After 11 Years, The City of Miramar Cuts The Ribbon on their New Police Headquarters BY JILL SHARPE
M
ore than 400 residents, employees and visiting dignitaries attended the ribbon cutting ceremony for the new Miramar Police Headquarters on Wednesday, June 15th at 11765 City Hall Promenade (adjacent to City Hall at 2300 Civic Center Place).The 65,000-square-foot headquarters, located at the Miramar Town Center, has been in development since 2005 after the Police Department’s former home was deemed uninhabitable after Hurricane Wilma. The newly-constructed Miramar Police Headquarters, which broke ground in December 2014, also houses the City’s Emergency Operations Center. In keeping with environmental concerns and costs, the Miramar Police Headquarters will be submitted for Leadership in Energy and Environmental Design (LEED) certification. After the program opened with the combined Honor Guard from Miramar’s Police and Fire Departments and the singing of God Bless America, the police chaplain prayed and Mayor Wayne Messam welcomed everyone to the event. Afterwards, Police Chief Dexter Williams spoke on the importance of the opening of the headquarters and for the City’s police force to have a permanent home. For the past 11 years, the police department was housed in the Miramar Commerce Park due to the destruction of Hurricane Wilma in 2005. Chief Williams recounted how the hurricane blew a huge
hole in the roof and the police station sign fell and tumbled down the street in all the wind and rain. Chief Williams thanked everyone for their support and talked about how the Miramar Police Family has been eagerly waiting for our their new home. “The day we played shovels in the ground sparked the beginning of a new adventure,” said Chief Williams. “We will remember our past and celebrate our future while providing stellar police service to our community.”

Miramar Library to Host Back-to-School Health Event community news

n preparation for Back-to-School, Miramar Library is hosting a Children’s Health Screening and Safety Event on August 4, 2016 from 12:00 p.m. - 5:00 p.m. Participating in the Event will be Colgate, Memorial Healthcare System, Joe DiMaggio Children’s Hospital and the Friends of the Miramar Library Children ages 1-12 will be able to receive free dental screenings, education and treatment referral through Colgate’s Bright Smiles, Bright Futures Dental
Van. They will be given dental health information and free children’s dental care kits. Children ages 3-17 can receive free Health Screenings and Nutrition information courtesy of Memorial Healthcare Systems Children’s Mobile Health Center. In addition, Immunizations will be provided for those who are uninsured. Parents can get more information and pre-register for Immunizations by calling the Children’s Mobile Van directly at 954-552-5898.
Memorial Healthcare Systems will also have representatives on hand with Child Safety and other Informative Health Information tables. Colgate introduced Bright Smiles Bright Futures (BSBF) in 1991 as an oral health education and prevention program designed to improve the oral health of under-served children. BSBF exposes eight million children and their families annually to positive oral health education messages and/or provides free dental screening to children, ages 1-12. The primary BSBF goal is to teach children and their families how to maintain good oral health and prevent dental disease. Memorial Healthcare Systems’ Children’s Mobile Health Center was initiated in the fall of 2000 and is the only mobile medical outreach program in Broward County that specifically targets children. The Children’s Mobile Health Center not only provides access to healthcare for children, but also serves as a vital link to the extensive inpatient and outpatient services offered by the Joe DiMaggio Children’s Hospital. “The Miramar Library is excited to partner with Colgate and Memorial Healthcare to provide this health service for the youth of our community” said Community Library Manager Chris Marhenke. Miramar Wins Big at Dolphins Academy Youth and High School 7on7 Tournament BY JILL SHARPE

iami Dolphins Youth Programs hosted more than 1,300 student-athletes as part of the 9th annual Dolphins Academy Youth and High School 7on7 Tournament. The event began on Friday, June 24 with a symposium at the Don Taft University Center Arena at Nova Southeastern University with breakout sessions led by the Ross Initiative in Sports for Equality (RISE), a nonprofit organization dedicated to harnessing the unifying power of sport to advance race relations and drive social progress (RISEtoWIN.org). Athletes heard from RISE speaker Derek Greenfield and participated in special individual and group activities designed to increase team building and communication skills. “Friday’s symposium set the tone for the weekend by emphasizing the importance of respect, understanding of differences and teamwork. The level of engagement demonstrated by the athletes during the activities was exciting to see and continued throughout the tournament.” RISE Executive Director Ndidi Massay said. The high school football tournament commenced on Saturday, June 25 at
Plantation Park. The tournament consisted of round robin play and then moved into a single elimination format. The high school teams competed in the championship round on Sunday, June 26. Carol City won the tournament 35-31 against Miami Northwestern. Twenty-eight teams also competed in the youth tournament, which consisted of three age groups (10U, 12U and 14U). Miramar won both the 10U and 12U competitions, with DKC taking first place in the 14U category. Additionally, all participants had the opportunity to take part in RISE’s “It Takes All Colors” photo booth throughout the event. “Our mission is to be the stewards of the game of football in South Florida and we were excited to host athletes and coaches at our symposium and tournament,” Miami Dolphins Senior Director of Community Affairs Twan Russell said. “We were able to engage students not only on the field, but had the opportunity to develop their character beyond sports which is equally important.”

Broward Center Teen Ambassadors Program is Seeking Applications BY JILL SHARPE
Broward, Palm Beach or Dade County as of August, 2016; attend one meeting per month at the Broward Center; attend and review at least one performance per month for which tickets are provided by the Broward Center; maintain a minimum “B” average throughout the school year; have access to a computer and have at least one social media account. They must also complete an application which includes an essay about why they will be a valuable member of the program, as well as their experience or feelings for or about live performing arts. Diez, who has participated in the program all four years of high school and plans to pursue a career in songwriting, said the program exposes students to many aspects of theater that most people are unaware of. “The program opened my eyes to so much in the theatre world and really helped me figure out what I want to do in the future, what I don’t want to do and what I want to see or experience again.” This was Garrison’s first year in the program and she absolutely intends to reapply. “I have seen more shows in a year than most people see in their

he Broward Center for the Performing Arts is seeking high school students with an interest in the performing arts and an aptitude for writing for its Teen Ambassador Program. Three students from Miramar, Francis Diez, Elizabeth Garrison and Danella Moncalliano, participated in the program this past year and said it was an unforgettable experience which provided many unique opportunities. Applications for the 2016-2017 school year are due by August 26th. Up to 24 students will be accepted into the program, which runs from September 2016- May 2017. It includes guest speakers, master classes, back stage tours, meet and greets with professionals in various career tracks connected to the arts and more. The students attend performances presented at the Broward Center and its affiliated venues. They also provide reviews for postings on social media sites, such as Facebook, Twitter, Tumblr and or Instagram. The students receive at least 10 community service hours each month for their participation. To be considered for a position, students must attend a high school in

KAPOW Program Gives Students from Renaissance Middle School the Chance to See How City Government Works BY JILL SHARPE

tudents from New Renaissance Middle School conducted a mock commission meeting during their field trip to Miramar City Hall through the Kids and the Power of Work (KAPOW) program. Taking on the roles of Mayor, Commissioners, community members, they debated a proposal submitted to the City to erect a water theme park. Hearing arguments for and against by the contractor and community members, the commission voted not to approve the park. The trip to City Hall was an opportunity for the students to come away with a real world experience in city government, and the responsibilities community members and elected officials have to serve the best interests of the residents. During the trip they also met Miramar Commissioner Maxwell Chambers and Natasha Hampton, Chief of Marketing and Public Relations, who explained their jobs and how important it is to do well in school. The trips and lessons learned were just an example of the many benefits students receive from the KAPOW program, which prepares students for success in work and in life, through school and business partnerships that connect students,
teachers, and schools with volunteers, their businesses, organizations and the community. John Casbarro, President of Learning for Success, the organization that manages the network of more than 1,000 business and community volunteers, teachers and school administrators from South Florida who collectively implement the KAPOW program, said it is a privilege to work with the students, teachers and administrators at New Renaissance Middle School. “We share a common goal of connecting success in school with success in work and life,” Casbarro said. “Through our lessons taught in the schools and at their worksites, our volunteers can reinforce the the teachers’ instructions and bring a real world perspective to the classroom.” KAPOW is a national network of business and elementary school partnerships which introduce students to the world of work through seven one-hour professionally designed career awareness and workplace skills lessons taught by business and community volunteers in the classroom. The lessons help students discover different jobs, what it takes to do them, and how to be successful in work and life. KAPOW is always looking for businesses or individual volunteers interested in participating in the program. “Volunteers have the ability to change a young person’s life forever in only seven hours,” said Casbarro. any doctors believe that around 80% of learning occurs through a child’s eyes. Since a child’s eyesight may change frequently, consistent eye and vision care is crucial to a student’s classroom success. Surprisingly, most parents are not including eye exams as part of their child’s back-to-school doctor’s visit line-up. Furthermore, survey results show that over 50% of parents don’t take their child for an eye exam until at least age three. The AOA actually suggests that children receive their first eye screening at six months, then comprehensive vision examinations starting at age three, before beginning school. Exams should continue to be booked routinely every other year from that point on. Often the issues a child deals with in the classroom can come from sight difficulties. The number of students who are suffering from undiagnosed vision problems is quite high. Over 60% of students classified as students with learning-disabilities actually have undiagnosed vision problems. Your child will be much better off if you take a proactive role in ensuring your child is seeing properly. Don’t push off your child’s first vision screening until kindergarten. Pediatricians should perform a dilated eye exam to discover any serious eye problems within the age of two months. Every child should have a complete eye checkup by age five, since early intervention can make a difference. Additionally as a parent, it’s important to see whether your child is reading sufficiently. Generally, kindergarteners are excited to look at books and try and figure out words. Children that don’t read books may be experiencing a vision problem. Before you assume the worst, it’s a good idea to get a vision examination. For a pediatric eye exam at Mirvision, call us to book an appointment. Remember that the earlier a vision problem is identified and treated, the more likely treatment will be successful. And vision is an essential component for school work. If a child’s eyesight is flawed, increasing visual demands, such as finer print in textbooks or more homework, can considerably change a student’s success. At the same time, new technology in the classroom, such as using interactive SMARTboards, can also possibly exacerbate less obvious vision issues. Without proper eyesight, children may suffer not only at school, but also mentally, physically and emotionally. Before school starts this year, make sure your child’s vision is on par!

illions of consumers across the country are unaware of their rights when it comes to the bombardment of debt collection calls. Unfortunately, it happens every day - perhaps multiple times a day. The telephone rings and you pick up only to find yourself a victim to the unlawful tactics of relentless debt collectors pressuring you to pay. In fact, many debts can be wiped away, along with deletion of negative credit information to resolve consumer claims under the FDCPA. Although the FDCPA was established as a shield against unlawful conduct, most debt collectors ignore these rules. They figure that the benefit of receiving payment from those who don’t know their rights outweighs the detriment from the few who actually stand up and fight back. The following are just a few of the common FDCPA violations debt collectors commit when making a call to an individual’s telephone seeking payment: ▸▸ Provide information about your debt to someone else other than yourself. ▸▸ Use threats or abusive language. ▸▸ A debt collector can only call between the hours of 8am and 9pm, based upon the time zone where the consumer is located. ▸▸ Pretend to be someone else. ▸▸ A debt collector is not allowed to contact an individual who is represented by an attorney regarding a specific debt. It’s Important to Price Your Home Correctly from the Beginning… By Patrick Simm

o you’ve decided to put your home on the market and are tempted to try listing it at a higher price in order to “test the market” to see if you can get what you really desire. I recommend that you think twice prior to making this irrational decision. Research indicates that overpricing your home, while having to decrease the price one or more times while it languishes on the market, frequently leads to selling it at a much lower price than what you originally should have asked for it. The longer a home sits on the market, the more appeal it loses and the less you will most likely get for it off the original price. Many homeowners have the tendency to follow their emotions, rather than logic, when setting the initial list price for the property. Their initial pricing decision is typically based on what they paid for their home, the current mortgage balance, the cost to upgrade or beautify the home, or the profit they need to net in order to buy or move to another home. The truth of the matter is that your home is worth only what the market will bear at the time of selling. Pricing your home too high will deter a number of potential buyers from wanting to view it, while others will simply just walk away without making an offer. In order to get to the correct pricing, a potential seller should involve the services of a Realtor; yes, a professional and experienced Real Estate Sales person. Potential “For Sale by Owners” might argue that we live in the age of information technology and anything and everything can be “Googled.” Realtors have access to additional and the most current information that simply cannot be “Googled.” Simply… they are the professionals! In choosing a Realtor to sell your home, one might be tempted to select the one who suggests the highest asking price for the property. Resist the temptation of selecting a Realtor based on pricing and the one who tells you only what you want to hear. The selection should be based on the Realtor who provides critical information, which should include a current Comparative Market Analysis with a rational explanation of how your home should be priced in order to sell quickly and for the highest price possible. Partner with a Realtor and listen to their advice. This should get your home sold for the highest price that the market will bear in the least amount of time possible, while saving you hassles and making the transaction a smooth one from the beginning. This decision is one of the most important monetary decisions you’ll probably make in your lifetime. My advice again is to hire a professional, one who specializes in selling real estate “day in and day out.”

Road Construction Update BY WAYNE MESSAM, MAYOR OF THE CITY OF MIRAMAR
Whether you’re a resident or business owner, I know you’ve seen all the construction taking place over the past year in our great City. During the first round of Conversations with the Mayor, one of the most pressing issues the residents wanted to discuss was traffic and construction. As certain phases near conclusion, I want to provide you with an update: As part of the 75 Express Lanes project, several improvements will be made at the Miramar Parkway Interchange. The new Miramar Parkway Interchange has been constructed in three phases to minimize traffic impacts to local residents. Phase 3 is currently underway and as part of this final phase, westbound traffic has shifted onto the newly constructed middle bridge section. Crews completed the demolition of the westbound section of the existing bridge and will begin construction of this final section. The final configuration will include three through lanes in both the eastbound and westbound directions. In addition, there will be dual left turning lanes from eastbound Miramar Parkway to I-75 northbound. Motorists on westbound Miramar Parkway will have triple left turning lanes to I-75 southbound. The new exit ramps from I-75 to Miramar Parkway will also be signalized. Signalized exit ramps are safer and will help improve traffic operation at the interchange. The Miramar Parkway interchange is anticipated to be completed in early 2017. The new Pembroke Road overpass is expected to be completed this month. It is a collaborative effort between Broward County, FDOT, the City of Miramar and the City of Pembroke Pines. Broward County constructed the approaches to the bridge on both sides of I-75 and FDOT is constructing the bridge structure. The four-lane divided bridge will include inside and outside shoulders, bike lanes and sidewalks on both sides. The new Pembroke Road I-75 overpass will ease congestion and provide residents another alternative to Miramar Parkway and Pines Boulevard. With the completion of the I-75 Express Lanes, FDOT will provide additional vehicle capacity, resulting in improved Miramar Parkway operational conditions, more reliable travel times, and reduced user delay. This project will complete another section of the South Florida managed lanes network for all motorists and will improve mobility and relieve congestion. t’s Tuesday morning. Your husband just left for a business trip to Venezuela. In the family room, 2-year old Sophia is amusing herself while waiting for Jennifer, the 16-year old new neighbor who has been babysitting a few mornings this summer. It’s your special time to run errands or get in some exercise. Today is the perfect day to try out a new pair of rollerblades. Lace up. Ear buds in. Sunscreen on. You tell Jennifer you’ll be back in about 90 minutes and off you go to the local park. It’s unusually quiet this morning. While skating along at a fast pace, you hit a rock , lose your balance and fly wildly out of control into a swale of high grass, where you hit your head hard and everything goes dark……….. Luckily a jogger finds you and calls 911. You are transported to a hospital but are unconscious. With no identification found on you, the hospital doesn’t know who you are or whom to call. Hours later, Jennifer becomes concerned when you don’t return home as expected. She calls your cell phone, but there’s no answer. She also tries your husband’s number which goes directly to voice mail. Afternoon arrives and Jennifer begins to really worry. She has plans of her own, and you were supposed to be home hours ago. What should she do? She calls her own mother who says, “Call the police.” Two uniformed officers arrive and ask questions. They check police reports and hospitals. There is an unidentified woman at a local hospital who may be the missing mom, but she is unconscious. The police evaluate the situation and determine that there is no family member present to take care of Sophia. What happens next is a parent’s nightmare. Your daughter is now in the care of the Florida Department of Children and Families. Is our story farfetched? Probably. But while this type of scenario is not likely to happen to your family, it reminds us to make sure we plan for the unexpected. At a minimum, every family should have standard written babysitter instructions which include contact information for family members and friends who should be contacted, if parents cannot be reached. In addition, an attorney can help to prepare a Power of Attorney for Childcare which can include authorization for the care, custody, medical care, and even travel for your minor children. It is certainly not necessary to consult an attorney to put together babysitter instructions. This is something that parents can create on their own. However, other legal documents are best prepared by an experienced estate planning attorney who can offer counsel and ensure that documents are properly prepared and executed. You want to make sure your legal documents work when you need them. Remember that having a family plan for the unexpected may help to keep small incidents from becoming big problems.
