October is Breast Cancer Awareness month. Each year, we see the color pink in unexpected places. Whether it’s high school foot ball players wearing pink socks to salute a mom’s struggle or a coworker adorning their shirt with a pink ribbon, the global Breast Cancer Awareness campaign has shone a light on breast cancer and helped raise billions in research funding.

Breast Cancer has impacted the Our City Media family as well. We have had family mem bers struggle with a diagnosis and recover and have seen others succumb to the disease. One thing we saw again and again, however, was the tireless efforts of healthcare workers. These men and women have dedicated their lives to help people live as healthily as possible.

According to the Florida Department of Economic Opportunity, there are almost 1 million Floridians employed in the healthcare sector. There are 83,000 doctors, 190,000 nurses, 66,000 EMTs and Paramedics, and hundreds of thousands of support staff.

These “front line” workers have been asked to do more in the past three years than at any time in a generation. We salute all of these people who are making an impact in the community. It is nice to know they are there for us when we need them.

HALLANDALE BEACH CRA ALLOCATES

$1 Million for Rent Stabilization Program

In the wake of South Florida experiencing the largest year-over-year rent increases in the state at 57.2%, the Hallandale Beach Community Redevelopment Agency’s (CRA) Board of Directors voted unanimously on Wednesday, August 24, 2022, to approve the Rent Stabilization Program. The Program allocates $1 Million in rental assistance for qual ifying tenants living within the CRA boundaries who earn low to moderate average median incomes and have had their rent increase by 20% or more.

“High housing costs are burdening residents throughout the tri-county area and Hallandale Beach is no exception,” said Dr. Jeremy Earle, Executive Director of the Hallandale Beach CRA. “With median rent rates at $2,988/month, up almost 30% from last year, we are taking action to make housing more affordable for tenants within the CRA in order to avoid the domino effects caused by inflation and support our local economy.”

Residents who bear the burden of high housing costs often find it difficult to afford necessities such as food, clothing, transportation, and medical care, and may also be at risk for homelessness. Tenants who qualify for the Rent Stabilization Program may receive up to $500 per month for 12 months paid directly to their landlord. Priority will be given to seniors, ages 60 plus, as well as households with family members under 18 years old.

To qualify, tenants must have an income that is between the low to moderate average median income levels, show proof that their rent has increased 20% or more, and live within the CRA boundaries. The CRA boundaries include the corridor east of Interstate 95, from Pembroke Park Road, south to SW 11th Street, and east to SE 14th Avenue. Only one person per household may apply.

Applications for the Rent Stabilization Program will be open only to seniors ages 65+ from Monday, October 3, 2022, through Saturday,

October 15, 2022, and then will be open to all applicants. The HBCRA will be holding a Workshop on Saturday, September 17, 2022, from 11 a.m. to 1 p.m. at the Austin Hepburn Center located at 1000 Northwest 8th Avenue, Hallandale Beach, FL 33009 to answer questions about the new program. Hollyweird is here again and the party committee has plenty of tricks up their sleeves as they make this SPOOK-tacular better than ever.

On Saturday, October 29th, Hollywood’s 7th Annual Downtown Halloween Celebration promises to delight those of all ages. Both sides of Hollywood Blvd. between 19th and 20th streets will be closed for a super-sized block party in two segments. “Witch” will you attend?

Early in the night from 6-9 pm, the little ones can enjoy “Treat Street.” The interactive trick-or-treat area is free and offers plenty of candy stations, a bounce house, plenty of “selfie” spaces, a costume contest, kid-friendly entertainment, and so much more.

But later that evening after the little ghosts and goblins are tucked away in their beds, the real party starts. The “Hollyweird” Block Party

will start at 9:00 pm and run through 2:00 am for the 21 and over-crowd. There is no cover charge, and the local business community will offer food and beverages for sale. Live music and entertainment will fill multiple stages and guests are encouraged to “dress to impress.” Adult costume contests with categories such as best group, sexiest, scariest, and best overall can win cash and prizes.

“We are looking forward to partner ing again with The New Hibernians of Hollywood to host the wildly popular Hollyweird event in downtown Hollywood. The event offers a safe Halloween option for kids of all ages and a fun way for both kids and adults to celebrate and show off their amazing costumes for a chance to win cash prizes,” exclaimed Jorge Camejo, Executive Director, Hollywood Community Redevelopment Agency.

McNicol Middle Magnet & STEM, located in Hollywood, Florida, is the only middle school in all of Broward County Public Schools (BCPS) that has a sound engineering program on campus.

McNicol Middle is alive with the sound of music after completing major upgrades to their chorus room. The goal was to turn the traditional chorus room into a 21st-century music studio suited for the magnet school’s sound engineering program. The renovations were completed as part of the SMART Bond Program’s $1.6 million investment in the school campus, which also included upgrades to the roof, fire alarm, and HVAC systems.

“Striving for excellence in preparing the high school-ready, college-bound student,” is the McNicol Middle School motto and the focus of their renovations.

To prepare students for a career in sound engi neering, the chorus room was revitalized with all the equipment you’d expect in a professional studio such as a soundboard, subwoofers, monitors, amplifiers, microphones, risers, stands, and more. Additionally, through the SMART School Choice Enhancement

Program, each school is allocated $100,000 toward upgrades chosen by the school. At McNicol, the dollars were utilized in acquiring furniture and equipment for the new music room, projectors, sound equipment for the gym, and updating the school’s wireless network system.

The upgraded chorus room has given students the opportunity to build community and work together to produce music that they get to perform for an audience. Students have also utilized the upgraded music room to produce several music videos that have been played at graduations and special school screenings. The sound engineering students enthusiastically collaborated with students from other classes, such as dance, drama, and even athletics, to create music videos that allowed them to express their interests.

“It was quite an exciting time for me to observe students going around the school video recording, doing their take 2s, take 3s, and the edits,” said McNicol Middle Principal Deirdre A. Benka-Coker. “I liked how it was hands-on and it was doing something that they enjoyed, making it more applicable to their lives.”

All SMART campus renovations at McNicol Middle are now complete. The SMART Bond Program has invested approximately $1.4 billion in improving the quality of the BCPS educational experience, making a positive impact on the lives of students and staff.

ispanic Heritage Month is cele brated annually throughout half of September and into the first half of October to promote and celebrate the rich history, colorful culture, and diversity of the Hispanic-American community. So, every year Broward County Public Schools does their part to celebrate ways that make everyone unique within their schools.

“The latest demographics of Colbert Elementary reflect an influx of a more Hispanic population than it had in years prior. This is another important reason to incorporate lessons and cultural activities into the curriculum,” explained first-grade teacher Mindy Rechter. “Celebrating Spanish heritage spirit week enables our students to connect to and learn about cultures different from their own.”

The festivities included multiple theme days. On “Taco About It Tuesday” students were encouraged to come dressed in fes tive clothing. “Spanish Flag Day” followed, and the esteemed magnet school boasted a colorful display of various Latin countries’ flags. “Spanish Artist Day” wrapped the week as students, teachers, and faculty dressed like their favorite Hispanic artist, movie star, or musician.

One fourth-grade scholar stated, “My favorite part of the week was seeing our

School Counselor, Ms. Morris, dress like a taco like me and my little brother for Taco-Bout It Tuesday! We had on a hat and mustache, but she was a live taco!”

“As a sixth-year School Counselor, it always warms my heart to put a smile on students’ faces, even if that means dressing like a taco! Although it’s a district and state mandate to celebrate the different initiatives and observance of diversity, it is not the driving force for our participation and cele bration, it is the joy of seeing our students, teachers, staff, and parents’ excitement and involvement,” exclaimed Fran Morris, Colbert Museum Magnet School, and Broward County Public Schools Elementary School Counselor of the Year. “It is the smiles being brightened through acceptance and acknowledgment of the uniqueness of their culture that tug at my heart and inspires me to keep the celebrations alive!”

HOLLYWOOD FIREFIGHTERS GET New Life-Saving Equipment

The City of Hollywood Fire Rescue and Beach Safety unveiled its newest lifesav ing extrication equipment, made possible thanks to a $36,175 grant from the Firehouse Subs Public Safety Foundation. Proceeds from purchases made at U.S. Firehouse Subs restaurants provided the funding for this grant award.

The tools, Hurst Jaws of Life, will assist first responders by dramatically reducing the time it takes them to safely extricate victims involved in motor vehicle accidents above ground and underwater. The equipment will also give the department the capability to respond to complex incidents involving heavy trucks, as well as cut and spread ultra-hardened steels found in newer vehicles.

To celebrate the receipt of the awarded equip ment, City of Hollywood Fire Rescue Division Chief James Russo joined local Firehouse Subs Franchisee Ulises Lacentre in acknowledging the grant award and demonstrating the new equipment during an in-person event.

“It’s really a win-win,” said Chief Russo, “for

the victims, the firefighters on the scene, the commanders, it is really great for all involved. This type of equipment will enable our firefighters to get access, more quickly and more safely.”

▸ Firehouse Subs Public Safety Foundation has granted over $639,000 to first responder or ganizations in greater Miami-Fort Lauderdale and $10.5 million across Florida. Firehouse Subs was founded in 1994 by former fire fighter brothers Chris Sorensen and Robin Sorensen. Firehouse Subs currently has over 1,210 restaurants in 46 states, Puerto Rico, and Canada.

Atrust is a legal arrangement through which one person called a “trustee,” holds legal title to property for another person, called a “beneficiary.” The rules or instructions under which the trustee operates are set out in the trust document.

There can be several advantages to establishing a trust, depending on your situation. Best-known is the advantage of avoiding probate, the court process by which a deceased person’s property is passed to his or her heirs. In a trust that terminates with the death of the donor, any property in the trust prior to the donor’s death passes immediately to the beneficia ries by the terms of the trust without requiring probate. This can save time and money for the beneficiaries.

Certain trusts can also result in tax advantages both for the donor and the beneficiary. These are often referred to as “credit shelter” or “life insurance” trusts. Other trusts may be used to protect property from creditors or to help the donor qualify for Medicaid.

Unlike wills, trusts are private documents and only those individuals with a direct interest in the trust need know of trust assets and distribution. Provided they are well-drafted, another advantage of trusts is their continuing effectiveness even if the donor dies or becomes incapacitated.

HOLLYWOOD UPDATE

For this month’s column, I’d like to provide an update on our city’s budget. Our City Commission approves the city’s annual operating budget each September, in advance of the new fiscal year, which for cities in Florida, commences every first of October. As with every year, the FY2023 budget is balanced and serves to achieve our city’s strategic priorities, identifying sources of city revenues and setting the operating expenditures, program objectives and performance measures for each city department.

This year, on the revenue side, the city’s economic base (the collective value of our city’s residential, commercial and industrial properties, as assessed by the Broward County Property Appraiser) grew by a signifi cant 11.56%, resulting in a total certified value of over 21 billion dollars, a record value for our city. This year-over-year growth has afforded our budget analysts an opportunity to present a balanced budget with a slight decrease in the city’s property tax operating millage rate. On the expenditure side of the ledger, the city continues to carry significant long-term liabilities for pensions and healthcare, so continuing to grow our economic base remains critical for Hollywood’s success in maintain ing and improving the city in the manner our residents expect.

I am happy to report that this year our Capital Improvement Plan is well funded to address the city’s most critical infrastructure needs, continuing projects that are underway and prioritizing projects that leverage county, state and federal program/grant dollars while complying with the city’s legal and regulatory obligations. Water and sewer projects, storm-water drainage projects, resurfacing roads and alleys, planting new trees, improving street lighting, replacing old equipment and police/ fire-rescue vehicles, sidewalks, installing additional CCTV, and replacing older parks equipment are all part of the job at hand for our city team. This is in addition to continuing progress in procuring, planning, design ing, permitting and constructing the variety of parks, neighborhood traffic-calming and public safety investments that our voters approved in 2019 for the Hollywood On-The-Go general obligation bond projects. Large infrastructure and capital improvement projects take a few years to get through government processes. We have a lot underway and I and our City Commissioners and city staff look forward to delivering on these many great initiatives this year and in the short term ahead.

On a city and county-wide level, you will be happy to know that much work is also being done to preserve the affordability of existing housing and creating more of it. In Hollywood, our Neighborhood Pride Program is in full swing with existing home rehab and first time buyers programs. We also just celebrated the grand opening of Hudson Village, a 96-unit and very well designed apartment building on South Federal Highway with affordable rents of only $401 to $1,300 a month for residents who earn 30-70% of our area’s median income. Additional affordable and workforce apartments are planned and under construction on State Road 7, N 21 Ave/Dixie Highway and Federal Highway. Combined with new market-rate apartments going up downtown and along our major state roads, we are achieving the city’s vision for smart-growth with everyone in mind. Work on improving county-wide transportation options also continues, and bringing passenger trains onto the Dixie Hwy/FEC/Brightline railroad with a train station in downtown Hollywood is closer than ever.
