Everybody Counts in Census 2020
T
his month we will all be part of history. The 2020 Census will be the first to be completed online, but there are options to complete by mail or even phone if you prefer. By definition, a census is an official count or survey of a population. Our Constitution calls for an “actual enumeration” to be completed once a decade. The first census was taken in 1790. It included the original 13 States, plus the districts of Kentucky, Maine, and Vermont, and the Southwest Territory (Tennessee). The 1790 enumeration asked for the name of the head of the family and the number of persons in each household of the following descriptions: free white males of 16 years and upward (to assess the country’s industrial and military potential); free white males under 16 years; free white females; all other free persons; and slaves. Census 2020 will ask questions such as the number of people living or staying in a home on April 1, 2020; whether the home is owned with or without a mortgage, rented or occupied without rent; and the name, sex, age, date of birth and race of each person in the home. When filling out your census it is important to include every person living in the household, regardless of age, citizenship or immigration status. Your responses are confidential and protected by federal law. The Census Bureau cannot share responses identifying individuals with the public or other federal agencies, including immigration authorities and law enforcement. The results of Census 2020 will have a direct impact on our communities, so it is critical that everyone is counted. Census results help determine how billions of dollars in federal funding flow into states, counties and cities each year for things such as health care, fire departments, school funding, and even construction of roads and highways. Census data also determines our political future by determining how many seats in Congress each state gets and legislative districts. Please keep an eye on your mailbox this month and be sure to take the steps to complete Census 2020. Your community is counting on you being counted.

There’s No Place Like Home in Hollywood BY BEVERLY PERKINS
T
he City of Hollywood recently had their own version of an Extreme Makeover: Home Edition. The ABC reality series providing home improvements for less fortunate families and community schools earned international recognition for advocating volunteerism. Just like the acclaimed television show, Hollywood’s Neighborhood Pride Program does just the same thanks to funding provided by the City, Broward County, and the Hollywood Community Redevelopment Agency’s (CRA) Interlocal Agreement (ILA). The Neighborhood Pride Program supports the maintenance and improvement of affordable housing within low and moderate-income areas (LMI) of the City. Funding may be used to pay for labor, materials, and other
related delivery costs incurred to improve the exterior appearance of a single-family housing unit within the LMI Area defined in the ILA. “This is a way that the county and city are working very well together. Rehab homes bring in new owners and rebuild the neighborhoods at the same time,” stated Broward County Commissioner Beam Furr. The recipient of such a grand and generous gesture was Juliet McGriff. She has lived in her Hollywood home for 38 years. As a result, she had serious issues with her roof and septic tank and many repairs were necessary. “County Contribution Financing”, a part of the program, was used to replace the roof, soffit, and fascia, paint the exterior, provide security lighting, replace the driveway and fence, and add fresh landscaping including sod and tree trimming/ removal/installation. McGriff was also in need
of some fixing some interior issues such as electrical and plumbing. She also needed a new HVAC system as well as some other items to keep her home updated and safe. The City was able to pair the “County Contribution Financing” with “State Housing Initiatives Partnership” program funds, made available by the Florida Housing Finance Corporation to assist the longtime resident with these additional repairs. et ready for an “UnFOREgettable” day on the greens at the “22nd Annual Diamonds in the Rough Charity Golf Tournament” on Saturday, April 4th, 2020 at the Orangebrook Golf and Country Club in Hollywood Twenty-two years ago, a group of local community advocates and golf enthusiasts, including the Hollywood City Manager’s Office, Department of Parks, Recreation & Cultural Arts, Hollywood Police Department, and the Orangebrook Golf and Country Club, put forth a collaborative effort to create Hollywood’s Diamonds in the Rough, Inc. (DIR) to provide a platform to introduce children, ages 8 to 14, to the game of golf while fostering key life-enhancing values through the sport. “We are anticipating a nearly sold-out event this year,” said Janet Moller, outgoing DIR President of the Board of Directors of the organization. “It’s going to be a great year and we’re excited to put on our annual tour to support the kids in the greater Hollywood area. Our hope is to continue to partner with businesses in the local community to make this year another successful event.” The mission of the 501 c3 non-profit charity is to ensure that all youth in the local communities, regard-
less of social and economic backgrounds, have an equal opportunity to uncover their unique potential through the game of golf. Stirling Elementary Students Have an Appetite for Learning BY BEVERLY PERKINS
S
tirling Elementary students in Mrs. Wadsworth’s class learned some very valuable lessons which just happened to be delicious too! As part of the Kids and the Power of Work program (KAPOW), the 5th-graders had a decision-making lesson called “The Choice is Ours” which was presented by KAPOW volunteer and CBS4 Miami writer, producer, and editor, Oliana Torres. The much-loved program has Learning for Success/KAPOW President John Casbarro at its helm as he searches for great organizations and groups of individuals like Torres which have made KAPOW such a success in the past few decades. “The KAPOW program brings volunteers into schools and students into the workplace to help them connect their school experiences with its application in the real world and life,” explained Casbarro. During the engaging lesson, the students were asked to create and market a product. Several ideas were given and then a vote took place which let them know that each of their voices matter. The winner was a “Pop-Tart Ice Cream Sandwich” (a fun twist to the popular snack). Of course, taste testing was a bonus in the plan! The ambitious students had to choose four combinations to create a marketing campaign. They
were then divided into groups: Storyboards, Comic Books, Naming and Packaging, and Interactive Games. These groups, aka departments, had their creative juices flowing as they developed Chocolate Monster, Pink Glam, Cherry-Corn, and Blue-a-Corn. Each group executed and presented their plan to the class which also taught them how to target their audience and how large companies work closely together to be a success. “The KAPOW program is truly a great way to leave a mark on young minds. Understanding the similarities between their class dynamics and the work environment is critical for their success. As a young professional, I know how important it is to have mentors in your life and I am honored to be that for these students,” exclaimed Torres. “They are hungry for knowledge and are much more understanding than we give them credit for. My goal with each lesson plan is to help them voice their opinions and look at any challenge and think ‘I can do this.’ I think that’s the key to a happy and successful life.” KAPOW is always looking for businesses or individual volunteers, as well as schools interested in participating in the program. South Broward High School Students are Inventing the Future Today BY BEVERLY PERKINS

ot too long ago, the Broward Education Foundation announced that it received a $5,000 grant from Motorola Solutions Foundation which will fund South Broward High School’s Urban Search and Rescue Robotics class. The generous grant will allow the project to teach students to learn how to design, build, program, and use a robot to assist law enforcement and fire rescue in performance of their duties. Students will have to work together to understand the mechanics of robotics and simple machines, and its practical uses in solving problems involving public safety including search and recovery operations. Ultimately, the students will compete with classmates to create and
use the robot to collect data and provide real-time information in a public safety scenario. “Students will use engineering software to design the robot and design specific components for the urban search and rescue mission using CAD. Students will physically construct their robots and then students will learn how to program a microprocessor (robotic brain) to control the robot using C++,” explained Joseph C. Hollywood Has 20/20 Vision BY MAYOR JOSH LEVY ach new year, I am invited to deliver the “State of the City” address before the Greater Hollywood Chamber of Commerce. Afterward, I embark on a speaking series at each of our neighborhood civic associations to share the address with the residents who attend. We are on a mission to create a thriving community, where quality living is available to all, and at the start of 2020, I’m proud to report, we are well on our way. Building on historic accomplishments and the direction we set forth in 2018, 2019 was a year of success in follow-through. As a collective community, we put into motion plans for both public and private investments that will touch and improve every corner of our city, for the benefit of everyone who lives, learns, works, invests, and plays in our Hollywood. In March, our voters approved an historic General Obligation Bond for a massive $165M investment in the public assets of our city including renewed neighborhood infrastructure; investments in resiliency and open space; a new police headquarters; and revitalized parks, playgrounds, sports fields and golf courses where families can gather, play, and enjoy the natural beauty of our city. Situational Crime Prevention BY NORTH MIAMI BEACH CHIEF OF POLICE WILLIAM “BILL” HERNANDEZ, MSM he North Miami Beach Police situational crime prevention is based on the rational choice and routine activities theories which maintain that much crime is opportunistic, and if you reduce the opportunities to commit crime, you reduce the crime rate. Hence, the NMB situational crime prevention includes strategies which focus on the specific point at which potential victims and criminals come together and make it harder for the criminal to commit crime. Examples of situational crime prevention include areas warranting “target hardening”--- controlled access at entrance(s), lobbies , mailrooms, loading docks, storage, and utilities areas (generators, fuel systems, sprinkler systems, water supplies, heating, ventilation, air conditioning, and air filtration systems, windows, elevators, stairwells). Target hardening is a process wherein a building is made into a more difficult or less attractive target. Knowing the expected threat or hazard capability allows us to integrate that knowledge with specific building and site information by conducting our security survey. Our security survey includes a vulnerability assessment. The extent and depth of the analysis will depend upon the size and function of the building and the organization. According to various studies, some examples of recommended security measures based upon employee size are: 10 employees; 2,500 sq. ft.; low volume public contact ▸ High security locks ▸ Intercom ▸ Peep Hole (wide view) ▸ Lighting with emergency backup power 11-150 employees; 2,500-80,000sq. ft.; moderate volume public contact ▸ Entry control package with Closed Circuit Television (CCTV) ▸ Visitor control/ screening ▸ Shipping/receiving procedures ▸ Guard/patrol assessment ▸ Intrusion detection with central monitoring ▸ CCTV surveillance ▸ Duress alarm with central monitoring 151-450; multi-story facility; 80,000-150,000 sq. ft.; moderate –to-high public contact ▸ Guard patrol on site ▸ Visitor control/screening ▸ Shipping/receiving procedures ▸ Intrusion detection w/central monitoring ▸ CCTV surveillance (pant-tiltzoom system) ▸ Duress alarm with central monitoring ▸ Controlled utility access ▸ Annual employee security training Target hardening includes security considerations that are routinely provided such as perimeter fencing, site lighting, parking, and drop-off design that supports access and security considerations and landscape design. In all our security surveys, the building interior is included in target hardening plans. Considerations are given to both interior and exterior gathering places. Offices of essential officials are placed so that the occupants cannot be seen front the street or public areas. Where possible the office should face courtyards, internal sites, and controlled areas. Windows should be glazed. Staff should be used for security observations. We believe that any building or site can be breached or destroyed. However, the more secure the building or site is the better it will also withstand an attack, the greater the odds are that the building will not be attacked or, if attacked will suffer less damage. Target hardening conveys a message. What message does it convey about buildings, urban parks and residential property? It drives the criminals away. As far as we can tell, target hardening as a CPTED (Crime Prevention Through Environmental Design) strategy works very well as a component of our situational crime. It keeps vulnerable assets safe and that is a good thing.

Do Your Eyes Make You Look Tired?
BY CHARLES A. MESSA, III, M.D., F.A.C.S. he eyes are the first thing we notice when we meet someone. Beautiful eyes can make up for other features that are less than ideal. Likewise, eyes that are tired, droopy, or puffy may not reflect a vibrant inner self. It is often said that the earliest signs of aging are around the eyes. Perhaps people are always questioning whether or not you had a good night’s sleep, because your eyes are swollen with bags. Fortunately, at the Weston Cosmetic Surgery Center, we can give you dramatically younger looking eyes through “eyelid lifts,” also known as blepharoplasty. A primary reason for droopy eyes is simply due to age. It can also be hereditary. As everything droops, so do the eyebrows. As the outer part of the eyebrows droop, the skin of the upper eyelids will look saggy, as if you had developed extra skin that was not there several years before. Removing this “extra” skin can drastically improve that droopy look. Another reason for “tired eyes” is because of droopy or migrating eyelid fat. This fat is held back by a thin wall of fibrous tissue called the orbital septum, which weakens over time. The fat, held firmly back by this wall in youth can bulge with age, giving you “baggy” upper and lower eyelids. Blepharoplasty removes this extra fat and tightens the wall, restoring a youthful contour. For those patients with puffiness under the eyes or baggy upper and lower eyelids, laser eyelid surgery can reduce and often eliminate these problems. The end results are a more alert and youthful look around the eyes. The prominent fat pockets can be removed from a hidden incision along the inside surface of the eyelid. This “no stitch”, no external scar technique is utilized when patients have fat prominence of “eyelid bags” alone without excess or sagging eyelid skin. If minimal excess skin is present, a skin pinch technique is combined with transconjunctival fat removal. In this case, a “pinch” of lower eyelid skin is removed. These techniques typically result in less swelling, less discomfort, and shorter recovery time. I will assess which technique is ideal for your eyes during your personal consultation. Recovery from eyelid surgery usually takes seven to ten days. Sunglasses allow you to go out in public immediately after surgery, and make-up can be worn within about one week. Normal activity can be resumed within a few days, and exercise can be resumed within 14 days after surgery. If the eyes looking back at you in the mirror are not reflecting how you are feeling, it might be time to consider a blepharoplasty. Girl Scouts from Troops 10115, 10501, 14503, 10514, and 14509 took it upon themselves to hit Hollywood beach to pick up trash and debris as part of their Earth Defenders project. The girls found a variety of things, but the biggest lesson learned is that plastic waste is a huge problem for our oceans and after seeing it first-hand, each troop made it their mission to reduce plastic consumption in their daily lives.
