Youth Advisory Council Engages City Government & Community BY HELEN PENLAND
C
ity officials and residents are very proud of Miramar’s Youth Advisory Council! Members of the Council consistently shine both locally and nationally with the initiatives they develop that directly affect the youth of community. Miramar’s Council is made up of 12 students, all in high school, at Miramar and Everglades High Schools and one member from Somerset Academy. Led by Mayor Messam and Police Chief Dexter M. Williams, one purpose of the Youth Advisory Council is to study local issues, government, and policies.
How Are They Chosen?
Students remain on the Council until they graduate. When a seat becomes vacant, Mayor Messam calls schools to invite students to submit applications for the position. Each applicant submits an essay as to why they want to participate and what they can offer as a member. In a collaborative effort, the Mayor and Chief Williams review each submission carefully. Candidates are interviewed individually prior to appointing the next Council member.
Who They Are & What They Do
Each member of Miramar’s Council is a high performer and maintains an average Grade Point Average of 4.6. They show a strong interest in civic

duty and community involvement. During their tenure as a member, they gain knowledge of public administration, policy, administrative procedures, civic engagement, and obtain exposure to leadership. By working within the city government, members increase their understanding of how different departments operate together to create an environment of success. Child Engagement It will come as little surprise to anyone that there are a number of thriving chat rooms and forums filled with teens detailing ways to get
around parental control platforms. Motivated teenagers can be quite clever. An interesting example of this is my own experience with a great app called Life360. Life360 allows parents to get real-time information about their kids’ location, cell phone use and travel habits (e.g. were they speeding). My kids don’t like this app because it drains battery life. One afternoon, I was wondering where my teen son Justin was. I clicked on the Life360 app, pulled up the map, and there he was, in Pyongyang, North Korea! In reality, Justin was two blocks from home playing basketball, but he had very quickly figured out how to “spoof” his phone’s GPS; something I am quite sure I will never know how to do. Whether parents like it or not, our society is never going back to a time where young people use personal electronic devices less. The entire global culture has quickly evolved with the mobile phone at its center. Experts agree that the best way to keep kids safe online is ta combination of parental controls, mindful oversight and, most importantly, engagement with children. No one knows what teens will be doing ten years from now, but we can be sure it will include even greater use of technology than today.

Four Local High Schools Join Youth Mentoring Program BY HELEN PENLAND
F
our Miramar High Schools (about 250 students) will participate in a pilot program dubbed “Success For Teens” launching during the third week of January 2018. The program, based on the book “The Slight Edge,” is a mentoring system whose goal is to help high school students develop good practices and improve their performance. It also speaks of turning bad habits into good ones. The business book is a great volume regarding traits required to be successful in government and private sectors. Schools participating are Everglades High School, Miramar High School, Flanagan High School, and West Broward High School. The local Chamber of Commerce is working with Broward Educational Foundation to implement the curriculum. Many schools in Broward County offer PIE (Partners in Education) classes for students grades 9 through 12 who have a particular interest in improving their opportunity for success in business pursuits. Partners in Education in Broward County public schools is a program whose goal is to create a school-business partnerships. Their mission
statement sums it up: “To improve student performance by forging meaningful connections between the education and business communities.” The 2018
roll out in the county includes 15-20 high schools. The Chamber is seeking a total of nine mentors (or facilitators) who can dedicate three hours per week for the schools. To this point, they have five committed persons. All facilitators must undergo a back-
ground check and training prior to working with the students. Training is approximately four to five hours which began in December and continues in January. Classes will be held in the various schools. Mentors gear their discussions toward skills not always taught in schools. Their purpose is to stress soft skills including: ▸▸ Good business communication skills ▸▸ Partnering with the business they work for ▸▸ Consistently being on time for work ▸▸ Working hard ▸▸ Interview skills ▸▸ Diplomacy in the workplace ▸▸ Working in a team environment ▸▸ Networking and engaging other people Partnering with the school-business program in Broward County Public Schools gives sponsors and facilitators a chance to influence students in a positive manner. They are the future of our community and this program provides a robust base for their success. There are openings for program facilitators and sponsors of youth programming. Attendees spoke of the importance of the day and the event, as well as the Mayor’s strong support of not only the day’s meaning, but his connection with people. THE DONOWAY CENTER NEW HOPE FOR ADVANCED PANCREATIC AND LIVER CANCER PATIENTS Patient’s once diagnosed with locally advanced Pancreatic and Liver Cancers were given little hope and often offered limited treatment options all with certain short life expectancies despite the treatment they were receiving. However, a new procedure called Irreversible Electroporation, also known as IRE or NANO-KNIFE for short, has changed all that. Patients are seeing a doubling and tripling of their life expectancies based on recently published reports. Though currently used in patients with known locally advanced disease it has now found its place in the operating room and used when patients are “unexpectedly” found to have more advanced disease than pre-operative imaging shows.

Dr. Robert Donoway, a surgical oncologist trained at SloanKettering, is the only surgeon performing these procedures. During the procedure, in the operating room, after it has been determined that the patient’s tumor is non-resectable, fine needle probes are placed through the tumor using ultrasound guidance to ensure there is no injury to critical structures such as the Bile Ducts and Portal Vein. High voltage current up to 3000 volts is delivered through the probes in 90 microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The procedure lasts between 1 & 2 hours using imaging to follow the ablative process. After the procedure is completed the probes are removed and the patient is taken to ICU step down for a 24-hour observation period. Most patients are discharged in 2 or 3 days following surgery and because there is no major surgery to recover from they are able to start postoperative neo-adjuvant type chemotherapy and radiation sooner. After 3 to 6 months of combination treatment patients are re-evaluated and restaged. A number have been converted to Resection candidates, which is still deemed the standard of care. Preliminary results have been very encouraging and have more than doubled many patients' life expectancy. Clinical trials are ongoing to use new novel agents including monoclonal antibodies and vaccines as the next line of treatment in this highly selected & heavily pre-treated group. exceed the status quo. Imagine our city offering our youth professional development for the high paying industries located in our city. Imagine Miramar being a tourist destination by expanding sports tourism while offering high performance training to our residents. Imagine Miramar attracting even more corporations with high paying jobs in emerging industries like medical sciences, artificial intelligence and technology! Right now, we are off to a great start. There are a few developments worth mentioning that will not only make 2018 a success but put us on the path to doing just that. In an effort to introduce high performance tennis and expand sports tourism in Miramar, the City Commission approved a land lease deal to relocate the American Tennis Association to the City of Miramar. The project includes a tennis arena, 20 USTA certified courts, a Black Tennis Museum and Hall of Fame and potentially, a small hotel to be built at Miramar Regional Park at no cost to the City. The project has been endorsed by the Greater Fort Lauderdale Convention and Visitors Bureau and our local tennis community. Our youth in Miramar will now have a place to develop their skills and compete globally while visitors from across the nation will play in tournaments bringing millions of dollars in proven economic impact to our business community. On the economic front, 2018 will see the arrival of Apotex Pharmaceuticals. Miramar will be their US Headquarters for R&D and packaging. Their $185 million investment will create many employment opportunities not only for our residents but will open a new supply chain opportunity for our business community. How to Select an Estate Planning Attorney BY BRUCE IDEN, ESQUIRE
F
inding an estate planning attorney can be overwhelming. Here are some pointers to help you make the right choice. ▸▸ Qualifications. It is fair to question an attorney as to how they developed their estate planning expertise. Often attorneys who are transitioning from other practice areas may present themselves as an estate planning attorney although they have little actual training or experience. Ask how many trusts have they drafted. Do they hold any advanced degrees? To which professional associations do they belong? Keep in mind that it is impossible to be an expert in all areas of the law. ▸▸ Attorney’s Fees. Price is always an important factor. However, making your selection solely on price may not be wise. In setting fees, a reputable attorney will consider the amount of time that they will need to invest and the complexity of the plan. Once they know what needs to be done, they can quote a fee. ▸▸ Customized Documents. A high-quality estate plan should be custom drafted to fit your individual and family needs. Be suspicious of firms who quote flat fees over the phone for anything more than a simple will, or who advertise low prices for trusts. This often means the attorney does not draft custom documents, but rather uses the same boilerplate document for each client and simply fills in the blanks. That is not planning, it’s word processing. ▸▸ The Process. During your planning meeting, your attorney should spend several hours with you and your spouse gathering detailed information about you and your loved ones, including your hopes and fears. Whether you are single, divorced, widowed, married, or have a blended family, the planning process should also include a lot of interactive questions intended to help formulate your unique plan. ▸▸ Additional Services. Be sure to ascertain exactly which services your attorney provides and whether there are additional costs for: trust funding (changing title and/or ownership to your trust), answering questions and telephone conversations with you or your financial advisors, reviewing and explaining your estate plan with your successor trustees and with your family in the event of your disability or death, future modifications to your estate plan, and recording and filing fees. ▸▸ Success. A successful estate plan establishes clear instructions for your successors and trustees as to what they should do to achieve your objectives. Your attorney should work with your team of professionals (financial planners, accountants, life insurance advisors), to advise and assist you and your successors. Be sure to look for an estate planning attorney with whom you and your spouse feel comfortable and at ease. Planning is not a transaction, it is a lifelong exercise. Chemistry is important, as is competence and shared values. Do your research. Ask questions. Life can change in an instant. What are you waiting for? Getting Your Child’s Eyes Ready for the Classroom BY MICHAEL CHESEN, OD
M
any doctors believe that around 80% of learning occurs through a child’s eyes. Since a child’s eyesight may change frequently, consistent eye and vision care is crucial to a student’s classroom success. Surprisingly, most parents are not including eye exams as part of their child’s back-toschool doctor’s visit line-up. Furthermore, survey results show that over 50% of parents don’t take their child for an eye exam until at least age three. The AOA actually suggests that children receive their first eye screening at six months, then comprehensive vision examinations starting at age three, before beginning school. Exams should continue to be booked routinely every other year from that point on. Often the issues a child deals with in the classroom can come from sight difficulties. The number of students who are suffering from undiagnosed vision problems is quite high. Over 60% of students classified as students with learning-disabilities actually have undiagnosed vision problems. Your child will be much better off if you take a proactive role in ensuring your child is seeing properly. Don’t push off your child’s first vision screening until kindergarten. Pediatricians should perform a dilated eye exam to discover any serious eye problems within the age of two months. Every child should have a complete eye check-up by age five, since early intervention can make a difference. Additionally as a parent, it’s important to see whether your child is reading sufficiently. Generally, kindergarteners are excited to look at books and try and figure out words. Children that don’t read books may be experiencing a vision problem. Before you assume the worst, it’s a good idea to get a vision examination. And vision is an essential component for school work. If a child’s eyesight is flawed, increasing visual demands, such as finer print in textbooks or more homework, can considerably change a student’s success. At the same time, new technology in the classroom, such as using interactive SMARTboards, can also possibly exacerbate less obvious vision issues. Without proper eyesight, children may suffer not only at school, but also mentally, physically and emotionally. Before school starts this year, make sure your child’s vision is on par! SEEN ON SCENE The City of Miramar’s Town Center Plaza gloriously lit up to ring in the Holiday Season! There were several performances by choral groups accompanied by other events for adults and children. An entire Holiday Show entertained everyone and there were special guests from the North Pole, too! The Mayor and other dignitaries attended in addition to hundreds of residents.

On December 5th, the “Polar Express,” escorted by the Miramar Police Department, arrived at the Miramar Town Center plaza. They delivered toys to children for “Operation Blue Squad.” From bicycles to games, the “Polar Express” made many children happy!
The Miramar Cultural Center Artspark presented “Black Angels of Tuskegee,” a fabulous performance dedicated to the the Tuskegee Airman, the first African-American fighter pilots in the U.S. Air Corp. They helped change the course of WWII and history itself. A passionate play, the performers interacted with attendees after the show, which made it a more emotional and personal experience.
