Florida League of Cities Honors Miramar With the “City Spirit Award” community news

n recognition of the 8th Annual Florida Municipal Achievement Awards, The City of Miramar was recently selected by the Florida League of Cities to receive the “City Spirit Award!” Miramar is the only City to receive the award this year. The City Spirit Award recognizes a single, specific citywide effort to successfully address a local need. The City of Miramar’s winning entry, Disco Soup, is an initiative in which participants “chop to the beat” to promote awareness about reducing food waste. Held at the city’s Intergenerational Fruit & Vegetable Garden, it is a celebration where strangers came together to slice, dice, and boogie, transforming “ugly” or blemished veggies into a deliciously prepared meal. The initiative empowers participants to save money, energy, and our planet while having a lot of fun. The first Miramar Disco Soup was held in 2014. “The Florida Municipal Achievement Awards have been recognizing excellence and innovation in local government programs for nearly a decade. It is important for municipalities in Florida to share best practices and new ideas to better serve the citizens of our cities,” said Matt Surrency, who is president of the Florida League of Cities and mayor of the City of Hawthorne. “It’s my honor to congratulate the winning cities for their outstanding programs that have earned the prestigious Florida Municipal Achievement Award.” The City of Miramar received a trophy, special recognition at a commission meeting and at the

League’s annual conference this month at The Diplomat Resort in Hollywood. The City was also featured in the League’s award-winning magazine, Quality Cities (QC) and on the League’s website and social media outlets. World War II Veterans Invited on Free Trip to Washington BY JILL SHARPE

A

s young troops, they helped rescue the world from ultimate tyranny. Now they deserve a day that they will always remember. Honor Flight South Florida is looking for World War II veterans to go on the all-day trip to Washington D.C. to see their great memorials. There is no charge for veterans. Seats are available for the fall charter flight, currently scheduled for Oct. 8.

Honor Flight is dedicated to flying as many veterans as possible to see the World War II and Iwo Jima memorials and Changing of the Guard at the Tomb of the Unknowns at Arlington National Cemetery. The day is also filled with surprises that the veterans always enjoy. Each veteran is accompanied by a guardian, who pays $400 for round-trip airfare, buses, meals and a few souvenirs. Paramedics and doctors also accompany the veterans. Korean War veterans have gone on flights when seats are available. Throughout the daylong trip, veterans are greeted and honored by well-wishers, color guards, first responders, fellow military, and families with their children. Miramar resident Melvin Barbach participated in an honor flight in May. Although it was a little tiring for 95 year-old Barbach, his guardian Barbara Bullard said it was a trip worth taking. “Melvin was noticeably touched by the outpouring of sentiment the veterans received at the airport upon their return,” said Bullard. ”There were so many people clapping and cheering for the veterans. Melvin was so happy he was crying.” Veterans are encouraged to register for flights on the website www.honorflightsouthflorida. org. rom teenagers to the elderly, Jose Rivas, M.D., provides women with individualized healthcare for every stage of her life. He practices cutting edge medicine in a comfortable, relaxed, professional environment. He uses the latest medical protocols and technological advances available. Dr. Jose Rivas specializes in minimally invasive urogynecologic procedures, as well as advanced pelvic surgery, including vaginal hysterectomy and the latest techniques for incontinence and prolapse surgeries. He also specializes in patients with highrisk pregnancies and is proficient in basic infertility. Many of his patients travel from all over the country and Latin America for treatment.

Dr. Jose Rivas answered some commonly asked questions about his practice.

What is your background? I am a 1999 gradu-

ate of the Universidad Autonoma de Guadalajara School of Medicine. In 2000, I completed an internship year at New York Medical College in Valhalla. In 2001, I went on to complete my residency in Obstetrics and Gynecology at St. Lukes Hospital in Bethlehem, Pennsylvania until 2004. During my four years of training, I received multiple awards, including the Best Surgeon award. I am currently on staff at Memorial Hospital Miramar and Memorial Regional Hospital. I am Board Certified and a Fellow of the American College of Obstetrics and Gynecology.

What is your specialty? I am proficient in

advanced Laparoscopic pelvic surgery, including Laparoscopic Hysterectomy. During my residency, I received additional training in Urogynecology under the tutelage of Dr. Vincent Lucente, a renowned urogynecologist in the United States. My special interest is in minimally invasive urogynecologic procedures, as well as advanced pelvic surgery, including vaginal hysterectomy and the latest techniques for incontinence and prolapse surgeries. In addition, I specialize in patients with high risk pregnancies and am proficient in basic infertility.

Are there other physicians in the practice?

There are a total of five physicians and two mid-level providers in the practice, including: myself, Jose Rivas, M.D.; Simon Weiss, M.D.; Lina Echavvaria M.D.; Helen Spalding M.D.; Jesica B. Shienbaum M.D.; Roxanne Greenfield, Physician’s Assistant; and Lauren Hirst, mid-wife.

What is the main focus of your practice? We offer a complete range of services for women,

including gynecology, high risk obstetrics, breast pap tests, pelvic reconstructive surgery, endometriosis and much more. We manage complex cases as routinely as simple ones.

What can patients expect when they visit the office? They will find medical care professionals

who care about them, as well as state-of-theart equipment to treat gynecological problems. The physicians and staff take whatever time is needed to solve their problems. Most of the staff has been in the practice for five to ten years. They are committed to each and every one of our patients.

Do you treat urinary incontinence?

Urogynecology is one of my specialty areas. This involves urinary incontinence, Pelvic prolapse, vaginal reconstruction and minimally invasive vaginal hysterectomy.

Do you treat chronic pelvic pain? As gynecologists, we have many patients that complain of pelvic pain. We treat these conditions both medically and surgically. Some of the conditions that we commonly treat that present with pelvic pain include: endometriosis, Interstitial Cystitis, uterine fibroids, adenomyosis, Vulvodinia and more. Describe your experience with robotic surgery. I have been performing laparoscopic and

minimally invasive gynecologic surgery for over 10 years, so I was reluctant when robotic surgery was first introduced. I have been performing robotic surgery for over a year and I think it is a wonderful tool that surgeons have to offer their patients. Patients typically recover faster and with less pain. Every patient, however, is not a good candidate for robotic surgery.

Do you treat endometriosis? My group and I

treat all aspects of the disease, including pain, infertility, endometriomas, radical excision and robotic surgery. I have been treating endometriosis for 10 years.

What kind of care can a maternity patient expect to receive? We carefully evaluate any

potential or real problems. Since we have five physicians, we are able to coordinate the care of our patients. High risk or complicated cases are discussed within the group. Specialists are consulted as the case requires.

Do you offer Ultrasound studies for your maternity patients? Both offices have the latest

Miramar Celebrates Jamaica Independence Day BY JILL SHARPE

Visitors also paused to take in the “Jamaica Awakening” photography exhibit in the Ansin Family Art Gallery next door. Among those in attendance were Broward County School Board member Patti Good, Consul General of Jamaica Frantz Hall, State Attorney Michael Satz, Miramar City Commissioner Winston Barnes and several members of the Miramar Police Department. Radio host Dr. Bevan “The Duke of Earl” Earle from WAVS 1170 AM served as master of ceremonies and recognized many Floridians of Jamaican descent for their contributions. The Journalism Award was given to Peter Webley, publisher of Caribbean Today. Ruben and Denise Lujo of Broward Meat and Fish were acknowledged for their charitable work by receiving the Humanitarian Award. Georgia Robinson was given the Education Award while Dr. Vonnie McGowan and Pastor Perlina Henry were recognized for their humanitarian efforts in helping the needy both in the U.S. and in Jamaica.

Entertainment was provided by Dr. Sue, who read her poem, “Emancipendence”, followed by the Sons of Mystro, and their rendition of the Bob Marley classic “Three Little Birds.” The performances were a welcome reminder of the many contributions Jamaicans have made to world culture. “This day is very significant in celebrating the diversity of Miramar and the history of the Jamaican and Caribbean populations here,” said Miramar Vice Mayor Maxwell Chambers. “We love this community and enjoy watching our kids grow up here.” People attended the event for many different reasons, but a sense of national pride pervaded throughout the crowd. “I want to celebrate Jamaican independence, as I come from a family of Jamaican descendants,” said Miramar City Commissioner Yvette Colbourne. “Events like this also make me proud to live in Miramar, and we have a vibrant community of Jamaican and Caribbean people here.”

he island nation of Jamaica was in the hearts and minds of many Miramar residents as people came together to celebrate the country’s Independence and Flag Day. A reception was held on August 5th at the Miramar Cultural Center to mark Jamaica’s 54th year of independence with dinner, dancing and an awards ceremony honoring local heroes. Mayor Wayne Messam welcomed the crowd and spoke about what the day meant to Miramar and to him personally. “We wanted to bring the community together and recognize the importance of all the educational and humanitarian work being done here,” said Mayor Messam. “We also wanted to see the cultural entertainment, enjoy the cuisine and reggae music. My parents are from Manchester (Jamaica), I was their first kid born here, so I wanted my kids to see that heritage. America is a melting pot, but if you don’t share that history with your kids, it could get lost. We all live together and this diversity is one of the things that makes Miramar such a great place to live.” Anyone not knowing it was Jamaican Independence Day could still make

his summer, five high school students from Broward County including one from Miramar, Rohit Anand, received a chance to earn real life work experience through an eight-week paid internship at local nonprofits as part of Bank of America’s Student Leaders® program. Their work experience included a week-long trip to Washington D.C. for a leadership summit, where the students toured Capitol Hill and met with members of Congress. The summer internship at the YMCA of South Florida offers the young adults a chance to learn civic, social and business leadership skills and the critical role nonprofits play in the community. The students, made up of juniors and seniors, were selected to participate in the annual program in recognition of their community service efforts and academic achievements. This volunteerism is an opportunity for the students to gain work experience early on, which is one way Bank of America is helping Broward County youth prepare for tomorrow’s competitive job market. The bank is giving young people the aspirations, the skills and the confidence to make the most of opportunities available to them. “Our Student Leaders Program is so much more than an internship, it is an effort to give young professionals the tools to be successful adults, make responsible

ropical Financial Credit Union, a not-for-profit financial institution, has awarded 10 scholarships, each $1,000, to local students who are already in college or headed there this fall. The 10 students received their checks during a recent ceremony at the credit union in Miramar. This is the third year for the program designed to help students further their education. Five of the recipients are from Broward County, three from Miami-Dade County and one from Palm Beach County. It is available to someone, for example, who has already attended college for one year or who is applying for a masters or doctoral degree. The non-traditional scholarship was awarded to Kristin Hiteman of Tamarac, who is currently attending Florida Atlantic University and will be going to Broward College for nursing in the fall. “We’re so proud of all of our scholarships recipients,” said Rich Helber, president/ CEO of Tropical Financial Credit Union. “As a credit union, we believe in giving back

to the community we serve. By assisting with college costs, we are helping these students get on the path to financial independence.” All of the applicants were required to submit a 500-word essay highlighting their educational goals, personal objectives and outlining ways in which Tropical Financial has, or could, help them reach financial goals. A letter of recommendation was required as well. Other factors considered are community involvement, charitable works and extracurricular activities. To be eligible, the applicants had to live in the tri-county area, have a high school GPA of 2.5 or better and already be enrolled in an accredited college or technical school.

Miramar Students Take Part in Summer Aviation Academy BY JILL SHARPE

ore than 100 youth in grades 5-12 had the opportunity to explore and experience all that aviation careers have to offer in Miramar during the South Florida Aviators Fly-In and Educational Expo (SAFEE) Flight’s Summer Aviation Academy. The free camp was held in the City Commission Chambers on July 26th. Attending that day were pilots, instructors, a representative from Embry Riddle and the Civil Air Patrol. Part of the program included flight and air traffic control simulators, where youth “flew” and “directed” planes with instructions directly from professionals in the industry. “This is an outstanding STEM opportunity for our youth to expose them to the industry of aviation,” said Mayor Messam. “Miramar being the home of so many aviation companies provides an opportunity for our corporate partners to give back to the community.” Of that group, 35 students were selected to take a behind-the-scenes tour of Miami International Airport the following Thursday. The trip was so exciting, one of the participants stated that the trip was the “best field trip ever!” Upon arrival at MIA, the group was greeted by Joe Napoli Director of Operations and Heidi Anthony, Airport Operations Senior Agent - Special Events. Once on-board Miami Dade transportation, the group witnessed planes landing and taking off, spoke with the fire crew stationed on site, witnessed a mock emergency call and so much more. “We are very pleased to support the City of Miramar and the SAFEE program,” said Ruth Garcia, Director of Marketing and Communications for Kellstrom. “Talent and potential for our youth are limitless, especially through these educational academies,” Garcia said. “We look forward to continuing our relationship with the City of Miramar and supporting our community.”

he American Optometric Association (AOA) reports that over 7 out of 10 of the Americans that work each day from a computer monitor (about 143 million people) suffer from computer vision syndrome (CVS) or eye strain. Prolonged computer use can result in eye stress and effect typical vision processes in kids and adults. If you are working at a computer longer than 2 hours each day, it is likely that you will suffer symptoms of computer vision syndrome.

What Are The Causes of Computer Induced Eye Fatigue?

Eye fatigue from prolonged computer use is caused by the necessity for our visual processing pathways to adapt to processing text on a computer screen in a different way than they do for letters in print. While our eyes are used to focusing on printed material that contains solid black characters with sharp edges, they are less familiar with characters on a digital screen that lack the same degree of contrast and sharpness. Words on a screen are created by combinations of tiny dots of light (pixels), which are most luminous at the center and diminish in intensity toward the edges. Therefore it is harder for our eyes to focus on these images. Instead, our eyes reduce focus to the ‘’resting point of accommodation’’ or RPA. Our eyes involuntarily adjust to the RPA and then have to make a great effort to regain focus on the text. The continuous strain on the muscles of the eyes to focus results in the fatigue and eye strain that is sometimes present during and after use of a computer or digital device. CVS isn’t a matter of concern just for those who spend a lot of time on computers. Other electronic gadgets such as smart phones or tablets can cause similar conditions and in some cases even worse. Since mobile screens are often small, in addition to pixilated, the user often strains even more to focus on images.

Treatment for Computer Vision Syndrome and Eye Strain

If you think that you might be at risk for CVS, you should make an appointment with an eye care professional sooner than later. At a computer vision exam, your eye care professional will perform tests to detect any particular vision problems that might worsen symptoms of computer eye strain. Depending on the results of these tests, your optometrist may prescribe prescription computer eyeglasses to reduce discomfort at your screen. An anti-reflective coating is highly recommended for computer glasses. An anti-reflective coating lessens glare that may interfere with your ability to focus on images on your screen.

Ergonomics for Computer Vision Syndrome

Ergonomics, or changing your work environment to reduce strains in vision or posture, can help relieve some of the discomfort of computer vision syndrome. Proper lighting and frequent breaks will cause some relief. However, since ergonomics alone cannot resolve a visual problem, using ophthalmic computer eyeglasses is also necessary. n our last article, we discussed the Fair Debt Collection Practices Act (“FDCPA”) - a set of federal regulations designed to protect and reward consumers who have fallen victim to unlawful tactics used by creditors attempting to collect an outstanding debt. This article will discuss the FDCPA’s stronger counterpart, the Florida Consumer Collection Protection Act (“FCCPA”). While the acronyms between these two Acts may appear similar, the penalties against a debt collector and the amount of money an individual may receive for a creditor’s violation are significantly greater when a claim is presented under the FCCPA. If a consumer has been harassed by a debt collector, it is not unusual for an attorney to sue the collector under both the FDCPA and FCCPA. This strategy may result in a huge benefit to a Florida consumer by casting a wider net of remedies, under both state and federal law. Under the FDCPA, a consumer is limited to only raising a claim against a “debt collector,” which is an individual or entity that purchased a debt from the original creditor or is collecting the debt on behalf of the original creditor. In other words, if the debt collector calling daily is the original creditor, you have no recourse against them under the FDCPA. Unlike the FDCPA, a claim under the FCCPA may be brought against any debt collector, whether they are the original creditor or not. The FCCPA also differs from its counterpart in that it also allows a consumer to seek an award of punitive damages against a debt collector. An award of damages under the FDCPA is capped, but a violation under the FCCPA may allow for an award of damages that is virtually unlimited. In a recent case, a federal court in central Florida awarded $22,000 in damages to a consumer, and $10,000 of that award was punitive damages under the FCCPA. A sample of the most common FCCPA violations debt collectors commit include providing information about your debt to someone else; threats or using abusive language; making debt collection calls outside the specific hours; pretending to be someone else; and making debt collection calls to an individual who is represented by an attorney. Kicking Off a New School Year in Miramar BY WAYNE M. MESSAM, MAYOR

reetings My Fellow Residents, How exciting to be kicking off a new school year, focused on the children of our community and getting them ready for their future. The City of Miramar has a number of resources available to enable parents to explore various subjects that might spark a child’s interest in any number of careers. At the end of July, in partnership with Kellstrom Defense and SAFEE Flights, we presented an Aviation Academy for over 100 youth in grades 5 through 12 where the participants actually flew planes and directed air traffic via simulators. This was done at no charge thanks to Kellstrom Defense in Miramar who recognized that we have to get youth interested as soon as possible. What the kids experienced was so much more than seeing a plane take off because the instructors outlined the fact that aviation consists of so much more than flying and landing. The beginning of the school year is also the perfect time to see if your family is eligible for the Mayor’s Internet Essentials Program offered by Comcast. High speed home internet is readily available if your child qualifies for the National School Lunch Program. If so, there is also an option for low-cost computer. The Foundation has worked to ensure students have a path to learning that also allows for individual creativity. Their spoken-word programs have led to award-winning performances by participating students who feel their voices are finally being heard. A number of them have stated that this program has brought them out of their shell, on the road to doing what they love. Simple Estate Planning You Can Do Yourself

E

ffective estate planning is more about advice and counsel than completing forms. Downloading a fillable document seems like a very easy and low cost way to obtain a will, trust, durable power of attorney, or other estate planning document. However, keep in mind that estate planning without an attorney’s counsel may end up hurting your family at the very time you need your estate plan to work. So while we caution against doit-yourself estate planning, there are definitely steps you can take by yourself. One of the simplest and most important things that you should do, no matter your age or marital status, is to verify that assets and beneficiaries are properly titled, and that all beneficiaries are identified. Let’s consider the following all-too-common scenarios, based on recent calls to our office. Sam Jones is a 75-year old man, who has been married to Hazel for over 30 years. Tragically, Sam dies suddenly. Hazel eventually contacts their insurance company and is startled to learn that the beneficiary on one of Sam’s policies is his sister, designated before he was married. Although Sam and Hazel were married for many years, the primary beneficiary was never changed. Review all life insurance and retirement plan beneficiaries to ensure they are current. Sadly, after a long illness Mama Maggie loses her daughter Melissa, a 45-year old divorced woman, with no children. Maggie later learns of a life insurance policy on Melissa’s life, issued years ago by a former employer. The policy shows no named beneficiary, so therefore funds cannot be released without a judge’s order from the probate court. This means probate administration is required. Have you collected life insurance policies, IRAs and 401(k)s over the years? Make sure they all have beneficiaries and contingent beneficiaries designated. Nadine Rogers’ husband passes away. All of the couple’s savings and checking accounts were owned jointly. While sorting through her late husband’s papers, Nadine sees a statement from an old savings account, in only her husband’s name. She is surprised to find out that their bank will not allow her access to the money because Nadine is not named as an owner. As with Mama Maggie, money will only be released with a judge’s order from the probate court following probate administration. Her options are to hire an attorney to start a probate proceeding, or allow the money to eventually be claimed by the state. All cash accounts should either have a joint owner, or be designated P.O.D. (payable on death) to a named beneficiary. There are several other relatively easy things you can do, with the help of an attorney, which can assure your family that your real estate and business property will transfer smoothly, efficiently, and without the need for probate administration following your demise. These include life estate deeds for your residence and buy/sell agreements for stock and other business interests. Estate planning is a deliberate, premeditated act of love. On a recent Sunday, Mayor Messam visited Tony’s Haitian Buffet Restaurant where he met with dozens of residents to discuss public safety issues, upcoming events and city resources. Miramar Police Chief Dexter Williams joined the conversation and met with residents to discuss the many resources provided by the Police Department.
