The City of Coral Springs is bringing a unique and engaging event to residents with the Sunny Seekers Scavenger Hunt, scheduled to take place from September 20 to 28, 2024. This exciting event invites community members to explore the city while completing a series of fun and educational challenges. Designed to bring neighborhoods closer together, the scavenger hunt is an excellent opportunity for residents of all ages to learn more about Coral Springs' rich history, beautiful landmarks, and vibrant community spirit.

Participants in the Sunny Seekers Scavenger Hunt will form teams of four to eight members and embark on a journey across the city to complete 12 challenges at various designated locations. These challenges are crafted to highlight the unique features of Coral Springs, from historical sites to scenic parks and local businesses. The event encourages teamwork, creativity, and a sense of adventure as participants work together to solve clues, take photos, and engage with the community in new and exciting ways.

The scavenger hunt is a part of the city's broader "Neighborhoods with Integrity" program, which aims to strengthen the bonds within the community and foster a sense of pride in local neighborhoods. By participating in the event, residents have the chance to connect with their neighbors, learn more about the city's history, and enjoy the

great outdoors.

In addition to the fun and camaraderie, teams will be competing for the coveted title of "Top Neighborhood," with prizes awarded to the winning teams. METAL DETECTORS ROLLED OUT AT BCPS HIGH SCHOOLS

Broward County Public Schools (BCPS) experienced some growing pains after metal detectors were installed at BCPS high schools for the 2024 school year. Students and visitors entering BCPS high schools must pass through metal detectors monitored by security personnel and school staff. The program's launch on the first day of school led to TSA-like lines and anxious teens. Reports from local schools suggest some of the challenges have been mitigated.

The metal detector initiative is part of a broader system-wide security initiative implemented by the county’s revamped school board.

School Entry Process

Students can carry their backpacks or bags and will not need to empty pockets or remove shoes, cellphones, keys, metal on clothes, or belts, as those items will not alert the system. Some items will result in an alert and must be placed on adjacent tables to be screened by security staff. These include laptops, large eyeglass cases, musical instruments, umbrellas, and 3-ring binders. Once students are cleared for entry, these items can

be collected.

Students who alert the system when passing through the metal detectors will be screened separately. School staff will be available to support them during this process. Special accommodations will be available for students with disabilities. Parents and guardians should contact the school’s administration for details.

Questionable Impact on Safety

Research on the use of metal detectors in U.S. high schools reveals mixed findings regarding their effectiveness and impact on school safety and student well-being.

Metal detectors can indeed help confiscate weapons, thereby potentially reducing the immediate risk of violence. For instance, in New York City schools, a significant number of weapons, including firearms, stun guns, and knives , have been confiscated using metal detectors. However, according to a RAND Corporation analysis, metal detectors alone do not guarantee reduced violence or threats

The implementation of metal detectors can affect students' perceptions of safety. Some studies indicate that

metal detectors might contribute to a heightened sense of fear and a feeling of being criminalized among students. This is particularly pronounced in urban schools, although the negative impact on students' sense of safety is somewhat less than in suburban or rural schools (IES.gov)

A study from the Education Trust suggests constant exposure to security measures like metal detectors may contribute to an environment of distrust and anxiety. This can potentially undermine the relationship between students and school staff, negatively impacting the overall school climate.

The Education Trust argues that resources might be better allocated towards other safety measures and supportive services that foster a positive school environment. These include improved mental health services, equitable discipline policies, and enhanced teacher-student relationships.

CELEBRATING BROWARD COUNTY’S ACHIEVEMENT “A” School Rating Success

Broward County has reached a remarkable milestone, earning an "A" school rating—a clear reflection of the collective efforts of the entire community. This success underscores the county’s dedication to education and promises a brighter future for its residents, with enhanced real estate values and a robust local economy.

The leadership of the recently retired Superintendent Dr. Peter Licata was pivotal in achieving this success. Together with Deputy Superintendent Hepburn, now the new superintendent, they laid the groundwork for an environment where both students and educators could excel

through their strategic vision and hard work.

In light of this accomplishment, Mr. Hepburn, now the Superintendent, praised the unwavering commitment of the dedicated staff who made this achievement possible. “This is a proud moment for all of us,” Hepburn remarked.

“Amazing work by our staff, amazing work by our teachers, our principals, our custodians, our bus drivers, our cafeteria workers, our clerical staff. I can go on and on and on,” he said.

He also thanked the nearly 260,000 students who attend the district’s

public schools every day.

“Thanks to our students and our families. They really took charge of their kids’ education. Our students took charge of their own education,” said Hepburn.

Hepburn also highlighted the broader implications of this achievement, particularly its impact on the community at large. He pointed out that a high-performing school district significantly boosts real estate values and attracts families seeking quality education and a vibrant community.

“This 'A' rating enhances Broward County’s appeal as a destination for families looking for a great place to raise their children. It’s a

testament to our collective efforts and a foundation for future growth,” Hepburn noted.

Each registration helps support Make Our Schools Safe a 501(c)(3) national non-profit organization dedicated to protecting students and teachers at school. Their mission is to empower students and staff to help create and maintain a culture of safety and vigilance in a secure school environment.

Make Our Schools Safe Clubs empower students to collaborate to be empowered to create a culture of safety at their school. The foundation collaborates with high-level security advisors to offer survival information for protection in emergencies. We are

focused on bringing these skills to schools, so teachers feel confident to protect their students and themselves.

Scenario based training in an active shooter situation must be as intrinsic a part of schooling as fire drills.

BROWARD TEENS SELECTED AS BANK OF AMERICA STUDENT LEADERS

Bank of America recently announced four Broward County high school students were selected as Student Leaders, an eight-week paid summer internship connecting students to employment, skills development and service. These community-minded students gained practical work and leadership experience. They received financial education coaching through Bank of America’s Better Money Habits curriculum while

working with local nonprofits and earning competitive wages.

“The exceptional teens selected for the Student Leaders program will not only gain practical work and life experience, but the community in turn will gain help from local nonprofits and a diverse pipeline of talent as these young adults enter the local workforce,” said Lori Chevy, president, Bank of America Fort Lauderdale

The Broward County Student Leaders participated in community service and leadership activities with the YMCA of South Florida.

Laura Morejon Rodriguez is a senior at Piper High School in Fort Lauderdale whose passion for addressing alarming rates of overdoses in her community

inspired her to form Drug Abuse Prevention (DAP) South Florida, a non-profit dedicated to helping those struggling with addiction. Through this organization, Laura fundraised and volunteered at centers to provide guidance and resources to help transform lives.

Eleasha Augustin is a recent graduate from Marjory Stoneman Douglas High School and served as president of Mentoring Tomorrow’s Leaders, a peerto-peer mentoring program that serves youth who are at-risk for not graduating. She worked with mentees on homework, home situations and more.

Sebastian Garcia Gutierrez is a senior at the College Academy at Broward College led his student government in collecting food and supply bags for the homeless, while also taking steps to honor local veterans. As a leader within the Political Science Club, Sebastian aided

students in understanding their civic duties by holding events with local judges and politicians, as well as coordinating voter registration drives.

Vyom Mishra is a senior at the Broward Campus of American Heritage Schools who founded a nonprofit called Skip the Jargon to promote financial literacy and educate underserved communities on the value of investing. Over 2,000 high school students around the world have participated by attending guest lectures and contributing content that helps share important financial education materials.

During the program, the Student Leaders traveled to Washington, D.C. for a weeklong, all-expenses-paid, national leadership summit to learn how nonprofits, governments and businesses collaborate to meet local needs.

Coral Springs Achieves Top Credit Rating

The City of Coral Springs announced that Fitch Ratings, a leading bond credit rating agency, upgraded the city’s special obligation bonds to an impressive AAA rating from AA+. Additionally, Fitch affirmed the city’s Issuer Default Rating (IDR) at AAA. This achievement underscores the city's commitment to maintaining sound financial practices and positions Coral Springs as a fiscally resilient community.

Fitch Ratings highlighted several factors contributing to the AAA rating, including Coral Springs' financial resilience, supported by midrange budgetary flexibility and unrestricted reserves well above 15% of total spending. The agency also praised the city's operating performance, noting that Coral Springs has strong long-term liability metrics, characterized by low debt and pension obligations relative to personal income and government revenues. This financial health is balanced by moderate fixed

costs associated with debt service and contributions for post-retirement benefits.

Mayor Brook expressed pride in the city’s financial accomplishments, stating, “Upgrading to AAA bond credit rating reflects our strong commitment to sound financial management and also positions us to secure lower borrowing costs, allowing us to invest more substantially in critical infrastructure and community services.”

Much like an individual's credit rating, a municipality’s bond rating is a crucial indicator of its creditworthiness. A AAA rating represents the highest level of credit quality, signaling minimal risk to investors. For Coral Springs, this rating means significant financial benefits, as the city will save millions of dollars in interest payments and avoid the need for costly credit enhancements like bond insurance.

City Manager Frank Babinec emphasized the broader impact of the rating upgrade, saying, “This important announcement not only reflects our strong economic foundation but also positions us to pursue further redevelopment opportunities and continue to strengthen our tax base.”

A high credit rating is a valuable asset for any municipality. It enables the city to borrow funds at lower interest rates, reducing the cost of financing essential projects like infrastructure improvements and community services. For Coral Springs, maintaining a top-tier credit rating is not just a reflection of past success but a strategic advantage that will support the city’s growth and development in the years to come.

THE MEANING OF SERVICE

In early 2020, while driving home, I came across a car that failed to move after the traffic light turned green. Despite the honking of other drivers and myself, the vehicle remained stationary. Recognizing a potential emergency, I ac ted quickly.

Inside the car, I found the driver slumped over, unresponsive and without a pulse. Without hesitation, I pulled him from the vehicle and performed CPR until his vital signs returned. Thanks to the prompt arrival of emergency medical services, the man was transported to a local hospital and eventually made a full recovery.

Though my actions were later acknowledged by the media and my colleagues at the Broward Sheriff's

Office (BSO), my motivation was never about recognition. What truly mattered was being there when it counted and doing everything possible to help someone in need. This selfless approach to public service is what I believe should guide all our actions as first responders.

This experience epitomizes my personal ethos: Service Equals Reward. For decades, this principle has shaped every decision I've made and has become the guiding motto at BSO. Service Equals Reward emphasizes the intrinsic value of public service, focusing on the positive impact we make on the people we safeguard rather than on material gains.

Every team member at BSO plays a crucial role in serving our community. From the deputies and firefighters on the front lines to the administrative

staff working behind the scenes, each person's contribution is vital. Our collective efforts ensure the safety and well-being of those we protect. Our true reward comes from being leaders in public safety, dedicating ourselves to the greater good, and making a lasting impact on our community for the next 100 years.

As sheriff, I will continue to lead with this mindset. At BSO, service is not just a job but a way of life—a commitment to always do what is right. ISEPTEMBER UPDATE

hope the school year has gotten off to a wonderful start for everyone! It’s a busy time as we begin the school year and the holiday season approaches quickly. The stressors of everyday life and the upcoming holidays can add to the difficulties some people are already experiencing. September is Suicide Prevention Awareness Month and a good time to talk to our family members and friends about suicide prevention. If you or someone you know is in crisis, please call the new Suicide and Crisis Lifeline at 988. If you know someone who is struggling with their mental health, call 211 in Broward. Also, in Northwest Broward, we have wonderful organizations such as Eagle’s Haven Wellness Center eagleshaven. org which are there to help. Eagles Haven offers free wellness classes and also has licensed clinicians on site to help with people in crisis. They can also help people who need help navigate where to go to get that help.

One of the most important opportunities we have as citizens is the right to vote. September 17, 2024, is National Voter Registration Day and a great time to register to vote, check your voter registration status, and vote by mail requests. Visit our Broward Supervisor of Elections website at BrowardVotes.gov for all information about registering and voting. This November there will be many amendments and elections on the ballot so make sure you are registered to vote and that your voter registration is up to date.

CORAL SPRINGS COMMISSION SEPTEMBER MESSAGE

As summer moves into fall, we look forward to keeping our community informed with important updates while sharing a first look at events taking place this month.

As a reminder, Coastal Waste & Recycling will be the new solid waste collection service provider in Coral Springs effective October 1. We do not anticipate a disruption of service due to the change in providers; however, some residents may experience a change in the day and time of trash, recycling, and bulk pickup. Residents are encouraged to view the new maps and routes by visiting CoralSprings.gov/CoastalUpdates.

September is Suicide Awareness Month. During this time, our goal is to eliminate the stigma surrounding mental health and encourage those in need to seek help. The 9-8-8 helpline is a critical resource that connects those considering self-harm to immediate assistance.

To pay tribute to the victims and fallen heroes who tragically lost their lives on September 11th, a Remembrance Ceremony will be held on Monday, September 11 at 8:30 a.m. in front of the Northwest Regional Library (3151 N University Dr.) We will never forget the tragic events that took place and their lasting impact on our community and our country.

Come see all that the Parks and Recreation Department has to offer! We will host a Parks Open House on Wednesday, September 18 from 6 to 8 p.m. at the Coral Springs Gymnasium (2501 Coral Springs Drive) as part of our Family Fun Night series. Meet coaches and instructors, sign up for programs, enjoy bounce house fun and more.

Keeping the youngest children in our community safe is a top priority. The Coral Springs-Parkland Fire Department will hold a Car Seat Installation event on Saturday, September 28 from 9 a.m. to 1 p.m. at the City Hall Parking Garage (9500 W. Sample Road.) Certified car seat installers will be on hand to answer questions and to properly install new or existing car seats.

Let’s dance! Residents can join Commissioner Nancy Metayer Bowen for a lively Zumba dance session on Saturday, September 28 from 9 to 11 a.m. at Mullins Hall (10170 NW 29th St) as part of the Move with the Mayor series.

PARKL AND UPDATE

As September unfolds, we find ourselves at the cusp of exciting change and opportunity here in Parkland. With summer winding down and fall approaching, this time of year always brings a refreshing sense of renewal. As students return to school, and the pace of life starts to ramp back up, it’s important to take a moment and reflect on our accomplishments, embrace new initiatives and set our sights on the future.

But first, I want to take this opportunity to extend my sincerest gratitude to our incredible City Staff and my fellow Commissioners for their tireless efforts and commitment to ensuring that our vibrant community continues to be one of the preeminent places to live in the country. Our City’s recent projects, along with the long list of active and upcoming developments, are a testament to what we can achieve when we all come together.

Starting with our amazing parks, we have made significant improvements to Liberty Park (my personal favorite), installed new agility equipment at Barkland (our dog’s personal favorite), upgraded sports fields and playground enhancements at Pine Trails Park, upgraded LED lights at Quigley Park, ring renovations at the Equestrian Center and beautifully remodeled restrooms at Terramar Park. Moreover, we continue to make significant progress on our new 36-acre Wedge Preserve Park that will help meet the growing recreation needs of our City.

As for infrastructure, we have invested heavily in several critical projects designed to ensure that Parkland remains one of the safest cities to live, work, and play. This includes the much-anticipated Loxahatchee Road improvement project, roundabouts at the intersections of Loxahatchee Road and Parkside Drive, University Drive and Nob Hill Road; additional street lighting along Hillsboro Boulevard; drainage and road improvements in The Ranches and Pine Tree Estates; and citywide facility security upgrades.

Last, but certainly not least, I am most proud of the progress that has been made with respect to our “Village in the Park” project at the former Heron Bay golf course. Through a shared vision, a purposeful partnership with the City of Coral Springs, and with the support of our residents, our City successfully managed to turn a potential threat to our cherished way of life into a once-in-a-lifetime opportunity. Together, we are creating a community that is not only resilient and forward-thinking, but also deeply connected and brimming with potential.

Notwithstanding all the exciting developments, one thing remains unchanged. The future of Parkland is bright.

Amendment 6: Repealing Public Campaign Financing: Amendment 6 seeks to repeal a constitutional provision that provides public campaign financing for candidates who agree to spending limits. Proponents argue that repealing public financing reduces government spending and promotes fiscal responsibility.
