Adult Day Care Center Elevates Care in the City of Miramar COMMUNITY NEWS

BY JILL SHARPE

T

he City of Miramar opened a new adult day care facility on Saturday, January 28th. The South Central/ South East Focal Point (SCSEFP) Adult Day Care Center is located at 8915 Miramar Parkway, Miramar, FL 33025. The city hopes to elevate care in the community at the 3,800-square foot onestory building. It boasts features that include a covered drop-off area, secured reception area and staff offices. The facility will provide a full compliment of services, including social, therapeutic, group and individual activities; physical exercise; caregiver respite; support groups; and, information and referral services. It is also located near emergency rescue should a medical emergency arise. The City’s development of this type of facility recognizes a population that is living longer, adults who have special needs, and family caregivers who are still in the work force in need of a respite during their day. “I championed the new Adult Day Care Center as one of my top priorities, to provide services to the most vulnerable in the Community, our seniors as well as our children” said City of Miramar Commissioner Yvette Colbourne.

“This adult day care facility will allow for us to provide the much needed continuum of care which will afford our residents the ability to age in a place within their own Miramar community with the dignity and respect they deserve,” added Marva Ricketts, Director of Social Services for the City of Miramar. When considering Adult Day Care Services, clients must be 18 and over and be assessed by the City’s Social Services Department. To schedule an appointment for an intake assessment or obtain more information, call (954) 883.5220.

Assistant City Manager Vernon E. Hargray Retires With a Rededicated City Facility in Honor of His Legacy

14

BY JILL SHARPE

V

ernon E. Hargray holds a commendable track record of significant contributions to the development of the City of Miramar’s footprint. On January 27, 2017, he retired with yet another, the rededication of the City’s Youth Enrichment Center (YEC) at 7000 Miramar Parkway. This rededication has renamed the facility to the Vernon E. Hargray Youth Enrichment Center. YEC is amongst several facilities in the City that Hargray made his mark on as an Assistant City Manager. The facility was developed from a vision that saw repurposing the land of the City’s former Wastewater plant to a recreational resource, as a more viable use for neighborhood children and the community. Its development was part of key components deliberately designed for hubs in the eastern, central and western corridors of Miramar’s linear landscape. Ultimately, they would represent planning considerate of the resident’s quality of life needs. Today, YEC continues to administer programming that engages its amenities of tennis and basketball courts, recreational spaces, large indoor gym, weight room and offices; and most notably Hargray’s impact. His retirement comes after 20 years of employment at the City of Miramar and a collective of 30 plus years of government experience at various municipalities in Broward County. “The facility rededication is amongst the highest honors that the City has bestowed; Mr. Hargray’s indelible impact can be felt throughout the City, from its employees to the residents and its business community. This is why his contributions are most deserving of this honor,” said Kathleen Woods-Richardson, Miramar City Manager.

Working for the Residents of Miramar

“I have been a faithful and humble servant for the City of Miramar. I ask for your support to serve 4 more years.” – Yvette

“I always knew that I wanted to make a difference in the world, to give back in some way and to help others. I am very fortunate to have been given the opportunity to serve as Commissioner in Miramar and to be a part of history. I am a 25 year resident of Miramar, and I have seen our city grow over the years! From the east to the west, we have all witnessed the expansion and progress in our beautiful city; our adult daycare center for seniors, new parks and after school programs for our kids and a new state-of- the art Police Headquarters. As I ride through Miramar, I am so very proud to call Miramar home. My first election was in 2013, I worked countless hours a week knocking on doors and getting to know as many residents as I could. I wanted to hear your concerns and suggestions, and I listened, I took your ideas with me when I went into office. My vision for our city is “ONE MIRAMAR”, advocating for equal services for all of Miramar. “ONE MIRAMAR” is a multicultural city with people of all cultures, living, working and socializing together as one community.

I am a Jamaican descendent, born in Panama and raised in New York before moving to the city of Miramar. I obtained my Bachelor’s Degree and my Master’s Degree in Public Administration and I have many years of professional experience in the public sector. I retired from Miami-Dade County after 30 years of service and now I am using my leadership and administrative skills to serve our City as your Commissioner. I take my job very seriously and that’s why I am your full-time Commissioner. My colleagues and I have many accomplishments including the following: 1. Keeping our taxes low 2. Hiring more police officers to keep our city safe. 3. Funded a new fire station. 4. Funded small business development grants 5. Promoted equality between Historic East and West Miramar On March 14th , I encourage you to cast your vote, for me, Yvette Colbourne, so that I can continue my work for our city. As a wife and Mother, I want only the best for my family and yours! I have served you with high ethics and integrity and will continue to fight for our city!”

Credit Union Executive Receives 2017 Outstanding Alumni Award from Michigan State University BY JILL SHARPE

A

my McGraw, vice president of marketing at Tropical Financial Credit Union in Miramar, has been named a 2017 Outstanding Alumni Member by Michigan State University’s College of Communication Arts and Sciences. The award recognizes those graduates who have achieved the highest level of professional or academic accomplishment and have proven service to the community. McGraw graduated from Michigan State in 1989 with a Bachelor of Arts degree in Telecommunications. Following a successful 11-year career working in TV production, she took her first job in marketing with a Michigan-based financial services company. That paved the way for a new career in the credit union industry. For five years, she was in charge of marketing and business development at a prominent Detroitarea credit union. Then, in 2011, she was recruited for a position as vice president of marketing for Tropical Financial Credit Union where she oversees all marketing and communications activities for the $650 million institution. During her time at Tropical Financial, she has created several memorable and award-winning campaigns and has played a significant role in growing the credit union regionally. “When I received the news I was so incredibly humbled by this honor,” said McGraw. “When I was a senior in high school, Michigan State was a top five

telecommunications school in the country so it was the only the only university I applied to attend, and my dream came true the day I was accepted. They continue that tradition of excellence today, ranked in the top 10 in the world for communications and media studies. I owe a lot to the University and the communications school for preparing me for my life’s work, and I appreciate the alumni association for continuing to connect Spartans together throughout the world.” Although she lives in South Florida, McGraw remains tied to her alma mater. She is the president for the South Florida Spartans, the local chapter for the MSU Alumni Association. The club organizes events where other MSU alumni can engage with each other supporting local charities, raising money for scholarships to Michigan State and organizing athletic watch parties to cheer on the Spartans among fellow alumni. McGraw is one of just over 200 Michigan State Communications School Alumni to receive this prestigious award since it was conceived 45 years ago. Candidates must be nominated to the Alumni Board for review of their significant accomplishments in their field, community and/or university service for final consideration and selection. She will officially receive the award at special ceremony in Lansing, Michigan on April 8th.

Miss Haiti, Raquel Pellisier, Honored by Mayor Messam and City Of Miramar BY JILL SHARPE

F

resh from being named First Runner Up in the Miss Universe Pageant, Miss Haiti, Raquel Pellisier, was welcomed by Miramar Mayor Wayne Messam for a standing room only reception by the residents and guests of the City of Miramar. The reception took place at the Miramar Cultural Center and was attended by over 200 guests who gave Pellisier a standing ovation as she entered the room. The message Miss Haiti left with was that the community as a whole was so proud to have her represent not only the Haitian Community, but the Caribbean Community as well. In attendance as well were members of Pellisier’s family who were all moved to witness the outpouring of love for their cherished family member. “It was truly an honor to have so many welcome such a role model for our Miramar young ladies,” said Mayor Messam. “Pellisier speaks four languages, is continuing her studies in optometry and competed as Miss Haiti in the Miss Universe Pageant, coming in as first runner-up. This reinforces the message that our youth can aspire to be all they desire to be,” Mayor Messam said.

Story of Columbine Massacre Victim Inspires Kindness and Compassion at Glades Middle School and Around the World SCHOOL NEWS

BY JILL SHARPE

O

n April 20, 1999, Eric Harris and Dylan Klebold, walked into their own high school in Littleton, Colorado and went on a shooting rampage that ultimately killed thirteen people. The two teenage shooters, then turned the gun on themselves. The Columbine school shootings were the worst in the history in United States. The two young gunmen had extensive histories of being bullied at school and were perceived as social outcasts, which no doubt contributed and motivated their actions at Columbine High School. Although many debated the issue of gun control, the central focus of discussions across the country amongst parents, children and educators was on bullying. Rachel Scott was the first victim that was killed in the Columbine massacre. Out of Rachel’s death came revelation- she had left her writings behind, including seven diaries filled with her visions of kindness, compassion and changing the world. In her final school essay before she died, she wrote these words, “I have this theory that if one person can go out of their way to show compassion, then it will start a chain reaction of the same. People will never know how far a little kindness can go.” Rachel was inspired by Anne Frank and Dr. Martin Luther King and their messages of hope, kindness and a call to be compassionate to others. Rachel’s life and legacy was to effect change in a purposeful and meaningful way, to affect the lives of those around her. Rachel’s Challenge, a non-profit, was born out of the seeds that Rachel planted during her short life. Her simple demonstration of kindness and compassion led others to contact the Scott family and relay to them how Rachel’s simple acts of kindness had changed their lives, even saved their lives in some cases. “Rachel’s message is a timeless story, “ says Larry Scott, Rachel’s uncle and one of the 52 speakers that travels around the world sending out her message, “kindness is one of the nine fruits of the spirit, that was Rachel.” Since the program started, over 23 million people have heard Rachel’s story around the world, at least eight school shootings have been prevented, and over 500 suicides have been averted. “When people see it, they see the impact it has on kids and adults, it is a life changing experience, not just a presentation, “ says Scott. To bring this incredible program to Broward County, The Choose Peace/Stop Violence initiative, a partnership between United Way of Broward County, Broward County Public Schools and Children’s Services of Broward County, joined forces.

26

MARCH 2017 | OUR CITY MIRAMAR

Anita Fraley, Community Relations manager with the United Way of Broward County for the Choose Peace/ Stop Violence initiative sees the incredible change that Rachel’s message has affected in such a short amount of time. “The feedback has been incredibly positive,” says Fraley, “the kids are on board.” Rachel’s challenge has become part of a broader vision of the Choose Peace/ Stop Violence Initiative that is following a national trend for schools and community partners to become pro active in establishing programs designed with an anti-bullying and youth violence prevention message. “This initiative is not just one event, we have put in place an infrastructure to carry the message forward. Since the creation of the initiative in 2010, we now sponsor designated school based peace clubs for the past 2 years”. Research shows fighting incidents were reduced by 48% in Broward County Schools that fully implemented the Choose Peace Initiative. At Glades Middle School there is just such a student club, the Choose Peace “Agents of Change” overseen by Peer Counselor teacher Jennifer Moser. Recently, there was a school-wide “Rachel’s Challenge” presentation at Glades Middle and students had the opportunity to meet Larry Scott and accept Rachel’s Challenge of showing kindness and compassion to those around them. The Choose Peace/Agents of Change school based club received special training from Larry Scott on carrying out the message through various activities at the school that focus on bullying prevention and challenge their student population to live out Rachel’s Challenge. “Our school feels privileged to have been able to host Rachel’s Challenge for our students”, and even our toughest students were touched by the message of spreading kindness” said Principal Ricardo Santana. “Our Agents of Change here at Glades Middle are dedicated to continuing to spreading compassion in our school and inspire student that they can make a difference everyday”. To learn more about how you can bring Rachel’s Challenge to your organization, you can visit their website at www. Rachelschallenge.org. For more information on the Broward County Schools’ Choose Peace/Stop Violence initiative visit www. choosepeacestopviolence.org or contact Anita Fraley at United Way of Broward County at 954-453-3727.

any doctors believe that around 80% of learning occurs through a child’s eyes. Since a child’s eyesight may change frequently, consistent eye and vision care is crucial to a student’s classroom success. Surprisingly, most parents are not including eye exams as part of their child’s back-to-school doctor’s visit line-up. Furthermore, survey results show that over 50% of parents don’t take their child for an eye exam until at least age three. The AOA actually suggests that children receive their first eye screening at six months, then comprehensive vision examinations starting at age three, before beginning school. Exams should continue to be booked routinely every other year from that point on. Often the issues a child deals with in the classroom can come from sight difficulties. The number of students who are suffering from undiagnosed vision problems is quite high. Over 60% of students classified as students with learning-disabilities actually have undiagnosed vision problems. Your child will be much better off if you take a proactive role in ensuring your child is seeing properly. Don’t push off your child’s first vision screening until kindergarten. Pediatricians should perform a dilated eye exam to discover any serious eye problems within the age of two months. Every child should have a complete eye checkup by age five, since early intervention can make a difference. Additionally as a parent, it’s important to see whether your child is reading sufficiently. Generally, kindergarteners are excited to look at books and try and figure out words. Children that don’t read books may be experiencing a vision problem. Before you assume the worst, it’s a good idea to get a vision examination. For a pediatric eye exam at Mirvision, call us to book an appointment. Remember that the earlier a vision problem is identified and treated, the more likely treatment will be successful. And vision is an essential component for school work. If a child’s eyesight is flawed, increasing visual demands, such as finer print in textbooks or more homework, can considerably change a student’s success. At the same time, new technology in the classroom, such as using interactive SMARTboards, can also possibly exacerbate less obvious vision issues. Without proper eyesight, children may suffer not only at school, but also mentally, physically and emotionally. Before school starts this year, make sure your child’s vision is on par! Mirvision Eyecare is located at 2909 Dykes Rd., in the Fountains of Miramar Shopping Plaza. To book an eye exam for your child, contact Dr. Michael Chesen at 954-437-9733.

Loan Modification vs. Foreclosure – A Dangerous Waiting Game BY OMAR J. ARCIA, ESQ. FORECLOSURE DEFENSE AND BANKRUPTCY PROTECTION ATTORNEY

M

ost homeowners that are in foreclosure, or even at risk of foreclosure, attempt to solve their mortgage crisis through self-help. They will submit one loan modification application after another, numerous sets of the supporting documents, and updated financial information in hopes that their lender will respond with a positive result. This process, however, may take months or even years if you choose to do it on your own. Most lenders may not stop the foreclosure process or sale of your home just because a loan modification application is under review. Here are three keys to stop foreclosure proceedings, so that you can obtain a loan modification before losing your home.

The first key is to consult with professionals that are knowledgeable not only about the loan modification process, but also about the foreclosure process. The Arcia Law Firm has an experienced in-house loss mitigation department with full time loan negotiators, and over 17 years of experience defending foreclosure matters. We are familiar with the valid legal defenses to foreclosure cases in Florida, and also how to legally cancel foreclosure sales. Secondly, the best defense is usually a good offense. As explained in our previous articles, whenever it is appropriate we will present a counterclaim against lenders within a foreclosure case. This counterclaim usually involves violations of Federal or State laws committed by the original lender that may be attributable to the current lender. Through a valid counterclaim, you may even be entitled to relief from errors committed by your current lender while servicing your loan, such as escrow errors, misapplied or unapplied funds, and overcharges. Placing lenders on the defensive usually slows down the foreclosure process, and may provide much needed motivation for lenders to negotiate a loan modification. Third, a bankruptcy filing under Chapter 13 not only stops the foreclosure proceedings, but actually provides homeowners an opportunity for a “second look” at their loan modification application under the MMM program available in South Florida bankruptcy courts. You will be entitled to participate in this program even if your loan modification application has been previously declined. Under a Chapter 13 bankruptcy, you may also be able to eliminate second mortgages, homeowner’s association and IRS liens, pay off investment properties in five years or less at their current market value, and wipe out credit card and medical debt. A foreclosure is a serious legal matter that can lead to the loss of your home, and a significant money judgment against you if not properly handled by legal professionals. Even if you are in the middle of a loan modification, you are still at risk of losing your home if you decide to ignore the foreclosure process. You owe it to yourself and your family to have all your options evaluated by experienced legal professionals like those at the Arcia Law Firm. If you are struggling to make your monthly mortgage payments, or if you just received a foreclosure summons, contact the Arcia Law Firm today at 954-437-9066 to schedule a free consultation, or visit HYPERLINK “http://www.arcialawfirm.com” www. arcialawfirm.com for more information.

MARCH 2017 | OUR CITY MIRAMAR

March is Colon Cancer Awareness Month

Importance of Colon Cancer Screening Colon cancer is the third most common cancer diagnosed in the United States. But how much do you really know about colon cancer? Colon Brenda Jimenez, MD cancer is one of few diseases where benign tissue – in this case, polyps – actually turns deadly. Removing nonmalignant polyps during a colonoscopy procedure may prevent colon cancer from developing. Therefore, preventing colon cancer may be easier than you think.

Prevention and Detection

You can help avoid colon cancer just by getting screened. “If we detect precancerous polyps during a colonoscopy, we can remove them at the same time, before they turn into cancer,” says Brenda Jimenez, MD, Cleveland Clinic Florida gastroenterologist. That’s one reason colon cancer is so preventable. “It takes approximately 10 years for a small colon polyp to become cancerous,” she adds.

Other tests for colon cancer include sigmoidoscopy, fecal occult blood test and CT colonoscopy. However, if they show any abnormality, a colonoscopy is needed.

Who is at risk of colon cancer? Everyone is at risk of developing colon cancer. Over 75% of patients who are diagnosed have had no identifiable risk factors. People at increased risk include those with a strong family history of the disease, an inherited tendency to form polyps, a long history of ulcerative colitis. These patients are at moderate to high risk. The risk is particularly strong if the first degree relative with cancer was less than age 60. However, they are in the minority. The disease occurs most often in those who least expect it. Other common risk factors are; age, obesity, physical inactivity, diet, alcohol and tobacco use.

Symptoms of colon cancer include a change in bowel habits, abdominal pain, rectal bleeding or anemia. Patients with symptoms should have an examination of the whole colon called colonoscopy. People with no symptoms should be screened for colorectal cancer starting at age 50.

Are there symptoms?

According to the American Cancer Society, colon polyps often don’t cause any symptoms, particularly in the early stages. That’s why screening is so important. You may have polyps and not know it. The U.S. Preventative Services Task Force recommends regular colon cancer screenings for everyone age 50 and older, age 45 or older if AfricanAmerican. Your doctor may recommend earlier screenings if you have a family history or other high risk of colon polyps or cancer. To schedule a consultation with Dr. Jimenez, call 866.303.8464 or visit us online at clevelandclinicflorida.org/coloncancer.

Take a free colon cancer risk assessment online. Screening for colon cancer can save lives, but only if people get tested. Find out your risk for developing colon cancer by taking our free online risk assessment at clevelandclinicflorida.org/coloncancer.

A new chapter in cancer care is here. Maroone Cancer Center has the inside story on advanced cancer care.

MESSAGE FROM THE MAYOR

fet Japanese Buf

Miramar Update BY WAYNE MESSAM, MAYOR OF THE CITY OF MIRAMAR

G

reetings Miramarians, I hope all is well with you and your families. As we continue with initiatives throughout the City, I want to provide you with an update on a few items: Miramar is well on our way to becoming a cultural destination. A few reasons are because what is happening at our city parks. If you’ve visited Miramar Regional Park lately, you may have noticed the canopy for state-of-the-art The Miramar Amp has been installed. The Miramar Amphitheater is scheduled to be completed in April. How exciting for our great City! There are many activities and events planned for our 5,000 seat amphitheater Photographer: Gregory F. Reed including festivals, concerts, fairs, family performances and so much more. With everything taking place in Miramar including the upgrading of Shirley Branca Park with a band shell for events in our Historic District and the possibility of the American Tennis Association building their headquarters and Hall of Fame Museum at Regional Park, you can see why Miramar has drawn national attention as our city continues an upward path to becoming that destination location. Our city continues to advance the “Your Bond Dollars At Work” Capital Program, which was funded by the 2013 Revenue Bond. These projects include improvements to our transit system, parks, public safety facilities and infrastructure. We are actively working to make transportation easier for our residents with the opening of the Pembroke Road Overpass, adjustments to Regional Park to alleviate the traffic on Miramar Parkway out west. The Miramar Parkway I-75 Overpass widening continues to advance and once completed, will improve transit significantly. Other capital improvement projects include landscape beautification and infrastructure work to Historic Miramar to reinforce city managed canal and backyard embankment erosion. If you are a west Miramar resident affected by the blasting being done in Miami-Dade County by White Rock Quarry, please know that at recent Commission meetings, Resolutions have been passed to object to the negative impacts of the blasting and to support current proposed bills to fund a study to measure the impacts on our properties and health. In addition to the resolutions, I proposed the creation of a Blasting Advisory Board that has been adopted by the City Commission. The Blasting Advisory Board will serve to propose recommendations and report concerns to the city regarding impacts of the blasting. Please visit the city’s website to get more information regarding the Blasting Advisory Board at www.miramarfl.gov. Last month the city had an opportunity to celebrate the retirement of Assistant City Manager, Vernon E. Hargray. Mr. Hargray retired after 20 years with the City of Miramar. His contributions to the City are at the heart of why Miramar is the city we are today. Milestone projects including both water treatment plants, City Hall, Town Center, the Youth Enrichment Center, the new Police Headquarters, the Miramar Cultural Center, Ansin Sports Complex and soon-to-be completed Miramar Amphitheater & Shirley Branca Park Bandshell were all built in Miramar under his operations leadership. As a result of all of his efforts that helped make Miramar what it is today, the Youth Enrichment Center, located at 7000 Miramar Parkway was renamed The Vernon E. Hargray Youth Enrichment Center. A tribute well-deserved. Yours in Service,

Are You Ready?

Life Can Change in an Instant

T

his month’s article may be a bit more philosophical than what you are accustomed to reading in our columns. But as I began to explore topics for the March edition, a news text alerted me to a shooting at the Fort Lauderdale Airport. A later notification revealed that 5 people were killed, and others are injured. It happened in the Delta baggage claim area where, what seemed like just a very short time ago, I picked up my son and his fiance’ after they flew on a Delta flight from Minnesota. And while I do not personally know any of the victims, a tragedy so close to home, at a place we all pass through frequently, is especially difficult to deal with. The people in Terminal 2 were beginning or returning from vacation, meeting friends or loved ones, or simply spending what they thought would be another day at work. They were living their lives. And they had no idea that this would be their last day on this earth. In the last couple of years we have mourned the passing of many of our most beloved celebrities, many dying suddenly, often too young. We have also been horrified by many shocking world and national mass killings including Paris, Nice, Orlando, Istanbul, Newtown and Charleston. All of the victims of these horrific attacks left behind devastated families, friends and communities. They had no idea that their lives would end so suddenly. We can all agree that life does not always follow a plan. In the wink of an eye we might be gone. All of those details we plan to take care of tomorrow, may never happen. As an attorney specializing in will and trusts, my practice focuses on helping clients prepare for taking care of their family and assets after they are gone. I offer counsel regarding the best estate plan for their unique needs. But there are other things that you, as a caring and responsible parent or spouse, can do. Let’s start with your minor children. Have you thought about who will care for them if you are not around? What about financial support? Do you know if you have the right amount , and the right type, of life insurance for your particular family needs? What about college? How will that be paid for? Do you help support or look after elderly parents? What will happen to them should you not be around? Now think for a moment about what your final wishes for your family might be. How do you want to leave assets to your heirs? Are there charities you wish to contribute to? Who will inherit your business and real estate? There are many other questions. Perhaps the lesson to be learned from tragedy is to always try to live a good life full of kindness and gratitude, and to remember to love and cherish our families. The reality is that we do not know what the future holds. Life can change in an instant. What are you waiting for? Bruce Iden earned his J.D. from George Washington University National Law Center and his L.L.M. in taxation from the University of Miami School of Law. He has been practicing in the area of estate planning and probate and trust administration for over 30 years.
