March Celebrates Women's Accomplishments
M
arch is Women’s History Month. It was first recognized in the United States in 1988. In a Presidential proclamation, President Ronald Reagan commented, “Women continue to strengthen the family and enrich our lives with intellectual gifts, creative talents, and indomitable spirit.” Every March since that year has been officially recognized as Women’s History Month in the United States.
For the second year in a row, we are celebrating this year’s Women’s History Month by recognizing some of the amazing women in our community. The Exceptional Women in Business section of this magazine highlights the accomplishments and talents of some of the women who make our community such a great place to live and raise a family. The contributions women have made to every field and endeavor are infinite. Accomplishments like Marie Curie’s work in physics or Rosa Parks’ bravery that ignited the civil rights movement are even more noteworthy when considering the obstacles they had to overcome. It’s heartening to see accomplished women in positions of power. People like General Motors CEO Mary Barra, Vice President Kamala Harris, Abigail Johnson of Fidelity Investments, Nobel Laureate in Physics Andrea Ghez, and Miami Marlins General Manager Kim Ng are leading in all parts of our society. Vice Mayor Caryl Shuham raised a motion against the development. The motion was seconded but not approved. VICKIE CARTWRIGHT CHOSEN TO LEAD BROWARD SCHOOLS PERMANENTLY By Jon Duka
B
roward County Public Schools Interim Superintendent Vickie Cartwright will get the full-time job. The former Orange County school administrator was chosen by the Broward County School Board after an 8-1 vote in her favor. Lori Alhadeff was the only dissenting vote at a School Board Meeting on February 9. Cartwright has been the interim superintendent since her predecessor, Robert Runcie resigned from the role last year. She was chosen despite initially not being allowed to even apply for the job. The interim superintendent was initially not supposed to be eligible for the full-time role, but Cartwright gained the support of board members and, importantly, The Broward Teachers Union. “In the six months that she has served as interim superintendent, she has proven to be an intelligent and excellent leader with an ability to listen to and work with all constituencies,” said Teachers Union President Anna Fusco in a prepared statement. “She quickly gained a keen understanding of the district’s challenges and opportunities. I look forward to continuing
the positive and fruitful relationship we have created and to Dr. Cartwright’s long tenure as the leader of Broward County Public Schools.” The school board had narrowed the search to two finalists. Along with Cartwright was retired Air Force Colonel Michael Gaal. Gaal has held a number of leadership positions in large schools systems after his military service. He was never a teacher, however. Some board members pointed to this fact as a reason to prefer Cartwright. “The beginning of my career is one that is truly based on relationships and the value of understanding the importance in ensuring that we put students first,” Cartwright told the board. “During my 7th-grade year, unfortunately, my family did become homeless.” “I am humbled. I am honored,” Cartwright said after the vote, “One of my initial interests at this point is really going out and recruiting the best-qualified candidates for those (key) positions.” Alhadeff explained the reasoning for her vote for Gaal, saying, “he was the stronger leader
in totality, as far as being able to question the status quo, hold people accountable.” Cartwright will have her work cut out for in managing the nation’s sixth-largest school system. There are currently vacancies in several key management positions.

CITY AWARDED OVER $16.2 MILLION FROM STATE
T
he City of Hollywood has been awarded over $16.2 million in matching grant funding for three environmental resilience projects in the City to help address the impacts of sea level rise, tidal flooding and storm surge. As part of the $404 million Resilient Florida Grant Program spearheaded by Governor Ron DeSantis, Hollywood will combine the award with existing funding from the City to enhance and harden its public infrastructure in an effort to protect inland and coastal neighborhoods. “The City of Hollywood appreciates the commitment by Governor DeSantis, the Florida Legislature, and the Florida Department of Environmental Protection for this substantial grant funding. $16 million of these matching grants are made possible due to the local match that Hollywood residents made possible through the 2019 voter-approved General Obligation Bond,” says Hollywood Mayor Josh Levy. “Thanks to the State, we now have twice the money to work with to do twice as much good as what we would have been able to do.” Through the Resilient Florida Grant Program, 113 environmental resilience projects across the state will help prepare coastal and inland communities for the adverse impacts of flooding and storm surge. “For the first time ever, Florida has strategic
coordination of statewide efforts to protect our coastal and inland infrastructure, and the dedicated funding to support these projects,” said Governor DeSantis. “My administration will continue to support our communities’ resilience efforts across the state.” In Hollywood, grant funding of $16,263,650 will be directed to three high-priority projects:
Flooding Mitigation and Sea Walls ▸ Tidal Pump Station Project ▸ A1A ▸ Swale Restoration Pilot Project
Tidal Flooding Mitigation and Sea Walls
As part of the voter-approved General Obligation Bond, Tidal Flooding mitigation projects have included design and planning for the installation of tidal flooding barriers on public property where no current shoreline protection exists. Additional funding of $14 million will allow for a total of $28 million in improvements in more areas and areas where inadequate shoreline protection is existing.
A1A Pump Station Project
Pump stations are used by the City to move storm water from one area to another. Along low-lying sections of A1A on the barrier island, pumps are used to move sea water back into

the Intracoastal Waterway to help alleviate street-level flooding. The A1A Pump Station Project will entail installing four stormwater pump stations along A1A at Bouganvilla Terrace, Franklin, Sherman, and Van Buren Streets. This project is a joint effort of the Department of Public Utilities, the Hollywood Community Redevelopment Agency Beach District, Broward County and Florida Department of Transportation (FDOT). This grant of $1.825 million will fund a portion of the design and construction cost.
Swale Restoration Project
The City is embarking on an ambitious Recapture the Swale program that is focused on restoring the usefulness of swales as a green stormwater infrastructure solution across the City. This grant will support the development of a feasibility study for a City-wide restoration of swales as part of the overall stormwater management system. Restored swales will collect, store, treat infiltrate, and convey stormwater in the public right-of-way, and will help to provide flood mitigation, enhance aquifer recharging, and improved water quality. The program will also seek to educate residents and businesses on the important role they play in stormwater management. The project cost is estimated at $695,000 of which approximately 50% ($360,650) will be funded by this grant.

or almost four decades, the Southeast Florida Scottish Festival and Highland Games have become well-known around the country for their high-quality organization and featured entertainment celebrating Scottish Culture and Heritage. Once again, the anticipated 38th annual event will be back on March 5th at Plantation Heritage Park. The centrally located premier venue will be transformed into an exciting exhibition of Scottish culture. The Scottish Festival is a very colorful cultural event, and highlights include a wide variety of Scottish heritage activities such as international entertainers, massed bagpipe bands, heavy athletics, Scottish country dancing, Highland dancing, Scottish clans, and societies, fiddling, piping, and drumming competitions, children’s games, sheepherding, Scottish food, drink, and merchandise. This is coupled with a Highland Games which comprises competitions in bagpiping, drumming, and heavy athletics with participation by people of all ages, ethnicities, and sexes and is not restricted to those of Scottish heritage.
Additionally, an area of children’s activities will immerse young lads in Scottish culture through dress-up, coloring, child-appropriate athletics, and a passport game that guides them around the heritage displays. This year the impressive lineup of live music performances will feature Albannach, Celtic drums from Scotland; Seven Nations, Celtic rock band; and Blue Skye Pipes & Drums; as well as the World/ North American Champion City of Dunedin Pipe Band. In addition, we will have a display by the Gold Coast British Sports Car Club, and we will be hosting the Junior Division Scottish Athletics (ages 14-17) State Championship. Self-regulation is essential for children as they begin to deal with different challenges in the classroom and away. Fellow Hollywood Residents, It’s great to be included in this edition of Our CityHollywood. I hope that you and your families are doing well. On February 10th, I had an opportunity to deliver the State of the City address to the Greater Hollywood Chamber of Commerce. The event was held on the rooftop patio of the Costa Hollywood Beach Resort. If you have never been to the rooftop, I highly recommend it. The panoramic views of Hollywood Beach and the Hollywood Lakes Section are spectacular. Since Costa is a hotel, access to the rooftop is through patronizing the trendy yet casual “Sunset Club | Rooftop Bar & Grill,” and sunset is the ideal time to enjoy the views, hence the name. We are really fortunate to be living in “Florida’s All-Year Resort City,” as our city’s earliest advertisements put it. As I reported on the State of our City, I began with remembering the challenges and personal loss that we faced in 2021, with the delta wave of pandemic, and with the sorrow that we felt for the Hollywood Police Officers that we lost that year. As an aside, you’ll be happy to know that the playground at Mara Berman Giulanti Park will soon be named “Officer Yandy Chirino Playground” in honor of Yandy’s memory and service. Also, acting on a proposal by our great State Representative, Marie Woodson, the City Commission endorsed the installation of a Covid-19 memorial in our city, at a location yet to be determined. When the dedications for the playground naming and the Covid memorial are ready, a public announcement will surely be made. By working together over the course of the past five years, we’ve set into motion plans and funding for public and private investments that will touch and improve every area of our city, from the neighborhoods in West Hollywood that will see road, sidewalk, and storm-water improvements, to new apartments and hotels on State Road 7 and all around downtown Hollywood, to our regional designation for a commuter train station downtown, millions of dollars in state and local dollars for investments to improve our city’s resiliency to the impacts of sea-level rise and climate change, eliminating outfall wastewater to our ocean, new open space, new fire-rescue apparatus, a new police headquarters, and revitalized parks, playgrounds, sports fields, and recreational facilities, we’ve got a lot that we’ve charged our staff to get done during the few years ahead. Residential and commercial property values in Hollywood have continued to appreciate at a very strong rate. In the last five years, our city’s total taxable property value has grown from $13.2 billion to $18.9 billion - a historic and highest ever property value for Hollywood, though now we are seeing a slower rate of growth compared to previous years due to a slowdown in the construction and completion of new high-value developments coming online. Our overall city budget for Fiscal Year 2022 is over $750 Million It is balanced and it is the city’s highest, yet current budget projections still show the need to do much more in growing the city’s revenue side of the ledger in hopes of keeping up with the city’s ever-increasing operating costs. As a city government, we must stay committed to seizing economic growth opportunities, to ever improve civic communication and engagement, to usher in competitive economic vitality, well-managed finances and administration, invest in our infrastructure and facilities, support our professional law enforcement and emergency services as an ever top priority, ensure quality of life and strong neighborhoods for our residents, and in everything we do, make sure we employ effective and sustainable practices to ensure we rise to any challenge that may come our city’s way. We are a city on the go with a vision to be South Florida’s top city to live, learn, work, invest and play. Thank you for being an important part of our endeavor.
