For the second year in a row, we are celebrating this year’s Women’s History Month by recognizing some of the amazing women in our community. Once again, the anticipated 38th annual event will be back on March 5th at Plantation Heritage Park. The centrally located premier venue will be transformed into an exciting exhibition of Scottish culture. The Scottish Festival is a very colorful cultural event, and highlights include a wide variety of Scottish heritage activities such as international entertainers, massed bagpipe bands, heavy athletics, Scottish country dancing, Highland dancing, Scottish clans, and societies, fiddling, piping, and drumming competitions, children’s games, sheepherding, Scottish food, drink, and merchandise. This is coupled with a Highland Games which comprises competitions in bagpiping, drumming, and heavy athletics with participation by people of all ages, ethnicities, and sexes and is not restricted to those of Scottish heritage.
Additionally, an area of children’s activities will immerse young lads in Scottish culture through dress-up, coloring, child-appropriate athletics, and a passport game that guides them around the heritage displays. This year the impressive lineup of live music performances will feature Albannach, Celtic drums from Scotland; Seven Nations, Celtic rock band; and Blue Skye Pipes & Drums; as well as the World/ North American Champion City of Dunedin Pipe Band. In addition, we will have a display by the Gold Coast British Sports Car Club, and we will be hosting the Junior Division Scottish Athletics (ages 14-17) State Championship. Plantation Utilities Department Release Their First Calendar By Beverly Perkins
I
n addition to the city’s annual calendar offerings, The Plantation Utilities Department is proud to have released its first calendar. The colorful planner features many photos of various sites and fun facts about the department. It also has instructive information about utilities for each month. The city’s Parks and Recreation Department has long offered a calendar, but this year Utilities Director Steve Urich wanted to feature some of the details about his department. There is a graphic explaining how the City’s water system works and details on water main replacements and sewage. For instance, one may find it interesting that “a critical component of the sewage collection system is that there are nearly 150 lift stations located throughout the City. The gravity system collects and directs the sewage to these pump stations, which in turn pump the collected sewage to the Plantation Regional Wastewater Treatment Plant (WWTP).
Residents can also learn about how they can participate in the water conservation program. Through the co-operative program, Plantation residents may be eligible for a rebate of up to $100 for the replacement of an older toilet with a new high-efficiency model. These newer units could save 3-5 gallons of freshwater with every flush saving the planet and one’s wallet. Another function of the department is to maintain the wetlands and other watersheds. This is critical to maintaining a safe and sustainable supply of fresh water in South Florida. To do so, the Biscayne Aquifer recharges through rainwater collection, ponds, canals, and reservoirs. “As a surficial aquifer, the Biscayne Aquifer is highly vulnerable to surface contaminants. Protected wetlands, such as those located at the Plantation Preserves Municipal Golf Course, are possible even in developed areas and help ensure safe drinking water will remain available for everyone.”

100th Birthday Celebration Takes the Cake (or Two)!

entennial birthdays are always a milestone to remember, but this one sure took the cakes! Norma Fink, a 43-year-old Plantation city employee, was surprised with a grand celebration at the Frank Veltri Tennis Center in her honor. The surprise party included catered cuisine, a three-piece jazz band, a proclamation from the mayor, and not one, but two cakes. At the helm of “Operation Surprise Party” was Fink’s grandson, Jason Lutin. Because his grandmother works at the tennis center’s front desk part-time, the clever grandson thought there’s no better place to pull off the grandiose gesture than her workplace. The invite called for a 6:00 pm start time under a large tent. Tennis players, friends, family, community figures, and the media came to commemorate the magnificent milestone. The Guest of Honor arrived with her family a bit later. However, it took her a bit to realize the commotion was for her as she still thought it was an ongoing party from the pro shop earlier in the day.
Mayor Lynn Stoner’s proclamation included biographical material and a bit of Fink’s long-standing history within the community. Norma was born in the Bronx, graduated from NYU, and in 1944 began a 54-year marriage to Robert Fink, who passed away more than 20 years ago. In 1971, she moved to Florida and in 1972 moved into a Plantation condo which happens to be the same one she lives in today. She began working at the Kennedy Community Center’s hut in 1978, then moved over to the Veltri Center when it opened in 1981, working as a court attendant and playing in many leagues, and she has remained a friendly fixture ever since. Fink is known for being a good person to converse with and always shows a giving heart outside of her job as she is a prominent supporter of several charities and causes. Her friends always use the word “spunky” when describing her. Even at 100-years-old, Fink told WPLG-Ch. 10 that she has no plans to retire. “I love the job, I love the people, I love the whole thing,” exclaimed the birthday girl.

WHOOO Loves a Great School Fundraiser? By Beverly Perkins

fter last year’s cancelation due to Covid, the Plantation Park Elementary (PPE) PTA was able to host once again their highly anticipated school-wide, fitness forward fundraising event, OWL Walk. Spirited students, parent volunteers, and staff gathered in the school’s north parking loop for a morning of fitness, fundraising, dancing, and fun. With OWL Walk’s return, students were encouraged to ask family, friends, and neighbors to sponsor their participation in the “on campus” walk-a-thon style fundraiser. Students were awarded special event t-shirts and raffle tickets to earn various prizes for reaching different contribution tiers during the weeklong collection before the event.
“The return of OWL Walk this year is very exciting! After a year’s hiatus from our favorite fundraising event due to Covid, we have had so much support and outreach from families, businesses, and community leaders alike. We are so grateful for their donations. Without them, OWL Walk would not be possible,” exclaimed Plantation Park Elementary PTA President Stefanie Smith. Local businesses also joined in on the fun to support PPE’s OWL Walk as headline sponsors. In addition to monetary donations, sponsors also donated refreshments and snacks distributed to the students and staff during the event. Broward County Sheriff’s Department SWAT unit was also a special guest and welcome addition. Although the event is over, everyone at PPE, students and teachers alike are already looking forward to future OWL Walk events. OWL Walk 2022 grossed over $20,000 which was the ambitious goal set by Plantation Park Elementary PTA. “We are overjoyed by the success of OWL Walk this year. Our students had so much fun raising money for our school today. With the money raised, we hope to start on some big-ticket initiatives, such as improving our playgrounds and custom cafeteria murals, this year,” said Amanda
Castilla, PTA VP of Fundraising at Plantation Park Elementary. “We are thrilled to have such a fun and unique fundraising tradition at Plantation Park Elementary. The efforts of everyone in our school community help to create a truly memorable and successful event that promotes school spirit,” added Brittany Mohler, PTA VP of Events at PPE.

o you suffer with constant ankle joint pain and stiffness? Some patients develop osteoarthritis of the ankle joint that overtime can become extensive in nature and lead to joint swelling, difficulty walking or bending the joint, and chronic pain around the entire joint. Ankle arthritis develops from previous trauma or normal wear and tear due to aging. Arthritis leads to loss of cartilage, pain, and/or deformity. Un-treated endstage ankle arthritis can be a debilitating disease that effects an individual’s activities of daily living by leading to degenerating of surrounding joints secondary to altered biomechanics. Non-surgical treatment for acute ankle arthritis include orthotic devices, bracing, immobilization, oral nonsteroidal anti-inflammatory medications, steroid injections, and physical therapy. Surgical
treatment can be performed for the more progressive end stage osteoarthritic disease that has failed to improve otherwise. Total Ankle replacement, known as total ankle arthroplasty, is a surgical procedure that foot and ankle surgeons perform to treat ankle arthritis. This includes removing the ankle joint and replacing it with an artificial implant made of metal and plastic. VICKIE CARTWRIGHT CHOSEN TO LEAD BROWARD SCHOOLS PERMANENTLY By Terry Jaillet
B
roward County Public Schools Interim Superintendent Vickie Cartwright will get the full-time job. The former Orange County school administrator was chosen by the Broward County School Board after an 8-1 vote in her favor. Lori Alhadeff was the only dissenting vote at a School Board Meeting on February 9. Cartwright has been the interim superintendent since her predecessor, Robert Runcie resigned from the role last year. She was chosen despite initially not being allowed to even apply for the job. The interim superintendent was initially not supposed to be eligible for the full-time role, but Cartwright gained the support of board members and, importantly, The Broward Teachers Union. “In the six months that she has served as interim superintendent, she has proven to be an intelligent and excellent leader with an ability to listen to and work with all constituencies,” said Teachers Union President Anna Fusco in a prepared statement. “She quickly gained a keen understanding of the district’s challenges and opportunities. I look forward to continuing
the positive and fruitful relationship we have created and to Dr. Cartwright’s long tenure as the leader of Broward County Public Schools.” The school board had narrowed the search to two finalists. Along with Cartwright was retired Air Force Colonel Michael Gaal. Gaal has held a number of leadership positions in large schools systems after his military service. He was never a teacher, however. Some board members pointed to this fact as a reason to prefer Cartwright. “The beginning of my career is one that is truly based on relationships and the value of understanding the importance in ensuring that we put students first,” Cartwright told the board. “During my 7th-grade year, unfortunately, my family did become homeless.” “I am humbled. I am honored,” Cartwright said after the vote, “One of my initial interests at this point is really going out and recruiting the best-qualified candidates for those (key) positions.” Alhadeff explained the reasoning for her vote for Gaal, saying, “he was the stronger leader
in totality, as far as being able to question the status quo, hold people accountable.” Cartwright will have her work cut out for in managing the nation’s sixth-largest school system. There are currently vacancies in several key management positions.

Do I Need a Trust? By Bruce Iden, Esquire
S
hould I create a trust even though I don’t have a multi-million dollar estate? My answer: It depends. Often estate planning goals can be achieved without establishing a revocable living trust, but there are instances when one is recommended. It all depends on your family situation and what you want to accomplish. I often use stories such as the following to help new clients better understand the benefits of having a trust. George and Jenny have been happily married for 25 years with three children, Jessica, age 20, Josh age 15, and Jonathan, age 12. Both George and Jenny have created wills, leaving everything to each other. After they are both gone, their wills leave it all to their children, in equal shares. Sounds like a logical plan. Or is it? Tragically, George dies suddenly, and, according to his will, all of his property transfers to Jenny. The following year, while rushing to an appointment on a rainy morning, Jenny loses control of her car and rear-ends a bus full of trial attorneys heading to the annual Ft. Lauderdale “I’ll See You in Court Convention.” Several attorneys are injured and predictably, lawsuits follow. Now what happens to Jenny’s inheritance from George? It likely all goes to creditors. What’s left to raise her children? Perhaps nothing. If George and Jenny had used a trust in their estate plan, the final outcome may have been different. While Jenny’s property would still be subject to creditor claims, her inheritance from George inside a trust would be safe for her and their children. In another sad scenario, imagine that Jenny dies first and George later remarries Susan, a woman with four adult children. What happens when George passes? His property, including what he inherited from Jenny, may go to Susan and eventually to Susan’s children. George and Jenny’s children could be completely disinherited! With a properly drawn trust, George and Jenny can rest assured that even if the surviving spouse remarries, their money will go to their children. Finally, think of George and Jenny happily enjoying retirement and grandchildren, but not fond of Jessica’s husband, Jason. Jenny fears that their son-in-law will never earn a decent living, and be dependent on their daughter Jessica to support him for the rest of his life. George worries that if they leave an inheritance to Jessica and she ultimately divorces Jason, a substantial portion of Jessica’s inheritance could be lost to her “no good husband.” If George and Jenny leave inheritances to their children in a trust, these assets will not be commingled with marital property. Therefore, in the event of a divorce, daughter Jessica’s inheritance will not be the subject of division and partial distribution to son-in-law Jason.
