Miramar Gets in the Holiday Spirit By Julie Levin

The fun will begin December 6th at Miramar Town Center where City leaders and residents will pay homage to one of the most enduring symbols of the holiday season; a brightly lit and festive holiday tree. During a brief ceremony from 6:30-7:00 p.m., the City’s 26’ foot holiday tree will light up for all to see. “It’s a small ceremony where our Mayor and Commissioners come out and light up our Christmas tree,” said Lolita Dunn, the Special Events Coordinator for the City of Miramar. In addition to the tree lighting, there will also be a performance of holiday songs performed by students from Miramar’s pre-school program. Dunn expects plenty of people to come out for the tree lighting, which has become a yearly City tradition. “People love to come and take photos with that tree,” she said. In past years, the tree lighting at Miramar Town Center had also included a holiday show, but ongoing construction at the Town Center has made that impossible. So City leaders will once again be lighting up the historical part of Miramar. Upwards of 3,000 people are expected to turn out at Shirley Branca Park December 7 for a second holiday tree lighting. From 6:00-9:00 p.m., residents will be able to enjoy not only a tree lighting, but live entertainment, a holiday show, bounce houses for the children, snowflakes falling, holiday characters and a visit from the North Pole. Three-Day Winter Wonderland Returns By Julie Levin

t this year ’ s Winter Wonderland, the
forecast is for snow and plenty of it. Organizers say kids 12 and under should start digging out their mittens and scarves. “We are bringing in 50 tons of snow, so kids can play on mountain of it,”
said Lolita Dunn, the Special Events Coordinator for the City of Miramar. The special “Snow Day” will be held on the opening day of the City’s annual Winter Wonderland, a three-day festival designed to bring holiday fun close to home for residents. “We want everyone to come and see what Miramar has to offer,” Dunn said. “Especially our residents, because it is for them.” Thousands of fair-goers from through-out South Florida are expected to visit Winter Wonderland, which debuted last year in Miramar. It will be held December 13-15 at Miramar Regional Park located

at 16801 Miramar Parkway. Guests can expect fun rides for all ages, games, arts and crafts, vendors, and food. Moms and dads will be able to buy wrist bands for unlimited rides for their kids. Snow passes are free and will be available on site for kids 12 and under. A special North Pole area will be open at various hours during the weekend to thrill the children with visits from Santa and holiday characters. The city had hosted its one-day “Holiday Illuminations” event in the past, but last year decided to expand it with a three-day festival. They created Winter Wonderland as a local alternative to events like Santa’s Enchanted Forest in Miami-Dade. “We are trying to build our own tradition so our residents don’t have to go that far,” said Dunn. Winter Wonderland will run Friday, December 13 from 5 p.m. – 11 p.m., Saturday, December 14 from 2 p.m. – 11 p.m., and Sunday, December 15 from 12 noon to 9 pm. Presale ride bracelets will be available until December 12 at the Miramar Youth Enrichment, Ansin Sports Complex, Miramar Town Center, Vizcaya Park, Miramar Regional Park, and Sunset Lakes Community Center. Miramar Celebrates Fall Traditions By Julie Levin

ally don’t change color, but Miramar still turns out to celebrate the annual fall traditions children love to take part in each year. On October 27, the Market at Memorial Hospital Miramar celebrated Halloween by inviting kids, and pets, to come out in costume. Treats were provided throughout the day, and there were costume contests to pick the prettiest, scariest and more original costumes. Kids also had their pick of 400 pumpkins sitting in the market’s Joe D. Great Pumpkin Patch. The Miramar Fire Department brought their trucks out for tours and photos. A few days later, thousands of costumed kids and their parents descended on
the Ansin Sports Complex October 31 for the newly renamed “Halloween at Ansin Sports Complex.” The event provides an option for youngsters, and parents, who didn’t want to go the traditional Halloween route of going door-to-door. “Instead of going out and knocking on people’s doors that you don’t know, they can come to a safe environment here and go to table to table and have a blast”,” said Lolita Dunn, the Special Events Coordinator for the City of Miramar. Kids were invited to come in costume and go trick-or-treating amongst close to 50 local vendors. The event had previously been held at the Miramar Town Center but had been rapidly outgrowing the space there due to growing crowds and ongoing construction.

Police Website Gets an Updated Look By Julie Levin
A
s more and more residents rely on online technology to
conduct everyday business, the Miramar Police Department has been taking steps to make sure they are keeping pace. The department recently unveiled an updated website, which is designed to provide the community with a clearer,virtual look at their department. “We wanted to give the community an opportunity to be aware of the services that we provide,” said Tania Rues, the Miramar Police Public Information Officer. “Many people are probably not aware of all of them.” Rues said the new site is more visually appealing and updates technology that had become old and cumbersome. “It was difficult to maneuver and find information on that site,” she said. The revamped site makes it easier for users to move around and find information and expands on police department information and services. There are links to services and organizations outside the department.

Residents will also find links to crime reports to see what is happening in their neighborhood. “Sometimes people want to see what is going on around their house,” Rues said. “We are trying to make it easier for the community.” One of the new features of the website is a chance for residents to help the department crack “cold cases.” Users can click on the link called “Unsolved Cases” to watch videos and profiles on cases that remain to be solved. “Maybe there is someone out there that has additional information they can provide to us,” said Rues. Residents can also learn more about the Citizens Police Academy, a free service provided several times a year to give participants a look at the dayto-day workings of the police department. Also new, links to the ever-expanding world of social media, including links to the Police Department’s Facebook, Nixle and Twitter sites. Rues says other social networks will be added in the future so the department can expand their ways to stay in touch. “We’d like to expand our presence on social media,” Rues said. The city is currently taking applications from residents in grades 6-11 who want to be part of the advisory board, which plays a big role in bringing and promoting teen-related events and activities to the area. Applicants do not have to attend a Miramar school, but do have to live in Miramar. The Mayor and Commissioners each select two members for a total of ten members on the Teen Advisory board. Meetings are held the first Thursday of every month from 6:00 p.m. – 8:00 p.m. and are focused on issues and ideas of particular interest to the teen target audience. “We are interested in getting as much information from people who want to be involved and want to have a say as to what the city does. It also provides a voice for them,” said Averill. Averill says the Teen Advisory Board has played a role in boosting the use of social media in the City. They meets at locations such pizza restaurants, ice cream shops, recreational facilities and other fun locations. In addition to lending their voices, members also earn school community hours through different service projects and meet new friends. “It is a fun group to be a part of,” said Averill. “It is great experience as they continue down their path as we will be able to provide any references for college or job applications.” Meetings are held the first Thursday of every month from 6:00 p.m. – 8:00 p.m. Interested students are encouraged to apply. old. Now a teacher at New Renaissance Middle School, Sangster gets to share her longtime love of dance with hundreds of students every day. “They love the class,” Sangster said. “There are 200 students enrolled and we get more all the time. We must be doing something right.” She is not the only one who feels the class is hitting a high note. Sangster, who has been teaching at the Miramar School for six years, was recently named as one of 12 finalists for the 2013 Broward County Arts Teacher of the Year. The finalists were chosen from Broward County’s public, private and charter schools, with one winner being chosen for each of the four art categories in dance, theater, music and visual arts. “I was really excited. I didn’t think I would make it so far,” said the Davie woman, who also turned a lifelong love of dancing into a professional hip-hop career four years ago. It was the first time Sangster had been nominated for the honor, which comes just two years after she was asked to build the dance program at New Renaissance from scratch. “There were no mirrors, no bars, no costumes. Aimee Sangster, who teaches dance at New Renaissance Middle School, was I had to fundraise for everything,” she named as a finalist for the 2013 Broward said. Now she teaches 200 students County Arts Teacher of the Year. ballet three days a week, and hip-hop the other two. She says the class is a wonderful motivation tool that helps keep kids motivated and bringing home the grades. If they don’t, they don’t dance. “It’s a class where they are not sitting down,” she said. “They are active and there’s music involved. It’s not heavily structured and they get to make up their own routines.” The students also get to show off their moves several times a year at school and community events. Broward County’s 28th annual Arts Teacher of the Year celebration was held November 6 at the Broward Center for the Performing Arts in Fort Lauderdale. runway recently at Silver Lakes Elementary School in Miramar to help promote a good cause. The school held a “Passionately Pink” Fashion Show October 23 to help raise awareness and money in the fight against Breast Cancer. The show was organized by Miramar Police Officer Letisha Bridges, the school resource officer at Silver Lakes, as a way of teaching students about making a difference. “I want them to understand what it means to give back and to contribute to the community that they live in,” she said.

80 pink-clad students modeled for the show, alongside school staff members and eight school resource officers who surprised the kids. The officers modeled to thank the students for the money raised to benefit the Susan G. Komen Foundation and St. Jude’s Children’s Hospital throughout October. They feel good about themselves that they are having an impact on others,” said Silver Lakes Elementary School Principal Tammy Gilbert.

njuries to the
foot and ankle are common in dancers. Twisting injuries are common when the dancer lands incorrectly and turns the foot down and in. Overuse injuries most commonly involve the tendons around the back and the inside of the ankle. They are more common in dancers who do not stretch properly or increase training time too rapidly. Certain foot types are more predisposed to twisting and overuse injuries. Dancers are prone to different types of injuries including: 1. Achilles Tendon – Injuries are due to inflexibility and overuse of the tendon. They are more common in dancers who are flatfooted and go barefoot. Stiffness and soreness are present after getting up from sitting. The pain usually starts to feel better with activity but recurs later. Rest, ice, therapy and occasionally a short period of immobilization may be necessary to allow the area to heal. 2. Impingement Syndromes – Pain in the front or back of the ankle can occur from a dancer standing “on point” or “demi point”. The pain in the back of the ankle is made worse by the foot pointing down and may be caused by a small fracture to the cartilage in the back of the ankle (“painful os trigonum”). Pain in the front of the ankle is usually caused by thickening of the ankle joint lining and can cause pain while moving the leg forward on the foot. Immediate treatment with temporary immobilization followed by physical therapy may be necessary to allow the injury to heal. Surgery may be necessary if unresponsive to conservative care. This can include an arthroscopy to the ankle, which will allow a dancer to resume activities in most cases within a week. An impingement on the back of the ankle may require an open or arthroscopic procedure that will allow the dancer to resume activities in approximately two to four weeks. 3. Fractures – Overuse bone injuries are common and can cause stress fractures to the foot or leg. Pinpoint pain and low-grade swelling usually are present on the bone. These injuries need to be immobilized in a cast or walking boot. During this time cross training is allowed to keep the dancer fit. Cartilage injuries to the ankle joint (“osteochondral fractures”) may also be present which would cause chronic pain and low-grade swelling to the ankle. 4. Ankle ligaments – Can be injured due to twisting the foot down and under. Pain, swelling and discoloration may be present. Immediate treatment with temporary immobilization followed by physical therapy may be necessary to allow the injury to heal. If chronic instability develops, surgery may be necessary to completely restore mobility to the ankle and allow the dancer to resume all activities. Prognosis is usually excellent. 5. Sesamoid injuries – The sesamoids are small bones on the ball of the foot near the big toe that bear weight. Frequent jumping or overloading may cause the bone to break or injure the cartilage that covers them. Tenderness is felt directly on the bone and the dancer will be unable to participate. Temporary immobilization in a boot usually allows them to heal. Surgery may be necessary if conservative treatment fails. Employers Responsibilities under Florida Workers’ Compensation Law By Matt Chrupcala
W
orkers’ compensation is a system of no -
fault insurance that provides wage replacement and medical benefits to employees for accidental workrelated injuries. The Florida Workers’ Compensation Law defines employer responsibilities in the workers’ compensation program. The Florida Division of Workers’ Compensation monitors compliance for these requirements throughout the state.
Coverage Requirements
Florida law requires most employers to obtain workers’ compensation insurance if they have at least four employees (full-time or part-time). Corporate officers in any industry are also considered employees, unless they elect to be excluded from coverage. Sole proprietors and partners outside of the construction industry are not automatically considered employees, but they may elect to be treated as employees.
Exceptions to the General Coverage Requirements

If an employer has fewer than four employees, or if every worker of an employer is excluded from coverage under the Florida Workers’ Compensation Law, the employer is not required to obtain workers’ compensation insurance. However, special coverage requirements exist for employers in the construction industry.
Construction Industry
Construction contractors must secure coverage if they have one or more employees (full-time or part-time). Contractors must consider sole proprietors, partners, corporate officers and members of a Limited Liability Company as employees. However, corporate officers and members of a Limited Liability Company may elect to be exempt from coverage requirements. Contractors must be able to show proof of coverage or evidence of exemption for their subcontractors. The Florida Workers’ Compensation Law will hold a contractor responsible for any of its subcontractors that have no appropriate coverage or certificate of exemption. If the employee of a subcontractor with no coverage suffers a work-related injury, the contractor must provide the employee with workers’ compensation benefits. The contractor may later recover all benefits paid—plus interest—from the subcontractor, unless a previous agreement exists between the contractor and the subcontractor.
Obtaining Coverage
To meet coverage requirements, Florida employers can secure workers’ compensation insurance: With a policy from a private insurance company licensed to do business in the state. Employers that are unable to obtain coverage in through a private insurance company may apply for a policy with the Florida Workers’ Compensation Joint Underwriting Association.
Reporting Requirement
When an employee is injured on the job, the employer should ensure that he or she receives any necessary medical attention. After learning of an employee’s injury, the employer must report the event to its insurance carrier within seven days. All employers must report work-related fatalities to the Florida Division of Workers’ Compensation within 24 hours of the incident.
Reducing the Cost of Workers’ Compensation Insurance
Workers’ compensation insurance premiums are determined primarily by the employer’s industry. For example, workers’ compensation insurance premiums are more expensive for a construction or manufacturing company than for a professional services firm. However, employers across all industries can take steps to reduce the cost of maintaining workers’ compensation insurance.
Safety Programs
The easiest and often most effective way to reduce frequent workers’ compensation claims is implementing a quality safety program. Safety programs can help employers identify safety issues that employees face on a daily basis. Safety programs should also establish safe work practices and educate employees on how to reduce risk. When creating a safety plan, employers should analyze the factors that cause frequent claims.

New Loan Modification Program Is 85% Successful By Omar J. Arcia, Esq. Foreclosure Defense and Consumer Bankruptcy Protection Attorney
A
fter much anticipation , on April 1, 2013, the new Loss
Mitigation Mediation Program (“LMM”) was launched in all South Florida Bankruptcy Courts. This new program is in direct response to the frustration experienced by many homeowners who have tried to modify their home loans time and time again without success. The success rate for traditional loan modifications outside of bankruptcy is less than 20%. So far, however, about 85% of the eligible homeowners that have completed the LMM program have obtained permanent loan modifications with significantly better loan terms. Here are some of the other benefits of the LMM Program that you need to consider: ▸▸ Under the LMM program, the foreclosure process stops immediately and any foreclosure sale date is automatically cancelled. ▸▸ The entire program is court supervised. A mediator will be appointed to your case. All negotiations must be concluded and a decision rendered within 150 days of the date a mediation Order is signed by the Court. ▸▸ The other frustrating feature for homeowners about conventional loan modification applications is the fact that lenders continuously misplace documents or require updated documents. Under the LMM program, there are no more “lost documents” by the bank, since all documents are uploaded to a single website to which all parties have immediate access. ▸▸ If the lender refuses to provide a timely response to a completed loan modification application, or even refuses to participate in the program, the homeowner now has the right to seek assistance from a federal judge to ensure that the lender complies with its obligations. This enforcement component is simply not available to homeowners trying to do a loan modification on their own. ▸▸ The program applies to both Chapter 7 and 13 if you are surrendering a property, but loan modifications under the LMM are only available under a Chapter 13 bankruptcy. ▸▸ There is an increased likelihood that your Chapter 13 Bankruptcy Plan will be confirmed by the Trustee given that once the mortgage loan is modified under LMM, the homeowner’s future financial picture is more clearly defined. While these are exciting new benefits for any homeowner struggling with a loan modification of their mortgage, a Chapter 13 bankruptcy petition is NOT a do it yourself proposition. In fact, many consumers attempt to file their own and their cases are dismissed with prejudice for 180 days for failure to comply with the Bankruptcy Code. This means that you cannot refile for bankruptcy during that time. ataracts are the leading cause of decreased
vision in adults older than 65. It is the most common surgical procedure for elderly people. You can still get an “age-related” cataract when you are in your 40s or 50s, although most likely it will be small and not rob you of your vision. A cataract is an opaque spot on the lens of the eye that you can’t see through. The lens lies behind the iris and the pupil, and works like a camera lens. It focuses light onto the retina at the back of the eye, where an image is recorded. The lens also adjusts the eye’s focus, which allows you to see things clearly, both up close and far away. The lens is made of mostly water and protein. But as we age, some of the protein may clump together and start to cloud a small area of the lens. This is a cataract. Over time, the cataract may grow larger and cloud more of the lens, making it harder to see. The haze can vary in size, density, and location, which means its effect on your vision will also vary. At first, many people experience an overall reduction in their vision. They may need more light to read by or may have difficulty reading street signs while driving. A cataract can also affect depth perception, which is particularly dangerous for the elderly, who are more prone to falling.

What causes cataracts?
▸▸ Free radicals - natural by products of metabolism - are highly reactive chemicals that cause oxidation, which in turn causes aging. ▸▸ Toxins, pharmaceutical drugs, and smoking ▸▸ Diabetes (high levels of sugar in the blood contribute to cataract formation, so it’s not surprising that diabetics are 3-4 times more likely to have cataracts) ▸▸ The protein in the lens changes from the wear and tear it takes over the years, and hardens and loses its ability to focus.
Treatment of cataracts
Cataracts can only be treated surgically. This procedure would be performed by an Ophthalmologist, and is often an outpatient procedure. The surgery often involves placement of intraocular lens (IOL), which is used to replace the eyes natural lens, which is removed in the cataract surgery. Glasses may be required for far/near correction following the procedure, depending on the type IOL used and the surgical outcome.

Apollo is a nearly two-year old registered Staffordshire Terrier. He is a daddy’s boy all the way, acting like his shadow and cuddling with him almost every night. Apollo loves his deer antler chew bones, and ripping the squeakers out of stuffed toys. He doesn’t like to be ignored and will bark and paw to get attention. Recently, the two on-board captains at Rocket Kids--Oscar-the Operations Manager and Erica-the Executive Chef / Manager--answered a few commonly asked questions about Rocket Kids.

What can kids do at your indoor playground? As an amusement center for children,
kids love to go inside the playground, to jump in our bounce houses, to wash their hands in our awesome hand wash machines, Parents and kids love our food. For the older kids, eight and up, (including dads, moms, grandpa, grandma), they love to play our Rocket Kids Q-ZAR laser tag game.
Tell us more about the “out of this world” theme at Rocket Kids. Since the beginning,
we thought about bringing a cool, innovative atmosphere to our place. So we decided to bring space into our place.
Does Rocket Kids have something for kids and adults of all ages? Yes, we try to bring the
entire family together, from toddlers to adults, to have fun. Toddlers have their own little toddler zone and they also can enjoy the playground with their parents as a play date. Kids from five to seven can play safely in our giant playground, older kids eight and up can swap the opponents

in our laser tag arena. Adults can enjoy our free Wi-Fi hot spot, grab a meal in our Stellar Bites Café and relax while their kids are playing. Also, they can join the kids in our laser tag arena.

Rocket Kids uses very high hygiene standards for kids. Our simple basic rule before you play with us is “You must wash your hands before you play.” We invest a lot of our time cleaning our facilities to provide all our customers a clean, safe and climatecontrolled facility. Happy Holidays! I am sure many of you are busy with holiday shopping and family activities. In fact, some of us are probably a little better off and may be able to buy a little more for the first time in a long time. In light of the economy being a little bit better for some, it is still a hard time for many. Due to this, I want to propose we all do something a little bit different for this holiday season. As you all have realized, many have experienced or even know someone who is still going through hard times. This is why I am suggesting that we all do something a little different this holiday season. Instead of giving presents to each other, why not give something of ourselves. By this I mean, what can we do to make the holidays a little more joyous to those who truly need it? I am speaking of the giving of our time and sharing our good fortune with others. The opportunities to do this are around us. Help watch your neighbors’ children to give that working mom a little break, take a buddy you haven’t seen in a while to watch a ball game, support out of work friends by
passing their resumes to companies you know, or even pass along helpful information that can make your neighbors’ lives just a little bit easier. In addition, now is the time to share yourself with those charities that you have always wanted to get involved with. Take advantage of the “Buy One, Get One Free” promos at supermarkets and donate the extra item to the Miramar Food Pantry. Donate money to a charity in memory of a loved one. Adopt a family. Help out at a food kitchen. Clear out your wardrobe closet and donate the items. As we head into the holiday season, let us not forget that some of the best gifts we can give or receive are not found in stores, but in our efforts to make the world a little better. Small Business Assistance Program Launched
Miramar residents Jose Bido and Yesenio Otero pose with Broward County Mayor Barbara Sharief after announcing the launch of the Assist & Achieve “150 in 1 Year” Small Business Subsidized program. The initiative, designed to encourage entrepreneurship and new jobs, aims to equip 150 entrepreneurs in one year with resources and mentoring through the course of their first 5 years in business. Batty Bingo
Costumes and characters of all shapes and sizes ruled the day at the PTA’s 2nd annual Batty Bingo fest at Coral Cove Elementary School. The school cafeteria was transformed into a child-friendly spooky haunted house October 10, with fun, food, bingo games, prizes and a costume parade.
Food Day 2013
Dozens of people turned out at the Miramar Community Garden October 24 to help the South Florida Hunger Coalition celebrate Food Day 2013. Food Day is a nationwide celebration that supports the growth of healthy, affordable and sustainable food. Volunteers led tours of the garden and chef Trina Spillman demonstrated garden-fresh recipes.
Veterans Day Commemoration
An honor guard stood at attention as the City of Miramar recently paid tribute to those who serve and have served our country. Dozens of residents turned out at Veterans Memorial Park on November 11 for a ceremony that included a flag raising, guest speakers and music.
