S

outh Florida is a great place to live. This idea is something that most people reading this magazine already believe. It is, however, something that many people from other parts of the country are just now discovering. Financial firm Goldman Sachs is the latest major New York employer rumored to be moving one of its largest divisions here. According to multiple sources, almost 1,000 people move to Florida each day, with about half of them coming to South Florida. Our combination of natural resources, a less expensive lifestyle, and no income tax has served as a magnet for people and employers from around the county. This trend has only accelerated during the pandemic. We are excited. Our new neighbors will bring new perspectives, more financial resources, and add to our collective culture. They will also help us more quickly pull out of the financial and public health crises we are facing. So, if a new neighbor from “up north” moves in on your street, stop by, say hello, and give them a warm welcome! Sincerely,

Terry & Christy Jaillet

Miramar Dad is All About Dollars and Sense By Beverly Perkins

B

y day, Robert L Lassegue is a consumer banking executive for Bank of America. But by night, the Miramar resident is a regular dad who just wants the best for his children and everyone else’s. Fortunately, his professional position allows him to better understand the challenges of planning for the future in today’s present economy. “As a father of three myself, I’m seeing firsthand the difficulties of planning for such an uncertain future. My son is heading to college next year and currently deciding whether he should complete his undergraduate studies at home due to the pandemic,” said Robert L Lassegue, Senior Vice President, Fort Lauderdale North

Robert L Lassegue

Miami Region Executive, Consumer Banking for Bank of America. “And while I don’t know what the next few months will hold for his situation, I have been using this time with him to share key money advice that I learned at a young age.” Currently, student life looks quite different at all grade levels as does the first day on the job for recent graduates during this unforeseen time. The astute professional believes that one way to help prepare young adults for whatever lies ahead is by teaching them basic financial skills during these transitional years. “We’re living through a difficult time, but we’re all working through it together. As

young people prepare to go back to school or enter the workforce, having healthy financial habits can make all the difference. Regardless of what your young adult is planning next, take advantage of this time together to help them build the skills that will guide them toward a financially secure future,” exclaimed Lassegue. Five Habits to Raise Fiscally Savvy Adults: Track Spending and Create A Plan Getting in the habit of tracking expenses will help identify excess spending and find areas to save. Put together a budget that tracks your expenses and update it regularly as your spending habits shift. As we have seen this year, financial situations can change rapidly, so the spending plan should reflect any changes to your lifestyle. Start Saving and Create an Emergency Fund An emergency fund can provide peace of mind and act as a buffer for unexpected expenses. One of the benefits of tracking spending is that it will help find money to save. For example, if it’s just $20 a month from old recurring subscriptions that can be canceled, the important thing is to start building your savings muscle. “At Bank of America we have an account geared specifically for young adults called the Advantage SafeBalance checking account, which allows students to bank without the worry of overdraft or nonsufficient fund fees,” explained Lassegue. Make Savings Automatic. Consider scheduling automatic savings transfers so it is one less thing on your to-do list. These reoccurring transfers are also a great way to build up an emergency fund. Schedule auto-transfers for payday to pay yourself first and ensure you are making progress toward your savings goal. Be Smart with Credit. When used responsibly, credit cards are a great way to manage expenses and build good credit, which can come in handy. To use a credit card wisely, plan out purchases in advance, keep a close eye on your expenses to avoid overspending and strive to pay on-time and in-full. When possible, choose a credit card with rewards that match your existing spending habits. Use

16 / Our City Miramar / January 2021 / OurCityMedia.com

your spending tracker to see where you are spending the most (groceries, online shopping) and do a little research to find out which credit card has the best rewards for that category. Tackle Financial Stress, Head-On. Being a student is stressful enough under normal circumstances, but add in the financial stress of the pandemic, and young adults can feel overwhelmed. Confront financial stress by focusing on the main sources of anxiety. Maybe it is paying off credit card debt or saving for future student loans. Set reasonable goals to pursue in the short term and establish an easy to follow monthly plan. “Young adults like my 17-year-old son who are currently weighing their options for college should hone their basic financial skills now to have a successful future no matter what career path they choose to take,” added Lassegue.

T

he United States’ first museum dedicated to Caribbean life, culture and history just opened its doors at the Westfield Mall in Plantation. Island SPACE Caribbean Museumis a museum, exhibition, and event facility in Plantation, Florida featuring a collection of artifacts, iconic paraphernalia, cultural relics, and historical data representing South Florida’s Caribbean communities. The project fulfills the need to create a unified space for exploring and celebrating the ancestry, heritage, and common traditions shared by Caribbean nations. Within the facility, exhibits, archives and artifacts from around the Caribbean tell the stories of the region’s robust and colorful history, while emphasizing and highlighting contributions to U.S. culture and economy. It is a nonprofit organization dedicated to the development and advancement of arts, culture, history, and educational initiatives that represent the Caribbean region in South Florida and the broader diaspora

Grab & Go - Broward Schools Feed Families During Break By Jon Duka

amilies throughout Broward County let “someone else do the cooking” over the Holiday Break thanks to Food and Nutrition Services at Broward County Public Schools (BCPS) The school system offered free Grab-and-Go meals to any family with children, regardless of

where they attend school. The extra meals were distributed to families with kids under 18 years of age on December 15 through December 17th. Children and their parents were allowed to pick up multiple meals by walking or driving through the car or bus loop at multiple schools across the county. The program was put in place to help offset the costs of feeding families during the holidays for those most impacted by the pandemic. BCPS began food distribution in March, 2020 and has not wavered. With most students still learning from home, meals have been distributed through the drive-up/ walk-up system to any needy child or family. BCPS anticipates continuing with meal distribution through the end of the school year at a minimum. Students will be welcomed back for the second semester on January 4th. Families were asked during mid-December to

THE DONOWAY CENTER NEW HOPE FOR PANCREATIC CANCER PATIENTS

Robert B. Donoway, M.D., F.A.C.S., F.S.S.O. Diplomate American Board of Surgery Diplomate, Society of Surgical Oncology Former Medical Director Memorial Cancer Center Medical Director, Atlas Oncology: Institute for Pancreatic Cancer IRE/NanoKnife Ablation

Patients diagnosed with Pancreatic Cancer have few treatment options. However, a new procedure called Irreversible Electroporation or IRE for short has changed that for many patients who are seeing a doubling and tripling of their life expectancies. Dr. Robert Donoway, who has one of the largest International experiences for performing this procedure on the pancreas and liver is a Hollywood based, Sloan Kettering trained Pancreatic Surgical Oncologist, and former medical director of two of the local cancer programs remains among a very small handful of Pancreatic surgeons who perform the procedure which is done in the operating room as an outpatient. During the procedure, Dr. Donoway places fine needle probes under direct ultrasound guidance into and around the pancreatic tumor while carefully avoiding critical structures. High voltage current up to 3000 volts is then delivered in 90-microsecond pulses synchronized with the patient’s heart rhythm to avoid any cardiac problems. The pulses destroy the cancer cell membranes which then causes the tumor to die and be absorbed by the body. The average procedure lasts approximately 1-2 hours and the patients may be discharged the following day. A brief recovery means the patient can start chemotherapy and radiation that much sooner. Dr. Donoway is participating in several clinical studies identifying the best chemotherapy and immunotherapies to be used along with IRE. Dr. Donoway states, “The results so far have been very encouraging and we have begun using it for other select cancers. The longest survivors are now out over 5 years and without evidence of cancer recurrence. In the past, without IRE they would have been likely to have only lived a year and so this technique opens the whole new avenue for treating those eligible patients in a more targeted fashion.”

MESSAGE FROM THE MAYOR

Greetings Miramarians! By Mayor Wayne M. Messam

H

appy New Year - 2020 was an unprecedented year met with many challenges in our community. The city and our residents were faced with a pandemic, executive orders that changed our normal way of life and in some instances cost the lives of our family, friends and neighbors. Despite all of these challenges, we count our blessings and give thanks to be able to see a new year. The City of Miramar responded to these challenges and partnered with our residents and business community in providing resources to help feed families, assist with rent payments and provided valuable business support to help our community navigate this stressful time. We thank the heroes who live and work in our great city – Police and Fire in addition to the doctors, nurses, technicians and all who are part of the Memorial Healthcare System. It was a proud moment to have Memorial Hospital be one of the first facilities to receive and inoculate patients with the Coronavirus

Vaccine in the state of Florida. Witnessing this historic moment was a fitting way to close out a very difficult year for us all. As we embark on 2021, we are optimistic that our worst days are behind us. Miramar will continue to stand by our community as we rebuild, restore and renew. A specific challenge that some of our Miramar families are facing is the need for internet access for our Miramar students who are taking virtual classes in our public schools. Families struggling to pay for internet access is an extreme barrier for our students and their need for quality education during this pandemic. In response to this dire need, the Mayor’s office will provide free internet access for 100 families in Miramar in partnership with the Comcast Internet Essentials Program. For $9.95 per month for six months, my office will provide internet to families with children who attend schools in Miramar with free internet services so they can continue their education without disruption. If your child attends a Title 1 School in Miramar, your family is eligible. Please contact your child’s school principal for additional

information. I could not think of a better way to assist our future leaders and scholars in their quest to get a quality education and because this need extends beyond the city of Miramar, I am challenging my fellow Broward County Mayors to do the same in their cities. If you would like to make a donation and help sponsor families in Miramar, please contact my office at 954 602-3198 or email wmessam@miramarfl.gov 2021 will be a pivotal year for the City of Miramar. We have our upcoming municipal elections taking place on March 9, 2021. I encourage all residents to vote and participate in electing your City Commissioners. There are important issues in our city that will impact the direction of our amazing city and that direction will be determined by the commissioners voted in by residents. Your local municipal elections are just as important as electing your state and federal leaders. Local elections impact your property taxes, local traffic, issues relating to our first responders, affordable housing and economic development. Please do not sit out our local March 2021 elections. I also invite you to tune in to my Conversations with Mayor Messam on the city’s facebook page - www.facebook.com/ cityofmiramar/live/. Our most recent topics covered Tropical Storm Eta flooding, the Broward Up initiative with Broward College and Miramar Sports Programs in our parks. Upcoming Conversations topics will include Public Safety and Miramar PD, e-sports in Miramar, virtual Aviation Expo and more, so tune in for information about your city. As we prepare to witness the inauguration of our 46th President, we look forward to working with the Biden/ Harris Administration and our congressional delegation to ensure the city of Miramar federal agenda is met for the benefit of our community. Yours in Service, Wayne M. Messam Mayor, Miramar

appy New Year! If you’re like many people, you might have resolved to exercise more in 2019. Starting a new exercise routine can result in foot and ankle injuries if you’re not careful. Here are answers to commonly asked questions by new exercise enthusiasts:

Why does the bottom of my heel hurt?

Plantar fasciitis is a very common overuse injury. Dramatic increase in activity over a short period of time, coupled with poor supporting footwear, can ignite an episode of sudden heel pain. Treatment includes but is not limited to: offloading, stretching, orthotics, cortisone injection, platelet rich plasma, shockwave therapy, and end stage surgery if conservative care fails.

Why do my legs hurt?

Shin splints can either occur in the front outside or back inside portion

of the leg. They also tend to occur when the patient has flatfeet and tight calves. Shin splints is a very common overuse injury. Treatment includes but is not limited to: offloading, stretching, orthotics, compression sleeves, and physical therapy.

ical therapy.

Why does the outside of my ankle hurt?

Peroneal tendonitis occurs after distance running on uneven surfaces. These tendons serve as ankle stabilizers so cross training on several different terrains can cause inflammation. Treatment includes but is not limited to: offloading, orthotics, ankle brace, and physical therapy.

Why does the back of my heel hurt?

Achilles tendonitis is likely to occur after repetitive ankle motion type exercise and activity. Excessive jump rope, plyometrics, stair climbing, and distance running on hills can create inflammation to the achilles tendon. Treatment includes but is not limited to: offloading, stretching, orthotics, heel lifts, and physical therapy.

ost clients who initiate estate planning do so to provide for their loved ones’ needs, and to avoid burdening their family after they are gone with probate and administration expense and delay. But, no matter your reason for initiating estate planning, it is imperative that you understand what your options are, and how a thoughtful estate plan can work for you. Your plan may be simple (just a will), or more complex (a revocable living trust). Let’s examine the estate planning process by exploring the areas we refer to as the three p’s of estate planning. People - Who are the important people in your life? Your important people likely include your loved ones: your spouse or partner, children and grandchildren, and perhaps your parents, siblings or other relatives. Beyond these people, other important “people” could also include charities, special causes, colleges or universities, or churches or temples to which you are connected. For some, important people may also include pets. Spend some time thinking about the impact others have had on your life. Make a list and jot down notes. This is where the planning process begins. Property - By property, we are referring to your assets in general. PuzzleJunction.comCompile a list of the assets you own or control. At this point, you do not need to identify policy or account numbers, or exact dollar values. Rather, think about your assets in terms of their nature (including cash, stocks, bonds, businesses, real estate), their value, and your ownership interest. Do you own assets in your name only, in joint tenancy with someone else, or through some other arrangement? Be sure to include often-overlooked assets such as life insurance (death benefit), money owed to you, and any inheritance you may expect to receive. Plans - After identifying the important people in your life and your property, the next step is to consider plans for those people (including yourself), and your property in the event of your own incapacity or death. Whom would you select to make decisions if you could no longer do so yourself? Would the same person handle your finances and your personal and health care decisions? Who would care for your minor children? Who will run your business? How would you distribute your assets to your “people”? Would you like to minimize the impact of estate taxes, or maximize the impact of a charitable bequest? Is there a member of your family with special needs whom you would like to provide for? And finally, is there someone who perhaps should not receive an outright inheritance, without a third-party to manage investments and distributions? These are just a few of the issues to consider when approaching the planning process. An experienced estate planning attorney can help you explore all of these areas and work with you to develop a plan for your unique situation. Life can change in an instant. What are you waiting for?

MESSAGE FROM THE POLICE CHIEF

2020 Was Quite a Year! By Police Chief Dexter Williams

A

message to my residents:

2020 was quite a year! And that’s an understatement. From a global pandemic, to national unrest and political strife, this past year was a challenging time for our agency and the community we serve. In the midst of all this change, we continued to provide the highest level of law enforcement services. I would like to take a moment to recap the department’s accomplishments, service to our community, and vision for the new year: Our Hoops for Hope basketball tournament awarded five $1,000 scholarships to high school seniors in Miramar. The pre-COVID tournament also encouraged

positive competition between teams consisting of employees and residents from across the county. Under my leadership, as president of the Broward County Chiefs of Police Association (BCCPA), we created a five-point plan for police departments in Broward to: eradicate bad police officers; re-examine use-of-force policies; train and track officers’ behavior; educate officers on systemic racism, bias, and cultural differences; and increase the community’s trust in law enforcement through transparency and accountability. Working with Broward Crime Stoppers Miramar PD spearheaded a new initiative, with a $20,000 donation, named Mendell’s Rule. Birthed from the senseless killing of a Miramar High Criminal Justice Program student, Mendell Butler-Lebel, the new tip initiative, increases the reward money for information leading to the arrest of those who murder juveniles, helping keep violent criminals off the streets. Our commitment to safety and community service is a priority. We provided free bike helmets and gun-locks to residents and supported weekly food distributions to those financially impacted by the pandemic. Our officers were happy to participate in parades celebrating birthdays, graduations, and other milestones, helping bring joy to those who couldn’t celebrate with their family and friends. We also partnered

with philanthropic organizations to donate snacks and school supplies for students, Thanksgiving turkeys, and desserts to at-risk families and continued with our annual Shop with a Cop Program and toy drives to brighten the holidays for children in need. Our Code Compliance Unit, along with our road patrol officers made thousands of visits to businesses to educate and ensure community compliance with mandates created to prevent the spread of COVID-19. Education campaigns on topics to include traffic-related issues and crime prevention were also a priority. As we embark on 2021, the Miramar Police Department will continue to foster technology for the new age of policing and maintain transparency to support the legitimacy of public safety. We will be providing our residents in our historic area with a state of the art police sub-station, due to open in February. This year, our focus will be on recruitment - hiring qualified candidates that are committed to community-oriented policing and providing the best service to our residents and businesses. I began my career with the Miramar Police Department 28 years ago. I have watched this city grow and transform into a thriving community. Although my retirement is on the horizon and my tenure as chief of this amazing department is coming to a close, I will continue to reside in Miramar confident that I leave this agency in great hands. Miramar remains the best place for me to live and enjoy the next chapter in my life. I have renewed hope that with this new year, a brighter future is on the horizon. Thank you for the support you have given me and this department. Here’s to a great 2021! An Honor to Serve, Dex t er M. William s Chief of Police
