A Halloween Treat!

T

he memories of summer vacations have slowly faded away. The kids have settled back into their regular school routine, and that typically means mom and dad busy shuttling them around to after school activities. Sports season is in full swing and, thankfully, the heat and humidity are dropping a bit. Finally, we can enjoy family activities and gatherings with friends in our backyards again. These cooler nights signal fall has arrived in South Florida, and that means Halloween is almost here. It’s time to decorate the house with “scary” lights to brighten the spirits of our little ones (and sometimes not so little ones). Let’s have some fun while watching the neighborhood kids roam the streets dressed up in costumes. Be sure to have your camera ready to take some pictures of your children enjoying the trick-or-treating tradition. These are the memories that last a lifetime.

Sunrise Named 2015 “Chess City of the Year” by U.S. Chess Federation Community News

By Beverly Perkins

S

unrise has been named the “Chess City of the Year” for 2015 by the United States Chess Federation (US Chess). The City was selected for this prestigious honor by the Executive Board of US Chess “in recognition of the positive impact (Sunrise) citizens have made on chess in America.” This is the City’s second national award for its scholastic chess initiative. The award comes just two months after Sunrise and Mayor Michael J. Ryan earned an Outstanding Achievement Award in the 2015 City Livability Awards Program from the U.S. Conference of Mayors – also on the strength of the City’s Scholastic Chess Initiative. “We are incredibly proud to be recognized by the United State Chess Federation, the nation’s premier chess organization, for our City’s impact on chess,” said Mayor Ryan. “Support of scholastic chess not only provides well-known academic benefits to students, but helps weave a stronger social fabric, brings families closer together, and generates a positive multiplier impact across all social and generational lines. Our focus on scholastic chess will pay long-term dividends for students following their dreams and employers seeking the best and brightest for the daunting economic, medical, and scientific challenges we face.” Sunrise has collaborated with community partners to promote the academic benefits of chess by creating a multitude of opportunities for those interested in the game. They provided funding for an elementary school pilot program which ulti-

mately led to the introduction of chess in the classroom for 30,000 second and third graders and funded chess training for teachers, families, and community leaders. They also supported the development of after-school chess clubs, established an “Adopt a Chess Club” program and continually hosts family fun chess nights at local restaurants. In addition, the City facilitates free, openplay chess sessions each and every week; conducts an annual “Champions of Chess” student tournament; and launched a rotating “Mayors’ Chess Challenge” event that rallies the support and influence of elected officials throughout Broward County. These series of “Mayors’ Challenges” are free and friendly and bring together elected officials and community leaders with their local students, families and chess players of all ages and abilities. “I am proud that our City Commission unanimously endorsed this innovative and comprehensive community effort to bring chess to as many students and families as possible,” summed up Mayor Ryan. “Our focus has not been on trophies, but on the development of the necessary critical thinking skills chess provides students as well as the benefits of chess for all ages.” This month’s Mayor’s Chess Challenge will be on October 10th from 10:00am-noon at Sunrise City Hall – 10770 West Oakland Park Blvd. - For more information about the Mayors’ Chess Challenge, please call the City of Sunrise (954) 747-4600

Sawgrass Elementary Introduces an Academic Achievement Program By Beverly Perkinst

School News 8

S

awgrass Elementary launched its new Academic Achievement Program (AAP), and had an overwhelming number of students qualify. This program was actually started in 1987 by Mr. Pedro Bermudez in Miami-Dade, and the Sawgrass administration is thrilled to finally institute it in their school this year. Currently, 232 students qualified (25%), but only 225 students/parents elected to participate in this advanced academic program. Principal Roberts says, “The program is very exclusive, but voluntary. Parents of eligible students, students and teachers were required to sign a contractual agreement to be in the program. There is currently a wait list of over 100 students.” The program requires students to maintain high academic standards and appropriate behavior. It also places demands on parents with requirements to support classroom learning with out-of-class and in-school activities. Qualification is based on prior year(s) academic achievement (including Gifted eligibility), work ethic that adheres to the Student Code of Conduct and the availability of seats offered. The AAP curriculum incorporates the new Florida Standards, Next Generation Science Standards, STEM infusion, project-based learning and independent study. 5th Grade students were assessed

in math/reading and science or writing at the end of last school year, and incoming kindergarteners were tested at the end of summer. Only the top 36 average scores in grades K-3 and the top 44 in grades 4-5 qualified. This full-time program incorporates the gifted program by providing groups of students and teachers the opportunity to maximize academic resources, to work within and between grade levels, and for students to receive scaffold instruction which enriches their learning of the Florida Standards. Students in AAP are expected to work at a pace faster and more rigorous than that of their nonAAP peers. Novel studies, consumer debates, oral presentations and student literacy circles are the norms in AAP classes. To be a selected AAP educator, teachers had to have a proven history of working successfully with intellectually talented/gifted students, incorporating STEM, social awareness projects and project-based learning curriculums. It is encouraged that parents engage with their children in order to be sure they are enjoying this academic challenging course. These AAP classes may be rigorous, but they offer an exciting and enriching experience for the students.

Bouncing Back and Giving Back – David Hyler Donates to JAFCO

10

By Beverly Perkins

A

bout 150 people came out to celebrate going back to school at “JAFCO’s Back-to-School Picnic” at the Children’s Village in Sunrise. JAFCO (Jewish Adoption and Family Care Options) is a nonprofit organization that serves abused, neglected and developmentally disabled children in the tri-county area. The event was hosted for foster and adoptive families and children residing at the Children’s Village. The Children’s Village resembles a typical family oriented South Florida gated residential community. It sits on a manicured and lushly landscaped 5.6 acres, has playgrounds, a swimming pool and a bicycle path. There are six group homes on a private residential street with views of a beautiful canal. Each home has six bedrooms and bathrooms and houses up to six children. These homes are staffed by live-in house parents and function as individual “families” that are part of the JAFCO community. Children from newborn until the age of 21 may live in the Village while they prepare to move into a foster or adoptive home, to reunite with their birth family or until they leave for college or are ready for independent living. The children residing in these group homes receive individual, group and family therapy in addition to any medical and psychiatric services they may need. The Village also houses an emergency shelter which accepts children at any hour, day or night, 7 days a week. The Village offers these children a sense of safety and security in a supportive environment where they are never alone and can always feel protected and loved even in the worst of times. During the “JAFCO Back to School Picnic”, children got to choose their own school supplies from a huge selection previously collected in a back-to-school drive. They also got to ride around the Children’s Village on motorcycles by King David Bikers, a Jewish biker group that sponsors the annual picnic. Plus, they enjoyed an inflatable water slide, pony rides, face painting, dancing, a BBQ and a bounce house. This particular bounce house has a bit more significance than most. This bounce house was donated by JAFCO Alumni, David Hyler, the owner of Infinite Creations Party Rentals and Events. Hyler, now 23 years old, was pulled from an abusive situation many years prior and grew up in the Village. This is where he received the love, compassion and support to become a successful adult with the ambition and drive to open his own business. Sarah Franco, Executive Director at JAFCO says, “This bounce house is the result of what can happen when a child who has endured the most horrendous case of abuse and neglect is placed at the most wonderful group home program in the world where he experienced the love and compassion of the amazing staff of this group home program, structure, therapy, guidance, education, friendship, family vacations, a bar mitzvah, birthday parties, holidays, summer camp, high school prom and graduation and college.” Hyler now has a child of his own, attends college and works two jobs to support his family. He decided that it was important to start his own business at a young age that could grow with time. As soon as Hyler launched his website, he called his group home to say, “I own my own company now and I want to give back to you guys by donating anything I have for your events. I hope one day to have money to donate but for now I can bring you tables, chairs or a bounce house.” Of course the center loved the offer and wanted one for the back to school picnic at the Village and also for the Family Fun Day/Open House at the Children’s Ability Center on the other campus. Franco sums it up by saying, “There will be dozens of children jumping in that bounce house and we can only hope that the future holds the only safety, love and hope for each and every one of them.” Among party attendees that day was the Lefkowitz family who came with their daughter Stefani and their new son Ryan. Ryan’s adoption was just finalized the day of the party. There is no doubt that this is certainly something to jump about.

A new chapter in cancer care is here.

Advances in Mammography: Fighting Cancer in 3D Breast Tomosynthesis

Cassann Blake, MD Breast Surgeon

Maria Artze, MD Radiologist

Regular screening mammograms, which create twodimensional views of the breast, can reduce cancer death by 30 percent. But newer technology that creates three-dimensional (3D) mammograms offers important advantages, including greater detection of breast cancers that cannot be seen using those traditional mammograms. In one study of almost 13,000 women, use of 3D mammograms resulted in a 40 percent increase in detection of invasive breast cancer. This new technology is available at both Cleveland Clinic Florida’s academic medical center in Weston, as well as the West Palm Beach location. “Tomosynthesis gathers images of the breast from several different angles, to create a series that forms the 3D image,” says Maria Artze, MD, a Cleveland Clinic Florida radiologist who specializes in breast imaging. “Having these various images reduces the challenge of seeing areas where tissues overlap, and so improves the radiologist’s ability to detect breast cancer.” The technology makes it possible for the first time for radiologists to see a 3D image of the breast. Because of the high level of detail it provides, the images also highlight masses and abnormalities that conventional mammograms might miss. “In images of the breast, dense tissue appears white, and cancer appears white,” says Cassann Blake, MD, Cleveland Clinic Florida breast surgeon. “Tomography gives us much more detail compared to other types of mammograms. Especially for women with dense breast tissue, this detail is important.”

The Maroone Cancer Center is the first hospital-based facility in the southeastern United States to install and operate the most advanced nonsurgical technology to break down tumors. This revolutionary, noninvasive approach using external beam radiotherapy improves accuracy, safety and recovery time. Learn how our holistic approach is helping more patients survive cancer.

appointments 855.324.8153 clevelandclinicflorida.org/cancercare

For the patient during the screening, the procedure will be familiar to other mammograms they’ve had. The only difference is that part of the equipment moves in an arc around the breast, instead of staying stationary. Studies also show that with tomosynthesis, fewer patients need to return for additional mammograms, visits that can cause stress and expense, plus exposure to additional radiation. Research further shows this procedure provides a 15 percent decrease in the number of “false positives,” where tissue looks cancerous but through biopsy (tissue sample) or another exam is later found to be normal. So 3D mammograms can also help women avoid unnecessary biopsies. “Early detection of breast cancer is a key area that we want to highlight,” Dr. Blake says. “Offering the advantages of the 3D mammogram is part of our goal to provide our patients with the best quality of care. Talk to your doctor about whether a 3D mammogram is best for you.”

Sawgrass Elementary Has Their Very Own Karate Kid

Can Do Kid

By Beverly Perkins

M

ost seven year old girls enjoy dance class or gymnastics, but not this spunky second grade student at Sawgrass Elementary. Sofia RodriguezFlorez competes in national and international karate tournaments year round. She recently returned from the “Mexican Open Campeon” held in Acapulco in September where she won the first place sparring trophy. Starting at the very young age of five, she has already received over ten medals and three belts. Naturally, she is striving to obtain the coveted black belt in which she is just 4 away from earning. When asked why she wanted to learn karate, Sofia responded by saying, “My older brother Diego does it and I wanted to do it too.” Diego is a sixth grade student at Baer Middle School and a black belt. He has been practicing for seven years, and now his little sister is following in his footsteps. Besides doing homework from Miss Gomez’s class and studying her spelling words and math skills, Sofia practices her sparring, fighting stance, kicking

and bowing six days a week at American Pride Martial Arts in Sunrise. Their philosophy is to give their students the opportunity to learn this ancient art form of discipline, respect, confidence and self-control. These skills translate into their everyday life which make them successful at everything they do. Sofia was chosen to be on their elite competition team made up of both boys and girls. This team travels all over the country and the world competing amongst other dedicated martial artists. They also perform shows at festivals and present karate technique demos locally. Upcoming events in which Sofia will be competing in is the “Blitz State Finals” Mayan Challenge in Orlando, as well as a world championship early next year where she will represent the United States. If all this isn’t enough, Sofia also enjoys cheerleading at 5 Star Athletics and of course, fighting with her big brother. She says,” I love sparring with Diego because I’m getting stronger than him, and I love karate because I want to defend myself so I don’t get hurt.”

fter almost a year of planning and with the support of such outstanding organizations as Republic Services, Hospital Corporation of America, Sawgrass Grand Hotel, AMTRUST Bank and so many others, the time has come to recognize employees who have extended themselves beyond anyone’s expectations and given back to their community. We are calling these outstanding individuals “Sunrise Business Heroes”. The Greater Sunrise Chamber of Commerce will honor these business heroes for the very first time on October 16th at the new Sawgrass Grand Hotel during the “Sunrise Business Heroes Award” luncheon. Companies throughout the area have nominated their colleagues, their managers and even their owners for this special recognition. Some companies developed committees simply to select their very best nominees and will be attending the luncheon to support their selection. The event is being held in conjunction with National Bosses Day, so every company has many reasons to celebrate with their business colleagues. Many who have not submitted a nomination are welcome to celebrate the dedication of a great boss by bringing her or him to lunch. Michael Ryan, Mayor of the City of Sunrise, will be attending to honor more than 40 nominees from companies small and large throughout the community. Most companies have no recognition program. They are often too busy to take time out to commend those who go beyond their job expectation. The Sunrise Chamber is about to meet that need. The Sunrise Business Heroes is an award program that is open to all business regardless of their affiliation with the Chamber. The goal is to acknowledge the best. Regardless of the job title, the receptionist in the physician’s office or the gentleman who helps with your purchase at the local retail store are all eligible for recognition. It could be the store manager who understands that employees have both a personal and personal life and all needs to be balanced or the employee who by day helps you carry out your purchases to

your car and by night is involved with raising money for a local charity. The Sunrise Chamber has many events throughout the year helping charities and those less fortunate, but this a special time is set aside to honor those who so often are the ones who make our charitable work so successful and balance that with insuring the businesses that employ them are the best they can be. Winners will not be announced until the time of the luncheon. Some tickets are still available for $40. Mayor’s Message

Message from the Mayor By Michael Ryan, Mayor of Sunrise

I

am incredibly proud to announce that Sunrise has been named “Chess City of the Year” for 2015 by the United States Chess Federation (US Chess), the nation’s premier chess organization. Based on input from its members, the US Chess Executive Board determined that Sunrise has made a significant and positive impact on chess in America. We join the ranks of such cities as Chicago, Seattle, New York City and San Francisco, all recognized in past years for their commitment to chess. It is a tremendous honor that we as a community worked hard to achieve. Here in Sunrise, we recognize that scholastic chess offers so much more than the well-documented academic benefits. Chess helps to weave a stronger social fabric, bring families closer together, and generate a positive multiplier impact across all social and generational lines. We know that our focus on scholastic chess will pay long-term dividends for students following their dreams and employers seeking the best and brightest for the daunting economic, medical, and scientific challenges we face. With the unanimous support of the Sunrise City Commission, I worked with Broward County Public Schools and America’s Foundation for Chess to bring the standards-aligned “First Move” chess curriculum as a pilot project to three schools in Sunrise – Banyan Elementary, Discovery Elementary, and Village Elementary. During the 2013-2014 school year, 40 classrooms of Sunrise second and third graders took part in this innovative pilot program. Thanks to our advocacy; the enthusiasm of administrators, faculty, parents and students; the success of the pilot project; and the vision of the Broward County School Board, “First Move” was then adopted in all second and third grade classrooms in public schools countywide in 2014-2015, and again in 2015-2016. As a result, over 30,000 second and third graders annually receive chess education as part of the curriculum in the classroom. Now that the new school year is underway, we’ve embarked on a new season of Mayors’ Chess Challenges. We’re certain that the countywide events hosted by participating cities in rotation throughout the school year will be even more successful and well-attended than last year. Sunrise will host this free and friendly competition on Saturday, October 10, from 10:00 a.m. to noon at the City’s Municipal Complex. I hope you’ll join us there, and at cities across Broward as the series continues through April. Have a wonderful month! Mayor Michael J. Ryan For more information about our great community, including details about upcoming events and programs, please visit us online at www.sunrisefl.gov and www.facebook.com/sunrisefl.

alloween is an exciting night and a treat for young children. It is also an important time to be vigilant for potential safety hazards. The Sunrise Police Department wants everyone to have a happy, fun, and safe Halloween by following these tips.

Parents

▸▸ ▸▸ ▸▸ ▸▸ ▸▸ ▸▸ ▸▸ ▸▸ ▸▸ ▸▸

▸▸ Escort your children and carry a flashlight. ▸▸ Be familiar with the neighborhood where your children will be trick-or-treating. ▸▸ Set specific times for your child/children to be out. ▸▸ Always know who is trick-or-treating with your children. Walk on the sidewalks and not in the middle of the street. Instruct your children NEVER to enter any homes. Stay in well-lighted areas. Inspect all treats before allowing children to eat them. Choose comfortable costumes made of light colored material so they can be easily seen in the dark. Have children avoid masks, which can restrict their vision. Avoid having children carry replica firearms, swords, or toys which can be mistaken for the real thing. Give out only commercially wrapped candy. Teach children their home and/or parent’s cellular phone number in case they get lost. Consider a Halloween party at your residence instead of going out to trick-or-treat.

Message from the Police Chief

Halloween Safety Tips

Trick-or-Treaters

▸▸ Do not trick-or-treat by yourself. ▸▸ If props are carried, they should be made of soft rubber, Styrofoam, or other pliable material. ▸▸ Do not take short cuts. ▸▸ Obey all traffic signals and look in all directions when crossing the street. ▸▸ Don’t run! Walk to your intended destination and don’t dart in and out of cars or driveways. Walk in the direction facing traffic. ▸▸ Only trick-or-treat at homes with their porch light on. Never approach a car offering candy. ▸▸ Wait until you get home before eating any treats.

Homeowners

▸▸ Turn on your porch light so children know it is all right to visit your home. ▸▸ If you are placing a Jack-O-Lantern on your porch, place a glow stick inside instead of a candle. ▸▸ Hand out only commercially wrapped candy. ▸▸ Never invite children into your home. ▸▸ Keep pets away from children. ▸▸ Maintain clear walkways that are free from obstruction. ▸▸ If using candles, keep them away from the path of children. ▸▸ Immediately notify law enforcement of any suspicious activity.

Motorists

▸▸ Drive slowly and cautiously. ▸▸ Look for children walking on the street, running, and darting in between parked vehicles. ▸▸ Be extra careful when entering and exiting driveways. ▸▸ Play your music at a reasonable volume so you can listen for potential children crossing your path. ▸▸ Never drink and drive. The Sunrise Police Department wants to encourage all Sunrise residents to be safe when joining in the fun. Happy Halloween. Hear the Beep Where You Sleep - Every Bedroom Needs a Working Smoke Alarm! By Thomas DiBernardo, Sunrise Fire Chief

L

ocation matters when it comes to your smoke alarm. That’s the message behind this year’s Fire Prevention Month campaign, “Hear the Beep Where You Sleep - Every Bedroom Needs a Working Smoke Alarm!” Half of home fire deaths result from fires reported at night between 11 p.m. and 7 a.m., when most people are asleep. With this in mind, the Sunrise Fire-Rescue Department is working to alert residents to the importance of having working smoke alarms in every bedroom, outside each sleeping area, and on every level of the home. In a fire, seconds count. Home smoke alarms can alert people to a fire before it spreads, giving everyone enough time to get out. According to the latest research from the National Fire Protection Association (NFPA), working smoke alarms cut the chance of dying in a fire in half. Meanwhile, three out of five fire deaths resulted from fires in homes with no smoke alarms or no working smoke alarms.

This year’s Fire Prevention Month campaign includes the following smoke alarm messages: ▸▸ Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home. ▸▸ Interconnect all smoke alarms throughout the home. This way, when one sounds, they all do. ▸▸ Test alarms at least monthly by pushing the test button. ▸▸ Replace all smoke alarms when they are 10 years old or sooner if they don’t respond properly. ▸▸ Make sure everyone in the home knows the sound of the smoke alarm and understands what to do when they hear it. ▸▸ If the smoke alarm sounds, get outside and stay outside. Go to your outside meeting place. ▸▸ Call the 911 from outside the home. To learn more about smoke alarms and “Hear the Beep Where You Sleep. Every Bedroom Needs a Working Smoke Alarm!” visit NFPA’s Web site at www. firepreventionweek.org and www.sparky.org/fpw. As Sunrise Fire-Rescue ramps-up outreach efforts throughout October, fire-fighters will be visiting elementary schools and preschools throughout the City to teach children about “Hear the Beep” and other critical fire-safety tips. Then they will sweeten the deal on October 31st - sharing candy and games along with fire-safety - for Halloween trick-or-treaters, from 5:00 pm to 8:00 pm at all five fire stations. Call (954)746-3465 for details. For on-going safety tips, ‘Like’ us on Facebook at Sunrise Fire-Rescue and follow us on Twitter@SunriseFRD.

What You May Not Know

T

he majority of my Family law practice is devoted to divorce (dissolution of marriage) cases. That, however, is not the only area of family law that I am involved in. There are those cases which do not involve a marriage at all. Here is an example of what I am referring to. Let’s say a couple decides to live together and not get married. During their relationship they have a child, perhaps two. They stay together for several years even after the children are born, but they never get married. After a number of years they grow apart and decide to move on with their lives and separate. The question becomes, what issues might need to be addressed in this relationship. Many of us have heard the term, “Common Law Marriage.” In states that recognize Common Law Marriage, a couple that is together for a number of years is in essence presumed to be married. Therefore, certain issues would need to be addressed based upon their “break up.” Florida, however, does not recognize Common Law Marriages. If a couple has not entered into a state sanctioned marriage, whether it be in Florida or any other jurisdiction, they are not considered to be married in Florida. That can be significant in some cases. Assets or debts will not be addressed in the family court. There will be no provision for spousal support. This is true no matter how many years the parties may have been together. If there are disputed property rights, it will be determined in civil court by the filing of a lawsuit and not by the filing of any divorce petition. Of course, we still have to address the issues involved with the minor children. In Florida, if a child is born outside of a marriage, an action to determine Paternity must be brought. Unless paternity is established, a father will not be granted any of the rights of a parent. If the father wants to share in the parental responsibility or if either party wants to seek child support, a paternity action must be brought. Either the mother or the father can file for paternity of a child. If Paternity is denied, the court will order a DNA test, which will determine if the individual is in fact the father. If there is no dispute, then an Agreed Order of Paternity can be entered. Once it is established, the Father shall have all the same rights and responsibilities of any Father. These rights would include Shared Parental Responsibility and time sharing. It would also require that child support be paid by either the mother or the father depending upon the income of each party, the time sharing schedule and the child support guidelines. The law firm of Evan H. Baron and Associates is located at 1655 North Commerce Parkway, Suite 201, in Weston.
