DEDICATE SEPTEMBER TO REFLECTION AND RAISING AWARENESS OF SUICIDE PREVENTION

September is Suicide Prevention Awareness Month and September 8-14, 2024 is National Suicide Prevention Week. Suicide ranks as the 10th leading cause of death and is the second leading cause of death among adolescents and young adults aged 15-24. This is all in the face of increased attempts to die by suicide, incidents of self-harm, and increased levels of depression and anxiety. The impact of a death by suicide affects more than the individual who tragically dies including the family, friends, and even the first responders who respond to these calls.

When a person is experiencing challenges to their mental health, it is important they have the help, resources, and support necessary to guide them through. Please take a moment to reflect and know the warning signs of suicide. These signs include feelings of despair, hopelessness, loss of interest in things that used to give them joy, excessive drug/alcohol use, becomes withdrawn or isolates themselves, or recently experienced or sustained traumatic life events. The best way to find out if someone is experiencing suicidal thoughts is to ask them directly.

Mental health challenges can affect a person’s moods, behaviors, and even their cognitive functioning. The norm in some cultures may be to avoid talking about problems, feelings, or mental health concerns. While some individuals can have healthy coping mechanisms, many people often struggle to find proactive methods for their emotional turmoil or unresolved trauma. For any stressful situation, talk about the feelings you have, provide an open dialogue, and promote the fact that it is OK to talk about feelings of stress, isolation, and anxiety.

Help is here! United Way of Broward County partnered with the Broward Behavioral Health Coalition, and the Department of Children and Families to prioritize mental health struggles in its county-wide “It’s OK to not be OK” initiative and the 9-8-8 hotline. The goal is to provide an outlet of support to the

community facing challenges with mental health, or any feelings of stress, isolation, and anxiety. Call the 9-8-8 hotline for support! Trained counselors provide each caller with guidance and free resources that will help in most situations.

Mark your calendars for an exciting and purposeful morning at Charnow Park on Hollywood Beach. On October 12, 2024, join fellow runners, active-duty military, first responders and community members for a sunrise run/walk that promises not only scenic beauty but also a chance to make a significant impact. The event, starting at 7:30 a.m., aims to support the Wounded Warrior Project and the Fort Lauderdale Sea Cadets Youth Development Program.

Race Day Highlights

Participants can look forward to a picturesque route along the beach, cool tech shirts, and finishing medals for the first 750 registrants and finishers, respectively. The atmosphere will be vibrant with a post-race breakfast provided by Whole Foods, ensuring participants replenish their energy with wholesome food.

Fun for the Whole Family

This event is family-friendly, featuring a Kids Fun Run for children aged 10 and under. This ensures that even the youngest members of the community can participate and enjoy the spirit of the race. With plenty of raffle prizes and awards for the top three finishers in each 5-year age group up to 80 plus, there’s something for everyone.

Packet Pick-up Details

To ensure a smooth race day, participants can pick up their race packets and bibs ahead of time. Packet pick-up will be available at Runners Depot in Davie on Thursday, October 10, 2024, from 3:30 p.m. until closing at 7:00 pm, and at The Sea Cadet Training Center, 300 SW 25th St, Fort Lauderdale on Friday, October 11th, from 4:00 pm - 7:00 pm. For those unable to make it on Thursday, race morning packet pick-up will start at 6:00 a.m. at Charnow Park.

About the Beneficiaries

The Wounded Warrior Project (WWP) is an American charity and veterans service organization operating as a nonprofit 501(c) (3). WWP offers a variety of programs, services, and events for veterans who incurred physical or mental injuries, illnesses, or wounds co-incident to their military service on or after September 11, 2001. This organization is dedicated to honoring and empowering wounded warriors, helping them transition back to civilian life with dignity and purpose.

The Fort Lauderdale Sea Cadets Youth Development Program, part of the U.S. Naval Sea Cadet Corps, equips young people with skills, knowledge, and confidence through a diverse range of training opportunities. Sea Cadets work as teams in a disciplined environment, adhering to core values of Honor, Respect, Commitment, and Service.

The program instills values of discipline, accountability, and teamwork in a safe environment, encouraging cadets to step outside their comfort zones with dynamic challenges, fostering humility and confidence.

Hollywood Implements School Zone Safety Camera Program

As the 2024 school year began, the City of Hollywood introduced a new School Zone Safety Camera Program to address the dangerous problem of speeding through school zones. The program, designed to reduce the number of speeding vehicles in these critical areas, aims to enhance the safety of our children and the community.

This initiative will be implemented across 33 public, private, and charter schools. School zones are marked with additional signage, including speed limits, regulatory time placards, and photo-enforcement warnings. Speed cameras will be used to identify vehicles traveling 11 mph or more over the posted limit, and violators will receive a citation by mail.

The program will begin with a 30-day grace period, during which violators will receive warnings instead of fines. This period is intended to give drivers time to adjust their habits. Once active, cameras will operate on school days, from 30 minutes before school starts until 30 minutes after school ends. The violation will be considered a civil offense with a fine of $100.

This phased approach aims to ensure all drivers are aware of the program and its importance.

HAPPY 142ND BIRTHDAY TO HOLLYWOOD FOUNDER JOSEPH YOUNG!

Party hats and cupcakes were only the beginning on August 4th when the Hollywood Historical Society sponsored a multi-layered event celebrating Hollywood Founder’s Day 2024, the birthday of our city’s founder, Joseph W. Young, Jr.

Born in Washington Territory, Young made his way down the West Coast, landing in Long Beach, California, and beginning his career as a real estate developer. He moved his family to the Midwest, continuing to hone his skills, before choosing this place in Florida for his dream city, Hollywood-By-the-Sea.

This year, August 4th fell on a Sunday, the day the Hollywood Historical Society always welcomes the public, so the celebration was a truly special event, with over 100 visitors and locals joining the festivities. Our president, Clive Taylor, led the monthly downtown walking tour (always the first Sunday of every month, during the Dream Car Classic show) with about 30 people. This month, in addition to the historic structures along Hollywood Boulevard, they included the new Joseph Young Walkway at 20th Avenue.

Highlighting the day was the introduction of our commemorative Founder’s Day t-shirt,

designed by South Broward High School sophomore Amoy Davis. The design was part of the Hollywood Historical Society's “Our Liberia” project, an educational outreach program with 150 local students learning and reporting on the early development of Hollywood and the neighborhood of Liberia.

Meanwhile, activity was brisk at our booth at the car show, staffed as always by Hollywood Historical Society volunteer and ex-president Karen Albertson. Her old Hollywood stories always delight, she has some great merchandise for sale, and her famous swag bags are filled with information flyers about our upcoming events, lectures, membership opportunities and more.

In the afternoon, all were welcomed to the Historic Hammerstein House at 1520 Polk Street. Nearly 70 people joined us for house tours, snacks, and a presentation for Amoy Davis. Davis’ t-shirts, along with other fun and colorful Hollywood Historical Society designs, are available at our Research Center at 1520 Polk Street. Call 954-923-5590 for hours. “A” School Rating Success

Broward County has reached a remarkable milestone, earning an "A" school rating—a clear reflection of the collective efforts of the entire community. The leadership of the recently retired Superintendent Dr. Peter Licata was pivotal in achieving this success. Together with Deputy Superintendent Hepburn, now the new superintendent, they laid the groundwork for an environment where both students and educators could excel

In light of this accomplishment, Mr. Hepburn, now the Superintendent, praised the unwavering commitment of the dedicated staff who made this achievement possible. “This is a proud moment for all of us,” Hepburn remarked.

“Amazing work by our staff, amazing work by our teachers, our principals, our custodians, our bus drivers, our cafeteria workers, our clerical staff. I can go on and on and on,” he said.

He also thanked the nearly 260,000 students who attend the district’s

public schools every day.

“Thanks to our students and our families. They really took charge of their kids’ education. Our students took charge of their own education,” said Hepburn.

Hepburn also highlighted the broader implications of this achievement, particularly its impact on the community at large. He pointed out that a high-performing school district significantly boosts real estate values and attracts families seeking quality education and a vibrant community.

“This 'A' rating enhances Broward County’s appeal as a destination for families looking for a great place to raise their children. It’s a

testament to our collective efforts and a foundation for future growth,” Hepburn noted.

METAL DETECTORS ROLLED OUT AT BCPS HIGH SCHOOLS

Broward County Public Schools (BCPS) experienced some growing pains after metal detectors were installed at BCPS high schools for the 2024 school year. Students and visitors entering BCPS high schools must pass through metal detectors monitored by security personnel and school staff. The program's launch on the first day of school led to TSA-like lines and anxious teens. Reports from local schools suggest some of the challenges have been mitigated.

The metal detector initiative is part of a broader system-wide security initiative implemented by the county’s revamped school board.

School Entry Process

Students can carry their backpacks or bags and will not need to empty pockets or remove shoes, cellphones, keys, metal on clothes, or belts, as those items will not alert the system. Some items will result in an alert and must be placed on adjacent tables to be screened by security staff. These include laptops, large eyeglass cases, musical instruments, umbrellas, and 3-ring binders. Once students are cleared for entry, these items can

be collected.

Students who alert the system when passing through the metal detectors will be screened separately. School staff will be available to support them during this process. Special accommodations will be available for students with disabilities. Parents and guardians should contact the school’s administration for details.

Questionable Impact on Safety

Research on the use of metal detectors in U.S. high schools reveals mixed findings regarding their effectiveness and impact on school safety and student well-being.

Metal detectors can indeed help confiscate weapons, thereby potentially reducing the immediate risk of violence. For instance, in New York City schools, a significant number of weapons, including firearms, stun guns, and knives , have been confiscated using metal detectors. However, according to a RAND Corporation analysis, metal detectors alone do not guarantee reduced violence or threats

The implementation of metal detectors can affect students' perceptions of safety. Some studies indicate that

metal detectors might contribute to a heightened sense of fear and a feeling of being criminalized among students. This is particularly pronounced in urban schools, although the negative impact on students' sense of safety is somewhat less than in suburban or rural schools (IES.gov)

A study from the Education Trust suggests constant exposure to security measures like metal detectors may contribute to an environment of distrust and anxiety. This can potentially undermine the relationship between students and school staff, negatively impacting the overall school climate.

The Education Trust argues that resources might be better allocated towards other safety measures and supportive services that foster a positive school environment. These include improved mental health services, equitable discipline policies, and enhanced teacher-student relationships.

Bank of America recently announced four Broward County high school students were selected as Student Leaders, an eight-week paid summer internship connecting students to employment, skills development and service. Laura Morejon Rodriguez is a senior at Piper High School in Fort Lauderdale whose passion for addressing alarming rates of overdoses in her community

inspired her to form Drug Abuse Prevention (DAP) South Florida, a non-profit dedicated to helping those struggling with addiction. Through this organization, Laura fundraised and volunteered at centers to provide guidance and resources to help transform lives.

Eleasha Augustin is a recent graduate from Marjory Stoneman Douglas High School and served as president of Mentoring Tomorrow’s Leaders, a peerto-peer mentoring program that serves youth who are at-risk for not graduating. She worked with mentees on homework, home situations and more.

Sebastian Garcia Gutierrez is a senior at the College Academy at Broward College led his student government in collecting food and supply bags for the homeless, while also taking steps to honor local veterans.

As a leader within the Political Science Club, Sebastian aided

students in understanding their civic duties by holding events with local judges and politicians, as well as coordinating voter registration drives.

Vyom Mishra is a senior at the Broward Campus of American Heritage Schools who founded a nonprofit called Skip the Jargon to promote financial literacy and educate underserved communities on the value of investing. Over 2,000 high school students around the world have participated by attending guest lectures and contributing content that helps share important financial education materials.

During the program, the Student Leaders traveled to Washington, D.C. for a weeklong, all-expenses-paid, national leadership summit to learn how nonprofits, governments and businesses collaborate to meet local needs.

Faster Building Permits with New Software Implementation

After years of preparation, I am happy to announce the launch of our new online building permit application and review platform. This modernized system is designed to streamline the City’s permit process, making it faster and more efficient for all. The first phase of the rollout is now live, and the following permit types are available through the new system:

- Fence, Window, and Door Permits

- Driveway & Roof Permits

- Air Conditioning & Mechanical Permits

- Plumbing Permits

- Electrical Permits

- Demolition Permits

As we prepare for the second phase next year, our existing ePermit and Express Same Day Permitting Services will remain in place for other permit types. It’s an exciting step forward for our city! For more

In addition to the Accela launch, we are enhancing customer service, accessibility, and efficiency by expanding the second floor of the Hollywood Branch Library at City Hall Circle. This new space will house Building Permits, Engineering, Transportation and Mobility, Planning and Zoning, and Housing and Community Development. The layout is designed to make navigating City services simpler and faster.

Up to $40,000 for Home Improvements Available for Qualifying Households

Did you know that our Neighborhood Pride Housing Rehabilitation Program offers up to $40,000 in funding for exterior home improvements to qualifying residents in many of our older neighborhoods? Eligible projects include new roofs, impact windows, doors, fences, driveways, paint, landscaping, and more. To qualify, residents must meet income eligibility requirements, with a maximum household income level of 120% of Area Median Income, adjusted for family size. For example, a one-person household’s income cannot exceed $88,680, and a four-person household’s income cannot exceed $126,720.

Flooding Fixes in the Works: Our Stormwater Master Plan

Our City’s first-ever Stormwater Master Plan, the result of two years of comprehensive engineering, is a multipronged strategy to upgrade Hollywood’s flood control infrastructure. We’re developing Capital Improvement Projects to address flood risks, with a priority on areas designated as special flood hazard zones. The proposed solutions, including raising roadways, shoreline armoring, pump stations, and underground systems, are estimated to cost between $1-2 billion.

Beyond these immediate measures, the plan includes long-term strategies like redesigning public spaces for better stormwater drainage, installing permeable pavements, regrading swales, and implementing other nature-based solutions. In the meantime, our flood prevention and storm response teams are sharpening their focus, ensuring we’re better prepared to minimize flood risks and damage during intense rainfall events. Stonewater management has become one of the top priorities of our time, and we are committed to addressing this challenge on all fronts.
