Hurricane Andrew’s Lasting Legacy

On a warm Sunday evening in the summer of 1992, homeowners across South Florida were preparing for a tropical storm in the usual ways. Hardware stores were selling out of plywood, neighbors were helping each other put up storm shutters, and, grocery stores were running out of toilet paper and bottled water. Many were anxious about the storm’s power and size. No one could have envisioned its lasting impact on the lives of so many people.

Hurricane Andrew made landfall just south of Miami at about 5:00 am on Monday, August 24, 1992. The Category 5 hurricane’s intensity and compact size focused its destructive power on a relatively small area, causing catastrophic damage. The storm directly resulted in 65 deaths and left many more injured. It caused more than $27 billion in damage, making it the costliest storm in Florida history. 25,000 homes were destroyed with more than 100,000 more suffering damage.

The hurricane also had a lasting impact on the insurance industry. Many insurers went bankrupt or pulled out of Florida, leading to reforms in how insurance is regulated and provided in hurricane-prone areas. 2022’s Hurricane Ian is having a similar impact on the already fragile Florida insurance market.

Andrew exposed significant weaknesses in building codes, disaster preparedness, and response strategies. In response, Florida significantly overhauled building codes and developed stricter construction standards.

Hurricane Andrew remains a pivotal event in the history of disaster management and preparedness in the United States. The lessons learned from the hurricane led to improved hurricane forecasting, better building practices, and a greater emphasis on emergency preparedness both in Florida and nationwide.

Mother’s Day

Mother's Day is a celebration honoring mothers and motherhood, maternal bonds, and the influence of mothers in society. The official Mother's Day holiday arose in the 1900s as a result of the efforts of Anna Jarvis. After her mother's death in 1905, Jarvis conceived Mother's Day as a way of honoring the sacrifices mothers made for their children. The first official Mother's Day celebration took place in 1908 at a Methodist church in Grafton, West Virginia, with a larger ceremony in Philadelphia. Through her efforts, President Woodrow Wilson officially designated the second Sunday in May as Mother's Day in 1914.

Memorial Day

This day is a federal holiday dedicated to honoring and mourning the military personnel who died in the line of duty. Memorial Day, originally known as Decoration Day, was first observed on May 30, 1868. This day was designated to decorate the graves of American Civil War soldiers with flowers. The choice of May 30 was symbolic, intended to ensure that flowers across the country would be in bloom. The observance of Memorial Day was eventually set as the last Monday in May in 1971.

EGG-CITING ADVENTURES: DAVIE'S DUAL EGG HUNTS BRING JOY TO SPRING CELEBRATIONS

Residents of Davie enjoyed a fantastic celebration of spring with not one, but two unique egg hunts that brought the community together in festive spirits. The Town of Davie pulled out all the stops with its Hippity Hoppity Hunt and Splash-and-Dash egg hunt, catering to both land lovers and aquatic adventurers.

The Hippity Hoppity Hunt, held at the expansive Bamford Sports Complex, drew nearly 5,000 attendees who came to partake in the fun. The fields were dotted with over 10,000 eggs, creating a colorful spectacle. Children excitedly searched for "special eggs" that won them delightful prizes. The event was more than just an egg hunt; it included a range of family-friendly activities such as an animal and

petting farm, hayrides, a DJ-led party, kids’ activities, bounce houses, a rock wall, and photo opportunities with Peter Cottontail. Vendor displays and various entertainment options also added to the day's enjoyment.

Adding to the excitement, the town's annual Splash-and-Dash Egg Hunt took place at the Davie Pine Island Fitness & Aquatics Center. Here, children of different age groups plunged into the pool in a lively treasure hunt, making a splash as they collected eggs submerged in the water.

These events are just the beginning of a series of family activities planned for the spring, and the anticipation for upcoming events is high. Davie's residents are already looking forward to more engaging and enjoyable community gatherings as the season progresses.

Broward County Hosts High School Voter Drive

Broward County Supervisor of Elections, Joe Scott, led a monthlong voter registration drive at county high schools during April. Representatives from the Supervisor of Elections Office visited every high school in the county and met with students in their classrooms, encouraging them to register.

Students were given paperwork and guidance on how to properly fill it out during history, government and civics classes. Many of the students were already registered via the state of Florida’s driver’s license voter registration program. However, others took advantage of the opportunity to participate in future elections.

“No part of my job is more rewarding than helping young citizens vote for the first time,” said Scott in a video released on the Browardvotes.com, “Here in the state of Florida your sixteenth birthday is an

important milestone. I am not saying that because you can get your drivers’ license, I am saying that because you can register to vote.”

Students who registered will not be able to vote till they reach 18 years old, but will automatically be added to the voter register if they participated in the drive. Many of the students received a keepsake water bottle emblazoned with the @browardvotes logo.

“I was really excited. I can’t wait till I turn 18 to vote in my first election. Hashtag adulting!” said Stoneman Douglas junior Jo.

“When you become an active voter, you will have an impact on who our government leaders are at every level, including city, county, state, and national governments,” commented Scott, “I’ll see you at the polls.”

RUNNING FOR A LEGACY: ADEN PERRY MEMORIAL 5K CELEBRATES LIFE & LEGACY

Hundreds of runners, spectators, and friends converged at the Amerant Bank Arena for a special event dedicated to celebrating the life of Aden Perry, raising funds for a noble cause, and engaging in healthy physical activity. This gathering was orchestrated by Sarah Perry, Aden's mother, who transformed her grief into a mission of community service following her son's tragic death.

Aden Perry passed away in high school while heroically attempting to save another teen from a car accident in a local lake. In the wake of this tragedy, Sarah Perry initiated a community program to provide lifesaving flotation devices near public lakes, continuing her son's legacy of helping others.

The event kicked off with a yoga and stretching class, setting a mindful tone for the 5K run that followed. Participants enjoyed a scenic route around the stadium grounds, energized by a live DJ. Post-run, the atmosphere was filled with joy as attendees indulged in barbecue from Mission BBQ and enjoyed beers while listening to the Beatles tribute band, The Beatlemaniax.

The event not only celebrated Aden's life and contributions but also successfully raised significant funds for the Aden Perry Foundation, ensuring that his spirit of community aid lives on. It was a day of fitness, fun, and remembrance, deeply resonating with all who took part.

Gathering for the Reading of a Will

In movies and television shows, there is often a dramatic scene where family members gather in a lawyer's office for the reading of the will, eagerly waiting to find out who gets what.

In reality, there is no gathering, and the process is more private. Some families may have realistic expectations about the terms of the will based on prior family conversations and will not be blindsided. Other families may find out the details of the will after it is filed with the probate court and may be angered, hurt, or bewildered when they learn what is in it (or not in it) for them.

The Truth About Writing a Will

People think that it is easy to write or change a will. Some movies or television shows imply that all you have to do is write something down and put it into an envelope for safekeeping. In the real world, a will that is not created properly may be considered invalid.

Immediate Access to your Inheritance

In movies and on television, beneficiaries often receive their inheritances immediately after the death of a loved one, allowing family members to access their newfound wealth right away.

The distribution of money and property according to a will is a legal process that involves probate, unless a trust controls the distribution of the inheritance. Broward Schools Swears in Dr. Howard Hepburn Following Surprise Resignation of Peter Licata

Dr. Peter Licata shocked the Broward Schools community last month by announcing his retirement at a regularly schedule School Board meeting last month. He told the board that he regretted informing them that he was retiring.

"It is with great sadness that I write this letter informing you of my anticipated retirement on December 31, 2024. I communicated to the board on December 17, which is protected from the public record, regarding the status of a medical condition that I have been receiving treatments for. After conferring recently with my doctors, my wife, and my four adult children, it is best that I retire from this incredible role as an educator after 30-plus years here in South Florida," he said.

Licata continued, "I am certainly not being forced out, there is no question about that. I think by everyone's belief that they were surprised by this. Licata gave the board almost eight months' notice so that they could search for his replacement. The board took less than a day. In an unprecedented move, they appointed Howard Hepburn, the district's Chief Academic Officer, as the new superintendent effective immediately. Hepburn is from Belle Glade in Palm Beach County and has been one of Licata's key lieutenants since joining the school system in July.

STORM SURGE NAVIGATING THE POTENTIAL FOR A HISTORIC HURRICANE SEASON

The Atlantic is bracing for an exceptionally active hurricane season this year, potentially setting records for the number of storms. In fact, forecasters from AccuWeather are concerned they might exhaust the list of storm names due to an anticipated surge in tropical activity. Last year saw 19 named storms, yet only four directly impacted the U.S. Among these, Hurricane Idalia stood out as the most significant, hitting Florida with Category 3 force in late August. Tropical Storm Harold brought heavy rains to southern Texas, while Tropical Storm Ophelia affected North Carolina. Lee, transitioning into a tropical rainstorm, brushed the New England coast before making landfall in Nova Scotia, Canada. Predictions for the current season suggest it could surpass the last, potentially making it one of the busiest on record.

"The 2024 Atlantic hurricane season is forecast to feature well above the historical average number of tropical storms, hurricanes, major hurricanes and direct U.S. impacts," AccuWeather Lead Hurricane Forecaster Alex DaSilva said.

Several key factors are contributing to the forecast of a highly active season. The abundance of warm ocean waters serves as a catalyst for the development

and strengthening of tropical storms. This condition facilitates more frequent storm formation and increases the likelihood of rapid intensification, a trend observed in some of the most devastating hurricanes in recent history. Additionally, the potential for late-season activity is heightened by the unusually warm waters extending into November.

"Sea-surface temperatures are well above historical average across much of the Atlantic basin, especially across the Gulf of Mexico, Caribbean and the Main Development Region [for hurricanes]," DaSilva explained. The Atlantic water temperatures observed last month were around or even warmer than they were ahead of the blockbuster 2005 and 2020 hurricane seasons.

A significant influence on this year's hurricane outlook is linked to changes in the Pacific Ocean. The rapid shift from El Niño conditions, characterized by warmer-than-average sea temperatures, to La Niña, marked by cooler temperatures, is expected to have a profound impact on Atlantic hurricane activity. La Niña typically reduces wind shear over the Atlantic, favoring more active hurricane seasons. This pattern was observed during the notably busy seasons of 2020, 2021, and 2022, with the

2020 season tying the record for the most named storms.

“It can be helpful to visualize a stack of pancakes," DaSilva explained. When there is a high amount of wind shear, the top of a tropical system can be pushed and tilted away from its base, causing it to become lopsided. If a mature hurricane is in place, it may weaken but will not necessarily dissipate. "A tall, neat stack is what a tropical system wants to be, but wind shear can cause some pancakes to be displaced and the stack could fall over," said DaSilva.

AccuWeather's forecast for 2024 anticipates 20-25 named storms in the Atlantic, including 8-12 hurricanes, of which four to seven could be major hurricanes. This exceeds the 30-year average and suggests a significant increase in the risk of U.S. landfalls.

Meteorologists are using historical weather patterns, or analog years, to refine their forecasts. The 2016 season, featuring Hurricane Matthew's destructive path through Hispaniola, eastern Cuba, and near Florida's coast, serves as a reference for this year. Like 2016, the upcoming season is expected to occur under La Niña conditions, underscoring the heightened risk and the need for preparedness.

As May begins, I want to take a moment to reflect on the incredible journey we embarked on throughout the month of April in the name of child safety and abuse prevention – trekking 1,500 miles across Florida in honor of National Child Abuse Prevention Month & National Sexual Assault Awareness Month.

We kicked off in Key West on April 2 and logged 20+ miles each day, ending in Panama City on April 27. Walking hand-inhand with thousands of educators, advocates, and survivors, we walked across the state, took our safety curriculum to schools, and engaged in meaningful conversations on the importance of education and awareness in child safety.

It was truly inspiring to witness the outpouring of support and solidarity from individuals across the state who share our dedication to protecting children and empowering families, including elected leaders from both sides of the aisle.

As a survivor myself, I am deeply grateful for the opportunity to lead this movement and for the overwhelming support of our community. Now that the Walk in My Shoes campaign has concluded, I am immensely proud of all that we accomplished together. Flatfoot in Children

DFlatfoot is one of the most common conditions affecting the musculoskeletal system of children and teenagers. There is a tendency for the child’s flatfoot to be ignored or treated with benign neglect. The facts are that it is NOT normal, the majority of children do NOT outgrow it and there IS cause for some concern.

Flatfeet are a genetic problem. Ligaments in the arch which connect the bones together are loose, allowing the arch to collapse. Congenital bone abnormalities as well as trauma to the tendons and ligaments in the inner arch can cause flattening of the arch and foot. A common cause of developmental flatfoot is tightness in the calf muscles, which aggravates the severe foot deformity.

Symptoms include young children constantly preferring to be carried by a parent or be put in a stroller due to fa -

tigue in their legs. Leg pain, especially at night and premature fatigue with activity, especially in young children or teenagers. Inner leg, ankle and foot pain with activity is common. Occasionally associated with inner knee pain and lower back pain.

Signs include lowering or complete collapse of the arch. The front part of the foot is turned out relative to the back part of the foot and the arch bulges towards the inside of the ankle. Knock-Knees is common which exasperates the deformity. The feet, ankles, and legs just do not appear right upon examination or the patient is standing. The child can be overweight and lacks athletic ability, General inactivity or avoidance of activity in children is common. Abnormal shoe wear, as well as a child or teenager that does not run correctly, occurs due to the deformity

Treatment begins with a complete physical examination of the lower extremity and spine to find the underlying cause. This includes examining the child’s gait (walking pattern). Physical therapy to strengthen weak muscles

and loosen tight muscles and help to improve overall coordination. Occasional immobilization of the extremity to loosen up tight muscles with a walking cast is necessary to decrease the deforming force of the calf muscle on the flatfoot. Custom molded shoe insoles (orthotics) to help permanently support the foot and put it in its proper position. In most cases this will overnight correct fatigue and leg pain that the child experiences. It will also help to allow better performance in activities of daily living or sports. In some cases when conservative treatment fails, surgery can be done to help with the problem. The appropriate treatment plan can be a life-changing experience for the child! Prognosis is excellent, especially with timely management of the problem.

BEWARE OF SIPPY CUPS

Many parents have been educated early in regards to the potential hazards in the misuse of baby bottles. As bottles are used for infants/babies, they usually contain milk or formula. Parents are now being educated against putting their child down with a bottle for fear of contributing to early childhood caries (ECC). In fact, the occurrence of multiple cavities at this young age, ECC, was for a long time referred to as “baby bottle cavities.”

Parents have also been instructed to wean their child off of the bottle as their child approached the toddler years. In comes the “sippy cup.” It is not a bottle. It is spill proof. It is perfect for travel, prevents spills, and kids seem to keep quieter longer when they have them. It is perfect for use…and misuse.

The problem is that functionally, the use of the sippy cup creates the same exposure to sugary beverages as the bottle. The use of both bottles and sippy cups necessitate an extension forward of the tongue with a simultaneous retraction of the cheeks. This action causes an exposure of the front teeth to liquid, while at the same time removes the natural cleansing effect of the saliva and tongue. When the liquid is milk or juice, the result is an increased likelihood of developing cavities. The importance of this is highlighted by the 10% rise in occurrence of cavities in two- to five year olds in this decade vs. last.

The following are sippy cup tips recommended by the America Association of Pediatric Dentistry:

• Use sippy cups as they were intended, as a transitional tool from bottle to cup. Therefore, they should not be used for extended periods of time.

• Sippy cups should be filled with juice or milk for meals only.

• A child should not be using a sippy cup for bedtime or naps, unless filled with water.

• Diluting juice does not significantly reduce the cavity causing ability of the juice.

Whether it is potty training, removal of a pacifier, or discontinuing the use of a bottle, transitioning our children can be an extremely challenging part of parenting. It is our opinion that patience and consistency are the keys to success. In terms of the transition from the bottle, we highly recommend creating a routine that promotes the drinking of water. Juices and milk should be saved for meal times only. Getting your child used to this early will surely help reduce the need for avoidable dental treatment.
