notes from the SUPERVISOR’S OFFICE

5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - November is a relatively quiet time in Town parks with hiking trails, playgrounds, and picnic areas still open. The Western Turnpike Golf Course is in excellent condition with year-end specials. When (or if) snow arrives, the golf course is where you can find the Town’s cross-country skiing and snowshoeing trails which extend into the adjacent Tawasentha Park. Sledding takes place at the Winter Recreation Area, a short distance south of the Tawasentha Park entrance. November is peak time for leaf raking. You can download the Town schedule for leaf vacuuming by street on the Town’s Highway Department website. Please help the Highway Department crew by keeping leaf piles off the street by raking leaves to the edge of the lawn. When operating the vacuum, Highway Department crews try to stay as far to the right as possible to allow for the safe passage of vehicles. To vacuum leaf piles on the street, the trucks have to move toward the middle of the street which narrows the ability of vehicles, including school buses, to safely pass. Piles of leaves on the street also reduce the visibility of children, and heavy rains clog stormwater drains which can cause street flooding and higher maintenance costs. Please help the Highway Department’s hard working crew to safely perform their work by keeping leaf piles on the edge of the grass and off the street.

In an effort to keep our roads safe & storm drains clean from loose debris

PLEASE DO NOT - Pile your grass and leaf debris in the roadway. Rake Leaves TO the Edge of the Roadway

November is the first month of restricted parking on Town streets. To provide for the safe passage of school buses, emergency vehicles, and highway trucks due to accumulated snow and dark conditions, no parking is permitted on Town roads from November 1 to April 1 between 2 am and 7 am. On certain streets, there are also posted signs that limit parking to specific days and times. These restrictions help maintain a safe environment by allowing the timely arrival of life saving services to residents. I am very pleased to report that the Town recently signed agreements with the State to receive $2,750,000 in grant funds for stormwater drainage improvements in McKownville. These grants were obtained by State Senator George Amedore and Assemblyperson Patricia Fahy. The agreements will allow the Town to design and construct a new stormwater management system that will alleviate recurring flooding of homes and properties. After design work this winter, we anticipate starting construction in June 2018, with a projected completion in December 2019. To extend the benefits of the new stormwater system to the greatest extent possible, the project will include the Water Department’s replacement of aging water lines and relocating water lines from back yards to the street. To stretch grant dollars, the Highway Department will use its newly acquired equipment to repave the impacted streets. I am also privileged to announce that the Town and the Guilderland Chamber of Commerce recently launched the “Guilderland Hometown Heroes Program” which will honor residents who are veterans or are currently serving in the United States Armed Forces. Each of the planned 28 banners will honor a service member by including their name, branch of service and photo. Individuals, families, businesses or organizations may sponsor a banner at a cost of $150 per banner. The Town will purchase the brackets for the banners. An opening ceremony will take place in the spring of 2018 with the banners displayed from spring through fall of 2018 on light poles at Tawasentha Park and at the Guilderland Public Library. At the conclusion of the season in November, each banner will be retired and presented to families and sponsors at a closing reception. If you are interested in sponsoring a banner, applications are available online at www.guilderlandchamber.com. For more information, please call the Chamber at (518) 456-6611 or Parks & Recreation at (518) 456-3150.

Peter G. Barber - Town Supervisor I also draw your attention to “Take Me Home,” a free program to assist families with the care of persons with special needs. The program, which is sponsored by the Guilderland Police Department, allows families and caregivers to enroll loved ones who may be unable to speak, live alone, become easily disoriented, tend to wander, or are unable to identify themselves. The enrollment includes a photo and description of the person, the type of disability, and emergency contact information. The enrolled person can also be provided with an identification card with helpful information. The information is kept in a secure location which is accessible by police officers. If an officer finds someone who is unable to communicate or appears disoriented, the officer can search the database and help return the person home. The information can also be used by the police to locate an enrolled person. If you are interested in this program, please contact the Police Department at (518) 356-1501or visit its website at www.guilderlandpd.org, for more details and an enrollment form. I want to thank the Highway Department for recently regrading the crest in Hurst Road which has been the site of tragic fatal motor vehicle accidents. The work was professionally performed and left a gentle slope. On Thursday, November 9th at 7:00 pm, the Town Board will hold a public hearing on the 2018 final budget. Information about the proposed budget is available on the Town’s website. On Friday, November 10th, Town offices will be closed in observance of Veterans’ Day. Please take the time to remember and thank the women and men who served their country. Town offices are closed for the Thanksgiving holiday on November 23rd and 24th Thank you again for taking the time to read these notes. Peter G. Barber Town Supervisor Guilderland, NY

Fees and Commissions in the FinanCial serviCes industry by

Daniel bauer

Guilderland, NY - The retail financial services industry offers products and services through two very broad arms – brokerdealers and registered investment advisors. It is important for consumers of financial services to understand how their advisor is being compensated. The Broker-Dealer world consists of well-known firms such as Merrill Lynch, Morgan Stanley, and Wells Fargo, along with many independent firms such as LPL Financial, Commonwealth Financial, and VOYA Financial Advisors. Broker-dealers are regulated by both the Securities and Exchange Commission (SEC) and the Financial Industry Regulatory Authority (FINRA) and their revenue is generally a result of commissions generated by securities transactions. A securities transaction may be the purchase or sale of a stock, bond, mutual fund, real estate investment trust, variable annuity, variable life insurance, etc. An advisor with such a firm is considered a ‘registered representative’ of the firm, and his/her income is generally based on transactions

The financial services industry has seen a large shift during the past 10 years away from the broker-dealer channel and towards the RIA channel. According to Cerulli Associates in its December 2013 edition of “The Cerulli Edge: US Asset Management Edition”, the RIA channel grew at an average annual rate of 8% from 2004 to 2012, while broker-dealer channels actually saw an overall decline in business during this same period. We

broker-dealer firm.

attribute this trend to the notion that RIA firms owe their clients a fiduciary duty, which is a much stronger duty of care than the suitability standard required by broker-dealer firms. In other words, an RIA firm is required to sit on the same side of the table

The Registered Investment Advisor (RIA) world is regulated by the SEC and/or the states in which it serves clients. Generally

speaking, an RIA firm provides financial advice and guidance to clients in exchange for fees paid directly by the client. Types of advice offered by an RIA firm vary, but typically include cash flow analysis, retirement income planning, income tax analysis, portfolio management, estate distribution planning, etc. RIA firms are generally viewed as having fewer conflicts of interest with their customers due to the non-transactional nature of the relationship.

The Dream Client

George Rozell Painting

by Margaret C. Tabak

Guilderland, NY - Many of you remember the “Dream Team” that represented O.J. during his trial. While opinions may differ about why O.J. was acquitted, I believe O.J. won because of the quantity of the representation, not the quality. Basically, for two years nine lawyers and their staff focused only on O.J.’s case.

Serving the entire Capital Region for over 17 years! All phases of painting | interior/exterior | residential/commercial

After 30 years, I still have not had a client walk into my office with a blank check and tell me that money was no object and that they should be my only client. Most people have a finite amount of money to spend on their legal matter and are looking for the most “bang for their buck.” Here are some ways to help you do that. 1.

2.

Be honest – no matter how bad it is. My job is to advocate, not judge. There is nothing that you can tell me that I cannot process and hopefully address for you. In matrimonial and family law cases you are generally litigating against the person who knows you best. Usually any lies told to your lawyer will catch up to you. At that point, not only am I not at the starting gate, but I now have to catch up and restart. Be realistic. Seriously consider reasonable solutions outlined by your lawyer. If you decide to take another stance, be prepared to spend lot of money to get nowhere. I once had a case where my client’s husband spent $10,000 more in legal fees than she did to fight over property worth $3,000. Had he just given her $3,000 up front, he would be $7,000 ahead! Communicate effectively. Ask your attorney the best way to communicate with her. Just because there are many ways to communicate does not mean you should use all of them. A telephone call during business hours is the best way to reach me or to find out if I am available. If you text, call my cell phone, send an email, and then call my office, I have received the same communication 4 ways!

4.

Ask what you can do. There may be tasks that you can do that will save your attorney and her staff time. For example, if your attorney needs financial records gather them yourself and ask how many copies are needed. It is probably less expensive and more time efficient for you to do this rather than your lawyer and/or her staff.

6.

Listen to your lawyer. All too often a client tells me what his/ her spouse said, or what advice his/her lawyer allegedly gave, and then questions who is giving the “right” advice. It is likely that what is being told to you is what the other person wants you to think, and not what s/he was told. Get proper counseling. Emotions run high in divorce and family court cases. Your attorney is a “counselor of law,” not a counselor. Many issues presented to me are better directed to a friend or mental health counselor.

Following these suggestions will help you utilize your attorney’s time in the best manner possible, which will save you money in the long run.

We’re on and Exciting Path to Wellness! This was an exciting year for us at Oshins of Smiles. Out of concern for the health and wellness of our patients we became part of the Wellness Dentistry Network. Implementing the CAMBRA (caries management by risk assessment) approach made all the difference for our patients. The shift to this evidence-based approach has been the key to unlocking a new future for our patients and the results have been outstanding. Providing treatment based on individualized assessments, we were able to address oral health issues that were integrated with overall health issues and network with physicians in order to provide the best care for our patients. Some of the areas where we saw the greatest and exciting results were caries (disease) management through salivary diagnostics; treatment for sleep apnea; same day Implant supported dentures; oral plastic surgery soft tissue grafting; screenings for pediatric airway dysfunction; and cosmetic smile makeovers. Cosmetic smiles makeovers were most exciting and rewarding because the smiles on our patients after treatment was completed were literally and figuratively breathtaking!! Life is a journey and we are constantly learning new information. We are excited to begin incorporating orofacial myofunctional therapy into the practice. Through patient questionnaires we are able to identify patterns in children’s development as well as abnormalities in children and adults that are found to interfere with proper breathing, chewing, swallowing, correct tongue position and proper muscle function. If left untreated, these abnormalities can lead to airway dysfunction, sleep apnea, stomach disorders, headaches, TMJ problems, etc. Addressing these patterns and abnormalities as soon as possible is the best way to ensure the correct therapy and positive outcome. We feel so blessed to have the opportunity to make a difference in the lives of our patients and so thrilled when they leave our office smiling. Please call our office if you are ready to start your path to wellness! This is also the time of year when many patients have flex money or insurance benefits they still need to use before the year is over. We have a great whitening special just in time to help you sparkle for the holidays. So call for your appointment and we will do our best to schedule a convenient time for you to come in. We wish you safe travels and a Thanksgiving holiday that keeps you smiling! With Oshins of Smiles,

Steven Dr. Steven Oshins

Break Through Your Challenges Guilderland, NY - Sometimes life presents us with challenges. Getting used to our empty nest, while minor, is a challenge. I thought it would be cathartic to read one of my old articles, so this month you get a bit of that, and some pictures of Mete and Zeynep over coming some breaking challenges. The involvement of my family in Taekwondo has been an extremely important part of our development and Zeynep’s renewed pursuit of third degree blackbelt has us so excited and gives us focus. You can break through challenges you have by perseverance and focused discipline for success. In martial arts we use breaking as a model for overcoming challenges in life. By setting a goal for breaking something (typically an amount of wood) and establishing a plan to achieve the goal, we are actually practicing problem solving and overcoming challenges. Many times I will think back to breaking challenges I have taken focused time and effort to overcome when I am facing a new challenge. I say, “If I can break through that, then this will be easy!”

You and your children can accomplish much in your life by following the lessons in martial arts. All of my students eventually experience increased success and increased focus for overcoming challenges in school, at home or at work. Some students find obvious impacts as they achieve blackbelt, others find it sooner. What matters is to enjoy the road. We keep our eyes on our goals because they are always growing and changing, but we really enjoy the road and the positive impacts traveling on it have on our lives. I am certain that the study of Taekwondo changed my life in a positive way, maybe it will change yours and you family’s.

From the Library: It’s beginning to look a lot like … bus trip!

The Annual Holiday Bus Trip to NYC is happening on Saturday, December 9, and it’s so popular that the first two buses sold out – so we added a third bus! As you can see, there is a lot of demand for this trip, so if you want to go, reserve your seats now at www.guilderlandlibrary.org/nyc. Do it today before the trip sells out. Here’s an outline of the trip: Cost is $50 per person. The buses leave GPL’s parking lot precisely at 7 am, and arrive NYC about 10 am. You’ll be dropped off near Grand Central Terminal, on 42nd St, between Madison Avenue and Lexington Avenue. You have all day to enjoy all the sights, sounds, and celebrations the city has to offer. For the return trip, the buses will meet you Near Grand Central Terminal just before 7 pm. It’s a blast! Sign up today.

Celebrating 25 Years at 2228 Western

Each of the 150 or so guests who attended the Guilderland Library Foundation’s “Jazzy GPL” celebration at the Library the evening of October 26 received a small glass of prosecco to mark the Library’s quarter-century at its 2228 Western Avenue home. The evening’s theme was “Get Jazzed up for GPL,” and these greeters were certainly in the spirit as were many of the guests. Pictured, from left, Foundation Directors Lisa Brainard, Jane Bonavita, Erin Lancraft, and Susan Nevins. Picture courtesy of Patrick Renzi Photography, used with permission.

Your Old Cell Phone: A Lifeline for America’s Bravest

In honor of Veterans Day, the Library has teamed up with State Senator George A. Amedore, Jr., to make GPL a collection point for the “Cell Phones For Soldiers” campaign, an effort that transforms your old cell phone into talk time for our troops serving around the world as well as emergency funding for Helping Heroes Home, a program that aids our service-members in need. This national nonprofit program also helps the environment as donated cell phones are taken apart and the components recycled for cash; otherwise these same phone might have ended up in a landfill.

BEAT THE HOLIDAY BULGE

GUILDERLAND GARDEN CLUB AND GUILDERLAND HISTORICAL SOCIETY

By: Dr. Amanda Boccio

by Merril-Lee Lenegar

Guilderland, NY - Can you believe the holiday season is just around the corner? I love this time of the year; a time for traditions, family gatherings, celebrations, and all the food that comes with it. So how do we stay healthy during the holidays when there are so many temptations lurking around every corner? Gone are the days of accepting the inevitable 5-10 pound weight gain. Let’s be honest: the holiday season is not exactly the time to lose weight, but it does not have to be a time where you lose track of your health. Here are some tips to help beat the holiday bulge: Keep Healthy Foods Handy: At this time, more than ever, it is very important to keep your kitchen stocked with healthy snacks. The more convenient they are, the more likely you are to eat them. Spend some time prepping raw veggies like peppers, carrots, celery, broccoli and radishes to dip in some hummus, and keep heart healthy nuts and seeds in the pantry. Be positive- instead of thinking about all the foods you “shouldn’t be” eating, promise yourself to eat at least 3-5 servings of vegetables a day. Don’t Skip Meals: I am notorious for eating a small breakfast, putting on my stretchy pants, and “fasting” the rest of the day so I can eat as much as I want at the Thanksgiving table. How can you possibly resist all of the holiday delicacies when you are absolutely starving? Not a chance. Eat smaller meals throughout the day rather than “saving yourself” for that special meal. Prevent overeating by eating a small, protein rich snack like Greek yogurt, or a handful of almonds before heading to the party. Eat Slow: Have you ever thought about how long it takes to plan, shop for, and prepare a holiday feast, only for us to fill our plates, sit down and finish eating in less than15 minutes? Take your time while you are eating. Enjoy and savor the taste of the foods; think about all the time and love dedicated to their preparation. It takes about 20 minutes for stomach to send the message to your brain that you are full. If you eat slowly, you will feel satisfied sooner and eat less, rather than overindulging and feeling bloated (not to mention guilty). Stay Hydrated: Keep a bottle of water with you at all times, and drink throughout the day. Try to drink 8 ounces of water before each meal. Water will help you feel fuller longer, so you are not tempted to go back for a second (or third) helping, or reach for as many sugary treats. Stay Active: Busy schedules, cooler temperatures, less daylight; all common excuses that we use to sabotage our health during the holiday season. Instead, make it a goal to stick to your normal exercise routine. Try to get in at least 30 minutes of activity each day. Make it a new tradition to go for a walk after large holiday meal, De-Stress: The holiday season is chaotic and busy. Commitments at home and at work, financial burdens of gift giving, long lines, traveling, and interpersonal conflict can make this time of year stressful. Try to anticipate potential stressors, and have a plan in place to manage them. Never feel guilty for setting aside time for self care. It is possible to enjoy the holiday season and the special foods that come with it without sabotaging your health and wellness. Celebration does not have to be synonymous with gluttony, as long as you indulge in moderation. Take your focus away from food, and remember the true purpose of the holiday season. Indulge yourself in the joys of quality time with loved ones. If you have any questions about this article, please feel free to contact us at the Sports & Spinal Wellness Center at 518-869-3415. Mill Hollow Apartments Commemorated the Completion of Phase One of Construction With a Ribbon Cutting Ceremony & Guilderland Chamber of Commerce Small Business Expo Guilderland, NY (October 23, 2017) – On October 21st from 10 am to 1 pm, Mill Hollow Apartments held a community event in the apartment community’s clubhouse, the site of the former Bavarian Chalet restaurant in Guilderland. The event kicked off with a ribboncutting ceremony commemorating the completion of phase one of construction and was followed by the Guilderland Chamber of Commerce Small Business Expo, which was free and open to the public and showcased ten local small businesses. The event was sponsored by Ballston Spa National Bank, and Ruggerios and Pizzeria Uno provided light refreshments. Mill Hollow Apartments was pleased to welcome the following speakers to commemorate the milestone of the completion of phase one: • • • • • •

Michelle Viola-Straight, President, Guilderland Chamber of Commerce Mary Anne Kelley, Town of Guilderland Coordinator of Senior Services Peter Barber, Guilderland Town Supervisor Don Csaposs, CEO, Guilderland Industrial Development Agency James Verseput, Developer of Mill Hollow Apartments & Principal of Hyperion Realty Heather Schechter, Director of Marketing, Sunrise Management & Consulting

Besides beautiful apartments residents are proud to call home, the Town of Guilderland was also celebrating that the developers of Mill Hollow Apartments provided space to house the Guilderland Senior Center and are working on a sidewalk to connect Mill Hollow Apartments to Town Hall and the shopping center that houses Hannaford.

Mill Hollow Apartments, a community of two-bedroom luxury apartments with breathtaking views, has completed phase one of construction, which includes 44 units of the 84-unit total. Mill Hollow Apartments is located in the Town of Guilderland at 48 Bavarian Way, Altamont, NY 12009 and proudly managed by Sunrise Management & Consulting. The apartment community is a partnership between local developer James Verseput of Hyperion Realty Advisors and Steve and Rick Buck of Buck Construction based in Whitesboro, NY. Sunrise Management & Consulting of Albany, NY proudly manages the property. Completed community amenities include an oversized 7,200 square foot resident clubhouse, which was an adaptive reuse of the well-loved Town of Guilderland restaurant, the Bavarian Chalet. In addition to the community room with a cozy fireplace and seating with a view of the scenic pond with the Heldebergs in the distance, the clubhouse also offers residents a fitness center with an adjoining yoga room, movie theater, community kitchen, in-ground heated outdoor pool, and clubhouse deck with a pavilion. The completed apartments consist of spacious two-bedroom homes with each having a private balcony or patio to enjoy the outdoors. An open floor plan leads to a beautiful kitchen with granite countertops and a breakfast bar. Nine-foot ceilings, large windows, and glass sliding doors lead to rooms filled with light. Each apartment features a private laundry room, hardwood plank flooring, and a ceiling fan in the master bedroom. On June 8th, Mill Hollow Apartments received the Town of Guilderland “Best Overall Project” award at the Guilderland Annual Dinner. When Mill Hollow Apartments recently joined the Guilderland Chamber, the Chamber had the idea of using the luxurious clubhouse space for an event free and open to the community. 1.

Buyers are more serious at this time of year. People who look at your home over the holidays are serious buyers.

2.

Inventory is low, meaning there are fewer homes for sale at this time of year, so serious buyers have fewer houses to choose from. This means less competition and a higher sale price for you!

3.

Homes show better when decorated for the Holidays. They are appealing and inviting.

4.

Buyers are more emotional during the Holidays, so they may be willing to spend more on a home they really like in order to get what they want.

5.

Buyers have more time to look for a house during the Holidays. Many buyers will look during the holiday season because they have time off or the want to wait until the family is all together.

6.

Many people want to buy before the end of the year for tax reasons.

7.

January is traditionally the month for transfers. Transferees can’t wait until Spring to buy. You must be on the market to capture the market.

8.

You may still restrict showings during your personal family events.

9.

You can sell now, but specify a delayed closing or extended occupancy until early next year if you so desire.

10. By selling now, you have an opportunity to buy during the Spring, when many houses are on the market. BOTTOM LINE… by selling now, you may have fewer actual showings, but more qualified and motivated buyers. THE REASON… you have less competition, resulting in a quicker sale, and a better price for you!
