City Commission Honors Miramar’s Hometown Military Heroes Community News

he City of Miramar is pleased to support the brave men and women who are protecting our country at home and abroad. With a city proclamation, Mayor Wayne Messam declared April 7, 2016, as HHC 1-124 Infantry Regiment Day in the City of Miramar. In addition to the proclamation, two yellow ribbons were tied around trees at Miramar’s City Hall. The HHC 1-124 IN unit has been based in Miramar since 2011 and will be deploying later this month. “We are pleased to be showing our support of Miramar’s hometown heroes through a city proclamation and displaying the yellow ribbons,” said City Manager Kathleen Woods-Richardson. The yellow ribbon tied on trees has been used by military families and friends to signify that they want the ones serving in combat zones to come home safely. Members of the Miramar community are invited to join the Yellow Ribbon Initiative by tying a yellow ribbon around a tree at their home or business. Send a picture of the ribbon with your name and address to the following: yellowribbonsHHC@gmail.com. “With 172 soldiers being deployed from this unit, our goal is to have 1 yellow ribbon displayed throughout Miramar, for each soldier,” stated Camila Mason, Co-Chair of the HHC 1 124 IN’s Family Readiness Group. “We appreciate the City Commission and City Leadership showing their support,” added Mason. The City of Miramar will continue to look at ways to support all of the US Military -- including active service members and veterans -- on an ongoing basis. Miramar Pembroke Pines Chamber Members Get Set to Tee Off for Charity Community news

T
he Miramar Pembroke Pines Regional Chamber of Commerce 2016 Chamber for Good Golf-A-Thon, which benefits area non-profits and charities, is on Friday, May 6th and will be held at the Flamingo Country Club at Century Village. Registration deadline is May 4th. The Chamber for Good Golf-a-thon allows golfers of all abilities to solicit pledges from friends and family and challenge themselves to see how much money they can raise through donations. The donations are a flat pledge not for how many holes the individual plays. All golfers will play 18 holes of golf, some gaming holes, and be provided lunch and dinner similar to a typical golf tournament. Hamburgers and hot dogs will be served for lunch and dinner will be a buffet consisting of chicken, ribs, baked potatoe, salad, dessert, soda and coffee. Participants will register individually but can play as a team or as individuals. Participant prizes will also be given out to the top three individuals who raise the most money. Robert Goltz, President and CEO of the Chamber, said if you are not able to play you can still support area causes by supporting one of our golfers. “Ideally, I would like to see $10,000 to $15,000 raised for the non-profits listed,” said Goltz. The Miramar Pembroke Pines Regional Chamber of Commerce will give the majority of the net proceeds to the participating charities based on the golfers indicated charity. The following are this year’s partners: The EASE Foundation: A neighbor helping neighbor organization established to assist those residents who are trying to help themselves. The Falcon Foundation: Provides general support for Flanagan High School with a focus on student achievement through academics, arts and athletics. Kiwanis Club of Miramar: A dedicated
group of volunteers who strive to serve our neighbors and children. Miramar Police Athletic League: Provides year-round educational and athletic youth related activities to youth between the ages of 3 and 17 years old and their families. MPRCC Young Entrepreneurs Academy: Teaches middle and high school gogetters how to start and run their own REAL business. His House Children’s Home: A private faith-based non-profit organization dedicated to restoring joy to the lives of abused, abandoned and neglected children in South Florida. Susan B. Anthony Recover Center: Provides substance addicted mothers a safe place to start again and to keep their families together in residential units as both mother and children receive much needed treatment and support. MPPRCC Scholarship Fund: Encourages continued education opportunities for students through annual scholarship awards. Chamber for Good Teddy Bear Program: Provides police and fire departments with Teddy Bears which are used by officers and first responders to comfort children exposed to traumatic situations and to let the children know that the police are only there to help.

n March 15th, four students from the Miramar Pembroke Pines Regional Chamber of Commerce Yong Entrepreneurs Academy (YEA!), presented their business plans before a panel of local leaders of industry and a public audience. The students were dressed as young professionals, and really wowed the crowd! The Young Entrepreneurs Academy (YEA!) is a groundbreaking and exciting year long class that transforms middle and high school students into real, confident entrepreneurs. Throughout the class, students develop business ideas, write business plans, conduct market research, pitch their plans to a panel of investors, and actually launch and run their own real, legal, fully formed companies and social movements. Founded in 2004 at the University of Rochester with support from the Kauffman Foundation, the Young Entrepreneurs Academy today serves thousands of students in communities across America According to Robert Goltz, President and CEO of the Miramar Pembroke Pines Chamber, The YEA! program assists students in real American dreams of starting their own business. “The investor panel event, which is our version of the shark tank, helps them get the money to start their business,” Goltz said.

The school celebrated in a big way with festivities and many dignitaries in attendance. Coral Cove’s newest Principal Stephanie Saban and Assistant Principal LaQuita D. Lee were thrilled to share the special day with Mayor Messam, Superintendent Robert Runcie, Broward County School Board Member Patricia Good, Director of School Performance and Accountability Mark Narker, and Chief of Police Dexter Williams. The ceremony began in the auditorium with a speech from Principal Saban stating what a privilege it is to be at the helm of such a successful school. The festivities continued outside with the opening of the school’s time capsule by Principal Saban and Assistant Principal Lee in the presence of the entire student body. The children cheered, applauded with excitement and new items were placed in the time capsule and sealed until March 2026. “We were thrilled to unveil our 10 year legacy tile wall and we loved hearing our students perform our school song and a medley of our musical productions from over the years,” said Principal Saban. “We especially enjoyed reminiscing over the old photos and relics of the past that were placed in the time capsule in March of 2006 and look forward to 10 more years of success at Coral Cove Elementary.” At the end of the ceremony, representatives from each grade released balloons into the sky to commemorate the beginning of another successful decade. Assistant Principal LaQuita D. Lee, said it was wonderful to see former and present administrators, teachers, students and parents all come together to share pride in all the accomplishments of this amazing school. “It was just a spectacular day at Coral Cove Elementary,” she said.

t all began over 100 years ago when a woman named Anna Jarvis held a memorial service in honor of her mother. Since that time, we’ve continued this wonderful tradition of celebrating the beloved women in our lives whom we call Mom but are also wives, daughters, aunts, grandmothers, sisters, friends, head of household and sometimes fathers as well. We cherish these women in our lives that somehow make life look simple while doing so much that makes life simpler for the rest of us. We don’t say it enough but Thank You. The village that it takes to raise our children begins with mothers. Coincidentally, May is also the time when graduation marks a time of transition for our students. We are proud of the work they’ve accomplished to reach this major milestone, yet we wonder where has the time gone? Congratulations graduates, we wish you nothing but best wishes and a future filled with curiosity. City Updates: Dexter Williams has been named the new Chief of Police for the City of Miramar. With over 25 years of law enforcement experience -- 22 of those years have been with the Miramar Police Department. Chief Williams holds a bachelor of science in public administration from Barry University and two master’s degrees from St. Thomas University: one in justice administration and the other in public management. He is also a graduate of the FBI National Academy. He will oversee more than 260 employees that include command, Police Chief Dexter Williams administrative and civilian staff and be responsible for the management functions of controlling, planning, organizing, supervising and staffing for the entire police department. We recently received great news from Tallahassee in the form of a million dollar presentation to the City from State Representative Manny Diaz Jr. for Flamingo Road Reclaim Water & Amphitheater Projects Funding. A number of your commission officials recently spent time in Tallahassee meeting with all of our representatives and making sure they were aware of projects in our great City. It’s nice to see results that benefit our residents. T
he City of Miramar recently awarded a top civilian honor to Waste Pro USA truck driver Andy Perez Garcia for helping save the life of a drowning oneyear-old child. Last December, Garcia was driving his regular route through Miramar picking up garbage when he heard cries for help from behind a house. Garcia leapt from his truck and ran to the back yard where he found an unconscious child just pulled from a pool. “A boy came to me and asked me if I knew CPR,” Garcia said at the time. Perez administered CPR until paramedics arrived, helping save the life of the child, Bradley. In February, Bradley turned two years old and the City of Miramar awarded Garcia with a “Life Saving Award.” “Everyone here at Waste Pro commends Andy for his heroic act,” said Waste Pro Chairman and Chief Executive Officer John Jennings. “He showed dedication, selflessness and above all else, an eagerness to do what’s right. Andy’s co-work-
ers aren’t surprised that he would jump to action like this since Andy is just a wonderful person. We’re honored to have him in the Waste Pro family, because above all else, we care for our communities.” Garcia has been a Waste Pro USA driver for four years, ever since the company started collecting garbage in the Miramar area. After the rescue, Garcia said he was especially happy to help, as he as three kids and a granddaughter of his own.

Statute of Limitations Are Tricky in Foreclosure Cases By Omar J. Arcia Foreclosure Defense and Consumer Bankruptcy Attorney
P
erhaps the hottest topic in foreclosure cases at the moment is the proper application of a statute of limitations defense. The laws that set deadlines by when lawsuits must be filed are called statutes of limitations. Different deadlines exist for different types of lawsuits, and they vary by state. If properly asserted, a statute of limitations defense can prevent a creditor from obtaining a judgment against you even if you owe the money! In Florida, there is a five year statute of limitations to file a foreclosure case and a one year statute of limitations for a deficiency judgment after foreclosure against a homeowner. The tricky question for Florida homeowners is when does the statute of limitations begin to run? According to Florida law, the 5 year statute of limitations on a foreclosure action begins to run from the date of “acceleration.” The acceleration date depends on the language in the mortgage. Generally, it runs continuously from the date of a previous filed foreclosure action (if applicable) or from the date of the last payment, unless the homeowner makes additional payments or files for bankruptcy. However, if the mortgage holder sues for foreclosure more than five years after the alleged “acceleration date,” a homeowner may be able to successfully dismiss that action. This issue is currently under consideration by the Florida Supreme Court, because lenders claim that each month a payment is not made is a new default date which “resets” the statute of limitations. If they have their way, mortgage holders and lenders could technically be immune from complying with Florida’s 5 year statute of limitations.
A deficiency judgment is a claim against a borrower for the difference between the amount owed under the loan and the amount for which the property was sold at a foreclosure auction. In Florida, the statute of limitations for deficiency judgments resulting from foreclosures on or after July 1, 2013 is just one year. The time period begins to run the day after a certificate of title is issued by the court clerk. If the property was sold before July 1, 2013, then the statute of limitations is the earlier of five years or July 1, 2014. Any deficiency judgment action commenced after these time frames will be dismissed. Defending a foreclosure, deficiency judgment and filing for bankruptcy are NOT do it yourself propositions. Because it is a gender-linked recessive trait, green-red color deficiency is more frequent in men than in females. Still, there are a small number of females who do experience some degree of color blindness, particularly yellow-blue deficiencies. Color vision deficiencies are not a debilitating condition, but it can impair educational progress and work performance. Not having the ability to distinguish colors as friends do can quickly and negatively impact a student’s confidence. For working people, color blindness could become a disadvantage when competing against peers trying to advance in a similar industry. There are several examinations for color blindness. The most common is the Ishihara color test, named after its inventor. For this test a patient views a plate with a circle of dots in various sizes and colors. Within the circle appears a digit in a particular tint. The patient’s ability to see the number inside the dots of contrasting colors indicates the level of red-green color sight. Even though inherited color vision deficiencies can’t be treated, there are some steps that might improve the situation. Some evidence shows that wearing tinted contacts or anti-glare glasses can help people to see the distinction between colors. More and more, computer applications are becoming available for regular personal computers and even for smaller machines that can assist users to distinguish color better depending upon their specific diagnosis. There are also exciting experiments being conducted in gene therapy to correct the ability to distinguish colors. How much color vision problems limit a person is dependent upon the type and severity of the condition. Some individuals can adapt to their condition by familiarizing themselves with alternate cues for colored objects or signs. For example, many individuals are capable of learning the shapes of traffic signs (rather than recognizing red) or contrasting items with paradigms like a blue body of water or green trees.

Generally, the condition is present at birth, but it can also result from old age or a number of diseases of the eye. The discernment of color depends on cones located in the eye. People are usually born with three kinds of pigmented cones, each of which perceives various wavelengths of color. When it comes to pigment, the size of the wave is directly linked to the perceived color tone. Short waves produce blue tones, middle-sized waves are perceived as green tones and longer waves are seen as reds. Which type of cone is affected impacts the spectrum and severity of the color blindness.

Starting the Planning Process: The Three Ps of Estate Planning BY BRUCE IDEN, ESQUIRE
M
ost clients who initiate estate planning do so to provide for their loved ones’ needs, and to avoid burdening their family after they are gone with probate and administration expense and delay. But, no matter your reason for initiating estate planning, it is imperative that you understand what your options are, and how thoughtful estate planning can work for you. Your plan may be simple (just a will), or more complex (a revocable living trust). Let’s examine the estate planning process by exploring the areas we refer to as the three Ps of estate planning. People Who are the important people in your life? Your important people likely include your loved ones: your spouse or partner, children and grandchildren, and perhaps your parents, siblings or other relatives. Beyond these people, your important “people” could also include charities, special causes, colleges or universities, and/or churches or temples to which you are connected. For some, important people might also include pets. Spend some time thinking about the impact others have had on your life. Make a list and jot notes. This is where the planning process begins. Property By property, we are referring to your assets in general. Make a list of the assets you own or control. At this point, you do not need to identify policy or account numbers, or exact dollar values, but rather think about your assets in terms of their nature (cash, stocks, bonds, businesses, real estate, etc.), their value, and your ownership interest. Do you own assets in your name only, in joint tenancy with someone else, or through some other arrangement? Be sure to include often overlooked assets such as life insurance (death benefit), money owed to you, and any inheritance you may expect to receive. Plans After identifying the important people in your life, and your property, the next step is to consider plans for those people (including yourself) and property in the event of your own incapacity or death. Whom would you select to make decisions if you could no longer do so yourself? Would the same person handle your finances and your personal and health care decisions? Who would care for your minor children? Who will run your business? How would you distribute your assets to your “people?” Would you like to minimize the impact of estate taxes? Maximize the impact of a charitable bequest? Is there a member of your family with special needs whom you would like to provide for? And, finally, is there someone who perhaps should not receive an outright inheritance, without third-party managed care and oversight? These are just a few of the issues to consider when approaching the planning process. An experienced estate planning attorney can help you explore all of these areas and work with you to develop a plan for your unique situation. ou know the routine: You walk in, say hello, sign your name, and sit down not knowing how long you’ll have to have your face in a magazine you don’t really care about reading. Today, such advances in medicine and technology (telehealth) are shifting the patient-doctor interaction from the office to the smartphone or tablet, making it possible to be monitored and communicate securely without the need of being physically present. As a board-certified plastic surgeon who runs a practice that also specializes in weight loss, I understand the necessity for an in-depth evaluation of a patient’s anatomy prior to offering medical advice. A phone call, email, or pictures can only get me so far. Plus, I enjoy being able to converse with patients face-to-face so that we get to build a rapport prior to their treatments. In the technological era that we live in, it is almost too easy to communicate with those who are geographically distant from us. With smartphone applications such as Facetime, Skype, and WhatsApp, we can reach our friends, family, and coworkers in an instant. But what about our doctors? Here in the US, the federal government has required the protection and confidential handling of protected health information through laws known as HIPAA. These requirements have placed restrictions on the means by which a doctor can communicate with a patient. Therefore, there has been a boom in technologies that allow for patients and doctors to communicate through the world wide web that comply with the restrictions and regulations set forth by the government. In a field like plastic surgery, privacy is particularly important as I operate on several patients who have told only one, maybe two, people that they are undergoing a cosmetic procedure. These HIPAAcompliant communication applications allow doctors and patients to connect as if the exam room door has just been shut. As I sit in the operating room doing what I enjoy most, I contemplate where medicine is headed. Robots are already performing surgeries, and I don’t have to meet a new patient or check up on an old one by making them come to the office from different parts of the city, state, country, or even world. I think it is a good thing, though. As medicine and technology continue to progress, we should take advantage of the integration it allows. Less time is wasted, better results are achieved, patient care remains the focus, and most importantly, the quality of life is improved.
