he American Cancer Society (ACS) Relay For Life invites everyone in the community to attend the annual Relay survivor and caregiver celebration on Saturday, April 9, 2022 at Marjory Stoneman Douglas High School. Relay For Life is a movement, a community of like-minded survivors, caregivers, volunteers, and participants who believe that the future can be free from cancer. It continues to be the largest peer-to-peer fundraising event, with 2.5 million participants globally uniting to save lives from cancer. “During this difficult time, cancer won’t stop, and neither will we,” said event lead Megan Mila. “We are bringing our traditional Relay back to Marjory Stoneman Douglas High School with a big focus on fun for the whole community. Our theme is ‘Not all heroes wear capes’. More than 40 teams and more than 500

participants will join together to raise funds and awareness in an effort to free the world from the pain and suffering of cancer.” Entertainment Chairperson and cancer survivor Chris Fletcher explains “Our goal is to host over 100 cancer survivors and their caregivers at the event. The opening ceremony will include a special Survivors Lap. Survivors and their caregivers will also enjoy a complimentary dinner. After sunset, we light Luminarias to remember those we have lost, to celebrate cancer survivors, and to show those affected by cancer that they are not alone.” The American Cancer Society’s mission matters more than ever. The needs of people facing cancer continue and so does our work.

FLORIDA PREPAID OPEN ENROLLMENT COLLEGE SAVINGS PLANS START AT $45/MONTH

iming to bring urgency to the importance of saving early for college, Florida Prepaid kicked off its annual Open Enrollment period today by offering families who purchase a 529 Prepaid Plan by April 30, 2022 up to $500 in a 529 Savings Plan to be used toward additional college expenses. Open Enrollment runs February 1 through April 30, 2022 and is the annual window when families can lock in future tuition costs at today’s Plan prices. Plans start at $45/ month. To encourage Florida families to get started saving for college, Florida Prepaid will invest in their college savings journey along with them. For each year of college or university Prepaid Plan purchased this Open Enrollment, Florida Prepaid will put $125 into a Florida 529 Savings Plan, up to $500. “We know time is valuable, and families are busier than ever – always striving to provide a solid foundation for their children,” said Florida Prepaid College Board Chairman John D. Rood. “We encourage Florida fam-

ilies to research Florida 529 Prepaid Plans this Open Enrollment and find the option that meets their goals and budget.” While Florida Prepaid is the largest and longest-running prepaid college program in the nation, there are many Florida families that are not yet taking advantage of saving in a 529 college plan or saving for college at all. Prepaid Plans allow families to save for college in a risk-free, stress-free way, locking in future college costs for less so their child’s college tuition is ready and waiting for them. Families simply pick a Prepaid Plan and make their payments. There are no worries about the ups and downs of the stock market or how much tuition might go up. All Prepaid Plans are guaranteed by the State of Florida so families can never lose their investment. If a child attends an out-of-state or private college, a Prepaid Plan will pay the same amount as it would pay at a public college or university in Florida, allowing the child to pursue their dreams no matter where that

might take them. This year, families can purchase a 4-Year Florida University Plan for a newborn for as low as $181 a month, a 2+2 Florida Plan for $145 a month, a 2-Year Florida College Plan for $54 a month or a 4-Year Florida College Plan for less than $116 a month. The Board also offers a 1-Year Florida University Plan which starts as low as $45 per month and covers 30 university credit hours. NSID ISSUES NEW RFP TO DEVELOP HERON BAY GOLF COURSE

he North Springs Improvement District (NSID) published a new request for proposal (RFP) on March 3, 2022, to develop a 70-acre parcel of the formerly Heron Bay Golf Course. This is the second RFP for the redevelopment of the property. Developer Upper Buena Vista Management won the previous RFP but declined to move forward with a scaled-down version of their “Emporium” project in the face of significant public opposition. The new RFP calls for mixed-use proposals which include residential as well as commercial development. The document includes a “Development Vision” which states: “The overall plan is for a premier mixed-use project inclusive of residential, that will be a destination accretive to and compatible with the surrounding neighborhoods. The vision is to create an activity-based community. A place for people to live, shop, work and play with a visually stunning pedestrian-oriented environment with connectivity to the walking trails system and the surrounding community.”

The development is the subject of a lawsuit brought by a group of Heron Bay residents called Citizens Against Golf Course Redevelopment, Inc.. The suit was filed last year against the NSID following the award of the previous RFP. The “Emporium” proposal was a large mostly retail development. The former golf course is currently under a deed restriction that forbids construction until December 2027. 20 / April 2022 / OurCityMedia.com

A key dispute in the lawsuit is whether NSID, as a governmental entity, is bound by the restriction. In November, the Heron Bay Community Association sent a letter to the NSID asserting its rights to enforce the restrictive covenants on the property. The new RFP makes clear that all land-use changes or rezoning plans will require either the Coral Springs Commission or Parkland Commission approvals and that the NSID’s acceptance of a proposal does not guarantee that a proposed project will meet the cities’ standards of approval. It is unclear how the cities of Coral Springs and Parkland will be involved in the RFP process but it is unlikely a bidder would be willing to purchase the property without assurances from the cities that their proposed land use would be approved. Proposals for the project must be submitted by April 20, 2022. Potential developers will have the opportunity to give live presentations at a Selection Committee meeting on April 27, 2022 and the NSID board will review the selected winning bid at its May 4, 2022 meeting.

t is great to be back in the district after our busy, and extended Legislative Session. While we had some incredibly controversial bills make their way through the process, there were also some good bills dealing with school safety, mental health, the workforce, insurance, early learning, veterans, military spouses, and climate change that did make it through the process. Areas, where there was little or modest movement, included affordable housing, predatory rent increases, and comprehensive property insurance reform. While I and others filed amendments to address these issues, they were not taken up or accepted. I will be giving legislative updates throughout the upcoming months regarding bills that were signed by the Governor and appropriations that survived the veto. We will be sending out information in our email newsletter and posting on social media. Please reach out to us to subscribe or for more information. Earth Day is Friday, April 22. The legacy of this day reminds us of the many laws that have been passed to protect our climate and environment. In Florida, we are especially impacted by environmental issues such as rising sea levels, flooding, water issues, or more frequent and intense storms. The Florida Legislature did more work on tackling several of these issues this past legislative session through laws that would mitigate the impacts of sea-level rise while investing in Everglades restoration and establishing a Chief Resilience Officer to give this area the attention it needs. In our own homes, we can also make a difference by reducing our water and electricity usage, making use of reusable containers and bottles, composting, and recycling effectively, thereby lowering contamination. On Tuesday, April 5, our office, in partnership with the City of Parkland, is hosting a Florida Licensing on Wheels (FLOW) event from 10 am to 2 pm at the Parkland Amphitheater. This is an opportunity to get your first-time license, renew or replace your license or ID card, renew your vehicle registration, and get a new or renewed disabled parking placard. The return of the Teen Political Forum will be held in person on Thursday, April 7th at the Coral Springs Center for the Arts. High school-aged students are invited to participate in this open mic-style forum to ask questions to state, county, and local elected officials about issues that are important to them. Bites-n-Sips will take place on Friday, April 8th on the City Hall Lawn where residents will be invited to choose from a variety of delicious culinary creations from the region’s top food trucks and vendors. Ready for some EGG-cellent family fun? Families can hop on over to Sportsplex Park on April 9th for the Hoppin’ Into Springs Egg Hunt. Children ages 3 to 8 who live in Coral Springs can enjoy an egg hunt, music, goodies, and, of course, a visit from the Easter Bunny! Pre-registration is required. From April 15th to April 30th, we invite residents to stop by City Hall to view the winning artwork from our Recycled Art Contest. ne thing is for certain in Parkland, our City has a plethora of outstanding and hardworking volunteers who create a culture of giving in our community. This concept has been even more apparent around our City over the past few months. Families continue working together to make the world a safer place, residents continue to support one another when it matters most, and dedicated volunteers nurture our community into the brilliant gem that it is. Our sports leagues have amazing volunteers that provide our families and their children with a tremendous memorable experience. Volunteering and participation is vital for a successful community. The residents of Parkland demonstrate that desire daily and it’s a blessing to interact with such dedicated individuals. Whether it is at one of our City events, the Parkland Chamber of Commerce, a sports league event, a

homeowners’ association function, or one of our other many diversified activities established throughout the City—it’s natural to be incredibly proud of Parkland. As we move into April, we reach an important time of year for the city government. Strategic planning is vital to municipal government and the budget process. In strategic planning sessions, we consider all of the comments, ideas, concerns, and negative and positive feedback that our City Commission receives directly from residents. These topics become discussion points between the City Commission and City staff throughout several workshop sessions. These sessions, in turn, lay the foundation for our upcoming budget year and extend years ahead. It’s so important to continue to be engaged in a positive way. Your involvement helps us as a City Commission better serve you. We are all extremely active and accessible and look forward to speaking to residents every chance we get. When

you see us, please don’t hesitate to ask us questions or give us feedback. Strategic planning begins in April and goes into June. Finally, in September we establish the millage rate and set into motion our capital projects for the upcoming year which begins October 1st. With your help, we look forward to always moving Parkland forward in a positive direction.
