. Frozen vegetables are inexpensive, and just as nutritious as fresh. Ask the butcher or fish monger about what is on sale, and what is local and fresh. Fresh fish that has been frozen is also a good choice because you know it will be fresh once you defrost it. Also, remember to check expiration dates on dairy products: the oldest products get pushed to the front of the display. The center aisles are inundated with packaged products. Follow these rules when shopping the center aisles: •

Avoid products with ingredients that you can’t pronounce or are not familiar with

Avoid products that have more than five ingredients listed

Be cautious of products with health claims, or words like “fortified” on the label. If the packaging has to convince you the product is healthy… likely it is not the best choice.

Check the fiber content of foods: aim for at least 5 grams

Stock up on necessities like olive oil, almonds, nuts, canned/dried beans, brown rice, quinoa, and low sodium chicken, beef or vegetable stock when on sale

Buy spices in bulk

As soon as you get home from the store, take the extra time to clean, chop and prep your produce. This makes vegetables readily available- and more likely to grab in a pinch to make a quick salad or to pack in lunches. This time saving tip will help you make healthier choices when you are short on time. No time to cook during the week? Take time on the weekends or your day off to cook double batches of nutritious meals to have ready to warm up on busy weeknights. You can try putting together crock pot meals in freezer bags to pour into your slow cooker in the morning, and have dinner ready by the time you get home. Have an extra half hour in the morning before work? Prep your dinner, so you can put the pan in the oven to roast as soon as you get home. Also consider taking dinner leftovers for lunch. Taking the time to plan your meals around what is fresh, local, and in season, sticking to your grocery list, being a savvy shopper, and prepping your food when you have extra time will help you and your family eat healthier without breaking the bank. Remember: •

Produce that is in season is freshest, tastiest, and more affordable that produce that is not in season

Do the majority of your grocery shopping on the perimeter of the store

Stock up on pantry necessities when they are on sale

Avoid foods loaded with ingredients you do not recognize

GHS STUDENTS ATTEND MODEL UNITED NATIONS PROGRAM AT YALE UNIVERSITY GUILDERLAND, NY—Guilderland High School sent 36 students to attend a Model U.N. program at Yale University in Connecticut from January 21-24.

Schools from all over the world sent roughly 1,500 students to the annual conference. Over 40 countries were represented and thirty percent of students traveled from overseas. Prior to the event, schools are assigned different countries. Many Guilderland students participated as representatives from Egypt or Nicaragua. Before the conference, students were also assigned to different U.N. committees. The committees worked to solve issues around such topics as the trade of arms in Central and South America, the rise of ISIS, improving access to education for women, and disease crisis management and aid. Other students revisited a turning point of the early Roman Empire. GHS students who participated in the program were Angelo Amore, Megan Anders, Grace Aniolek, Jacob Blattstein, Meghan Bruni, Naomi Carter, Amanda Conklin, Matthew Creighton, Matt Darby, Lindsey Garrant, Lindsey Griffith, Muhammad Haroon, Jordyn Helfrich, Eric Hoffman, Kyle Katlan, Liam Kelley, Maddie Kuon, Amanda Maselli, Mariah Micare, Judy Min, Kathryn Moriarty, Julia Nagle, Emily Neimeyer, Gabby Sanza, Yash Saxena, Sean Setzen, Massoud Sharif, Shalia Stephen, Megan Szesnat, Owen Treanor, Tory Tyksinski, Sumit Vohra, Layla Yousef, Jack Zheng, Daniel Zhu, and Michael Zhu. From the Director... This month I’ve invited a local college student, Kelsey Dorado, who’s working at GPL as a Public Information Intern, to be a guest columnist. Guilderland, NY – What are those little colorful boxes you occasionally see sprinkled around town? And why are there books in them? Well, those are Little Free Libraries… The way these libraries work is, people who are looking for new books to read can stop by and swap a book they already own for a new one. It all started in Hudson, Wisconsin when one man, Todd Bol, made a Little Free Library in the shape of an old one room schoolhouse in memory of his mother, back in 2009. Later on, Rick Brooks joined him and the two began to see a way to contribute to the common good. Today, just seven years later, there are over 36,000 Little Free Libraries around the world, which greatly surpasses the original goal of 2,509 – the number of libraries built worldwide with money donated by Andrew Carnegie. Each Little Free Library is unique and has contributed to the estimated 9.3 million swapped books.

Little Free Libraries are usually slightly larger than a mailbox and can be made from anything, including a Little Free Library kit, magazine holders, bird houses, or they can be created completely from scratch. Some are much larger and are made from things such as mini-fridges, or repurposed book shelves. Many of the first Little Free Libraries were made from the wood of a 100-year-old barn that was destroyed by a tornado and were constructed by Amish carpenter, Henry Miller. The Little Free Library mission is “to promote literacy and the love of reading by building free book exchanges worldwide and build a sense of community as we share skills, creativity, and wisdom across generations.” Here in Guilderland, two people who wanted to support this mission are Bud and Pat, of 3 Oxford Place. They have just created their own Little Free Library and are asking for your assistance: They need books! So just stop by and swap the books you’ve already read for something new! DID YOU KNOW‌as I write this we’ve only had 4â€? of snowfall in Albany so far‌we are still 10â€? UNDER the all-time low recorded in 1912-1913! My guess is they blamed global warming back then on Madame Curie’s experiments and the sinking of the Titanic. Good Golly, Unsinkable Molly! Hey I’m not complaining, in fact, like most Upstate New Yorkers, I’m just waiting for the other shoe to drop. You know, the one with 36â€? of white powder stuffed into it. But that’s not going to happen, I mean, c’mon! As for me, I’m starting to daydream about overbearing humidity and perpetual 90 degree days on end. Almost time to turn on the AC, break out the flip flops and the SPF 100 sunscreen and throw some shrimp on the old Barbie‌ But wait a second‌didn’t that kind of expensive, pseudo stainless steel grill epically fail during the Labor Day family barbeque (mine actually did last year)? “Sorry, Aunt Pat, I’m pretty sure your eyebrows will grow back!â€? There it is in the corner of what used to be a two car garage but is now a 2 bay storage facility. How the heck do you still have multiple

sets of snow tires for cars you don’t even own anymore? They’re stacked neatly next to the workbench full of cans of screws you’ve never used, ever. What is really in these boxes that say both “Kid’s College Stuffâ€? and “Craft Suppliesâ€? on them? And let’s just make the final decision that you are not ever going to rebuild that old lawnmower your dad gave you when you bought your first house‌Thanks, Dad! SECTION 529 COLLEGE SAVINGS PLANS BY DOUGLAS BAUER

Guilderland, NY - Those interested in saving money towards future higher education expenses are faced with several different options. Among these options is a Section 529 College Savings Plan, which has emerged over the past 15 years as a popular college savings vehicle. Section 529 plans are administered by the state in which the plan is offered. The various plans which are available are similar in the following regards: 1.

A plan is established by an account owner (typically the person who funds the account), with a designated student beneficiary. The owner and beneficiary can be the same person.

2.

Contributions can be allocated among a number of different investment options offered within the plan.

3.

The account balance grows tax-deferred over time.

4.

If used to pay for qualified higher education expenses for the account beneficiary, withdrawals are made on a federal and state tax-free basis.

5.

The owner may change the account beneficiary, provided the new beneficiary meets certain relationship rules compared to the former beneficiary (i.e. sibling, child, etc.).

6.

If the owner and beneficiary are different, the owner may accelerate up to five years of the annual gift tax exemption (currently $14,000 for 2016) into a single year. Thus, a single owner could open a 529 savings plan with a named beneficiary and immediately contribute up to $70,000 to the plan without incurring gift tax consequences (please consult your tax advisor for additional information).

Beyond the above, various states have additional potential benefits. For example, a New York State resident who owns and contributes to a Section 529 Savings Plan is eligible for a state income tax deduction of up to $5,000 ($10,000 if married filing jointly) for contributions made during a given year.

New York State offers two Section 529 Savings Plans – the Direct Plan, and the Advisor Plan. The Direct Plan contains investments managed by The Vanguard Group and holds approximately $16.4 billion of assets, while the Advisor plan offers investments from JP Morgan Funds and holds approximately $3.6 billion of assets. The Direct Plan has total administrative and investment costs of 0.16% per year. The Advisor Plan has total administrative and investment costs which range from 0.40% to 2.13%. Additionally, advisor plan contributions may be subject to front-end or back-end sales charges.

While the Direct Plan does not require an advisor relationship to establish an account, investors may still wish to consult a Registered Investment Adviser who can provide guidance on the account-opening process and investment selections. Additionally, would-be 529 plan investors should be aware of the potential impact on financial aid to the beneficiary.

FOR ADOPTION ZENA is a three year old spayed black with some white female Lurcher (Greyhound Mix) approx. 60 lbs. She is up to date on her shots and house trained. Zena would benefit from an owner that would take her places as she loves car rides and to be included in your daily activities. She loves to play and the water. Zena is a high energy dog and needs a home with a fenced yard and no cats. She is very fast and runs like the wind and soars like an eagle. She is a one of a kind beautiful girl. Jasmine is a seven-month old kitten with long hair and extra, extra toes. The girls are totally bonded as they have been best of buddies since Jasmine was one month old and are looking for a forever home together. The girls love to play w/ each other. They also like to play with the other kitties in their foster home and with you. Their favorite toy is a wand with a string and a mouse on the end. Even though playing is a high priority Jasmine and Jenny are always willing to take time out to snuggle and purr in your lap or have their bellies rubbed. Jasmine and Jenny are both very easy-going and like to join in the family activities. They both have a gentle easy-going energy. They will want to sleep with you and any other kitties at night and will meet you at the door when you come home. The only home for them would be one together as they are inseparable.
