Standing on the Shoulders of Giants: Women’s History Month
P
resident Ronald Reagan signed a proclamation establishing the first Women’s History Month celebrated by the United States Government on March 4th, 1988. In his proclamation, President Reagan commented, “Women continue to strengthen the family and enrich our lives with intellectual gifts, creative talents, and indomitable spirit.” Every March since that year has been officially recognized as Women’s History Month in the United States. We decided to celebrate this year’s Women’s History Month by recognizing some of the amazing women in our community. The Exceptional Women in Business section of this magazine highlights the accomplishments and talents of some of the women who make our city such a great place to live and raise a family. The contributions women have made to every field and endeavor are infinite. Accomplishments like Marie Curie’s work in physics or Rosa Parks’ bravery that ignited the civil rights movement are even more noteworthy when considering the obstacles they had to overcome. It’s heartening to see accomplished women in positions of power. Today the Chancellor of Germany, Angela Merkel is serving her fourth term. The CEOs of companies like General Motors and Fidelity Investments are women, as are Vice President Harris and Speaker of the House Pelosi. Those leaders would certainly not be where they are today without the accomplishments of countless women before them. It reminds us of Issac Newton’s famous quote, “I have seen further by standing on the shoulders of giants.” As we reflect during this year’s Women’s History Month, we can’t help but wonder on whose shoulders our daughters and granddaughters will be standing. DAVIE UPDATE By Mayor Judy Paul
T
he Davie Town Council recently entered into an agreement with Coastal Environmental Services to provide commercial waste services and residential curbside solid waste, bulk, and modified recycling services effective June 1, 2021. Under this new contract, residents will receive two curbside solid waste and recycling pick-ups per week and one bulk pick-up per month. In addition, residents will receive new 96-gallon waste carts. During the transition to the new contract, the Town will be evaluating the existing residential and bulk curbside routes. This evaluation will result in new waste/ recycling days and bulk pick-up days and maps throughout the Town. These changes will be made to enhance service delivery and reduce missed or delayed pick-ups. The Town will undertake a public information campaign to ensure notices are sent in advance for you to plan appropriately. Be on the lookout!!! The biggest challenge for Davie and is the same challenge for everyone in Broward County is the processing of recyclables. For years, recycling has declined based on the global market and contamination issues making the repurposing of recyclables cost-prohibitive. As a result, the cost to recycle has tripled and shamefully recyclables are being placed in landfills due to contamination. This is unconscionable, which is why the Town has taken a hybrid approach to ensure that the Town still gets credited with recycling. In this new contract, you will still have a recycling container (beige) and a waste container (green). They
will both be picked up twice a week by the same truck and taken to the Waste Energy Facility on SR7/441. There, the materials will be burned generating electricity resulting in energy credits. We ask that you still source separate, the material between recyclables and household waste as the Town, other Broward municipalities, and Broward County are currently collaborating to determine the feasibility of opening a government-run recycling facility in Broward County. If, and when this occurs, this would require the separating of materials and the Town will be in a state of readiness to participate. In the meantime, we will have lower waste and recycling costs than anticipated and still doing our best for the environment. The Town of Davie is now a participating municipality in the Broward County Residential Drop Off program. Davie residents can dispose of household hazardous waste, residential electronics recycling, and bulk and yard waste at any of the County’s dropoff centers including the Central Residential Drop-Off Center (RDOC) located at 5490 Reese Road, Davie, FL 33313. The facilities are open on Saturdays from 9 a.m. to 3 p.m. Davie residents may only utilize the Central RDOC for bulk and yard waste. Please note, this center is operating on an alternating schedule and will be open to Davie residents every other Saturday (March 6, March 20, etc.) until further notice. Only two individuals per vehicle will be allowed to unload their waste and residents will be required to wear a face-covering while unloading waste. For more information, please visit www.davie-fl.gov/solidwaste. Davie bills its residents for solid waste services on its tax bill. The original FY2021 residential solid waste assessment was $330.49 per household prior to the new contract with Coastal. Based on savings during FY2021 and the negotiated new contract, we will be able to reduce next year’s (FY2022) solid waste assessment amount to an estimated $258. The FY2023 solid waste assessment will be based solely on the new contract and is estimated at $308.00. Throughout the transition of the collection
companies and beyond, the Town will have a municipal solid waste liaison to assist with any questions, concerns, or unforeseen issues that may arise. On a final note, I want to let you know that the Town operated a COVID-19 Vaccination Point of Dispensing (POD) site at Pine Island Park during the month of February. The POD operated on an appointment-only basis and vaccinated residents 65 and over. The Town vaccinated 50 patients for 10 days utilizing Town Fire Rescue personnel. VACCINE PROGRESS TOPS LEGISLATIVE PRIORITIES

ear Davie and Southwest Ranches Residents, While the Covid-19 pandemic continues to weigh heavily, there are glimmers of hope lightening the load. As of mid-January, state officials and healthcare workers are ramping up vaccine distribution, delivering over 107,000 vaccines to Florida residents, 48,000 of which directed towards Broward County alone. Yet, there is still more we must do. The Broward Delegation and I delivered a joint statement to Governor DeSantis urging him to prioritize teachers and school employees to receive the vaccine so they can safely return to school. I am also working with the State Emergency Response Team to direct more vaccines to residents ages 65 years and older as we successfully did in Century Village Pembroke Pines. While I understand that procuring a vaccine appointment has been frustrating for many, I encourage you to be patient. A new

You will receive a call back once appointments are available. In tandem with coordinating vaccine distributions, I am preparing for the 2021 Legislative Session beginning in early March. One of my priorities include designing legislation to address the flooding issues in west Broward County. Last November, Tropical Storm Eta crisscrossed over southeast Broward County leaving a deluge of rain that overwhelmed our flood management infrastructure. To solve the problem, I met with representatives from the South Broward Drainage District (SBDD) and listened to their needs. In response, I filed a $150,000 appropriation to purchase 2 high capacity mobile stormwater
pumps and am drafting legislation to better position our State for the fiscal impact of inland and coastal flooding. I have also filed individual appropriation projects for both Davie and Southwest Ranches to deal with flooding. This is an extremely tight budget year with a shortfall of $2.7 billion and I am hoping there will be funds to address these critical needs. I am also proposing a study to gather data to predict the expenditures of federal, state, regional, and local governments to guard against inland and coastal flooding from heavy rains and sea-level rise. It is past time we simply recognize flooding. Instead, we must plan policy to address what is likely to be one of the largest infrastructure expenditures in our State. As always, I am here for you. f you are single you make up over 45 percent of the US population. Whether unmarried, divorced, or widowed, single people have important estate planning issues to think about. If you have children, your decisions are a bit more complicated. Consider the following: Single with minor children: It is vital to designate whom you wish to serve as your child’s guardian. Think about this. Even if there is a surviving parent, they may not be your choice to serve as guardian. What about leaving assets to your minor children? Realistically, leaving an inheritance to minor children can be fraught with risks. Who manages the assets for your minor children? Should you select your ex-spouse or perhaps another family member? Often parents select one person to serve as guardian for minor children, name another individual to manage and invest assets for their children, and possibly choose a third to determine asset distributions. Single with adult children: When a child turns 18, legally he or she is fully capable of receiving their inheritance and making life decisions, such as selecting a college or managing and spending their own money. Do 401(k) and IRA accounts constitute a significant portion of your estate? Severe and irreversible tax consequences can result from careless withdrawals from these inherited assets by “young” adult beneficiaries. Do you have any concerns about your child inheriting a large amount of life insurance money? Parents of 18-year olds recognize that while their child is technically an adult, it may be much too early to expect thoughtful decisions regarding their future and their finances. Single without children: If you are single without children, keep in mind that without the existence of a properly drafted and executed will, Florida law dictates that your assets be inherited by your parents. If your parents do not survive you, your assets will be inherited by your surviving siblings. Creating a will is essential if you wish to leave your assets to anyone other than your immediate family. Illness or disability: Whether or not you have children, there are important decisions to make regarding who is authorized by you to assist with medical and financial matters should you become ill or disabled. Advance legal directives, in the form of health care powers of attorney, durable powers of attorney, living wills, and HIPAA releases, insure your bases are covered in various scenarios. Without such documents, urgent medical care, managing a business or your finances, and communicating with governmental agencies such as the IRS or Social Security Administration, may need to be determined by the court. Life can change in an instant. What are you waiting for?

WHAT EXACTLY IS FAMILY LAW? I By Evan H. Baron, Esq.
advertise my practice as a Family Law Practice. I am often asked what does Family Law encompass? Most individuals think of Family Law as only being divorce cases. In reality, my practice involves many different types of family related issues. Here are the many types of issues that my office handles: 1. Dissolution of Marriage. This includes simple, complex, and collaborative cases. 2. Paternity Cases. A Paternity Case is necessary to establish a Father’s rights when a child is born out of wedlock. Once established, a Parenting Plan must be established. This also includes simple, complex, and collaborative cases. 3. Modifications. • Financial: Florida law allows a modification ( either an increase or a decrease of either child support or alimony) if the moving party can prove that there has been an involuntary, substantial change of circumstance in the income of either party. • Child Related: Florida law allows a modification of a Parenting Plan (time-sharing, etc.) if the moving party can prove that there has been an involuntary, substantial change of circumstance and a modification is in the minor child’s best interests. This primarily deals with time-sharing and Shared Parental Responsibility issues.
4. Contempt/Enforcement :
• Contempt: If one of the parties willfully fails to pay either court-ordered child support or alimony obligations, the Court can find that party in Contempt. To be a willful failure it must be proven that the party ordered to pay had the ability to pay but chose not to. Generally, a purge is set ( a percentage of the amount of money owed) and if not paid, incarceration is possible. If a parent willfully fails to follow the Parties Parenting Plan and interferes with a parent/child relationship ( time-sharing/decision making, etc.), a finding of Contempt can be sought. • Enforcement: Matters not subject to contempt, but still ordered by the Court, may be subject to Enforcement. Typically, this deals with Parenting Plan issues, such as late pick-ups or drop-offs or certain financial issues such as Equitable distribution of assets.
5. Relocation: Under Florida Law, a parent cannot relocate a minor child beyond 50 miles from their residence without either the written permission of the other parent or a Court Order. This is, in essence, a modification since the Parenting Plan would have to be modified if relocation were to take place. 6. Injunction: For Protection against Domestic Violence: This is commonly referred to as a Restraining Order. This can be obtained on behalf of the moving party (Husband or Wife/ Mother or Father) or on behalf of a minor child. If the court believes that there is a reasonable fear of domestic violence a temporary ex parte (without notice to the other side), an Injunction will be issued, and a hearing scheduled within 15 days. My office handles either the Petitioner (party who obtained the Injunction) or the Respondent (person who had the Injunction issued against/him her). Stress Fracture in the Runner
N
othing is more frustrating to a runner than an injury which occurs just when the training schedule calls for ramping up mileage or intensity in time for competition. Over my 35 years as a foot and ankle specialist treating runners in our community, I have personally witnessed not just the physical, but emotional toll these injuries can inflict. I can truly empathize with them as I myself have fallen victim to these same unfortunate circumstances and on multiple occasions. As runners, we forget that our sport is not a passive but violent one, as each foot strike results in an impact equivalent to 3 or 4 times our body weight. To put it bluntly, training is a form of self-inflicted injury with the hopes that the ongoing cycle of injury and healing will ultimately lead to stronger muscles, tendons, and bones after recovery. This is a positive and most desirable outcome we refer to as “conditioning”. Unfortunately, training exuberance tips the balance in favor of injury, sometimes with the best intentions of the coach or athlete and leads to the body’s inability to regenerate or strengthen properly. This is when breakdown (injury) occurs resulting in a concept I call “reverse conditioning” secondary to overtraining. One such common running injury is referred to as a stress reaction which in later stages develops into a stress fracture. Most athletes with a stress reaction present with an insidious onset of pain in a focal area sometimes confused with muscle soreness or tendinitis. Stress reactions and stress fractures represent fatigue failure injuries and are secondary to overuse. A stress reaction precedes a stress fracture in the bone fatigue continuum and is hallmarked by microscopic failure without an actual visible break in the bone. X-rays are typically negative in this stage of injury and better imaged with bone scans or MRI. The MRI is a very sensitive imaging technique which depicts swelling in bone at this early stage. As the fracture continues to develop, heat, swelling and pain are noticed during everyday activities. In severe cases, the pain eventually precludes comfortable weight-bearing and physical exercise causing the athlete to limp. Stress on bone creates constant remodeling affecting a balance between the cells which eliminate injured bone (like a tiny vacuum cleaner) and cells which replace injured bone with newer healthier bone. Overtraining, either by adding mileage, speed or inclines will tilt the balance in favor of the cells evacuating injured bone. This ultimately results in a negative balance of healthy bone cells progressing to stress injury. Adding insult to injury, weak muscles in the thigh and leg supporting the bone structure by absorbing shock may further stress the physiologic capacity of bone to maintain its integrity causing it to fatigue. develops causing the metal wire to fatigue until it snaps into two segments. Stress fractures are very similar as the continued stress of training results in fatigue failure of bone, leading to microscopic cracks and subsequent true fracture if allowed to continue. It is during these late stages of the process that X-rays become a more reliable tool. Not all stress fractures are the same Stress fractures are generally classified into two types: low-risk fractures- those that heal well and usually without long term sequela and high-risk fractures - those which do not heal well and often require surgery. The designation of these two classification systems is essentially based on the location of these fractures. Bone stress injury treatment and return to play decision making is based on the site of injury, potential for healing, and risk of significant complication. Proper treatment of the fracture is essential to avoid under or over-treating the condition. Clearly over-treating the fracture may result in an unnecessary disruption of training and subsequent loss of physical conditioning referred to as “deconditioning”. Stress fractures deemed as high risk poses a significant risk for recurrence due to inadequate healing and at times may result in potentially devastating complications leading to career ending injuries. Prompt diagnosis and treatment is fundamental in allowing proper healing thereby minimizing the impact of the injury. Treatment Treatment for stress fractures should not focus on boney healing but should include an investigation of what we refer to as the intrinsic and extrinsic causes which resulted in the injury in the first place. Intrinsic factors include 1. Biomechanical- body type, foot type, inherent weakness and flexibility, and a factor many gloss over- running technique, 2. Nutritional specifically insufficient intake of protein, calcium, and vitamin D 3. Hormonal factors- the most notable of which is estrogen. Female athletes with low bone mass have a higher predilection for certain stress fractures. This is especially noted in women at risk. This includes those with low body mass, or have stopped menstruating and/ or have a history or family history of osteoporosis. This group will require a proper medical workup consisting of blood tests and a bone density scan often requiring a team approach with various specialists. Extrinsic factors on the other hand consist of training errors and improper equipment. This includes but is not limited to the influences of terrain, running form, and improper running shoes. To be effective, an individualized developmental plan for an effective return to play schedule should take these factors into consideration. The strategy, particularly when dealing with low-risk fractures, may require decreasing training volume and intensity, using proper equipment, changing running technique, and cross-training. Using this tactic

assures that the athlete does not suffer a substantial loss of conditioning while recovering from injury. Sports medicine physicians realize all too well that extended time off training may adversely affect the recovery. Recouping the body’s strength, flexibility, and ability to balance is significantly hindered with overprotective measures and results in an extended loss of training time. So why create a problem in order to solve one? With a proper rehabilitation plan, the athlete is given the best chance for a faster recovery while resulting in a protective effect from future injury. Alternatively, high-risk stress fractures as previously mentioned have more frequent complications such as poor healing, non-healing, and at times re-fracturing after healing is thought to have been completed. These are very frustrating scenarios which unfortunately often leads the athlete to abandon the sport. The treatment for high-risk stress fractures should be based on the immediate goal of preventing any progression of the fracture and avoiding long-term complications. Because of the significant complications associated with this injury, it is suggested that athletes with evidence of a high-risk stress fracture immediately discontinue their activity. Unfortunately, with these fractures, prolonged immobilization with weight-bearing restrictions or operative management are often the treatments of choice. So, remember to listen to those nagging injuries and avoid reverse conditioning. Make sure that you heed the signs of injury before the injury heeds you. ⊲ Dr. Cohen is a published author, is on faculty at several South Florida residency programs, podiatric medical colleges, and frequent lecturer.
