Everybody Counts in Census 2020

T

his month we will all be part of history. The 2020 Census will be the first to be completed online, but there are options to complete by mail or even phone if you prefer. By definition, a census is an official count or survey of a population. Our Constitution calls for an “actual enumeration” to be completed once a decade. The first census was taken in 1790. It included the original 13 States, plus the districts of Kentucky, Maine, and Vermont, and the Southwest Territory (Tennessee). The 1790 enumeration asked for the name of the head of the family and the number of persons in each household of the following descriptions: free white males of 16 years and upward (to assess the country’s industrial and military potential); free white males under 16 years; free white females; all other free persons; and slaves. Census 2020 will ask questions such as the number of people living or staying in a home on April 1, 2020; whether the home is owned with or without a mortgage, rented or occupied without rent; and the name, sex, age, date of birth and race of each person in the home. When filling out your census it is important to include every person living in the household, regardless of age, citizenship or immigration status. Your responses are confidential and protected by federal law. The Census Bureau cannot share responses identifying individuals with the public or other federal agencies, including immigration authorities and law enforcement. The results of Census 2020 will have a direct impact on our communities, so it is critical that everyone is counted. Census results help determine how billions of dollars in federal funding flow into states, counties and cities each year for things such as health care, fire departments, school funding, and even construction of roads and highways. Census data also determines our political future by determining how many seats in Congress each state gets and legislative districts. Please keep an eye on your mailbox this month and be sure to take the steps to complete Census 2020. Your community is counting on you being counted. Sincerely,

Volunteers Reporting for Duty BY BEVERLY PERKINS

A

lmost two decades ago, the Miramar Police Department created its incredible volunteer program. Fast forward years later, in 2019, and dedicated volunteers gave over 7,279 hours of service to the police department which was over a thousand hours more than the previous year, and the hours and commitment just keep on growing. The number of hours is just one way that the program continues to grow and thrive. These hours were gener-

ated by 40 professional volunteers. The volunteers worked in various units throughout the department including Code Compliance, Property & Evidence, Crime Scene Unit, Citizens on Patrol, Fiscal/Property and other units, as needed. However, front desk, clerical, fingerprinting, inventory, and special event jobs are just as important and greatly valued. “This partnership with the community saves the city tens of thousands of dollars a year in staffing hours and is a huge asset to both taxpayers and the police department, freeing up time for officers and staff

to better serve the citizens of Miramar. I am truly appreciative of our volunteers, their dedication and commitment,” stated Chief Dexter Williams. In order to be a professional volunteer, one must be at least 18 years of age, have a state-issued ID, and a high school diploma. Additionally, they must pass a background check, attend the 14-week Citizens Police Academy, and commit to one year of volunteer service 4 hours per week. “I have never felt as welcomed as I do with Miramar PD. It’s been an honor and a privilege to volunteer here,” expressed Volunteer Oscar “Sean” Lariosa. Those involved in the program have been able to build their resumes, learn new skills, gain experience in the field of law enforcement, give back to the community, and of course, meet new people while making a difference. “If you want to feel good about

etting to and from Miami just got easier and faster thanks to the new 75 Express Bus. It provides direct service from the park and ride lots at the BB&T Center in Sunrise and Miami Gardens Drive (@ I-75) to the Miami Airport Station, where you can transfer to local rail or bus to destinations throughout MiamiDade County. This premium bus service has started, and readers can get a FREE 3-DAY PASS to try South Florida’s nationally recognized transit service today. This new, premium transit service is designed to get commuters from western Broward

County to their places of employment in Miami-Dade County quickly and reliably. Morning service begins as early as 5:40am with continual buses running until 9:40am. The afternoon commute begins at 3:45pm with the last bus leaving the Miami Airport Station at 7:20pm and scheduled to arrive at the BB&T Center by 8:24pm. “The new 75 Express Service demonstrates continual growth of our commitment to residents to continue making it easier and

more convenient to use public transit. The 75 Express will offer better connectivity to Miami and give commuters an economical and stress-free option for traveling to their destination, especially those who live and work along the I-75 corridor,” said Transportation Director Chris Walton. The Express Bus system is a core component of the express lanes along I-75, I-595 and I-95. The express lanes are multi-modal facilities designed

M

ore and more people are investing in solar power systems, and The City of Miramar is no exception. As always, the City likes to lead by example, so they installed a 42-panel rooftop solar photovoltaic (PV) array generating 10kW/day at City Hall in the Miramar Town Center. The City of Miramar worked with a SolSmart advisor who made the appropriate recommendations to the City. The SolSmart program seeks to address “solar soft costs,” or business process or administrative costs that can increase the time and money it takes to install a solar energy system. In recent years, solar technology has made tremendous advancements. As a result, the cost of equipment has been lowered and it’s easier to access. Installing solar panels on the roof of a home or business is one of the best ways to generate electricity and

reduce your carbon footprint. However, there are quite a few factors involved and things that need to be considered to determine if solar power is the right option for each property owner before deciding to install them. Of course, evaluating the roof is the priority. Does it need repairs, can it withstand weight, does the shape have space and which direction does it slope? In addition to the structure and roof shape, one also needs to consider how they are going to connect their solar power system to the grid. The state of Florida also has Solar Laws in place. However, Florida law forbids any entity (including homeowner associations) from prohibiting the installation of solar or other renewable energy devices on Florida buildings.

The City of Miramar has made it straightforward for property-owners to obtain solar permits in the City, for this reason they streamlined the permitting process which includes only two reviewing disciplines: Electrical and Structural. The City was recently awarded the “SolSmart Silver Designation”, recognizing the streamlined solar permit process. Arthroscopy of the Foot and Ankle BY DR. CARLO A. MESSINA

F

oot and ankle injuries are very common in sports or in general activities of daily living. Many structures including bone, ligament, cartilage and joint lining may be injured. Injuries may occur from a single traumatic event or from overuse. Injuries may occur during the teenage years that may manifest themselves later on. These injuries may cause stiffness and pain in the foot or the ankle joints, especially after getting out of bed first thing in the morning to walk. This stiffness and pain will be present for a proportional period of time usually to the degree of joint injury. With weightbearing, the joint usually loosens and the person is able to ambulate. This stiffness and pain will redevelop if the person sits for a period of time and tries to get up and walk. As the day goes on, the foot or ankle may ache, especially with excessive activity. Swelling may be present over the area that is injured. Instability may develop if the ligaments have been injured causing the foot or ankle to constantly twist. When these injuries are unresponsive to con-

servative treatment which may include orthotics, medication or rehabilitation, arthroscopic surgery may be necessary to remove the damaged tissue in the foot and ankle. A miniature camera is placed into the injured joint allowing an image to be seen on a television screen. The joint is visualized, and small instruments are introduced into the joint to clean out and repair the damage. Fragments of bone and cartilage are often removed. Suctioning of debris and smoothing rough surfaces will often allow a joint to resume its normal gliding motion. Arthroscopic surgery may be used to treat chronic joint pain and swelling; arthritis and bone spurs; loose bone and cartilage fragments; stiff, scarred joints; and ankle fractures that have not completely recovered. The advantages of this treatment include faster recovery; less pain and swelling; avoids large incisions; low risk of infection; it is an outpatient procedure; and a quicker return to activities. Joints are designed to give our bodies freedom of movement. Wear and tear of a joint due to injury or due to aging may alter the lifestyle of an individual. When conservative treatments fail, arthroscopic surgery should be considered. The surgery is especially helpful for a fracture that has occurred to the

ankle even after the ankle has been fixed surgically. The cartilage in the ankle joint may have been damaged during the injury causing chronic stiffness and pain that may be mild but never goes away completely. Patients often think that this is a very livable condition. However, once treated arthroscopically, a full return to activity may be possible. Carlo A. Broward College Graduate Keeps on Truckin’ BY BEVERLY PERKINS

my Fulmer recently graduated with a bachelor’s degree in Supervision and Management from Broward College. The 36-year-old Miramar resident will go on to attend the University of Florida’s law school this fall to follow her dream proving it’s never too late to chase them. “I was far from the ‘average’ student seeking admission to law school. The ‘extra’ years of life experience provided me with a different kind of education than most applicants. What’s next? There are so many possibilities for the future! The skills and knowl-

edge I gained through the B.A.S. in Supervision and Management program have provided a solid foundation for my future career whether it’s in a large law firm, working for a governmental/educational agency, or as an advocate for people with disabilities,” exclaimed Fulmer. Life wasn’t always so easy for this ambitious student. In her early years, Fulmer was a high school dropout and teen runaway. Fortunately, she decided to join the army at the age of eighteen which seemed like the most logical fit for her at that time. Following her four years in the army, she started a career as a corrections officer and then went on to be a long-haul trucker. Driving an 18-wheel truck taught her perseverance. But it was during that time that her life changed by accident, literally, on Interstate 30 in Sherwood, Arkansas. “Thankfully, no one was seriously injured in the collision of two semi-trailer trucks, but it was a pivotal moment

that pushed me to re-evaluate my life goals and priorities,” said Fulmer. Soon after the accident, Fulmer started as a freshman at Broward College in the paralegal studies program which she excelled from the start. She became a paralegal student who was chosen to internship in the college’s Office of General Counsel, was elected president of Broward College’s Paralegal Club, and immersed herself in every aspect and opportunity presented to her. Her fascination with government policies and encouragement from President Gregory Haile (who was at that time the General Counsel and Vice President of Public Policy and Government Affairs for Broward College) prompted her to excel and succeed. “What a contrast to my childhood years! The supportive learning environment at Broward College helped me to mature from a child who felt like a failure with no self-confidence to a self-assured, confident adult making straight A’s,” added the graduate honor student.

“I am always inspired by our graduates who have worked hard to improve their lives through education,” said Broward College President Gregory Haile. “Not only was Amy an outstanding student, but she was a great colleague when she interned for my office. I congratulate her for taking full advantage of Broward College’s opportunities for learning both in-the-classroom and on-the-job, and I will always be grateful for her service to our country.”

Working together has led to Miramar being a state leader in job creation, economic development, and most recently, we have been ranked as the 12th safest city in Florida. When a city has high paying jobs and is a safe place to live, not only does it add to our quality of life, but it also boosts property values and attract more businesses and friendly neighbors. Let’s continue to work together to make this decade better than ever. Additionally, so many great events have taken place here in the City of Miramar. The “Longest Table” dinner was an absolute smash among residents. Conversations filled the night air and great food filled the stomachs of anyone who wished to pull up a chair and sit down with another person for whom they’ve never met before. Strolling along the tables I was able to greet all of our esteemed guests. It was an absolute pleasure getting to form several new friendships with our residents and friends. It is events such as “The Longest Table” that allow us to continue a path of building a sense of belonging and make our great city feel like home. The “Longest Table” felt like a large family gathering with plenty of laughs, stories, and memories. Music by Mr. Jon Saxx compliments of the Jon Saxx Experience and our DJ of the night DJMIKETEE kept the mood flowing until the sun came down. We also want to thank our good friends at the Yeboah Law Group and HOPE Society. Whom, without their help, would not have made the evening as special as it was for all of us here. A team and community effort are what make Miramar the safe place that it is.

I also hope those that attended the eagerly anticipated “Mayor’s Chess Challenge” last month enjoyed the free and friendly meetup in support of scholastic chess. So, as we enter the third month of the new year, here are some tips that may prove invaluable to help you continue forward in your path to a healthier lifestyle. ▸  Eat a Wake-up Meal – Fuel your engine early to rev up your metabolism to begin burning those calories early and not allow yourself to get to be so hungry you make poor choices. ▸  Drink More Water –We all live and work in hot conditions, and dehydration slows down metabolism and affects our mood, attention, memory, and motor coordination. If you feel thirsty, you’re already dehydrated. Drink Up! ▸  Sit Down to Eat – Take the time to really enjoy what you are eating. Let your brain have a chance to know what you ate. MESSAGE FROM THE POLICE CHIEF

Sworn in for Safety BY CHIEF DEXTER WILLIAMS his past January, I was sworn-in as the President of the Broward County Chiefs of Police Association (BCCPA). The association is a collaboration of police chiefs and law enforcement command staff members from all agencies in Broward County, who meet to enhance public safety for our residents and visitors. This organization is the conscience of Broward County policing. As a resident of Miramar and chief of this fine city, I am overjoyed with an opportunity that has been bestowed upon me to represent Miramar and champion public safety initiatives for our county. I am proud to have taken the mantel for BCCPA and pledge to work harder and better with our partners across the tri-county area. I will be working with a team to create a Crime Stoppers tip initiative, designed to increase the financial reward for information leading to the arrest of those who murder juveniles. This initiative, the first in Broward County history, will be called Mendell’s Rule. It was birthed from the senseless killing of a Miramar High School student who was enrolled in the Criminal Justice Program. Mendell Butler-Lebel was due to graduate last year. He was gunned down in front of his home before he could ever walk across a commencement ceremony stage. Mendell’s killer remains at large. It is time to fight and awaken our communities to help end the “no snitch rule.” By assisting Broward Crime Stoppers in increasing reward amounts, with money confiscated from criminals, we will help detectives solve crimes and bring justice to victims and their families. I vow to also continue collaborating with and supporting programs that focus on crime prevention and educating our youth. We must target the root of the problem to make a difference. The calendar year 2020’ will be an aggressive one for our public safety partners, and it will be a great one! I look forward to representing every law enforcement agency in the county and advancing public safety to another level. This year I will be partnering with the Miami-Dade County Chiefs of Police Association. Considering Miramar’s proximity to our neighboring county, this unification of forces will augment our public safety efforts and strengthen our regional law enforcement ties. Miramar is home and we must all contribute to making “home” a better place to live, work and play. I believe with the collaboration of the BCCPA, the Miami-Dade Chiefs, various victim service organizations and our community information tip source - Crime Stoppers, we can help bring closure to unsolved crimes that spread fear throughout our region. Sunbeam Properties & Development’s fourth annual toy drive made the holidays extra bright for underserved children in Miramar. The Sunbeam Polar Express collected toy donations from more than 80 tenants in the Miramar Park of Commerce, the largest locally owned and managed business park in South Florida. In partnership with the Miramar Police Department, the toys were delivered to more than 5,000 local children by Operation Blue Squad.

You may be concerned about unpleasantness and inconvenience as you prepare for the exam. But it’s time to stop worrying – the prep process is much easier these days. Yes, one of the keys to a successful colonoscopy is the “clean-out” beforehand. But improvements – in the liquid you drink, the amount you must drink and the timing – make the whole process easier to swallow. Regular colonoscopies can save your life Colorectal cancer is the second leading cause of cancerrelated deaths among men and the third leading cause among women in the United States. Most patients who develop colon cancer have no obvious risk factors. “The colon, itself, is a risk factor,” says Roger Charles, MD, board-certified gastroenterologist at Cleveland Clinic Florida’s Weston main-campus.

Bowel residue polyps are a precursor for cancer, and they can be overlooked if the colon lining is not clear of solid and liquid. “Many people fear drinking the laxative prep to cleanse the bowel more than the colonoscopy itself,” says Dr. Charles. But it’s a key part of the procedure. Three steps for a good prep: • Cut out fiber. Two days before the exam, start a low-fiber diet.

• Switch to clear liquids. The day before the procedure, consume only clear liquids. “It’s important to keep patients hydrated and flush the prep through the intestinal tract,” advises Dr. Charles. “The clear liquids aid in that process.” • Start the prep. Start the prep. Many physicians today prescribe a split-dose regimen, where half the prep is taken the night before and the other half in the morning. But, if the exam is in the afternoon, the prep is taken the morning of the colonoscopy. A better-tasting solution “The liquid bowel-cleansing agents now taste better and less of the liquid is consumed. This mean that the prep is, quite literally, easier to swallow,” explains Dr. Charles. Those two factors, combined with the split-dose approach, improves the experience for patients.
